Project-collective management as a development factor of the school staff

The article deals with the organization of the collective project activities at school. Leading projects, described in the article, fit into the program for the extracurricular work development. We emphasized the importance of social partnership, interaction with creative unions of the city, public associations, sports societies, etc. A new effective model of interaction between subjects of educational activity is proposed in the framework of the long-term socially-oriented projects implementation, containing educational, cultural and developmental potential. As an additional effect, we noted the development of leadership abilities of participants in educational relations.

Analysis of Students' Views of the Quality of Pedagogical Education in Russia

All participants in educational relations are worried about the problem how to improve the quality of education, with everyone representing it through the prism of their value system. In this connection there is a need to structure these representations. It is necessary to begin with bringing into a unified system the representations of education direct customers – students. The aim of our article is to analyze how pedagogical university students perceive the quality of their education. On the basis of the survey involving 117 respondents from Elabuga Institute of Kazan Federal University (Elabuga, Republic of Tatarstan) and the Northeast Federal University named after M.K. Ammosov (Yakutsk, Republic of Sakha (Yakutia)) we analyzed such criteria as quality of teaching, quality of learning, formation of universal competencies, personal qualities necessary for modern teachers and the creation of appropriate conditions by a university (digitalization of the educational environment, academic mobility) for students’ self-development. The t-Student criterion was used to determine the differences between the respondents’ competencies, knowledge, abilities, skills and qualities that they had possessed before entering the university and those that were formed during the university study. The obtained data indicate a high assessment of the quality of education by the students. The results also showed the educational process strong and weak points that students of the two federal universities face. Thus, focusing on one of the customers’ (students’) views will allow teachers to manage the educational process effectively and improve its quality.

Зарубежный опыт профилактики некоторых угроз криминологической безопасности образования

The author turns to the study of individual preventive measures implemented abroad in order to combat negative factors that threaten the criminological security of the education sector. We are talking about the prevention of suicides of schoolchildren and students, extremism among students, drug addiction, substance abuse and alcoholism among participants in educational relations. The author analyzes the preventive experience of Australia, Great Britain, the Netherlands, Switzerland, Japan, Scotland, the USA and a large number of other countries. For example, special school prevention programs are being introduced to combat suicides among students studying abroad. Prevention of extremism among schoolchildren and students abroad is based on the introduction of special state directives and brochures into the educational process. Prevention of drug addiction and alcoholism among participants in educational relations is based on the interaction of law enforcement agencies with teachers. Based on the analysis, the author concludes that some positive foreign experience in combating negative social phenomena that exist in the educational environment should be tested in Russia.

THE WORKING PROGRAMS FORMATION OF DISCIPLINES PROFILE «ACCOUNTING, ANALYSIS AND AUDIT» IN THE FRAMEWORK OF THE IMPLEMENTATION OF THE FSES 3++

The article considers the tools for the working programs formation of the disciplines of the training direction 38.03.01 «Economics», the profile «Accounting, analysis and audit». The change in the development tools is associated with the introduction of the new FSES 3++ and the use of professional standards for the formation of professional competencies. Two professional standards «Accountant» and «Auditor» are used as a base. The achievement of professional competencies is carried out using indicators of achievement of competencies, and the learning outcomes are formed knowledge, skills and possession of skills within the framework of professional competencies. As an example, the disciplines of the part that is formed by the participants of educational relations are used: «Accounting management Accounting» and «International financial reporting standards». The proposed tools for the formation of work programs of disciplines is one of the elements of the educational program and it allows implementing the provisions of the Federal State Educational Standard 3++ and meet the requirements of professional standards, which is required in the labor market in modern conditions.

The article reveals the possibilities of using mediation technologies in educational organizations. The paper presents the results of a survey of teachers of general education institutions in the city of Smolensk and the Smolensk region, which determine the relevance of the use of mediation technologies in resolving confl icts between participants in educational relations. An action plan for the development of a regional independent mediation system has been developed.

