ОСОБЛИВОСТІ ОРГАНІЗАЦІЇ АРХІТЕКТУРНОГО СЕРЕДОВИЩА СУЧАСНОЇ УКРАЇНСЬКОЇ ШКОЛИ

The quality of education in Ukraine is gradually decreasing. One of the main reasons for developing such a problem is the outdated organization of the educational environment. A properly designed architectural environment significantly affects the quality of education in the country. The article examines the question of rethinking the architectural qualities of the school building in the national discourse. Using examples of foreign experience, modern trends of high-quality and, most importantly, effective educational space are traced. It was found out that the current level of educational institutions of general secondary education in Ukraine does not meet standards everywhere. In this regard, an analysis of regulatory documents that entered into force in the last 7 years was carried out. As a result of the research, it was determined how exactly they influenced the design features of school institutions. In general, it was established that the national discourse in the field of education selectively meets modern requirements, but this is not enough to uniformly raise the level of education throughout the state.

At the present time, the process of rapid filling with new means of information technologies of higher education, which lead to qualitative assessment of knowledge, using all possible modern methods of the educational process, continues in Ukraine. The rapid development of information technologies fills society with the latest opportunities, which, in turn, facilitate human activity in all spheres of life. The creation of a unified educational information environment, when using new information technologies, significantly increases the quality of education in Ukraine and is a priority task of informatization of the education system of our country and will provide equal opportunities for citizens to receive education of various degrees and levels, as well as integrate into the world educational and information space of Ukraine. Control over the educational activity of students is the most important component of the pedagogical system and an integral part of the educational process, which is intended to determine the success of education for each student or student, to analyze the results obtained, and, subsequently, to correct the educational process. Improvement of the assessment system, modernization of the diagnosis of student learning is a tool for improving the quality of education along with reforming its content. In modern conditions of the development of the latest technologies, the task of constantly updating the knowledge of specialists is urgent. Computer-based learning tools play an important role in solving this problem. The use of information technologies in education allows for the individualization of educational processes, providing operational self-monitoring and control with the help of error diagnosis and feedback.Testing as a form of control and diagnosis of students' knowledge is becoming increasingly widespread in the educational process and in the field of professional pedagogical activity, as it has certain advantages over other forms of control of knowledge and skills, in particular, the possibility of covering a large amount of material. In the modern conditions of professional and technical education in Ukraine, the possibility of automated formation of the test, the possibility of automated verification of test results, increasing the objectivity of evaluation and reducing bias in the evaluation of knowledge is gaining importance.

MONITORING THE QUALITY OF HIGHER EDUCATION AS A PRIORITY FOR EFFECTIVE EDUCATION IN UKRAINE

The research problem. The experience of implementing monitoring in the activities of higher education institutions suggests that it is a necessary element of ensuring the quality of education in today's conditions, so this topic is extremely important and needs to be researched. The aim of the article is to analyze the monitoring of the quality of higher education as a priority task of ensuring effective education in Ukraine. Methods used during the research are the search on the available methodical and scientific literature with the analysis of the found material, systematization and concretization. The main results of the study. The article examines the concept of monitoring, its role in the educational process and the features that characterize it. Monitoring is one of the most important means of changing the information space, as it increases the efficiency, objectivity and accessibility of information. Therefore, the purpose of monitoring is to promptly identify all changes taking place in the field of education. The concept and essence of the quality of education are analyzed, its main components are indicated. The functions of educational monitoring at the university level are listed. The regularities, on the basis of which the quality management of the educational process in the higher educational institution is managed, are indicated. The tasks of internal control of state institutions of higher education are also outlined and the role of internal control in the system of management of higher educational institution is analyzed. Analyzing the place of internal control in the management system of the higher educational institution of the public sector, it can be noted that it is responsible for conservation of material resources and efficiency of their use; adequacy and effectiveness of management decisions; compliance with current legislation, prevention and detection of violations; sufficiency, accuracy and relevance of information created and transmitted for management decisions; and preservation of confidential information. The tasks of the State Service for Education Quality are listed. The directions of improving the quality of education in Ukraine are studied. In order to improve the quality of higher education in Ukraine, the following areas are outlined: strengthening the links of educational institutions with industry and business; improving the tender ratio and security; use of the latest technologies and innovations; defining conditions for exchanges of students and teachers within the EU, etc. The quality of higher education depends on a clear, balanced state management of the education sector and effective management of the higher education institution, its clear and coordinated work in accordance with state standards and requirements for the content of educational services. The scientific novelty of the research results lies in the possibility of outlining new ways to assess the quality of higher education. Conclusions and suggestions. In order to improve the work on increasing the quality of education, the following measures should be taken: to develop recommendations for the implementation of national standards and recommendations for ensuring the quality of higher education in the European area; to increase the international level of Ukraine's participation in the external quality assurance system of education; to increase the level of student participation in the national quality assurance system; to introduce criteria for determining the ongoing monitoring of the quality of higher education, taking into account world, European and national experience, etc.

