National cyber-physical ecosystem: Theoretical and methodological aspects

At the present stage of social development, the need has been identified for the formation and development of the theory and methodology of the economic and organizational foundations of the formation of the national cyberphysical ecosystem as a result of the digital transformation of the branches of the national economy in the cyber-physical space. The scientific publication presents the results of the study of the genesis of the theory of ecosystems, cyberphysical systems, digital ecosystems. The object of the study is the national cyberphysical ecosystem, which is considered as an integral part of the cyberphysical space. The relevance of the scientific problems of the theory and methodology of the formation of the national cyberphysical ecosystem is revealed. The subject of the study is the formation of new organizational and economic object-object, subject-object and subject-subject relations of multiple relations. The definition of the concept of «national cyberphysical ecosystem» is developed, the directions of formation of the national cyberphysical ecosystem are proposed.

A matheuristic for customized multi-level multi-criteria university timetabling

Course timetables are the organizational foundation of a university’s educational program. While students and lecturers perceive timetable quality individually according to their preferences, there are also collective criteria derived normatively such as balanced workloads or idle time avoidance. A recent challenge and opportunity in curriculum-based timetabling consists of customizing timetables with respect to individual student preferences and with respect to integrating online courses as part of modern course programs or in reaction to flexibility requirements as posed in pandemic situations. Curricula consisting of (large) lectures and (small) tutorials further open the possibility for optimizing not only the lecture and tutorial plan for all students but also the assignments of individual students to tutorial slots. In this paper, we develop a multi-level planning process for university timetabling: On the tactical level, a lecture and tutorial plan is determined for a set of study programs; on the operational level, individual timetables are generated for each student interlacing the lecture plan through a selection of tutorials from the tutorial plan favoring individual preferences. We utilize this mathematical-programming-based planning process as part of a matheuristic which implements a genetic algorithm in order to improve lecture plans, tutorial plans, and individual timetables so as to find an overall university program with well-balanced timetable performance criteria. Since the evaluation of the fitness function amounts to invoking the entire planning process, we additionally provide a proxy in the form of an artificial neural network metamodel. Computational results exhibit the procedure’s capability of generating high quality schedules.

The purpose of the article is to show, on the basis of archival documents, the main directions of the educational process in the Kamianets-Podilskyi Pedagogical Institute, in particular the success of students, the state of educational and methodological work and labor discipline, the organization of independent work, practices, and state exams. Th e methodologi- cal basis of the research is the principles of historicism, systematicity and comprehensiveness, and problem-chronological and diachronic methods. Th e scientifi c novelty of the publication lies in the fact that, for the fi rst time, the educational activities of this institution of higher educa- tion have been analyzed based on archival materials of the foundation of the party organization of the Kamianets-Podilskyi Pedagogical Institute. Conclusions. One of the priorities in the ac- tivities of the party organization was the optimal arrangement of the educational process, which was far from easy since when organizing the educational process, the university management had to take into account directives, decisions of party congresses, and plenums and, accordingly, could not go beyond the offi cially announced party course on construction of communism. In addition, corrections had to be made, considering that students were mobilized for harvesting in the region’s collective farms and state farms in the fi rst months of the academic year. Work was carried out to improve teaching methods, in particular, the institute introduced programmed learning, practiced mutual visits, discussions at meetings of departments of open classes, etc. Measures were taken to bring the activity of scientifi c and pedagogical workers closer to the practice of school work and to improve the professional training of students; various types of visualization and technical teaching tools began to be used more intensively, more attention was paid to the organization of independent work and pedagogical practice of students, which demonstrated that they had good theoretical training, necessary skills, and abilities to organize educational work at school.

