SDGs-centric approach to strategic planning of community development

The research of the community growth and the formation of strategies for their development in the context of an approach focused on achieving sus­tainable development goals have been conduc­ted. The problems of the sustainable community deve­lopment and their crucial understanding of achieving the Sustainable Development Goals (SDGs) at all levels of management have been considered. The research is based on the hypothesis that taking into account the features of the Central Development Center approach to the strategic planning of the community development in Ukraine will lead to the improvement of sustainable development indicators at the current stage of the community growth and the sustainable development of Ukraine. Such research methods were used, as: assessment of qualitative, quantitative and social indicators, as well as methods of positional analysis, focus groups, diagnostic interviews, ex­pert assessments, measurement and comparison, system analysis and modeling. The basic concepts and components of sustainable development were analyzed. It has been proposed to define the features of the Central Development Center-cen­tered approach to the strategic planning of com­munity development. The role of intersectoral cooperation between local authorities, business and civil society in the context of achieving the SDGs was considered in detail. The article focuses on the integration of environmental, social and economic aspects into strategic planning, and ex­plores the problems and challenges faced by communities in implementing these approaches. The importance of building the institutional capa­city of communities for the effective imple­men­tation of the SDGs and their adaptation to the changing conditions of the post-war period was sepa­rately emphasized. Recommendations were given for improving the methods of monitoring and evaluating the SDGs achievement at the local level. It is substantiated that only in the presence of a high-quality strategy, joint efforts and mutual understanding of all stakeholders it is possible to achieve the goal of "rebuilding better than it was". It was emphasized that the reconstruction of the country should be carried out by joint efforts, on the basis of transparency, innovation and strategic vision. The leadership role of communities in the Ukrainian post-war reconstruction was defined, the significance of state regional policy and the Road Map adoption of decentralization, as well as the consideration of the need to achieve the sustainable development goals in communities, were revealed. Hospitality development strategy: regional context

Having a strategy for the development of the hospitality sector for any region will not only contribute to the establishment of a structured dialogue between the authorities and business in the service sector, but will also ensure the effective use of resource potential, the creation of new jobs, an increase in revenues for budgets of all levels, stable development and realization of export potential region European integration processes and economic problems caused by Russiaʼs aggression actualize this issue, parti­cularly in the context of determining its impact on the social and economic development of the region and the country in general. Within the framework of the research, the hypothesis was put forward that the development of the hotel-restaurant and tourism business in the region depends on the priorities of strategic develop­ment and the formation of the regional strategy for the development of the hospitality sector. The research was carried out on the basis of the stu­dy of foreign experience, diagnostics of the activities of hospitality enterprises of the Cher­nivtsi region, surveys of entrepreneurs in the field of hospitality, the use of comparison and modeling methods. According to the results of the survey, additional criteria to the basic guidelines defined by the Law of Ukraine "On the Basics of State Regional Policy" were revealed, which must be taken into account when forming the regional strategy for the develop­ment of the hospitality sector for a specific region. A structural model of the formation of the regional strategy for the development in Cher­nivtsi region has been developed. Based on the research of relevant European experience, it was established that the formation of regional strategy for the development should be aimed at creating conditions for the full realization of the regionʼs tourism potential, building infrastruc­ture in accordance with international standards and creating new competitive advantages. The results of the research confirm the relevance of the formation of the hospitality development strategy, especially in those regions where there is adequate resource provision and development prospects. In practice, the results of the research can be used by local authorities, public organi­zations and businesses. Due to the fact that the regional strategy for the development of the hospitality sector has a three-part character, combining state, regional and interregional (cross-border) policies, the issue of determining its impact on the social and economic develop­ment of the region and the country in general requires further research

Some issues of state policy in the field of relocation of business entities under the influence of economically dangerous events

