Regional development through innovation: a proposal for a technological hub framework

Brazil has made progress in innovation, although unevenly across its regions, with the state of Acre still facing challenges in this sector. The creation of an innovation and technology hub at Senai/AC aims to promote regional development by bringing together government, companies, and academia to stimulate local economic growth. This article proposes a strategic framework for the implementation of the Senai/AC Innovation and Technology Hub, with the goal of strengthening the regional economy and increasing industrial competitiveness. Based on a Systematic Literature Review, the best global and regional practices for the creation of innovation ecosystems were identified. The qualitative analysis of 40 articles resulted in strategic guidelines adapted to local needs, highlighting the importance of effective governance, resource mobilization, collaborative environments, human capital development, and a culture of innovation. The Senai/AC Hub has the potential to act as a catalyst for the state's socioeconomic development and strengthen local industries. Future studies can assess the effectiveness of the guidelines and the hub's impact on regional production chains, comparing it with other hubs to identify synergies and best practices.

From the state’s development promise to the uncertain lives of farmers in eastern Thailand

This research paper aims to examine the state's development promise in relation to the Eastern Economic Corridor development (EEC) project and its impact on people's livelihoods. The study utilized a qualitative approach and ethnographic research to collect data on the operation of the EEC project and its impact on people's livelihoods. The key informants, who were actively involved in the movement for farm safety, were 25 farmers from a farmers network in Kabinburi district, Prachinburi province, and Phanom Sarakham district, Chachoengsao province. The study found that the EEC project has been a crucial development undertaking in Thailand since 2017. The Thai state has promised that the EEC project will provide a better future for the people, stating that the operation of the project will focus on investing in infrastructure, providing investment privileges, eliminating investment barriers, and establishing a centralized authority. However, the local people's experiences with the EEC project demonstrate the formation of unequal power relations that have led to an uneven distribution of the project's benefits. Although local communities are hopeful that the EEC project will provide access to new markets, they still fear the uncertainty of their lives due to various state mechanisms established in the project, which prevent them from participating in the local decision-making process. Some local farmers have experienced an expansion of factories and waste disposal plants, causing fear of pollution on farms, and other non-agricultural land use activities in the EEC backyard, or peripheral areas of the EEC project.

ENERGY CONSUMPTION IN KARNATAKA: INSIGHTS INTO CURRENT TRENDS AND FUTURE DIRECTIONS

This study examines Karnataka's energy consumption patterns and projections to provide a comprehensive understanding of its current and future energy landscape. Karnataka, a rapidly developing state in India, has experienced significant changes in energy demand driven by factors such as population growth, urbanization, and industrialization. The analysis reveals a complex energy mix for 2023-24, with coal remaining the dominant source of power, while substantial investments are being made in renewable energy sources like solar and wind. The study also highlights fluctuations in per capita power availability and overall power availability, reflecting challenges in sustaining long-term growth in power supply. Projections for energy consumption and peak demand up to 2031-32 indicate a steady increase, necessitating strategic planning and industrialization. development to accommodate rising demands. The review of literature underscores the importance of energy efficiency, renewable energy adoption, and policy frameworks in shaping Karnataka's energy future. This study aims to provide insights into both current trends and future directions, emphasizing the need for balanced energy strategies to support the state's ongoing growth and development. Rainfall Trend Analysis in Mysuru and Bengaluru Districts of Karnataka, India

Climate change is one of the most pressing challenges facing humanity today, with temperature, precipitation, and runoff being key indicators closely linked to its impact. Understanding the spatial variability and temporal trends of rainfall is crucial for effective water resource management and agriculture. This study focuses on analyzing rainfall data from the Mysuru and Bengaluru districts, located in the Southern and Eastern dry zones of Karnataka, respectively. These regions play a pivotal role in the state's agricultural development and overall economic growth. We utilized daily precipitation records from two meteorological stations, spanning the period from 1983 to 2018, to analyze rainfall trends on monthly, seasonal, and annual scales. To assess these trends, we applied both parametric and non-parametric statistical methods, including the simple regression method, Mann-Kendall test, and Sen’s slope estimator. The Mann-Kendall test was used to detect significant trends in the precipitation time series, while Sen’s slope estimator quantified the magnitude of these trends. Bengaluru had higher average annual rainfall (928.81 mm) compared to Mysuru (681.65 mm), with excess rainfall in 2005 and a positive Pre-Monsoon trend (+3.543 mm/year), while Mysuru experienced maximum rainfall deficit in 2016 and a negative Monsoon trend (-3.238 mm/year). Neither district showed a significant trend in annual rainfall. The findings of this trend analysis are essential for informed water resource planning and management in the region.