Analyzing Effects of Institutional Quality on Banking Stability: Evidence from Asean Countries

Purpose: The aim of this study is to examine the effect of institutional quality on bank stability using bank-level data from 2010 to 2020. Theoretical framework: The study considers institutions from the perspective of governance institutions. Accordingly, the concept of government institutions is related to the country's organizational foundation in terms of governance, implying institutional quality. Design/methodology/approach: The study uses GMM method and also choose the Zscore as the primary variable for bank stability. Findings: The results show that institutional quality increases the stability of banks. Moreover, with the threshold model, the results show that countries with institutional quality above the threshold will increase the stability of banks. In addition, macroeconomic and banking characteristics variables such as total assets, income diversification, quality of control, inflation, and GDP growth rate have a high significance in the model. Research, Practical & Social implications: The study shows The study's empirical results have specific policy implications for the Government in implementing policies related to institutional quality to improve bank stability. Originality/value: there are not many researches done to investigate institutional quality to improve bank stability. Moreover, from economic crisis, the matter of banking stability is among main concerns of many researches. Second, previous researches just focus on the aspect of corruption and ignore other aspects or other factors. That’s why authors conduct this research.

American Legal Realism and the Revitalization of Literary Realist History

The article reveals the most important aspect of the scientific activity of the prominent Caucasian historian M.A. Polievktov (1872-1942) in the academic institutions of Georgia in 1920-1930, which is the most important aspect of his scientific biography. M.A. Polievktov stood at the origins of the academic Caucasian studies in Georgia. Based on archival materials from the Georgian National Academy of Sciences, the materials were intro-duced into scientific circulation for the first time among archival documents of the scientist’s per-sonal fund from the Central Historical Archives of Georgia and the Central Archives of Contem-porary History of Georgia, the author reveals the content of M.A. Polievktov to identify materials on the history of Russian-Georgian relations in the 16th-18th centuries, to create the organization-al foundations for the formation of Caucasian studies in Georgia. Unknown facts of the scientific biography of M.A. Polievktova, which until now were in the shadows, were not the patrimony of historiography. The article reveals the scientific activity of M.A. Polievktov at the Caucasian Historical and Archaeological Institute and its subsequent transformations - the Research Institute of Caucasian Studies. N.Ya. Marra, Georgian Branch of the Academy of Sciences of the USSR, Institute of Lan-guage, History and Material Culture of the Georgian Branch of the Academy of Sciences of the USSR, which is an integral part of the life and scientific work of the Caucasian historian. The re-sults of work in the academic institutions of Georgia were the publication of articles and archival materials in Caucasian studies. Scientific legacy of M.A. Polievktov, one of the founders of Cau-casian studies in Georgia, will be the subject of historiographic research for a long time.

Organizational foundations of the legal category «compliance» in the banking system of Ukraine

Purpose. The purpose of the article is to analyze the organizational foundations of the legal category «compliance» in the banking system of Ukraine. Methodology. The methodology includes a comprehensive analysis and a synthesis of available scientific and theoretical information. It is includes the formulation of relevant conclusions and recommendations. Such methods of scientific knowledge were used: terminological, functional, systemic-structural, logical-normative. Results: compliance is by the bank with legislative acts, market standards, as well as internal standards, procedures and documents of the bank. Compliance is a tool of the internal control system and an element of the bank's corporate governance process. Scientific novelty. In the process of research is established that compliance-control is the foundation on which the security of business, its economic activity, the trust of customers and counterparties, business reputation and the success of doing business in the relevant market are based. In turn, compliance control, which is usually identified with the concept of compliance, should be understood as a complex system of supervision to ensure that the bank acts in accordance with its own rules (internal regulations), current legislation, principles of business ethics, in order to protect against compliance risks and the risk of violation functioning of the bank as a whole. The implementation of a qualitatively new approach to the management of functional risks through compliance control is expedient from the point of view of efficiency and profitability, since the introduction of complex management systems will avoid duplication of functions and ensure the full implementation of the tasks set to minimize the manifestation of risks, significantly reducing the bank's operational costs. Practical significance. The results of the research can be used in legislation and law-enforcement activities.