In recent years, Ukrainian businesses have been forced to make decisions to relocate their production and other facilities to safer regions of Ukraine or abroad. First of all, the relocation of business is directly related to the consequences of the full-scale invasion of the Russian Federation (one of the types of economically dangerous events). It should be noted that Ukraine currently lacks a unified state policy on the relocation of business entities under the influence of economically dangerous events. This causes additional difficulties both for the business itself (business does not understand the direction of this policy) and for the state (due to the lack of a strategic vision). The article aims at defining the purpose of the State policy in the area of relocation of business entities under the influence of economically dangerous events and the basic principles of this policy. These are the principles on which the State policy is based and which ensure its effectiveness. The principles of the State policy in the field of relocation of economic entities under the influence of economically hazardous events are based on the principles of the State regulatory policy in the field of economic activity, which are most relevant. As a result of the study, the author defines the purpose of the state policy in the field of relocation of business entities under the influence of economically hazardous events, namely: to facilitate the continuity of economic activity under the influence of economically hazardous events by relocating production and other facilities to safer regions of Ukraine For the first time, the author outlines the main principles of the state policy in the field of relocation of economic entities under the influence of economically dangerous events: universal (expediency, adequacy, efficiency, timeliness, efficiency, balance, predictability, planning and forecasting, scientific support, transparency and openness, availability of state support); special (validity, security, integration, competition (ensuring a competitive component), promotion of territorial development, social responsibility). Each of these principles was also described.

Методический подход к согласованию стратегических приоритетов государственной региональной политики развития старопромышленных регионов Российской Федерации

The formation of strategic priorities of the state regional policy for the development of old-industrial regions is complicated by the multiplicity of its actors and the need to coordinate spatial and sectoral priorities of regulatory impact. The article presents a methodological approach to coordinating the priorities of spatial and sectoral development of old industrial regions in the format of a scheme reflecting the logic and sequence of actions aimed at achieving strategic goals of regional development in accordance with the strategic national priorities of the Russian Federation. The methodological approach was tested on the example of the Saratov region, one of the old industrial regions of Russia with growth potential within the framework of the industrial development model. The necessity of using two approaches in the coordination process is justified: the first should be used to achieve the strategic priorities of the federal Center in a coordinated manner, on the one hand, and the old industrial regions and enterprises and organizations of the "industrial core", on the other (coordination "vertically"); the second — in order to coordinate the regional priorities of spatial and sectoral development of the old industrial region (horizontal alignment). Proposals are presented for the formation of a list of agreed priorities for the spatial and sectoral development of the Saratov region, the implementation of which will contribute to the transformation of the region into a point of growth of the national economy of Russia.

Problems of ensuring the systematic legal regulation of the functioning of the innovative infrastructure

