Implementasi Kebijakan Pemerintah Tentang Prioritas Penggunaan Dana Desa di Desa Talaga Paca Dan Wangongira, Kabupaten Halmahera Utara

This study aims to determine how the implementation of government policies regarding the priority of the use of village funds for community empowerment and village development activities in the villages of Telaga Paca and Wangongira, North Halmahera district. This study use descriptive qualitative approach. Source of data used in this study uses primary and secondary data. And the results of the study can be concluded that what is mandated by the law is not in line with what is the reality in the field, whether it is development activities and community empowerment, because the village has village autonomy so that each village has the right to regulate and manage its own household according to the needs of the village

PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN DESA (Studi Kasus Desa Tolonuo, Kecamatan Tobelo Utara Kabupaten Halmahera Utara)

Community Participation in Rural Development is an obligation as stipulated in Law Number 6 Year 2014, article 63 paragraph (2) part (e) yakn "Participation in various activities in the village" is meant with various activities is village development activities.The form of this research is descriptive qualitative conducted in Donsa Tolonuo, North Tobelo Subdistrict, North Halmahera Regency. Data collection techniques are conducted by interviews, observations and other supporting documentation relevant to this research. Data examination techniques include degree of trust, dependency and certainty. Findings in research on Community Participation in Development (Tolonuo Village, North Tobelo Sub-district of North Halmahera District). Where village development can be designed to create more advanced and healthy socio-economic conditions for all communities through their active participation, and based on full confidence in their initiatives.Finally the researchers said Hopefully the results of this study, later, can provide benefits for the community, the world of academics and related apparatus.

Local Knowledge “Makiriwo” in The Sustainable Livelihood Perspective (Case of Apulea Coconut Farm Community in North Halmahera Regency, Indonesia)

This study aims to describe a portrait of Apulea community in North Halmahera District which is located in the border region between Indonesia-Philippines and North Halmahera-West Halmahera District. This study uses a qualitative method with a case study approach that specifically describes a survival strategy for the sustainability of the livelihoods of coconut farmers in the village of Apulea in North Halmahera Regency, Indonesia. Retrieval of research data using in-depth interview techniques, document observation and study. The informants involved in this study were selected selectively based on livelihoods and experience using social capital and cultural capital as a strategy to achieve livelihood sustainability. The results of this study indicate that local knowlidge makiriwo is embodied in natural resource capital and social capital that is used to sustain life amid barriers to acces to financial capital, physical capital and human capital.

Sex Ratio and Growth Pattern of Coconut Crabs <i>Birgus latro</i> (Crustacea, Decapoda, Cianobitidae) in North Moluccas Province, Indonesia

Coconut crab (Birgus latro) is a crustacean that has a large size until four kilograms. The study aimed to analyze sex ratio and growth pattern including the relationship of thorax length - body weight, thorax width - body weight and cephalothorax length plus rostrum - body weight in Daeo (Morotai Island), Laigoma (South Halmahera District) and Fitako (North Halmahera District). The sex ratio was determined using χ2 test and the growth pattern was tested by the b value through t test. The results showed sex ratio of 1: 0.9 in Daeo (n = 581), 1: 0.6 in Laigoma (n = 24), and 1: 2 in Fitako (n = 31). The relationship of thorax length, thorax width and cephalothorax length plus rostrum with body weight were strongly correlated (R2> 70%). The growth pattern of coconut crab in Daeo was negative allometric, while in Laigoma and Fitako were negative allometric and isometric.

Efforts to Achieve Environmental Sustainability through Ecotourism

This paper will discuss specifically the effort of Kupa-Kupa Beach Cottage and Meti Beach Cottage managers to achieve environmental sustainability through the concept of ecotourism. Furthermore, private sector involvement and mixed marketing strategy will be discussed to describe how community empowerment and local community support as an essential factor in regional tourism development, especially in North Halmahera District. The research method used is qualitative with case study approach. This paper shows that the private sector tends to adopt a community-based ecotourism concept to achieve environmental sustainability and tourism sustainability itself. The government will act as a stimulus and catalyst that is synergistic with the needs of the private sector to provide tourism facilities according to tourists' preference. Kupa-Kupa Beach Cottage and Meti Beach Cottage managers seek to provide employment for local communities as part of a marketing strategy so that they are mutually beneficial. Community Participation in Festival and Digital Tourism Campaign (Case of North Halmahera District, Indonesia)

Galela community participation in the implementation of the Festival Tanjung Bongo (FTB) shows the existence of a partnership pattern in accordance with pentahelix elements. This research uses qualitative method with case study approach to describe the level of local community participation in preparation of Festival activities and various dynamics that occur in realizing these activities. An in-depth interviews, observation and document studies were implemented in order to generate data. The triangulation techniques were implemented as data validation techniques to obtain credible information. The results of this study indicate that the local government becomes a stimulus for community participation in the planning and preparation stage of the Tanjung Bongo Festival event, although the activity was postponed due to the refusal from the National League for Democracy (LMND eks) executives related to the readiness of supporting infrastructure. On the other hand, the pentahelix element of government synergy, academic, association, community and media becomes the very essential factors in organizing the festival. Meanwhile, the level of community participation can be categorized to achieve the level of citizen control in accordance with Arnstein (1969). ANALISIS EFEKTIVITAS DAN KONTRIBUSI PAJAK HOTEL TERHADAP PENDAPATAN ASLI DAERAH KABUPATEN HALMAHERA UTARA

