Abstract

An algorithm for optimizing the process of planning the educational process of training heads of internal affairs bodies is considered, and the implementation of this algorithm in C# in the Microsoft Visual Studio 2019 software environment. The algorithm is based on the use of a multi-threaded network model for optimal balancing of the educational process according to the types of management activities being mastered. The main goal of the algorithm and program development is to increase the effectiveness of the training of managers by observing the uniformity and complexity of the formation of their professionally significant qualities. Balancing the curriculum, in addition to the main goal, allows us to solve the problem of identifying the reserves of study time formed by exceeding the used study time to the actual required costs, by jointly analyzing the use of study time to form (consolidate) professionally significant qualities of a leader across the entire set of academic disciplines (modules) in training programs. Reducing the training time spent on the professional training of managers, which can be achieved by optimizing curricula, allows you to reduce not only the duration of training, but also the material costs associated with the remuneration of teachers and auxiliary training personnel, as well as reduce the wear and tear of the educational material base. When implementing the algorithm, mathematical programming methods are used, as well as a network multithreaded model reflecting the process of formation and consolidation of professionally significant qualities of a manager in the whole set during the implementation of basic educational programs and programs of additional professional training. The results of a computational experiment using the developed program showed two types of collisions that arise during the planning of the educational process and allowed us to draw conclusions about possible ways to overcome them.