Problem setting. In the conditions of martial law, the problems of rebuilding the national innovative economy and legal regulation of the activities of innovative infrastructure entities are of primary importance for ensuring national security and adapting to new challenges. Effective legal regulation of the functioning of innovation infrastructure entities using a systemic approach is able to ensure the proper level of development and functioning of the national innovation ecosystem and all its subsystems, including regional ones. However, at present, the state innovation policy and regional innovation policy do not have an effective relationship and an effective mechanism for supporting the activities of innovation infrastructure entities. Analysis of recent researches and publications. Problems of legal support and improvement of the functioning of the national innovation infrastructure and its elements have been studied by many scientists. S. V. Hlibko considered the issue of legal support for the strategy of the innovation process based on the organization of the functioning of the innovation infrastructure, including the features of the infrastructure support for the innovation process. O. V. Rozghon investigated the mechanism of technology transfer and its implementation in the innovation process. The issues of legal regulation of public procurement as a means of state regulation aimed at stimulating innovative activity in the European Union were considered in the scientific works of V. A. Chubenko. Purpose of research is to study the topical legal issues of ensuring the systematic legal regulation of the functioning of innovation infrastructure. Article’s main body. The legal support of the national innovation ecosystem should have effective means of supporting and stimulating the implementation of innovative activities and the corresponding infrastructural support of the innovation process, taking into account modern challenges and generally defined strategic orientations of the state in this area, at the same time, the construction of an effective innovation policy should also take place according to the principle of adaptive formation, taking into account real the needs of regulatory regulation, the current state of innovation development, the need to ensure effective interaction between all subjects of the innovation infrastructure and components of the national innovation system. It has been correctly determined that various legislative and by-laws in the field of innovative infrastructure development are insufficiently consistent and meaningfully connected, for the vast majority of elements of innovative infrastructure, both the content and the order of creation, specifics of activity, mechanisms of state regulation, etc. have not been defined. Therefore, the regulatory and legal provision of innovative infrastructure should be of a sys-temic nature, taking into account the peculiarities of carrying out innovative activities in the conditions of martial law and the urgency of the processes of Ukraine’s integration into the European political, economic, security, and legal space and the approaching acquisition of Ukraine’s membership in the European Union. Thus, ensuring the systematic legal regulation of the activities of innovation infrastructure entities is a key task in creating a favorable environment for the development of innovations; to achieve this goal, it is necessary to implement complex approaches and develop appropriate legislative mechanisms. In addition, ensuring the system of legal regulation of innovative activity requires a comprehensive approach and improvement of current legislation, taking into account the requirements of the modern innovation market and the need to accelerate European integration processes. Conclusions and prospects for the development. Based on the analysis of issues regarding the state of regulatory regulation of the functioning of innovative infrastructure, it is reasonable to conclude that the main shortcomings in the regulation of the specified area are: unsystematic legal regulation of the development of innovative infrastructure; lack of a purposeful and consistent state innovation policy coordinated with regional directions of innovation development; lack of effective systematic forecasting and strategic planning of the development of the sphere of innovative activity; insufficient regulatory and legal settlement of issues of innovation infrastructure development (including the declarative nature of innovation legislation and its inconsistency with strategic planning documents); lack of effective mechanisms for state support and stimulation of innovative infrastructure, etc. The solution of the mentioned problems requires the improvement of the state innovation policy regarding the support and development of the innovation infrastructure, the formation of a complete system of forecast and program documents of the country’s innovation development based on a comprehensive analysis of the situation, taking into account the influence of external and internal factors and the expected trends of changes in the influence of these factors in the long term.

Technology of State Regulation of Regional Economy: A Systematic Approach

The article is dedicated to the examination of the issues pertaining to the development of a framework for the regulation of the regional economy at the state level. The object of the research is the process of state regulation of the regional economy. The focus of this research is an examination of the interrelationships between the state and regional economic development, with a particular emphasis on the role of state regulation in fostering regional economic growth. The purpose of the study is to form the technology of state regulation of the regional economy based on the criterion of synergy arising as a result of the interaction of legislative, executive, and control and supervisory activities by public authorities. The article elucidates the manner in which the technology of state regulation of the regional economy is constituted. It encompasses a number of structural elements, including state institutional policy, state regulatory policy, legislative activity, executive activity, control and supervisory activity, regional economic policy, and the economic environment. These elements function in concert to reconcile interests and enhance social reproduction and sustainable economic development. Such an approach to state regulation of the regional economy will expand the opportunities of the federal center to positively influence economic dynamics at the regional level, which will minimize the amplitude of fluctuations in the level of GRP and smooth out regional differences in economic and social development.

The purpose of this article is to delineate the principal approaches to forming strategies for rural-urban agglomerations, which serve as tools for the inclusive development of territories through innovative approaches, practical synergistic impact, and as a form of multi-purpose cooperation among territorial communities within the agglomeration’s sphere of influence. The article outlines the main approaches to agglomeration formation within the context of state regional policy, including the principles of agglomeration formation exemplified by the Lviv region, considering the approved Strategy for the Lviv Agglomeration until 2027. It identifies the elements of the agglomeration process and analyzes the problems and conditions that underlie the formulation of the Strategy for the Lviv Agglomeration for the period up to 2027. It defines territorial community, agglomeration, urbanization, inclusive development, smart specialization, and intelligent economy as a single comprehensive organizational-institutional and functional approach to territorial development. It determines the main directions for the inclusive development of territorial communities. It formulates a schema for the interconnection of strategic objectives defined in the Strategy for the Lviv Agglomeration with the directions for the inclusive development of territorial communities, including the specifics of rural communities within the context of rural-urban agglomerations. The article characterizes the normative-legal regulation of agglomerations, the peculiarities of infrastructure provision, and the socio-economic benefits arising from the creation of inter-territorial linkages. It considers the key elements of inclusive development and urbanization within regional policy, emphasizing the importance of integrating rural and urban zones. It proposes reviewing strategic goals and measures to ensure sustainable development in various aspects of agglomeration life, from infrastructure initiatives to social investments. ANALYSIS OF MODERN TRENDS IN LABOUR MARKET TRANSFORMATION IN UKRAINE

