Problems of Information Technology-Based Zoning PPDB Implementation at SMAN 3 Banjarmasin

New Student Admission (PPDB) is a school activity that is carried out every year. The current system for junior, vocational, and high schools uses a zoning system. This study aims to determine the implementation of school policies, human resource development, infrastructure, and technical support related to the implementation of IT-based PPDB at SMAN 3 Banjarmasin. This research involved 1 principal, three members of the PPDB committee, three teachers, parents of students, and 4 students at SMAN 3 Banjarmasin. The research aims to implement PPDB zoning based on information technology, namely policies, infrastructure, human resource development, and supporting factors in PPDB. Data collection is carried out by means of observation, interviews, and documentation. After the data is collected, it is processed and analyzed in a qualitative descriptive manner. The results of this study show that in the implementation of IT-based zoning PPDB, there are several problems faced by the PPDB involved in SMAN 3 Banjarmasin, such as student quota restrictions, data manipulation, lack of understanding of prospective students and parents of the PPDB zoning system, network problems, teacher strategies in adjusting learning to the student zoning path, and errors on websites and networks. Based on the findings, it is hoped that the PPDB committee will prepare carefully related to the technical implementation of this PPDB and simulate registration before the official period begins to help users understand the stages.

Design Students’ Affordance-based Messages in an Undesigned Design Studio

In this study, as PhD candidates and teaching assistants working in the Interior Architecture Department of the Faculty of Architecture at Istanbul Technical University (ITU) we aimed to explore the interrelationship between the students’ messages and the studio’s affordances by using participant observation and photovoice methods in the classes we attended in the same physical space. We used the photographs taken by us during the studio courses as the central data set to explore the messages triggered by the studio affordances, which are formed based on the complex environments and relationships created by the limited physical facilities of our design studio, the high student quotas and the large project groups using the same physical space at different and even the exact times. Through collaborative commentary and reflective writing, we produced written and visual reports on the final themes at the conclusion of the analysis process. Finally, we concluded that the four main themes, namely, direct message, indirect message, transcendent message, and no message but action, guided us in exploring and explaining our studio’s affordances.

The Effect of Student Quotas on Design Education in Interior Architecture Departments

Interior architecture education is a comprehensive field that encompasses design, creativity, and various educational subjects such as art, project management, furniture design, and building knowledge. Due to its multidimensional nature, it has become one of the most popular departments in universities. However, the lack of awareness about the scope and limitations of interior architecture education, coupled with students not meeting the required qualifications, has resulted in a significant increase in the student population in these departments. In this study, the impact of this excessive enrollment on the quality of education in interior architecture departments is analyzed. By examining the literature on interior architecture education, it was found that the existing infrastructure, both in terms of technical resources and faculty members, needs to be improved to accommodate the growing student population. The study suggests that a balance should be established between student quotas and the resources available to ensure a high-quality education in interior architecture.

Türkiye Bursları as the Soft Power in the Reflection of Bilateral Relations between Türkiye and Indonesia

Türkiye Bursları is a scholarship program for international students, but who would have thought that the existence of this scholarship was in line with Turkey's public diplomacy mission and thus became the country's soft power? Indonesia, as a friendly country, is Turkey's main target in expanding its reputation and cultural promotion mission through Türkiye Bursları, as evidenced by the government's policy in 2020 which plans to increase the quota for students from Indonesia. With its historical ties, similarities in religious identity, and cultural harmony, Turkey is certainly an alternative for Indonesian students to experience the experience of studying abroad. On the other hand, Indonesia, with its large population and GDP, is certainly Turkey's target in spreading its cultural values to create many agents who can fulfill national interests comprehensively from many sectors. This research seeks to analyze the influence and opportunities of the Türkiye Bursları scholarship on Turkey's diplomatic relations with Indonesia in detail. The methodology used in this research is qualitative with references in the form of books, reports, and relevant journal articles according to the topic of Türkiye Bursları's role as Turkey's soft power and its relationship with Indonesia.

