PPDB Online As Innovation of Education Services

Education is the most important aspect of the process of empowering and developing the quality of the State. Innovations in education services must be made to keep up with technological developments and the demands of society. One of the innovations in education services is PPDB Online. PPDB online is an electronic-based service system used in the process of admitting new students in high school. This paper explains the application of PPDB Online as an educational service innovation in East Java Provincial Education Office, Surabaya Branch. The application of PPDB Online in East Java Provincial Education Office, Surabaya Branch, as innovation in education service defined through the five e-service dimensions there is ease of use, e-scape, customization, responsiveness, and assurance. Ease of use means that the application of PPDB online makes it easy to register online. E-scape means that the application design created by East Java Provincial Education Office, Surabaya Branch provides comfort and convenience for PPDB users online. Customization means that the application makes it easy for users to convey constraints regarding PPDB online. Responsiveness means that the consumer inquiries and requests can be responded to quickly. Assurance means the data of the user is safe because to access the user must register and have a password to access PPDB online.

Study of Profiling the Typical Fraudster in the General Education Sector in Zambia

Purpose: The purpose of this paper was to profile who the typical fraudster was in the general education sector. Materials and Methods: This was a cross-sectional design enlisting staff at provincial and district education offices were enlisted in this study. A standardized survey questionnaire was used. Findings: The sample mean materiality scores were 46.86 (± SD 12.9) and fell below the benchmark of 52 of which fraud could be considered consequential. One sample t-test showed a statistically significant difference in perceived fraud materiality in the three groups (Gender of fraudster, age group of fraudster and job type of fraudster) p values were less than 0.05 (0.001). No associations were observed between the three selected demographic variables and materiality of fraud as p values were > 0.05. Just less than half, n = 238 (44.2%) perceived fraud to be committed by accounting staff and less than half, n = 182 (33.8.8%) was committed by bosses in league with accounting staff and just less than a quarter n = 119 (22.1%) of fraud was committed by bosses. Males n = 329 (61.0%) were more dominant in committing fraud than were females n = 210 (39.0%). The under 30 years age group were perceived to account for just about half n = 239 (44.3%) of fraud whereas the under 31 to 40 years age group were perceived to account for over a quarter n = 211 (39.1%) of fraud and far less than a quarter n = 89 (16.5%) for those above 40 years. Majority of the fraudsters n = 367 (68.1%) were extroverted as compared to n = 172 (31.9%) were introverted. Fraudsters were perceived with some respect and intelligence. The majority of peers n = 362 (67.2%) considered them on a continuum of Very well respected to being respected as compared to somewhat resected n = 177 (32.8%) of all cases surveyed. In more than three-quarters of all cases surveyed n = 440 (81.6%) assessed their peers as fraudsters on a continuum from very impressed as an intellectual to that of being impressed as an intellectual as compared to only n = 99 (18.4%) as somewhat impressed as an intellectual. Conclusion: The typical fraudster in the general education sector could be mostly an accountant or a boss and holds a senior management position. The fraudster may commit the fraud once they are comfortable in their job and enjoy the trust and respect of colleagues. The fraudster is deemed to be an extrovert, intelligent, and has a high level of education.

Analisis Tingkat Kesulitan Soal Try Out Fisika SMA Negeri 5 Banda Aceh

The purpose of this study was to see the difficulty level of physics exam questions at SMA Negeri 5 Banda Aceh in the 2018/2019 academic year. This type of research is a qualitative descriptive study. Those who will be the subjects of this research are students of class XII MIPA at SMA Negeri 5 Banda Aceh for the 2018/2019 academic year, who took the trial test determined by 32 students who were selected by lottery based on the list of participants in the trial test. Furthermore, the object of this research is a matter of trying physics for the 2018/2019 academic year originating from the Aceh provincial education office. The data test technique was carried out using documentation data, namely in the form of test questions for physics testing for the 2018/2019 academic year along with the student test scores. The data obtained were analyzed using the difficulty level formula (difficulty). The results of the data analysis showed that of the 40 items tested, only 7.5% of the items were too easy, 37.5% of the items were easy, 32.5% of the items were medium, 17.5% of the items that came were difficult difficult) and 5% of the answer items are too difficult (difficult). This shows that the physics experimental questions have varying levels of difficulty (difficulty).

