Budhi Ganga of Hastinapur: éclat of Ancient India

Abstract: The old route of Ganges is known as Budhi Ganga, Burhganga or Boorh Ganga . Here the word Budhi might be denoted for the old bed of Ganges. In the regime of Nichakshu, the flood in the Ganges washed off the entire glory of the Kuru capital Hastinapur. It can only be imagined that how terrible the flood would be that the Ganges would have to change its flow. Afterward, Nichakshu shifted their capital from Hastinapur to Kaushambi (near Allahabad). The Timur invasion in India also shows the track of Budhi Ganga. In the time of Modern India, British Domination shows the route of Budhi Ganga in the Land settlement documents. The entire route of Budhi Ganga is crepuscular in Independent India. But in honor of the old bed of Ganges, even today a grand fair is organized on the land of Hastinapur on Kartik Purnima. Development and use of gis database for tasks of normative monetary evaluation of land of settlements

The paper presents the results of research on the development of a GIS database for the tasks of normative monetary valuation of lands of settlements and highlights the applied aspects of its use on the example of Lychanka village, Dmytriv territorial community, Bucha district, Kyiv region. An algorithm for developing a GIS database for normative monetary valuation of settlement lands is presented. The presented estimation algorithm allows to carry out with high accuracy normative monetary estimation of settlements, to carry out its automated updating on a certain date, to receive necessary information on request, to carry out analytical operations and construction of specialized estimation maps. The development of the GIS database involved the implementation of two stages. At the first stage of formation of the initial land assessment base, the attribute table included data from the Public Cadastral Map of Ukraine on land plots within the settlement by the following items: cadastral number of land plot, area, form of ownership, purpose and functional use of land plot , the number of the cadastral zone in which each land is located, the number of the land assessment area of the settlement, the value of the base value of land, the value of the zonal coefficient (Km2), the coefficient characterizing the functional purpose of the land (Kf), information on the location (street name). The second stage involved the calculation of the value of the normative monetary valuation of each of the 1279 land plots and was performed using the built-in Arc Map function "Calculation of numerical values". After the development of the GIS database, the testing stage of the developed land assessment database was performed, which involved the use of various query execution, geospatial analysis, the use of buffering functions, topological overlay (intersection). As a result of the analysis, the following maps were constructed: "Influence of local factors on the distance of land from the center of the settlement", "Influence of local factors on the distance of land from highways", "Influence of local factors on the environmental situation", "Influence of local factors on security electricity", "Influence of local factors on the distance from paved roads", "Influence of local factors on the provision of centralized water supply", "Influence of local factors on the provision of centralized sewerage", "Influence of local factors on the provision of centralized gas supply", "Map plots according to the results of normative monetary assessment" , "Map of the establishment of buffer zones by the value of local coefficients" , "Map of coastal protection strips around water bodies with the allocation of zones of their intersection with land". Due to the application of special functions of geospatial analysis available in the GIS environment, examples of development of highly informative cartographic materials in the form of special pricing zoning of the territory of the settlement are shown. The expediency of the application of the GIS database for the tasks of monitoring the quality of land, compliance with their legal regime and the possibility of monitoring the implementation of fiscal obligations by landowners and users.

Analysis on the Evolution of Rural Settlement Pattern and Its Influencing Factors in China from 1995 to 2015

Since the early 1990s, China has experienced rapid industrialization and urbanization. As cities have expanded rapidly, the spatial patterns of rural settlements also changed significantly. This study uses land use data from satellite imagery interpretation, socioeconomic statistics, and field survey data, together with techniques including landscape pattern analysis, kernel density estimation, and spatial measurement models, to analyze the evolving spatial patterns of rural settlements influencing factors in China from 1995 to 2015. The results indicate the following: First, China’s rural settlements experienced significant changes in the period 1995–2015, as 88.92% of Prefectural-level administrative district units saw an increase in rural settlement area, with total settlement size increasing by 1.35 million hectares, and settlement area sprawl index values can be summarized as “high in the west and low in the east”. Second, in the two-decade study period, the population agglomeration capacity of rural settlements in China continuously weakened, and the shape and structure of rural settlement became more complex and irregular. The scale and scope of the disappearance of rural settlement areas in the northeast and southeast regions was relatively drastic, and the kernel density value of settlements dropped significantly. Third, the increase in rural settlement land area is concentrated in low-altitude and low-slope areas, with a significant tendency to be near water and roads. Fourth, social and economic factors, such as per capita net income of rural residents, the proportion of the population employed in agriculture, the size and structure of the permanent rural population, local fiscal revenue, and urbanization level, are the main factors that cause changes of rural settlement patterns. The results of this study can serve as a reference for promoting regional rural sustainable development policies and advancing rural spatial governance and comprehensive revitalization.

