Housing Experimentation and Design Guides: Affordable Housing in Guangzhou since 2006

This paper examines the recent growth of government-led affordable housing in Guangzhou, addressing a paucity of global housing studies that explore experimental and contextual policy approaches in China. It also addresses the lack of Chinese housing studies recognizing the impact of housing design governance, including regulatory controls and design standards, on housing preferences, supply and lifestyles. Since 1995, the supply of affordable housing has surged, now surpassing that of market housing for the first time. This response to failures in the private housing market and a lack of equitable access to housing signifies a significant shift, acknowledging the need to re-establish a state-led and long-term public housing supply after decades of housing marketization. Employing an architectural design research perspective, this paper investigates the interplay between affordable housing supply and the emergence of housing standards, examining resulting housing design outcomes. It poses the question: What changes in housing policy and interventions in housing markets are necessary to increase public rental housing supply, and how do these changes affect housing outcomes? The paper explores these questions through a discussion of the key moments in affordable housing policy and housing estate development in Guangzhou that facilitated the creation of widely accessible public housing and long-term housing assets. This provides new insights into China’s unique approach to translating central government social welfare and housing policy through contextual design experimentation and pilot housing projects, departing from the conventional top-down policy implementation found in most other countries.

Young-adult single-person households have emerged as a socially vulnerable group facing housing instability in Korea. To improve insufficient housing policies for this social group, we must evaluate existing policies and provide feedback in a timely manner. In this study, we investigate the effectiveness of housing welfare programs targeting young adults, considering the increase in the supply of public rental housing for them. This study estimated the effect of residing in public rental housing on the intention to achieve homeownership and the mediation effect of residential satisfaction by employing structural equation modeling. The results confirm the following findings. First, when controlling households’ sociodemographic conditions, satisfaction with housing conditions is higher in public rental housing than in private rental housing. Second, high residential satisfaction among young-adult single-person households residing in public rental housing has a significant positive effect on their intention to achieve homeownership through high satisfaction with housing conditions. These findings suggest that public rental housing is an effective housing policy and a stepping stone toward homeownership for young-adult single-person households. This study concludes by emphasizing the necessity for a public rental housing policy considering these policy outcomes.

Housing satisfaction and improvement demand considering housing lifestyles of young residents in public rental housing

ABSTRACT The supply of public rental housing for young households has been on the rise in South Korea. Their size and composition vary depending on residents’ characteristics. However, even within similar groups, housing satisfaction may differ according to their lifestyle; hence, diversity may exist in the demand for housing improvement. This study identified housing satisfaction and improvement demands according to housing lifestyles of young residents of “Happy House”, a representative public rental housing for young households. The method used in this study was an online survey targeting individuals younger than 39 years and living in Happy Houses. A total of 536 responses were collected, and the respondents were divided into five housing lifestyle clusters despite being from similar groups. Depending on the lifestyle, differences existed in the satisfaction of space composition and size and basic options, such as facilities/furniture/home appliances. In addition, there were also differences in the demand for housing improvements. The group actively using housing for leisure, cultural activities, and social exchanges showed high demands for improvement, such as space composition and basic options. This study can be used as a reference for establishing a housing improvement plan for customizable public rental housing, considering the lifestyles of young adults.

The supply of an Happy House, a representative public rental housing for young adults, is continuously increasing. As the supply of the Happy House requires the most budget among housing policies for young adults, it is necessary to check whether Happy Housing is suitable for young households, the main beneficiary. Therefore, in this study, a post-occupancy evaluation was conducted targeting young single-person households living in the Happy Houses across the country to identify the demands for housing improvement. The method of this study was an online survey, and a total of 328 responses were collected and analyzed. As a result of the study, the overall improvement demand was slightly above average, and the improvement request for basic installation options such as home appliances, furniture, and facilities was the highest, and the housing area improvement request was similarly high. In the basic installation options, kitchen appliances had the highest demand, and air conditioner installation was also high for each room. The area expansion was mainly in demand for small bedrooms and kitchen/dining rooms. The results of this study can be used as basic data for the preparation of space improvement plans for the Happy House and the establishment of other types of public rental housing supply plans tailored to the young generation.

