The Role of the Education Office in Increasing Public Interest in Public Schools

The focus of this research is to analyze using literature studies on the strategies and policies of the Education Office in increasing public interest in entering public schools so that it is expected to have a positive impact so that the Education Office in the regions, especially areas that experience a decrease in the number of students and are constrained to increase students in the process of accepting new students. The method used in this study is the literature study method. The literature study method, also known as literature study, is a technique for collecting data and information by examining written sources such as scientific journals, reference books, encyclopedias, and other reliable sources either in written form or in digital formats that are relevant and related to the object being researched. Increasing public interest in attending public schools is a challenge that the Education Office must face as a government agency responsible for the implementation of education in the regions. Through a comprehensive strategy, including improving the quality of education, increasing access and equity in education, as well as improving the image and reputation of public schools, the Education Office can play a strategic role in encouraging community participation to take advantage of public education services. This effort will impact the quality of education and the development of superior and competitive human resources in the future. The Education Office's policy of increasing public interest in attending public schools is an important and strategic effort. Through various comprehensive policies, such as improving the quality of public schools, expanding access and capacity, as well as socialization and providing incentives, the Education Office can realize the goal of equitable distribution and improvement of the quality of education at all levels of society.

Upaya Meningkatkan Kepedulian Masyarakat Dalam Pembayaran Pajak Bumi dan Bangunan

Land and Building Tax (PBB) is one of the revenues for local governments which is very important for funding infrastructure development, health services, education and other public services. PBB has a very significant role in community compliance and awareness in paying PBB in various regions is still said to be low. This is usually caused by several factors such as a lack of socialization, minimal transparency in the use of PBB funds, and low public awareness of the use of PBB payments, which is the main cause of low taxpayer compliance. The aim of this research is to identify strategies to be implemented to increase public awareness and compliance in paying PBB. This research uses a qualitative approach using observation and documentation methods. This research shows that the results show that by having regular outreach campaigns or outreach, utilizing information technology in the payment process, as well as developing a compensation and public quality improvement system funded by PPB, it will be an effective step to increase public compliance in paying taxes. Apart from that, involving several community leaders and non-governmental organizations in tax awareness outreach or education is also able to strengthen community responsibility and participation in regional development. By implementing existing strategies, it is hoped that we will be able to overcome problems such as low awareness and low community compliance in PBB payments, which will then be able to support the sustainability of the ability to achieve goals in implementing regional development programs

Rational cuts? The local impact of closing undersized schools

The availability of public education services can influence residential choices. Therefore, policies aimed at ‘rationalising’ service provision by reducing the number of undersized nodes in the public school network can lead to population decline, especially in spatially isolated areas lacking valid alternatives to the removed services. This paper examines the demographic and income effects of primary school closures by exploiting an Italian education reform that resulted in the contraction of the school network. We assess whether school closures impact households’ residential choices, over and above preexisting negative population trends that motivate school closures. Our findings indicate that municipalities affected by school closures experience significant reductions in population and income. The effect is primarily driven by peripheral municipalities located far away from economic centres and distant from the next available primary school. This evidence indicates that school ‘rationalisation policies’, by fostering depopulation of peripheral areas, have an influence on the spatial distribution of households and income, thus affecting territorial disparities.