New cities for a ‘new Kuwait’: planning for national continuity and stability

ABSTRACT An unprecedented new city-building boom is unfolding in Kuwait, with 12 new cities currently underway. As an oil-rich country, Kuwait faces imminent challenges, including peak oil and climate change, which threaten national wellbeing, continuity, stability, and even survival. As a welfare state guaranteeing housing to citizens, Kuwait shares oil wealth, fundamentally shaping urban planning and spatial development. The current national city-building strategy aims to address housing shortages while reducing reliance on oil. Despite the resources allocated to these projects, Kuwait's city building and its relationship to national economic development strategies has received little scholarly attention. This article introduces the 12 new city projects underway, and examines the main actors driving this trend, how new cities connect to the state's development logic for future-proofing the country, and how national sustainability goals and the state's Vision 2035 for a ‘new Kuwait’ shape these projects. Finally, we reflect on the challenges these projects face.

The Role of Universiti Malaysia Perlis (UniMAP) In the Socioeconomic Development of Perlis State Through a Social Entrepreneurship Approach

This study examine the role of Universiti Malaysia Perlis (UniMAP) in leveraging social entrepreneurship as an approach to drive sustainable socioeconomic development within the state of Perlis, addressing the unique challenges and opportunities faced by the region. While previous studies have recognized the potential of social entrepreneurship in promoting sustainable development, there is a need for more context-specific research examining the unique challenges and opportunities faced by individual institutions and regions. The case of UniMAP in Perlis presents an opportunity to contribute to this body of knowledge and provide practical insights. The study employs a qualitative research design, utilizing document analysis, semi-structured interviews, focus group discussions, and observational techniques. Data analysis involves thematic analysis, content analysis, and triangulation approaches to ensure credibility and validity of findings. The findings reveal UniMAP's multifaceted community engagement activities, including outreach programs like the "Jom Belajar" program supporting over 500 underprivileged students, service-learning projects such as the solar-powered water purification system, research collaborations like the "Perlis Padi Wangi" project introducing a high-quality rice variety to 150 farmers, social enterprise incubation supporting ventures like "EduKampung" providing over 10,000 hours of online tutoring, and partnerships with local stakeholders and the state government addressing socioeconomic challenges in Perlis. The study underscores UniMAP's vital role in driving socioeconomic development in Perlis through social entrepreneurship, aligning with the state's development goals like the "Perlis Agropreneurship Vision 2025" and contributing to the United Nations Sustainable Development Goals (SDGs). It provides a model for other Malaysian universities and contributes to the broader understanding of integrating social entrepreneurship within higher education for sustainable development.

Legal Policy Impact on Indonesia's Geothermal Industry Development: FDI Cooperation and NDC

Geothermal significantly contributes to the state's energy industry development as a widely available low-carbon, sustainable, and strategic resource. As Indonesia is committed to achieving NZE 2060, renewable energy development is being conducted massively. Seeking Indonesia's geothermal energy potential, several regulations, policies, and schemes are implemented, including investment schemes, as financing plays a vital role in the industry's development. However, establishing a seamless procurement is highly dependent on national law regulations which govern the financing, procurement, and utilizations up to investors benefits. This article identifies international and national regulations on FDI, business schemes, and its alignment with INDC strategic programs, demonstrating Indonesia's commitment. It finds much room for improvement in national law regulation, especially the upcoming RE Draft Bill, as the implementation of established FDI schemes has not met the investor's favors. However, among AMS, Indonesia is the most committed country to achieving NZE. Therefore this article examines the Legal Policy Impact on Indonesia’s Geothermal Industry Development through FDI Cooperation and NDC. This article is conducted in Normative Legal Research and uses the Statutory Approach as its problem approach.

