Successful development of any sphere of human activity is unthinkable in modern society without management. The implementation of management goals and objectives is carried out through personnel policy, which is a strategic line of behavior in working with personnel. In the healthcare system, an important role is assigned to the mid-level medical worker, therefore, personnel development management is recognized throughout the world as a priorit y task of management in the field of nursing. Target. To study and analyze the process of professional selection, training and management of nursing personnel. Results. The aspects of selection of nursing personnel were studied, the level of quality of knowledge obtained by nursing personnel and the degree of their application in practical activities were determined, the features of the organizational activities of nursing service managers were identified. Conclusion. Trained medical personnel should take a place in accordance with the needs of national health care and taking into account the personal interests and needs of the medical workers themselves. This can be achieved with the appropriate organization of the personnel management process, when specialists will find adequate use for their qualifications in the system.

SYSTEM CHARACTERISTICS OF THE PROFESSIONAL TRAINING OF FUTURE SPECIALISTS OF THE ENGINEERING TROOPS

The specifics of the educational process of military educational institutions (combination of military and civilian specialties in one educational program; the need to acquire a volume of knowledge that enables a graduate to solve military-professional tasks without experience of performing official duties) necessitates changes to the military-professional training of cadets, in particular, future specialists of engineering troops. The main purpose of article is to outline the basic system characteristics of the professional training of future engineering troops. During the work on the article, the following methods were used: theoretical analysis of scientific literature on the research problem for the selection and understanding of didactic material; critical analysis of concepts, theories and methods in order to determine ways to solve the problem under study. The generated changes should be implemented systematically and cover the entire process of military professional training of military engineers; to take into account the key requirements for the training of future specialists of the engineering troops (correspondence of the content of the engineering training to the nature of the service and combat activities of the troops and the tasks being performed, to the features of the areas of future actions; the study of scientific achievements, the experience of engineering support for the operations of the troops during martial law in various conditions and their introduction into the practice of engineering training; effective use and development of educational material base). The system characteristics of the training of future specialists of engineering troops are, in particular, compliance by military educational institutions and special training centers with a set of requirements of educational and professional standards. These standards reflect the vision of the state, society and the Ministry of Defense of the integral personality of future specialists of engineering troops. The system levers of improving the military professional training of military engineers include the improvement of the quality of military training of mobilized and servicemen, as a certain balanced compliance with the needs of the state, the Armed Forces of Ukraine (AFU), the higher military school. Realization of the potential of information technologies is an important factor in the innovation of training of military engineers. The use of information technologies usually involves a change in the actual logic of the educational (training) process, the vector of which is already directed not from theory to practice, but from gaining new experience to its theoretical awareness. At the same time, increasing the efficiency of training military specialists is made possible by intensifying the process of understanding, assimilation, and creative application of knowledge when solving practical tasks. Intensification of the process of professional training of future specialists of the engineering forces in the conditions of an electronic informational educational environment is implemented by: ensuring the necessary access to sources of information that expands the boundaries of the worldview of listeners and cadets; creation of conditions and opportunities for quick and effective search, processing, analysis, and saving of the necessary information.

Teaching Innovation and Teaching–Learning Methods for Sustainable Tourism Development Education in the Bachelor of Tourism Degree

Sustainable development has become the aspiration of many developing countries like Ecuador. The introduction of Bachelor of Tourism studies at the Technical University of Manabí is compatible with this interest and provides a challenge for teachers in the application of integrative and innovative teaching methods, which promote the training of professionals with high scientific, technical and professional rigor in the exercise of different professions. To achieve this, the pedagogical group started from three fundamental principles, which are based on the application of teaching work methods and procedures, based on the establishment of the interaction between the various factors that directly and indirectly influence the training process of professionals in the tourism sector. The results, both in the comprehensive evaluation processes of the academic performance of the teachers and in the level of satisfaction of the students of the course, support the application of these teaching–learning methods and highlight the convenience of extending these experiences and research results to other vocational training centers for tourism activity.

