Abstract

This study is based on recognition that it is required to look at the process of transformation of higher education policy which has been promoted to strengthen university autonomy for the sake of setting university autonomy as the basic direction of higher education policy and of specifying or clarifying it. The aims of this study is to explore the evolution process of higher education policy which includes strengthening university autonomy as its promotion work. For this purpose, the leading policies, presented from the ‘5・31 education reform’ to the Moon Jae-in government, were analyzed based on their contents and consequences(intended and unintended) in the areas of organization, finance, staffing, and academic, which are areas proposed by the EUA. As a result of this study, it was found that university autonomy were pursuited in the area of organization, through establishment of a university, incorporation of a national university, election of a president, and in the area of finance, by changing budgetary support from institution-based to student-centered, loosening regulations on using their budgets, and consolidating government’s financial aid projects. And university autonomy was tried to be enhanced with regard to the appointment of professors in the area of staffing, while attempts were made to strengthen the autonomy of the university in terms of student quotas, student selection, and quality assurance in the area of academic.