The article examines the main aspects of transforming the labor market in Ukraine in the context of the destructive impact of the war and the associated economic instability. The primary factors affecting the labor market, such as migration processes, changes in the structure of employment, digitization of the economy, and the introduction of the latest technologies, are considered. The consequences of military operations on the transformation of the labor market are analyzed. Current trends in the demand for new professions, demographic changes, and the impact of state regulatory policy on employment support are explored. The prospects for developing the labor market in the context of Ukraine's European integration and the potential for increasing the competitiveness of Ukrainian workers in the European labor market are determined. The necessity of enhancing the adaptability of the workforce to modern challenges and optimizing state employment programs to ensure sustainable economic development of the country in the future has been demonstrated.

Low-Budget Households in the Conditions of Digitalization in US Regions

The digitalization of the economy and society of the highly developed countries, along with technological improvements in production and social relations, introduces a number of significant problems associated with the widening income gap and the flow of the economically active population from the knowledge economy to the “traditional activity” sectors. The subjective expression of this process in the 21st century Low Budget Families, an increase in the share of which has been observed in the United States during the period of increased digitalization and reindustrialization, starting in 2010. The growth trend of Low Budget Families in the United States has an intra-country spatial nature, quantitatively and qualitatively different both at the level of subregions and individual states of the country. The regional aspects of the relationship between the growth of the share of Low Budget Families, depending on the level of digitalization of the economy and society, reflected through the corresponding “complex index”, considered in the article, find empirical confirmation, generally characterized by a direct dependence and causality associated with the release of an increasingly significant number of labor potential from the advanced sectors of the economy. The problem of the flow of economically active citizens, who represent the basis of Low Budget Families in which the level of official income, taxes, consumption and savings is declining, is being solved differently in different US states. Based on a comparison of the criteria for identifying Low Budget Families, a priority for the authorities of various regions of the country, a general “spatial picture” of polarization of subregions and states is formed based on the share of Low Budget Families, depending on the level of digitalization and the choice of directions of state regional policy to smooth out the negative problems of inequality and hidden employment, caused by the digital transformation of social relations.

Исследование неоднородности социально-экономического пространства России на уровне макрорегионов

Introduction. This article examines the problem of differentiation of the economic space of Russia. This problem originates during the collapse of the Soviet Union, when, during the transition from a command economy to a market economy, the state was faced with an uneven distribution of natural, territorial, demographic and other resources across the country's regions. The destruction of industrial, financial and social ties of the regions occurred as a result of the policy pursued by Yeltsin B., who pursued a course of strengthening the sovereignty of the subjects of Russia. In the Decree of the President of the Russian Federation No. 803 dated 06/03/1996 "On the main provisions of regional policy in the Russian Federation", the task was set to smooth out significant imbalances in the socio-economic development of the regions. In this paper, the question is considered: has the task regulated by the decree of the President of the Russian Federation been achieved? The purpose of the work is to assess the differences in the socio-economic development of Russian regions grouped into federal districts.Materials and methods. The information base of this study consists of the works of domestic authors and data from the State Statistics Service (Rosstat). The Thale index, its structural decomposition, and the Atkinson index were used to analyze the socio-economic inequality of the regions.Results. The article provides a structural analysis of the socio-economic development of Russia (at the level of macro-regions) from 2000-2020 using the above indices. The results of the study showed significant intergroup differences in the macro-regions of Russia, as well as increased regional inequality in most of the considered indicators. An analysis of the regions within the federal districts showed that the regions of the Central Federal District differ significantly in terms of socio-economic development. In other federal districts, there is a low level of regional inequalityConclusions. As a result of the study, proposals were developed to reduce the socio-economic differentiation of the regions. The conclusions of this work can be used to improve the state regional policy in the field of balanced development of territories.