Dependence of cadastral valuation of lands on prestigious of territories

The article examines the cadastral valuation of land taking into account the zoning of territories by prestige. The authors underline dependence of cadastral value on prestige of the territory and made the conclusions about improvement the system of rational land use during the state cadastral evaluation of land in settlements taking into account the zoning of territories by prestige.

Gross Domestic Regional Product, Population and Environmental Quality: Analysis of 33 Provinces in Indonesia

Abstract: In recent years environmental problems have become the focus of public attention in the world. The growth of the industry triggered by population growth is the main cause of the emergence of environmental problems. This research was conducted to determine the impact of Gross Domestic Regional Product growth, population growth on environmental quality. This study involved 33 provinces in Indonesia as a unit of analysis. Secondary data was collected from the Indonesian Central Bureau of Statistics. Data analysis was performed using panel least square with software Warp-PLS version 6.0. Previous research deployed CO2 Emission and pollution as an indicator of environmental performance, this research used a score of environmental quality index which covers water quality index, index of air quality and index of forest cover. Findings showed Gross Domestic Product and population have a negative effect on environmental quality. This research indicates government need to that encourages the household and industrial sectors to use environmentally friendly energy, limits and controls the conversion of forests and agricultural land into land for settlement, agriculture, and industry, and encourages the household and industrial sectors to provide waterways and ensure that liquid waste discharged into rivers, lakes or waterways does not harm the environment.

Land Use Land Cover Changes and Their Effects on Surface Air Temperature in Myanmar and Thailand

Land use land cover (LULC) change is one of the main drivers contributing to global climate change. It alters surface hydrology and energy balance between the land surface and atmosphere. However, its impacts on surface air temperature have not been well understood in a dynamic region of LULC changes like Southeast Asia (SEA). This study quantitatively examined the contribution of LULC changes to temperature trends in Myanmar and Thailand as the typical parts of SEA during 1990–2019 using the “observation minus reanalysis” (OMR) method. Overall, the average maximum, mean, and minimum temperatures obtained from OMR trends indicate significant warming trends of 0.17 °C/10a, 0.20 °C/10a, and 0.42 °C/10a, respectively. The rates of minimum temperature increase were larger than maximum and mean temperatures. The decreases of forest land and cropland, and the expansions of settlements land fractions were strongly correlated with the observed warming trends. It was found that the effects of forest land converted to settlement land on warming were higher than forest conversion to cropland. A comprehensive discussion on this study could provide scientific information for the future development of more sustainable land use planning to mitigate and adapt to climate change at the local and national levels.

Chemical and ecological quality of water and bottom sediments in small rivers of Belgorod oblast

Belgorod Oblast has limited water resources. The paper explores the chemical and ecological characteristics of water and bottom sediments in the Oskol River tributaries. In samples of water taken from small rivers, Maximum Allowable Concentrations (MAC) for pollutants was excessive, including suspended matter, ammonium ions, nitrite ions, phosphate ions, BOD5 and mineral elements. A hydrochemical water pollution index (WPI6) ranges from 1.0 to 1.9, which characterizes water bodies in the categories from clean to moderately polluted watercourses. A comparatively high WPI6 index is recorded in summer for the Kotel River – 1.4, for the Belenkaya River – 2.3, which is attributed to a high concentration of ammonium ions, nitrites and phosphates found to be present in the water. This indicates recent pollution and a changing trophic status of the reservoir. The amount of metals in river water exceeds the MAC norms: for iron – 1.7 -6 MAC; for copper – 1.6 - 8 MAC; for manganese – 0.8 - 22 MAC; for zinc – 1.9 - 9.9 MAC. Concentrations of micronutrients are subject to significant seasonal fluctuations. No excess of lead is found to be present in surface waters. In the samples of bottom sediments taken from the Oskol River tributaries, no excess of MAC values is found, except for lead (1.1 - 2.9 MAC), manganese (1.6 - 2.2 MAC), copper (1.2 - 1.6 MAC) and phosphate ions (1.3 - 2.3 MAC). It is obvious that the sources of pollution for small rivers are runoffs from agricultural land, livestock farms and household wastewater of nearby settlements.

