Problems and potentials of research infrastructure funding in Germany on the example of the Specialized Information Service Political Science

ZusammenfassungDie Forschungsinfrastrukturförderung in Deutschland ist, wie die Forschungsförderung insgesamt, stark auf Projekte orientiert und von Drittmitteln abhängig. Diese Konstellation birgt einerseits Potenziale, zum Beispiel für technische Innovationen zur Anpassung an den digitalen Wandel. Andererseits bringt diese Ausgangslage auch Probleme mit sich, vor allem im Hinblick auf einen nachhaltigen Betrieb der Forschungsinfrastruktureinrichtungen und die großen Herausforderungen von Open Science. Der vorliegende Beitrag beleuchtet diese Konstellation anhand des Beispiels des DFG-geförderten Fachinformationsdienstes (FID) Politikwissenschaft – Pollux und fragt danach, welche Rolle Forschende für die Weiterentwicklung der Forschungsinfrastruktur spielen können.

Information security in the Republic of Moldova in the context of the European integration process

In this article, the author analyze the information security phenomenon of the Republic of Moldova in the context of the European integration process of our country, in the conditions of the war started by Russian Federation in Ukraine. It is highlighted that at the present time, the Republic of Moldova does not have sufficient protection of the public sector and the private sector against incidents, risks and threats related to the security of networks and IT systems, therefore in the context of the obligations assumed by the Republic of Moldova with reference to securing information in the context of the European integration process, a legal basis was created. The author mention that the phenomenon of Russian media propaganda represents one of the main challenges for the information space of the Republic of Moldova. In conclusion, the author emphasize that informational threats threaten the stability, national and political security of the state, and informational aggressions in the chain can constitute an informational war, in which the specialized information services froabroad foreign countries. Ensuring information security requires a joint effort between intelligence services, academic environments and non-governmental organizations. The purpose of the information security strategy of any state is to legally correlate and systematically integrate the priority areas with responsibilities and powers to ensure information security at the national level, intended to protect the sovereignty, independence, territorial integrity of the state.

Information technology and changing role models in German libraries: The example of OPEN-CAM.

Germany has a long tradition of health libraries. From their origin in monasteries, they became centres of knowledge and education. In modern times, this tradition has been continued by the Central Library of Medicine. In addition, as a specialty in Germany, special collection areas and special libraries that focus on one topic were established. Those services were transformed to specialized information services and portals as part of the digital transformation process. One of such projects is OPEN-CAM, which provides literature on integrative medicine in a specialist library and hosts the literature database CAMbase. Based on this example, we show how digital transformation has influenced the library landscape and its structures in Germany.

Regulatory principles of public administration in the field of state and regional environmental policy as part of the strategy for sustainable development of Ukraine

The purpose of the scientific article is to identify the administrative and legal foundations of public administration in the field of environmental policy, and to determine the directions of its development at the present stage. Main content. Theauthors of the article established that the principles of public administration in the implementation of state and autonomous environmental policy must meet the requirements of: accessibility, timeliness and reliability of environmental information; as well as ensure the accountability of executive bodies and bodies of local self-government. The research used general and special scientific methods, the main of which are: abstract-logical, deductive, inductive, historical, modeling and forecasting, systemic-structural, systemic and functional, economic-statistical (grouping and comparison) methods of analysis. As a conclusion, the authors argued that the priority areas of public administration reform, in the implementation of state and regional environmentalpolicy, include the feasibility of creating and operating a special information service, the content of which is the implementation of human rights to a safe environment, favorable environment and quality.