[Purpose] The purpose of this study was to analyze foreign private tutoring demand markets and demand management policy trends. The aim was to present implications necessary for managing the domestic private tutoring market. [Methods] In this study, using 103 domestic and foreign research materials, domestic and foreign private tutoring demand markets were analyzed in terms of participation rates of private tutoring, gaps in private tutoring expenses between classes, participation backgrounds and its purposes, and response measures and policies trends for private tutoring demand management were further analyzed as well. [Results] First, the participation rate results of private tutoring over all showed increasing trends across East and West countries regardless of rich or poor, capitalist or socialist, and its more increase due to the COVID-19 pandemic. The participation rates of private tutoring was higher among students with parents in socioeconomic status, who lived in cities, and had top grades, and the gaps in private tutoring expenses between classes were a factor causing social imbalance. Second, the backgrounds and purposes of participating in private tutoring were being formed by being linked to current or changing education, social culture, economy and policy. Although they were somewhat different depending on the education systems and overall conditions of each country, there was the common ground arisen from parents' human nature and desire who wanted their children to live a stable life in the future. While the backgrounds and purposes of private tutoring participation were driven from expectations for usefulness of private tutoring, it partially led to the factor causing the harmful effects of private tutoring. Third, each government's measures and policies for private tutoring demand management were somewhat different depending on the government's perspective on private tutoring and its level of the economy, but those most representative ones included strengthening public education, expanding after-school and care services, supporting the vulnerable social group, improving tests in schools and entrance examination systems, and reforming curricula in schools. These policies lowered students' burden of learning and parents' burden of educating and raising their children, but did not produce clear results in reducing the demand for and dependence on private tutoring. [Conclusion] In order to manage the private tutoring demand market, the multifaceted and complex aspects surrounding private tutoring must be understood deeply, and realistic policies suitable for interests of individuals and their society must be established through evaluations of the harmfulness and usefulness of private tutoring.

The empirical evidence of digital trends in more disadvantaged European Union regions in terms of income and population density

AbstractRemote rural and postindustrial regions are much more vulnerable to population drain in comparison with industrialized centers and capitals, due to obvious reasons such as meager job opportunities, difficulties in accessing public services in education, healthcare and transport, housing, entertainment, lack of integration with other territories and, finally, less advanced levels of digitalization. This represents an open challenge for the European Union within the framework of its Cohesion Policy. This paper analyzes the impact of digital trends, represented by the percentage of the population with access to internet and broadband and the percentage of individuals who buy goods and internet services (percentages provided by Eurostat) in less populated EU NUTS2 regions with lower income, on the crude population growth rate composed of natural changes in population and migratory flows and on the unemployment rate by applying panel data analysis. It has been possible to confirm that digitalization has a positive impact on natural changes in population in EU regions with lower economic development. On the contrary, the unemployment rate does not affect natural changes in population, but it does have a negative impact on migratory flows. The findings show that digitalization may contribute to reversing negative demographic trends in more disadvantaged EU regions in terms of income and population density.

Local Public Education Services: Key Tensions and Challenges for School Principals

La Ley 21.040 de 2017 crea el Sistema de Educación Pública en Chile, conformado por el Ministerio de Educación, la Dirección de Educación Pública y los Servicios Locales de Educación Pública. Estos últimos reemplazan la gestión y responsabilidad que tenían a cargo las municipalidades y los establecimientos educacionales, constituyendo organismos públicos especializados en la gestión educacional, descentralizados funcional y territorialmente, con planta propia de personal profesionalizado, personalidad jurídica y patrimonio propio. Como objetivo se plantea comprender cómo los directores de centros escolares han vivido y gestionado la desmunicipalización y traspaso a los Servicios Locales, qué tensiones y desafíos abordan. Para ello, se propone un estudio mixto cuali-cuanti, con diseño secuencial explicatorio, aplicación de encuestas y entrevistas a directores/as de establecimientos pertenecientes a los Servicios Locales. Los resultados evidencian que los/as directores/as son consistentes en manifestar como principal tensión la gestión administrativa, referida a la disposición oportuna de recursos (63%), el involucramiento de los Servicios Locales con las escuelas (58%), los planteamientos y regulaciones de la convivencia escolar (42%) y el monitoreo de la enseñanza y el aprendizaje (41%). Se concluye como desafíos la instalación de capacidades y condiciones especializadas en las escuelas y en los SLEP para avanzar hacia una real calidad de la educación chilena.

Dr. Vulimiri Ramalingaswami was an Indian biomedical scientist who rose to fame in the 20th century. He became well-known during his lifetime. Possessing a sharp mind, well-developed communication skills, a love of research and teaching, and a strong commitment to public welfare, he set an unwavering path to success in any field he decided to pursue. He broke new ground in administration, public service, research, and medical education. He was endowed with an enigmatic charm that won the respect of everyone he encountered. He made his students and coworkers leaders by setting a good example. As a result, he excelled in representing Indian biomedical research abroad. He was well known for his ability to think clearly, to present ideas and thoughts either orally or in writing with eloquence, and to do so in a straightforward manner.