Influences of Public Rental Housing Supply on Housing Satisfaction, Life Satisfaction, and Marriage Willingness of Unmarried Young Households

While the supply of public rental housing for young adults is expanding, studies that empirically verify effects of the policy have been conducted at an insignificant level. In this regard, this study aimed to verify causal effects of the Happy Houses, a representative public rental housing for young households in terms of changes in housing satisfaction, life satisfaction, and marriage willingness of unmarried young residents after moving into houses. To this end, an online survey was conducted targeting unmarried young households residing in the Happy Houses. As a result, it was found that the housing satisfaction, life satisfaction, and marriage willingness of unmarried young households all increased due to moving into public rental housing. In addition, the change of housing satisfaction did not have a direct effect on the change of marriage willingness, but it affected the change of life satisfaction, and the change of the life satisfaction again influenced changes in marriage willingness, showing a complete mediating effect. The results of this study are meaningful in that they showed the effects of supplying public rental housing from various angles and prove that there is a positive effect, thereby providing a basis for this policy to gain social consensus and continue to be implemented.

The government and the Seoul Metropolitan Government are continuously increasing the supply of public rental housing mainly in large quantities, but vacancies are increasing. The reason is that it was supplied mainly in large quantities without considering the small equilibrium-oriented supply outside the city center and the characteristics of demand for policy targets. Public rental housing to achieve the purpose of stabilizing housing for the common people should be supplied according to the characteristics of consumers, such as location and accessibility. Therefore, this study analyzed the preference and demand characteristics by class for long-term rental houses in the station influence area of Seoul. Classification by stratum was divided into age, income, occupation, and living area. A survey on the preference of policy consumers by stratum was conducted to analyze supply policies suitable for demand characteristics. In addition, the purpose of this study is to analyze customized demand and supply plans based on the analysis of consumers' preferences and characteristics by class according to the location of the station influence area. In order to expand the supply of public rental housing in the station area, policy implications and improvement directions were presented so that customized supply based on demand characteristics by stratum.

Transforming the Homelessness Policy by Housing First Approach - The case study of Seoul -

The purpose of this study is to explore the necessity of housing first approach, taking the Seoul homelessness policy as an example, and to derive constraints and policy agendas in applying the housing first approach. For this purpose, this study conducted a literature study, an analysis of raw data from the homeless survey, and advisory meetings. The decrease in the number of homeless people in Seoul has slowed in recent years, and avoiding facilities by homeless people was confirmed. In addition, not only economic problems, but complex service needs are intensifying. It is necessary to critically review whether the policy so far is still effective. Therefore, this study suggested the need to adopt the housing first approach as an alternative. However, the long-established institutional factors are hindering progress toward the housing first approach. In conclusion, first, if the housing first approach is to be adopted, the existing facility-centered support system should be converted into a housing-centered support system. Second, the supply of public rental housing should be increased. Third, support services should be improved in cooperation with the local welfare system. Finally, it is necessary to establish a new governance structure that promotes cooperation between the housing and welfare departments.

Happy housing to promote housing stability for young people has recently faced the problem of a surge in long-term public prices. Given that happy housing is a residential welfare program in which large-scale government finances are administered, it is an important issue that the number of homes that have been vacant for a long time is increasing significantly.
 There are various causes for Gong-ga. This study analyzed the relationship between the residential environment in terms of location and the occurrence of public housing using GIS.
 According to the calculation of the integrated location accessibility index by geographical analysis of 4 places with 20% or more and 5% of the total number of houses, the location of happy housing complexes in Uijeongbu, Gimpo, and Dangjin in Gyeonggi Province was relatively poor. Based on these results, this study argued that it is necessary to closely examine the analysis of the residential environment using accurate geographic information data when establishing a future public rental housing supply plan.

The purpose of this study is to contribute to improving the nation's housing stability and the living standards of the low-income earners by suggesting an improvement plan for the supply methodology among the public rental housing systems in Korea.Chapter 2 established the concept of public rental housing. This part of the study systematically organized a total of 31 laws and regulations composing the current public rental housing system and further examined the transition process of the system itself. In addition, this study also analyzed the inventory and annual supplies of public rental housing that are currently available on the market. On that basis, this study presented three problems that are considered to be the most important among the other problems related to the operation of various public rental housing systems that are currently problematic to suggest a methodology to solve them. These three problems are as follows: First, the existing rental housing, 'jeonse', encourages gap investment. Second, there is confusion in the legal system in which the upper and lower laws collide. Third, the legal system is too complicated and excessive with a total of 631 articles. There are three ways to solve these problems. The first way is to propose a plan to partly amend a current law of 'Special Act on Public Housing' and suggest its main contents to make it less complicated and vast. This can be done by the enactment of a special law with the provisional title 'Act on the Supply of Public Rental Housing' separately regulating the selection and operation of occupants of public rental housing. The second solution would be the revision of the particular provisions. The provisions that are currently in conflict are as follows: Article 47, Paragraph 2, Items 4 and 5 of the Enforcement Decree of the Special Act on Public Housing, and Article 25, Paragraph 8, Item 1, and Paragraph 9 of the Enforcement Rule of the Special Act on Public Housing. The last way is to propose a method to convert the leasehold rental system to the housing purchase rental system since the current system is causing problems such as encouraging gap speculation among public rental housing available now.