Increasing the Energy Supply of the Population of Remote Regions of the Republic of Kazakhstan with the Help of Compact Autonomous Bioenergy Plants

The economy of Kazakhstan is one of the largest agro-industrial economies in Central Asia with a developed cultivation of crops. For this reason, significant volumes of agricultural waste are generated. Currently, the resulting manure is not decontaminated and it is not processed: there are no systems for its disposal. Low temperatures contribute to the preservation of pathogenic microflora and weed seeds in manure piles, and in the spring with meltwater they fall into lakes and reservoirs. The lands of settlements and open water bodies are intensively polluted with organic and biogenic substances of animal manure. In addition, the population of the remote regions of the Republic of Kazakhstan needs energy supply (electricity, heat, and gas). In order to solve these problems, one of the promising options for the remaining and unused volumes of waste is to convert them into biogas. The article presents data of the developed autonomous biogas plant and the main results of biogas production in autonomous bioenergy plants for farms located in remote areas in a mesophilic regime.

DIRECTIONS FOR UTILIZATION OF SETTLEMENT LAND IN LANDSLIDE HAZARD AREAS (CASE STUDY: IN THE NORTHERN REGION OF BANJARNEGARA REGENCY)

This research was conducted in the northern area of Banjarnegara Regency, based on the distribution map of potential landslide susceptibility issued by the Center for Volcanology and Geological Hazard Mitigation, the northern region of Banjarnegara Regency has a very high potential for landslides including Pandanarum, Kalibening, Karangkobar, Wanayasa, Pejawaran and Batur Districts. . This study aims to formulate the direction of land use for settlements, determine the suitability of the spatial plan, the direction of landslide disaster mitigation and determine the availability of land for the development of settlements in the Northern Region of Banjarnegara Regency. This research method uses quantitative analysis methods and qualitative descriptive analysis using ArcGIS software, namely by analyzing the landslide hazard index, landslide hazard vulnerability index, land capability, settlement land suitability, projection of residential land needs. The results of the study found that the landslide hazard level was Low, Medium and High with a total area of high landslide hazard class of 5.576 Ha, medium hazard area of 5.245 Ha and low hazard area of 17,238 Ha. The level of vulnerability to landslide hazards has a vulnerability level of Low, Medium and High with a total area of 5,871 Ha for low vulnerability, 4,815.7 for medium vulnerability and 133.6 Ha for high vulnerability. while the potential lives exposed to the danger of landslides is 21,763 people, the potential physical loss is Rp. 116.60.000.000,-, the potential economic loss is Rp. 19.602. The land capability in the northern area of Banjarnegara Regency has a Medium Development Capacity Zone class with an area of 4,689 Ha and Enough Development Capacity with an area of 33,695 Ha. The Suitability of Settlement Land has a Very Suitable category of 1,482 Ha (4%), an SUIT category of 16,576 Ha (43%), an Unsuitable category of 19,454 Ha (51%), and an Unsuitable category of 871 Ha (2%). The projection of residential land needs in 2040 found the need for residential land with a total area of 1,574 Ha and based on the results of the analysis of the direction of land use for settlement development in the northern area of Banjarnegara Regency, it has a total area of 5,790 Ha, with the level of conformity with the plan for the pattern of settlement space with the category of Appropriate for an area of 1,263 Ha. (52%) and the Unsuitable category covering an area of 1.181 Ha (48%). Landslide disaster mitigation directions for residential areas that are in the landslide-prone zone, namely for relocation are 10 Ha (2%), area protection directions are 132 Ha (23%) and adaptation directions are 436 Ha (75%). Based on the results of the analysis of the direction of land use for settlements in the northern region of Banjarnegara Regency, it is still sufficient with the availability of surplus land of 4,216 Ha.

Competency Standards for Law Enforcement Officials in Land Disputes Resolution Through General Court in Indonesia

The role of the judiciary, law enforcement officials in the resolution of disputes is important. The number of disputes is increased, many authorities in Indonesia produce multiple decisions with conflicting legal force making it difficult to execute. The purpose of the study was to find the standardization of competency of law enforcement officials, the relationship between the professionalism of law enforcement officials and legal certainty in the settlement of land disputes as mandated by Article 33 paragraph (3) of the 1945 Constitution and the Basic Agrarian Law Number 5/1960. Settlement of land disputes is achieved through the General Court and the Administrative Court. The existence of regulations regarding competency standards for law enforcement officials who handle land disputes for the sake of fair settlement of land disputes and legal certainty.

