Abstract

The scientific article considers the need to apply the project approach in the formation of the system of public services in service-oriented countries (economies). It is established that the use of the project approach is an effective tool in the provision of public services in service-oriented countries. The main obstacles to the introduction of the project approach during the formation of the system of public services and for the development of service-oriented states (economies) are identified. An analysis of the potential of the project approach in the formation of the system of public services in service-oriented countries.Recent research and publications analysis. In foreign theory, the issue of service-oriented states significantly affects the modern theory and practice of public administration modernization. Bezverkhnyuk, V. Vakulenko, O. Vasylieva, P. Vorona, N. Honcharuk, T. Grechko, I. Drobot, O. Karpenko deserve special attention., I. Kovtun, T. Kravchenko, V. Kuybida, M. Latinin, T. Mamatova, V. Mamonova and others.However, the scientific substantiation of the application of the project approach in the formation of public services system in service-oriented countries (economies) has not yet found sufficient coverage in professional journals and requires further development.The purpose of the scientific article is a scientific substantiation of the need to apply the project approach in the formation of public services system in service-oriented countries.Conclusions of the research. To create a viable and effective functioning mechanism for the implementation of projects at different levels of government, it is advisable to focus on creating a system of organizational, technical and methodological tools to ensure project activities. The key elements of this system should be the means of organizational, analytical, financial and methodological support, technical means of information support.The experience of European countries confirms that to some extent the measures of "communication strategies" have been introduced - the establishment of an appropriate level of communication between the government, parliament, and local communities. One of the effective solutions can be the creation of a coordination unit at the relevant governing body. For example, a special information and technical support service. Full use of the methodology of project formation, evaluation of their public utility, their management and project portfolio is a rather problematic task of improving municipal governance. However, this is not a reliable and effective, European way of forming a project-oriented system of strategic management of service-oriented state. In turn, the service activities of public authorities should focus on the priority of the rights and legitimate interests of individuals and citizens who are customers of the consumption of public services in a service-oriented state.
