Local government institutions in Ghana: Core partners in health and safety performance in the construction industry

The potential contribution of district assemblies to improving health and safety in Ghana's construction industry has not been investigated. This paper attempts to identify the local government responsibilities that could influence health and safety performance in the construction industry and to develop a confirmatory factor model based on these responsibilities. The paper adopted a positivist philosophy and a deductive methodology. A literature search was conducted to identify the local government factors that could potentially impact health and safety performance in the Ghanaian construction industry. These factors were adapted and designed into a questionnaire, and the generated questionnaires were distributed to respondents for their feedback. It was identified using the relative importance index that “the development of sanctions for violating occupational health and safety statutory obligations,” “the institution of local government occupational health and safety approval and certification for new projects,” and “the creation of occupational health and safety departments and committees that are adequately resourced to assist the Department of Factories Inspectorate” were the three most important roles that district assemblies could play as partners to improve health and safety in the construction industry. Conversely, the multivariate analysis identified the evaluation of the safety policies and risk management plans of contractors and suppliers as the most important role local government institutions could play in improving health and safety in the construction industry. The result of the study suggests that local government efforts, when given the needed attention and support, could advance health and safety in the industry. The practical implication of the study is that it identifies the roles of district assemblies that could enhance health and safety in Ghana's construction industry. All district assemblies should consider implementing these health and safety initiatives in their districts and ensuring they are regularly enforced and evaluated.

Factors Affecting Preventive Behaviors for Safety and Health at Work during the COVID-19 Pandemic among Thai Construction Workers.

Occupational health and safety risks are of major concerns in construction industry. The COVID-19 outbreak provides an additional risk that could drastically affect the safety risks and health of construction workers. Understanding the factors that affect the health and safety of construction workers is significant in reducing risky behaviors and enhancing worker preventive behaviors. Via integrating the Protection Motivation Theory (PMT) and the extended Theory of Planned Behavior (TPB), this study investigates the factors that affect preventive behaviors among construction workers during the COVID-19 pandemic in Bangkok, Thailand. A total of 610 Thai construction workers participated in an online questionnaire survey, which consisted of nine factors with 43 questions. Structure equation modeling (SEM) was adopted to analyze the causal relationships among the latent variable. The SEM results indicated that organizational support and knowledge about COVID-19 had significant (p < 0.0001) direct influences on perceived vulnerability and perceived severity. In addition, perceived vulnerability and perceived severity had significant direct influences on perceived behavioral control. Perceived severity had significant (p < 0.0001) direct influence on attitude towards behavior. Moreover, perceived behavioral control and attitude towards behavior had significant (p < 0.0001) direct influence on intention to follow the preventive measure. Furthermore, the intention to follow the preventive measure had significant (p < 0.0001) direct influences on the COVID-19 preventive behavior. Of note, organizational support and knowledge about COVID-19 had significant (p < 0.0001) indirect influence on COVID-19 preventive behavior. The findings of this study may assist project managers/supervisors and authorities in the construction industry in understanding the challenge during COVID-19 and possible similar epidemics in the future. In addition, conducting effective strategies would improve construction industry safety and promote preventive behaviors among construction workers.

Prediction on construction industry safety performance based on AHP and grey system

With the frequent occurrence of construction safety accidents, it is imperative to improve the safety performance of the construction industry. To predict safety performance scientifically, the number of construction accident fatalities was selected as an indicator of safety performance. This study combined the analytic hierarchy process (AHP) and grey relational analysis (GRA) to identify labor productivity, construction area of the house, and the number of construction enterprises and employees of the construction enterprises as the main factors affecting the number of construction accident fatalities. Then, this study used the grey prediction theory to establish a GM(1,5) model to predict the number of safety accident fatalities in 2013-2019. The results showed that the model has great prediction accuracy and can be used to predict future construction safety performance. Through the prediction of safety performance, managers can evaluate the development trends of construction projects. Therefore, they can take timely measures to reduce the occurrence of safety accidents. Meanwhile, the study provides a new optimization method for the development of the GM(1,N) model and the application of real data.

A model for establishing resilience safety culture for the construction industry

The increasing construction injury and fatality rate implies that conventional safety culture is unable to match the increasing requirement of construction industry safety. One promising approach is establishing resilience safety culture for the construction industry. For this aim, a hypothesized model was developed and 420 data for testing the model were collected by the present study. Structural equation modeling was employed to test the hypothesized model by fitting the data into the model. Finally, a model consisting of 10 dimensions with 13 relationships was established. A fuzzy analytic hierarchy process was employed to make a comparison between the proposed model and the other two prevalent models. It was concluded that the proposed model performs better in complying with real situations and considering sufficiently necessary dimensions and relationships. However, it is a bit hard to be easily and fully understood, which points to the direction of further work.