Cadastral assessment of the land of settlements taking into account environmental factors

The methodology for calculating the cadastral assessment of land in recent years has undergone a number of changes in general, and in particular in establishing the adequate value of land plots in settlements. When determining the cadastral value of land as a part of land in settlements, factors affecting pricing are not always taken into account. One of these factors can be ecological conditions of the environment and engineering - geological conditions of construction.

Urban Flood Risk Assessment and Development of Urban Flood Resilient Spatial Plan for Bhubaneswar

Urban flooding is growing as a serious development challenge for cities. Urbanization demands the conversion of pervious land to impervious land by pushing the transformation of water bodies, flood plains, wetlands and green spaces into built-up spaces. This affects the hydrological setting of the city’s geographic area. Bhubaneswar, one of the first planned cities of independent India, has expanded rapidly with an increase in the settlement land use cover from 41 km2 to 81 km2 in the last two decades. Non-consideration of disaster risk assessment in the land use plan has placed the city at high disaster risk. Hence, this article explores various avenues for making a flood resilient city through spatial planning. To understand the flood and its consequences, a flood hazard and vulnerability map was prepared by overlaying the existing social and infrastructure networks, and flood risk zones were generated through analytical spatial modelling in GIS. This accounts for the areas in which flood hazards are expected to occur, as well as the area whose socio-economic and infrastructure susceptibility to the disaster is more. The key outcome is to ensure urban development that can work concurrently with nature by integrating disaster risk reduction strategies into land use planning.

Counterweight: Helen Samuels, Archival Decolonization, and Social License

ABSTRACT Helen Samuels sought to document institutions in society by adding to official archives counterweights of private records and archivist-created records such as oral histories. In this way, she recognized and sought to mitigate biases that arise from institution-centric application of archival functionalism. Samuels's thinking emerged from a late-twentieth-century consensus on the social license for archival appraisal, which formed around the work of West German archivist Hans Booms, who wrote, “If there is indeed anything or anyone qualified to lend legitimacy to archival appraisal, it is society itself.” Today, archivists require renewed social license in light of acknowledgment that North American governments and institutions sought to open lands for settlement and for exploitation of natural resources by removing or eliminating Indigenous peoples. Can a society be said to “lend legitimacy” to archival appraisal when it has grossly violated human, civil, and Indigenous rights? Starting from the question of how to create an adequate archives of Canada's Indigenous residential school system, the author locates Samuels's work amid other late-twentieth-century work on appraisal and asks how far her thinking can take us in pursuit of archival decolonization.

Optimisation of Cost in Ground Improvement for Upcoming Navi Mumbai International Airport

This study aimed to optimise the cost of ground improvement by considering the residual settlement in marshy lands for development of new International airport by applying the appropriate treatment to overcome the issues that meets cost and time. Globally the increasing demands of trading and servicing activities require the development of an International airport in major cities. The Mumbai is one of the biggest commercial destinations of our country also necessitates the development of another airport besides the existing airport in the region. From the past few decades, researches and studies show various ways of ground improvements for the airport area in coastal regions. This study shows the cost optimization of ground improvement work by adopting the end on dumping of locally available blasted rocks instead of ground improvement techniques. This study works on principle that stone is puncturing to the very soft to soft clay and at the same time clay are getting displaced thus, effective thickness of clay is getting reduced. The objectives of this study are to optimize the cost of ground improvement and reduce the residual settlement of airport land in coastal regions. Adopting of end on dumping methods is appropriate in view of cost and feasibility of site than the ground improvement techniques. The cost of end on dumping is Thirty-six percent less than the stone columns technique. It can be concluded that for future ground development projects filling of stones by the end of the dumping method can be considered as the appropriate solution concerning time and cost.

Features of land use optimization of water protection zones and coastal protective strips in Kyiv by the method of land management

