METHODOLOGICAL APPROACHES TO THE FORMATION OF AN AGRICULTURAL PRODUCTION DIVERSIFICATION STRATEGY IN UKRAINE

Introduction. In the modern conditions of management in the agrarian sphere, the search for approaches, methods and methods of accelerating the development of the agrarian economy based on the use of the advantages of diversification has intensified. It is obvious that the orientation towards the use of the effects of diversification of production activities in agricultural production requires the establishment of systematic monitoring of the environmental factors of their functioning and the vector of their influence on the growing dynamics of production volumes and the stability of corporate structures. Methods. General scientific and special methods of learning phenomena and processes in the sphere of economic activity of enterprises were used to achieve the set goal, in particular: systemic approach − when studying the connections between phenomena and processes in the system of ensuring diversified development; comparative − for evaluating the efficiency of activity and comparing the levels of diversification of production of agricultural products; calculation-constructive – when substantiating directions of diversification of production; the method of asset portfolio analysis, simulation modelling − to substantiate the company's production program; dialectical, abstract and logical − when making theoretical generalizations, formulating conclusions. Results. For the formation of a diversification strategy, it is advisable to take into account the influence of the constituent factors of the external and internal environment of the functioning of agricultural enterprises, the level of their use of production potential and the economic risks that accompany their activity. When identifying the factors of the external and internal environment of the functioning of agricultural enterprises, we optimized their composition and proposed a system of indicators, which is combined into two groups: aggregate potential and economic risk. With the use of economic and mathematical methods, it was determined that the first cluster included administrative districts of the Kyiv region, where the economic conditions for the functioning of economic entities are the most attractive for the management of multidisciplinary agricultural enterprises; the second cluster is characterized by an average level of attractiveness; the third cluster is formed from the least attractive or risky areas for agricultural production and development of diversification. Discussion. Ukraine's membership in the EU will require new approaches to the assessment of specialized regions of Ukraine, using a cluster approach, which will ensure a high level of return on investments, including in the form of state and regional support, which will significantly increase the level of competitiveness of domestic producers and processors of agricultural products. The article is devoted to the theoretical principles that determine the levels of information disclosure in accounting (financial) statements. The author analyzes the issues of applicability of the relevant approaches of the Anglo-American School of Accounting, which form the basis of International Financial Reporting Standards. Comprehension of the principles of adequacy, fairness and completeness of the presentation of information in modern conditions of management, organization and maintenance of accounting, preparation and presentation of reporting data, the author comes to the conclusion that there is a likelihood of changing the existing principles, taking into account national specifics. In such a situation, the Russian state should become the priority user of reporting data.

ANALYSIS OF INNOVATIVE DEVELOPMENT OF HEALTHCARE INSTITUTIONS AS A FUNCTION OF THE MANAGEMENT OF THEIR SYSTEMIC DEVELOPMENT

The article investigates the problems of innovative development of enterprises in modern conditions of management and competition. The urgency of improving the innovative management of health care facilities is indicated. It is concluded that the current methodological approaches to the analysis of innovation activities of enterprises are insufficient and they need further improvement. The purpose of the article is to substantiate the new methodological and applied principles of analyzing the innovative activities of health care institutions in the context of improving control as a function of management of their further development. Leading methods of evaluation of innovation activity, innovation potential and innovative development of enterprises are generalized. The components and indicators of evaluation of innovative development of health care institutions are determined. An algorithm for comprehensive assessment of innovative development of health care facilities has been developed. The peculiarities of the management of innovative development of health care institutions have been identified, among which the risk of making a wrong management decision is increased; availability of a differentiated institutional and legal basis for regulating the innovation sphere for enterprises providing medical services; strategic focus of enterprises on the development of service and product innovations; limited state support for innovation; the presence of risks of leakage of information containing trade secrets. The applied significance of the research results lies in the qualitative and thorough analysis of innovation activity, and, consequently, the adoption of more informed management decisions for their further development. The scientific novelty of the research results is the further development of methods for analyzing the innovative development of health care facilities as one of the basic functions of their management.