Safety in construction industries has been emphasized since January 2022 due to enacting ‘Serious Accidents Punishment Act’, moreover illegal re-subcontract is pointed out as main cause of collapse during demolition in Gwangju on June 2021. In other words cost reduction by illegal re-subcontract caused poor construction. Therefore Government has prepared countermeasure for illegal re-subcontract on Aug. 2021, however illegal re-subcontract maybe not improved in construction field. Sub-contractors are able to reduce their risk on direct execution and to earn commission, and resubcontract can award their work without bidding, so illegal resubcontract is still beneficial for both parties. In addition, the indifference of the main contractor are also seen as the reason. This thesis examines basic judgment principal regarding illegal resubcontract under Framework Act on the Construction Industry, and we intend to suggest legislative and practical improvement plan for illegal re-subcontract.

Occupational Health and Safety in Construction Industry with Vision Zero Approach

Safety is one of the major issues for the construction industry which is a dangerous sector with fatality statistics. There are thousands of construction accidents all over the world that are the direct result of hazardous activities and working conditions. Safety management systems and policies are the key elements in order to increase safety awareness, improve working conditions, reduce human suffering, provide safety climate and culture etc. In this context, the Zero Accident Vision (ZAV) is a new approach that is founded on the premise that all accidents may be avoided. This review explores relationships between ZAV and construction safety with the aim of fostering further research.

On Risk Probability of Prefabricated Building Hoisting Construction Based on Multiple Correlations

With growing concern about environmental pollution and occupational safety in construction industry globally, prefabricated building has become a popular building model in sustainable society. In China, management specifications of prefabricated buildings are far from mature, and safety accidents occur frequently in construction. In order to comprehensively analyze risks in hoisting construction of prefabricated buildings, this study, in view of characteristics of hoisting construction process and correlations in complex system, summarizes risk factors and classifies them according to Wuli-Shili-Renli (WSR) system. From perspective of multiple correlations, evolution mechanism of multi-system correlation and multi-risk correlation is carried out, so as to explore risk probability of hoisting construction of prefabricated buildings. At the same time, this study extends Two Additive Choquet Integral (TACI) operator and Decision-making Trial and Evaluation Laboratory (DEMATEL) in dynamic stochastic environment to construct a two-stage model for risk probability research of hoisting construction, hoping to profoundly reveal influence of risk factors and their dynamic evolution. The results show that: (1) risk probability presented a seasonal, dynamic change trend, which meant rising first, then falling, and finally keeping rising, thus regular inspection and dynamic monitoring are required in hoisting construction in these regions in the first three quarters. (2) the influence of each risk factor demonstrated dynamic changes, and risk sources that need to prevent and defuse at different time points are varied, thus targeted measures catering to different risk sources are required. (3) the degree of risk controllability is in dynamic change, but classification of cause or result in the region at the period remains the same, thus necessitating targeted response measures aimed at various risk types. (4) Individual risks like hoisting job climated break out periodically, so the law of risk occurrence should be mastered and relative precautionary measures should be taken in advance.

The Role of Psychological Capital and Work Engagement in Enhancing Construction Workers' Safety Behavior.

ObjectivesConstruction is one of the unsafe industrial sectors, causing a considerable amount of harm to its workforce and organizations globally. Only a handful of research evidence has been found evaluating individuals' cognitive and engagement-related constructs to improve occupational safety. Psychological Capital (PsyCap) can have a promising impact on construction workers' psychological health, possibly leading to positive performance. Limited studies have tested PsyCap and work engagement regarding safety specifically in the context of the construction industry, with non-harmonious findings.MethodsThe proposed framework was assessed through the structural equation modeling (SEM) technique along with bootstrapping for mediation analysis. Responses were collected from different states of Malaysia from 345 construction workers. PsyCap dimensions (hope, efficacy, resilience, and optimism) were measured in connection with safety compliance and safety participation, with the mediating role of work engagement.ResultsAccording to findings, hope, optimism, and work engagement have a positive and significant impact on safety compliance. Also, hope, self-efficacy, resilience, optimism, and work engagement have a positive and significant impact on safety participation. Further, self-efficacy and optimism both have a positive impact on work engagement.ConclusionsPsyCap can be a possible predictor for work engagement, which may enhance safety-related behavior. PsyCap should be treated as a multidimensional instrument to enhance occupational safety. In-depth deliberation is needed by the organization while applying PsyCap to enhance employees' work engagement as well as safety behavior. Practical interventions based on interactive training are proposed to enhance construction industry safety. Other industries can also adapt suitable dimension(s) of PsyCap to safety behavior improvements.