In the process of working on the article, the author considered the issue of establishing and ensuring compliance with the land use regime of water protection zones and coastal protection strips (on the example of the city of Kyiv). The urgency of considering this issue lies in the importance of optimizing land use as one of the most important tools to protect water bodies from technogenic and anthropogenic impacts and, in general, to improve the water-ecological situation of the hydrological regime. From which the purpose of the work follows, namely, to study the features of optimization of land use of water protection zones and coastal protection zones in Kyiv by the method of land management for the environmental safety of the city's population and public welfare in general. As a result of the research process, the theoretical basis was formed by scientific works related to the essence of the task, as well as legislative and regulatory legal acts of Ukraine on land use regulation. The information and statistical base was an extract from the scheme of planning restrictions of the General Plan of Kyiv and data of the State Service of Ukraine on Geodesy, Mapping and Cadastre, the State Statistics Service of Ukraine. As a result of research, it was revealed that according to the legislation on the lands of cities and urban-type settlements, the size of the water protection zone, as well as the coastal protection zone, is established according to existing at the time of installation of a water protection zone concrete building conditions. Nevertheless, the example of the city of Kyiv shows that such information may be missing. The author describes the problematic issues of the land management process of works on establishing the boundaries of water protection zones and coastal protection zones and restrictions on the use of land and other natural resources. Expertly determined the approximate possible area, taking into account the specific building conditions and possible flooding at the maximum flood water level. The model of optimization of land use of the territorial community by means of establishment of restrictions in use of the earths and other natural resources occupied by water objects is proposed. At the same time, the model combines technological, instructional and administrative tasks of land use optimization. In addition, the optimality criteria and restrictions on the use of these criteria proposed in the model, which make it possible to unambiguously determine the location of the boundaries of water bodies and restrictions on the use of lands and other natural resources, taking into account the interests of land users and legislation. Settlement Pattern and Land Use under the Frankish Feudal System in the Northwestern Peloponnese (Thirteenth–Mid-Fifteenth Centuries)

Abstract Following the Fourth Crusade, one of the Frankish states that were established in former Byzantine territories was the Principality of Morea, in the Peloponnese. A strict hierarchy consisting of the prince, the barons, and the fief-knights quickly implemented a feudal system and imposed it on the locals; towers were erected and settlements were relocated. Fieldwork in the Patras area, in the northwestern Peloponnese, has focused on identifying the implementation of the feudal system on the level of the barony and that of the fief. Data are drawn from surface surveys and from historical records, including Ottoman tax registers. Spatial analysis in GIS is used to examine the role of the towers in the economic and social life of the subordinate settlements and how the exercise of power manifests itself in the landscape.

Activities of Land Settlement Commissions in The South of Ukraine in the Years of Stolypin Agrarian Reform (1906 – 1917)

The article is devoted to one of the important aspects of the Stolypin agrarian reform – the practical activities of land settlement commissions in the field of land surveying in Southern Ukraine in 1906 – 1917. The personnel, tasks and functional responsibilities of members of land settlement commissions are clarified. The main types, volumes and results of land surveying works in the region are determined. It is proved that the practice of boundary works differed in the modernization of technical measures for the elimination of cross-strips, small strips, far-flung land, which led to improved field cultivation, increased agricultural yields and rising land prices. Special attention is paid to land management in the Bulgarian colonies of the region.

Land Cover and Coastline Change Assessment of Nijhum Dwip, Bangladesh, using Geospatial Analysis

Nijhum Dwip is a southern island of Bangladesh isolated from the mainland, in the convergence of the Meghna River and the Bay of Bengal. This island has studied through overlay analysis and supervised classification by geospatial and remote sensing technique, over 38 years (1980-2018) using multitemporal Landsat MSS, TM, OLI, and TIRS satellite images with identification of historical changes. This landform is facing frequent shifting of its coastline and leading to sequential changes on the land surface. Analysis revealed substantial growth of settlement and agricultural land whereas significant lessening on vegetation cover and open space. In 1990 agricultural land was 4.47 km2 (13.29%) and improved to 9.16 km2 (19.17%) in 2018. Similarly, settlement also increased from 1.92 km2 (4.79%) in 1999 to 5.72 km2 (11.97%) in 2018. Conversely, vegetation was primarily 8.02 km2 (27.71%), 18.70 km2 (55.61%), 20.97 km2 (52.29%), 18.47 km2 (36.28%) and 15.28 km2 (31.98%) in 1980,1990,1999, 2010 and 2018, indicating declination. As well, water bodies and open space also fluctuated through the period because of geomorphological processes and human intervention. Besides, the least and highest unstable char land was 1.15 km2 (3.42%) and 1.68 km2 (5.80%) in 1990 and 1980.

