LEGAL COMPETENCE OF THE EDUCATIONAL MANAGER AND ITS FORMATION IN THE CONDITIONS OF THE MAGISTRATE

The article examines the urgent need for new approaches to the professional training of managers of educational institutions in terms of legal competence, which is emphasized by the current legislation and normative documents of the Ministry of Education and Culture of Ukraine. The advantages of using the situational approach are highlighted, which is organically connected with the activity in the process of pedagogical formation of the legal competence of the future manager in the conditions of the master's degree. The author emphasizes that not only on the basis of the study of classical law disciplines, but also on the basis of new approaches to teaching (for example, situational-activity), it is possible to successfully form the legal competence of future managers of education.
 In this way, the legal competence of the manager of the second (master's) level of higher education in the specialty 073 Management "Educational Institution Management" obtained at the university should become the basis for the activities of domestic education managers, which will enable our educational institutions to reach new heights of relations with society. With the help of not only classical educational disciplines in law, but also new approaches to teaching (for example, situational-activity: case study, which is connected with activity), the possibility of active and purposeful formation of legal competence of future managers of Ukrainian education can be ensured. It should be clearly oriented to the requirements of the newest domestic market of all, without exception, educational services, precisely to the legal aspects of the professional competences of education managers, who will possess certain abilities and skills regarding their practical application in daily life, while working in managerial positions in educational institutions.

Civilizational Paradigm of the Study of Management Culture Phenomenon: Theoretical and Methodological Aspect

Introduction. The development of management as a cultural phenomenon is inextricably linked to the development of world civilization. Moreover, civilization is a kind of driving force for changing management culture. Therefore, the development of a civilizational paradigm for studying management culture is certainly an urgent scientific problem. Purpose and methods. The purpose of the article is to provide a theoretical and methodological substantiation of the civilizational paradigm for studying the phenomenon of management culture. The methodological basis of the study is the dialectical principle of cognition, system-synergetic, historical and interdisciplinary approaches to the study of social phenomena and organizational processes in society. Results. The basic theories of the study of civilization are considered. A two-dimensional approach to the study of civilization as a form of movement of social matter is revealed. The role and mechanisms of bifurcation of civilization as a driving force for the restructuring of society and management culture are revealed. The structure, characteristics and patterns of change in the world civilization and management culture of post-industrial society are determined. Conclusions. The scientific novelty of the research results lies in the substantiation of the civilizational paradigm of management research as a socio-cultural phenomenon, which allows to comprehend the deep essence, analyze the genesis and predict possible directions of future development of civilization and management culture. The significance of the study lies in the addition to the science of new provisions on the study of management culture based on the civilizational paradigm, as well as in the possibility of using them in the process of professional training of managers.

Методы подготовки руководителей с применением когнитивных карт и ситуационного моделирования

Introduction. The methods of managing the process of professional training of managers based on the concept of consistent development of a set of professionally significant qualities by conducting simulation games and exercises with students are considered. At the same time, the formal model of the complete training process of the head is presented in the form of the sum of efforts spent on the implementation of private learning processes that allow students to form a cumulative ability to carry out managerial activities. Accordingly, the training of the head is considered successful, provided that the results of passing all stages of training have an acceptable value. Dynamic modeling of the development of situations using actual modeling scenarios based on real situations, the use of semantically significant terms and concepts familiar to managers from the subject area of management of organizational structures, allows you to bring the model situation as close as possible to the real activity of the manager, due to which it is expected to receive high efficiency of their training. Tasks of the work. Development of methods based on modeling situations characteristic of the activities of managers, and conducting simulation games with students, exercises based on the training software and hardware complex in order to improve the practical training of managers. At the same time, it is proposed to implement intelligent management of the educational process by using cognitive maps, and to use models of organizational systems functioning at the regional level for information support. Methods. The dynamic modeling method based on cognitive maps is applied. Predicate calculus methods, situational management methods, including situational modeling and situational analysis are also applied. Results and discussion. The considered methods increase the practical orientation of training, projecting the intended activity of students on the educational process, in connection with which there is a correction of the content of training sessions in the direction of increasing the expediency of the training. To implement the proposed methods in the educational process, it is proposed to use specialized training software and hardware complexes, in connection with which their composition and main functions are considered. Conclusions. The presented methods make it possible to improve the organization and implementation of the educational process on the basis of a situational approach aimed at improving the effectiveness of training managers and strengthening its practical orientation. IMPLEMENTATION OF AN EXPERIMENTAL PROGRAM FOR TRAINING PRINCIPALS AND TEACHERS IN THE INNOVATIVE ORGANIZATION OF METHODOLOGICAL WORK IN NUS

