BIBLIOMETRIC ANALYSIS OF RESEARCH ON PUBLIC ADMINISTRATION REFORM

This article complements the initial studies based on bibliometric analysis. The relevance of biblio-metric analysis is the study of a large amount of data in scientific research. The purpose of the study is to conduct a bibliometric analysis to determine the state of research toward reforming public administra-tion and future areas of research and mapping.In our research strategy, 151 articles were selected on the reforms carried out in the civil service in 1991-2023. With VOSviewer software, bibliometric networks were created and visualized. The biblio-metric analysis of the study used the Scopus academic base to reform the public administration system. The conclusions of these studies were drawn and presented in this article providing an opportunity for further understanding of the systematic development of the study.The success of the study informed the dynamics of research development in the public administra-tion system. The best articles, publications, and studies of the most cited authors and organizations on the management of the state system are identified, and they contribute to the scientific literature, de-scribing its current state. In studies using bibliometric analysis, elements of transparency and productivity have been identi-fied that can be used in public administration and e-government reforms. In addition, the study demon-strated the experience of developing public system management reforms in peer-reviewed publications around the world. In Kazakhstan, these studies have been intensively conducted since 2020, while in developed countries such as the United States and the United Kingdom, a high rate of use has been observed since 2010.

The article considers the ideas and state reforms plans of the outstanding statesman and jurist M.M. Speransky. It reveals aspects of their realization within the framework of administrative reforms in Russia since the beginning of the 19th century, substantiates the need for a deeper understanding and wide use of the theoretical heritage of the outstanding reformer in forming the conceptual basis for modern public administration reforms. The author focuses on ideas of special practical significance for state building.

Administrative reform in various countries is conditioned by various social, political, and economic factors. In this regard, we cannot talk about the same reasons for reform for every country. However, what is common to all cases is the crisis of state governance and the need to transform the existing system, reduce state interventionism, and increase efficiency and productivity. The terms "efficiency" and "productivity", in the context of the state and its administrative system, take on a different quality and somewhat altered meaning compared to their usual context, as they are shaped by their connection to the public interest. The reforms implemented in the former socialist countries, however, have a different background. They are partly the result of aspirations for rapid economic progress and partly the outcome of mandatory changes required by the European Union. Without deciding which of these reasons prevail, the author will discuss the reasons that brought about the need for new models of public administration. These models aim to overcome the crisis of state governance, focusing particularly on the agency model of public administration, which, as a trend, has been widely adopted in many countries. This model of public administration has also been extensively applied in the case of administrative reform in the Republic of Serbia. Considering their role and prevalence, it can be said that this represents a unique model of public administration reform.This model of public administration has been commonly applied in the case of administrative reform in the Republic of Serbia. Considering their role and number, we can say that it is an authentic model of public administration reform.

POST-WAR RECOVERY OF UKRAINE: REFORMS AND PUBLIC POLICY INITIATIVES

The article analyses the main directions of formation of the State policy on post-war re­construction of Ukraine, which consists in timely implementation of reforms and creation of conditions for their effective implementation. The author analyses the proposals for priority reforms and strategic initiatives reflected in the action plan for post-war recovery and develop­ment of Ukraine. It is established that the Recovery Plan in the field of European integration and public administration reform are cross-cutting, as they serve as the foundation and contrib­ute to the further promotion and implementation of all reforms in the country. It is established that among the problems that arise today within the framework of the European integration process are the following: policy development system - the lack of a legal framework that would regulate the entire process of policy analysis and development, and a prescribed strategy for its development. It is determined that the main aspects of public admin­istration reform should be the creation of a modern model of public authority to help ensure state security and law and order, territorial development in accordance with the principles of EU regional policy and the development of sectoral management mechanisms in accordance with the European principle of freedom, management of public affairs and provision of pub­lic services. It is noted that in order to implement the anti-corruption policy, it is appropriate not only to strengthen the regulatory and legal component, but also to involve civil society institutions in combating corruption, since they are mediated by the purpose of mediation be­tween the population and the State. Among the functions that civil society should perform in anti-corruption activities are: control of access to information, its truthfulness and openness, protection of the rights of certain social groups, and active interference in the activities of state bodies to stop corruption.