The development of a pre-school educational institution in the organization of the city’s innovation platform by means of informatization

The article proposes to solve the problem of organizing the activities of the city’s innovation platform by means of informatization. The relevance of the topic is not in doubt, as the study of the phenomenon of innovative development of educational institutions by means of information culture and related phenomena and related processes is now in demand. Information education, on the one hand, is a pressing problem for resolution, and on the other hand – providing opportunities, that is, acting as a stimulating factor for the development of preschool education in an innovative mode. This paper highlights some aspects of the problem of education information, which are particularly relevant and possible for resolution at this stage in the conditions of preschool education. Creating and expanding a single informational educational space solves the challenges of developing the potential (cultural and technical) of such with as a pre-school educational institution, as well as improving the quality of preschool education, its accessibility, continuity, etc., with the active interaction of all participants in educational relations.

Качество дистанционного обучения: анализ противоречий и перспективы развития

The article reviews the scientific literature on the quality of distance learning. The forced temporary transfer of the educational process to a distance form is considered as an unplanned event to assess the quality of education, which allows us to assess the effectiveness of the management system in education for all participants in educational relations, as well as to determine the directions of modernization and development of the education system as a whole. The use of digital technologies in the educational process helps the teacher to more fully build interaction with students, improve their methodological and organizational skills and competencies, use visual formats for presenting various information, which, in turn, contributes to the development of cognitive activity of schoolchildren and students. Educational interaction in the framework of distance learning has a special specificity and special qualities that place increased demands on the professional competence and pedagogical qualifications of teachers, as well as on the personal and professional competencies of all subjects of the distance educational process. Distance learning now allows interaction between the trainers and trainees, but not fully appropriate to ensure the achievement of learning objectives, learning content of the subject and control assessment of knowledge, skills, competencies. Distance learning technologies should complement (and this is their significant functionality and potential), and not replace the already established traditional face-to-face forms of educational interaction, models and methods of teaching.

Methodological problems of studying personal educational trajectories in pedagogical psychology

Modern education is actively changing and looking for directions for its development, work optimization, as well as ways to minimize the processes of destruction and degradation of university and secondary, cultural and professional, general and additional education.The research objective is to comprehend the methodological problems of studying personal educational trajectories in educational psychology.Research methodology. The work represents a theoretical understanding of the methodological problems of studying personal educational trajectories in pedagogical psychology. Our study develops the idea of the systematic understanding significance of methodological problems of studying personal educational trajectories in pedagogical psychology.The study main results. Various aspects of the methodological problems of studying personal educational trajectories in pedagogical psychology are reflected in many works of domestic and foreign researchers. However, they are fragmented and do not meet the demands of modern practice with its constant changes. They do not meet many of the needs related to progressive innovations in the field of procedural and substantive dialogue, substantive and procedural individualization, orientation towards obtaining effective and necessary knowledge that help a person to become a cultural subject. They do not correspond to regressive returns to standardization formalism, the rejection of fundamental education and understanding a person of himself and the world in favor of functional fragmentation and commodification, which reduces education to the purchase of competencies and/or documents on the purchase of competencies. The educational space formation is the basis to create an individual educational trajectory for developing a person as an individual, partner and professional. Individual educational trajectories act as a condition for students' self-determination in the educational space. Making it possible to choose one's own educational trajectory is an essential component of the modern educational environment.Conclusions. Both the standards of general and additional education, and the original educational and their support should be organized on clearly verified and transparent grounds, within the framework of models methodically and methodologically formulated and formed based on scientific ideas. It is necessary to take into account and minimize various risks of developing and implementing individual educational trajectories of students in educational organizations: the interaction of participants in educational relations.