The supply of public rental housing is a policy in which the state can actively intervene to stabilize housing for the low-income brackets. The supply of public rental housing is stipulated in the “SPECIAL ACT ON PUBLIC HOUSING”. From now on, we need to reflect the social trends such as the increase in single-person households and the elderly. In addition, there is a need for a policy that can improve problems related to existing public rental housing such as the social exclusion of public rental housing complexes. Accordingly, the direction of improvement of the public rental housing supply law is as follows.<BR> First, it is necessary to establish a public rental housing supply policy that is subdivided according to the characteristics of the region. In this case, it is necessary to emphasize the role of local governments that can grasp the local situation concretely. Second, there is a need for an adequate supply of small public rental housing for single-person households. In this case, the quality of housing should be improved. Third, public rental housing for the elderly should be provided, preferentially in places located close to the area where they were living. And the elderly should be allowed to live near medical and welfare facilities. Finally, public rental housing can be secured and supplied while conducting urban regeneration projects. In this case, public rental housing can be supplied by utilizing vacant houses.

A Study on System Improvement to Activate the Supply of Public Rental Housing by Private Sector in the Station Area of Daejeon Metropolitan

Looking at the comprehensive housing plan recently announced by the Ministry of Land, Infrastructure and Transport, various residential welfare policies and supports are planned for homeless low-income households. At a time when controversy over the rise in prices and supply of housing and real estate emerged across the country, Daejeon Dream Town was introduced to promote housing stability and local economy for young people and newlyweds. Daejeon Dream Town is expected to reduce the budget in Daejeon while relaxing the system to induce private development in the accessible station area and the nodules of public transportation, and providing apartment houses in a location suitable for the needs of youth and newlyweds with part of the increased development profit. In order for Daejeon Dream Town to become more revitalized, it was considered necessary to expand the range of the station area, improve public contribution plans, and improve the ratio of non-residential uses according to the use area, and parking lots. However, it is believed that it is necessary to preserve the regional characteristics and identity of Daejeon, as long as it does not disturb the urban spatial structure and development density system of Daejeon.

The Evolving Roles of the Public and Private Sectors in Korea’s Public Rental Housing Supply

While there has been a substantial amount of studies on public rental housing of Korea, most have focused on housing policy changes, international comparisons, and current characteristics and future prospects. This article aims to examine the evolving roles of the national and local governments, and the private sector in provision of Korea’s public rental housing. The findings suggest that one, although the wave of neoliberalism and financial crisis have prompted the national government to reduce its role and to encourage engagement of other actors by utilizing incentivizing tools, it has continued to assume a central position in formulating and implementing housing supply plans. Two, local governments have played a marginal role throughout the history of public rental housing supply, although they have expanded their participation through redevelopment projects and utilization of existing housings. Three, private sector actors have expanded their role to delivering public benefits of making housing available for a wider range of populace leveraging various incentives that make projects financially more feasible. The study poses a question on how responsibilities and risks can appropriately be allocated among three key actors to achieve housing welfare going forward.

A Study on the Influence of Government Housing Policy and Market Characteristics on Housing Purchase Intention