The article is published on the occasion of the 250th anniversary of the birth of an outstanding Ukrainian – Vasyl Karazin (1773–1842). The purpose of the article is to reveal the main stages of his biography, the characteristics of his scientific worldview and life position, directions of activity and main achievements. Special methods were used to achieve the goal of the study. Historical and logical analysis – to determine the innovation of V. Karazin's research, his contribution to the development of public education and public administration reforms. The personalistic-biographical method is used to analyze the sources of progressive ideas and drivers of public activity of V. Karazin. The hermeneutic analysis of historical sources and the phenomenological approach helped to consider the figure and theoretical legacy of V. Karazin taking into account the historical context. Problem-genetic analysis and theoretical generalization made it possible to evaluate his practical activity from the standpoint of modernity. The axiological approach is applied as a methodological basis for the study of outstanding figures of Ukrainian science. The controversy and multifacetedness of the personality are shown on the basis of revealing the main stages of V. Karazin's biography. His noble origin opened the possibility of a successful military career. But he chose the path of education, social activities to improve the welfare of the people and the development of the economy. V. Karazin entered the history of Ukraine as the founder of the first university on Ukrainian lands, a scientist-encyclopedist and educator, experimenter and inventor, organizer and popularizer of science, publicist, public figure, author of reform projects in the field of public administration and finance, agriculture and land use. His inventions opened up new opportunities for the development of the economy, improving people's lives and livelihoods. Progressive economic ideas, scientific and educational, administrative and public activities of V. Karazin are considered as the worldview-value and scientific-practical basis of the formation of modern Ukrainian identity for the intellectual and innovative reconstruction of Ukraine.

KONCEPT “SMART REGULATION” U EVROPSKOJ UNIJI I REFORMA JAVNE UPRAVE U BOSNI I HERCEGOVINI / SMART REGULATION CONCEPT IN EUROPEAN UNION AND PUBLIC ADMINISTRATION REFORM IN BOSNIA AND HERZEGOVINA

Public administration reform in Bosnia and Herzegovina began in 2003 and has been implemented in a structured manner since 2006. Bosnia and Herzegovina has been on the path to European integration since February 2016. In this regard, public administration reform is defined as one of 14 key priorities, and it implies a more efficient, effective, accountable and transparent public administration, citizen-oriented and ready to meet all European requirements. Given the complex administrative arrangement of the state, public administration reform is quite slow. The aim of this paper is to present the efforts made so far by the European Union in terms of preparing Bosnia and Herzegovina for the status of a candidate country, and then the EU member states in terms of achieving the greatest possible harmonization of regulations. In order to later harmonize legislation with the acquis communautaire. This paper deals with the issue of public administration reform in Bosnia and Herzegovina in connection with the concept of Smart Regulation in the European Union, which includes a set of basic principles that can be directly related to public administration reform, and which has developed in parallel in the European Union. Considering the EU's efforts so far in the process of public administration reform and the concept of Smart Regulation would create a more complete picture of the connection between the reform process and the concept that is futuristic for Bosnia and Herzegovina, given that it applies to member states.

The discussions on the overseas administrative reform in Portugal (1950-1967)

This article analyses the discussions on the possibilities of applying the principles of Public Administrative reform studied at the Metropolis to the overseas territories. This analysis begins in the 1950s, focusing on the logics of economic planning and ends in 1967, when the Secretariat for Administrative Reform is created, the first body responsible for coordinating the reform. Being an innovative study on a topic not yet analysed by historiography, the investigation relied on extensive archive documentation. These are kept, mostly, by the Ministry of Finance and the Ministry of the Environment, which keep, respectively, the archives of the organizations responsible for studying the administrative reform and the archive of the economic planning. The article also uses a wide variety of printed sources published by the analyzed bodies.