Party politics in West Bengal is a complex and ever-evolving phenomenon deeply rooted in the state's socio-cultural history. This overview explores the dynamic landscape of party politics in West Bengal, tracing its historical evolution and examining the key players, ideological underpinnings, electoral strategies, and socio-economic factors that have influenced voter preferences over the years. From the pre-independence era's freedom struggle to the contemporary political dynamics dominated by the All-India Trinamool Congress (AITC) and Bharatiya Janata Party (BJP), West Bengal's political journey reflects its vibrant cultural mosaic and socio-political complexities. This paper also discusses the current scenario in West Bengal, highlighting the role of various political parties in recent local and assembly elections. The methodology involves a comprehensive review of academic papers and journals on various aspects of West Bengal's politics, governance, and societal dynamics. While existing literature touches on governance-related aspects like healthcare policies, decentralisation, and power sector reforms, there is a research gap in integrating these elements to provide a holistic assessment of West Bengal's governance model. The paper identifies this research gap and calls for a more comprehensive study that explores the interplay of political decisions, decentralisation efforts, and policy reforms in shaping the state's development and governance outcomes.

Neglecting the poor and marginalized: Participatory village governance in Indonesia's New Developmentalist state

AbstractMotivationsParticipatory governance is commonly implemented as an ad hoc programme to empower the citizen. In limited cases, such as Indonesia, it is institutionalized into the state bureaucracy and implemented nationwide. However, implemented by a New Developmentalist regime that is nationalistic and centralistic in its governance approach, the effectiveness of participatory institutions for overcoming issues of poverty and marginality is under question.PurposesDrawing from case studies on the implementation of the New Village Law in Indonesia, this article critically examines how the Participatory Village Governance policy has been designed and implemented by the New Developmentalist regime to address issues of poverty and marginality.MethodsThis article is based on a field monitoring study of the implementation of the Village Law at the village level, and supplemented by qualitative interviews at the village, district, and national levels with the implementing agencies of the participatory institutions and the broader community.FindingThe research findings show that the new policy of Participatory Village Governance has a narrow focus on the village economy and infrastructure to serve the interests of the New Developmentalist regime of Joko Widodo rather than the interests of the people of the village. The centralistic approach in the implementation of the new policy has also overlooked the issues of poverty and marginality, dampening the true potentials of the participatory approach.Policy implicationThe participatory approach in development and governance has huge potential, including the addressing of poverty and marginality issues. However, a centralistic approach in design and implementation, removing the political dimension of participatory approach, can jeopardize the possible outcomes. It is advised that participatory governance must be equipped with its very fundamental components, namely, political empowerment.

The Political Economy of Ethnic Politics in Nigeria

Ethnicity is not evil; neither is ethnic politics generally bad, but it possesses elements that can hinder development in states with low national integration and political bias. This paper examined the impact of ethnic politics on the Nigerian political economy, considering the practices of ethnic interest that have tended to relegate the national interest to sub-ethnic interest, thus hindering the Nigerian state's growth and development. The Marxian political economy theory was adopted to understand the political economy of the ethnic political game playing out as a class of the politicians and the masses. The qualitative research method was used, and data were analysed using the content analysis method based on secondary data. The finding showed that what gave rise to and fueled ethnic bias politics in Nigeria are imbalanced structure and absence of good governance. This further created polarisation and problems of trust among ethnic groups. The paper recommended inclusiveness and fairness in formulating policies and allocating political cum economic values/resources among ethnic groups in Nigeria.

Flood Prediction Using Artificial Neural Networks: A Case Study in Temerloh, Pahang