A Complex of Management Tools to Overcome Differentiation of Region’s Spatial Development

A key direction of the state regional policy is sustainable socio-economic development of the regions of the Russian Federation. However, the solution of this issue is significantly complicated by a number of problems associated with the spatial heterogeneity of the country and further inequality in the level of socio-economic development of Russian regions. The relevance of this study is determined by the necessity to solve the problem of systematization of theoretical approaches to the description of mechanisms of socio-economic development of the subjects of the Russian Federation, aimed to overcome the spatial differentiation of territories by basic indicators. The object of the study is the regions of the Far Eastern and Siberian Federal Districts. The aim of the study is to develop the principles of systematization of tools for spatial development of the subjects of the Russian Federation depending on the level of differentiation of regions by basic principles. To achieve the aim, the authors used the following research methods: comparative analysis, empirical analysis, synthesis, statistical method, graphic research methods. Based on the comparative analysis of the existing causes of differentiation of spatial development of the subjects of the Siberian and Far Eastern Federal Districts, the objective and subjective factors of regional inequality were identified. The analysis of existing mechanisms of spatial development of the regions of the Siberian and Far Eastern Federal Districts revealed their insufficient efficiency in solving the problem of smoothing regional socio-economic inequality. The author’s approach to the formation of a set of management tools to overcome the differentiation of spatial development of regions on the example of the Siberian and Far Eastern Federal Districts on the basis of grouping the subjects according to the studied groups of basic indicators is proposed. The paper proposes the definition of individual characteristics of each subject of the Russian Federation as a basis for the formation of tools for spatial development of the region.

МЕТОДИЧНИЙ ІНСТРУМЕНТАРІЙ ОЦІНЮВАННЯ ЕФЕКТИВНОСТІ РОЗБУДОВИ ТЕРИТОРІЙ, ЩО ВІДНОВЛЮЮТЬСЯ

Statement of the problem. Assessing the effectiveness of the development of recovery territories is becoming relevant, especially in the context of the transformation of the state regional policy. That will necessitate the development of appropriate methodological support. The aim of the article is to form and test a methodological toolkit for assessing the effectiveness of the development of recovery territories in the context of transformation of the State regional policy on the basis of the developed triad. The object of the study is the territories subject to restoration in the context of the transformation of state regional policy. Methods used in the study: comparative analysis, detailing and generalization, comparison and grouping, etc. The hypothesis of the study was the assumption that the assessment of the effectiveness of the development of recovery territories in the context of the transformation of the state regional policy should be carried out on the basis of the triad of effective development of recovery territories and the corresponding algorithm. Presentation of the main material: systematization of key areas of community recovery in the context of decentralization and European integration allowed to develop a tirade for the development of recovery territories on the basis of the effectiveness of "compliance – assessment – synergy". Its main components are interrelated basic predictors of performance achievement, which are grouped together. In order to assess the effectiveness of the development of recovery territories, methodological tools have been proposed: an algorithm for assessing the effectiveness of the development of recovery areas, which provides for the selection of indicators and the formation of an array of empirical data; building an efficiency rating, structuring the gradient of efficiency of recovery areas (quantified efficiency assessments – "highly efficient", "effective", "ineffective" and "ineffective"). Approbation methodological tools for assessing the effectiveness of the development of recovery territories are carried out on the example of communities - recovery territories in the Donetsk region. The originality and practical significance of the study lies in the use of the algorithm as a methodological toolkit, which provides for the transition from static to dynamic assessment, that is, comparison of ratings of recovery territories for different periods of time. Conclusions. The analysis carried out with the help of methodological tools for assessing the effectiveness of the development of recovery territories made it possible to identify not only highly effective and inefficient communities, but also demonstrated the most vulnerable predictors in the context of the tirade "compliance-assessment-synergy". Further research involves the verification of strategies/programs/plans for the development of recovery territories in the context of the transformation of the State Regional Policy with the help of developed methodological recommendations