Local Own Revenue (PAD) is regional income derived from the results of local taxes, the results of local retribution, the result of separated regional wealth management, and others. The purpose of this study, to determine the effectiveness and contribution to the North Halmahera District's Original Revenue. The analytical method used is descriptive qualitative that is analyzing the level of effectiveness and contribution from data realization of Hotel Tax District of North Halmahera. The results showed that (1) the effectiveness of Hotel Tax in 2013 until 2017 experienced a decrease and a varied increase. The highest effectiveness is in 2014 with the percentage of 116.08% and included in the criterion is very effective, then the lowest effectiveness is in 2016 with the percentage of 86.32% and included in the criterion less effective, (2) Hotel Tax Contribution on 2013 to 2017 goes into very less criteria. And that included in the lowest criterion number is in 2015 with a percentage of 1.82%.Keywords: Local Original Income, Effectiveness, Contribution

Social Conflict in Malifut Sub-district of North Halmahera Regency

Social conflict is always understood as a social phenomenon that occurs in a plural society. The assumptions about conflict are always understood as a conflict of interest for limited resources. Conflict groups are formed as a continuation of the common interest in dealing with other groups. Such assumptions eliminate the location as a source of conflict. This paper wishes to show that to understand a conflict is not enough with social analysis but also needs location analysis. The location of the residence of a community participates in determining the pattern of life and behavior patterns that impact psychologically on the way a society sees the conflict. Specifically, the location taken for observation is Malifut District, North Halmahera district where the place had been a conflict between citizens. The author wants to show that the coastal area as a social environment Malifut community has a share in determining the occurrence of conflict. In this case, the authors will discuss the Malifut community’s understanding of the conflict and show the influence of the coastal environment on the understanding of it.

Implementasi Kebijakan Pengentasan Kemiskinan Melalui Program Bedah Rumah

Along with decentralization, poverty alleviation efforts are not only the responsibility of the central government but also the local government by presenting various policies. One policy that is considered to empower the community is the policy of poverty alleviation through home surgery program conducted by North Halmahera District Government precisely in North Loloda District. The purpose of this research is to analyze the implementation of poverty alleviation policy through home surgery program. The results of this study show the implementation of the home surgery program is not in accordance with the program objectives and expectations of the program itself, this is seen from: First, the lack of communication or socialization directly to the community about the home surgery program. Secondly, the manpower who used to make the house is a Civil Servant who certainly has no expertise in working and making homes and budgets that are not available in the North Halmahera District Budget in 2011 and part of the budget is collected of the contributions of certain parties. Thirdly, local governments do not have a commitment in terms of honesty and democratic, wherein the implementation of programs in the field there are still jobs that are not on the target program and there is injustice in determining target families. Fourth, the implementation of the program is not in accordance with the mechanism as expected because the project of home surgery program is not planned and planned in the Regional Budget in 2011, also some of the funds collected from non-governmental organizations and Civil Servants and labor in use work is a civil servant.

Evaluation of the Implementation of Tourism Policy

This study aims to evaluate the results of tourism policies implementation in Bobale Island, Kakara Island, Tagalaya Island and Meti Island in North Halmahera District. The method used is qualitative methods, data collection techniques using the technique of in-depth interviews, observation and study of the documents. This study uses a model of George Edward III, results showed that the factors that affect the implementation of tourism policies are resources, communication, disposition and bureaucratic structure. Nonetheless, this study shows that public support through public participation also affect tourism policy implementation process. Thus, to consider the parameter level of community support or community participation as consideration attraction determine development priorities in the Regional Tourism Development Master Plan of North Halmahera District.

ANALISIS USAHATANI PADA SISTEM PERTANIAN ALAMI PADI LADANGDI KABUPATEN HALMAHERA UTARA

This research aims: (1) to know the technical efficiency differences between up land rice of natural farming system and low land rice of conventional farming system, their input use for production process, cost and revenue; and (2) to analyze the allocative efficiency of up land rice of natural farming system in North Halmahera district, North Maluku province. The data was collected from 48 farmers of up land rice farming and 17 farmers of low land rice farming. The production function was estimated using Cobb-Douglas type production function, while cost and revenue was analyzed using independent sample t-test and allocative efficiency was counted. The results are: (1) the amount and kind of input influence the production, but there are no differences between natural and conventional farming system; (2) the input cost are small, so that the income per hectare for natural farming is not different with conventional farming system. The income of up land rice by natural farming system is higher than the low land rice by conventional farming system; (3) the per hectare use of seeds for up land rice of natural farming system is allocative efficient, while the labor is inefficient.