A Study on Exploring the Direction of Student Life Guidance through the Reward and Penalty Point System

본 연구는 학생생활지도의 어려움 속에서 여전히 활용되고 있는 상벌점제의 개선 방향과 향후 학생생활지도가 나아가야 할 방향성을 탐색하기 위해 실시되었다. 이를 위해 서울 지역 상벌점제 운영교를 대상으로 상벌점제 운영에 대한 교사와 학생, 학부모의 인식을 살펴보았다. 그 결과 현재 운영되는 상벌점제는 첫째, 학생들의 문제 행동 수정(M=3.22)과 바람직한 생활태도 형성(M=3.09)에 보통 수준으로 기여하고 있다. 둘째, 상벌점제는 최소한의 생활지도 수단으로서 필요하다(M=3.24). 셋째, ‘상벌점 주기의 비일관성과 불공정성’이 상벌점제의 가장 큰 문제점으로 나타났다. 넷째, ‘학생자치회, 상벌점제위원회 등을 통한 민주적 운영’이 상벌점제의 가장 시급한 개선방안으로 나타났다. 이를 토대로 상벌점제 운영의 개선 방향을 제시하면 다음과 같다. 첫째, 상벌점제는 바람직한 생활태도 형성을 기본 목적으로 하여 운영해야 한다. 둘째, 상벌점제 규정은 항목의 최소화, 적용 범위의 최소화를 통해 운영의 비일관성과 모호성을 해소해야 한다. 셋째, 상벌점제의 운영은 상벌점제위원회의 구성, 학생 선택의 벌점 경감 제도 마련, 상벌점제 정보 제공 방법의 개선, 교육공동체 간의 지속적인 소통 창구 마련을 통해 민주적으로 운영되어야 한다. 연구 결과에 터해 정책적으로 제언을 하면, 학생생활지도에 관한 교원 역량 강화 연수를 활성화하고, 시·도교육청 수준에서 학생생활지도 우수사례를 발굴·확산해야 한다.This study explored the direction for improvement of the reward and penalty point system, which is still used in times of difficulties. To this end, the perception of teachers, students, and parents about the operation of the reward and penalty point system were examined for schools in Seoul. As a result, the system currently being operated first, contributes to the correction of students problem behaviors(M=3.22) and formation of desirable life attitude(M=3.09) at a normal level. Second, the system is necessary as a minimum means of student guidance(M=3.24). Third, ‘inconsistency and unfairness in the reward and penalty cycle’ were the biggest problems with the system. Fourth, the “democratic operation through the Student Council and the Committee,” appeared requiring as the most urgent improvement plan for the system. Based on this, the directions for improving the operation of the system are as follows. First, the system should be operated with the basic purpose of forming a desirable life attitude. Second, the regulations should resolve the inconsistency and ambiguity of operation by minimizing parts and scope of application. Third, the system should be democratically operated through the composition of the committee, the provision of the system which students choose to reduce penalty points, improvement of the method of providing information on the system, and continuous communication channels between the educational members. If policy suggestions are made based on the research results, it is necessary to revitalize teacher competency training for student life guidance, and discover and distribute excellent examples of student life guidance in both metropolitan and provincial offices of education.