Does Context Matter? Governance Models in Local Administration

Purpose: Over the past decades, public administration scholars and practitioners around the world have experimented with various administrative reforms to design governance models suitable to fulfil the tasks of public administration. Amidst this ongoing debate, (at least) three different and competing governance models can be distinguished: New Public Management, New Public Governance, and the (Neo-)Weberian model. Despite each of these models claiming universal legitimacy, specific administrative branches in different administrative systems operate in unique contexts and handle varying tasks. The article delves into the question of whether and to what extent different branches of public administration within the same administrative system adopt global public administration ideas in a similar fashion.Design/Methodology/Approach: The article employs a comparative design to analyse the adoption of global public administration concepts across different administrative branches. Given their shared rigid Weberian tradition but divergent tasks and context, the study uses the German financial and social administrations as examples. The findings are derived from a survey of local agencies.Findings: The study reveals a persistent influence of strong Weberian traditions on the structural and operational makeup of both branches, indicating a significant path dependency in governance understanding. The characteristics of New Public Management and New Public Governance are comparatively more prominent in social than in financial administration, which can be attributed to differences in tasks and relations, especially with political actors.Academic contribution to the field: In addition to supplementing existing detailed analyses of the (non-)success of specific public administration reforms, the study takes a comprehensive view of the long-term development of public administration structure and perception, spanning multiple reforms. While acknowledging the formative influence of administrative tradition on the entire public administration system, the focus is on the nuanced effects of administrative traditions on diverse organisations, encouraging future comparative research.Originality/Significance/Value: In addition to the contribution to the field, our comparative methodology and empirical study makeup show the advantages of concentrating on a minimal number of paradigms that can be delineated as clearly as possible, instead of operationalising public administration reforms with a multitude of (potentially country-specific) indicators. With this approach, we lay the groundwork for the extension of the comparative design to other countries and administrative systems.

Investigating public governance models in Slovenia and Japan: a comparative survey on state and local government

Public administration and governance must adapt to the changing socio-economic environment, improving quality, process efficiency, and collaboration. Hence, public administration and public governance models have been significantly modified multiple times, resulting in differences in public governance practices. This paper examines different public governance models’ principles in Slovene and Japanese public administration. It quantifies elements based on the models' principles and applies them to an empirical case using a survey of 55 Slovene and 135 Japanese public managers. The independent samples t-test examines the differences in characteristics of public governance practices between state administration and local government in Slovenia and Japan. The results show that state administration institutions in both countries are strongly characterised by the (Neo)Weberian model’s principles, while Slovenia's local government leans towards Digital-era governance (DEG) and good governance (GG) principles. Japan's state and local administrations show equal presence of New public management (NPM), DEG, and GG models. The study aims to bridge a research gap by providing new findings on how different public governance models can be found at various Slovene and Japanese public administration levels and offers insights for public managers and policymakers for future public administration reforms.

The retraction has been agreed following concerns regarding manipulation of the peer review and publishing process. Concerns were originally raised by a third party. Further investigation by the publisher has found manipulation of the peer review process. As a result, the conclusions reported in the article are not considered reliable.

On the goals of administrative reform as factors in the formation of methods of administrative and legal regulation

The relevance of the article is due to the importance of the right choice of forms and methods of legal regulation to achieve the goals of administrative reform of public administration. On the basis of the study, the connection (influence) of the goals and objectives of the Russian administrative reform in the 2000s is shown. with the applied administrative and legal methods to achieve them.A number of normative legal acts are considered, which form the basis for the application of modern forms and methods of administrative regulation to solve these problems. It is concluded that a new stage of administrative reform is currently underway, due to constitutional novels.Suggested directions for scientific research in order to further reform Russian public law institutions.

Some Aspects of the Reform of the System Public Administration in the Russian Federation

For many people, statements concerning the inferiority of the understanding of the usefulness of forming teams by a leader, rooted in public consciousness, may seem irrational and illegitimate. However, from the authors perspective, the opportunity provided to the heads of government state structures to form what is referred to as teams, often populated with trusted individuals, and appoint them with additional benefits, can foster corruption and undermine the principle of honor and integrity. This is one of the reasons why, despite Russias possession of 33% of the worlds natural resources, it contributed only 1.98% of the global GGP as of December 1, 2018. The process of forming what is often referred to as management teams mainly operates to serve interests other than those of the state and society. To a large extent, this process is due to the shortcomings of personnel work, and the legal regulation of the procedure for appointment to high public positions. The author was the first to initiate a discussion on this topic.

Election Results of Rural Akims in Kazakhstan: Political Analysis

The article tells about the electoral process of rural mayors, which was the first direct elections in the country. One of the priority directions of democratization of Kazakhstan's society is the reform of local public administration. 2021 year the elections of rural mayors will increase the political activity of the population and increase the electoral culture in rural areas. Most developed countries strive to improve local government and self-government models. This level of management is the closest to the population and solves the problems of satisfying the basic household needs of the population. With the rational construction of local public administration and self-government, local resources are not only optimally mastered, but also significantly increase the confidence of the population in the authorities. The election of rural mayors, which was held for the first time in the political system of the country, was undoubtedly a necessary step in the formation of the principles of political pluralism in the country, increasing the civil and social activity and political culture of the rural population.

