TO THE QUESTION OF THE ROLE OF STRATEGIC PLANNING IN THE SOCIO-ECONOMIC DEVELOPMENT OF MUNICIPAL EDUCATION

The article is devoted to the actual problem of strategic planning of socio-economic development of municipalities. It is shows that the strategy, development of strategy, although not an obligatory element of municipal govermance, is to a largely an effective instrument of govermance management tool in general. Strategies perform a coordinating and guiding role, representing a certain vector of socio-economic development of municipalities. The goals should be potentially achievable and set on the basis of the analysis of the current situation, take into account unique features of the development of this or that territory and at the same time be coordinated with the general goals of the region’s development. The authors, within the framework of the strategic project of the flagship university, developed a strategy for the municipal district. The article outline the experience of such work and gives its brief description. And also the experience of similar work in the Russian Federation and in foreign countries is considered. Conclusions are made about the importance of the strategic planning process for municipalities and the impact of the quality of this process as a whole on the socio-economic development of the territory.

ВОЗОБНОВЛЯЕМЫЕ РЕЧНЫЕ РЕСУРСЫ МУРМАНСКОЙ ОБЛАСТИ И ИХ ИСПОЛЬЗОВАНИЕ В ЭНЕРГЕТИКЕ: ВЧЕРА, СЕГОДНЯ, ЗАВТРА

The development of water resources for power generation is often crucial for the socio-economic development of entire regions. This is especially important for the development of the Russian Arctic, where hydroelectric resources are poorly developed. The purpose of the study is to assess the impact of consequences of changes in the hydrological characteristics of watercourses on the development of small and micro-energy in the region. Based on long-term hydrological data from 22 observation posts covering the period from 1946 to 2013 the annual river flow module of the Murmansk region was calculated using statistical data processing methods, and a modern map-scheme of changes in the annual river flow module of the region was constructed using the comparative geographical method and the method of cartographic generalization. A quantitative assessment of the water resources of the Murmansk region, which is part of the Russian Arctic, is given. The distribution of the average annual river flow over the area is shown. The influence of climate changes on water content and river flow regime in the Murmansk region is estimated. The hydropower resources of the rivers of this region have been determined. The history of the creation of the hydropower industry on the Kola Peninsula and the possibilities of developing hydropower in the near future are considered. The main indicators of the operating hydroelectric power plants (HPP) of the Murmansk region are presented. The role of small and micro-hydroelectric power plants in the development of the power system is determined. Promising options for the creation of small hydroelectric power plants in remote villages of the region are shown, and their technical and economic indicators are given. It is found out that the total integrated effect from the construction of these hydroelectric power plants will amount to 354 and 594 million rubles respectively. Development directions of micro-hydroelectric power plants in the Murmansk region are identified. Micro-hydroelectric power plants will provide electricity to small villages, dacha cooperatives and farms. Small and micro-hydroelectric power plants can be used for elaboration of strategies and plans for socio-economic development of the Murmansk region and its small settlements, as well as plans for development of the tourism industry in the region.

Success Factors in Achieving Socio-Economic Development in Local Communities

Previous studies have shown that socio-economic growth of rural areas can be affecting by a complex of factors. Poverty, for instance, is not a single factor but rather is characterized by several physical and psychosocial stressors. The partnership between private and public sectors in Malaysia has demonstrated empirical success as reinforced by the needs to address the gaps and demands of the local community. However, there are many rural areas that are rich with natural resources are not fully explore and develop. Rural areas indeed have significant natural, human, economic and cultural potential to support their developments. Over the years, the importance of economic diversification and rural development has been increasing significantly and has eventually opens up new opportunity to discuss on how to using resources at the full value and in a sustainable way. These initiatives would later provide crucial information that will complement relevant literatures for the stakeholders to plan for a better socio-economic development in Malaysia, in particular for this study, Raub. Therefore, this study examines the socio-economic demands and challenges of the local population in Raub, Pahang to recommend relevant assistance and interventions required. The overall results of this study reveal the gaps faced by the community in the District of Raub in the context of social and economy. This study was carried out via a structured survey throughout the district involving 300 respondents and also complemented with a face-to-face interview carried out with key stakeholders.