Model of sociology training introduced by the fourthgeneration Federal State Educational Standard

Today a new level-system of higher education is formed in Russia through significant changes that meet the new requirements for specialists in economics, social sectors, and all spheres of public life. The new system is to incorporate the developments of the Soviet educational model and the experience of recent decades. The article considers a new model of sociological training implied in the reform of the higher education system and in the fourthgeneration Federal State Educational Standard (FSES). One of the central ideas of the new system is to provide students with the opportunity to choose a field of study not upon entering a university, but at the third year of study, which would increase the awareness of professional choice, help graduates to more successfully integrate into the labor market due to a broader educational base and ensure the flexibility of educational programs, preserving the “fundamental core” in each. Thus, the first two years are for general (for the enlarged group of areas) training, and then specialized (sociological) training starts. However, the draft of the new standard proposed by the Ministry of Education and Science, which is based on updated, enlarged groups of areas, would not improve the professional training of sociologists. The mandatory general part for all areas in the group would inevitably reduce the professional part of training, thus, depriving the higher sociological education of connections with practice and destroying the focused training of specialists, which contradicts the demands of society and the labor market, and the goals of the country’s social-economic development. There are also other problems: an unpredictable extension of the time to enter the labor market; not identified mechanisms for distributing student quotas between areas within the group, for funding an extended period of study (20 %-40 % increase in cost) and an increased teaching load. The current pilot project designed for three years would not allow to make valid conclusions about the suggested changes as students will not even complete the basic level of higher education. Therefore, it is necessary to return to the FSES for each area of training, to further develop regulatory and legal grounds for the transition from the Bologna system with a focus on the values and goals of the Russian higher education, and to ensure a broad public-p rofessional discussion about the planned reforms.

한국 대학 자율성 정책의 변천 과정에 대한 연구

This study is based on recognition that it is required to look at the process of transformation of higher education policy which has been promoted to strengthen university autonomy for the sake of setting university autonomy as the basic direction of higher education policy and of specifying or clarifying it. The aims of this study is to explore the evolution process of higher education policy which includes strengthening university autonomy as its promotion work. For this purpose, the leading policies, presented from the ‘5･31 education reform’ to the Moon Jae-in government, were analyzed based on their contents and consequences(intended and unintended) in the areas of organization, finance, staffing, and academic, which are areas proposed by the EUA. As a result of this study, it was found that university autonomy were pursuited in the area of organization, through establishment of a university, incorporation of a national university, election of a president, and in the area of finance, by changing budgetary support from institution-based to student-centered, loosening regulations on using their budgets, and consolidating government’s financial aid projects. And university autonomy was tried to be enhanced with regard to the appointment of professors in the area of staffing, while attempts were made to strengthen the autonomy of the university in terms of student quotas, student selection, and quality assurance in the area of academic.

ANALISIS PUTUSAN MAHKAMAH KONSTITUSI NOMOR 5/PUU-X/2012 TENTANG PENGUJIAN PASAL 50 AYAT (3) UNDANG-UNDANG NOMOR 20 TAHUN 2003 TENTANG SISTEM PENDIDIKAN NASIONAL

International standard education units give rise to discrimination and castration in the field of education, this violates the rights of citizens, especially for students who come from modest or underprivileged families, although this program does provide quotas for poor students who excel but this is questionable how with students who do not excel, they also have the right to get a proper education. This research is a normative research, with the types and sources of legal materials from secondary data. The technique of collecting legal material through literature study, with a deductive conclusion drawing technique. The results of this study are, the consideration of the Constitutional Court in Decision Number 5/PUU-X/2012 regarding the Request for Judicial Review of Article 50 Paragraph (3) of Law Number 20 of 2003 concerning the National Education System, is that there is a difference between RSBI/SBI and schools that not RSBI/SBI, in terms of facilities and infrastructure, financing, and educational output, will result in different treatment between these schools, including their students. This treatment is contrary to constitutional principles which mandate equal treatment between schools and between students, especially since the schools that are affected are government-owned schools. The implication of this decision is that all RSBI schools have the status of regular schools, supervised by the Provincial/District/City governments; all nameplates, letterheads, and RSBI school stamps cannot be used; prohibition of withdrawing RSBI program levies; implementing regular school financing management.