STRATEGIC MANAGEMENT OF INTERNATIONAL ACTIVITIES OF LOGISTICS ENTERPRISES

The article is devoted to the research of the international logistics activity of enterprises, in particular transport, operating in modern conditions of management. The correlation between marketing and logistics were analyzed. The algorithm of formation of the marketing policy of the enterprise with the purpose of revealing the efficiency of sales is considered, which allows to take into account all stages from the main managerial processes connected with the sale of finished products at the enterprise, starting with the carrying out of situational analysis, and ending with control measures. Were given recommendations on increase of efficiency of activity of the transport enterprise, in particular foreign economic activity. Were described key considerations for strategic management of international activities of logistics enterprises. The methods of fuel consumption control in GPS monitoring systems are analyzed. For example, the transport company have the economic effect of using a highly efficient multifunctional fuel saving device using a high-tech microprocessor control and control, D-power fuel saver. Evaluation and Regulation of Socio-Economic Efficiency of Management Systems

The article is devoted to solving problems of development of theoretical and methodical bases of estimation and regulation of social and economic efficiency of management systems under modern conditions of management. The analysis of modern theoretical researches in this field is carried out in the work. Conclusions are made on the lack of a universal approach to assessing the socio-economic efficiency of management systems. It is offered: keeping the logic of the system approach to understanding the essence and content of the enterprise, to generalize the indicators of socio-economic efficiency of the management system in accordance with the structural components of the control and managed subsystems. The proposed system of indicators of socio-economic efficiency of the management system gives, including a comprehensive assessment of the use of all resources of the enterprise and contains all general economic indicators.

Об’єкти та суб’єкти оперативного контролю на промислових підприємствах

In modern conditions of management, operational control at Ukrainian industrial enterprises should be present at all levels of management. For the efficient functioning of the operational control system, it is necessary to clearly understand the essence of its objects and subjects. Therefore, the article analyzed and summarized the views of different scientists regarding the essence of these concepts. It is defined that the subject of operational control is a structural unit or employee which should provide information about the actual state of the controlled object in a short time, prevent the occurrence of violations in real time, eliminate negative consequences so that this does not affect the final result of the economic activity of the enterprise. The levels of subjects of operational control, which are allocated depending on the involvement in the process of operational control, are suggested as follows: minimum, medium, maximum. The application of the proposed order will facilitate the receipt of the necessary operational information in real time by all interested parties and increase the efficiency of operational control directly where business operations are carried out. The objects of operational control were specified taking into account the needs of the management system, their classification was closer defined on such grounds as types of objects, composition of objects. The need to consider the objects of the operational control system in the context of economic processes is substantiated. The use of the proposed approaches to objects and subjects of operational control will contribute to the proper distribution of responsibilities for carrying out control, improving the quality and reliability of information, efficiency of enterprise management as a basis for making managerial decisions.

The article summarizes the methodological approaches to the formation of a strategy for the use of strategic controlling based on the analysis of the state of the external and internal environment, research of innovative activity and assessment of innovative potential. The author provides his own understanding of the essence of strategic controlling and establishes its main tasks in the enterprise management system. Different views to the definition of controlling, its functions and methods are researched. Systematization of knowledge is considered to order the role of controlling in contemporary economical thoughts. A place and a role of controlling in company management are determined. The information on practical possibilities of using the tools of strategic controlling is generalized and systematized. An attempt has been made to classify the controlling toolkit by industry and duration of the analyzed periods. The perspectives of controlling management technology are disclosed, due to the peculiarities of national economic conditions. The place of controlling in the enterprise management system as a central subsystem has been determined. The tasks, areas of application and objects of controlling have been defined. The factors of external and internal environment of the enterprise in modern conditions of management are characterized. For the successful implementation of strategic controlling, the advantages and disadvantages of its current tools are determined, the choice of which should be carried out due to the specific features of an individual enterprise. Taking into account all groups involved, the main goal of developing a new strategy for the enterprise was its preservation, improvement and development. The new development strategy aims to increase the value of the enterprise while achieving material, environmental and social goals. When introducing controlling, it is necessary to carefully evaluate the tools that will be introduced and compare the complexity of implementation, the need for the information received. The prospect of further research within the framework of this problem is the complex implementation of tools for the implementation of strategic controlling of production and economic activities at industrial enterprises.

Концептуальні підходи до розвитку страхової діяльності в Україні

The article is aimed at developing the conceptual approaches to the evolvement of insurance activity in Ukraine. It is defined that insurance is an important source of funds accumulation for their further use in order to compensate for losses caused by insurance events, as well as for protection of business from financial risks. The main components of the conceptual approaches to the evolvement of insurance activity are distinguished as follows: principles, goals, interests, tasks, factors, threats, subjects and objects, collateral, stages, instruments, methods and criteria for evaluating the efficiency of the development of insurance activities in the country. Within the framework of the proposed conceptual approaches to the evolvement of insurance activity in Ukraine, the following stages are allocated: development of methodological principles for the evolvement of insurance activity; analysis of conditions and factors of evolvement of insurance activity; assessment of the state of evolvement of insurance activity: study of the number of insurers, tendencies as to their increase/decrease, demand for insurance products, etc.; assessment of the effectiveness of evolvement of insurance activity in the country. It is concluded that the proposed conceptual approaches involve the development and implementation of a purposeful set of measures that will intensify insurance activities and contribute to the development of a strategy for the evolvement of the insurance market of Ukraine through the introduction of world experience, taking into account national peculiarities for its effective evolvement in the long term, avoiding and minimizing the negative impact in the dynamic environment. The strategic task of the State to evolve insurance activities in modern conditions of management is to implement effective regulation, which will facilitate the intensification of the development of the insurance market.