본 연구에서는 주택구매와 관련된 구매가치를 다루되 주택구매는 주택시장 및 정부의 주택정책이 영향을 미치게 되므로, 연구의 목적은 첫째, 주택구매자의 구매행동에서 현 정부의 주택정책과 시장특성에 대한 일반적인 이해와 인식, 평가 등을 파악하여 정책을 진단한다. 둘째, 주택선택과 관련된 주택정책을 공급정책, 금융정책, 조세정책으로 시장특성을 가구특성, 경제특성, 투자심리특성으로 구분하고 주택소비자들의 구매의도에 미치는 영향력을 분석하고자 한다. 셋째, 주택의 거래는 현재시점보다는 미래의 가격 상승을 기대하는 심리적 영향요인이 무엇인지 밝혀보고자 한다. 주택가격과 수요는 정부의 정책 등에 따른 변동성이 매우 크며 시장의 구조적인 요인과 수요자의 심리적 요인이 복합적으로 결합되어 주택시장을 예측하는데 어려움이 있다. 본 연구에서는 현 정부의 주택정책과 시장특성에 관련하여 서울시에 거주하는 일반인들을 대상으로 설문하여 정부의 주택정책을 공급정책, 금융정책, 조세정책의 하위요인으로 구분하고 시장특성은 가구특성, 경제특성, 투자심리특성으로 세분화하여 주택구매의도에 미치는 영향에 대하여 검증하였다. 분석결과는 다음과 같다. 첫째, 현 정부의 주택정책에 대해 대부분이 이해를 하고 있으나 쉽고 단순하기 보다는 복잡하고 어렵게 인식하고 있으며 긍정적인 평가보다는 정부가 정책을 잘 못하고 있다는 부정적인 평가이다. 이러한 이유는 주택정책의 잦은 변경과 금융과 조세를 강화하는 여러 가지 규제들이 빠르게 시행되면서 시장을 안정화시키려는 정부의 태도에서 비롯된다고 할 수 있다. 둘째, 정부의 주택공급정책이 확대되고 공급물량이 증가 할수록 구매의도가 증가하는 것으로 나타났다. 주택이 가계의 기본적인 욕구를 충족(Zhu, M.,2014)시키는 것 이외에도 주택에 대한 수요는 단순히 거주자의 주거환경에 대한 욕구충족뿐만이 아니라 가계경제와 가계자산에 미치는 영향력이 매우 크므로, 주택에 대한 수요와 공급은 사회·경제적으로 중요하며, 한 국가의 경제에 미치는 영향이 높기 때문에 부동산 시장에 대한 관심은 매우 높다. 따라서 공급확대정책은 실소유자와 시장에게 주택시장의 안정이라는 긍정적인 신호로 판단하여 주택구매의도가 증가하는 것으로도 해석할 수 있다. 셋째, 정부의 주택금융정책이 규제일변도로 강화될수록 구매의도가 감소하는 것으로 나타났다. 주택정책에서 금융규제에 관련된 LTV, DTI는 시장활성화, 가계의 건전성,금융시스템 안정성 강화등과 상호작용 및 반작용을 하며 직접적인 연관성을 가지고 있다고 볼 수 있다. McDonald(2015)는 주택가격이 소득보다 높은 상황에서의 LTV·DTI 규제 강화는 주택가격 상승을 억제하는데 효과가 있지만 LTV·DTI 규제완화 시에는 그 효과가 적다는 것과 최막중 외(2002)의 주택금융이 주택소비규모에 영향을 미치는 역할이 금융규제의 정도가 강할수록 주택을 소비할 확률이 낮아진다는 주장과 같은 결과를 얻을 수 있었다. 본 연구에서 확인한 결과 급격하고 과도한 규제는 거래활성화 저해 및 주택시장의 침체 등 여러 가지 부작용도 함께 가져올수도 있으며, 이에 건성 확보와 시장 활성화라는 정책목표를 동시에 달성하기 위해서는 주택시장의 가격안정을 저해하지 않는 범위 내에서 시장 과열기에 도입된 규제비율은 상황 변화에 맞게 탄력으로 운용하는 것이 바람직하다고 판단 된다. 넷째, 조세의 부담정도가 주택의 실제사용목적 정도에 영향을 미치는 정도에 대한 분석에서 유의수준 0.05하에서 통계적으로 유의한 결과로 나타나지 않았다. 이러한 결과는 조세를 정책적 차원에서 주택에 대한 투기억제목적의 수단으로 삼는 것은 정책적 효과가 없다는 것을 의미하는 것이다. 강력한 조세강화정책이 그다지 실효를 거두지 못한 것은 보유세와 거래세의 증가가 부동산투자 또는 투기를 통하여 얻게 되는 이득에 비해 과세금액이 미미하기 때문이다. 과거 정부의 사례를 보면 주택가격 상승문제를 관련 조세의 세율인상으로 해결하기 위해 각 거래당사자들에게 부담을 증가시켜 문제를 해결하려는 양상을 보여 왔으며 그 결과는 오히려 부동산가격에 조세부담분이 가중되어 결국 부동산가격이 상승하는 악순환을 되풀이 하였다. 이러한 조세강화정책의 시행으로 조세부담에 따른 매물이 증가하고 주택가격은 하락할 것이라던 정부는 예측하였다. 그러나 예상이 빗나간 과거사례의 학습효과로 인해 현 시장참여자들이 조세강화정책에 반응하지 않은 것으로 판단된다. 조세와 관련한 선행연구 중에서 심원미(2011)의 부동산 투자에 있어서 투자자에게 조세의 부담정도에 따른 투자행동의 선택결과가 최종의 투자성과에 서로 다른 결과를 나타낸다는 주장과 유사한 것이다. 다섯째, 가구특성은 통계적으로 유의한 결과로 나타나지 않았다From 2018, as the liquidity of the capital market became abundant, surplus money flowed into the housing market, leading to overheating of the housing market in Seoul and the metropolitan area. Therefore, the government will block the rise of abnormal housing market prices, expand the supply of public rental housing and public housing for end-user-oriented housing policies, and continue to strengthen finance through demand-tailored management policies through redevelopment and reconstruction and suppression of speculative demand. Policies will have to be implemented in parallel.