Legitimizing Organizations via Research: Facilitating Possibilities through the Study of Relational, Emergent, Transformative, and Change-Oriented Organizations (RETCOs)

Under multiple public administration reforms since the 1980s, public bureaucracies’ activities range from connecting with markets to inviting the participation of service users, citizens, and networks of organizations in policy development, decision-making, and implementation. Despite this broadening of stakeholder participation, certain organizations are at risk of being overlooked, despite their direct involvement in efforts to engage communities and address persistent social problems. We contend that one reason for this exclusion is that these organizations are not recognized as their own organizational type. This paper identifies Relational, Emergent, Transformative, and Change-Oriented Organizations (RETCOs) as a discrete organizational type, and argues that they should be represented in the model cases that are used to educate public administrators, recognized as worthy of public funding and support, and included in public administration research. Recognizing RETCOs as legitimate stakeholders can correct some of the ethical problems of under-representation of important voices and perspectives in government-citizen interfaces. RETCOs are most appropriately studied through qualitative research methods that are sensitive to what make RETCOs a uniquely responsive organizational type, including their prioritizing of relationships within organizations, emergent rather than fixed organizational forms, goals of transformation, and commitments to liberatory social and economic change.

Reformation Public Administration in Ukraine in the Context of European Integration: Current State, Problems and Priorities

"The research is focused on the problem of reforming public management in Ukraine. An analysis of the current state of reforming public management in Ukraine has been carried out. It has been substantiated that the reformation of public administration and local self-government should be carried out in accordance with European standards and democratic governance principles. The legal framework for reforming public administration and local self-government has been analyzed. It has been emphasized that the current state of development of Ukrainian legislation in this area requires a critical rethinking of the existing norms, overcoming contradictions and inconsistencies between them and indicates the need to adopt a number of new legislative acts. The analysis of the current state of reforming public management in Ukraine has shown that most public authorities have been formed in independent Ukraine; there were changes in organizing the work of the Cabinet of Ministers of Ukraine, central and local executive authorities, and the system of local self-government bodies; the processes of modernizing the public service are underway; a number of positive steps have been taken towards reforming public administration and local selfgovernment, and the decentralization reform was actively implemented in 2014-2021. The necessity of further optimization of the central executive authorities’ system, modernization of the public service and human resource management, and completion of decentralization processes was emphasized. The main provisions of the Strategy for Public Administration Reform of Ukraine for 2022-2025 and the Concept for Reforming Local Self-Government and Territorial Organization of Power in Ukraine were analyzed, as well as other strategic and conceptual documents adopted in Ukraine for the purpose of implementing public management reform. The theoretical construction of a new model of public management based on European principles and standards has been substantiated. Strategic priorities for reforming public management in Ukraine in the context of European integration have been identified."

Constraints and stimuli in the implementation of public accounting reform: systematic literature review and future research agenda

PurposeThe purpose of this study is to discuss the most relevant literature related to the adoption of International Public Sector Accounting Standards (IPSAS) in the public sector in developed and developing countries, identifying the constraints and stimuli they represent in the implementation of the public accounting reform. It also presents future research proposals on the factors identified.Design/methodology/approachThe methodology is based on a systematic review of the literature described by Moher et al. (2009). The final sample includes 90 academic papers published from 2000 to 2022.FindingsThe main findings indicate that there are differences between constraints and stimuli in the implementation of accounting standards between developed and developing countries. In terms of constraints, the main factor in developed countries is the lack of training, whereas in developing countries it is the limitation on financial resources. In addition, the results demonstrate that in developed countries the factors that most encourage the implementation of accounting standards are modernization and improvement of accounting, while in developing countries, encouragement comes mainly from external and internal pressure.Practical implicationsThis study helps countries and institutions to learn from experience and better prepare for the accounting reforms of public administration that they will undertake. Managers of public organizations may be willing to make decisions in the adoption of IPSAS if they take into account the factors established herein.Social implicationsThis study helps countries and institutions to learn from the experience, better prepare for the public administration accounting reforms that they will undertake and add greater transparency in the accountability of public accounts to citizens.Originality/valueIn addition to previous studies, this study addresses a number of factors perceived by those involved in the implementation of IPSAS in developed and developing countries and provides a robust research agenda to pursue during the coming years, as there are several important unexplored questions that invite further research.