Work purpose: the investigation of transport process safety in construction industry of the Bryansk region, the substantiation of reasons, factors and circumstances of accidents in the construction companies of the region, the substantiation of the impact of hydraulic drive unit failures upon safety of transport construction machinery with the hydraulic drive with the purpose of driver safety. Investigation problem: on the basis of the obtained results of the safety investigations of transport processes, reasons defined, revealed injury factors of drivers during the operation of the load flat car hydraulic drive of transport means to develop motion parameters of the “hydraulic drive-load flat car” system which will not allow arising oscillations of the system resulting in hydraulic drive failure arising which has influence upon driver’s work safety. The investigations were carried out on the basis of a system analysis of accident examinations in the regional construction industry which on the basis of statistical data allows the defining safety state of transport construction machinery. By means of investigations it is defined that 90% of transport construction machines are equipped with a hydraulic drive. In the hydraulic drive the most significant element is a hydraulic cylinder – the most loaded element performing all basic operations of a working process of loading and unloading. In the hydraulic drive there is used a telescopic hydraulic cylinder in which during operation there are revealed design-production defects (DPD) which result in injury of machine service personnel. One of DPD manifestations is oscillation formation in the hydraulic drive which results in the destruction of hydraulic cylinder attachment fitting. It is defined that the support of hydraulic drive reliability and safety is a difficult problem which needs a complex solution still at designing and creation, and during the operation. The complexity of the problem causes the necessity of design and operation parameter optimization, in the first place, that of an executing hydraulic cylinder of the hydraulic drive with the use of mathematical modeling. The review of the mathematical modeling methods of hydraulic cylinder parameters allows drawing the conclusion that the existing methods have many assumptions and do not allow creating completely reliable and safe transport construction engineering. The investigation novelty consists in the offered procedure for the solution of motion equations of the “hydraulic drive – load flat car” system which allows calculating the motion system parameters, defining the development of system oscillation above critical able to destruct a fitting unit of the hydraulic cylinder to the load flat car. Conclusion. The algorithm offered for the solution of mathematical equations allows making a conclusion on the stability and safety of the “hydraulic cylinder – load flat car” system, finding optimum values of motion parameters at any time moment of a transitional process.

Current States and Future Trends in Safety Research of Construction Personnel: A Quantitative Analysis Based on Social Network Approach

The construction industry is recognized as a high-risk industry given that safety accidents and personnel injuries frequently occur. This study provided a systematic and quantitative review of existing research achievements by conducting social network approach to identify current states and future trends for the occupational safety of construction personnel. A total of 250 peer-reviewed articles were collected to examine the research on safety issues of workers in construction industry. Social network approach was applied to analyze the interrelationship among authors, keywords, and citations of these articles using VOS viewer and CitNetExplorer. A knowledge structure map was drawn using main path analysis (MPA) towards the collected papers, which was implemented by Pajek. In line with the findings of social network analysis, five research groups, and six keyword themes were identified in accordance with the times of cooperation of researchers and correlation among keywords of the papers. Core papers were identified by using main path analysis for each research domain to represent the key process and backbone for the corresponding area. Based on the finding of the research, significant implications and insights in terms of current research status and further research trends were provided for the scholars, thus helping generate a targeted development plan for occupational safety in construction industry.

Occupational health and safety in construction industry in Pakistan using modified-SIRA method

For any industry, Occupational Health and Safety (OHS) is a business strategy to foster a safe and healthy work environment. In the developed countries, the companies are focusing on the workplace safety in order to reduce the harmful results i.e. harmful impacts on the human health, environment, economy, productivity, society and reputation of a company. On the other hand, the construction industry (CI) in developing countries like Pakistan are not properly focusing on the OHS because of the high cost of personal protective equipment (PPE), safety trainings and activities. The objective of this research paper is to identify the critical hazards, its causes and consequences and to prioritize the most critical and harmful criteria and alternatives. For this purpose, a method called Modified-Safety Improve Risk Assessment (Modified-SIRA) was used. Within the Modified-SIRA, the criteria and alternatives are prioritized based on Risk Priority Number (RPN) and MCDM methodology called Fuzzy-TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), respectively. The results of RPN shows that most of the accidents in CI of Pakistan occurs due to the deficiency of PPEs followed by Electrocution due to electrical equipment, improper way of using the available PPE and falling of personnel from elevated platforms. Similarly, the results of Fuzzy-TOPSIS shows that chemical and fire hazards are the most responsible for the accidents in CI of Pakistan.