A STUDY TO EXPLORE SOCIO-ECONOMIC FACTORS IN THE DEVELOPMENT OF LOCAL COMMUNITIES

Economic growth in rural areas faces several challenges when comparing to urban regions. Limited employment opportunities and smaller profit from rural specific economic activities such as agriculture caused lower incomes to the local community. It is also very often that Agri-food products is undervaluation and not able to reach out outside market. This economic gaps between regions has resulted in several cases of outward migration flows of rural populations and land abandonment, which possibly brings major risk to the future of rural growth and sustainability. As reinforced by the needs to address the gaps and demands of the local community, therefore, this study was carried out to investigate the socio-economic demands and challenges of the local population in Temerloh, Pahang to recommend relevant assistance and interventions required. Findings from this study will provide important inputs that will suffice relevant literatures for the stakeholders to plan for a better socio-economic development in Malaysia. In general, the overall results of this study reveal the gaps faced by the community in the District of Temerloh in the context of social and economy. This study was carried out via a structured survey throughout the district involving 300 respondents and also complemented with a face-to-face interview carried out with key stakeholders.

TRENDS IN THE EVOLUTIONARY DEVELOPMENT OF THE UKRAINIAN VILLAGE

An analysis of performed field and theoretical research on the subject of socio-economic and urban development of the Ukrainian countryside in the XXI century is represented. and related transformations of settlement areas and rural farmstead. The socio-economic preconditions for the emergence and functioning of each type of village and farmstead are presented. 5 main types of rural settlements and estates are distinguished by dominant functional features on the basis of 2 components: rural-landscape and agricultural profile of the villagers: Type 1: traditional village, traditional village estate Type 2: village with a focus on recreational and tourist business; Type 3: village - a suburb at an agricultural enterprise; Type 4: village - sleeping quarter of the city; Type 5: diverse village. These types of villages arose as a result of evolutionary self-organization of settlements. Thus, the diversity of their socio-economic structures is an objectively existing process that should be taken into account in the development of long-term plans for socio-economic development of a region, specific settlement or group of settlements in the development of master plans of villages. Emphasis is placed on the mandatory field pre-project studies of each specific village. Special attention should be paid to the parameters and traditions of spatial organization of the most successful farmsteads from the standpoint of their primary convenience for housekeeping, namely: - for old farmsteads, which were formed without the intervention of designers or surveyors, had enough time to change the planning for improvement on the basis of household priorities by several generations of their owners - on the planning organization of the farmsteads of the most successful owners - for the planning of farmsteads that have received additional spatial development resources due to the accession of the territory of the neighboring estate as a result of the termination of the existence the latter. (There are many such cases today) - on influences on planning of the farmstead of possible additional arrivals (in the presence of household driveway or at the big width of area, planning of corner estates) - on a situation when the field adjoins the farmstead, which belongs to the owner. - on the method of using by the owners of the territories adjacent to the farmstead, which do not belong to anyone and form an additional resource for the spatial development of the estate (wasteland, pasture, sanitary protection strip, hypertrophied roadside, etc.). The range of optimal areas of each type of farmstead, recommendations on design methods are given. It is emphasized, that attempts to strictly regulate the planning of different types of villages will not be effective. Instead, a more productive approach is when the designer has complete freedom in developing the master plan of the village. Decisions that may contradict the current design norms or generally accepted canons in urban planning are allowed if they are based on the studied folk experience, traditions and arguments obtained in participatory design.

