Certain aspects of combination of practical disciplines "Fire training" and "Special physical training" in institutions of higher education with specific learning conditions

The article discusses the impact of external and internal factors on the effectiveness of higher education systems, particularly in the context of training future law enforcement officers. It is noted that ensuring quality student training requires consideration of specific learning conditions, such as requirements for firearms and physical training. The article analyzes the role of disciplines such as «Firearms Training» and «Special Physical Training» in shaping the professional skills of future law enforcement officers. The importance of these disciplines in ensuring societal security and enhancing the combat readiness of law enforcement officers in various conditions, including wartime, is highlighted. Specifically, the necessity of firearm proficiency and the ability to effectively utilize it in situations requiring law enforcement intervention is discussed. It is also noted that preparation for armed conflicts and security maintenance requires students to have a high level of physical fitness and firearm interaction skills. In the context of contemporary challenges related to increasing crime rates and wartime, the importance of combining education with firearms and physical training to develop a well-rounded law enforcement personality is emphasized. The authors emphasize that this combination helps students become prepared for real-life situations they may encounter in their future careers. The conclusion underscores the need for continuous improvement of law enforcement professionals’ skills in contemporary conditions, including tactical-specialized, firearms, and physical training. The importance of physical education and sports as a means of promoting a healthy lifestyle is also emphasized. Additionally, it is noted that present conditions and periods of wartime require law enforcement officers to possess special skills and abilities beyond routine duties. Such situations may necessitate additional training for law enforcement personnel with elements of military preparation, including terrain orientation, grenade throwing, obstacle overcoming, engineering preparation, and other important aspects.

Development of static balance in professional-applied physical training of cadets with specific learning conditions.

Annotation. Successful professional activity of specialists of the National Police of Ukraine is ensured through the formation of a wide range of professional competencies, which, in particular, provides for the comprehensive development of professionally significant physical qualities during the training of cadets in higher education institutions with specific learning conditions. Taking into account the growing complexity and variety of tasks facing modern police officers, the list of priority physical qualities that a graduate of a higher education institution should have is expanding. The analysis of the content of educational programs in the practical disciplines of higher education institutions shows that they are mainly focused on the development of cadets: strength, flexibility, speed qualities, strength and speed endurance. In the educational process, not enough attention is paid to the development of coordination abilities, which ensure the rational distribution of muscular efforts during physical exercises, the optimal amplitude of movements, the efficiency of motor actions and the economy of energy consumption, and prevent injuries. The authors focus on the fact that modern control tests and standards for assessing physical fitness, used in the system of the Ministry of Internal Affairs of Ukraine, do not make it possible to fully assess the level of development of priority motor qualities of future police officers. It is proposed to use in the educational process of higher education the test for assessing static equilibrium according to the method of E. Y. Bondarevskiy. To develop coordination abilities, it is recommended to use the following exercises: from somat yoga; swimming; Nordic walking; maintaining balance on an unstable platform, with the performance of acyclic motor actions; on a reduced support area; on one leg.

Optimisation and improvement of police officers’ special rank types

The article examines the process of reforming the law enforcement system in Ukraine, in particular the creation of the National Police in 2015, and its impact on the rank system of police officers. Special attention is paid to the main changes that occurred as a result of this reform. In particular, such positive aspects as bringing police standards closer to the European level, as well as creating a new police uniform and changing the rank system are highlighted. It is important to note that the reform is aimed at improving the efficiency of law enforcement agencies and their interaction with the public. The article also highlights the problem of the lack of additional ranks and limited career opportunities for junior police officers, which can lead to professional burnout and reduced staff motivation. An analysis of the positive experience of using the extended rank of junior and sergeant ranks in countries such as Canada, Germany, Greece, Spain, as well as the states of Virginia and Delaware in the USA is conducted. The proposed ways of solving the shortcomings in the rank system are aimed at improving the working conditions and motivation of the police personnel. In addition, it is proposed to introduce new ranks for junior and non-commissioned officers of the police in order to stimulate further self-development of professional skills and career growth prospects. In addition, each new rank will have separate duties and functions that will facilitate mutual assistance and cooperation with other police officers. It is also important to emphasise the need to update the design for cadets of higher education institutions with specific learning conditions and lyceums.