Digitalization of Education as a Trigger for Changes in Educational Relations

The topic of the presented study is relevant due to a new trend in the development of the education system – digitalization of education, which changes the paradigm of educational relations. Digitalization of the economy in general and education in particular declared in federal strategic documents over the last two decades and until 2024 has been unexpectedly boosted by the quarantine measures taken in spring 2020 and the mass transition of the participants of educational relations into the online format. This topic requires special consideration due to its uniqueness in the context of transforming relations in any field of human activity, especially in the context of human relations transitioning from the analog offline world to the online domain.Aim. The study aims to present theories explaining the changes in educational relations in digital reality and to empirically assess the level of preparedness/unpreparedness of the subjects of educational relations for actual changes in their roles required for constructive digital interaction.Tasks. The authors select theoretical grounds for explaining changes in the educational relations between subjects in the context of digitalization; determine the ideas of participants about the phenomenon of “digitalization of education”; analyze the results of surveys in the logic of expectations of respondents with different characteristics from digitalization of education; compare the results of surveys addressing the problem of digitalization of education before and after the mass transition of school education into online mode.Methods. This study includes a theoretical and an empirical part. The search for an explanatory theory of changes in educational relations focuses on the theoretical substantiation of the phenomenon of changes on the one hand, and on empirical substantiation of the existing problem of a blurry vision of school stakeholders about the phenomenon of digitalization of education on the other hand. The empirical part includes a fragment of a three-stage sociological survey aimed at the preliminary identification of ideas about the phenomenon of digitalization among people of different ages and professional status before and during the COVID-19 pandemic.Results. A “portfolio” of theories that are relevant to the topic of the study and explain the essence of changes in educational relations in the context of digitalization is developed. Definitions of “digitalization of education” and “transformation of educational relations” are provided. The theoretical block, based on the concept of an interdisciplinary approach, is supplemented by empirical data obtained from surveys of more than 1,700 respondents from different regions, different professional status, and different ages, the results of which are used to verify (or refute) the hypothesis about the relevance of changes in educational relations in digital education.Conclusions. The results of empirical research and contextual goals presented in the study do not give grounds for asserting that digitalization of education becomes a trigger for changes in educational relations. This conclusion does not contradict the basic explanatory theory – the theory of liminality. The transition of relations from the usual state to a new one takes time, since it involves the loss of previous statuses (roles) in educational relations, where the understanding of the hierarchy in the structure of these relations is invalidated.

Qualimetric Assessment of Pedagogical Factors in the Formation of Professional Environmental and Economic Competence of University Graduates

The current situation of green economy digitalization actualizes the problem of developing innovative principles of professional training in universities. The key conditions for the training of highly qualified personnel in accordance with the needs of society and employers as participants of educational relations are of particular importance due to the qualimetric assessment of educational achievements of students (QAA), which has been actualized since 2000 by conceptual research within the framework of the Programme for International Student Assessment (PISA). The material for the study was modern approaches, algorithms and models of QAA in higher education institutions. The main methods of research were theoretical analysis of published scientific literature on the problem of digital assessment of the level of professional competence of university graduates in the field of green economy-sustainable development, primarily, their professional environmental and economic competence (PEEC) based on a ranking analysis of expert information on the impact of different factors. At the same time, the problems which are the result of multifactor dependencies typical for pedagogy are put into the structured category and the apparatus of mathematical modelling and selection of optimal solutions is scientifically grounded to solve them. The most significant pedagogical factors were selected according to their influence on the level of PEEC formation as a result of using the method of expert group evaluation and ranking the selected opinions of experts, the consistency of which was previously revealed by calculating the Kendall's concordance coefficient. The principles of the systematic approach applied in the pedagogical research, using the conceptual provisions of quantitative measurements, numerical modelling and mathematical statistics based on factor planning allowed us to present the results of the experiment to identify the final dependence of the level of PEEC formation as a regression model as the initial step in the developed platform (underlying concept) of qualimetric assessment of the dominant factors of PEEC formation. The initial principles of such a concept are formulated, providing opportunities for studying and analyzing the influence of various pedagogical factors and organizational and pedagogical conditions, choosing the ways of generating educational trajectories.

