Our vast teaching and research career in the field of higher education, especially about Argentine universities, mobilized us to deepen our reflection on the processes of government and management in universities, focused specifically on those of strategic planning, since the state The global crisis caused by the pandemic placed us at a turning point, which implied repositioning ourselves and therefore carrying out a contextual review and normative inquiry to be able to question ourselves about the importance of planning and especially its place in universities to face uncertainty, change and this global crisis. Taking into account some of the characteristics that our university system acquired during the ASPO[1] and DISPO[2] with the contribution of prominent scholars, we also present a systematization of regulations and documents issued by the CIN[3] and by the SPU[4] And finally, in this contextual framework We take UNICEN[5] as a case to specify the documents it prepared, whether it did so based on its institutional planning and to what extent it responded to the emergency.