The level of physical and psychophysical training of higher education students, whose future professional activity will be directly related to the performance of complex official tasks, namely: detention, external and internal inspection, escorting offenders, use of weapons, etc. depends on the professional skills of the physical education teacher. Therefore, the formation of professional competence and the development of personal professionally important qualities of physical education teachers in higher education institutions with specific learning environments is an urgent problem and requires attention and continuous improvement. The purpose of the article is to study the peculiarities of professional competence and development of professionally important qualities of physical education teachers in higher education institutions with specific learning conditions. The methodology of the study is based on the analysis of literary sources and the synthesis of pedagogical observation. Results of the study and conclusions. The article reveals the modern understanding of the professional competence of a physical education teacher of a higher education institution with specific learning conditions. The author substantiates the need to improve the professional competence and development of personal professionally important qualities of a physical education teacher of a higher education institution. Innovative ways of professional development of physical education teacher of higher education institution with specific learning conditions are proposed, namely: trainings, webinars, scientific and practical events. ДІДЖИТАЛІЗАЦІЯ ДІЯЛЬНОСТІ ДЕРЖАВНОЇ КРИМІНАЛЬНО-ВИКОНАВЧОЇ СЛУЖБИ УКРАЇНИ В УМОВАХ ВОЄННОГО СТАНУ

The article analyzes the concept of “digitalization” and its significance for the functioning of the state. The positive changes, which is the result of the implementation of digitalization in Ukraine during the war, as well as its significance in the post-war period, are outlined in the article. An analysis of the state of digitization of the procedures for providing and receiving public services was carried out. The article studied the results of the introduction of the latest information technologies into the daily activities of civil servants in Ukraine. The main modern scientific approaches to determining the advantages of digitization in Ukraine are highlighted. A number of factors, both general and special, which can affect the implementation of digitalization in Ukraine have been identified. An analysis was carried out regarding the legal acts accompanying the process of digitalization of state authorities in Ukraine. Current problems of digitization in the system of bodies and institutions for the execution of punishments, pretrial detention centers and higher educational institutions with specific learning conditions of the State Criminal and Executive Service of Ukraine are indicated. The tasks defined by the Penitentiary System Reform Strategy for the period until 2026 regarding expanding the possibilities of digitalization of the penitentiary system of Ukraine were studied. The authors proved that the introduction of digitalization into the work process of the personnel of the State Criminal and Executive Service of Ukraine will increase the efficiency of the activities of the rank and command staff and employees of the State Criminal and Executive Service of Ukraine, as well as ensure the compliance of the technological processes taking place in the penitentiary system with the modern requirements of Ukrainian society. Specific proposals for making changes to the Penitentiary System Reform Strategy for the period until 2026 with the aim of supplementing the areas of implementation of digitalization in the activity of the penitentiary system of Ukraine were proposed. Proposed solutions regarding the implementation of progressive technologies in the activities of bodies, institutions for the execution of punishments and detention centers of the State Criminal and Executive Service of Ukraine in the field of recruiting. Updating the content of the special physical training of cadets of higher education institutions with specific training conditions during martial law

It has been established that the official activity of police officers places increased demands on the level of special physical fitness of personnel. It has been established that a graduate of a higher education institution with specific learning conditions must possess not only a complex of knowledge, practical skills and abilities, but also a formed motivation and psychological readiness for the proper performance of official tasks in extreme situations caused by the introduction of martial law.
 On the basis of a survey of inspectors on self-defense tactics and personal safety of training centers of the State Government of Ukraine (n=27), gaps in the physical fitness of law enforcement officers with up to one year of practical experience were determined, directions for improving the content of special physical training for cadets of higher education institutions with specific training conditions were considered during martial law, the role of general physical fitness of law enforcement officers is outlined. The need to develop a single thematic content of the educational discipline for all institutions of higher education that train police officers has been established; the introduction of practical tasks into the educational process, which involve modeling situations of official activity with the complex application of police coercive measures. Emphasis is placed on strengthening the role of general physical training through the cadet's performance of various physical exercises while in full equipment.
 We see prospects for further research in the development of a set of exercises that will contribute to the development of professional and applied physical qualities of law enforcement officers.