FEATURES OF USING MODERN INNOVATIVE TECHNOLOGIES IN POSTGRADUATE EDUCATION

The problem of the quality of higher education in Ukraine has always occupied one of the first places in the national rating. Since the improvement of the quality of training is an urgent problem in the system of postgraduate education, a modern approach to the process of training doctors-students in advanced training courses and doctors-interns should include the introduction of new educational (pedagogical, information and telecommunication) technologies. In the context of the COVID-19 coronavirus infection pandemic, all higher medical institutions have to increasingly change the generally accepted and time-tested approaches to providing quality education to doctors and introduce modern innovative technologies into the educational process. The experience and analysis of the features of the introduction of modern innovative technologies at the postgraduate stage of education presented in the article will help to significantly improve the effectiveness of mastering both the theoretical and practical part of training in each medical specialty.

METHODOLOGY OF TEACHING THE STUDY-TECHNOLOGY DISCIPLINE TO FUTURE BORDER OFFICERS

The purpose of the article is to analyze the content of the methodology of teaching the course «Start-up-technology» to future border guards. Applied research methods: search and bibliographic (for systematization and organization of the source base; system and subject analysis (to clarify the content of scientific and pedagogical concepts and categories in accordance with the research problem); analysis of scientific and methodological literature, dictionary and reference literature). The article highlights the specifics of the methodology of teaching the discipline «Start-up Technology» to future border guards. The authors touched upon the problems of the quality of higher education in Ukraine, and in particular higher military education. A number of scientific works on the research problem are analysed: publications, monographs, and dissertations. The essence of the methodology of teaching «Start-up-technologies» the authors revealed on the example of the specialty «Telecommunications and Radio Engineering» at the Border Academy. The main features of the methodology are: construction of the working program of the prescribed discipline, taking into account the content of the professional activities of border guards; the distribution of classroom hours was carried out in such a way that most of them provided practical training for future border guards. Approximately 26 teaching hours out of 46 classroom classes are practical classes, the rest are lectures and seminars; a wide range of pedagogical technologies was used during practical and seminar classes with future border guards: from interactive conversations to collaborative technologies; ensuring interdisciplinary communication, as «Start-up technologies» are related to the disciplines «Philosophy», «Political and economic systems», «Project management» and others; use of managerial potential of academic discipline, in order to form the ability to make decisions and awareness of responsibility for these decisions; formation of a new style of thinking, demonstrated by the owners of start-ups around the world; expanding the worldview of border cadets; ensuring the education of future border officers, in particular such qualities as tolerance, restraint, etc.

Evolution of the Content and Quality of Standardized Tests in Mathematics in Ukraine

The evolution of the content and quality of written state standardized final and entrance testing in mathematics in Ukraine, from the first attempt to implement in 1994 until now, is considered in the article. We describe the features and stages of development of Ukrainian standardized tests in mathematics (external independent assessment and state final attestation), analyze the causes of successes and failures and also prospects for their further improvement. Based on our own statistical experiment, we compare the quality of mathematical preparation of Ukrainian graduates who entered the pedagogical universities of Ukraine in 1994, 2005 and 2020. According to this experiment, we draw conclusions about the existing problems of ensuring the proper quality of mathematics education in Ukraine and give recommendations on possible solutions to these problems.

Effectiveness of distance and online education services in the context of the coronavirus pandemic: experience of empirical sociological research in Ukraine

The article presents the results of three empirical sociological studies conducted by the Educational Service of the Commissioner for Human Rights of Ukraine, the Institute of Information Technologies and Teaching Tools of the National Academy of Pedagogical Sciences of Ukraine and the State Service for the Quality of Education in Ukraine. The research is of a search nature, it was conducted using the method of spontaneous sampling among Internet users. Despite the weak representativeness, due to the omission of some significant categories of respondents in the course of the research, this method of sampling is quite appropriate in the context of limited physical accessibility in the context of quarantine measures associated with the spread of corona virus. The main purpose of the presented research was to determine the range of problems associated with the forced transition of the secondary and higher education system to distance learning.