Legal principles of social insurance against an accident at work and an occupational disease

Problem setting. To address practical issues related to the reform of the social insurance system for accidents at workand occupational diseases in Ukraine, it is necessary to explore doctrinal provisions relating to the principles of socialsecurity law, as well as to analyze certain principles of social insurance against accidents at work and occupational diseasesand propose changes to the legislation to formulate certain principles. Target of research. The purpose of this article is to analyze the legal principles of social insurance against accidentsat work and occupational diseases and to develop changes to the legislation in terms of formulating certain principles ofthis institution.Analysis of recent researches and publications. Issues of principles of law in domestic legal science were consideredin scientific works on the general theory of law of such scientists as Yu. P. Bytyak, A. M. Kolodii, S. P. Porebnyak,P. M. Rabinovych, Yu. M. Todyka, M. V. Сvik and many others. Some aspects of the principles of social security law areconsidered in the scientific works of V. M. Andreev, B. I. Stashkiv, B. S. Stychinsky, S. M. Sivak, N. M. Stakhovskaya,S. M. Prilipko. The dissertation researches of T. Z. Garasimov “Principles of the law of social security”, and alsoO. V. Moskalenko “Principles of social insurance in modern conditions of management” deserves special attention. However,a comprehensive study of the principles of social insurance against accidents at work and occupational diseases hasnot been conducted. Article’s main body. The article is devoted to the study of the principles of legal regulation of compulsory statesocial insurance against accidents at work and occupational diseases. The notion of the principles of law is analyzed, inparticular, it is noted that the principles of law are the basic, guiding positions, ideas that express the essence of law as aspecific social regulator. It is emphasized that legal principles are divided into the inherent law as a whole (common law),its individual branches (sectoral) or a group of related industries (intersectoral), as well as the principles of individualinstitutions. The paper analyzes in detail some of the principles specified in Article 3 of the Law of Ukraine “On CompulsoryState Social Insurance”: the principle of legislative definition of the conditions and procedure for social insurance; compulsoryinsurance of persons in accordance with the types of social insurance and the possibility of voluntary insurancein cases provided by law; providing state guarantees for the realization of their rights by insured persons; formation anduse of insurance funds on the basis of solidarity and subsidies, etc. Conclusions and prospects for the development. Based on the analysis of the principles of social insurance againstaccidents at work and occupational diseases enshrined in the legislation, it is proposed to supplement this list with theprinciple of self-government, which stipulates that all members of the insurance system, ie insured and insurers, areequally responsible for insurance fund management.

Mathematical model of transport network planning on the territory of the forest fund

The main purpose of the paper is to develop a mathematical model for planning the transport network in the territory of the forest fund based on the criteria of ecological and economic efficiency. Setting the goal is caused by the fact that, despite the urgency of the problem of ensuring effective ecological, social and economic development of forest fund and the existing scientific achievements in this field, both in Russia and abroad, the scientific base has accumulated a small amount of research that considers forest transport systems as one of the main factors that contributes to achieving the goal of sustainable development of forest territories in modern conditions of management. The complex analysis of the ecological and economic efficiency of transport network planning in the forest fund territory is only indirectly present in the scientific literature and is local in nature. The paper presents an approach according to which a qualitative criterion is formed for evaluating the effectiveness of the transport network functioning on the territory of the forest fund as achieving the maximum of all potential revenues from the use of various types of forest resources and the ecological potential of the territory on the basis of the planned network.

Peculiarities of analysis of enterprise's own capital in modern conditions

The article deals with the structure of the company's own capital and the definition and formation ofits individual elements, such as registered and reserve capital, in accordance with the normative accountingdocuments and legislative acts of Ukraine. The classification of the equity (invested and accumulated capital) of the enterprise by the National (Regulation) accounting standard 1 "General requirements for financialstatements" and by sources of its formation has been considered. The necessity of formation and use of acomprehensive approach to the financial analysis of the company's equity in the management system hasbeen analyzed and substantiated. The scientific result of the research is the formation of a comprehensiveapproach to the financial analysis of the equity of an industrial enterprise, which is relevant in the currentmarket conditions of operation of enterprises and covers the analysis of its dynamics, structure, turnover,profitability, risk and its protection. The calculations according to the formed approach have been made onthe basis of data of the enterprise of confectionery industry. The practical importance of the work is directedto the application of this method of equity analysis as a tool of financial analysis in the modern conditions ofmanagement of industrial enterprises to ensure the efficiency of their activities and management.