Women and Illegal Trade in Wildlife: A Nigerian Case Study

ABSTRACT Wildlife crime has become a topic of international attention and concern over recent years, and women play a variety of roles in this gray economy. Utilizing qualitative investigation to gain insider accounts, this study examines women input in wildlife crime in communities neighboring a forest reserve in Nigeria. Findings show that bush-meat hunting, wood and timber harvesting are the most pervasive illegal trade in wildlife in the study area. While men mostly perform these trades, women play subordinate roles in the midst of several expressions of physical injuries plus psychological and sexual abuse. Findings show that these activities often provide better economic opportunities for poverty-afflicted women as most of them involve in the trade are unemployed and single-mothers trapped in the dilemma of extreme poverty and a resilient commitment to motherhood, wanting to give their children at least, a better life. The study concludes that women are active participants in illegal trade in wildlife and prevention approaches should involve but not limited to public services education and alternative livelihoods for women such as jobs, business start-ups, and sustainable agriculture.

Sustainability of the Public–Benefit Preschool Education Service System in China: Evidence from a National Study

ABSTRACT Research Findings: This study aimed to evaluate the sustainability of the public benefit preschool education service system (PPESS) in China from the perspective of preschool education administrators, principals, and teachers using a newly developed and validated instrument, the Public-benefit Preschool Education Service System Rating Scale (PPESS-RS). Altogether, 349 administrators, 255 principals, and 1,118 teachers from the PPESS were randomly surveyed nationwide. First, analysis of the psychometric properties revealed that PPESS-RS is a reliable and valid scale with five constructs: Policymaking, investment, kindergarten supply, kindergarten management, and caring for the vulnerable. Second, empirical evidence shows that the sustainability of the PPESS is positively evaluated by stakeholders, especially in kindergarten management and policymaking. However, problems persist in terms of investment, kindergarten supply, and caring for the vulnerable. Third, analysis of variance revealed significant differences among geographical regions, urbanicity, and kindergarten types. Practice and Policy: The findings demonstrate that the central and local governments in China need to increase financial investment and improve the investment structure in preschool education, and educational authorities should increase their support for kindergartens in disadvantaged areas to address the disparities in preschool education between urban and rural areas and among different types of kindergartens.

National educational platforms of China as an effective resource for international cooperation

The purpose of this article is to study the experience, characteristics and influence of China in the field of education in the context of digitalization, based on the international version of the National Platform for Public Services of “Smart Education” of China and the National Platform for “Smart Education”. The research materials describe the status of the creation of platforms, discuss the main content features of these platforms, including electronic learning resources, service projects, extensive support in six languages and many other functions. The presented material discusses the impact of digitalization on education in China. The authors try to justify the use of Chinese national platforms, as a certain resource for international cooperation, academic mobility of students and teachers. By studying the international version of China’s National Smart Education Public Service Platform and the National Smart Education Platform, we can gain a deeper understanding of China’s experience and characteristics in the digitalization of education, as well as its implications for the development of global education in the context of digitalization.

Association of mental health related quality of life and other factors with treatment seeking for substance use disorders: A comparison of SUDs rooted in legal, partially legal, and illegal substances.

The association of subjective mental health-related quality of life (MHRQOL) and treatment use among people experiencing common substance use disorders (SUDs) is not known. Furthermore, the association of a given substance's legal status with treatment use has not been studied. This work aims determine the association of MHRQOL with SUD treatment use, and how substance legal status modulates this relationship. Our analysis used nationally-representative data from the NESARC-III database of those experiencing past-year SUDs (n = 5,808) to compare rates of treatment use and its correlates among three groups: those with illicit substance use disorders (ISUDs); those with partially legal substance use disorders, i.e., cannabis use disorder (CUD); and those with fully legal substance use disorders, i.e., alcohol use disorder (AUD). Survey-weighted multiple regression analysis was used to assess the association of MHRQOL with likelihood of treatment use among these three groups, both unadjusted and adjusted for sociodemographic, behavioral, and diagnostic factors. Adults with past-year ISUDs were significantly more likely to use treatment than those with CUD and AUD. Among those with ISUDs, MHRQOL had no significant association with likelihood of treatment use. Those with past-year CUD saw significant negative association of MHRQOL with treatment use in unadjusted analysis, but not after controlling for diagnostic and other behavioral health factors. Those with past-year AUD had significant negative association of MHRQOL with treatment use in both unadjusted and adjusted analysis. If legalization and decriminalization continue, there may be a greater need for effective public education and harm reduction services to address this changing SUD landscape.