시･도교육청의 평화･통일교육 정책 평가: 서울 및 접경지역을 중심으로

본 논문은 지리적 특수성에 힘입어 다른 지역에 비하여 평화·통일교육에 적극적인 관심으로 보여온 서울과 접경지역(경기, 인천, 강원) 시·도교육청의 통일교육 방향과 목표, 특성을 알아보고 이를 바탕으로 향후 정책 방향을 제언해 보고자 한다. 연구방법은 4개 시·도교육청의 2019-2020년 통일교육 기본 계획을 분석하고 평가하는 문헌연구 방법에 기초하였다. 결과적으로 4개 시·도교육청의 통일교육 관련 계획은 정부의 계획과 정책 방향에서 크게 벗어나지 않았고, 모두 통일교육 관련 조례를 갖추고 있었다. 다만 서울은 다른 지역에 비해 평화교육에 초점을 맞추고 있고, 인천은 ‘평화공존의 남북 교육교류 허브(Hub) 도시 인천’을 목표로 하고 있다. 경기는 2011년부터 평화교육을 주요 정책으로 실시하고 있으며, 2015년에 서울·인천·강원 교육청과 함께 교과서를 공동 개발하기도 했다. 강원은 ‘글로컬 평화교육’을 내세우며 지역 특성을 반영한 정책을 추진하려 하고 있다.

중등수학 1급 정교사 자격연수 교육과정 실태 분석

Changes in the curriculum and education policy are accompanied by significant changes in the school field. To keep pace with this trend of the times, teachers are required to have various re-education, and teacher re-education is a duty and a right of teachers. The common method of teacher re-education is teacher training, and the most core one is the qualification training for the first grade regular teachers. Since the training course and the target trainees in each position were institutionalized in 1972, there have been many changes in the curriculum of the first grade regular teacher training, and related studies have been continuously conducted. However, since the qualification training courses for the first grade regular teachers were reduced to ‘more than 15 days (90 hours)’ in 2012, there have been no studies on the qualification training courses for the first grade regular teachers especially in secondary mathematics education. This study compared and analyzed the first grade regular teacher qualification training curriculum of 17 metropolitan and provincial offices of education conducted in 2019 to the standard curriculum for the teacher qualification training. As a result of the analysis, it was confirmed that the first grade regular teacher qualification training curriculum of each metropolitan and provincial offices of education is slightly different from the guidelines of the standard curriculum for teacher qualification training. Additionally, a number of problems have been drawn to the content and the core competency of the lectures opened. Through this, we suggested the improvement points of the standard curriculum and the implications for the organization of the first grade regular teacher qualification training curriculum.

Effect of Organizational Support and Commitment on Work Satisfaction, and its’ Impact on Employee Performance (Study at the Aceh Provincial Education Office)

The purpose of this study is to explain the effect of organizational support and commitment on job satisfaction and its impact on employee performance. A total of 206 employees in the Aceh Education Office are employed as sample. Data is collected through interviews and distributing questionnaires and then analyzed using AMOS with SEM (Structural Equating Model) method. The findings show that there is a positive and significant effect on transformational leadership variables on work motivation and impact on employee performance. However, the organizational commitment factor has no effect on work motivation and also on employee performance. The practical implications of this finding are a reference for this organization in improving employee motivation and performance needs to be applied organizational support properly.

PENGARUH KEPEMIMPINAN DAN KEMAMPUAN KERJA TERHADAP KINERJA PEGAWAI: PERAN MEDIASI MOTIVASI KERJA

Human resources have a major role in organizational activities, to mobilize and synergize other resources in achieving organizational goals. Employees together with leaders determine work goals, standards of achievement that must support and assess the results of achievement. The study of leadership, work skills, work motivation, performance is important for evaluation. This study aims to understand leadership, work ability on performance, the South Sumatra Provincial Education Office mediated by work motivation. The research sample was 255 people and the sampling technique used purposive sampling. Data were collected using the method of observation and questionnaire, and analyzed using structural equation modeling. The results obtained that the variables of leadership, work ability on work motivation, and work motivation support employee performance. Besides the leadership variable, work ability also influences employee performance.