ANALYSIS OF THE FINANCIAL SUSTAINABILITY OF ENTERPRISES IN MODERN CONDITIONS

The article investigates the concept of financial stability, reveals the basic methodological methods of assessing the financial condition in general and financial stability, analyzed the financial stability of enterprises, identified the weakening of the financial condition of the company and suggested ways to improve it. In modern conditions of management, especially in the conditions of financial crises and socio-political instability are challenging for businesses sustainable and efficient operation. However, it is not only the impact of environmental factors that is negative affects the activity of enterprises, but also the lack of an effective mechanism for managing financial security and ensuring an adequate level of financial sustainability for businesses that can withstand permanent one changes in economic conditions. Identification of the main components of the financial management mechanism enterprise sustainability is one of the most important and pressing problems today, whereas lack of financial stability can lead to the insolvency of an enterprise, destruction of strategic potential and threats to its financial security. The condition of sustainable development of the enterprise as a whole is its effective economic activity, is aimed at ensuring one's own survival, stability, development and achievement of its stated goals. One of the main factors for sustainable enterprise development should be a mechanism that would monitored the accomplishment of the set tasks in the long run. The need to develop theoretical approaches to the study of financial stability is to ensure the stabilization of the financial position of enterprises based on the use of strategic and tactical financial management tools. The formation of an effective strategy for overcoming the insolvency of economic entities is determined by the prospects for the development of financial management, rethinking the results of previous development, changing the quality of monitoring the financial condition of enterprises, developing algorithms for crisis diagnosis, minimizing financial risks and rational management of financial flows.

Development of branding in modern conditions of management

At present, there is a steady development of the information and globalization market as a complete system of economic, organizational and legal relations for the development, implementation, sale and purchase of information resources, technologies, goods and services. This is due to the formation of the information society and the development of the information economy as a whole.
 It should be noted that such changes in the economy and society make it possible to create new trends in the development of information and communication technologies. In such economic conditions, information becomes a special resource and occupies an important place in the system of ensuring the competitiveness of modern business. Such competitive trends in business have led to the need to promote your product through a specific media environment.
 In this work, the problem is revealed in the need for domestic companies to integrate into the world consumer markets and promote the image of both their own brand and the image of Ukraine. One of the main barriers along this path is the lack of awareness of the quality of goods and services offered by Ukrainian companies to consumers in other countries. Free trade agreements with the European Union, Canada and other countries can be a powerful impetus for these processes. The experience of implementing advanced branding strategies should be transferred by domestic companies to foreign markets, taking into account all the peculiarities in order to achieve high socio-economic results.
 Each brand has certain attributes - packaging, advertising, logos, titles and slogans, functional or emotional associations, assigned to the brand by buyers and potential customers. Brand attributes can be both positive and negative, can have different strengths and importance for different market segments. Any brand has a main, basic characteristic that defines its essence.
 Personal value in branding is not just one of the parameters that should be taken into account when developing a brand, it is a basic part of the concept of brand, it is the foundation of the concept of brand, it is the only component that leads the brand to a cherished purpose - to enter the inner world human in the right quality in the right place
 The value generated by the brand and the basis for its choice and consumption is created by the manufacturer by building and maintaining a consistent system of codes and symbols. A brand in the modern sense is a complex organism, a strategic tool of a sales promotion company. Fine-tuning the brand at every stage of its creation, focusing the whole system on the primary idea, actively using consumer research results are able to ensure the brand has a seamless existence for the foreseeable future.