The article proposes a process for ensuring the reliability of the operation of electrical equipment at an agro-industrial complex enterprise in order to organize the activities of the labor protection service to ensure the safety of work. Ensuring the reliability of electrical equipment is a laborious process that involves a large number of personnel and various equipment. The organizational foundations of the problem posed are considered, and at the same time, technical issues also affect the provision of labor safety and require further study and detail, which makes it possible for the labor protection service to develop not only organizational, but also technical measures for labor protection, to prevent injuries while ensuring reliability operation of electrical equipment at agribusiness enterprises. ДИСТАНЦИОННОЕ ЭЛЕКТРОННОЕ ГОЛОСОВАНИЕ: ИСТОРИЧЕСКИЙ ОПЫТ РОССИИ

The article discusses the main stages of using Remote electronic voting (hereinafter referred to as the Remote E-Voting) in the Russian electoral process. The author proposed dividing the historical development of Remote E-Voting in Russia into two stages. At the first stage we can note the conceptualization of approaches to remote voting. Remote Е-voting as a system includes a regulatory framework, organizational foundations, technical means, guarantees of observance of voters’ rights. The balance of these elements ensures the legitimacy of the popular will. At the second stage, a growth in the development of technologies can be stated. Separately, we can distinguish blockchain technology, which occupies one of the key places in the software and hardware complex of Remote E-voting. In 2019, Remote E-Voting was like an experiment. In 2021, there were already two independent information systems for Remote E-Voting at the federal and regional levels. However, the rapid introduction and expansion of the territory for the use of Remote E-voting prevented the theoretical understanding of the current events and the proper consolidation of legal guarantees for a new form of voting. The author notes about the problem of the legal status of election commissions responsible for conducting Remote E-voting. The problem of monitoring the functioning of the software and hardware complex of Remote E-voting was and remains one of the most pressing today. There are no characteristics established by the electoral legislation, algorithms for the functioning of components of electronic systems. The author proposes to eliminate this legal vacuum.

Canadian academic libraries are unionized environments, requiring collective organization and action to address labour conditions and contract negotiations. The University of Manitoba Faculty Association (UMFA) has 1264 members, including 52 archivists and librarians, and in 2021 resolved the longest strike in association history. The newly ratified agreement contained major gains to advance pay equity within the union, and the strike itself maintained UMFA historic high levels of participation and member engagement, in part due to the significant contributions of librarians and archivists. In this paper, three librarians who held distinct positions of leadership within UMFA, particularly during its 2021 strike, examine the unique strengths and difficulties of librarians and archivists working within a broader faculty union to make change. Relying on core competencies of librarianship, such as collaboration, consultation, communication, and leadership, the authors collectively and successfully filled central roles in the strategic direction, organizational foundation, and on-the-ground mobilization of the strike effort. The historical context for the labour climate and organizing history at the University of Manitoba is examined and demonstrates that core competencies of librarians and archivists are valuable and imperative skills in faculty union organizing. Librarians and archivists can use this narrative to inform the development of their own activism within their unions and workplaces, and to examine how their own skills may help enhance and improve their working conditions.

Lomonosov, Euler, Mendeleev — Three Great Names in the History of Saint Petersburg University

