Research and Practice on Slope Monitoring of Power Grid Construction Based on IoT Technology

In order to solve the shortcomings of traditional slope monitoring technology in automation, timeliness, and intelligence, this paper studies a slope monitoring system for high slopes in power grid construction based on power Internet of Things technology with characteristics of comprehensive perception, reliable delivery, and convenient application. By applying high-precision sensors, the plane and elevation monitoring accuracy of the system can reach a millimeter level. The layout principle of digital slope monitoring sensors is summarized and proposed according to traditional slope monitoring data in a power grid construction project in order to solve the relationship between actual slope monitoring demand and equipment investment. The slope monitoring system is applied in the three-level slope of a pilot project, and this technology realizes real-time judgment, efficient data transmission, and processing, making the obtained slope stability information more comprehensive, dynamic, and reliable.

The investment evaluation of power grid construction projects is a necessary link for power grid companies to carry out power grid construction. In the traditional evaluation process, it is generally based on the original index scores or similar schemes for comparison and decision-making. There are problems of simple methods and insufficient theoretical support. Fully considering various factors in the investment process of power grid construction, a set of rating index system with three-level hierarchical structure is constructed with actual demand as the standard. The evaluation model is verified and analyzed by an example.

Analysis and Design of the Project Risk Management System Based on the Fuzzy Clustering Algorithm

In order to effectively control the cost risk of power grid construction projects, the author proposes a cost risk management system for power grid construction projects based on the fuzzy clustering algorithm. The system introduces the fuzzy clustering maximum tree algorithm, and by constructing a mathematical model, combined with the empirical analysis, the key risk factors in the cost risk of power grid construction projects are identified. Through the analysis, it can be concluded that the key risks in the cost risk of power grid construction projects are the planning risks of infrastructure projects, the research risks of infrastructure projects, and the cost risks of infrastructure projects. Experimental results show that combined with expert experience and the actual situation of power grid engineering, the classification result at threshold λ = 0.785 becomes more realistic. At this λ level, 6 risk factors are grouped into 4 categories as follows: class I x 1 , x 2 , x 4 , class II x 3 , class III x 5 , and class IV x 6 . Through research, the identification of key risks can enable project managers to control the cost of power grid construction projects, targeted, so that risks can be minimized and investment returns can be improved.

Post Evaluation of Power Grid Project Based on Rough Set and Improved Multi-Level Extension Assessment

Post evaluation of power grid investment and construction project is an important part of power grid construction project. The effect of post evaluation will directly affect the quality level of project construction. Therefore, this paper proposes an improved post evaluation system based on rough set and fuzzy multi-level extension. Firstly, the main factors affecting the function effect of power grid construction project are analyzed. Then, the improved fuzzy multi-level extension evaluation model is constructed by combining fuzzy comprehensive evaluation theory with multi-level extension evaluation method. Finally, a 220 kV substation construction project is taken as an example to verify the validity and rationality of the model.

Research and application of 3D GIS in the visualization and information management of power grid construction projects

The research direction and application scope of transmission line 3D visualization aided design system include design data retrieval of transmission line project, preliminary path selection, feasibility study, and preliminary design. Actively explore the in-depth application of line 3D construction drawing design and digital transfer. Based on the relevant work experience of the author engaged in the application of GIS technology for many years, and taking the application of 3D GIS technology in power grid planning and design as the research object, this paper designs and implements a 3D GIS visualization system for power grid planning and design, decomposes the system function with a case, and analyzes the operation flow of the system in detail, which is believed to be beneficial to colleagues engaged in related work.