THE SIGNIFICANCE OF JOB SATISFACTION AS A MEDIATION VARIABLE TO PERFORMANCE AT OFFICERS IN THE DEPARTMENT OF EDUCATION AND CULTURE OF EAST KALIMANTAN PROVINCE

Empowering employees who work in the provincial education office of East Kalimantan, is truly a great program. Their work is truly honorable. The teacher is an unmarked hero. The performance of its employees is an important part of the success of a business or organization. Explanatory re-search is used to analyses a conceptual framework with factors that deter-mine the performance of employees. Primary Data is collected using a sur-vey method with direct or indirect interviews with respondents. The re-sults of the study of this Model are satisfactory. The latent variables of the employee's performance are also endogenous variables, which can be ex-plained by the latent variables. Employee empowerment, employee effica-cies, people who fit in the organization, as well as the latent variable of employee satisfaction, which acts as an exogenous variable, amounting to 52.7% and other findings, is a variable of employee satisfaction is a varia-ble of mediation partial.

Policy Evaluation National-Standard School Exams in Bondowoso Regional Education Branch

The purpose of this study is to describe the level of effectiveness, identify and describe inhibiting factors, describe the impact, determine the policy recommendations for the implementation of NSSE. The objects of research are Ibrahimy Vocational High School. Data collection methods use observation, interviews, documentation, triangulation. The research instruments, interview guidelines, and recording equipment. That the effectiveness of smartphone-based NSSE includes: (1) As many as 100% of participants like school exams to use smartphones. (2) Smartphone-based exams are far more effective than computer exams. Inhibiting factors include: There is no emphasis from the Head of the East Java Provincial Education Office. Impact: Teachers no longer bother to correct and do not need to process grades. The integrity of participants in carrying out school exams reaches 100%. Transformational Leadership, HRM Competence, Information Technology, and the Performance of Public Service Employee

This study aims to analyze the effect of Transformational Leadership, human resource management competency, and Information Technology on employee performance, and information technology mediates the relationship between Transformational Leadership, human resource management competency on the employee performance. The study used data obtained from the purposive sampling of the employee in the south Sulawesi provincial education office (N=88). The result of this study showed that transformational leadership, HRM competence, and information technology, both direct and indirect have a significant effect on the performance of the South Sulawesi Provincial Education Office.

Conflict Analysis between Chungbuk Province Governor and Chungbuk Education Superintendent over free school meal policy

2010년 민선 교육감 시대가 도래하면서 중앙정부와 지방정부 간의 갈등, 중앙교육행정기관(교육부)과 지방교육행정기관(교육감) 간의 갈등, 지방자치단체와 지방교육행정기관 간의 갈등 등이 심화되고 있다. 이러한 갈등 현상은 지방교육자치제가 제대로 정착하는데 있어 나타나는 지극히 자연스러운 현상이며, 갈등을 잘 해결할 경우에는 그 이전보다 더욱더 돈독한 협력 체제를 가지게 된다. 따라서 지방자치단체와 지방교육행정기관 간의 갈등 분석 연구는 지방교육자치제를 발전시키고 성장시키는데 기여할 수 있다. 이에 본 연구에서는 충북 지역에서 학교무상급식정책을 둘러싸고 충북도지사와 충북교육감 간의 첨예한 대립각을 세웠던 정책 갈등을 과정론적 접근의 관점으로 분석하였다. 분석 시기는 충북도교육청 개청 이후 처음으로 준예산 체제까지 갔었던 치열하고 길었던 4차 갈등의 시기이며, 이 시기를 갈등 이슈의 특성 단계, 잠재적 갈등 단계, 갈등의 표출 단계, 갈등해결방법 강구 단계, 갈등의 해소 단계, 갈등의 잠복 단계의 과정론적 접근으로 분석하였다. 갈등해결방법이 민주적인 방식이나 도청 · 도교육청 협의체에서 서로 진지한 논의 끝에 나온 결론으로 이루어진 것이 아닌 비민주적인 방식으로 갈등이 해결된 점은 제5차 무상급식 합의서가 작성되었음에도 잠재적인 갈등은 여전히 남아있기에 언제 어디서든 또다시 갈등이 표출될 수 있다는 점에서 우리에게 던져주는 시사점이 많다.With the advent of the era of civil-election education superintendents in 2010, conflicts between central(Ministry of Education) and local(Education Superintendent) education administrations have intensified. This conflict is extremely natural in the proper settlement of the local education system, and when it is resolved well, it will have a stronger cooperative system than ever before. Therefore, research on conflict analysis between local governments and educational administrations can contribute to developing and growing local education autonomy systems. The main study analyzed the policy conflict between the governor of Chungbuk and the superintendent of the education office of Chungbuk in the area over the free school meal policy in Chungbuk Province from a processological approach. The timing of the analysis was the first of its kind since the opening of the Chungbuk Office of Education and the fourth round of conflict that went to the quasi-budget system, which was analyzed by a processological approach as characteristic stage of conflict issues, potential stage of conflict, stage of conflict expression, stage of conflict resolution method, stage of conflict resolve, the stage of conflict ambush. The fact that conflict resolution method was resolved in an undemocratic way rather than in a democratic way or in a consultative body of provincial offices and provincial education offices, there are many implications for us that conflict can be expressed at any time and anywhere, though the fifth agreement on free school meals was written.