УПРАВЛЕНИЕ РАЗВИТИЕМ ПСИХОЛОГИЧЕСКИ КОМФОРТНОЙ И БЕЗОПАСНОЙ ОБРАЗОВАТЕЛЬНОЙ СРЕДЫ

In the article, the authors consider the issues of managing the development of psychologically comfortable and safe educational environment in rural school. During the discussion of this problem at the All-Russian scientific and practical conference with international participation «Formation of a psychologically comfortable and safe educational environment in rural school», held in Yaroslavl, management issues were raised in the format of a traditional section, as well as a problem group. Discussion of the management aspects of the educational environment development in rural school was carried out in the form of a foresight session, a Google survey. It was concluded that it is necessary to design the educational environment at three levels of management: regional, municipal and at the level of rural schools. The article notes the importance of creating educational environment to increase the availability and quality of education, to ensure psychologically comfortable and safe life in the village as a whole, since virtually the entire population of rural areas passes through the education system. The participants in the discussion recognized the importance of combining the efforts of government authorities, teachers, parents and other participants in educational relations in the formation and development of the educational environment of rural school and their interaction, taking into account mutual interests. At each of the management levels unified management approaches can be developed: a concept for the development of the educational environment, a strategy for the implementation of the Program, model local acts, methodological recommendations, personnel and financial support for innovative processes. The authors of the article note that the conference participants proposed ways to improve the efficiency of management activities for the development of the educational environment.

Model for managing the professional performance of a teacher through the use of big data

The article discusses the problem of managing the effectiveness of a teacher's professional activity in the context of an increase in the speed of the processes of generating data on education in a digital educational environment. The article presents a procedural model of organizing management of the effectiveness of the teacher's professional activity based on work with big data in general education, developed and approved by the Nizhny Novgorod Institute of Education Development, which is a basic component of an in-school system for assessing the quality of education, focused on the implementation of systematic work with different types and composition of data based on complex competences of teachers (professional and digital) in the field of Big Data in education. Introduced into the scientific circulation of the theory and methodology of vocational education, the concept of "complex professional competencies" in relation to teachers working with big data in education, the formation of which is a prerequisite for the implementation of effective professional activities of a teacher in a modern school. Within the framework of the project study, focused on testing the hypothesis about the conditions and mechanisms for managing the effectiveness of the teacher's professional activity in the new conditions, the main approaches to the formation of complex competencies of the teacher in the field of Big Data in education have been identified, problem areas in the teacher's activities have been identified that complicate the process of their formation and improvement and possible ways to eliminate them, a list of indicators of the effectiveness of the teacher's professional activity in the field of Big Data in education has been determined. The practical application of the developed procedural model for managing the effectiveness of the teacher's professional activity is important for creating conditions in a modern school for educational activities that fully satisfy the needs and demands of all participants in educational relations.

Education in the city of Ufa: digital environment as a condition for improving the quality of ethnocultural training of teachers

This article discusses search of adequate tools for training of psychological and pedagogical staff of preschool education institutions, aiming at improvement of living quality in city, under conditions of electronic education for working in ethnocultural environment of preschool children. The choice of humanitarian approach assuming studying of personality as a subject of cultural self-development in education is theoretically substantiated. The contents of projects on training professional staff of the City of Ufa (Bashkiria) for preschool education institutions, as well as their advanced training in the frames of implementation of innovation technologies and practices have been determined. Some activities on training of teachers for working in ethnocultural kindergartens have been described. Experience of development of online courses aimed at formation of working activities related with ICT competences of participants in educational relations has been disclosed. The following projects have been presented: Network Electronic Kindergarten promoting efficient training of teachers for working in ethnocultural educational and digital environment of Bashkiria; Centers of competence development: Preschool Education Teacher, Electronic Education Teacher, as well as workshops of department of higher education entity on World Skills of Preschool Education competence disclosing opportunities to improve life quality in city.