Research on Power Demand Side Information Quality Indicators and Evaluation Based on Grounded Theory Approach

High-quality power demand side information is necessary for scientific decision-making of power grid construction projects. Literature research shows that the current demand side management (DSM) information quality theories and methods need to be improved, and the information quality indicators and evaluation work are essential. In this paper, based on the grounded theory, about 250 copies of relevant literatures and interview records are reviewed. Through open coding, spindle coding, and selective coding, 105 initial concepts are finally extracted to 35 categories and 10 main categories. On this basis, four information dimensions including load extraction, monitoring, management, and government planning are summarized. An index system containing 34 indicators for DSM information quality evaluation on the power demand side is constructed. Finally, using matter-element extension evaluation method, a case study in China is performed to verify the feasibility and scientificity of the indexes. The results show that DSM information quality evaluation indexes are effective, and the evaluation method is also applicable. The establishment of DSM information quality indicators and the evaluation methods in this paper can provide a reference for similar information quality evaluation work in power systems.

Research on the Condition Evaluation Index of Distribution Network Equipment and Its Application

The current researches on investment decision of projects of power grid construction are feasibility studies or post-evaluation of single power grid construction projects. This paper mainly considers two types of index: abnormal state technical indexes and environmental indexes. During studying the investment demand of distribution network, firstly the operation state evaluation model of distribution network is formed to evaluate the equipment state, and then the investment demand is analyzed based on the results of the equipment state evaluation.

Construction of Risk Evaluation Index System for Power Grid Engineering Cost by Applying WBS-RBS and Membership Degree Methods

Based on the perspective of cost risk management of the entire process of power grid construction project, the WBS-RBS risk identification method is applied. The risk factors of power grid engineering cost are comprehensively identified from the five major engineering cost formation stages: investment decision estimate stage, design estimate stage, bidding price stage, construction budget stage, and final account stage. Combined with the basic data obtained from the questionnaire, the membership degree method is adopted to screen the key indicators of the preliminary factors of cost risk and then eliminate the redundant indicators. Furthermore, a set of simple and efficient risk evaluation index system for power grid engineering cost is constructed in order to improve the risk evaluation and management level of power grid construction project in China.

Differentiation degree combination weighting method for investment decision-making risk assessment in power grid construction projects

Power grid construction projects are distinguished by their wide variety, high investment, long payback period, and close relation to national development and human welfare. To improve the investment accuracy in such projects and effectively prevent investment risks, this paper proposes an investment optimization decision-making method for multiple power grid construction projects under a certain investment scale. Firstly, an in-depth analysis of the characteristics and development requirements of China’s power grid projects was performed. Thereafter, the time sequence and holographic method was adopted to conduct multi-dimensional, multi-perspective risk assessment of different parts of power grid projects, and a holographic risk assessment index system was developed. Moreover, an investment decision model considering the comprehensive risk based on combination weighting was developed according to the output and input of power grid construction projects. A new combination weighting optimization method that takes into account the investment willingness of enterprises was designed to improve the current weighting evaluation methods. Finally, the validity and applicability of the proposed evaluation method were verified by case examples.

With the deepening of external power transmission and distribution price reform and other policies, the work program of “optimize operation and management strategy, promote quality and efficiency development” within the power grid company has put forward clear requirements for the coordination of multiple majors, such as planning, construction, transportation and inspection, and materials. Starting from the actual management demand of investment chain, we build collaborative control standards of investment, standard control model, the innovative power grid construction project investment in multi-dimensional closed-loop control mode, and apply it to the investment management process, in order to extend investment value management to business terminals, constantly improve the management of scientific, validity and accuracy, and assist the company in multi-dimensional lean management and control.

Reflection on information management of power grid construction project based on typical accident analysis of power grid construction

Based on the review and reflection of typical cases, this paper analyzes the poor information transmission in the event of accident. Besides, it puts forward the effective measures to solve the bottleneck of information interaction between the current construction management unit and the construction project department, combining the actual situation of the power grid information.

With the rapid development of the power industry, Grid companies pay more attention to apply scientific and rational cost management methods to reduce the cost of power grid construction projects. This paper studies the cost management of power grid construction projects in various periods and establishes the evaluation index system of life-cycle cost management based on life-cycle theory to improve the cost management ability and income from investment.