FINANCIAL AND LEGAL ENSURES EFFECTIVE DEVELOPMENT FOR HIGHER EDUCATION IN UKRAINE

Due to the low level of the competition of Ukrainian education in the global educational space, to the inefficiency of the model of financing to pedagogical activity in higher education, the issue to improve the legislative and regulatory framework for financing of pedagogical activity has been actualized. It is in order to achieve the goals of reform in higher education and the main missions of higher education institutions that it is necessary to ensure a qualitative updating of the legal framework in the field of higher education financing, in particular for the provision of pedagogical activities. In view of this, the aim of this article is to substantiate the directions for improving the legal framework of financing quality of pedagogical activity in higher education in Ukraine in the present conditions. In the course of the research on the basis of literary generalization, the main indicators of the effectiveness of pedagogical activity in higher education and the shortcomings of the legislative base of its financing have been determined. Based on factor analysis and performance indicators for 2000—2019, the prioritization of factors effectiveness of the pedagogical activity has been determined and the impact of funding sources on the factors of pedagogical effectiveness in higher education. Using the autoregressive method, vector autoregressive models of the impact of financial support on pedagogical effectiveness has been formulated. The peculiarities of the influence of the sources of educational financing on the factors of the effectiveness of pedagogical activity have been argued. With the using of structural and logical modeling, the model of improving the regulatory framework of the regulation of the quality of higher education was proposed, have been taking into account the nature of the impact of the level of financing to the effectiveness of the pedagogical activity. The model proposed was based on the regulation of the main educational normative of legal acts for the introduction of the principles of the model of financing pedagogical activity using performance-based financing indicators. The results of this theoretical and empirical research have scientific value and applied character. The practical implementation of the proposed measures would become a basis of the formation of a decent and progressive legal framework for the implementation of an effective model of financing pedagogical activities. This would help to improve the quality of higher education in Ukraine, stimulate higher education institutions to form a new model of behavior — quality and efficiency above all.

Chair of HGV and HSER of KNUCEA: 90 years of the path from classical traditions to the future of education

The article analyzes the relevance of the traditional components of the educational process in a higher technical school on the basis of 90 years of experience in training engineers at the chair of Heat and Gas supply, Ventilation and the use of Thermal Secondary Energy Resources of the Kharkov National University of Civil Engineering and Architecture. In particular, the developed laboratory and technical base, targeted educational and methodological support, close communication with related departments of other higher educational institutions, the ultimate coordination of the scientific activities of the chair with the needs of production, the presence at the chair of teachers with extensive experience in practical activities in the specialty, systematic training of their own talented highly qualified teaching staff, the combination of teaching and research work of the chair staff with administrative and social activities at the university, continuity and stability of the department leadership.
 It also analyzes promising ways and methods of improving the quality of higher education in Ukraine in the third decade of the 21st century. Among these activities, the close integration of training with production, increasing the competitiveness of a future specialist in the face of dynamic changes in the world labor market, training of teachers in foreign universities or design and production firms, attracting students to scientific work at the early stages of training, the formation of professional competencies among undergraduates of higher technical educational institutions according to the Washington Agreement (WA), improving the organization of students “independent work”, implementing the imperative in the student's mind about the need for professional self-improvement throughout life and teaching him the skills of this self-improvement, enriching the standard components of the educational process with additional non-standard creative "zest", stimulating students' creative imagination for extraordinary ideas and projects.

Th e educational novations that have already proven their eff ectiveness and relevance at the level of pilot projects, programs, practices, including in other countries, are considered as one of the ways to improve the quality of education in Ukraine. It demands using the applied potential of the concept of scaling up, which allows to justify the structure and algorithm of interrelated actions at diff erent institutional and managerial levels. Th e relevance of the article is determined by the fact that a scaling up in the fi eld of edu cation at international level is currently infl uenced by interdisciplinary intelligence and the rapid accumulation of empirical data in new areas of educational activities, including sus tainable development. However, among domestic scientists and experts, the topic of scal ing up still remains undervalued. Th is presupposes the expediency of generalizing the con ceptual framework and institutional scaling up practices for further conceptualization of the scaling up process. Th e purpose of this article is to formulate a multidimensional conceptualization of scal ing up of educational novations, which takes into account modern theoretical and empirical studies of scaling up in socially signifi cant areas, as well as the logic of consistency of key components, processes and results of scaling up. Th e novelty of this study is characterized by the following provisions. Th e multidimen sional conceptualization of scaling up of educational novations was further developed. It is suggested to consider novation as a scaling object, because this notion is broader than innova tion and covers a wider range of educational activities, including the implementation of sus tainable development principles. Th e necessity to introduce the English term “scaling site” into the domestic scientifi c circulation is grounded, which is important for understanding and interpretation of the scaling up conception. Among the results of the study it is worth noting the author’s proposed visualization of the scaling up model, which generates various interdisciplinary ideas and structures of the scaling up process from a systemic point of view and covers the key stages and cycles of scal ing up. Th e focus is also on elements and strategies of scaling up (subjects, contexts, dimen sions, resources and fi nancial models, approaches and drivers of scaling up), adaptation sce narios (sites, levels, sectors, cycles and duration of scaling up) and object transformation sce narios (including the monitoring and evaluation). Th e study allows concluding that it is appropriate to use the scaling up conception in areas of educational activities, for which the eff ectiveness and rates of implementation of relevant novations are critical.