In the modern economy, human capital is the main strategic resource for development, which has a direct impact on economic growth and social welfare. The purpose of the research is to examine the features of human capital development in the context of current structural changes in the economy due to changes in technological and world economic paradigms, and to identify its parameters to be evaluated and managed. The subject of the research is economic relations arising in the process of formation and use of human capital at different stages of economic development. The main results of the research are as follows: determination of the main structural components of human capital (physiological, labor, social and intellectual), identification of the trends in their participation in value creation when changing technological and world economic paradigms, as well as identification of institutional elements that affect their development and use. The scope of the results obtained is determined by the possibility of including key parameters of human capital in strategic plans for socio-economic development and improving the competitiveness of the national economy.

Landslide Susceptibility Mapping Using Statistical Methods along the Asian Highway, Bhutan

In areas prone to frequent landslides, the use of landslide susceptibility maps can greatly aid in the decision-making process of the socio-economic development plans of the area. Landslide susceptibility maps are generally developed using statistical methods and geographic information systems. In the present study, landslide susceptibility along road corridors was considered, since the anthropogenic impacts along a road in a mountainous country remain uniform and are mainly due to road construction. Therefore, we generated landslide susceptibility maps along 80.9 km of the Asian Highway (AH48) in Bhutan using the information value, weight of evidence, and logistic regression methods. These methods have been used independently by some researchers to produce landslide susceptibility maps, but no comparative analysis of these methods with a focus on road corridors is available. The factors contributing to landslides considered in the study are land cover, lithology, elevation, proximity to roads, drainage, and fault lines, aspect, and slope angle. The validation of the method performance was carried out by using the area under the curve of the receiver operating characteristic on training and control samples. The area under the curve values of the control samples were 0.883, 0.882, and 0.88 for the information value, weight of evidence, and logistic regression models, respectively, which indicates that all models were capable of producing reliable landslide susceptibility maps. In addition, when overlaid on the generated landslide susceptibility maps, 89.3%, 85.6%, and 72.2% of the control landslide samples were found to be in higher-susceptibility areas for the information value, weight of evidence, and logistic regression methods, respectively. From these findings, we conclude that the information value method has a better predictive performance than the other methods used in the present study. The landslide susceptibility maps produced in the study could be useful to road engineers in planning landslide prevention and mitigation works along the highway.

Belarusian Choice

The article analyzes the current socio-political state and economy of Belarus and suggests conditions for the transition to a strategy of advanced development, which can be implemented in an environment of socio-political stability and excluding the activity of agents of Western influence. It is necessary to effectively operate such institutions of the new world economic order as strategic planning and programming of scientific, technical and socio-economic development, state regulation of the proportions of economic reproduction, Antimonopoly regulation, targeted lending of industrial investments, currency regulation in order to prevent capital leakage. We also need to harmonize the interests of various social groups and consolidate society on the basis of a policy of increasing public welfare.

Assessment of Geosites in Northern Morocco: Diversity and Richness with Potential for Socioeconomic Development

Despite the importance of geoheritage as an interdisciplinary geo-based topic, it is poorly documented as a tool of harmonious socioeconomic development and territorial strategic planning. The promotion of this natural resource in rural areas of the southern Mediterranean may strengthen social resilience and consolidate management strategies if it is conducted according to a responsible and sustainable approach that takes account of local specificities. Here, an exhaustive, multi-criteria and qualitative assessment of the geomorphological sites of the large Alpine Rif belt was established to assess their scientific and additional values based on a widely adopted score ranking method. Later, a restricted list was established of the most outstanding sites based on qualitative conditions. This list contains 39 sites which may be linked in three thematic geocircuits to serve as gathering points for initiatives and development projects. We anticipate that this may create an economic diversity to revive a social fabric capable of satisfying its needs and expectations, reducing the gap and inequalities between disadvantaged rural areas upstream and industrialized urban areas downstream, and inspiring a benign and balanced development.