A lack of retrieval practice effects in children's recognition and recall memory of novel words during storybook reading

IntroductionRetrieval practice enhances adults' long-term memory over restudying. However, it is less clear whether young children also benefit from retrieval practice. This study assessed whether retrieval practice could support children's novel word learning in the context of storybook reading.MethodIn Experiments 1–3, preschoolers (N = 167, RangeAge = 26–68 months) were presented with 10 novel word-object pairs across four consecutive storybook readings. Half of the children were read the storybook four times (i.e., SSSS), whereas the other half of the children were read the storybook once and were then asked to retrieve the novel words during the subsequent three readings (i.e., STTT). Children's recall and recognition memory for the novel words was tested after a 5-min delay.Results and discussionResults revealed that although children had high retrieval success during learning, retrieval practice did not provide an advantage over re-reading for children's recall (Experiment 1), even when additional mapping and retrieval opportunities were provided (Experiment 2); that is, children who engaged in retrieval practice did not outperform children who re-read the storybooks. A retrieval practice effect also did not emerge in children's recognition memory of novel words (Experiment 3). Taken together, this study suggests that retrieval practice may only benefit young children under specific learning conditions. Future research should therefore consider characteristics of the learner and broader learning context to explain developmental differences in retrieval practice effects.

The efficiency of application of the Tabata system in the process of force training of cadets of higher education institutions with specific learning conditions

An important component in the structure of the overall physical fitness of cadets is a high level of strength abilities, which greatly affect the effectiveness of activities in extreme situations. The choice and application of the most effective means and methods of force training is relevant in the process of training applicants in institutions of higher education with specific learning conditions. The purpose of the work was to study the indicators of the development of strength abilities of cadets under the influence of classes on the traditional program of "Special Physical Training" and under the influence of training on the Tabata system. In the process of work, a pedagogical experiment was conducted. The control and experimental groups included cadets (men) of the second year of study, applicants for the educational degree "bachelor" in the specialty "Law enforcement activity". Indicators of the development of strength abilities were researched by tests: complex strength exercise, pull- ups on the crossbar, squats in 20 s, jump up from the place, flexion and extension of the arms in the stop lying in 20 s. The results of the pedagogical experiment showed, that the use of the traditional method of motor abilities development, as well as the use of training according to the Tabat system, allows achieving reliable positive changes in the indicators of power preparedness of applicants for higher education. At the same time, the implementation of exercise complexes according to the Tabata protocol allows achieving a more pronounced improvement.

A study of the emotional intelligence of students of higher education with specific training conditions engaged in hand-to-hand combat

The article reveals the features of emotional intelligence. For future police officers, preparedness for extreme situations is necessary. The purpose of the research is to study the features and comparative characteristics of the emotional intelligence of students of higher education institutions with specific learning conditions who engage in hand-to-hand combat and students who do not engage in sports. Future male police officers (Dnipropetrovsk State University of Internal Affairs) engaged in hand-to-hand combat (n=30) took part in the experiment. The age of the subjects was 19.56±1.68. Students who do not play sports (n=30, age 19.72±1.84) were chosen as the control group. For the study of emotional intelligence, the test subjects were offered a version of the questionnaire according to N. Hall. In the group of athletes, future police officers, the following results were found: "emotional awareness" (52%), "self-motivation" (50%), "empathy" (75%) and "recognition of other people's emotions" (60%). A high level includes "managing your emotions" (65%). Statistically significant differences (p<0.05) between the groups of future police officers and students of the control group were found for such components as "management of own emotions", "recognition of other people's emotions" and "self-motivation". In order to obtain positive changes in the skills of assessing one's emotional state, students of higher education institutions with specific training conditions engaged in hand-to-hand combat are recommended to correct competitive stress and reduce anxiety that appears before competitions.