BIOfid Steps Up to Provide Introduced Species Information: The case of myriapods in German greenhouses

The German Specialized Information Service Biodiversity Research (BIOfid) is an infrastructure that provides scientists with information tailored to the specific needs of biodiversity research and related disciplines (Koch et al. 2017). The service, in particular, promotes digital access to legacy literature and enables the retrieval of research-relevant data using natural language processing (NLP) and machine learning (ML) techniques (Hemati et al. 2016, Abrami et al. 2020, Lücking et al. 2021), and provides a customized semantic search engine (Pachzelt et al. 2021). Thus, historical species records can be found and help to estimate past and present species distributions as well as potential range shifts. Future BIOfid services are planned to specifically address interoperability and linking of research data for rapid integration into national and international databases such as the German Federation for Biological Data (GFBio) and the Global Biodiversity Information Facility (GBIF). To this end, for example, BIOfid will contribute to further developing the open-source virtual research environment (VRE) Scratchpads (Smith et al. 2011) and promote its usage in the scientific community. Based on a use case on myriapods, we will test the ability of the two tools mentioned above to accelerate information retrieval and knowledge sharing by professional data mobilization and management methods. Certain myriapod species are known to have been introduced from tropical and subtropical environments to Germany, a country that lies in the north temperate zone. In this regard, we will scour BIOfid´s legacy literature for these species to find spatio-temporal evidence. Moreover, we will explore the usefulness of Myriatrix, a Scratchpads instance specialized on Myriapoda and Onychophora, to collate information on millipede and centipede species introduced to German greenhouses. Data on 35 diplopod and 18 chilopod species in German greenhouses (Decker et al. 2014) have been integrated into Myriatrix using the "Taxon Description" content type provided by Scratchpads. Subsequently, more comprehensive, recent information on the millipede Cylindrodesmus hirsutus Pocock, 1889 (Martínez-Muñoz 2020 onwards) has been incorporated. Finally, we will show how this compiled information can be integrated into GBIF through the Scratchpads' Darwin Core Archive (DwC-A) export.

Mobilizing and Enhancing Legacy Biodiversity Data: The case of Karl Wilhelm Verhoeff's correspondence

A considerable amount of biological data is preserved as physical documents, the legacy of former explorers, collectors, researchers, and others. Mobilizing data from handwritten documents has been considered particularly challenging, with well-known cases such as the manual transcription of specimen labels and herbarium sheets by museum staff, or crowdsourced transcription of data card collections through online platforms. Here we present a pipeline of open-source software that can be used to automatically transcribe handwritten text, make it publicly available, annotate it with e.g., scientific names, extract names in Darwin Core Archive (DwC-A) for third-party reuse, and automatically recognize named entities in the machine-readable text. automatically transcribe handwritten text, make it publicly available, annotate it with e.g., scientific names, extract names in Darwin Core Archive (DwC-A) for third-party reuse, and automatically recognize named entities in the machine-readable text. We based our use case on the correspondence of the German zoologist Karl Wilhelm Verhoeff, related to the Myriapoda collection held at the Musée Zoologique de Strasbourg. The documents were processed with Transkribus (Muehlberger et al. 2019), a mostly open-source virtual research environment (OS VRE), which allows text in images to be converted into machine-readable text amenable to semantic enrichment. We achieved a character error rate as low as 5%, a remarkable result for handwritten material, as an accuracy higher than 95% for printed material is acceptable (Deutsche Forschungsgemeinschaft 2016). We then used Myriatrix (Martínez-Muñoz 2019), an instance of the Scratchpads OS VRE (Smith et al. 2011), to create bibliographic references, publish the full text, and annotate the correspondence with scientific names of myriapods. During the process, we added new scientific name spellings and combinations to the taxonomic backbone of Myriatrix and exported the full taxon classification in DwC-A via the Global Biodiversity Information Facility (GBIF) for reuse by the Global Names Architecture and its open-source tools (Patterson et al. 2016, Mozzherin et al. 2017). As a next step we are planning to subject the corrected text from Transkribus to a specific text-preprocessing workflow combining natural language processing (NLP) and machine learning (ML) techniques (Lücking et al. 2021). This includes, inter alia, a multiple annotation approach for general and bioscientific term classification in order to detect the respective entities automatically. The workflow has been developed in the framework of the Specialized Information Service Biodiversity Research (Koch et al. 2017) to make biodiversity information available via a customized and (bio-)ontology-based semantic search engine (Pachzelt et al. 2021). We recommend our comprehensive approach to natural history institutions seeking to efficiently digitize and mobilize the rich biological data present in their archival documents.