From the period 2000-2012, 19.5% of all deaths were from construction industry. Occupational risk assessment is a key measure to reach safety in construction industries. The assessment process is involved with many parameters which are difficult to assess, due to inadequate data or imprecise information. So, traditional quantitative approaches fail, frequently, to assess risk levels and to identify adequate preventive measures. A Takagi-Sugeno type fuzzy inference system is developed in this article to overcome these lacunas. In the model formulation process, the risk factors and controlling factors for accidental injuries are considered as input parameters. Safety levels of each type of injury prone body parts are evaluated by using analytical hierarchy process. Subtractive clustering technique is used to reduce the number of rules and thereby an initial fuzzy inference system is generated. Finally, the initial model is updated by tuning all the parameters corresponding to the input variables using a hybrid learning process. The developed methodology has been applied to few selected construction sites in India. The derived results validate the applicability of the developed model for assessing risks in construction sites and also identifies the pertinent progress of existing safety strategies.

Real-time safety risk assessment based on a real-time location system for hydropower construction sites.

The concern for workers' safety in construction industry is reflected in many studies focusing on static safety risk identification and assessment. However, studies on real-time safety risk assessment aimed at reducing uncertainty and supporting quick response are rare. A method for real-time safety risk assessment (RTSRA) to implement a dynamic evaluation of worker safety states on construction site has been proposed in this paper. The method provides construction managers who are in charge of safety with more abundant information to reduce the uncertainty of the site. A quantitative calculation formula, integrating the influence of static and dynamic hazards and that of safety supervisors, is established to link the safety risk of workers with the locations of on-site assets. By employing the hidden Markov model (HMM), the RTSRA provides a mechanism for processing location data provided by the real-time location system (RTLS) and analyzing the probability distributions of different states in terms of false positives and negatives. Simulation analysis demonstrated the logic of the proposed method and how it works. Application case shows that the proposed RTSRA is both feasible and effective in managing construction project safety concerns.

Project Team Social Capital, Safety Behaviors, and Performance: A Multi-level Conceptual Framework

The current Hong Kong construction industry safety state of affairs are undesirable. While a myriad of safety approaches have been adopted in the industry through normative compliance, error prevention, and climate intervention, the situations remain dismal. One of the reasons for the ineffectiveness of these approaches to ensure construction projects’ safety performance is the mismatch between the approaches’ rigid and static formulations of construction operations that are put to use in the operations that are emergent and dynamic. We propose that the deficiency can be rectified through the project team adaptive inputs and interactions that are grounded in the project team social capital. We (1) explore such possibility by establishing the theoretical underpinning through extant literature and (2) propose a conceptual framework befitting a relational approach to ensuring project safety outcomes. To accomplish the objectives set forth above, we conduct literature search and review in the domains of social capital, construction safety, social psychology, and small team research. Through the process of convergent and refinement of the literary domains, we put forth a conceptual framework that can be put into empirical test. The framework reveals that project team social capital can be modeled as a multi-level phenomenon emanating from individual level network structure. These structural features, together with the relational and cognitive features at the group level, influence the individual safety behaviors, and in turn, their safety outcomes. The analysis through literature review and modeling have shown that project team members’ safety behaviors are influenced by the interaction of both the individual and group level relational phenomena. This study enriches current safety research agenda by highlighting the effects of team dynamics in safety performance. In this respect, we also provide methodological suggestions to empirically test the framework.

Occupational safety and health management expense in construction industry means the monetary amount that the purchaser appropriates to prevent various disaster from happening during the construction period by setting aside a certain amount from subcontract based on the construction type and scale. The current appropriation standard of the Ministry of Employment and Labor has been enforced since its stipulation in 1988 although various policy changes for the safety in construction industry, e.g. the development of occupational safety management techniques in construction industry, changes in construction field site environment, cost depreciation, etc., are happening in Korea and overseas. Therefore, it is required at this point to examine whether the current occupational safety and health management expense appropriation is proper or not on the basis of time trend and the changes in the construction industry environment. Accordingly, this study aims at investigating the appropriation of occupational safety and health management expense for construction industry by the construction type and target expense in response to current construction industry environment and proposing the proper appropriation. The above research result proposes the calibration of the appropriation as specified and stipulated by the Ministry of Employment and Labor by the construction type and target expense, which is necessary to reflect the actual condition of the current construction industry environment.