초등학교 영어교육의 실태와 쟁점: 교사의 인식 중심으로

This study attempted to survey English teachers’ perceptions on elementary school English education in order to identify issues and reality of elementary school English education and propose policy implications. The participants of this study were 186 elementary school teachers from 100 elementary schools, stratified by 17 provincial and metropolitan Offices of Education. The survey results indicated that the majority of teachers think the amount of English class hours and the level of English learning contents are sufficient. Teachers also believed that teaching more reading and writing to the 3rd and 4th grade students is needed, in order to enhance the elementary school students’ written language skills. Furthermore, teachers pointed out that the most serious problem about elementary school English education is a large proficiency gap among students, particularly in the lower grades (grades 3 and 4). Based on these findings, this study suggests that teaching more written language in the 3rd and the 4th grades English classes is required while enhancing students’ motivation in learning the language at the same time. This paper argues the need for reformation of National Curriculum from sequential learning of the four skills to balanced learning of the four skills from the early stages.

도교육청 지원 전문적학습공동체 운영 사례 연구

Recently, regional educational offices have actively promoted several policies to support professional learning communities of teachers. The purpose of this study was to identify the teachers’ perceptions of participating in the professional learning communities supported by J provincial office of education in Korea. To this end, we analyzed 2,855 free-answer responses and 20 interview records. The results of the analysis are as follows. As a result of the review of the plan of the professional learning community, the scope of the concept that the professional learning community accepts in the school field is too wide and confusing. There is a weak motivation for voluntary participation in professional learning communities. The learning content of the professional learning community is not connected to the school site where as the professional learning community policy focused on short-term quantitative expansion.
 To put more, the participants in the professional learning communities provided opportunities for communication among members in school operations, classes, and student management. On the other side of their positive experiences, they were also suffered from some difficulties in supporting the members or the school during the activities due to lack of time. Furthermore, teachers, principals, and school boards revealed different perspectives on their expectations of professional learning community. At the end, the author put some suggestions related with the provision of ‘continuous policy’ and ‘guidelines for clear policy’.

An Exploratory Study on the Restructuring Directions of Jeju Educational Organizations to Vitalize Industrial Education

Purpose - The outcomes of school education are more successful when unit schools’ educational capacities and the support and appropriate intervention of educational administration institutions coexist. Therefore, the necessity of restructuring the local educational administration institutions in the macroscopic and microscopic aspects is emphasized. Therefore, the purpose of this study was to explore the restructuring directions of Jeju Educational Organizations to vitalize Industrial Education in the era of fourth industrial revolution. Research design, data and methodology - For the study literature review and depth interview were employed. First, for literature research, previous studies on the reorganization of schools and educational administrative organizations, data on the reorganization of Jeju Special Self-Governing Provincial Office of Education, and the trends of reorganization of educational support offices and support works of other cities’ offices of education were analyzed. For interview surveys, in-depth interviews were conducted with persons concerned with Jeju Special Self-Governing Provincial Office of Education and persons concerned with educational support offices Result - The municipal and provincial offices of education and educational support offices insisted on the establishment and operation of school districts. The educational support offices presented improvement plans that will enable them to provide efficient administrative services and insisted on the separation or new establishment of large-scaled educational support offices. They proposed to restructure the organization and works of educational support offices. In addition, they suggested that organizations dedicated to school support should be newly established. Conclusion - The major results are as follows: First, the school district system (SDS) should be established successfully. To accomplish the goal, the professional learning community need to be ran prior to establishing the SDS, autonomy of administration, finance and communication in the SDS be increased, and interdependent support system between the current educationcentered system and the SDS be implemented. Second, the school organizations should be reorganized successfully in order to vitalize Industrial Education. To do so, all the stakeholder of schools need to build school culture for Industrial Education vitalization by sharing the student growth-centered vision, reinforce collective responsibility, and renew the role of a principal and a vice principal in each school.