Teaching content model for designing digital systems of power grid relay protection and automation

It was found that the effective formation of conceptual-analytical and productive-synthetic levels of formation of professional knowledge and skills regarding the design of digital systems of power grid relay protection and automation is possible with the systematic development and use of a generalized model of the teaching content. Based on the study of information models of technical systems, a feature model was adopted as a basic invariant, which includes a set of features of the purpose, construction, principle of operation and parameters of the technical system. It was found that the design process of digital systems of power grid relay protection and automation can be conventionally divided into three stages, namely, the development of the design task, the direct implementation of the design, and the determination of the parameters of operation. Causal chains of knowledge that form the basis of problem solving at these three stages are determined. It was found that the methods of step-by-step decomposition and aggregation are key in building the content of teaching the design of digital systems of power grid relay protection and automation based on causal chains of knowledge. A generalized model of the teaching content design of digital systems of power grid relay protection and automation based on causal chains of knowledge is substantiated. According to the generalized model, the teaching content design of specific microprocessor l systems of power grid relay protection and automation has been developed. With the help of experimental verification, the effectiveness of the teaching content design of digital systems of relay protection and automation based on causal chains of knowledge has been proven. The results of the research can be used in the educational process of professional training of future engineers in the specialty 141 Electric power, electrical engineering and electromechanics.

Experience of application of the virtual course “Injections” in the professional training of students of a medical college

The article describes an experiment on introducing virtual technologies into the process of professional training of students at a medical college in the form of the “Injections” course. The purpose of this course is to master the theoretical foundations and sequence of injection procedures, including hand preparation, preparation for manipulation, its execution and completion, disposal of accessories, as well as intradermal, subcutaneous, intramuscular and intravenous injections. There was an increase in the level of development of professional competencies among students who took part in the experiment relative to the initial level, which indicates an increase in the level of knowledge of students who were trained using a virtual simulator and confirms the feasibility of integrating a virtual environment into the training of nurses as a means of developing professional competencies among medical students college.

IMPROVING PUBLIC MANAGEMENT THROUGH THE PARTICIPATION OF CIVIL SERVANTS IN PROFESSIONAL TRAINING PROGRAMS

The paper presents an analysis of the evolution of the improvement of the civil servants in the mayoralties of Romania in the period before the COVID 19 pandemic compared to the pandemic and post COVID 19 period, focusing on the need to digitize public institutions, a strong need for the challenges posed by the pandemic to both public institutions and private organisations, and last but not least to citizens as consumers of public services. The study presented in the paper aims to analyze how the professional training process was conducted in the 3 mentioned periods, to identify the advantages, respectively, the disadvantages of carrying out professional training programs among civil servants and identify the most efficient and preferred way for civil servants to carry out professional training.

Adapting professional development to the digital transformation of today's job market

The article focuses on the issues of professional training systems for future specialists during the digitalization of the labor market and the educational process itself. The relevance of the current study lies in the fact that the dynamics of the traditional methodological approach towards the educational process, given the global world trends, determines the priority of focusing on the competence approach. This article aims to determine the peculiarities of professional training of future specialists and its structure in the context of digital changes in the modern labor market. During the study, the following general research methods were applied: synthesis, analysis, specification, generalization, comparison, systematization, and abstraction. The author has substantiated the structure of professional training of future specialists, which combines professional and personal components. Also, there were identified vectors for improving the educational process aimed at forming future specialists' information, digital, communication, and intercultural competence as essential components of their overall professionalism. The author has established that the need to improve the process of professional training at the current stage of development is stipulated by specific requirements for professionally significant qualities resulting from the particular content and focus of professional activities in line with digital changes in the labor market. The study has found that one of the promising areas of the educational process today involves the formation of personal qualities of future specialists, including their digital literacy, logical thinking, and international communication skills.In addition, the author has outlined the basic principles of implementing and developing the interdisciplinary integration of the professional training process to meet the requirements of the digitalized labor market.