Flood is one of the natural disasters that causes damage to properties, and sometimes loss of lives. Floods in Malaysia happen every year, especially in East Coast Peninsular Malaysia, due to the Northeast Monsoon and climate change, which may lead to heavy rainfall throughout the end of the year. Temerloh is one of the districts in Pahang that frequently encounters flood events, especially between November and January every year. Even though there are multiple efforts in flood mitigation and preparation, the damage to citizens and properties every year has cost thousands of Ringgits and the time taken to clean the damages caused by floods. Despite this, research on flood prediction in the state needs to be done using machine learning techniques. Due to this, this research explored the hydrological and meteorological factors that caused the flood in Temerloh and developed a machine-learning model capable of predicting the flood occurrence. The study used a dataset from the National Hydrological Network Management System (SPRHiN), which consists of hydrological data, and weather underground for the meteorological data in the location. The correlation analysis found that stream flow and water level are highly correlated to floods, with correlation coefficients (r values) of 0.83 and 0.76, respectively, while the temperature is inversely related to floods with a -0.28 correlation value. A lower temperature has a higher chance of rain and subsequent flooding. The results show that the model, by using an artificial neural network (ANN), has produced an accuracy of 0.9909 and a good performance of the area under the receiver operating characteristic curve (ROC) curve (AUC) at 0.888. The model also shows a low error with the mean squared error (MSE) of 0.009 and the root-mean-squared error (RMSE) of 0.096. The R2 value of 0.768 and F1 value of 0.875 indicate that the model has high precision and recall. Afterwards, a flood monitoring dashboard was created to visualize the data interactively. This research is vital in understanding the flood factors in Pahang and would offer academic insight for future research in floods. In addition, the flood monitoring dashboard will significantly assist governments and authorities in focusing the flood management efforts in areas at high risk of flood and be used to aid the state's future development.

Financial inclusion and impacts on agriculture in Delta State, Nigeria

The study appraised financial inclusion and impacts on agriculture in Delta State, Nigeria. Delta State, located in the southern region of Nigeria, is known for its rich agricultural potential. Agriculture is a major source of livelihood for the majority of its population, contributing significantly to both food security and economic growth. Nigeria introduced National Financial Inclusion Strategy (NFIS) in 2012. Besides, interventions of financial inclusion packages in Nigeria by some corporate financial inclusion organizations include: Agent Banking and Mobile Money, Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL), Financial Literacy and Education Programs, Agricultural Credit Guarantee Scheme Fund (ACGSF) and Microfinance Institutions (MFIs). These organizations impacted the Delta State agriculture in the areas of cassava farming, oil palm production, rice cultivation, poultry, fisheries and aquaculture, agribusiness and processing and agricultural diversity. Such Impacts were obvious in food security, poverty reduction, women's empowerment, market access and value chain integration, risk mitigation, access to agricultural inputs, income diversification and increased agricultural productivity. Noticeable financial inclusion challenges in Delta State's agricultural sector were limited access to financial services, insufficient financial literacy programmes and inadequate rural infrastructure. It was concluded that financial inclusion in agriculture in Delta State is a cornerstone for the state's economic development and the well-being of its citizens. Among the recommendations given, it was emphasized that strengthening financial education system should be prioritized in agriculture.

Some Perspectives on Vibrant Economy of Uttarakhand

This article illustrates current economic trends and the development of the Uttarakhand economy using an integrated approach. The information and data were collected from a range of sources, including primary and secondary sources, as well as interviews with particular professions, etc. According to analysis, Uttarakhand's economy is doing quite well despite some clear challenges and problems. Over the past 10 years, the state's GDP and per capita income have more than doubled, and the economy has grown by 8.76% on average. More than 48% of the SGDP comes from the secondary sector. Through an investor summit, the administration is drawing substantial capital investment into the economic areas for which it has now set priorities. Because these industries are essential to economic growth, job creation, and preventing brain drain from the state, they are receiving more attention for development. These are tourism, MSMEs, the IT sector, food processing, agriculture, horticulture, and so on. The article makes a number of recommendations for the state's quick growth in tourism. A number of welfare schemes have been launched, and healthcare facilities are continuously increasing. Women's growth and empowerment are given top importance, and the state has put in place a number of social programs. In Uttarakhand's steep terrain, despite environmental problems and natural disasters, infrastructure and connections are rapidly increasing. The state's youthful, dynamic chief minister is well aware of his goals to turn Uttarakhand into a significant economic powerhouse by prioritizing environmentally friendly economic development and providing work opportunities for young people in order to reverse the state's brain drain. It may be deduced that Uttarakhand has enticing investment opportunities for anyone seeking to capitalize on the unrealized potential for the state's overall development.