STATE REGULATION OF TERRITORIAL COMMUNITY DEVELOPMENT IN VINNYTSIA REGION UNDER THE CONDITIONS OF MARITAL STATE

The article is devoted to the analysis of state regional policy in Ukraine in the context of the military conflict and the full-scale invasion of Russian troops on the country's territory. The fundamental changes that have taken place in this area recently have been studied, as well as the main directions and priorities of reforms and programs aimed at ensuring stability and socio-economic development in the territorial communities of the regions. The article examines measures aimed at restoring infrastructure, supporting entrepreneurship, and stimulating economic growth in the conditions of martial law. The specific situation in the territorial communities of Vinnytsia region is analyzed in detail, attention is paid to the peculiarities of their economic and social development in the context of martial law. The state policy and legislation regarding state support provided for the development of territorial communities within the framework of the implementation of the State Regional Development Strategy for 2021-2027 in Ukraine is investigated. The impact of military events on the development of certain communities of the region on the example of Vinnytsia region, is analyzed. The research provides statistical data related to the development of territorial communities in 2022-2023. Data on their resource and economic potential are given. The directions of the state and local policy regarding the socio-economic development of the communities of the region have been determined. With the help of visualization of data on export and import of territorial communities of Vinnytsia region, their comparative analysis for 2022 and 2023 has been carried out. Moreover, the article examines various programs and projects aimed at supporting the economic recovery and development of Vinnytsia region territorial communities in the conditions of martial law. Conducted analysis can become the basis for the development and implementation of effective strategies for the modernization of territorial communities and regions of our country in modern conditions. The conclusions of the article emphasize the importance of state regional policy regarding the development of territorial communities of regions to ensure stability and prosperity of the country in the conditions of military threats and crisis situations.

Improving normative drafting techniques in the field of state regulatory policy in the context of enhancing the effectiveness of the legal regime stimulating economic activities

It is argued that the future model of legal regulation of economic relations using a complex of stimulating legal means is laid down precisely by the regulatory act. It is proven that the effectiveness of organizing and conducting regulatory activities determines the degree of effectiveness of the stimulating legal regime of economic activity. It has been established that despite the obvious purpose of both regulatory and legislative activities to achieve increased efficiency of legal regulation of certain groups of social relations, choosing a less economically costly method of legal influence is a particular feature of regulatory activities. Cases have been identified where the state, using various legal techniques, excludes from the scope of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” groups of social relations regulated by a system of legal norms, which is an integral element of the stimulating legal regime of economic activity. It is asserted that the legal techniques chosen by the state do not always correspond to the legal certainty, the “quality of the law”, which constitutes the essence of the rule of law principle, nullifying the purpose of legal regulation of social relations in a predictable manner. It has been established that the exclusion from the scope of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” of a significant range of social relations has created conditions for the preparation of most regulatory legal acts, including those defining the principles of implementation of the stimulating legal regime of economic activity, circumventing the requirements imposed on regulatory activities. The provision on the expediency of bringing the legal techniques for determining the scope of application of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” in line with the principles of normative drafting techniques embodied in the Law of Ukraine “On Legislative Activity” is substantiated. The provision regarding the inclusion in Article 3 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” of the norm that exceptions from the scope of this Law are made only by amending this Law is substantiated.