Reflection of Sufism in Korean Islamic Studies -The Status of Sufism Research Trends in Korean Islamic Study

In this study, to overcome the challenges Islamic studies face, it is necessary to promote actively research. In other words, if a stable research foundation is laid and future human resources are nurtured in the interest of society, the research on Islam in Korea will enter a new phase. Accordingly, to raise public awareness of Islam in Korea and to nurture future human resources for Islamic study, it is necessary to find a way to use Sufism research more realistically. In this paper, to promote Islamic studies in Korea, firstly, the current status of researches on Sufism in Korea will be reviewed, and then suggestions for overcoming its challenges will be made. This study classifies articles on Sufism by year, academic field, author and publisher, and region. The reasons for setting the four criteria in this study are as follows. The Korea Citation Index (KCI) is a system with public confidence operated by the National Research Foundation (NRF). Articles on Sufism published in Korea, the research subject, were selected through the KCI. The KCI is a specialized information service that provides bibliographical information, citation information, and statistical data on journals and articles for registration and candidates for registration selected through journal evaluation by the National Research Foundation of Korea. The National Research Foundation of Korea is the nation's leading research and management organization. For this paper, among the articles on Sufism, 50 articles registered in the KCI were the subjects of the research.

Exploring Regulatory Coordinates for Data Fiduciaries in the Era of Open Banking

開放銀行浪潮有助於提升消費者的資料自主，推動金融體系的競爭與創新，進而實現消費者資料賦權的願景。然而，實現此願景仍有待解的核心問題：亦即究須具備如何之條件，一個組織方能成為經消費者授權而向銀行取得資料的適格者？申言之，政府究應如何看待與監理開放銀行脈絡下的第三方業者？本文主張，開放銀行下的第三方業者，本質上係取得消費者對其處理自身資料的信任，因此可將之視為「資料受信者」。本文從產業生態圈及組織定性兩大維度，將資料受信者可能的監理座標加以類型化成三種型態：銀行生態圈的受託者或合作者、金融生態圈的金融資訊服務業者，以及數位經濟生態圈的特許資料接受事業，並嘗試針對我國提出一個兩階段式的修法策略路徑，盼能引發產官學界就此議題的深入對話。<br />The wave of open banking holds great potential to enhance consumer data autonomy, promote competition and innovation in the financial system, and give rise to consumer data empowerment. However, the realization of such a vision depends on the solution of a difficult regulatory issue: the criteria for a third-party provider that is permitted to access data from banks upon the consent and request of consumers. This in fact begs the fundamental question of how a government should treat and regulate third-party providers in the context of open banking. This article argues that the third-party providers can be understood as“data fiduciaries”in that they are entrusted by the consumer to process and provide extra value to their data. This article further explores and proposes three possible regulatory coordinates for data fiduciaries based on two dimensions: ecosystem boundary and institutional attribute. Specifically, the three types of regulatory coordinates are fiduciaries and cooperators in the banking ecosystem, special financial information service providers in the financial ecosystem, and chartered data recipients in the digital economy ecosystem. This article also proposes a two-stage legal/policymaking strategic pathway for Taiwan with the hope to develop a more delicate conversation between regulators, industries and the academia.<br />

Assistive Technologies as a Search Tool for the Demanded Profile of Special Library

Digital transformation of the modern world requires any person, including people with partial or complete vision loss, to have new competencies in organizing their own lives. The share of high-tech services is growing in almost all areas of library and information activities.The process of inclusion of visually impaired people in the world of new opportunities is directly related to the formation of the image of socially active special library. The author analyzes the management decisions and development of the Novosibirsk Regional Special Library for the Blind and Visually Impaired as a consumer and participant of the intersectoral and interdepartmental market of rehabilitation industry products. The article reveals the role of assistive (auxiliary) technologies in the expansion of a number of educational services for the interested social and professional groups of the population.The empirical basis of the article is the results of the information and applied development of the assistive technology sphere by the specialists of the Novosibirsk Regional Special Library for the Blind and Visually Impaired. Various social, technical, regulatory and economic aspects have defined the development of the institution over a long period of time. The interdisciplinary nature of the proposed method involves the use of advanced assistive technologies as the basis for expanding the services of special library.The article considers the proactive approach that takes into account the priorities of the readership as an actual and effective way to develop a system of special library and information services. The author proposes and approves as innovation the idea of using the achievements of the related field of activity — accessibility technologies. Educational and training activities of the library in this context become a targeted tool for informing and motivating specialists of various branches. The article shows the need for additional efforts to organize and coordinate the work in the conditions of different levels of competence of specialists. Advanced development of assistive technologies allows expanding the range of users.