Addressing the illegal wildlife trade in the European Union as a public health issue to draw decision makers attention

The European Union is one of the most important markets for the trafficking of endangered species and a major transit point for illegal wildlife trade. The latter is not only one of the most important anthropogenic drivers of biodiversity loss, it also represents a growing risk for public health. Indeed, wildlife trade exposes humans to a plethora of severe emerging infectious diseases, some of which have contributed to the most dramatic global pandemics humankind has endured. Illegal wildlife trade is often considered as a problem of developing countries but it is first and foremost an international global business with a trade flow from developing to developed countries. The devastating effects of the ongoing SARS-CoV-2 outbreak should thus be an unassailable argument for European decision makers to change paradigm. Rather than deploying efforts and money to combat novel pathogens, mitigating the risk of spreading emerging infectious diseases should be addressed and be part of any sustainable socioeconomic development plan. Stricter control procedures at borders and policies should be enforced. Additionally, strengthening research in wildlife forensic science and developing a network of forensic laboratories should be the cornerstone of the European Union plan to tackle the illegal wildlife trade. Such proactive approach, that should further figure in the EU-Wildlife Action Plan, could produce a win-win situation: the curb of illegal wildlife trade would subsequently diminish the likelihood of importing new zoonotic diseases in the European Union.

Theoretical aspects of developing a strategic plan for socio-economic development of rural areas

The article examines the stages of development and implementation of the strategic development plan of rural areas for the socio-economic development of rural areas. The importance of a strategic plan in the development of rural areas is well established. The criteria for the formation of the strategic plan mission, methods of developing strategic plan objectives, the process of selecting strategic plan objectives are studied. The development and implementation of the strategic plan of the rural area is based on the strategic partnership of the population, business and government, as well as the importance of introducing strategic management elements in the rural district administration in order to increase the efficiency of territorial administration.

Blended Teaching Mode of Art Course based on Objective Achievement Scale

To solve the problems of students’ lack of initiative, inadequacy in research on teaching theories, and imperfection of curriculum evaluation system in the teaching of art course, a new blended teaching mode was built in this study by extracting the advantages of Team-Based Learning (TBL), Problem-Based Learning (PBL) and Case-Based Learning (CBL) in accordance with the teaching characteristics of art course and students’ cognitive competence. This mode is designed to focus on teamwork, problem orientation and case analysis in teaching link. This teaching mode consists of online and offline modules, via which teacher releases course materials and assigns classroom tasks and students read the course materials and fulfill tasks online, and students make report on study in the form of group and teacher gives feedback and evaluations offline. An objective achievement scale model with five educational objectives set on the basis of Borich Needs Assessment Model (BNAM) was designed based on development planning and teaching orientation of art course, socio-economic development and job requirements and questionnaire survey on graduates. The conclusion shows that the blended teaching model performs better than conventional teaching model in improving students’ academic performance and promoting class enthusiasm and satisfaction with course. With the objective achievement scale model, quantitative evaluation of teaching efficiency can be realized from point, line and plane perspectives, facilitating educators in customizing proper student training program.

Topoclimatic Zoning and Representative Areas as Determined by an Automatic Weather Station (AWS) Network in the Atacama Region, Chile

Climate information is crucial to the management and profitability of key development sectors involving agriculture, hydrologic resources, natural hazards, and energy. Climate knowledge, real-time weather information, and climate predictions reliability all contribute to the planning and management of socioeconomic activities and sustainable development. Automatic weather stations (AWSs) are remotely operated and facilitate the recording of meteorological information for unoccupied and out-of-reach areas. However, the representative area of the Atacama region is unknown, whose uniqueness is largely determined by the topography of the terrain. This paper describes the topoclimatic zoning of the Atacama region, based on the identification of homogeneous climatic and topographic areas, using climatic information, principal component analysis, and cluster analysis. Topoclimatic zoning was used to determine the representative area of the AWSs. Sixty-one regional topographic units were identified as equivalent to the representative area of the AWS. The directly represented area was estimated at 2365 km2 (3.13% of the regional total), the indirectly represented area was 8725 km2 (11.53%), and the unrepresented area was 64,561 km2 (85.34%). This large unrepresented area displays potential zones for future AWS installations, which can improve both the efficiency of the regional meteorological network and access to quality climate information.