Use of situational obstacle course in the educational process with specific learning conditions

The article is devoted to the study of the experience of using a situational obstacle course in the educational process of a higher education institution with specific learning conditions (Dnipro State University of Internal Affairs). In the current conditions of development of socio- political challenges facing Ukrainian society, issues related to increasing the level of readiness of the National Police of Ukraine for professional activities, including the use of physical force and hand-to-hand combat techniques, are being raised to a qualitatively new level. The purpose of the article is to study a new direction of improving the physical training of the National Police of Ukraine, and also to find out its impact on their physical fitness. In order to increase the level of physical fitness, as well as to improve the process of physical training of higher education students of the Dnipro State University of Internal Affairs, the authors of the Department of Special Physical Training of the Faculty of Training of Specialists for Criminal Police Units (D.O. Anisimov, V.V. Boguslavskyi and O.A. Zhuravel) developed methodological recommendations for overcoming the situational obstacle course (Certificate of Copyright Registration for the work No. 118015 of April 11, 2023). The study involved second-year cadets of the Dnipropetrovs'k State University of Internal Affairs aged 18 to 21 years (CG - n = 28, EG - n = 28). Methods: system-functional analysis; pedagogical experiment; methods of mathematical statistics. The study found that the use of a situational obstacle course in the educational process of higher education institutions with specific learning conditions can qualitatively affect the preparation of higher education students for practical activities in the ranks of the National Police of Ukraine. In the future, it is promising to study the use of a situational obstacle course among current employees of the National Police of Ukraine.

INTELLIGENT SYSTEMS FOR FORMING PROJECT TEAMS IN SAFETY-ORIENTED SYSTEMS

Human security project teams are formed in higher education institutions that train qualified civil protection specialists. One of the tasks is to increase the efficiency of forming SOS project teams by HR services, as well as to improve the recruitment and selection procedure using modern information technologies. Developing human resources, improving the quality of higher education for its applicants. Information systems provide high speed data processing, information search, recruitment optimization and candidate analysis. Automation of HR processes helps to reduce the labor intensity and resource costs of tasks. New models, methods, and technologies for processing materials and information about applicants for the purpose of evaluating them for further involvement in the SOS project will contribute to the sustainable development of the organization. The subject of the study is models for automating the selection of personnel in safety-oriented systems with their subsequent formation into project teams of the civil protection service and law enforcement agencies. One of the components of human resource management is the implementation of a subsystem for the assessment and selection of human resources, the initial elements of which are the basis for making personnel decisions on the formation of project teams. The purpose of the study is to formalize the criteria for selecting candidates to reduce the subjectivity of the assessment; optimize and automate the selection process, design expert decision support systems for HR. The article sets the following tasks: to design an information system for the formation of project teams in safety-oriented systems, taking into account the parameters of personal human qualities and professional skills of candidates using information expert systems. To improve the quantitative assessment and qualitative indicators of applicants, it is advisable to formalize the criteria and their weighting coefficients using the theory of qualimetrics and personnel assessment methods. The following research methods were used: system analysis, empirical methods, and project management methodology. The following results have been obtained: a model-scheme of an iterative approach to the development of an information system for human resource management for higher education institutions, taking into account specific learning conditions, has been developed. Conclusions. The methods of evaluation and selection of human resources, as well as the criteria for their selection in complex socio-technical systems are analyzed. The possibilities of automating HR processes and integrating an information system to support the formation of project teams in a safety-oriented system are considered. description of the life cycle of complex systems of a safety-oriented system, namely, the life cycle of such complex socio-technical systems is described, taking into account their characteristics and environment.