Approaches Made by University Libraries in Support of Inclusive Education: A Case of Kenyatta University Library, Nairobi- Kenya

Education sector is undergoing major transformations, rationalization, restructuring and redefinition. As an integral part of the university education, university libraries should be instrumental in responding to the changes taking place in university education and play a key role in this process. Although Inclusive Education is a new paradigm shift in the Education sector the provision of information and information services to all users has always been a cardinal principle of librarianship. The study sought to explore the approaches taken by Kenyatta University, post-modern library in support of inclusive education. Descriptive survey design was used. Findings revealed that the library structure was accessible and comfortable. A section on ground floor, well serviced and equipped was dedicated for users with disabilities. Information resources in different formants were available as well as varied Assistive technologies. A selected number of librarians had competencies in use of Assistive technologies. The approaches made by the library were rated as good. The ability to identify users with different forms of disabilities and changing technologies remain major challenges. The study recommends greater collaboration with other stakeholders in identification of special needs users, increase budget and train or deploys more staff in provision of various specialized information services. Environmental safety in the framework of sustainable development of the region (on the example of the Siberian Federal District)

A statistical analysis of public opinion on environmental safety issues was carried out. The Siberian Federal District was chosen as the object of the study. Special attention is paid to the development of environmental safety in the Krasnoyarsk Territory and the Kemerovo Region (Kuzbass). The main criterion for determining the coordinates of “critical” points was the results of a social survey conducted by the Special Communications and Information Service of the Federal Security Service of Russia. The reasons for the negative impact on the state of the environment of the Siberian Federal District are revealed. It is established that when preventive measures are not so effective to maintain a high level of environmental safety, the compensation of environmental damage can pass through the organization of the institute of environmental insurance.

Interdisciplinarity of Information Science Research: Introduction

Purpose/Thesis: The article aims to present and discuss some introductory reflections on the nature of interdisciplinarity of research conducted in the field of information science and its effect on the reorganization of the institutional setting of the discipline.Approach/Methods: This is a conceptual review article based on theoretical considerations and critical analysis of the concept of interdisciplinarity and the features of interdisciplinary approaches employed in information science research and its effect on the position of information science in university structure.Results and Conclusions: The concept of interdisciplinarity is discussed with reference to two aspects of the development of science: specialization and integration. The article presents selected typologies of interdisciplinarity and discusses the changes in the perception of the concept of discipline. Interdisciplinarity has been discussed as an inherent feature of information science. The types of interdisciplinarity that best correspond to the specificity of the interdisciplinary approach used in information science research has been indicated. Referring to previous studies, the article sketches the most characteristic interdisciplinary connections of information science. In general, the review shows that apart from the permanent relationship with social sciences, in particular with library science and computer science, the relationships between information science and other disciplines are variable and quite loose. Stronger relationships are most often generated through practical activity in related disciplines, in which specialized information services are the most developed and widely used.Originality/Value: The view that information science is by its very nature an interdisciplinary field of research is common among information researchers and information professionals. Much research has been done on the interdisciplinary connections of the discipline, however, by the best author’s knowledge, few of them analyzed the specificity of interdisciplinarity of this field of research. This article attempts to initiate an in-depth discussion on this issue.