Policy Design and Implementation of a New Public Rental Housing Management Scheme in China: A Step Forward or an Uncertain Fate?

The management of the public rental sector has undergone tremendous change worldwide. Especially in China, given the large supply of public rental housing (PRH) in the short term, the management of PRH (PRHM) has been faced with a series of problems. The existing PRHM is unsustainable and a new scheme has been proposed. In this study we analyze whether this new scheme can solve the former management problems and achieve the reform objectives, so as to explore whether the new scheme can really improve the PRHM. We analyzed the new policy, contracts and bidding documents of 19 pilot projects and interviewed some implementation staffs. We found that the well-intended policy mainly proposed three measures: government procurement, new financial arrangement and guided service contents; but that these measures lack specific financial support. Furthermore, there are very few projects that involve full implementation; most of the projects employed a compromise strategy. In general, the new scheme made progress towards solving some of the existing problems, so even if it is selectively implemented, it is still likely to achieve the reform objectives.

Impact of residential environments on social capital and health outcomes among public rental housing residents in Seoul, South Korea

The increase in the supply of public rental housing since 1989 has mitigated the low-income housing shortage and contributed to stabilizing the housing market in South Korea. However, despite this policy-driven achievement, the living environment quality of public rental housing and its relationship to residents’ social capital and health have not been thoroughly examined. Using survey data from 3009 householders located across public rental housing complexes within administrative districts in Seoul, Korea, this study performed a multi-level analysis to examine the associations of multiple domains of perceived and objective residential environments with dependent variables of social capital (trust, interaction, and norm of reciprocity) and health (self-rated health, chronic health conditions, and stress level). While better-perceived residential environments for daily needs (e.g., home environments with better utilities/equipment and barrier-free space, safe environments and external facilities for the disabled, and accessible public transit stations and groceries) were significant for social capital or health, perceived access to amenities for recreational needs (e.g., green and recreational space, cultural facilities) were not significant. Some significance from the objective measures of such recreational needs was found, but most objective measures showed inconsistent, mixed results. Among individual characteristics, self-esteem and having a disabled member appeared important. Our findings suggest the need for inclusive policy strategies that make good use of existing resources and respond to the actual and accessible needs of residents, especially those of low socioeconomic status, from the psychological, physical, and environmental perspectives. More attention needs to be directed to improving the environmental quality of public rental housing.

Due to the stereotypes that Public Rental Housing could affect negatively in housing prices, local residents often oppose the construction of public rental housing. Meanwhile, the government has recently diversified the types of public rental housing, such as SHIFT(Long-term rental housing) and National rental housing, to embrace the demands of single-person households, young people and newlyweds. In this situation, we have focused on the possibility that public rental housing may have different effects on nearby housing prices depending on the types and characteristics of public rental housing. To analyze the effect of public rental housing supply, we choose the case study sites through serial processes, and applied the Modified Repeat Sales Model with the concept of Difference-In-Difference method. The results show that the supply of public rental housing affects housing price decline and the magnitude of this effect varies by the type of public rental housing.

시유지를 활용한 공공임대주택 공급가능량 분석 : 서울시를 사례로

The purpose of this study is to estimate the availability of supplying public rental housing by using low utilized city land and to discuss implications of the results. Currently, Seoul faces a housing problem that lacks public rental housing. In difficult situation of securing expanse vast land through residential development projects as past, we examined whether the utilization of scattered city land in the existing urban area for public housing, could be an alternative to the supply by the construction method. Based on the analytical framework devised by research team, estimated supply capacity that was previously presented by Seoul Metropolitan Government has not yet reached the level that was proposed in the public rental housing supply plan. So, there is a need to search for the utilization of various supply methods out of the construction method. In this regard, it is necessary to review on preparing measures for using the city land against the opposition of the local residents, refurbishing old public rental housing for adding new public housing, increasing supply by purchasing existing private housing, and expansion of the housing benefit to absorb the demand for the public rental housing.