Determinants of animal disease and nontherapeutic antibiotic use on smallholder livestock farms.

Reducing nontherapeutic antibiotic use (ABU) in livestock animals has been identified as an important way of curbing the growth of antimicrobial resistance (AMR). However, nontherapeutic ABU may be important for managing animal disease. In order to reduce nontherapeutic ABU, farmers may need to implement other complementary interventions to safeguard animal health and minimize risk. We should therefore investigate if nontherapeutic ABU is associated with better animal health outcomes before advocating to reduce it. We should also investigate non-antibiotic factors which protect animal health and can make nontherapeutic use less necessary, as well as factors which can encourage farmers to improve their antibiotic stewardship. The study investigated these questions using data from the AMUSE survey, which is designed to evaluate knowledge, attitudes and practices relating to AMR in smallholder livestock farms. The sample included 320 animal herds from 216 smallholder livestock farms in Burkina Faso, with livestock species including poultry, small ruminants, and cattle. The determinants of the occurrence of animal disease and nontherapeutic ABU were investigated using binary logistic regression. Results revealed that nontherapeutic ABU was positively associated with animal disease, although the potential reverse causality of this relationship should be investigated further. Going primarily to a public veterinarian for animal health services, and having a higher level of formal education, were negatively associated with the occurrence of disease. Going primarily to a community animal health worker was positively associated with using antibiotics nontherapeutically, whereas going primarily to a public veterinarian was negatively associated with this outcome. Having an animal health professional (of any kind) provide diagnosis and treatment was positively associated with nontherapeutic antibiotic use for goats and sheep. These findings support the expansion of education access and public veterinary services as a way to encourage better antibiotic stewardship while guarding against any animal health risks associated with doing so. They also highlight that animal health professionals other than public veterinarians may prioritize animal health outcomes over antibiotic stewardship goals.

Nonprofits into the core? An early assessment of potential curricular changes after the 2019 NASPAA standards amendments

ABSTRACT This article explores the integration of nonprofit content into the MPA core curriculum following NASPAA’s standards amendments in 2019. These amendments underscore the increasing recognition of nonprofit management as a fundamental element of public service education. The analysis examines the evolving landscape of nonprofit education programs and the challenges encountered in integrating nonprofit management into public administration curricula, providing insights into the current state of nonprofit education in MPA programs. It also suggests how programs are proceeding with core integration. Results from a survey of MPA program directors across the United States are presented, revealing a call for ongoing discussions and research to navigate the complexities associated with integrating nonprofit management education into core curricula.

Manajemen Konflik dalam Mewujudkan Good University Governance : Analisis Penanganan Konflik Kebijakan di STITNU Al Farabi Pangandaran

Conflict is an unavoidable phenomenon in every organization, including in higher education. Effective conflict management is key in realizing good governance in public services in higher education. This case study aims to analyze conflict management that is directly related to Good University Governance in STITNU Al-Farabi Pangandaran college. The research method is a case study with a qualitative approach. Data collection techniques through direct observation to the field and interviews with several participants. The results showed that policy conflicts in public services in higher education, namely STITNU Al-Farabi Pangandaran, can occur due to a lack of communication between the various parties involved, such as college managers, students and lecturers. In the context of handling policy conflicts, universities need to have a mechanism that can accommodate all parties involved to convey complaints and problems faced. To minimize or prevent conflicts from occurring, every college must apply the 5 principles of Good Governance; Transparency, Accountability, independence, responsibility and fairness.