ALGORITHMS FOR BUILDING SYSTEMS FOR NEUTRALIZATION OF THREATS AND RISK MANAGEMENT OF SOCIO-ECONOMIC DEVELOPMENT (ON THE EXAMPLE OF CHINA, JAPAN, AND SINGAPORE)

The experience of APEC countries in neutralizing and managing socio-economic development risks as a factor for ensuring economic security is described in this article. The conclusions about the effectiveness of applying this experience in the Russian economic environment are made. The authors consider the indices of еhe Ul Safety Index. On the example of China, Japan, and Singapore, a comparative analysis is conducted and the main components of the implementation of effective strategic management in the field of evaluation of risks and threats to socio-economic development (planning of individual objects, strategic planning of branch and regional development, and state programming) are systematized.

Formation of the electric power infrastructure system of the region as a priority task of strategic planning of socio-economic development of territories

The article considers the organization of strategic planning for the development of infrastructure systems in the economic space of the region. The subject of the study is the processes of strategic planning of infrastructure systems in the region. The purpose of the article is to study the features of strategic planning for the development of electric power infrastructure systems in the economic space of the region. The theoretical and methodological basis of the study was the theory of spatial development, strategic planning, infrastructure systems and methods for assessing their impact on the socio-economic development of territories. The properties of infrastructure systems as an object of strategic planning are determined. From the position of the institutional approach, the features of the formation of the strategy for the development of infrastructure systems in the region, the multilevel nature of the planning subjects are revealed. The authors analyzed the organization of strategic planning of spatial infrastructure systems in the management of regional development on the example of the electric power industry. The institutional environment for the development of electric power infrastructure in the Russian Federation is considered on the basis of an analysis of the timing and frequency of preparation of strategic documents, consistency of development goals. Strategic risks of not implementing strategic planning documents have been identified. On the example of the Sverdlovsk region, the balance of strategic investment and socio-economic planning for the development of territories and electric power infrastructure is analyzed. The actual tasks of strategic planning for the development of infrastructure systems are identified, which consist in ensuring connectivity, synchronicity of territorial development plans with infrastructure development, consistency of planning processes, implementation of regional and corporate sector development strategies.

The Olympic Games and the economic performance of the host city – the case of London 2012 against selected global cities

The highly competitive global environment reinforces the trend to seek new investment opportunities that have various impacts on the local economy, and staging the Olympic Games is seen as one such example. The 2012 Summer Olympic Games in London have been widely discussed and investigated due to the very ambitious plans for socioeconomic and infrastructural development prompted by the Olympic legacy framework. Based on these observations, there are two main aims of this article. The first one is to evaluate London’s post-event legacy based on a literature review. The second research goal is to assess London’s economic performance compared with reference groups of global cities by using selected economic indicators. Both qualitative and quantitative methods were applied in this research, such as a critical literature review, a series of figures and tables with economic indicators and descriptive statistics. Based on the literature review and the author’s own elaborations, it can be concluded that the Olympic legacy framework and the Games themselves fostered economic and urban development, especially in East London. However, positive impacts and legacies were intermingled with several adverse effects. In turn, a comparative analysis of economic performance between London as the host city and reference groups of global cities demonstrates that, in the adopted time intervals, the dynamics of changes in applied economic indicators is relatively quite similar in groups of European, North American and Australian cities. In contrast, Asian cities, as one reference group, outperformed London and other global cities for the vast majority of the adopted time span.