The article analyzes the readiness of teachers for innovative methodical work. It is noted that the traditional system of organizing methodical work in secondary schools does not fully satisfy the requirements of modern new education, the focus of which is determined by teacher preparation for pedagogical activities in the context of the New Ukrainian School. The context of the state policy and strategy for the development of education in Ukraine focuses on a new understanding of methodical work as an important factor in the implementation of the "New Ukrainian School" concept. The tendency of demand by society for innovations in education is increasing, which necessitates the development of fundamentally new approaches to the interaction of pedagogical science and practice, the introduction of modern technologies of methodical management. The content of the experimental program for the training of managers and teachers for the innovative organization of methodical work at NUS was revealed. It is noted that the theoretical and methodological basis in the development of the experimental program was a system-structural approach to determining its content. The program reflects all the main ideas and features of methodical work at the National University of Higher Education, takes into account pedagogical culture in the management of the teaching staff, reveals the essence of management, organization, control and correction of methodical work; principles of innovative pedagogy; specifics of the educational institution; the content of the training course on mastering a sufficient level of computer use. The data collected during the experiment show that the technology of innovative organization of methodical work has its own logic, orients to a certain goal, tasks and stages of learning. Moreover, two lines interact in the organization of methodical work: one – in the logic of ensuring professional training of managers for the innovative organization ьof methodical work, which includes the ethics of service relations, the identification of "real" management problems in resolving conflicts that accompany any labor team; the other is traced within the framework of specific educational activities of teachers regarding the assimilation of the content of innovative learning technology.

Spatial Semiotics and Landscape Hermeneutics in the Professional Training of Managers of Socio-Cultural Activity

Introduction. Socio-cultural activity managers' training involves students’ mastering and fluent operating the concepts of “cultural landscape” and “semiosphere”, which are used to carry out hermeneutic and semiotic analyses of regional and world culture phenomena. Purpose and methods. The article aims to reveal the main provisions of spatial semiotics and landscape hermeneutics and determine their didactic potential in the context of socio-cultural activity managers' training. Research methods include analyzing cultural, art history, and philosophical literature, theoretical generalization, and synthesis. Results. When analyzing cultural space and cultural phenomena as texts, concepts and terms are used that characterize cultural space as a semiotic system: language, text, metatext, intertextuality, and communication. One of the essential shared objects of spatial semiotics and landscape hermeneutics is the city, the high degree of semioticization determined by such essential features as “doneness” and “artificiality”. Conclusions. Space and culture interact and influence each other. At the same time, spatial categories such as “center”, and “periphery” appear as universal models for describing texts and phenomena of any branch of the cultural sphere. The analysis of landscape and cultural phenomena is carried out according to the parameters of the level of semiotic saturation of the environment; the level of significance of symbolic activity; the intensity of semiotic exchange; level of self-identification.

ALGORITHM AND PROGRAM FOR OPTIMAL PLANNING OF TRAINING OF HEADS OF INTERNAL AFFAIRS BODIES BASED ON A MULTITHREADED MODEL

An algorithm for optimizing the process of planning the educational process of training heads of internal affairs bodies is considered, and the implementation of this algorithm in C# in the Microsoft Visual Studio 2019 software environment. The algorithm is based on the use of a multi-threaded network model for optimal balancing of the educational process according to the types of management activities being mastered. The main goal of the algorithm and program development is to increase the effectiveness of the training of managers by observing the uniformity and complexity of the formation of their professionally significant qualities. Balancing the curriculum, in addition to the main goal, allows us to solve the problem of identifying the reserves of study time formed by exceeding the used study time to the actual required costs, by jointly analyzing the use of study time to form (consolidate) professionally significant qualities of a leader across the entire set of academic disciplines (modules) in training programs. Reducing the training time spent on the professional training of managers, which can be achieved by optimizing curricula, allows you to reduce not only the duration of training, but also the material costs associated with the remuneration of teachers and auxiliary training personnel, as well as reduce the wear and tear of the educational material base. When implementing the algorithm, mathematical programming methods are used, as well as a network multithreaded model reflecting the process of formation and consolidation of professionally significant qualities of a manager in the whole set during the implementation of basic educational programs and programs of additional professional training. The results of a computational experiment using the developed program showed two types of collisions that arise during the planning of the educational process and allowed us to draw conclusions about possible ways to overcome them.

