Two-Phase Optimization Models for Liner Shipping Network Based on Hub Ports Cooperation: From the Perspective of Supply-Side Reform in China

From the perspective of supply-side reform in China, it is hard for COSCO Shipping, a merged company with a strong shipping capacity, to abandon the container shipping market. Meanwhile, the new company could cooperate with new strategic ports along the Maritime Silk Road in liner service. Against this backdrop, this paper aims to optimize the liner shipping network (LSN) from strategic, tactical, and operational levels and help the merged shipping company adjust its operational measures according to market changes. The optimization towards different levels of decision-making process is a new research of highly practical values. Specifically, this paper created two-phase optimization models for LSN based on the selection of hub ports. In Network Assessment (NA) phase, the LSNs of two types of hub ports selected are designed and assessed on strategic and tactical levels, and the primary and secondary routes are identified; in Network Operation (NO) phase, the “path-based flow” formulations are proposed from the operational level, considering operational measures including demand rejection and flow integration. The models in both phases are mixed-integer linear programming (MILP), but are solved by different tools: CPLEX for the NA phase models and the Genetic Algorithm (GA) for the NO phase models due to the computational complexity of the latter problem. Then, a computational experiment is performed on the LSN of COSCO Shipping on the Persian Gulf trade lane. The results have proved the effectiveness of the methodology and inspired important countermeasures for the merged shipping company.

Research on the Balance of University Education Reform from the Perspective of Supply-side Reform

In order to maximize the benefits of the national economy's macro-distribution and redistribution of educational resources, it is necessary to solve the problem of the optimal and reasonable allocation in the education system. Whether it takes the form of urban and rural education regional community, compulsory education school district system, teacher community, and so on, it must be based on the distribution of high-quality resources. Educational resources are limited, and new resources cannot be wasted due to reintegration. Therefore, the government must implement macro-control, seriously conduct investigations and feasibility studies, and adopt relatively reasonable allocations to achieve a relatively balanced target for limited educational resources. The balance of educational resources is not only the core of China's higher education development, but also the key to the good development of each university in China. This article analyzes and studies the balance of higher educational resources in China from the perspective of supply side, from the extension of supply side reform in higher education, the analysis of the balance of higher educational resources, and the optimization of balance of higher education resources. Making in-depth research, this paper points out the problems in the balance reform of higher education resources in China from the supply side, and reasonably put forward the relevant approaches of equity in Education.

The substitution effect of grass-fed livestock products on grain-fed livestock products from the perspective of supply-side reform in China

Clarification of the direction of China’s future agricultural structural transformation is important, particularly by analysing the dynamic characteristics of upgrading the food consumption structure, especially the relationship between grain and grass-fed livestock products, and by predicting future food consumption patterns. Based on the food equivalent unit (FEU) and the arable land equivalent unit (ALEU), characteristics of meat consumption elasticity across China and between regions were analysed using the extend linear expenditure system for national meat consumption elasticity and regional changes. Similarly, in addition to the substitution effect of grass-fed livestock products on grain-fed livestock products, the prediction of the future gap in demand for grass-fed livestock products was explored. Results indicated that: (1) from 2005 to 2012, the per-capita food consumption on average has stabilised at 460 kg FEU per year. The consumption of grain-fed livestock products is stable, and that for grass-fed livestock products has increased dramatically since 2000; (2) there is a substitution effect of consumption of grass-fed on consumption of grain-fed livestock products on individual and regional scales; (3) By 2035, the overall demand gap for future grass-fed livestock products in China will be 1.14 × 1010 kg, and the main demand will be in grain farming areas. Based on the aggregated advantage index of each region, the seven grassland ecological-economic regions are divided into three priority groups for grassland agricultural development.

Analysis on the win-win development of family doctors to promote the combination of healthcare and elderly care

The innovative healthcare plus elderly care model is a major move for China to combat population aging. Given its initial success, there still exist challenges in the systems and economic conditions, for which family doctors can play a key role as population health gatekeepers . From the perspective of supply-side reform, this paper analyzed the current progress and challenges in this regard, and proposed a win-win mode. This mode combined the advantages of the family doctor system to optimize the community-based healthcare and elderly care as well as aging care resources.Family doctors are centered to build a community elderly care supply mode, to promote mutual development of primary medical institutions and the elderly-healthcare sector in China. Exploring the Practice of ''College, Government, Association, Research and Enterprise'' Collaborative Education Mode from the Perspective of Supply Side Reform - A Case Study of the Applied Chemistry Major of Yancheng Teachers University