IMPLEMENTATION OF STEM EDUCATION IN THE PROCESS OF PROFESSIONALTRAINING OF FUTURE TEACHERS

The article is devoted to the topical issue of introducing STEM-education into the process of professional training of future teachers. The introduction substantiates the relevance of the research related to the needs of information society for specialists who possess STEM-competencies. The problem statement lies in defining effective strategies, methods, and practices for integrating STEM-approaches into pedagogical education, as well as evaluating their impact on training future teachers for modern educational environments. The analysis of recent research provides insights into the theoretical foundations of STEM-education and the experiences of implementing STEM-approaches in education both in Ukraine and abroad. The theoretical framework of the study is grounded in the works of domestic and international scholars in STEM-education, pedagogy, and psychology. The research results reveal effective strategies, methods, and practices for implementing STEM-approaches in pedagogical education and assess their influence on the formation of STEM-competencies in future teachers. The conclusions summarize the research findings and outline prospects for further research in this field. The article underscores the importance of implementing STEM-education (Science, Technology, Engineering, Mathematics) in the training process of future teachers. The authors justify the necessity of integrating STEM-competencies into pedagogical practice in light of contemporary educational demands and the job market. They analyze approaches to integrating STEM-education into teacher training programs and highlight methods and tools that facilitate effective preparation of educational professionals with a STEM-component in mind. Furthermore, the article examines the challenges and prospects of implementing STEM-education in higher pedagogical education and provides recommendations for further research and development in this field. The conclusions of the article contribute to understanding and developing strategies for implementing STEM-education in the training of future educators with the aim of enhancing their competitiveness in the modern job market.

FORMATION OF LEADERSHIP QUALITIES IN THE PROCESS OF PROFESSIONAL TRAINING OF FUTURE SPECIALISTS IN THE CONDITIONS OF AN INSTITUTION OF HIGHER EDUCATION

The research is conducted in the article and theoretical and practical analysis of the characteristics of leadership and the substantiation of the psychological and pedagogical conditions for the formation and development of leadership qualities in students in the process of professional training in a higher educational institution. An analysis of various approaches to the interpretation of the concepts of "leader", "leadership", "leadership in education", and "educational leadership" is proposed; Based on the various definitions analyzed, he identifies the signs of student leadership: initiative, contact, sensitivity, goodwill, broad social and intellectual horizons, willingness to help, etc. It is noted that the concept of leadership is considered by scientists in such aspects as leadership as a mechanism for introducing innovative changes, leadership as a model of personality formation, and leadership as the spiritual mission of an individual. The results of a study conducted among students of the first (bachelor's) level of higher education of specialty 013 "Primary Education", which was conducted to study the state of formation of leadership qualities. future primary school teachers are presented and characterized. Empirical studies have shown that students systematize all leadership qualities into the following groups: organizational, communicative, perceptual, creative, and self-regulatory. It is noted that confirmation of the qualities of a leader in future primary school teachers involves the creation of appropriate favorable conditions that ensure that students’ activities are focused on the development of leadership motivation. The article defines and characterizes the necessary psychological and pedagogical conditions: the formation of the motivational and value sphere of a future teacher education specialist for impact on the process of increasing the level of personal professional development within the limits of future professional activity; the readiness of the university’s scientific and teaching staff to work with potential leaders; formation of practical leadership experience in the conditions of educational applicants undergoing various types of teaching practice; development and implementation of training sessions in the educational process of professional training of future specialists.

21st Century Skills and Individual Basic Values of the Future it Specialist: Education Perspective

Given the reliance of the contemporary IT professional training process on a predetermined scenario for success outlined in educational programs and confined within local needs our research aimed to identify and examine effective ways of integrating spiritual and professional development for future specialists in the field of digital (IT) technologies. Our assumption was that the development of core values as a spiritual component of IT specialists influences the effectiveness of acquiring 21st century skills and shapes their professional competence. A correlational study was conducted to explore the relationship between the level of formation of core values in future IT specialists and the level of 21st century skills in these individuals. The research strategy was based on the application of distinct methods (Schwartz, S. H. (1992), Hixson, 2012, mathematical statistical methods – Kendall’s correlation analysis) to test the effectiveness of the author’s model. Its conceptual idea is to confirm the hypothesis that higher levels of 21st century skills correlate with higher levels of core values in future IT specialists. The results of the tasks revealed correlations between higher levels of 21st century skills and the core values of future IT specialists. This allowed confirming the leading idea of the research: Ukrainian students in IT specialties demonstrate the ability to acquire 21st century skills associated with values that support a “positive” vector in the functioning of an individual (benevolence, conformity, security, traditions, universalism, stimulation, and independence).