The article focuses on the lives and work of three outstanding scientists — M. V. Lomonosov, L. Euler, and D. I. Mendeleev — among the brilliant galaxy of scientists who made the glory of St. Petersburg University, which will celebrate its 300th anniversary in 2024. Undoubtedly, they are the pride of all Russian and world science, but a significant part of the life of each of them is connected with the history of the formation and development of St. Petersburg University. Representing various branches of scientific knowledge, they not only enriched the world science, but also made an invaluable contribution both to the initial period of the creation of the university and to its leading role at the time of widespread development of higher education in Russia. The analysis of the activities of these scientists enables to make the conclusion that all of them shared the aspiration to achieve the highest possible accuracy in their scientific researches, which ensures the reliability and high quality of scientific conclusions and their application in practice. Each of this great trinity, having become an outstanding theoretician in his field of science, consistently developed such an important scientific and practical area as metrology — the science of measurements, methods, and means of ensuring their unity and ways of achieving the required precision. The author of the article is a specialist in this field, president of the Metrological Academy, one of the founders of the scientific direction of quality economics, in which metrology, along with the standardization and quality management, forms the basis for attaining the economic efficiency and improving the quality of life. The article shows how great the contribution of these scientists to the development of Russian metrology and the creation of the scientific and organizational foundation, on which the current successes of national metrology and its leading positions in the world are built, was. A historical perspective on the outstanding role of the three great scientists, whose life and work for many decades was associated with St. Petersburg University, in the development of metrology, will allow us to better appreciate the versatility of their talent and their ways of searching for scientific truth.

ОРГАНІЗАЦІЙНІ, ФІНАНСОВІ ТА ЕКОНОМІЧНІ ЗАСАДИ РОЗВИТКУ МОДЕЛЮВАННЯ БІЗНЕС-СТРУКТУР

The article is devoted to the issues of definition, interpretation, interpretation and development of organizational, financial and economic principles on which the modeling of business structure as a category is based. It is summarized that a business structure is a result-oriented system focused on specific goals. Regardless of the process of its creation, it should solve problems and realize goals. The author emphasizes the importance of consistency, systematicity and evolutionary nature for maintaining relevance in the economic environment. The author focuses on the comparison of business structures and business projects, emphasizing that structures do not necessarily have to reproduce the most predictable results, since business design can objectively foresee only a limited number of risks and influencing factors. It is noted that the basis for both is an understanding of their creation and identification of the need, despite the differences in the mechanisms of creation. It is emphasized that organizational, economic and financial principles form hybrid groups of principles by which the content and content of the business structure and its practical implementation are assessed. It is stated that the intense interest provoked is superficial in nature and such basic issues as organizational and financial foundations of business structure modeling remain outside the focus of scientific research. The author has established that economic, financial and organizational foundations are the basis of crisis management in the context of ensuring the functioning of an enterprise in the turbulent circumstances of war. Chuisky Tract – the Road Through Time and Space (From the Working Experience of the Project)

The stages of work on the project "Chuisky Tract – the road through time and space" supported by the foundation of the all-Russian public-state organization "Russian Cultural Foundation" are analyzed from the conception to the development of the application and the initial stage of implementation. The project as a whole is considered as a means of broadcasting the historical and cultural heritage of the Altai Republic through the image of the Chuisky Tract, formed in scientific, artistic and travel literature of the 19th – early 21st centuries, in various types of oral folk art: "chauffeur" folklore of the early Soviet era, legends, songs and in highly artistic and documentary domestic films. The project orients the local history and tourist communities in the literature preserved in the collections of the M. V. Chevalkov National Library of the Republic of Altai and book depositories of neighboring regions.

Should the campus newspaper change its brand? Applying formative research and dialogic theory to address DEI questions

Organizations face a growing and urgent need to address diversity, equity, and inclusion (DEI) in their branding and communication. However, it is important not to make decisions based on anecdotal evidence, but rather to conduct formative research with key stakeholders and employ two-way, symmetrical communication strategies fundamental to dialogic theory and ethical public relations practice. When students at a large public university petitioned to change the campus newspaper's name, the Daily Forty-Niner, because of its parallel connection with the California Gold Rush that resulted in thousands of Native Americans' deaths, understanding the opinions of the university's key stakeholders became critical. Through an online survey with students, faculty, administrators, staff, and alumni (N = 2542), this study assessed understanding of the name's history, knowledge of the controversy behind it, and the desire to change the name. Results showed that more than 60% of key stakeholders believed the name to be tied to the Gold Rush; however, less than a third were aware of the controversy surrounding the paper's name. There was also no overall consensus regarding changing the name, with 27.6% supporting a name change, 36.7% opposing it, and 35.7% indicating no preference. Reasons behind participants' responses are discussed in depth, and results from this study are presented within the tenets of dialogic theory to highlight how key stakeholders' perceptions can inform such decisions. While this research can serve as a valuable foundation for other campuses and organizations facing DEI issues, we recommend conducting further research, especially with Native stakeholders and other affected groups, as well as establishing ongoing dialogue before and during the decision-making process.