Improving public services delivery: Economists’ perspective

Improving public services delivery is one of the central tasks of public administration reforms, which substantiates the high importance of analysing approaches to tackling it. The paper discusses avenues for enhancing the quality of public services delivery in the light of the findings of the latest economic research. Methodologically, the study rests on the principles of public administration. The research methods of content analysis and systematization were applied. The results of the study show that today’s approaches to improving public services do not take into account the important aspects of their production and delivery, which are revealed by the principal-agent model and the concept of search, experience and credence goods that has over half a century of history. The article shows that the empirically established negative consequences of new public management applied in the areas, such as health care and education, are direct consequences of this neglect. We formulate a number of proposals concerning the improvement of public services delivery, namely to consider the type of service, to distinguish between the quality of service and the quality of servicing, and to produce credence goods and high-quality services in non-profit organizations while involving workers oriented towards serving the society.

Identification of Dynamic Capability and Personal Competency to Develop Innovative Performance

The New Public Management Paradigm required the management of public sector organizations to transform by prioritizing the principles of competition, performance, and responsiveness in every bureaucratic behavior so that it could stimulate an increase in organizational performance results to become more effective and efficient. Seeing the demands for public administration reform, of course, the desires and demands of the community for the creation of public sector organizations that had high governance performance was increasing where this indicated the low performance of public sector management as an effort to achieve increased flexibility of public sector organizations in facing global challenges. This study aimed to identify dynamic management capability and personal competency to develop innovative performance. This study used a qualitative approach with a literature study method, a literature study consisting of detailed investigations, data collection of certain period of time, phenomena, and contexts to analyze the context and processes related to the theoretical issues being studied intrinsically from the literature used. This study concluded that there were cognitive dynamic capability and personal competence that must be possessed by public organizations to increase innovative performance in effective governance, namely thinking again, thinking ahead, and thinking across. These three factors encouraged transformational changes in governance that led to the formation of dynamic capabilities of Government/public sector organizations facing global challenges.

Analysis of the legal regulation of administrative conflict proceedings in European countries for the development of domestic legislation

The work proves that Ukraine’s integration into the European legal space requires a full-scale legal system reform based on the principles and standards formed at the pan-European level. It is extremely necessary to take into account international and European standards when carrying out reforms in public administration in Ukraine, as well as take into account theoretical provisions, doctrines, and positive practical experience of foreign states in the field of administrative conflict proceedings. The administrative-judicial reform announced by the President of Ukraine and the development of the normative framework for the regulation of administrative proceedings is taking place while considering international and European standards of administrative justice aimed at the settlement of conflict proceedings. The analysis of foreign doctrine and legislation in the field of administrative responsibility indicates the absence of a single model of legal regulation of this institution in foreign countries, where in some countries, it is part of criminal legislation, while in others, it is an entirely different sphere of legal regulation. In order to improve conflict legal proceedings, it is expedient to pay more attention to the international experience of regulating administrative proceedings. Despite the different attitudes to administrative and tort legislation in various countries, each country has its own important experience in conducting cases. It is possible to describe the following features of the systematization of legislation on administrative responsibility: some countries are focused on decodification, while others are moving toward adopting a single codified act. Also, quite often, we can observe differences in jurisdictional administrative procedures in foreign countries. However, the implementation of the experience of European countries in conflict proceedings will not only contribute to the improvement of domestic legislation but will also ensure close cooperation with the EU. The author proposes to use the experience of foreign countries regarding the expansion of the range of subjects of proceedings in cases of administrative offenses since, in most countries, legal entities can be brought to administrative responsibility on an equal basis with individuals. In this way, administrative justice would contribute to the strengthening of law and order in the state of Ukraine. Administrative justice is an integral feature of the rule of law state, and its creation is the task of every democratic state. The main vectors of reforms in Ukraine and their administrative and legal support

The main directions of reforms in various spheres of state policy of Ukraine with the declaration of its independence are analyzed. The main directions of the Concept of Administrative Reform in Ukraine (1998) and their legal support and their further implementation in the State Administration Reform Strategies of Ukraine for 2016–2020 were and 2022–2025 were considered, attention was drawn to the need to improve legislation and its compliance with modern processes and challenges, which appear before the country. Attention is drawn to the need for a detailed analysis and new views on the continuation of public administration reform, rethinking previous developments and taking into account the fundamental changes that have occurred in recent years regarding the tasks of public administration, which should result in a reorientation of its subjects from direct power and administrative influence to regulatory activities and active public participation. The participation of civil society representatives, international experts, key stakeholders, and legislative changes bring certain positive elements to the further course of reform in Ukraine, which will definitely continue after our victory in the war of aggression waged by Russia against Ukraine and the entire democratic world.