Professiograph of activity of cynological specialists of the MIA of Russia as a critical element of quality training of a specialist

Introduction. The article reveals the importance of the canine units of the Russian Ministry of Internal Affairs in ensuring the country's security. The purpose of the scientific research is a detailed study of the content and features of the professional activities of dog handlers with the subsequent construction of a professionogram as the most important element of high-quality training of specialists.Materials and Methods. The research materials were literary sources and the current practice of training dog handlers. During the study, general scientific methods were used: analysis and synthesis; generalization and specification; systematization and structuring of information. The authors analyze empirical studies, which reveal that a service dog has no analogues in terms of psychophysiological capabilities in solving operational and service tasks facing the department. As a result of studying the specialized literature, it was revealed that the leading activity of the canine service is the implementation of operational search and investigative actions. The second direction includes solving problems related to maintaining and saving a service dog. An equally important area of professional activity for dog handlers is leadership and mentoring.Results. Based on the results of the work carried out, a professiogram of a dog handler specialist of the Ministry of Internal Affairs of the Russian Federation was built, which is based on the concept of professional development of E.F. Zeer and his model of a prospective professionogram. The novelty of the study lies in the description of all structural elements: passport, specifics of personnel training, characteristics of leading activities, psychogram. The authors substantiate the importance of identifying the main substructures of a specialist’s personality (professional orientation, professionally significant qualities, professionally important qualities and psychophysiological properties), which acted as its main elements.Discussion and Conclusions. The professiogram proposed by the authors reflects the dynamics of changes in the leading activity of an individual at different stages of professional development, which allows for psychological support of the process of professional training of a dog handler of the Ministry of Internal Affairs of the Russian Federation.

APPLICATION OF STEM-TECHNOLOGIES IN THE PROFESSIONAL TRAINING OF SPECIALISTS IN THE FIELD OF HUMAN HEALTH

The article examines the current aspects of the use of STEM technologies in the professional training of specialists in the field of human health. Focusing on scientific and technical disciplines such as materials science, engineering, computer science and mathematics, the article highlights the benefits and challenges of applying STEM approaches in the educational process. The impact of the specified technologies on the development of key competencies and increasing the efficiency of professional training of future specialists in the field of health care was studied. The article also considers the possibilities of integrating STEM education into training programs, thereby contributing to the creation of better conditions for the successful implementation of these technologies in the field of training specialists in education and human health.
 The purpose of the article is to analyze scientific approaches to defining and studying the features of STEM education; the study of existing educational practices related to the development and implementation of STEM subjects and the determination of ways of their respective implementation in the educational process for the purpose of health protection.
 Methodology. The methodological basis of the research is a systematic and person-oriented approach to the analysis of psychological-pedagogical literature and pedagogical experience on issues of social-pedagogical activity. The work uses a multi- level systematic analysis of scientific sources, which is based on philosophical, general scientific and partly scientific and specific scientific levels of knowledge.
 Scientific novelty. The scientific novelty of this article lies in the in-depth study and analysis of the impact of STEM technologies on the professional training of specialists in the field of human health. The work highlights the latest approaches to the use of scientific and technical knowledge and skills for health maintenance, revealing in detail their role in the development and improvement of the quality of education in this field. In addition, the article offers innovative strategies and methods of introducing STEM approaches into educational programs to optimize the process of professional training, which contributes to the continuous improvement of educational practices in the field of human health.
 Conclusions. Studies of the use of STEM technologies in the professional training of health professionals indicate the significant potential of these innovations in the field of improving the quality of education and improving the practical skills of future medical workers. The use of STEM approaches allows not only to effectively combine scientific knowledge and technical skills, but also stimulates critical thinking, creative approach and the ability to solve complex problems in the medical field. The results of the analysis indicate the need to integrate STEM education into pedagogical programs to provide students with a wider range of competencies, taking into account the development of technologies in the modern world. At the same time, it is important to take into account the specifics of human health education and provide adapted STEM strategies to ensure their optimal effectiveness in the context of human health. In general, the use of STEM technologies in the training of specialists in the field of human health is a promising direction that can contribute to raising the quality of health education and training qualified personnel for the challenges of the modern public health system.