Reward System and Employee Commitment: Evidence From Delta State Civil Service Commission, Asaba

The most important and valuable organizational and institutional resource in both public and private services is the employee. This is primarily because, without the employee commitment, all other resources will be dormant. Against this backdrop, this study examined the impact of the reward systems on employee commitment in the Delta State Civil Service Commission, Asaba using useful primary and secondary data sources. We discovered that intrinsic and extrinsic rewards have a significant impact on employee commitment in the Delta State Civil Service Commission, Asaba. This finding is significant because it shows that the only way to engineer the civil service to play its crucially essential and facilitating role in the State's political and socioeconomic development is through the creation and secured intrinsic and extrinsic reward systems that are systematically planned and scientifically implemented. The study concluded that the Delta State Civil Service Commission, Asaba needs both intrinsic and extrinsic reward systems to foster greater employee commitment. Based on this finding, we recommended among others that Delta State Civil Service Commission's reward systems should be subject to modification to suit social conditions or changing circumstances in the society. This underscores the fundamental logic underpinning the many international initiatives launched by multinational corporations in Nigeria to promote organizational effectiveness, which assumes that management will pursue employees’ happiness voluntarily in the absence of robust organizational regulations and strict enforcement.

Assam Tourism-Scenario: The Path Trodden and the Way Forward

The paper explores the status, prospects, and challenges of sustainable tourism in the state of Assam, India. It identifies Wildlife Tourism, Cultural Tourism, Pilgrim Tourism, Golf Tourism, and Adventure Tourism as promising sectors. Assam, known as the Gateway to North-Eastern India, boasts a rich history, cultural vibrancy, and diverse natural beauty. The state attracts global tourists with its scenic landscapes, vibrant culture, and the allure of Blue Mountains. Wildlife Tourism is particularly popular, and Assam features the best hill stations in the region. The state offers various tourism categories, including Health-Based, Event-Based, Nature-Based, Rural-Based, Cultural, Fairs and Festivals-Based Tourism, River Tourism, and Water Leisure activities. However, challenges such as insufficient infrastructure and natural calamities like floods hinder the tourism sector. The paper suggests that addressing these challenges through a strategic and sustainable approach, can contribute to the state's growth and development; given its significant role in generating direct and indirect employment. The study relies on meticulously chosen secondary data for authenticity.

ІНТЕГРАЦІЙНІ ПРОЦЕСИ В СФЕРІ ДЕРЖАВНОГО УПРАВЛІННЯ В УМОВАХ РОСІЙСЬКО-УКРАЇНСЬКОЇ ВІЙНИ

The goal of the work. The article examines integration processes in the sphere of public administration in the conditions of the Russian-Ukrainian war. On the basis of the analysis, generalization and systematization of scientific sources, the trends of the development of integration processes in the sphere of public administration in modern conditions are highlighted, the need for further efforts in the direction of European integration is proved. Methodology. To achieve the goal, the article used methods of structuring problems, summarizing statistical data and facts, and developing strategic solutions. Scientific novelty. The scientific novelty of the article is that the author justified the steps aimed at reconstruction and effective mobilization of public administration resources to restore the ability of all levels of government, regions and municipalities of Ukraine to solve problems that bring the state closer to EU membership. In the article, the author highlights those problems that were not solved in the pre-war period of the state's development. In particular, we are talking about the need to optimize the system of state regulation, which should be aimed at promoting economic growth and increasing the level of well-being of citizens, as well as at achieving a new quality of state control, creating a "welfare state." The author proposes his own approach to solving the mentioned problems, which is based on the gradual reform of the public administration system, which should lead to a new quality of administration, bringing it closer to the European system of public management. Conclusions. It was concluded that the innovative transformation of the Ukrainian state, its transformation into a European-type state is impossible without changes in the sphere of public administration. The innovations proposed in the article will give a new impetus to the socio-economic development of Ukraine in the post-war period, creating the necessary conditions for the country's full integration into the EU by improving the public administration system. During the war, all authorities gain important experience in development planning and financing, which can be used in the post-war period to increase the efficiency and effectiveness of strategic decisions related to the rapprochement with the European Union. Nowadays, the executive authorities should build their capacity, analyze and implement the best European experience, try to adopt the style of management and communication, which is inherent in the European public administration practice.