Implementasi Sistem Penyusutan Arsip di Dinas Pendidikan Provinsi Sumatera Barat

This study aims to find out how the activities of the assessment and depreciation of archives, constraints faced, and efforts made in overcoming the obstacles to the assessment and depreciation of records in the Education Office of West Sumatra Province. The method of this research is descriptive qualitative, with data sources of several key informants through interviews and direct observation to the object of research. Secondary data obtained from documents available at the location of the object of research. To test the validity of the data used Triangulation Technique. Based on the information from the informants, the archive assessment activities at the Office of Education in West Sumatra Province have not run optimally. It can be seen from the presence of archives that are piled up and not placed in the archive storage area. In addition, the depreciation activities in the West Sumatra Provincial Education Office were carried out in two ways, namely the transfer of archives and destruction of archives while the activities for submitting static archives to archival or ANRI institutions had not been implemented. Depreciation activities at the West Sumatra Provincial Education Office are not supplemented by documentary documents on the transfer and destruction of archives, lists of transferred files and other documents.

Analysis of Multimedia Learning Mathematics Storyboard Design

This study aims to describe the characteristics of storyboard design and to find out the multimedia storyboard design of mathematics learning in the production of BTIKP (Center for Information and Communication Technology Education) of the Jambi Provincial Education Office according to the rules based on ADDIE framework learning design. The researcher uses the ADDIE framework learning design because this design is more effectively used as a reference for the creation and development of a learning media. From the results of the identification carried out by the researcher in three stages. For the characteristics of the multimedia storyboard design of mathematics learning produced by the BTIKP (Center for Educational Information and Communication Technology) of the Jambi Provincial Education Office, there is one storyboard that satisfies the assessment, namely in the third stage (evaluating and revising) for multimedia storyboards learning mathematics with Geometry Transformation material. Overall the design of the five multimedia storyboards of mathematics learning produced by the BTIKP (Center for Educational Information and Communication Technology) of the Jambi Provincial Education Office which has been investigated by researchers is still a design that is not in accordance with the design of ADDIE framework learning.

PENGARUH PROMOSI JABATAN DAN PENGAWASAN YANG DILAKUKAN PIMPINAN TERHADAP KEPUASAN KERJA PEGAWAI DI DINAS PENDIDIKAN PROVINSI SUMATEA BARAT

This research was conducted to find out (1) the effect of job promotion on job satisfaction (2) the effect of supervisory conducted by leaders on employee job satisfaction. This research is descriptive associative. The population in this study were employees of the Education Office of West Sumatra Province with 182 employees. The total sample is determined using the Slovin formula and proportional random sampling cluster. From this pattern, 125 employees were obtained as research samples. The data collection technique used in this study was a questionnaire. The validity test instrument uses Collected Item-Total Colleration and for reliability testing using alpha coefficient formula. Prerequisite tests were carried out by normality test, heterocedasticity test, and multicollinearity test. The technique used to analyze data is multiple regression analysis. Based on this study, it was found that (1) Job promotion had a significant effect on employee job satisfaction in the West Sumatra Provincial Education Office (2) Supervision conducted by the leadership had a significant effect on employee job satisfaction in the West Sumatra Provincial Education Office.Keywords: Job Promotion, Supervision by Leaders, Job Satisfaction