The challenge of university teaching practices

This article seeks to analyze how higher education institutions assume and incorporate inclusion into institutional discourse and how teachers incorporate it into their daily pedagogical practices, amid paradoxes and lack of knowledge of the elements needed to build an inclusive education. In this sense, this article aims to generate a reflection on inclusive processes in higher education, as well as to report on experiences that have enabled teachers at the Faculty of Education - to approach, understand and assume the inclusive phenomenon and recognize differences in professional training processes. The basis of this article is the research entitled "Characterization of teaching practices in the Faculty of Education". This research experience is presented as a reflective practice of teachers, in which inclusion is an element that allows the transformation of the individual, teacher-student, in order to contribute to social transformation.

The article considers the organisational and pedagogical conditions of formation of general professional competences of a future teacher in the process of mastering additional educational programmes. The author reveals the essence and content of the conditions through the formation of motivational interest in students, ensuring the integration of basic and additional educational programmes, early involvement of students in pedagogical activities. The solution of the problem of formation of general professional competences of the future teacher is considered possible within the framework of implementation of quasi-professional approach in training, which is integrated in the educational environment of the university as a set of methods and techniques of training, forms, means aimed at the formation of pre-professional mobility of students. This approach is possible through the integration of additional courses (electives, studios, creative workshops, clubs, etc.), the introduction of interactive methods, group training and research activities, practices with different purposes as a foundation for laying the basic general professional competences of future teachers. Pedagogical conditions are a necessary component of the process of professional training of students. They should be taken into account in the organisation of the pedagogical process, which will further ensure a high level of adaptation to professional activity.

Conceptual approaches of the organization of physical training of officers of the Federal Defence Forces of Germany

The article focuses on conceptual approaches of the organization of physical training of officers of the Federal Defence Forces of Germany. Modern strategies and methods used to ensure a high level of physical readiness of the officer corps are considered. The importance of the integration of physical activity into the process of professional training is highlighted, and the principles affecting the successful implementation of these concepts are also analyzed. The article may be useful for military specialists, trainers, and researchers that are interested in improving the effectiveness of officer physical training in Federal Defence Forces of Germany and the conditions for integrating this phenomenon into the process of training specialists in the Armed Forces of Ukraine.
 As part of the research, special attention is paid to innovative approaches that contribute to the optimization of training, ensuring not only physical endurance, but also the development of leadership qualities and strategic thinking of officers. Military- pedagogical methods of using technologies and psychological aspects that take into account the peculiarities of military service are considered. The challenges and opportunities associated with the introduction of modern approaches to physical training in military environment are highlighted. The results of the study can be used as a basis for further improvements of the system of physical training of officers of the Federal Defence Forces of Germany and for comparison with the Armed Forces of Ukraine.

Obstetric violence in medical and nursing training

Obstetric violence originates from a historical, social and cultural construction about the body and the questions that permeate the female gender, which is a multifactorial process that is expressed in different ways in health care environments. As it is a complex process, its resolution is just as complex. In health training, technical knowledge is often valued, so students have little approach to themes such as obstetric violence. Aiming to understand how the theme of obstetric violence is discussed in both medical and nursing training courses in a higher education institution. Data were based on two sources: documentary research with institutional documents and narrative interviews. Students from the medical and nursing courses were selected by lottery considering the inclusion and exclusion criteria and then using snowball sampling. The data were analyzed according to Minayo’s Content Analysis. Emerged the theme: Approach to Obstetric Violence in Training. It was possible to understand that the institution approaches the theme in a superficial way with little significance during graduation, and this fragility, leads to a student who does not know how to react to these situations. Considering the social responsibility of the higher education institution, the students highlight the need for more reflections covering integral care. Thus, the importance of investments in the training process of future professionals is emphasized. As a limitation, it is evident the non-participation of male students, the low participation of sixth grade medical students, and the fact that this was a single institution. For further investigation of the theme, new research should be carried out with a wider scope.