Scientific Research on French Language Teaching Methodology: Current State and Prospects

Scientific research on French language teaching methods is designed to solve the task of updating the French language teaching methods and technologies, taking into account the social order of our society at a specific stage of its development, the needs of those who study in accordancewith the modern educational context. In scientific studies on the methodology of teaching the French language, the goals, content, means, methods are theoretically substantiated and specified, methods of formation of various types of French-language communicative competence in specific learning conditions are practically developed. Analysis of the results of such studies, their generalization and publication makes it possible to improve the effectiveness of the French language learning in the context of the modern educational paradigm. Aims. Analysis, systematization of the scientific research carried out in Ukraine in 1991-2022 to identify the unsolved problems in the methodology of teaching the French language, improve the scientific level of future methodological research, and determine promising directions of scientific research in the methodology of teaching the French language. Methods. Analytical review of methodological studies and published works was used among other methods of scientific research to achieve our goal, systematization, generalization. Results. During the studied period, 12 candidate’s and 1 doctoral dissertations were defended in Ukraine on the specialty 13.00.02 – theory and teaching methods: Romance languages. The analysis of dissertations was carried out according to the following criteria: the subject of research (focus on the formation of target competencies); study subjects; theoretical achievements; the applied value of the research – a study guide / educational computer program, etc., which are available for use in the educational process by the wider academic community. Conclusions. It was found that the method of forming French-language phonetic competence, competence in reading and writing (spelling competence for students of higher education institutions), the Frenchlanguage competence in receptive types of speech activity, method of organizing extra-class / extraauditory work on the French language are unexplored.

Implementation of the crossfit system in the educational process in zvo with specific learning conditions

Abstract. The article is devoted to the study of the possibility of introducing crossfit into the educational process in higher education institutions with specific educational conditions. On the basis of the conducted analysis, it was established that an important component of the Special Physical Training course is precisely the provision of training of specialists of the National Police of Ukraine with a high level of comprehensive physical fitness, the ability to effectively and with maximum safety for one's own life and health carry out forceful detention of an offender in cases where he commits physical resistance, or when there are legal grounds for the immediate termination of the offense with the use of measures of physical influence (force), as well as to sustain mental, neuropsychological and physical stress without reducing professional capacity. This paper examines the ways of improving the abilities and skills of pupils from the point of view of physical training. We also consider existing problems in the education of quality personnel and offer the necessary conditions for improvement. In addition, this work focuses on the students' interest in studying the subject and paying attention to the necessary conditions for its improvement. In order to achieve the set goals, scientific literature was used in the work, as well as inductive, analytical and systematic methods of analysis were applied. Today's difficulties in Ukraine in special physical training (and not only) are also related to the war. I emphasize the fact that the achievement of the maximum result of training can be achieved under the condition of independent work of the cadets of higher education institutions under specific conditions of study.

Physical preparedness of female cadets in the process of sectional work in judo wrestling in the institutions of higher education of the Ministry of Internal Affairs of Ukraine

Significant number of women want to study in the higher education institutions and work in the system of the Ministry of Internal Affairs of Ukraine. The training of female cadets with a high level of development of motor skills is an important task in higher education institutions of the Ministry of Internal Affairs of Ukraine. The authors of scientific and methodological works note that the sectional training in various sports (in particular, judo wrestling) is one of the effective ways to optimize the process of the training of the cadets in the higher education institutions with the specific learning conditions. We conducted a study of the indicators of the preparedness of the cadets-women who during the year of study were engaged in the program "Special Physical Training" without attending sectional classes. We compared their results with the results of the cadets who trained in the judo wrestling section. The results show that the traditional curriculum of the discipline "Special Physical Training" effectively contributes to the improvement of the physical preparedness (strength and speed qualities, coordination, endurance, flexibility). Judo wrestling classes are an effective mean of the extracurricular activities of the cadets-women. They help to increase their physical fitness characteristics. They also help to learn self-defense tactics of law enforcement officers.

Features of motivation of university cadets with specific learning conditions for physical education