Confessional and Migration Factors of Economic Development of the East Siberian Region

The research examines the issues related to the influence of confessional and migration factors on the processes of the integrated territorial development in the Russian Federation. The analysis of the documents of strategic planning of socio-economic and demographic territorial development employed the methods of cultural and religious studies as well as socio-cultural, comparative legal and formal legal methods in the framework of the dialectic approach. The research reveals a correlation between the destruction of socio-economic development processes and the demographic stagnation factor. An analysis of potential threats to sociopolitical stability as a result of the intensification of migration processes and the activities of religious institutions in the East Siberian region is given. It is concluded that the confessional factor potentially plays a destabilizing role in the implementation of federal targeted programs aimed at the integration of Russian society.

Demographic factor in the formation of the Russian labor market

Subject. I investigate the current situation in the labor market, and factors affecting its formation and development. Objectives. The article aims to analyze the current demographic situation in Russia based on official statistical sources and expert opinions, to identify demographic problems and their impact on the current condition of the labor market and the structure of the economically active population over the next decade. Methods. The study employs the methods of logical, statistical, qualitative and qualitative analysis. Results. I offer an approach to further development of the mechanism of State regulation of demographic changes from the perspective of supporting the labor market with required labor. Conclusions. The demographic factor should be the basis of the policy of the State in the labor market. It is important to solve the issue of labor resource allocation on the territory of the country in accordance with plans for socioeconomic development. Trends in the labor market formation and development are primarily based on labor resources, the imbalance of their quality in territories. Thus, a differentiated approach to developing a labor market strategy with a long-term perspective is required.

Establishing Calendar for Health Observatories Studies: Islamic Republic of Iran’s Experience

Background: Health survey is one of the important and valuable methods in producing health indicators and has become a part of health information system. Health surveys planned and performed properly can be used in assessing population health, policy-making, planning, health monitoring, evaluating, and observatories. Objectives: The present paper is the product of a project to establish a calendar for health observatory studies, which has to compatible with Iran’s Sustainable Development Plans. Methods: The main question of this qualitative study was: “what are the reasons and solutions for having up-to-date, sufficient, quality information, and how could we ensure they are being carried out?” Data collection methods included interviews, reviewing documents and records, and interviewing focus groups of Iranian experts and health policy-makers. Results: Thirty-one health observatory studies, concurrent with Iran’s five-year Socioeconomic Development Plans, passed the consensus of stakeholders. The span of time to conduct each study was determined based on five-year Development Plans and national and international organizations’ requests for certain information. Conclusions: If the policy-makers are constantly pleased with up-to-date, sufficient, and quality information, sustainability of sticking to this calendar can be secured. The effective factors in successful implementation of this calendar is timely financing, defining health observatory survey and study protocols, apportioning duties among valid research centers, training interviewers not affiliated with health system, maintaining of experienced Iranian and international legal observers, assessing performance method of each survey, and implementing the results and findings in the future.

INTEGRATING MASTER PLANNING FOR URBAN DEVELOPMENT ON THE INTELLIGENT TRANSPORT SYSTEM IN VIETNAM

Purpose of the study: Intelligent Transport System (ITS) is being developed, researched, and built to solve traffic congestion in recent years. Many studies and seminars were organized but the results were still limited and fragmented. To build a smart city with intelligent transport system always starts from the planning work.
 Methodology: Methods of aggregating and statistical data from the Ministry of Transport to ITS and the overall planning of urban transport; Review and propose optimal solutions for integrated urban planning of ITS.
 Main Findings: The role of urban transportation and the current status of ITS development planning in urban planning in Vietnam. On that basis, it is necessary to integrate existing master plans into an urban development master plan that covers socio-economic development planning, land use, and urban construction. It is based on the planning of smart and modern urban transport development.
 Applications of this study: The paper proposes content to integrate ITS planning in urban planning in 4 steps to ensure sustainability and updates.
 Novelty/Originality of this study: The paper presents an overview of ITS system and ITS planning and its relation to urban planning in which, in addition to the traditional planning content, some new contents of ITS planning need to be integrated to meet for building and managing the city in a new age. This study is to affirm the need for integrating urban development master plans based on intelligent transportation system planning.