Pharmacies are critical healthcare partners in community efforts to eliminate bloodborne illnesses. Pharmacy sale of sterile syringes is central to this effort. A mixed methods "secret shopper" syringe purchase study was conducted in the fall of 2022 with 38 community pharmacies in Maricopa and Pima Counties, Arizona. Pharmacies were geomapped to within 2 miles of areas identified as having a potentially high volume of illicit drug commerce. Daytime venue sampling was used whereby separate investigators with lived/living drug use experience attempted to purchase syringes without a prescription. Investigator response when prompted for purchase rationale was "to protect myself from HIV and hepatitis C." A 24-item instrument measured sales outcome, pharmacy staff interaction (hostile/neutral/friendly), and the buyer's subjective experience. Only 24.6% (n = 28) of 114 purchase attempts across the 38 pharmacies resulted in syringe sale. Less than one quarter (21.1%) of pharmacies always sold, while 44.7% never sold. Independent and food store pharmacies tended not to sell syringes. There emerged distinct pharmacy staff interactions characterized by body language, customer query, normalization or othering response, response to purchase request and closure. Pharmacy discretion and pharmacy policy not to sell syringes without a prescription limited sterile syringe access. Investigators reported frequent and adverse emotional impact due to pharmacy staff negative and stigmatizing interactions. Pharmacies miss opportunities to advance efforts to eliminate bloodborne infections by stringent no-sale policy and discretion about syringe sale. State regulatory policy facilitating pharmacy syringe sales,limiting pharmacist discretion for syringe sales, and targetingpharmacy-staff level education may help advance the achievement of public health goals to eliminate bloodborne infections in Arizona.

Theoretical and legal mechanism for evaluating the results of regulatory influence in the agricultural sector

The article examines specific issues of the effectiveness of legislative regulation of evaluating the results of regulatory influence as an important element of state regulatory policy in the field of agricultural activity in the context of the existence of a tendency to increase the number of legislative and by-laws as state regulatory instruments. The expediency of assessing the possible consequences of active law-making activities, in particular their impact on the economic efficiency of the agricultural sector, is determined. It is proposed to define the assessment of the regulatory impact in the agricultural sector as an impact aimed at improving the legal regulation of agrarian-economic relations, as well as administrative relations between regulatory bodies or other state authorities and subjects of agrarian management, and the purpose of such an assessment is defined. The expediency of including the studied term in the Law of Ukraine «On the principles of state regulatory policy in the field of economic activity» is substantiated. Based on the analysis of foreign experience in assessing the results of regulatory influence, it is proposed in the science of domestic administrative law to separate such an assessment into an independent procedure related to the process of development, justification and adoption of normative legal acts in the state policy system. It is proposed to shift the assessment emphasis to the deregulation of relations in the economic sphere with the mandatory consideration of the needs of small, medium and large subjects of the agrarian sector, as well as the determination of the related advantages for various social groups of the rural population. A number of proposals of a theoretical and methodological nature regarding the improvement of the regulatory impact assessment procedure have been provided.

FORMATION OF DEMAND AND SUPPLY IN AGRICULTURAL MARKETS OF UKRAINE IN CONDITIONS OF EXTRAORDINARY CHALLENGES

Modern global instability caused by economic, social and natural factors, which requires a deep understanding and analysis of the impact of such conditions on the formation of demand and supply in the agricultural sector. The relevance of the study is determined by the acute nature of the extraordinary challenges faced by the agricultural sector of Ukraine. In connection with the instability of the economic and political situation, agricultural markets become the object of increased influence of external factors, such as military conflicts, economic sanctions and changes in climatic conditions. Taking into account the dynamism of the market and the search for optimal answers to challenges makes this topic important for the scientific community and practical participants of the agricultural sector. The purpose of the research is to conduct a detailed scientific and practical substantiation of the peculiarities of the formation of demand and supply in the agricultural markets of Ukraine in conditions of extraordinary challenges. The research used general scientific (generalization, comparison, induction and deduction) and empirical-theoretical methods (analysis, synthesis). The use of system- structural and statistical analysis made it possible to analyze the Ukrainian agricultural market and allowed to determine changes in consumer demand for the main groups of products, taking into account economic, social and geopolitical factors. It was found out that the subject of purchase and sale on the agrarian market is agricultural products, the characteristics and peculiarities of production of which determine the uniqueness of the agrarian market in comparison with other types of markets. It has been established that the population's food needs are fully met, and as a result, the country has the opportunity to export products. On the basis of the obtained results, it was established that as a result of a significant increase in food prices, a possible reduction in the assortment of these products and a loss of stable income among the population, it was found that they will lead to a shift in the balance of consumption in favor of bakery products and semi-finished products, which is caused by a decrease in the consumption of livestock products, fish and seasonal products. The results of the study can be used to develop an effective policy of state regulation aimed at increasing the competitiveness of agricultural markets, and can also be used for the further development of risk management programs and strategies in the agricultural sector.