The article analyzes the motivational priorities for physical education classes of cadets studying at the Dnipropetrovsk State University of Internal Affairs in the specialty "Law" in order to determine ways to improve their psychophysical preparation for future professional activity. As a result of the study, low motivation and involvement of cadets in physical education was established; The external and internal factors influencing the formation of motivation of applicants to engage in physical culture are determined.
 The authors propose an experimental scheme for improving the physical training of higher education students with specific learning conditions, compiled on the basis of taking into account their motivational priorities for physical education, external and internal factors that affect these priorities, features of their psychophysical state. Conducting any form of training will be more effective if the activities of cadets are motivated. In order to build an effective system for improving the physical training of university applicants for their future profession, the authors propose to take into account the dynamics of changes in the motives of applicants throughout the entire period of study at the university. The authors note that when planning and conducting practical classes, scientific and pedagogical staff should take into account the influence of the psychophysiological state of cadets on internal needs for incentives. The most optimal way to influence the motivation of university applicants to engage in physical culture and sports should be applied after studying the situational factors and personal characteristics of cadets. Significant levers of influence on the motivational priorities of applicants for physical culture and sports should be the practical experience of scientific and pedagogical workers, an emphasis on preparing for future professional activities, creating appropriate conditions for classes, forming a positive attitude and enjoying applicants from the classes held.

Application of the Tabata system in the process of sectional work on judo wrestling in institutions of higher education of the Ministry of Internal Affairs of Ukraine

The authors of scientific and methodological works note that the sectional training in various sports (in particular, judo wrestling) is one of the effective ways to optimize the process of the training of the cadets in the higher education institutions of the Ministry of Internal Affairs of Ukraine. The search and application in the sectional training of the effective methods of the developing of the motor skills of the cadets is an important problem of the theory and methodology of the training in higher educational institutions with the specific learning conditions. The authors of the scientific and methodical works note that the "Tabata" training is currently one of the most effective and promising methods of training. The work is devoted to the study of the impact of the "Tabata" training on the level of the motor skills of the cadets in the process of judo wrestling training. A pedagogical experiment was organized during the work. Second-year cadets engaged in the judo wrestling section took part in the experiment. We studied the indicators of physical preparedness (level of endurance, strength and speed qualities) according to tests recommended by the Ministry of Internal Affairs. The improvement of the indicators of the physical preparedness of the cadets in the process of the "Tabata" training was greater than the improvement of the physical preparedness during traditional training.

WORLD EXPERIENCE IN IMPLEMENTING LEADERSHIP THEORIES IN THE STRATEGY OF TRAINING FUTURE SPECIALISTS OF THE STATE EMERGENCY SERVICE

Abstract: the article studies the world experience of introducing leadership theories into the strategy of training future specialists of the State Emergency Service of Ukraine. It is noted that the introduction of leadership theories into the educational process of higher education institutions with specific learning conditions will ensure the successful formation of leadership development and improvement of professional training of future specialists of the State Emergency Service of Ukraine, which will effectively influence the development strategy of the civil protection system of Ukraine as a whole.

Використання проєктного менеджменту як інноваційно-енвайронментального підходу в системі підготовки фахівців з економіки та управління науково-технічною сферою

Today, in the global economic crisis and the transformation of the Covid/SARS-19 pandemic (strains), the issues of development and functioning of distance student learning by higher education institutions are relevant in time. The crisis of Covid-19, in addition to the global pandemic, has dealt a devastating blow to the economy of higher education institutions, they have suffered the most financially. Insufficient level of research, imperfect organizational structure and organization of management of scientific and scientific-technical activities in higher education institutions necessitate revision and improvement of the existing system of research project management in higher education institutions with specific learning conditions. The authors of the study substantiate the method of distribution of research projects among research teams of the educational institution, which takes into account not only staffing and workload of performers, but also has a mechanism for evaluating the successful implementation of the project in the overall portfolio of research projects. A method of assessing the scientific potential of scientific and pedagogical departments of the institution was developed, which in addition to the trivial emphasis on the personnel component takes into account the level of security of the project. It is possible to assess both static and dynamic components of the scientific potential of higher education institutions, as an indicator of sustainability and development of the organization, taking into account the personal achievements of employees of higher education institutions. Economic method of distribution of the bonus fund of employees based on the results of research projects in higher education institutions, as an additional motivational lever to influence a specific project. The authors have identified as an additional motivational tool, developed a method of distribution of the bonus fund based on the results of research projects in higher education, which allows to take into account the personal contribution of executors, project team, necessary resources in conditions of uncertainty. The mechanism of stimulation in the conditions of specific restrictions allows to improve the system of rewarding of the educational personnel, and to differentiate the scientific personnel with use of means of project management.