The scientific article considers the need to apply the project approach in the formation of the system of public services in service-oriented countries (economies). It is established that the use of the project approach is an effective tool in the provision of public services in service-oriented countries. The main obstacles to the introduction of the project approach during the formation of the system of public services and for the development of service-oriented states (economies) are identified. An analysis of the potential of the project approach in the formation of the system of public services in service-oriented countries.Recent research and publications analysis. In foreign theory, the issue of service-oriented states significantly affects the modern theory and practice of public administration modernization. Analyzing the theoretical basis of service-oriented public policy, we consider it appropriate to note the special contribution of foreign experts: R. Allen, T. Goebler, K. Kernagan, N. Manning, J. Nickel, D. Osborne, B. Peters, K. Polit., K. Hood, A. Chic and others.Among Ukrainian scientists who have studied the use of the project approach in public administration, the works of T. Bezverkhnyuk, V. Vakulenko, O. Vasylieva, P. Vorona, N. Honcharuk, T. Grechko, I. Drobot, O. Karpenko deserve special attention., I. Kovtun, T. Kravchenko, V. Kuybida, M. Latinin, T. Mamatova, V. Mamonova and others.However, the scientific substantiation of the application of the project approach in the formation of public services system in service-oriented countries (economies) has not yet found sufficient coverage in professional journals and requires further development.The purpose of the scientific article is a scientific substantiation of the need to apply the project approach in the formation of public services system in service-oriented countries.Conclusions of the research. To create a viable and effective functioning mechanism for the implementation of projects at different levels of government, it is advisable to focus on creating a system of organizational, technical and methodological tools to ensure project activities. The key elements of this system should be the means of organizational, analytical, financial and methodological support, technical means of information support.The experience of European countries confirms that to some extent the measures of "communication strategies" have been introduced - the establishment of an appropriate level of communication between the government, parliament, and local communities. One of the effective solutions can be the creation of a coordination unit at the relevant governing body. For example, a special information and technical support service. Full use of the methodology of project formation, evaluation of their public utility, their management and project portfolio is a rather problematic task of improving municipal governance. However, this is not a reliable and effective, European way of forming a project-oriented system of strategic management of service-oriented state. In turn, the service activities of public authorities should focus on the priority of the rights and legitimate interests of individuals and citizens who are customers of the consumption of public services in a service-oriented state.

Library orientation practices in special libraries

PurposeThe library orientation session is an important marketing tool because it offers the first opportunity for library staff to connect with new clients (Craft and Ballard-Thrower, 2011; Rhoades and Hartsell, 2008). This paper aims to explore library orientation practices in special libraries and information centers with the goal of surveying current practices and identifying guidance for successful orientation program design and delivery.Design/methodology/approachThis study explored library orientation practices in special libraries and information services through an electronic survey. The survey questions were developed based on themes that emerged from case studies on library orientations from the academic library literature. These themes included reasons for library orientation program redesigns, the importance of partnerships in orientation design and delivery and the tools and techniques used in the delivery of orientation sessions.FindingsThe results revealed that library orientations are taking place in special libraries, but there is no consistent approach to library orientation delivery. Even within a single library, multiple approaches to library orientations are taken based on client availability, demand and information needs observations of library staff. Participants’ responses were analyzed to develop recommendations for special library orientations. These include developing partnerships (particularly with human resource departments), using technology strategically, considering the timing of orientations for new potential clients in relation to their start as new employees in the host organization, customizing library orientations based on client segment, engaging in ongoing outreach, and being flexible in design and delivery methods.Research limitations/implicationsThis study represents a starting step in an exploration of library orientation practices in special libraries. The key limitation of this study was the low response rate leading to small sample size. A larger sample of special libraries would be needed to produce a quantitative analysis of the prevalence of practices with an acceptable degree of statistical significance. Alternately, smaller samples of special libraries organized by characteristics such as size or type (e.g. corporate libraries, law libraries and medical libraries) could be conducted to determine if distinctive trends exist within these special library types.Practical implicationsThis study revealed information about key practices and challenges that can be used by special library practitioners seeking to implement or redesign a library orientation program in their library.Originality/valueWhile academic and practitioner literature exists detailing library orientation activities in academic and school libraries, there are very few papers on special library orientations. This study fills a gap in the literature by investigating library orientation practices in special libraries and information centers.