The integration of Ukraine into the European educational space involves strengthening the requirements for the quality of professional training of future specialists. The main task is to create all the conditions for learning, personal and professional development of students, to ensure the effective formation of their professional competence, regardless of the modern challenges and dangers faced by society in the 21st century. Currently, higher education institutions have a dilemma: are they able to move away from the traditional academic style of teaching to innovations, to focus not on knowledge and skills, but to ensure the process of forming the competence of the future specialist. Considering the circumstances, digital technologies are becoming more and more widespread, and in scientific publications there is a debate about the effectiveness of their use in the educational process of higher education. The integration of digital technologies in higher education creates new opportunities for both students and teachers, making learning more interesting, dynamic, visual, etc. The advantages and features of the use of remote technologies to improve the quality of professional training of future specialists in the conditions of a mixed form of organization of the educational process in institutions of higher education, which creates new conditions of learning and cooperation for all participants of the educational process, are considered. The most promising technologies of distance learning are characterized, which have important advantages, taking into account the peculiarities of the professional training of future specialists in the conditions of mixed learning in institutions of higher education. Such technologies include: gamification of the process of professional training of future specialists, quest technologies, cloud-based learning technologies, intelligent information systems in education, mobile learning technologies, immersive technologies. Currently, in the conditions of modern existence and development of society, innovative technologies are offered to higher education seekers, which gradually replace traditional methods of learning and ensure flexibility and quality of the educational process. We see the prospects for further research in the improvement of the educational process by determining the optimal ratio of classroom and remote components in the conditions of a mixed form of education in the process of developing the professional competence of future specialists and developing appropriate educational and methodological support.

СУЩНОСТНЫЕ ХАРАКТЕРИСТИКИ ПРОФЕССИОНАЛЬНОЙ ПОДГОТОВКИ В ОБРАЗОВАТЕЛЬНЫХ УЧРЕЖДЕНИЯХ МИНИСТЕРСТВА ВНУТРЕННИХ ДЕЛ РЕСПУБЛИКИ БЕЛАРУСЬ

The article examines the process of professional training of cadets studying in departmental educational institutions of the Ministry of Internal Affairs of the Republic of Belarus specializing in operational investigative activities. The key definitions of vocational training are presented from various points of view. The primary requirements for the professional training of future employees of operational units are disclosed. The main tasks of professional training are formulated, the implementation of which in the educational process will contribute to its effectiveness in the process of obtaining education by students. The author's definition of professional training and the main type of professional preparedness is given – service training with its fundamental components: special, tactical, fire, physical, drill, personal and professional safety of employees.

Stage and concert skills formation of higher music students based on personality-oriented and activity-based approaches

Relevance. Concert activity is an integral part of the training of music specialists in higher education institutions, which in turn involves the education of stage culture in students and the formation of their stage performance skills. Therefore, the research relevance is predefined by the need for a thorough study of personality-oriented and activity-based approaches to the problem of forming the stage culture of music students.Purpose. The research aims to study and analyse the basics of forming stage and concert knowledge, skills and abilities of music students during the process of professional training, based on personality-oriented and activity-based methodological approaches.Methodology. The following methods were used in this study: comparative, typological methods, generalization, and analysis.Results. The study has revealed the basic aspects of the activity-based approach to the development of performance skills of young music professionals, as well as the personality-oriented approach. It was possible to identify the nuances and important aspects of the educational process in the distance preparation of musicians for concert practice. The research revealed the characteristic features of the formation of stage performance skills for various forms of musicianship, including vocal and instrumental activities. The main methodological principles of forming stage culture in students of higher music educational institutions were studied. The research investigates the necessary pedagogical conditions for a successful educational process of forming stage and concert skills of students of higher educational institutions.Conclusions. This research can be used by scientists to further study the issue of training personnel for stage activities in the field of musical art.