The article substantiates the pedagogical conditions for the formation of communicative skills in specialists in the field of management. It is determined that communication skills are the ability to establish and maintain important contacts with other people, the appropriate system of professional knowledge, skills and practical skills that contribute to effective communication. And in order to improve the educational process and increase its effectiveness as a way of forming communication skills in management, the following pedagogical conditions were formed: the formation of positive motivation, the use of principles of innovation, interactivity and professional orientation; providing psychological and pedagogical support to specialists in the field of management; application of interactive learning technologies (business and role-playing games, brainstorming, project method, case studies, debates, psychological trainings); providing modern content of professional training of managers in order to form communicative skills in the process of studying the humanities. It has been proved that specialists with high communicative skills meet European educational standards, it is necessary to introduce dialogic training, which will promote the formation of dialogic competence, which is the highest expression of communicative competence of managers and will implement psychological and didactic mechanisms of self-organization. , will ensure the development of critical thinking, solving important educational tasks of mastering productive knowledge, integrative skills in dialogue. It is determined that in the process of application of dialogic learning the motivation of learning increases, interest is shown, there is a formation of communicative skills, creativity, intelligence, their worldview expands. Thus, based on the analysis, it should be noted that the formation of communication skills of managers should be clearly structured. In addition, it is important to direct the learning process to personality-oriented interaction, as well as to implement interactive learning technologies, namely: role-playing and business games, trainings, case situations, project method, brainstorming. And the implementation of these technologies in the learning process should be based on the following principles: problems in learning, interdependence and interdependence of the study of individual disciplines; situationality; accessibility; professional orientation; integration; the principle of activity approach in learning and group cooperation.

EVERYTHING MAY BE A LEADER?

The existing experience of the society regarding the functioning of leaders in it is considered, where education plays not the least role. Certain ways and means of identifying people with leadership potential have been identified, but there is still a possibility of errors in their selection and further professional management training. The main question of the possibility for each person to be a leader, which is the basis of the methodology of their identification and training, is considered. The nature of the answer to this question affects the meaning of social life and joint activities of people, their socio -psychological well-being. It is determined that the oppor tunity for a person to become a leader is determined by a combination of both objective and subjective factors. They can both contribute to the successful realization of this opportunity, and complicate it, which requires a systematic analysis of these factors, among which the subjective factors are more important, because it depends on the person whether he wants and can be a leader.

DIGITALIZATION AS THE MAIN FACTOR OF DEVELOPMENT OF THE HOSPITALITY INDUSTRY IN THE EU COUNTRIES

The article considers the main trends in the development of the hospitality industry market in the European Union. The analytical review of scientific sources allowed to single out among them the following: deepening of specialization of hotel and restaurant offers; creation of international hotel and restaurant chains; development of a network of small enterprises; introduction of new computer technologies in the hospitality industry; training of highly qualified personnel. The contradiction between the urgent need for innovation in the hospitality business highlights the problem of introduction of new computer technologies in the hospitality industry and the appropriate training of highly qualified personnel. The main directions of digitalization as the basis of innovations introduced in the hospitality industry are determined: technologies of pattern recognition (face); use of robots, virtual companions, equipment of rooms with «smart» equipment, use of modules such as «Online supermarket tours». The classification of world innovations in the hotel business by types, innovations and significance for the development of the hospitality business is offered. Among the innovations are informational and marketing types. Informational innovations are related to the Cloud Hotel Automation System, the Cloud Hotel Management Service, the Hotel Booking Service, the creation of a WOW-effect for customers, etc. An analysis of the training of specialists for the hotel and restaurant business in European countries that are able to ensure the digitalization of the hospitality business is conducted. The peculiarities of professional training of managers in higher education in Switzerland, which ranks first in the top 10 of best hospitality schools in the world, are considered. Due to the analysis, recommendations are formulated for the training of the specialists of hotel and restaurant business in Ukraine, which focus on quality of practical training of students through long internships in leading hotels in Ukraine and abroad, attracting future professionals to work on innovative projects, creating high-tech learning environments in universities.