The concept of the unity of the judicial system according to the Regulations on the Judiciary of the RSFSR of 1922 (To the 100th anniversary of the Supreme Court of the Russian Federation)

The history of the formation of the Soviet judicial system is not simple. In the first years after the October events of 1917, the formation of the judicial system did not proceed according to previously tested and agreed upon principles. Judicial construction was rather spontaneous, and judicial institutions were repeatedly created and rebuilt for political purposes. In the first five years of the new government, judicial institutions acted under the authority of various authorities and based on principles that contradicted the foundations of a rational judicial organization. With the adoption of the Regulations on the judiciary of the RSFSR in 1922, the theoretical concept of the unity of the courts was put into practice, a system of people’s courts was created, which showed its viability over a century of history. The organization of courts on the principles of their unity, accessibility and simplicity of construction, the unity of judicial practice predetermined many fundamental aspects of the national judiciary, and also influenced the models of judicial systems in foreign countries.

In the realm of Training and Development, employees exhibit an overall agreement, emphasizing the positive impact of organizational programs on skills, knowledge, and attitude. Organization Development elucidates a strong consensus on the clear communication of mission, values, and objectives, although moderate variability in responses suggests diverse perspectives. Career Development, characterized by positive perceptions of training, work environment, and planning, underscores the need for a nuanced approach due to varying employee viewpoints. Performance Management indicates a positive organizational climate with strong agreement, yet moderate variability calls for nuanced strategies. Employees Commitment showcases a positive association, necessitating further exploration through inferential statistics. The study provides insights into organizational practices that influence commitment positively, albeit with a recognition of the nuanced nature of employee perspectives. These findings offer a foundation for organizations to refine their strategies, fostering a more engaged and committed workforce. Further analysis is recommended to deepen the understanding of these relationships and inform tailored approaches to enhance overall employee commitment. ОРГАНІЗАЦІЯ ОБЛІКУ ЗЕМЕЛЬНИХ РЕСУРСІВ ЗА ДОПОМОГОЮ СУЧАСНИХ ІНФОРМАЦІЙНИХ СИСТЕМ

The article is devoted to studying the theoretical and methodological foundations of organisation of accounting of land resources as an economic category with specifics of building primary, analytical and synthetic accounting. It identifies the components of the system of accumulation, systematisation, processing and analysis of economic information on quantitative, qualitative and legal nature of land use. Accounting acts as an information link between the national and sectoral levels and between the production and investment activities of an individual business entity, which allows for operational and strategic decisions on the further use of land as the main means of production in the agricultural sector. In order to improve the quality and reliability of information, financial accounting of land resources in the accounting and analytical information support system should be logically structured in certain areas, in particular: by type of land use (ownership, possession, lease) in the context of land users or landowners; by composition and types of land; by qualitative characteristics that can be formed using modern information programmes BAS AGRO, Accounting and Agri: Accounting. The article offers improvement of primary accounting in the formation of qualitative indicators of land resources, for disclosure of peculiarities of agricultural land in the accounting system. It is recommended to keep calculations of rent accrual in account 685.1 "Settlements with various creditors under land lease agreements". In order to systematically generate accounting information that is mandatory for analysing the state of use of leased land, and to increase the control function of off-balance sheet account 01 "Leased non-current assets", it is advisable to open additional subaccounts: 01.5 – leased property (property shares); 01.6 – leased integral property complexes; 01.7 – property subleased, etc. This information can be provided in specialised software.