Proposed Marketing Strategy to Increase Parents’ Enrollment for Inclusive School (Case Study: Alfa Centauri Primary School)

Education is essential for all human beings with noble goals individually, namely to increase the standard and quality of life, and collectively, to contribute socially to a more prosperous society. An important role is held by formal educational institutions with a set of facilities that they have for the quality of educational services provided to all their students. Elementary schools which are the first and main level of education need to ensure that the quality of services they provide from all aspects can contribute significantly to all students. The concept of inclusiveness which is a friendly service concept for all people is a trend and a special attraction in the world of education today. Educational institutions (including inclusive primary schools) that require financial stability require good business execution to survive facing competition in the market. Alfa Centauri Primary School, which is one of the players in the industry, feels the intense competition within it. For the last six years, Alfa Centauri Primary School has not been able to meet the quota of students they receive, so it can be said that their performance is still not optimal. It is necessary to improve, evaluate and form a good marketing strategy to be able to get consumers, where the actual consumers are parents of students. This study uses qualitative and quantitative approaches in data collection and processing. The analysis boils down to two perspectives, internal analysis using marketing mix analysis, STP, and VRIO; as well as external analysis using competitor analysis, Porter’s Five Forces, PESTLE, and customer analysis. There are findings in the customer analysis that the school environment and school accessibility are two things that influence parents’ enrollment intentions in sending their children to inclusive private elementary schools. Optimizing social media, strategic collaboration, providing shuttle services, optimizing personalization-based learning, creating a comfortable learning environment, and utilizing activities outside the classroom are marketing strategies formulated in this study to increase the number of registrants from Alfa Centauri Primary School.

Different Cases of Leadership and Teaching in Higher Education

Higher education has a global structure including the influence of international trends. Such international composition naturally enrich diversity in universities. No doubt, generating diversified leadership team can help to establish scholarly environment in universities. Within this environment, scholarship of teaching and learning could be one of hot topic to empower international programmes. To this end, English language programmes expectedly gain importance to train students for global business sectors.
 
 In this issue of HEGP studies on different topics are covered. The first article, titled “English Language Teacher Education Programs at Turkish Universities: A Statistical Overview” by Asmalı analyzed the key characteristics of English Language Teacher Education programs in Türkiye. Asmalı stated that the decrease in the demand for English Language Teacher Education programs is a major challenge of these programs. Asmalı indicated that English Language Teacher Education in Türkiye needs careful planning in terms of academic employment and student quotas. The second article, titled “Striving for Diversity of Leadership: Governance in UK Higher Education Institutions” by Shafi, Clarke, Norman, and Andrews investigated the scholarship on developing the diversity of UK university boards and developed a practical toolkit to ensure board diversity in higher education. The study documented the barriers to achieving diversity in the UK higher education institutions boards. The third article of the journal, titled “Linking Sustainability and Spirituality: The University with a Soul” by Razak and Moten elaborated on key values that higher education needs to convey to link sustainability and spirituality. The fourth article of this issue, titled “Bibliometric Analysis of Research on Scholarship of Teaching and Learning in Higher Education” by Ertem and Aypay documented the results of a bibliometric analysis on research of teaching and learning in higher education. The study documented the influential outlets, topical foci, and key references in research on teaching and learning in higher education.

Analysis of Online Learning Problems in Social Studies Subjects (Scope of Elementary Schools)

At the beginning of 2020, the country of Indonesia was hit by a virus outbreak that we often know as COVID-19. This greatly affects all sectors in Indonesia, especially in the field of education. That is why, the rate of education in this pandemic era is very low. Even so, the Indonesian government always tries to advance education by issuing programs that help Indonesian students to keep learning. For example, by publishing online learning programs (on the network) as well as student quota funds or fees. Although it doesn't run like normal learning in general, this program might help a little. Unfortunately, the consequences of this program also cause many problems or problems that occur. Both internal and external factors. Social studies learning is one of the fields of study that includes social sciences, humanities and social problems of life. At the elementary school level, this learning is one of the important areas to learn, but since learning is done online, there are many things that create an obstacle in this learning. Therefore, it is necessary to solve problems in elementary social studies learning barriers to help realize the importance of social studies learning.