Spatial distribution of human activity intensity in Yunnan-Guizhou Plateau Wetland scenic area: A case study of Lashihai watershed in Yunnan Province, China

Human activity intensity is mostly used to quantify the degree of human influence on natural systems, with obvious spatial variability. With Lashihai watershed in Yunnan Province as an example, we used SPOT remote sensing images to update land use data, and obtained a comprehensive index of land use intensity after gridding by assigning weights to different land types, which was considered as the basic human activity intensity. The local tourism activities (horseback riding and boating) were also included. The horseback riding and boating were spatially quantified according to the location of horse farms and the abundance of horses and boats which were superimposed with the basic human activity intensity on the spatial scale of 100 m×100 m to obtain a more accurate comprehensive human activity intensity and to analyze the spatial variations. The results showed that the gridding and the kernel density analysis improved the accuracy of spatial analysis and reflected the spatial superposition and diffusion effects. In the comprehensive human activity intensity map of Lashihai watershed, the highest intensity value of water area was at the mouth of the sea, the lowest intensity value was at the center of the sea, and the overall trend of intensity gradually decreased from the surrounding to the middle. The land settlement had the highest intensity, the intensity value of the agricultural land gathering area was at the middle level, and the intensity of human activities in the forestry area of higher altitude was lower. The comprehensive human activity intensity in the water area of the Lashihai watershed varied most obviously, and differed greatly from the basic human activity intensity. Although there were many local characteristic tourism activities in Yunnan-Guizhou Plateau Wetland scenic area, but their land use types did not change. We need to take them into account when quantifying the intensity of human activities.

تعتبر حرکة الجهاد الإسلامي أحد أبرز حرکات الإسلام السياسي في فلسطين، وهي جماعة تنتهج الفکر السلفي الجهادي، وتسعى إلى تطبيق الإسلام في کافة مناحي الحياة. والحرکة کغيرها من معظم حرکات الإسلام السياسي خرجت من تحت عباءة الإخوان المسلمين، لکنها اختلفت معها بترکيزها على خيار المقاومة المسلحة، وتقديمه کأولوية على الجانب الدعوي والاجتماعي. وباعتبارها أول تنظيم إسلامي وطني يتبني الجهاد والمقاومة ضد الکيان الإسرائيلي. وتتبني الحرکة برنامجا سياسيا معارضا لأية حلول سلمية مع کيان الاحتلال الاسرائيلي، وترفض الاعتراف بوجوده، وترفض کل اتفاقيات السلام معه، ومن ضمنها اتفاقية أوسلو التي عارضتها بقوة. وذلک استنادا إلى الاعتبارات الفکرية والأيديولوجية للحرکة، التي تعتبر أرض فلسطين أرض وقف إسلامي لا يجوز التخلي أو التنازل عن أي شبر منها. لذلک، اختلفت الحرکة مع منظمة التحرير وفصائلها المختلفة، من حيث الرؤى والمنطلقات وفي نظرتهم للقضية الفلسطينية والصراع مع الاحتلال الإسرائيلي ومشاريع التسوية والمقاومة المسلحة، والتبعية الفکرية والأيديولوجية. ورأت أن برنامجها السياسي ورؤيتها لحل الصراع مع الاحتلال الإسرائيلي، غير قادرة على تحقيق هدف المشروع الوطني في التحرر والاستقلال. فالحرکة رفضت عملية التسوية السلمية والتفاوض مع الاحتلال، واعتبرت الصراع معه صراعا حضاريا ووجوديا. لذلک رفضت الحرکة الدخول في إطار منظمة التحرير بصيغتها ومواقفها السياسية القائمة، ورفضت المشارکة في الانتخابات التشريعية والرئاسية ومؤسسات السلطة. تمسک الحرکة وتشددها بمواقفها فيما يتعلق بوجود الکيان الصهيوني وسبل مواجهته، ومعارضتها لعملية التسوية ومخرجات اتفاقية أوسلو، وانتماؤها لمحور المقاومة، وبروزها في ميدان المقاومة المسلحة ضد الاحتلال والتصدي لاعتداءاته، واتخاذها مواقف حيادية في الخلاف والانقسام الداخلي الفلسطيني وتوسطها لحله، وعدم زج نفسها في صراعات جانبية، وتزايد حضورها في ميدان العمل الاجتماعي والخيري، منحها مصداقية في الشارع الفلسطيني، ولدى القوى والفصائل الفلسطينية المختلفة، ومکنها من تعزيز وجودها وثقلها السياسي على المستوى المحلي والإقليمي، بالإضافة إلى تزايد حضورها الشعبي. کما أخذت في السنوات الأخيرة تتصدر المشهد السياسي على المستوى الفلسطيني، نتيجة لدورها المتنامي إلى جانب حرکة حماس في مشهد التصدي للاعتداءات والحروب التي يشنها الاحتلال الإسرائيلي على الشعب الفلسطيني في قطاع غزة، على الرغم من تعرض الحرکة إلى تحديات ومصاعب کبيرة في نطاق نشاطها السياسي وعلاقاتها الخارجية.