Індустріальні парки Львівської агломерації: стан, досвід, перспективи

The article is devoted to the study of the status and prospects for the development of industrial parks in the Lviv agglomeration, as well as the analysis of foreign experience in the functioning of industrial parks in agglomerations. The relevance of measures to implement the State Strategy for Regional Development for 2021–2027 regarding the support of territories such as agglomerations is argued, this is evidenced by the institutional arrangement of the Lviv agglomeration even in times of war. It is noted that when creating a modern model of reindustrialization in Ukraine with a focus on exports and in general an innovative ecosystem of agglomerations, the creation and development of industrial parks as modern concentrators of the industrial, investment and research potential of the agglomeration will be of paramount importance. Emphasis is placed on the advantages of the functioning of industrial parks within the agglomeration, in particular through: achieving synergy for the growth of economic development of the agglomeration; direct impact on the provision of humanitarian, environmental, security and spatial organization of the agglomeration; creation of the effect of increasing returns due to the effective combination of production and infrastructure, high technologies, research and development sphere. It is proved that the industrial parks of the Lviv agglomeration today are the least developed form of the innovation ecosystem of the agglomeration, the potential of which, unlike clusters or export enterprises of the agglomeration, has not yet been used at all. It is concluded that the institutional component of the development of industrial parks in Ukraine, and in particular within the Lviv agglomeration, should become a priority in the implementation of the State regional policy and strategies for the development of individual territorial communities in the near future. After all, foreign experience proves the close interweaving of urban agglomeration and its industrial parks, whose activities in Ukraine, even with the current institutional design, open up a promising environmentally oriented direction for them.

Розбалансованість документів стратегічного та просторового планування розвитку та напрями їх узгодження

Modern challenges caused by russia’s full-scale armed aggression against Ukraine and Ukraine’s obtaining the status of a candidate for EU membership require the elaboration / revision and coordination of documents that regularize and regulate strategic and spatial planning in the State at all levels. The issue of formation of strategic and spatial planning documents is especially relevant for local self-government bodies of territorial communities. On the one hand, due to the insufficient number of specialists in strategic and spatial planning during the wartime and the high cost of developing such documents, and on the other hand, due to the vertical and horizontal imbalance (inconsistency) of strategic and spatial planning documents. The aim of the presented study is to determine the directions of coordination of strategic and spatial planning documents for the development of territorial communities on the basis of identifying gaps and shortcomings in the system of strategic and spatial planning in Ukraine. The study focuses on the theoretical and applied aspects of considering the problem of harmonization of strategic and spatial planning in Ukraine. The theoretical component is concentrated around the approach to strategic and spatial planning. In particular, the «top-down» approach to strategic and spatial planning in Ukraine is characterized and critically evaluated. It is noted that in the conditions of wartime and post-war recovery, it is fully justified to prevent the increase in differentiation in the development of territorial communities in different regions of the country and the negative impact of the armed aggression of the russian federation on them. Applied aspects of the study are related to the identification of gaps in the systems of strategic and spatial planning in Ukraine. In particular, special attention is paid to the vertical and horizontal coordination of two key documents to be developed by local self-government bodies of territorial communities – the strategy for the development of the territorial community (strategic planning document) and a comprehensive plan for the spatial development of the territory of the territorial community (spatial planning document). Based on the results of the study, amendments to the legislation related to the vertical and horizontal coordination of strategic and spatial planning documents in order to preserve the integrity of the State regional policy in Ukraine with the simultaneous opening of opportunities for local self-government bodies to form effective, rather than formal documents for the strategic and spatial development of territorial communities are proposed.