COMPOSITION AND STRUCTURE OF THE SPECIAL INFORMATION SERVICE (based on Hnat Porokhivsky’s archive-investigative case materials)

The lack of the scientific literature concerning the Intelligence Service of Romania (Special Information Service) is stated. Only some references to the activities of the Intelligence Service of Romania on the territory of Ukraine are mentioned in the isolated publications. The authors used the documents and materials from Hnat Porokhivsky’s archive-investigative case which is kept in the Sectoral State Archive of the Security Service of Ukraine. The materials mentioned above are representative and fill the gap in the issue concerning the structure of the Special Information Service of Romania and provide a certain indication about its composition. The fact that Hnat Porokhivsky was a colonel of the UNR Army and the leader of the Ukrainian military emigration in Romania is mentioned. Hnat Porokhivsky’s main biographical milestones, his socio-political and military activities are covered. His organizational skills, professional knowledge in the sphere of secret service, and counterespionage were used by the Intelligence Service of Romania. Not being a citizen of Romania, he made a valuable contribution to the process of the Romanian secret service development. The Special Information Service had a complicated multi-stage structure with the an extensive network of intelligence centers, sub-centers, rezidenturas, agents, and support divisions on the territories of both Romania and the Soviet Union on the eve of World War II. Different intelligence units of the Special Information Service of Romania operated on the occupied territories of Ukraine from 1941 to 1944. The central authorities and regional offices heads’ and staff members’ surnames (sometimes pseudonyms) are specified. From the authors’ point of view, the most promising studies are those ones of the Intelligence Service of Romania espionage, counterespionage and propagandistic activities, Ukrainian and Russian immigrants’ participation in this process, and Special Information Service cooperation with secret services of Germany and Japan. TO THE BIOGRAPHY OF AMET OZENBASHLY

The article is devoted to the public and political activity of Amet Ozenbashly who was one of the leaders of the Crimean Tatar national movement in the first half of the XX century. His public activity during the period of the national liberation movement (1917-1920) is characterized in the article. Amet Ozenbashly’s participation in convening and conducting the Constituent Assembly of the Crimean Tatar nation (the first Kurultai), his activity within the Directory and the Central Committee of the Crimean Tatar national party “Milliy Fyrqa” is also emphasized in the work. A. Ozenbashly didn’t immigrate after the defeat of the national revolution. At the beginning of the 1920s he participated in the establishment of the Crimean Autonomous Soviet Socialist Republic and was the member of its Central Executive Committee. He also held the position of the headmaster in the Crimean pedagogical college, the Deputy People’s Commissar of Finance; he practiced as a neurologist in Simferopil and was engaged in the literature activity. He was repressed in 1928. He was sentenced to death but his verdict was changed to 10 years of imprisonment. He was released from prison prematurely in 1934. A. Ozenbashly’s activity during the period of the German occupation is characterized in the study. He wrote the memorandum about the collaboration with the German although the document was not manifested. He made covert public statements against the collaboration with the German. He urged the Crimean Tatars to choose the third way (neither Hitlerism nor Stalinism) and value their own national interests above all. Because of risk of being arrested he had to hide. According to H. Porokhovsky’s (the former colonel of the UNR army, the leader of the Ukrainian military emigration in Romania, the employee of the Romanian special information service) archive-investigation file A. Ozenbashly moved to Odesa and then to Romania with his assistance. Being in this Balkan country he established linkages with the leaders of the Crimean Tatar emigration in Turkey, helped the refugees from the Crimea to settle in Romania and got ready to move to Istanbul. However he was arrested and repressed by the Soviet intelligence agency for the second time in spring 1945. Truck Traffic Speed Prediction Under Non-Recurrent Congestion: Based on Optimized Deep Learning Algorithms and GPS Data