Online Learning on Hindu Religious Religion and Thoughts During The Covid-19 Pandemic at Elementary School in Abang District, Karangasem District

The online learning system is an alternative learning system implemented during the Covid-19 pandemic with the aim of having regulations guided by teachers and students in elementary schools in Abang District, Karangasem Regency, so that learning can be carried out simultaneously to avoid lost learning. Various regulations issued by the government need joint support and commitment to the successful implementation of the online learning system. It is on this basis that this research was carried out to reveal three main problems, namely how is the online learning system in learning Hindu Religious Education and Budi Pakerti carried out at SD Abang Karangasem District?, what obstacles are faced in learning Hindu Religious Education and Budi Pakerti with the online system in SD Abang Karangasem District? and what are the implications of implementing an online learning system in Hindu Religious Education and Characteristics on the cognitive, affective and psychomotor aspects of elementary school students in Abang District, Karangasem Regency? To uncover these three problems, this study was designed as a qualitative research with a qualitative-interpretative approach. Data were collected by observation, interview, and document study techniques. Furthermore, the data were analyzed through interpretive constructivist analysis techniques, namely the construction of individual opinions then compared and a consensus of truth that was relative, subjective, and specific was sought. In the process of analysis, this research relies on constructivist theory, meaningful learning theory, and existentialism theory. Based on the methods and theories, this research concludes as follows. First, the implementation of online learning due to the Covid-19 pandemic, limited availability of online learning components, the existence of regulatory regulations, and avoiding lost learning. Second, the obstacles encountered in implementing the online learning system are the limitations of cellphone devices, quotas for students, regional topography, educational background of parents, and teacher professionalism. Third, the implication of implementing the online system in learning Hindu Religion and Moral Education is that students are less able to take part in online learning so that learning absorption is relatively low from the aspect of student knowledge, aspects of student attitudes become less disciplined, lack ethics, and courtesy, mastery of supporting skills is very limited , learning achievement decreased. This research found important facts related to the online learning system which included a circulating correlation between school infrastructure, geographical location, and the mindsets of implementers and policy makers. Theoretically, it was found that the concepts and theories used in this study correspond to the facts in the field, so that they can be flexibly affirmed in certain aspects as needed. The online learning system at SD Abang District, Karangasem Regency makes a positive contribution in avoiding lost learning.

Turkish educational policy in Central Asia

The article examines Turkey’s influence in the Central Asian region through educational policy in the context of the concept of “soft power”. In addition, Turkey’s interest in the development of the Central Asian region is demonstrated which is due to the fact of the Turkic peoples residing there. Turkey attaches great importance to forging relations with post-Soviet countries, in particularly in the field of education. The author addresses the usage of educational policy influence tools such as creation of lyceums and attracting applicants to Turkish universities. A major increase in quotas for foreign students, dual degree and exchange programs is stated. The author suggests algorithmic approaches to improve the image and increase Turkish education attractiveness through tourism and culture. As the result, the author determines the vectors of Turkey’s future development and draws conclusions on Turkey’s influence potential on the post-Soviet countries.

Iranians as real estate purchasers and international students: Transformation of Turkish-Iranian migration corridor

ABSTRACT In case of migration of Iranian nationals, while Mediterranean countries are hesitant to accept Iranian undergraduate students and do not admit applications from Iranian citizens due to sanctions, Turkey has increasingly been preferred by Iranian students and individuals who purchase real estate in Turkey in return of residency permit in the last decade. By revealing the South-South migration in context of capital intensified migration in Turkey, the article argues that the introduction of citizenship-by-investment category in 2016 regulating the exceptional acquisition of Turkish citizenship and increasing quotas for international students have motivated more Iranian students to apply undergraduate programs in Turkey and Iranian nationals to buy real estate in Turkey. This transformation in Turkish migration domain isin line with the neoliberal logic and demands of market by commodifying both citizenship and education. In unfolding motivations of Iranians, the research utilizes qualitative data collection technique in which I conduct twenty-five semi-structured interviews with Iranian undergraduate students and real estate purchasers. Interviews suggest that the mobility of Iranian students and investors offers a unique example in the Mediterranean region as Turkey has become a plausible option for Iranian nationals who can obtain an alternative way to exit from Iran.

