The article attempts to consider, based on the analysis of doctrinal and normative sources, vocational pre-higher education as an object of public administration. In particular, it is stated that the purpose of vocational pre-higher education has a general and individual (special) character, a broad and narrow understanding. In a narrow sense, vocational pre-higher education is aimed at the formation and development of a certain level of qualification, which will confirm the ability of a person to perform specialized tasks in a certain field of professional activity or in the learning process, which requires the application of the provisions and methods of the relevant sciences and may be characterized by certain uncertainty of conditions; responsibilityfor the results of one’s activity; exercising control over other persons in certain situations. The general goal of vocational pre-higher education is to ensure sustainable social, economic and innovative development of the state due to highquality training of competitive human capital and strengthening the connection between society and vocational higher education.In turn, when outlining the principles of public administration in the field of vocational prehigher education, the authors suggested starting from the relevant principles of state policy in this field, established in a special law. Among the components of the system of professional preliminary pre-higher education, the following are outlined: institutions of professional preliminary pre-higher education; fields of knowledge and specialty; licensing conditions for conducting educational activities; standards of professional preliminary pre-higher education; bodies carrying out management, supervision and control inthe field of professional preliminary pre-higher education; scientific and methodical (educational and methodical) institutions; participants of the educational process.The thesis is formulated that vocational pre-higher education as an object of public administration is a social system consisting of relevant interconnected components that function due to vertical and horizontal connections of an internal and external nature in order to ensure stable social, economic and innovative development of the state due to high-quality training of competitive human capital and strengthening of the connection between society and professional pre-higher education.