The importance of time management in the leading activity of educational institutions

Among the revolutions that took place in the twentieth century, one of the most important was the managerial revolution. It was during this period that management became a separate field, developing intensely even today. Currently, in all developed countries, more attention is paid to the training of professional managers, because "the task of the leader is to be more and more efficient". The need to professionalize managerial activity in the field of education was realized in the West in the 60s and 70s of the twentieth century [1]. In the Republic of Moldova, this problem began to be addressed only in the 90s. Almost a hundred years ago, the author who founded the scientific management, Frederick Taylor, postulated the principle "Strict record of time and standardization of work" making a huge step towards increasing efficiency in the organization. Management means efficient and effective management of an activity. From this perspective, the manager cannot ensure the efficiency for the institution for which he is responsible if he does not know how to manage the resources efficiently. In addition, time is a precious, pretentious and irreversible economic resource: time is the rarest resource being irreplaceable but at the same time "unlimited", it is expensive, but it cannot be bought, stored, multiplied, and its loss cannot be assured either. By the largest insurance company in the world, so it cannot be "compensated", a source that can increase efficiency and profit, so that its good management is an essential skill [2].

Data envelopment analysis based assessment of human resource management strategy in the banking industry: A case study of a well‐known Taiwanese Bank

This study examines the efficiency in operating performances of domestic branches of a well‐known Taiwanese Bank by adopting a data envelopment analysis (DEA). The empirical findings show that most branches are gauged inefficiently. Some should strengthen professional training of managers to improve the pure technical efficiency; others should enhance the scale efficiency. In addition, based on the empirical results, strategies to improve the efficiency of human resources by allocating workforce are proposed. Appropriately adjusting the number of staffs among branches is an effective way to increase the operating performances of the bank.

Higher Education As a Tool to Build the Cultural and Intellectual Potential of Managers

The article reveals the methodological aspects of training a new generation of managers in universities. In modern conditions in higher education theoretical and practical education of managers is required, as well as formation of their professional culture demonstrated in developed soft skills. However, in Russian society the traditional type of managerial culture prevails, which is demonstrated in spontaneous recruitment. As a scientific-theoretical and methodological basis of this research, the authors use system, dialectical, activity, phenomenological approaches, methods of applied sociological research. The article justifies that the effectiveness of management is associated with the level of development of intellectual potential of managerial personnel and its improvement is carried out through the implementation of professional, innovative, moral, information sub potential. Modern university training of managerial personnel reflects the contradiction between the traditional model of education and new requirements of the society, connected with modernization processes. Growing public intellectual activity requires managers to create new forms, methods and mechanisms of management. In these conditions, one of the mechanisms of management is a purposeful construction of managerial culture of young people as a future subject of management in the system of higher education. The development of the ability to improve internally is an important task of modern Russian management. The principle of subject-subject vertical and horizontal relations in knowledge management implies a shift of emphasis to self-organization. Therefore, it is necessary to take into account not only learning opportunities, but also self-learning. Academic training for management activities includes a combination of research and applied activities supplemented by the study of disciplines with a social and humanitarian orientation. In this connection, there is a need to train a new generation of professional managers capable of innovations, creative, constructive management activities, which are based on a fundamentally different culture of education management and personnel policy.

COMPARATIVE ANALYSIS OF PROGRAM SUBJECT AREAS FOR TRAINING INFORMATION TECHNOLOGY MANAGERS IN UKRAINE AND THE UNITED STATES

The article presents a comparative analysis of information technology and management subject areas in Ukraine and the US over the past 25 years. Special attention is given to the program subject areas under which universities can train specialists in IT management, a branch at the intersection of IT and management. In particular, the article traces transformations in the Cabinet of Ministers’ decrees on these fields of study, and details the amendments introduced into the classification of qualification levels, fields of study and subject areas in compliance with Decrees № 325 dated 1994, № 507 dated 1997, № 1719 dated 13.12.2006, № 787 dated 27.08.2010, and № 266 dated 2015. The article also outlines the higher education standards on IT and management developed on the basis of active Decree № 266 and other regulations. Further, it identifies the specifics of professional training of managers and IT specialists in the US. In particular, it outlines the Guiding Principles and Standards for Business Accreditation by the Association to Advance Collegiate Schools of Business, and the Computing Curricula Guidelines jointly developed by the Association for Computing Machinery and the Computer Society of the Institute for Electrical and Electronic Engineers. Finally, the article correlates computing-related study areas in Ukraine and the US, and shows that reforms in IT and management fields of study are still in progress in Ukraine. The author concludes that while IT components in management subject areas are quite comparable in Ukraine and the US, the weight of business ones in IT subject areas is much smaller in Ukraine, which sidelines the professional training of IT managers in these subject areas. The author stresses the prospects of further analysis of the IT management programs available in Ukraine as well as the opportunities of incorporating the US experience to develop professional training of IT managers in the universities of Ukraine.