Due to the restriction of traffic management measure in large cities, large heavy-haul trucks can only travel on the circuits and expressways around the city, which often causes congestion in these areas. It is necessary to study the travel speed prediction of trucks on the urban ring road and provide special information services for trucks. Based on the data generated by the trucks driving on the Sixth Ring Road in Beijing, an optimized GRU algorithm is proposed to predict the travel speed of trucks driving on urban express roads under non-recurrent congested conditions. First, a GPS map-matching algorithm that can simultaneously meet the accuracy and efficiency requirements of matching is proposed. Then, the trucks' data traveling on the Sixth Ring Road in Beijing are extracted from the original data. Aiming at getting rid of the abnormal data in GPS data, the screening and processing rules of the abnormal data are made, and then, the traffic speed sequence is extracted. Aiming at the problem that the commonly used weight optimization algorithm SGD cannot adaptively adjust the learning rate, Adam, Adadelta, and Rmsprop are used to optimize the weights in the GRU model in this paper. Considering the four scenarios, including workday, weekend, rainy, and accident, the accuracies of the proposed methods are verified.

Evaluar recursos electrónicos de información especializada en bibliotecas universitarias

An evaluation model proposal is presented based on different procedures focused on the evolution and sustainability of collections of specialized information resources, in electronic format, for academic libraries. The electronic collections of the Division of Specialized Information Services (SSIE) of the General Directorate of Libraries (DGB) of the National Autonomous University of Mexico (UNAM) are taken as a sample and different experiences are shown on the evaluation system that is applied in order to present different instruments, as well as the results that have been obtained, considering that the evaluation is a field of experimentation and constant innovation and that must be a permanent and continuous exercise. It is estimated that it is necessary to create and update standards and evaluation guides, periodically, in order to be used in the different stages of the evolution process and the management of specialized information in electronic format.

Current progress in the development of taxonomic and anatomical ontologies within the scope of BIOfid

The Specialized Information Service Biodiversity Research (BIOfid; http://biofid.de/) has recently been launched to mobilize valuable biodiversity data hidden in German print sources of the past 250 years. The partners involved in this project started digitisation of the literature corpus envisaged for the pilot stage and provided novel applications for natural language processing and visualization. In order to foster development of new text mining tools, the Senckenberg Biodiversity Informatics team focuses on the design of ontologies for taxa and their anatomy. We present our progress for the taxa prioritized by the target group for the pilot stage, i.e. for vascular plants, moths and butterflies, as well as birds. With regard to our text corpus a key aspect of our taxonomic ontologies is the inclusion of German vernacular names. For this purpose we assembled a taxonomy ontology for vascular plants by synchronizing taxon lists from the Global Biodiversity Information Facility (GBIF) and the Integrated Taxonomic Information System (ITIS) with K.P. Buttler’s Florenliste von Deutschland (http://www.kp-buttler.de/florenliste/). Hierarchical classification of the taxonomic names and class relationships focus on rank and status (validity vs. synonymy). All classes are additionally annotated with details on scientific name, taxonomic authorship, and source. Taxonomic names for birds are mainly compiled from ITIS and the International Ornithological Congress (IOC) World Bird List, for moths and butterflies mainly from GBIF, both lists being classified and annotated accordingly. We intend to cross-link our taxonomy ontologies with the Environment Ontology (ENVO) and anatomy ontologies such as the Flora Phenotype Ontology (FLOPO). For moths and butterflies we started to design the Lepidoptera Anatomy Ontology (LepAO) on the basis of the already available Hymenoptera Anatomy Ontology (HAO). LepAO is planned to be interoperable with other ontologies in the framework of the OBO foundry. A main modification of HAO is the inclusion of German anatomical terms from published glossaries that we add as scientific and vernacular synonyms to make use of already available identifiers (URIs) for corresponding English terms. International collaboration with the founders of HAO and teams focusing on other insect orders such as beetles (ColAO) aims at development of a unified Insect Anatomy Ontology. With a restriction on terms applicable on all insects the unified Insect Anatomy Ontology is intended to establish a basis for accelerating the design of more specific anatomy ontologies for any particular insect order. The advancement of such ontologies aligns with current needs to make knowledge accumulated in descriptive studies on the systematics of organisms accessible to other domains. In the context of BIOfid our ontologies provide exemplars on how semantic queries of yet untapped data relevant for biodiversity studies can be achieved for literature in non-English languages. Furthermore, BIOfid will serve as an open access platform for professional international journals facilitating non-commercial publishing of biodiversity and biodiversity-related data.