At present, the training of engineering talents in higher education needs to carry out supply-side reform to solve the disconnection between the demand for social talents and the cultivation of talents in universities, and the phenomenon that there is a mismatch between the students' employment needs and the curriculum system of colleges and universities. The ''College, Government, Association, Research and Enterprise'' (CGARE) Collaborative Education Mode has been built to improve the quality of applied talents in the applied chemistry major of Yancheng Teachers University for nearly 10 years. Based on the student-oriented education concept, the collaboration of college, government, association, research and enterprise was taken as a breakthrough and the enterprise technology demand was taken as the carrier to improve the engineering practice ability and innovation and entrepreneurship ability of college students, and fully meet the needs of society and enterprises for high-quality talents in the CGARE collaborative education mode. The quality of applied talents has been improved significantly through the CGARE collaborative education mode. High-level achievements of the students of the applied chemistry major of Yancheng Teachers University are fruitful. The innovative and entrepreneurial ability and their professional self-confidence of the students have been greatly enhanced. Thus, the quality of student employments is high, and given high marks by the internship unit and employer. Effective supply of eco-product and its influence factors at provincial scale of China from the perspective of supply-side reform.

Eco-product is scarce product with consequences on human health, economy and society all over the world. In order to understand the effective supply of eco-product and figure out its law of scale efficiency, panel data from 2004 to 2015 with labor force, capital, resource, and energy source was carefully selected as the input variables and GDP, sustainable product, and undesirable output as the output variables, the scale efficiency and its differences of effective supply of eco-product in China were measured in this study. SBM-Undesirable model, Theil index, and the model of Tobit were used to analyze the driving factors. The results showed that there was a downward trend in scale efficiency of China's eco-products before 2011, and an upward trend with obvious inter-regional differences since 2012. The influence factors of supply efficiency of eco-product greatly varied among different regions. Overall, some factors had negative influences, including the values of economic development level, industrial structure (the proportion of secondary industry's increase in GDP), science and technology input, financial capital input (the proportion of environment pollution control investment in GDP), energy consumption structure (the proportion of coal consumption in overall energy consumption), and agricultural non-point source pollution. Some factors had positive influences, such as eco-space and foreign trade structure. In Eastern China, factors such as industrial structure, science and technology input, financial capital, energy consumption structure and agricultural non-point source pollution had negative impacts, while the factors of economic development level, eco-space and foreign trade structure had positive impacts. In Northeast China, the factors of economic development level, financial capital, agricultural non-point source pollution and foreign trade structure had negative impacts, while the factors of industrial structure, science and technology input, energy consumption structure and eco-space had positive impacts. In Central China, the factors of economic development level, science and technology input, financial capital, energy consumption structure, agricultural non-point source pollution and eco-space had negative impacts, while the factors of industrial structure and foreign trade structure had positive impacts. In Western China, the factors of industrial structure, energy consumption structure, and agricultural non-point source pollution had negative impacts, while the factors of economic development level, science and technology input, financial capital, eco-space, and foreign trade structure had positive impacts. Based on further theoretical analysis of above-mentioned empirical measurement, some poli-cy implications were put forward for effectively improving the efficiency of eco-product supply from the angle of supply-side reforming, which included emphasizing the transitions mode of sustainable economy, optimizing ecosystem structure, and managing ecosystem as a whole according to natural laws.

Study on the Construction Path of Characteristic Small Cities and Towns from the Perspective of Supply-side Reform——Taking Zushan Town as an Example

Characteristic small cities and towns are the new vehicle for advancing new urbanization construction and supply-side reform. Zushan characteristic towns focus on tourism vacation, ecological livability, integration of production and cities, cultural heritage, poverty alleviation and other functions, and focus on building a new type of “product, city, and people” trinity, is a new benchmark for industrial transformation and upgrading. This article uses field surveys, interviews, and other methods to investigate the status quo of the construction of small towns with Zushan characteristics. Based on this, SWOT analysis of small towns is carried out, and the disadvantages and threats to its development are determined from the nature of towns and cities, infrastructure construction, and townships. Five suggestions were made for the construction of capital, the cultivation of special industries, and the determination of the main body of urban construction.

Research on the Innovative Model of Agricultural Poverty Alleviation from Perspective of Supply-side Reform

The agricultural poverty alleviation is the main mode of accurate poverty alleviation, as well as an important path of structural reform of agricultural supply-side. The accurate poverty alleviation goal is to help people lift themselves out of poverty and increase income. Research on the poverty alleviation model in agriculture from perspective of supply-side reform is conducive to effectively driving the poor to get rid of poverty and become rich relying on agriculture. This paper addresses that to promote agricultural poverty alleviation from the supply-side perspective requires the coordination of agricultural supply structure and demand characteristics, the convergence of supply quality and demand level. So that the allocation of agricultural resources factors becomes more reasonable and the qualitative efficiency and competitiveness of agricultural development have been improved.