Experience in the Application of Cognitive Techniques in the Field of Physical Education and Sports

Improving the professional training of managers in the field of physical education and sports today requires the need to use foreign experience in their preparation, especially for the experience of using cognitive psychology techniques in professional and personal training. The study of international experience training of future managers of physical education and sports is of great importance for the implementation of positive trends in higher education in terms of the quality of their training and the formation of their professional competence. And this requires a critical analysis of the achievements of the educational systems of foreign countries and the adaptation of these achievements to national needs. The relevance of the study of world experience is due to the possibility of using the achievements and practices in the context of the establishment of a new paradigm of professional education for managers of physical education and sports, in which the cognitive-contextual goals of forming the professional competence of these specialists should become priorities. The importance of studying international experience in the application of cognitive teaching methods in the training of managers of physical education and sports is also due to insufficient information on relevant studies conducted in this area. Unfortunately, the study of the individual components of the cognitive-oriented education system in higher education institutions of the world space is characterized by the lack of a holistic view of its functioning in modern conditions.

СУТНІСНІ ХАРАКТЕРИСТИКИ ПРОЦЕСУ ФОРМУВАННЯ КУЛЬТУРИ ПРОФЕСІЙНОЇ ДІЯЛЬНОСТІ МАЙБУТНІХ МЕНЕДЖЕРІВ

The article analyzes the psychological and pedagogical literature and researches of scientists who studied the essential characteristics of the process of forming the culture of professional activity of future managers. The relevance of the research problem is determined, the essential characteristics of the studied concepts: “professional culture”, “professional culture of the future manager” are revealed, the orientation of psychological and pedagogical science in favor of finding new ways of organizing the process of forming the culture of professional activity of future managers in higher education institutions is revealed. An emphasis is placed on the importance of the “I-concept” of the future manager, which includes awareness of himself as a professional, a carrier of professional culture, a representative of a particular profession. The forms of active activity of student youth in forming the culture of professional activity of future managers are analyzed. The list of educational disciplines contributing to the effective formation of the culture of professional activity of future managers is given. Forms, methods, means of forming the culture of professional activity of future managers are revealed. The influence of educational innovations on the practice of professional training of managers, which look like a certain model of innovative educational process, which covers six stages, is revealed. The content and structure of the professional culture of the manager are revealed. Interactive forms of organization of educational process that also contribute to the effective formation of professional culture of future managers are outlined, namely: coaching-training, pedagogical design, business games, brain-rings, SWOT-analysis, cases, consultations, situational methods, development of animation activities, lines workshops, webinars, workshops, flash mobs, exhibitions, fairs, auctions, themed guest events, art projects, gala nights, tournaments, marathons, author studios, quests, and more. At the end of the article, conclusions are drawn and the prospects for further development of this problem are outlined.

The Manager’s Competence of Socio-Cultural Activity in Measuring Socio-Cultural Effects

Introduction. Transformational processes in Ukraine lead to increased public demand for the spread of innovative technologies of social and cultural activity. The measuring of the effects of social and cultural activity is a necessary element of many social and cultural technologies. Formation of the competence to measure social and cultural effects of managers of social and cultural activities requires careful theoretical, methodological and methodical substantiation. Purpose and methods. The purpose of the article is to substantiate the theoretical and methodological components of the educational technology of formation the competence to measure of social and cultural effects in system of abilities of future managers of social and cultural activity. In the course of the research a set of fundamental ideas of the activity approach, general systems theory, structural analysis, social, economic and psychological determinism, as well as methods of pedagogical observation, student testing, interviewing and interrogatory, text analysis of student projects were applied. Results. The expediency of profound formation of competence to measure of social and cultural effects in the professional training of managers of social and cultural activity is revealed. The content of social and cultural influence that makes a shift in the life activity of the individual and the society is shown. The concept of social and cultural effects, which exists as a scientific term and is accessible for scientific measurement, has been clarified. Conclusions and discussion. The scientific novelty of the obtained results is the confirmed expediency of pre-emptive mastery of theoretical approaches to measuring social and cultural effects and supplementing the theory of social and cultural activity with new theoretical definitions of the concepts of “social and cultural influence”, “social and cultural effect” and “measurement of social and cultural effects”. The practical significance of the obtained results is reflected in their direct use in the process of training of managers of social and cultural activities.