"Four Strategic Approaches": From a Dilemma to a Strategy for Improving the Quality of Public Education Services

The implementation of policy measures aimed at granting educational autonomy to schools, so granting them substantial managerial authority, has not effectively resolved the issue at hand. School-based administration only focuses on substantive education service matters, whereas the Ministry of Education and Culture oversees public schools and the Ministry of Religion oversees religious schools. This study employs a strategic management methodology to reveal diverse perspectives on these matters inside the organization's strategic operations. Interviews conducted with 30 high-ranking officials from the two technical organizations responsible for overseeing regional education services in the province indicated that there was still a significant disparity of around 50% between the desired number of teachers in the regions and the actual number of teachers already employed. Interviews conducted with 60 school principals in various regions have revealed a significant scarcity of teachers and a prevalence of instructors with subpar qualifications. Observations and document analysis confirm the existence of objective reality, identify obstacles, and offer data for developing initiatives to enhance service quality. This study presents a problem-solving framework known as the "Four strategic approaches" to enhance the quality of educational public services. This strategy model focuses on two service components that provide challenges: (1) the provision of comprehensive educational services by school institutions, and (2) the administration of education services by the regional Ministry of Education and Culture and Ministry of Religion. The text examines the primary stakeholders in secondary education services and presents four strategies to mitigate both direct and indirect risks and provide solutions.

The Construction of the Measurement Model of Balanced Development of Compulsory Education Resources based on the Hierarchical Analysis Method

The balanced development of compulsory education is an important measure to fully implement the equalization of basic education public services, promote education equity, and maintain social justice. Among the paths to the realization of balanced development of compulsory education, the most crucial is to ensure the balanced development of compulsory education resources, so it should attract high attention. The purpose of this paper is to construct a measurement model of the balanced development of compulsory education resources, to explore the key factors affecting the balanced development of compulsory education resources, and to find a scientific path for the balanced development of compulsory education resources. Based on this, this paper uses the method of hierarchical analysis to construct a measurement model of the balanced development of compulsory education resources, analyzes the measurement model of the balanced development of compulsory education resources in a certain region, and concludes that the main factors include school conditions, teacher quality, and education funding. Accordingly, this paper further proposes effective strategies for the balanced development of compulsory education resources from the aspects of increasing education funding, refining the assessment indicators of relevant staff, improving the personnel system of teachers, implementing the mobility policy of teachers, and strengthening the construction of basic resources. The research of this paper, on the one hand, can provide a guarantee for the development of balanced compulsory education resources in a certain region, and on the other hand, it can also provide certain references for the solution of the problem of balanced development of compulsory education resources in other regions with similar situations, and it has strong practical significance for the effective realization of balanced development of compulsory education.

Digital Medical Information Services Delivered by Pharmaceutical Companies via WeChat: Qualitative Analytical Study.

Social media has become one of the primary information sources for medical professionals and patients. Pharmaceutical companies are committed to using various social media platforms to provide stakeholders with digital medical information services (DMISs), which remain experimental and immature. In China, WeChat tops the list of popular social media platforms. To date, little is known about the service model of DMISs delivered by pharmaceutical companies via WeChat. This study aims to explore the emerging service model of DMISs delivered by pharmaceutical companies via WeChat in China. This study applied a qualitative research design combining case study and documentary analysis to explore the DMISs of 6 leading pharmaceutical companies in China. Materials were collected from their official WeChat platforms. Thematic analysis was conducted on the data. The DMISs of 6 pharmaceutical companies were investigated. Themes emerged regarding 2 essential information services delivered by pharmaceutical companies via WeChat: business operation services and DMISs (ie, public information services, professional services, science and education services, and e-commerce services). Business operation services mainly function to assist or facilitate the company's operations and development trends for general visitors. Public-oriented information services are realized through health science popularization, academic frontiers, product information, and road maps to hospitals and pharmacies. Internet hospital and pharmacy services are the main patient-oriented professional services. Medical staff-oriented science and education services commonly include continuing education, clinical assistance, academic research, and journal searching. Public-oriented e-commerce services include health products and health insurance. Pharmaceutical companies in China use WeChat to provide stakeholders with diversified DMISs, which remain in the exploratory stage. The service model of DMISs requires more distinct innovations to provide personalized digital health and patient-centric services. Moreover, specific regulations on the DMISs of pharmaceutical companies need to be established to guard public health interests.