An Empirical Study on the Effect of Financial Resources Allocation Efficiency on International Trade Growth from the Perspective of Supply Side Reform

In the era of post-crisis, the international trade environment faced by Guangdong Province has undergone significant changes. With the popularization of the Internet, the flow of international transnational capital has become increasingly rapid and convenient, and the atmosphere of global financial liberalization has become increasingly strong. This makes the breadth of the efficiency of the allocation of financial resources exert an impact on the international trade growth, which has already become the focus of international trade scholars. In order to better determine and make use of the financial moderation principle in the development of international trade in Guangdong Province, it is necessary and urgent to study the effect of the allocation of financial resources in Guangdong Province on the growth of international trade. This paper, through the establishment of the Regression Model, has analyzed and discussed the data of the efficiency of the allocation of financial resources, as well as the breadth of the efficiency of the allocation of financial resources. The conclusion is that Guangdong Province has crossed the turning point of financial moderation "inverted U" curve and it can not blindly expand the financial scale or else the distorted market may lead to new financial risks. Some suggestions are put forward accordingly in light of the conclusion.

The Condition and Approach of Poverty Alleviation through Industrial Development in Chinese Ethnic Minority Areas Based on Perspective of Supply-side Reform

This paper addresses conditions and barriers of ethnic minority areas’ industry poverty alleviation based upon supply-side reform perspective, including width and depth of poverty areas, prosperity of tourism industry but without sufficient development of special resources and low participation of the poor, land resource limiting the development of modern agriculture, infrastructure and public service lagging. A theory model of these areas’ industry accurate poverty alleviation is established from economic growth factors and participants. The former includes land, labor, capital, natural resource, system, innovation, and minority’s culture, while the latter including the poor, rural economic cooperation organization, enterprise and government. However, it is necessary to analyze from demand-side with market-oriented, and to complete transformation from production to consumption of industry poverty alleviation.

Research on E-commerce Development Countermeasure for Agricultural Products in Chongqing from the Perspective of Supply-side Reform

Under the new normal of economic development, it is in favor of establishing a modern rural area circulating system for industrial products going to the countryside and for the agricultural products going into the city by superimposed effect produced by the real economy and the internet during developing rural e-commerce. Under the background of supply-side reform, analysis of this paper has explored the e-commerce models of agricultural products, and has proposed the development countermeasure for Chongqing rural e-commerce by combining the status quo of Chongqing City.

Dual influences of regulatory polices on real estate enterprises’ investment —based on the perspective of supply-side reform in China

This paper analyzes the influence of regulatory policies on investment expenditures of real estate enterprises with the data of Chinese listed real estate enterprises. The results show that, the integral deflation policies prevent the investment expenditure of real estate enterprises in two aspects: supply effect and the demand effect. The influence of regulatory policies on state-owned listed real estate enterprises is mainly realized via demand effect, while that of non-state-owned real estate enterprises by two channels. Firstly, policies can influence the investment expenditure of real estate enterprises directly. Secondly, it can indirectly influence the investment expenditure by financing constraints.

Analysis on the pathways for public hospitals to involve in cost control from the perspective of supply-side reform

The authors analyzed the growth factors for medical expenses in China, and discussed the necessity for public hospitals to involve in medical cost control.On the above basis and in line with the supply-side reform, the paper probed into pathways to curb unreasonable growth of medical expenses in the dimensions of improved policy mechanism and hospital management, aiming at deepening public hospital reform and alleviating patients′ financial burden. Scenario prediction of China’s coal production capacity based on system dynamics model

Given the primary status of China’s coal in the energy structure, the scientific prediction of China’s coal production capacity (CPC) is of great significance to the orderly exploitation and use of coal resources and emission-reduction policy-making. This paper proposes a system dynamic (SD) model to forecast the change of China’s CPC in three scenarios – Baseline as Usual Scenario (BUS), Policy Regulation Scenario (PRS) and Strengthening Policy Scenario (SPS). Results show that: (1) SD model performs well in simulating the historical data and has a remarkable consistency between model behavior and actual situation. (2) Because of the continuous economic growth, China’s coal demand and carbon dioxide emissions will continue increasing and not peak by the year 2020 in the three scenarios, although the energy efficiency and energy consumption structure have actually improved. However, the expected goal of China’s carbon dioxide emission reduction is fully achieved in both the PRS and the SPS. (3) In the PRS, China’s coal production and demand in the year 2020 will be 4.334 and 3.852 billion tons, respectively. The relative overproduction appears to be aggravated, and the “supply-over-demand” situation in the coal market will not change noticeably. (4) China’s CPC will reach 5.144, 4.635 and 4.492 billion tons per year by the year 2020 in the BUS, the PRS and the SPS, respectively. China’s coal overcapacity will continue and face a severe challenge in the future. (5) The gap between coal supply and demand tends to be greater in the PRS and the SPS, and the PRS is considered to be the most conducive scenario to control China’s CPC because this scenario is consistent with China’s national circumstances. Finally, for abating the amount of China’s CPC, some suggestions are given from the perspective of supply-side reform in China’s coal industry.