ІННОВАЦІЇ У ФОРМУВАННІ ПРОФЕСІЙНОЇ КУЛЬТУРИ МАЙБУТНІХ МЕНЕДЖЕРІВ

The problem of formation the professional culture of the future managers is analyzed in the article. The essence of the concepts: “innovation process”, “educational innovation”, ’educational innovation process” from the point of view of different scientific approaches is revealed. The author defines the concept “educational innovation”, which is considered as a complex, purposeful process of implementation, assimilation, use and dissemination in the educational activity of new ideas, orders, customs, methods, techniques, technologies, mechanisms, systems, structures, phenomena, etc., for the purpose ensuring its stability, improving efficiency and development in market conditions. The urgency of the problem of formation of professional culture of the future manager is investigated. Educational innovations are categorized, which give an opportunity to understand the depth of their role, tasks and functions in the organization of educational activities. Among which are innovations by level of innovation change, distinguishing eight ranks (orders) of innovations; by the degree of radicality of novelty (basic innovations, innovations that improve (modify), pseudo-innovations). The classification of educational innovations is given, such as: innovation process, innovative product, innovative service. Emphasis is placed on the importance of step-by-step introduction of innovation into the professional training of managers. The signs by which innovations are grouped (by: environment, place of application, focus) are identified. A model of an innovative process is proposed, covering six stages (introduction, diffusion (distribution) and modernization). The features of the educational process are highlighted, among which the focus is on its cyclicality, which corresponds to the concept of “life cycle” of innovations.

SOCIAL INNOVATIONS IN THE PROFESSIONAL TRAINING OF MANAGERS UNDER THE CONDITIONS OF KNOWLEDGE ECONOMY DEVELOPMENT

The transformation in the system of business relations in modern times has led to the formation of the economy based on knowledge. Relevant processes place qualitatively new demands to the managerial staff in this system and, consequently, to the technologies of their professional training. Effective usage of innovations in pedagogy for the training of managers becomes one of the fundamental factors in the formation of competitiveness of knowledge economy. The purpose of the paper is to reveal the essential characteristics, generalization and justification of social and pedagogical innovations in the professional training of managers under the conditions of the formation of a knowledge economy. The methodological principles, which the given analysis is based on, include the implementation of a set of universal and special methods of scientific cognition. Results. The role of education is defined as the foundation for the economy based on knowledge. In total, it is possible to distinguish three main areas for optimization of the process of professional and personal development of future managers: expanded implementation to the system of in-class activities forms, methods and technologies that teach to perform practically all managerial functions and actions under different market conditions; implementation to the educational institution of out-of-class forms of practical work that develop market and managerial thinking and other qualities, skills, and abilities; expansion of personality developing space in the educational institution. So, in the context of the knowledge economy formation, important means for the development of managers’ economic knowledge are those that are aimed at studying, analysing the achievements of economic thought, understanding information, and generating their own effective options for management optimization. Based on this, the priority social and pedagogical innovations are: projecting and modelling in management, research, and creative activity. Practical implications. In the project process, a clear formulation of the project’s goals and objectives, development of the final material product (business plan; measures to optimize management of a certain enterprise sector; a set of diagnostic methods for assessing the professional competence of applicants for the position, etc.) were assumed. Modelling allowed developing and exploring models of objects of economic activity, which helped to systematize knowledge about them, to specify their components, to disclose new functions. Research and creative activity allowed students to study at the empirical and theoretical levels in the economic sphere, the laws of its phenomena functioning in the context of their systemic interconnection with the goal of knowledge development about it, generating and implementing effective approaches to solve problems.

Simulation based technologies for Professional Training of Managers in the Arctic Region

There are many studies which have arrived at the conclusion that simulation based technology makes a positive impact on learning process. This type of learning ensures active participation and leads to innovative solutions to problems. This study investigates the implementation of simulation based technology with the content in English on the course “Safety Training” for managers of different organizations. The results indicate that using simulation based technology appeared to be a useful tool for creating virtual-reality blended environment and promoting autonomous education. The proposed technology can be used for training and education in a variety of health care situations.