Sustainability Evaluation of Power Grid Construction Projects Using Improved TOPSIS and Least Square Support Vector Machine with Modified Fly Optimization Algorithm

The electric power industry is of great significance in promoting social and economic development and improving people’s living standards. Power grid construction is a necessary part of infrastructure construction, whose sustainability plays an important role in economic development, environmental protection and social progress. In order to effectively evaluate the sustainability of power grid construction projects, in this paper, we first identified 17 criteria from four dimensions including economy, technology, society and environment to establish the evaluation criteria system. After that, the grey incidence analysis was used to modify the traditional Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), which made it possible to evaluate the sustainability of electric power construction projects based on visual angle of similarity and nearness. Then, in order to simplify the procedure of experts scoring and computation, on the basis of evaluation results of the improved TOPSIS, the model using Modified Fly Optimization Algorithm (MFOA) to optimize the Least Square Support Vector Machine (LSSVM) was established. Finally, a numerical example was given to demonstrate the effectiveness of the proposed model.

营改增是我国当前重大的税制改革，在新环境下，原有的电网建设工程造价和电网企业管理不能发挥其最大作用，因而顺应营改增政策，提高电网建设工程造价管理水平成为电网企业关注的重点。本文是以电网工程造价管理为主线，以营改增前后计税变化为指导，根据AHP所建立的模型及分析结果，在实例分析的基础上对电网企业提出了工程造价管理实施建议，有助于企业在新的宏观背景下把握企业未来发展趋势，尽快适应营改增转型期对企业管理的要求。 Replacing business tax with VAT is a current major tax reform in China. In new circumstances, the original power grid construction project cost and the management of power grid enterprises cannot play its biggest role. Thus to comply with the policy of replacing business tax with VAT and improving the level of the power grid construction project cost management level has been the focus of attention of the power grid enterprises. This paper is based on the power grid project cost management and is guided by the change of the tax calculation. According to the results of AHP method model and the case analysis of power grid enterprises, we put forward some suggestions to implement the project cost management. It helps enterprises grasp the future development trend of construction enterprises in the context of the new macro and adapt to the objective requirements of enterprise management in the transition as soon as possible.

Safety Risk Assessment of Power Construction Project Based on the Vulnerability

The power grid construction project is a complex system which is composed of many kinds of structures and sub projects, and affected by many factors, and its safety vulnerability is quite obvious to cause the occurrence of accidents. In order to provide a decision making to prevent and control the safety risk, the vulnerability of the power grid construction project would have been identified by both the technical and management factors based, and proposes a mathematical measurement model and the calculation steps of the safety risk value. By the case analysis, it proves that the model is practical and can be as a theoretical basis for the power infrastructure to prevent and reduce the disaster.

Power Grid Construction Project Portfolio Optimization Based on Bi-level programming model

As the main body of power grid operation, county-level power supply enterprises undertake an important emission to guarantee the security of power grid operation and safeguard social power using order. The optimization of grid construction projects has been a key issue of power supply capacity and service level of grid enterprises. According to the actual situation of power grid construction project optimization of county-level power enterprises, on the basis of qualitative analysis of the projects, this paper builds a Bi-level programming model based on quantitative analysis. The upper layer of the model is the target restriction of the optimal portfolio; the lower layer of the model is enterprises’ financial restrictions on the size of the enterprise project portfolio. Finally, using a real example to illustrate operation proceeding and the optimization result of the model. Through qualitative analysis and quantitative analysis, the bi-level programming model improves the accuracy and normative standardization of power grid enterprises projects.

Life-cycle Management Research in Power Grid Construction Project

The current investment and management mode of power grid construction project is inadequate to the whole optimization, the overall process of the project has obvious time-phased, therefore, the paper strongly advocates to carry out life-cycle management in power grid construction project, and divides the construction project into five stages as preliminary planning, design and planning, construction and operation, scrap and disposal, and evaluate and control the cost of operating stage, investment benefit of decision stage, design stage management and risk of construction stage, and sets up performance evaluation model of power grid project, in order to provide certain practical significance for the establishment of life-cycle management mode of power grid enterprises.