СТАЛИЙ РОЗВИТОК ТЕРИТОРІАЛЬНИХ ГРОМАД В КОНТЕКСТІ ДЕЦЕНТРАЛІЗАЦІЙНИХ ЗМІН

The article examines the peculiarities of the sustainable development of territorial communities in the context of decentralization changes. The relevance of the article is determined by the fact that the sustainable development of territorial communities in the context of decentralization changes means the process of creating and supporting self-sufficient communities at the local level, which are able to ensure the growth of the quality of life of the population over a long period. It was noted that this development includes economic, social and environmental development, ensuring effective management of resources and services, as well as a balanced approach to the distribution of functions and powers between central and local authorities. It is noted that the basis of such development is a territorial community, in which the constituent parts are interconnected, occupy a significant territory and spend significant resources for their own development. The purpose of the article is to study the features of sustainable development of territorial communities in the context of decentralization changes at the current stage of development of the Ukrainian state. Research methods that will be used in the process of writing the article are the method of analysis and synthesis, abstract-logical and comparison, which made it possible to present well-founded conclusions and proposals. It is summarized that in modern conditions it is important to recognize that the promising directions of the state's development are determined by the effective functioning of territorial communities in the context of ensuring their sustainable development, and the basis for this should be decentralization changes aimed at reformatting territorial relations. The practical value of the article lies in substantiating proposals for overcoming challenges in the field of sustainable development of territorial communities and proving the importance of ensuring effective interaction of all parties to sustainable development and increasing the level of responsibility of both state and local authorities in the context of implementing effective decentralization changes.

ФАКТОРИ РОЗВИТКУ ІНВЕСТИЦІЙНОЇ ПРИВАБЛИВОСТІ ТУРИСТИЧНОЇ СФЕРИ КРАЇНИ

The article is devoted to the definition and systematization of factors of influence and development on the investment attractiveness of the tourism and recreation industry. The insufficient level of information support reduces the interest of investors in financing tourism in Ukraine. The available information does not fully reflect the development of the industry, which does not stimulate investors. Despite the created legislative framework, complex procedures for harmonizing documents create barriers for investors. Investments are concentrated in the western and southern regions, where tourism is a priority. Economic justification, profitability calculations, payback period and business plan are required to attract investments. The formation of a favorable investment climate requires complex measures to improve the conditions of investors' activity and expand the mechanisms of investment projects. A system of influencing factors on the investment attractiveness of the country's tourism sphere is proposed, including factors reflecting the general state of the country's economy and its social stability; indicators that determine the degree of development and organization of tourist services; factors including assessment of physical infrastructure necessary for tourism development; availability of tourist resources; indicators including the total volume and dynamics of investments in the tourism sphere; factors that determine the legislative and regulatory framework that regulates tourist activity. A set of internal and external factors of investment attractiveness of the tourism and recreation industry is substantiated. Where among the domestic staffing of the tourism and recreation industry; availability of cross-border cooperation in the field of tourism and recreation with neighboring states; the level of technological equipment and the level of expenses and socio-economic indicators of the state's development. External ones include: the political and economic situation in the state; investment attractiveness of the state; guarantees of inviolability of investments; natural resource; and the cultural and historical potential of the state. Taking into account these factors will help to develop effective strategies for attracting investments and developing tourism infrastructure, which will contribute to the overall economic growth of the country.

Rethinking the Salini Test: A Comprehensive Examination and Proposal for Improvement in Defining International Investment

This dissertation critically examines the Salini test, a foundational tool in international investment law (IIL), with a specific focus on its fourth criterion: "Contribution to the Host State's Economic Development." Through an in-depth analysis of various case studies, the research highlights the inherent challenges and controversies surrounding the Salini test, particularly its potential rigidity and the subjectivity embedded in the economic contribution criterion. The study underscores the need for the Salini test to evolve in response to contemporary investment trends, such as green investments, social impact ventures, and the increasing importance of intangible assets. Drawing from past arbitration decisions, academic research, and expert opinions, the dissertation offers suggestions for refining the Salini test to make it more adaptable and relevant in the modern investment landscape. These recommendations encompass defining clear parameters for economic contribution, balancing economic inputs with other considerations, and introducing mechanisms for periodic review. Furthermore, the research forecasts the future of IIL with an improved Salini test, outlining both the opportunities, such as enhanced consistency and predictability, and challenges, including implementation hurdles and potential over-complexity. In conclusion, as the international investment domain continues to transform, the Salini test must be rethought and refined to remain a robust and pertinent instrument in this ever-evolving field.