Professional Training of Teachers in the United States as an Example for Improving the Professionalism and Competence of Pedagogues in Ukraine

The process of reforming of the system of compulsory secondary education in Ukraine challenges teachers and determine new requirements for them. The study and analysis of teachers’ professional education and training in other countries are one of the main ways to settle strategic directions of pedagogical education modernisation and thus to improve the quality of education in Ukraine. The national education systems of Ukraine and the USA are functionally common despite some differences in cultural and social aspects. This makes it possible to use the experience of the USA in reforming the system of professional preparation of teachers in Ukraine and improving their educational and professional qualifications. The study aims to make a comparative analysis of professional education and training of teachers in the USA from professionalism and competence and propose a way to adjust the most successful American experience to Ukrainian conditions. The study applies a comparative-historical method to compare socio-pedagogical phenomena and views. The structural method makes it possible to consider the pedagogical process based on system components of theory and practice of professional education of teachers. The prognostic method is used to ascertain the successful experience of the USA and outline the prospects of its implementation in Ukraine. Our research concludes that the system of professional preparation of teachers should be improved in order to increase the educational potential of the country. The study reveals a significant contrast between academic competence and professional qualification of teachers. It is determined that the objectives for professional preparation of secondary school teachers are the following: improving teaching competence, the combination of teaching practice and pedagogical theory and integration of pedagogical subjects and subjects of specialisation.

QUALITY ASSURANCE OF HIGHER EDUCATION AS A PRIORITY DETERMINANTS OF FORMATION INNOVATIVE SOCIETY IN UKRAINE

Th e article discusses the features of the innovative type of social development and reveals the essence of an innovative society. The conditions of its formation. Particular attention is given to the quality of higher education. We study the system of higher educa- tion quality: quality of higher education building, the quality of the process of higher edu- cation and quality results of higher education. Different approaches to ensure the quality of higher education as a prerequisite for becoming an innovative society in Ukraine. Critical to the innovative development of higher education Ukraine should solve the problem of quality assurance. Its review should be carried out in the context of the Bologna Process, to which Ukraine was in 2005. Being a member of the Bologna process, Ukraine has committed to work to bring the quality of national education in line with Europeanм standa r d s and harmonization of legal and regulatory changes in higher education accord- ing to the standards and recommendations of the European higher education. The real change in the quality assurance of higher education institutions of higher education must take place with the implementation of the Law «On higher education», according to which the defined quality assurance system of higher education, which consists of: 1) system of universities as educational activities and quality of higher education (sys- tem of internal quality assurance); 2) a system of external quality assurance of higher education institutions and quality assurance; 3) quality assurance system of the National Agency for Quality Assurance in higher education institutions and independent assessment and quality assurance. Effective tool to ensure the quality of higher education in Ukraine serve European and national qualifications framework, including Qualifications Frame- work European Higher Education Area (2005), the European Qualifications Framework for lifelong learning (2003), the National Qualifications Framework (2011) and the imple- mentation of internal and external quality assurance in accordance with the standards and guidelines for quality Assurance in the European higher education area. Thus, innovative society marks a transition from a society based on industrial technologies to society, the basic content of which is innovation. It connects humanity with innovations its future fate, seeing them as the main source of social needs and the most important means of solving practical and spiritual problems. One of the most important conditions for innovative development of Ukrainian society is quality assurance, to ensure which requires imple- mentation of competency approach to the analysis of the quality of higher education, the implementation of complex tools of internal and external quality assurance in accordance with the standards and recommendations of the European Higher Education as a basis for the integration of the national system of quality assurance in the European system of as- sessment of learning outcomes of higher education applicants.

ПРОБЛЕМИ ЗАБЕЗПЕЧЕННЯ ЯКОСТІ ВИЩОЇ ОСВІТИ В УКРАЇНІ

The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.

HIGHER ECONOMIC EDUCATION IN CONCEPTS OF SYNERGETIC PARADIGM NONLINEAR THINKING

The purpose is to investigate the potential of synergetic paradigm of nonlinear thinking to improve the quality of higher economic education in Ukraine. Methodology is based on the principles of objectivity, consistency, development of bottlenecks which allow investigating the existence of modern higher economic education in Ukraine due to the transitional stage of the country and worldwide globalization processes and crises associated with them. Scientific novelty. Synergetic paradigm nonlinear thinking is offered by the author as a promising alternative for getting out of this situation, to improve the quality of training in higher economic education. This will ensure that the conditions for the growth of the country's competitiveness internationally will improve the socio-economic situation in Ukraine. Conclusions. Modern economic education as a form of knowledge and learning requires active use of synergistic methods for its modernization and output to a new level of training future specialists and economists. In fact, synergy and self-organization becomes a modern paradigm of development and learning. Modern education strategy must reflect the ideas and principles of synergy.