Strategies for optimizing learning activities during the pandemic and new normal

This study aimed to investigate the government’s and parents’ strategies for optimizing learning activities during the pandemic and the new normal in Langsa City, Indonesia, after the COVID-19 pandemic hit the country. Using a structural-functionalist methodology It was assumed that the COVID-19 pandemic triggered change in society as a whole—change in one part would affect other parts—and that in order for education to operate smoothly in society, the government and parents must adapt to the necessary change. To provide empirical data for the study, in-depth interviews were conducted with the head of the educational and cultural office, the head of the religious department, elementary through secondary school teachers, and parents. The government implemented strategies such as school closures and the introduction of online learning, internet quotas for students and teachers, home visits to areas with poor internet signals, and time shifting classes to prevent overcrowding. The government instituted competitions for best school, best teacher, best staff, and best student awards during the new normal in an effort to rekindle students’ interest in learning and teachers’ participation in class. Nonetheless, the pandemic had a positive effect on students’ attitudes toward online learning and parents’ attitudes toward their children’s education. The study concluded that, in the face of a pandemic, government, teacher, and parent cooperation, as well as the ability to adapt to change, were the keys to the success of children’s education under any circumstance.

DISPARITAS MEDIA PEMBELAJARAN PADA ERA DIGITALISASI PENDIDIKAN DI WILAYAH PERBATASAN RI-RDTL (REFLEKSI PEMBELAJARAN ONLINE DAERAH PERBATASAN)

The purpose of the study was to determine the disparity in the use of learning media and the barriers to the digitalization of learning media programs in the border areas of Indonesia and RDTL. The research approach is qualitative with descriptive method. Research informants are principals, teachers and students. Data collection techniques using observation, interviews, document studies, questionnaires. The data analysis technique consists of 3 flow of activities carried out simultaneously, namely data reduction, data presentation and conclusion drawing/verification. The result of the research is that from a total of 17 border area schools with a total of 143 teachers, 122 teachers (85%) did not use digital-based learning media, while 21 teachers (15%) used digital-based learning media. The inhibiting factors for the use of digital-based learning media in border areas are, First, the development of technology-based infrastructure that has not been evenly distributed in the RI-RDTL border area. Second, the absence of free internet access for border area communities has an impact on the availability of internet quotas for teachers and students in carrying out online learning activities. Third, the low knowledge of teachers in managing online learning activities such as the use of digital-based learning media.

IMPLEMENTATION OF LEARNING MEDIA DURING THE PANDEMIC

Implementation Of E-Learning Learning During Covid-19 Pandemic In SMP NEGERI 31 BEKASI. The Covid-19 pandemic that hit Indonesia and impacted the world led the Ministry of Education and Culture and ministry of Religious Affairs of the Republic of Indonesia to implement a policy of learning and working from home. Responding to this policy, SMP NEGERI 31 BEKASI held an E-Learning socialization and in the event SMP NEGERI 31 BEKASI stated that it was ready for E-Learning learning during the Covid-19 pandemic. Therefore, the aim of this research is to describe the implementation of E-Learning learning during covid-19 pandemic in SMP NEGERI 31 BEKASI whether it has been implemented or not after the socialization was carried out. This research uses a qualitative approach, with a descriptive type of research. The technique of collecting data by doing observation, interview and documentation. The research informants consisted of 23: madrasah principals, 6 teachers and 16 students. The technique of determining informants using purposive sampling with data analysis techniques using interactive data analysis techniques. The results showed that the implementation of E-Learning learning during covid-19 pandemic in SMP NEGERI 31 BEKASIafter conducting thquestioning, has been able to implement E-learning well. This is proven by doing 3 stages: the preparation stage, the implementation stage and the evaluation stage. However, there are some obstacles such as the lack of human resources in E-learning learning and limited internet quota for students.