ЦЕЛЕВЫЕ ОРИЕНТИРЫ ФОРМИРОВАНИЯ ПСИХОЛОГИЧЕСКИ КОМФОРТНОЙ И БЕЗОПАСНОЙ СРЕДЫ В СЕЛЬСКОЙ ШКОЛЕ

The authors of the article actualize the problem of identifying and justifying the targets for the formation of a psychologically comfortable and psychologically safe educational environment of rural school. The relevance of the problem is determined by modern socio-economic and sociocultural conditions, in which there are many risks and restrictions for psychologically comfortable and safe stay of a person in society. Modern studies of Russian scientists indicate that the psychological well-being of all participants in educational relations, as well as the favorable course of age-related crises and the successful socialization of students in society depend on the processes of improving the educational environment. The article presents the results of the work of the problem group «Targets for the formation of psychologically comfortable and safe environment in rural schools», which was organized during the All-Russian scientific and practical conference with international participation «The formation of psychologically comfortable and safe educational environment in rural schools». The participants of the problem group identified the essential characteristics and features of a psychologically comfortable and psychologically safe educational environment in rural school; we identified and identified as the key targets for the formation of this environment its purpose, the main methodological approach (subject-environment approach), the main functions, the leading idea, principles and goals for the formation of a psychologically comfortable and safe educational environment in a rural school. On the basis of the «Goal Tree» method, a hierarchy of goals for the formation of a psychologically comfortable and safe educational environment is built in three directions: the administrative and management team of rural educational organizations, students of rural educational organizations, teachers of rural educational organizations. The materials presented in the article can become a target reference point in the process of forming environments that meet the characteristics of psychological comfort and psychological safety.

Elementary school in the conditions of digital transformation of the education system

Informational support of education is an area of pedagogical science that has been actively developing in Russia over the past few decades. Today, it has become the basis for the digital transformation of education, whose essence is transforming the methods of professional teaching by integrating digital technologies and moving to a data-based decision-making model. Among the participants of educational relations, there are diametrically opposite views on the possibility and feasibility of digitalization of education, especially at its initial stage. The purpose of this research is to present an authorial standpoint on the problem of digitalization of education with regard to both elementary general education in general, and digitalization of the Mathematics and Computer Science subject area, in particular, at the level of primary general education. The research methods include content analysis of scientific articles and methodological publications, the regulatory framework of school education, as well as generalization and systematization of international research in the field of the digital transformation of education. Authors considered external aspects of the digital transformation of primary education, determined by the general requirements for the information educational environment; highlighted activity areas related to the formation of students’ basic digital skills in the course of mastering all subject areas without exception; as well as revealed the problems of internal digitalization of the Mathematics and Computer Science subject area at the level of primary general education. The article substantiates the expediency of strengthening the logical and algorithmic components of the initial course of mathematics, the content line responsible for working with data, as well as several other issues related to theoretical computer science, and outlines prospects of the digital transformation of training of future primary school teachers to work in a modern digital educational environment.

Психолого-педагогическая модель профилактики антивитального поведения несовершеннолетних в общеобразовательных организациях Алтайского края

The article is devoted to the problem of the prevention of anti-vital behavior of minors from 7 to 18 years old in general educational organizations of the Altai Territory. Activities in this direction are carried out throughout the entire period of schooling and include three levels of prevention. The methodological basis of the model is the concept of formation of students’ resilience skills. The article describes the goals, objectives, main directions of work of various pedagogical workers within the framework of the model, attention is focused on the substantive aspects of the support of all participants in educational relations by a pedagogue-psychologist. The organizational model is based on a proven psychological tool, located in the regional “Navigator for the prevention of anti-vital behavior”.

Clusters of opportunity: results of research on educational effects of participation in the project “School for High School Students”

The objective of the research presented in this article is to study the opportunities for students, teachers, and administrative teams to take part in the project “School for High School Students”. The main research method is a survey conducted among students, teachers, and administrations of educational institutions of the city of Moscow taking part in the project “School for High School Students”. The survey data were analyzed with the help of content analysis (text analysis based on Zipf’s law). The data obtained as a result of the sampling of schools that were taking part in the project “School for High School Students” were analyzed in terms of opportunities for the main participants of educational relations. Substantive and infrastructure changes in the projects provide possibilities: for high schoolers — in terms of creating individual educational routes, forming a subjective position, professional and personal self-determination, trying out their potential profession, and choosing their career path; for teachers — in terms of professional development, acquiring new methodological experience, using new teaching frameworks, gaining experience of working with new equipment and electronic resources; for administrative teams — in terms of improvement of the quality of conditions, process, result, and management, namely, improvement of the school status, positive dynamics of students’ educational results, resourcing of the project, forming a motivating learning environment and environment for occupational trials, and networking interactions with educational and other organizations.

The relevance of this article is conditioned by the acute problem in the training of qualified personnel for education. Every period of development of human civilization has its own requirements for the teacher as a person and for his professional activity. The process of globalization and current trends in the labor market pose new challenges in the training of highly qualified specialists in higher education.