Принцип самостоятельности местного самоуправления в современных условиях осуществления управления в Российской Федерации

The principle of local self-government independence in modern conditions of management in Russian Federation Local government, being a democratic organization of the life of society in municipalities, creates real prerequisites for the decentralization of various functions of state power by postponing decision-making on the most acute problems of citizens in specific territories. Institute of local self-governance organically connected with the entire vertical structure of government, but, under the current legislation the functions of local authorities encompass a significant array of public relations and are a manifestation of consistent involvement in the management activities of a large number of representatives of civil society. The relative independence of power structures in municipalities allows the state to more effectively resolve numerous issues of a daily nature that arise in the process of implementing the population’s rights and interests. Getting a legislative justification for independence, local self-government bodies in their daily activities objectively face a constant lack of financial and material resources, which significantly reduces the effectiveness of the work of local self-government bodies. For a comprehensive analysis of the problems autonomy of local governments, the authors use the methods of general scientific nature, as well as institutional, which considers local government as a separate institution of the political system of the society and the system-legal, learning legal regulation of social relations in the functioning of municipal authorities. In accordance with the applied methodology, identified the need to provide more powers, stipulated by normative legal acts regarding regulation of relations in the sphere of implementation of powers by local authorities, and objective impossibility of implementing the investigated principle of self-reliance within the framework of existing legal regulations.

Organizational and ecological aspects of the strategy of nature reserve fund recreational territories’ development in Cherkasy region

Theoretical and methodological approaches to the basic mechanisms of the Nature Reserve Fund of Ukraine recreational territories management under modern economic conditions are formed. The main markers of influence on the development of nature reserve areas are identified. Problematic issues requiring operational, tactical and strategic solutions at the state level and at the level of a particular region are defined. Cherkasy region case study offers strategic directions to promote the protection, preservation, restoration and development of Cherkasy region nature reserve territories related to their scientifically proven expansion, in particular, to identify potential economic loss from preserving nature reserve areas and ensuring their efficient functioning, and increase the percentage of territories of the Ukrainian NRF to achieve EU countries indicators. The necessity to activate a public-private partnership, which concerns both the promotion of tourist attractions in protected nature reserve areas, and the need to comply with the requirements of environmental legislation, is justified. The current state of the Cherkasy region natural reserve and its development priorities is analyzed, administrative and territorial changes in particular. Attention is focused on the relevance of scientific research regarding the feasibility of creating new nature reserves and objects of Cherkasy region Natural Reserve Fund. Under modern conditions of management in the tourism industry as an important segment of recreational activities, the cumulative effect of coordinating intentions and actions impacts the environment significantly, both positively and negatively, which should be taken into account not only in scientific and theoretical-methodological research, but also in practice both locally and at the Government level in general.

У статті запропоновано технологію формування умов живлення насіння картоплі з використання світового досвіду на основі твердих комплексних добрив(органічних і мінеральних) за мінімальної норми їх внесення. Розглянуто конструктивно-компонувальну схему комбінованого агрегату для садіння картоплі з встановленим пристроєм гравітаційного типу для подачі картоплі.

Метою статті є визначення ролі банківського кредиту у фінансовому забезпеченні сільськогосподарських підприємств, аналіз чинників, які перешкоджають розвитку кредитних відносин, опрацювання напрямів стабілізації механізму кредитування сільськогосподарських підприємств в Україні. У статті досліджено підходи до вивчення фінансового забезпечення сільськогосподарських підприємств в сучасних умовах господарювання. У ґенезі цієї проблеми показано основні підходи. Наголошується, що сучасне ведення сільського господарства тісно пов'язане з фінансово-кредитними інституціями. Обґрунтовуються окремі напрямки фінансового забезпечення. При цьому вважається що кредитування сільськогосподарських підприємств є важливим інструментом сталого розвитку держави та забезпечення її продовольчої безпеки. Однак в сучасних умовах питання організації фінансового забезпечення аграрного сектору економіки потребує нового підходу, вдосконалення розглянутих програм державної підтримки шляхом проведення активних заходів на рівні сільгосппідприємств, впровадження нових фінансово-кредитних структур. Наголошується, що при організації і веденні сільськогосподарського виробництва, а також при розробці заходів з вдосконалення його організаційно-економічного механізму необхідно враховувати, особливості сільськогосподарської діяльності без яких неможливо досягти високого рівня ефективності виробництва.

Роль и значение организационной культуры в обеспечении конкурентоспособности предприятия в условиях вызовов современной ре-альности.

In the article it is proved that the theoretical understanding of problems of management of behavior of workers in the context of organizational culture acquires special relevance in modern conditions of management. The success of the company as a whole depends on the orientation of the behavior of its employees in the relevant system of management relations. The author proves that organizational culture is a complex management mechanism that manifests itself in the mission and objectives of the enterprise and has a significant impact on the attitude of employees to the company, on the basic principles of employees and the enterprise as a whole. The influence of organizational culture on the team can be both functionally positive, aimed at the development of the enterprise, and negative or dysfunctional, destroying it. This interdependence forms the organizational structure that subordinates the behavior of employees according to the distribution of authority and responsibility, thereby increasing the efficiency and effectiveness of the enterprise. In the article the author attempts to theoretically revise this interrelation.