ANALYSIS OF THE PHYSICAL EDUCATION LEARNING PROCESS AT SMP NEGERI 2 MERAL DURING THE PANDEMIC OF COVID-19

The problem of this research was carried out the Covid-19 pandemic which made the learning process at SMP Negeri 2 Meral no longer apply face-to-face learning and conduct learning from home or online learning, made the practice of physical education is not effective and efficiently. This study aims to analyze the learning process at SMP Negeri 2 Meral, Karimun Regency during the pandemic Covid-19. Based on the results of the study, it can be concluded that 1) During the pandemic Covid-19, schools made the decision that the learning process was carried out at home (online learning) because to break the chain of Covid-19 and to implementation this teachers were provided with training to make teachers easier doing online learning in physical education. 2) The physical education learning process during the pandemic using the application WhatsApp both the theoretical and practical assignments according to teacher directions. 3) The assessment process is carried out directly and the teacher directly provides input related the theoretical and practical assignments, in the assessment process using the application Office 365. 4) In the online learning process there are still some problems like lack of IT knowledge (Information Technology Science), and some of the students do not have android phones, its make the learning process not effective and efficient 5) To support the learning process, the school has prepared some facilities like wifi and free quota for teachers and students to make online learning easier.

Strategi dalam mencapai Kapabilitas belajar siswa melalui Smartphone pada era pembelajaran tatap muka

This study aims to determine the strategies used by teachers in achieving student learning capabilities through smartphones in the face-to-face learning era at SD N Tanjungtirto 2. This study uses a qualitative approach. While the data sources are school principals, teachers in grades I – VI, and students in upper grades IV, V, VI. The methods used in data collection are interviews, observation, and documentation. The data analysis technique uses, data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate the strategies that are carried out by the teacher in achieving student learning capabilities through smartphone media by making planning concepts that can make it easier for students to understand the material and maximize the use of smartphone media to make students more interested in learning. The supporting factors are using the WA Group application, Google Classroom, Google Meet, Zoom, Quiz, Canva, PPT, Flipping Book, and learning videos via Youtube as a means of supporting student learning media. Obstacles faced by teachers are in the form of limited time in delivering material, quotas, signals, and rainy weather so the process of delivering material is not optimal. As well as how to overcome obstacles if you experience signal problems, the teacher can send material in the form of pdf, photos, and youtube links through the WA group or can provide compensation in the form of free quotas for students and move to a place where the internet network is more stable.

Analisis Keterjangkauan Sekolah Dasar (SD) pada Sekolah Menengah Pertama (SMP) Negeri di Kecamatan Karangmoncol Kabupaten Purbalingga

In the implementation of the online New Student Admission for public junior high schools in Purbalingga Regency for the 2020/2021 academic year, data was obtained that from 54 public junior high schools that implemented online New Student Admission, there were 29 schools that lacked new students. So that almost all public junior high schools in Purbalingga Regency cannot meet the available quota of new students. Of the 29 schools, there are 4 schools in Karangmoncol District that cannot meet the quota of new students. This research method is carried out by describing the conditions of the research area based on real conditions, namely knowing the number of elementary school graduates and the location of junior high schools against the lack of new students in public junior high schools in Purbalingga Regency. There are 23 elementary schools in the district. Karangmoncol spread over 11 villages, a sample of 1 school was taken in each village. And the results obtained from the secondary school of elementary school students in Karangmoncol District. Of the 329 elementary school students who graduated, 64% continued to junior high school, 24% continued to Madrasah Tsanawiyah, 10% continued to Islamic boarding school and 2% did not continue their education. It can be seen that not all elementary school graduates continue their education to junior high schools in Karangmoncol District. Based on the affordability map of junior high schools in elementary schools in Karangmoncol District, the unfulfilled quota of new students in 2020/2021 can be seen from the affordability based on Chiara's theory (1975) with a spatial radius of 800 m to 1200 m State Junior High School organizers for the affordability of the location of State Junior High Schools in Karangmoncol District.
