ANALYSIS THROUGH THE IMPLEMENTATION OF REGIONAL PROPERTY MANAGEMENT POLICY IN AN EFFORT TO ACCOMPLISHED GOOD GOVERNANCE AT LOCAL FINANCIAL AND ASSETS MANAGEMENT OFFICE (BPKAD) IN TANGERANG SELATAN CITY

This research aims to investigate and evaluate the implementation of regional property management policies at the Local Financial and Assets Management Office (BPKAD) in Tangerang Selatan City. It was trying to find out the factors which hinder the implementation of regional property management policies, analyze about the obstacles which are faced in improving good governance and analyze the strategies undertaken in the implementation of regional property management policies in order to realize good governance. This research currently uses a descriptive qualitative method with the insider respondents from BPKAD office in Tangerang Selatan City. The collection of data techniques has been done through observation and interviews. The theory from George C Edward III has been used as a reference which stated that there are four things that will affect the implementation of policies, namely communication, resources, disposition and bureaucratic structure. According to the research findings, it is known that the implementation of regional property management policies in Tangerang Selatan City's BPKAD has been going well, but there are still few regulations which have not been fully accomplished. The factors which support the implementation of regional property management policies in Tangerang Selatan City's BPKAD are communication, disposition, bureaucratic structure, resources. Meanwhile, the factors which hinder its implementation are Bureaucratic structure, resources, disposition. In order to overcome these obstacles, the efforts that have been made namely; immediately apply the concept of institutional strengthening, more focus on improving the governance of regional property so that good governance could be realized and strengthened in terms of regulation and preparation from Standard Operating Procedures in the management of property area.

Pidie Regency Government Agencies, the Application of Government Accounting to the Acquisition of "Unqualified (WTP)" Status has been Approved for the 2015-2020 Period (According to Government Regulation of the Minister of Home Affairs No. 13 Year 2006)

The purpose of this study was to ascertain the Pidie District Government's strategy for retaining WTP opinions on accrual-based financial statements. The descriptive qualitative approach was used in this study, along with a case study method and data collection via interviews. The study's findings indicated that the financial statements used to maintain the WTP opinion were prepared using a variety of methods, including increased commitment between leaders and their subordinates, improved management of regional property and receivables, increased the quality of human resources, team formation, improved information technology, and increased the inspectorate's role as an auditor. Obstacles to retaining the WTP's viewpoint include inefficient SIAP applications and job transfers.

Manajemen barang milik daerah berbasis kemitraan dalam meningkatkan sumber pendapatan daerah

The purpose of this study is to examine partnership-based regional property management in increasing local revenue sources for the Bima Regency government, and to analyze the factors that support and hinder partnership-based regional property management in realizing an increase in regional original income with the concept of Collaborative Governance. This type of research is a qualitative research that was chosen to describe the implementation of regional asset management in the form of leased land carried out by the DPPKAD Bima Regency, West Nusa Tenggara (NTB) using interactive model data analysis from Miles, Huberman and Saldana. The results showed that in general, partnership-based regional property management in increasing local revenue sources at the DPPKAD Bima Regency did not go well but showed an increase in regional original income, with supporting factors, among others; good quality/level of human resources education, a supportive work environment, and adequate infrastructure. While the inhibiting factors are regulations that do not reach the partnership process and the low level of program socialization.

Economic assessment of the digitalization of state property (based on the materials of the Perm territory)

The purpose of the study is to identify the essence of public administration of municipal property. The theoretical and methodological relevance of this research paper lies in the fact that economists do not consider the issue of publicity in the management of regional property as a priority in modern realities. The goal set determined the need to solve the following problem: to determine the economic effect of managing regional property during its digitalization. To achieve the purpose of the study, methods of statistical information processing were used. The state property of the Perm Territory is considered as the objects of research. Digitalization of property in the regions will allow you to convert analog data streams into digital format and transfer existing communications into computer technologies. This process will be the first step towards achieving the goal, then it will be necessary to complete the automation of all processes (in the infrastructure), and provide modern equipment with digital technology support.

INTENSIFIKASI PENINGKATAN WAJIB PAJAK DALAM MEMBAYAR PBB P2 DI BPK-AD KECAMATAN TUMPANG KABUPATEN MALANG

In summary, this study aims to analyze efforts to increase taxpayers in paying land and property taxes (PBB) on the basis of the collection system guided by Law No. 28 of 2009 (1) the collect local taxes in the payment of services or the issuance of certain permits provided by local governments or for personal or corporate interests; (2) Is a regional tax, administered by the Regional Revenue Authority, and its collection is based on rate rules set forth by the local government; (3) Collecting a regional tax as a tax may confer a better socioeconomic advantage or position on beneficiaries or entities or who derive an advantage from land and buildings. This study is a qualitative descriptive study. The informants for this study are the Services, Billing, General and Internal Compliance subsection, and the Advisory and Extension subsection at the Malang Regency Regional Property Administration. Data for this study were collected through interviews, documents, and observations. The results of this study indicate that (1) the compliance of taxpayers with the Regional Financial Asset Management Authority of Malang Regency sometimes increases and sometimes also decreases. As a result, the officers working at the Regional Property Management Authority of Malang Regency are working to increase taxpayers in paying land and property taxes

Public Sector Asset Management in the Government of Indonesia: A Case Study in Minahasa Regency

Asset management in the public sector is important to provide quality public services. One of the important public assets is the regional property that manages by the regional government. Various problems often occurred related to asset management in Indonesia's public sector, especially the management issue that follows regulations. The research aims to examine the management of public sector assets in The Government of Indonesia, especially regional property, which refers to Indonesia's prevailing laws and regulations, namely Government Regulation number 27 of 2014. The research was conducted in Indonesia at the Minahasa District government of North Sulawesi Province. The research method used descriptive qualitative, focusing on investigating the use and utilization of regional property and locus at the Regional Financial and Asset Management Agency (BPKAD) in Minahasa Regency. The data collection method in this research is an interview with several key point informants. The informants consist of top-level management, middle management, and staff of BPKAD, with a total of nine informants. The research findings indicate that Regional Property Management by the Minahasa Regional Financial and Asset Management Agency has been carried out under applicable regulations, namely Government Regulation Number 27 of 2014. Several suggestions were given to interested parties. The limitations of this research were limited to specific objects, only general discussion, and only one case study.

Juridical Analysis of Legal Political Construction Management of Regional Assets to Affirm the Principle of People's Sovereignty: A Case Study at the Tanjung Pinang Mayor's Office

Disposal of assets is the last process in the life of the Regional Property. Disposal of regional property is a follow-up process rather than the management of the regional property itself, intending to release the management of regional property that has met the criteria. The problem with this research concerns the legal arrangement in the construction of legal politics to manage the disposal of regional assets to strengthen the principle of people's sovereignty (A Case Study at the Tanjung Pinang Mayor's Office). Then, its application in the construction of legal politics for managing the disposal of regional assets strengthens the principle of people's sovereignty (A Case Study at the Tanjung Pinang Mayor's Office). After that, the factors that become obstacles and explain solutions to the construction of legal politics for the management of the disposal of regional assets to strengthen the principle of people's sovereignty (A Case Study at the Tanjung Pinang Mayor's Office). This study uses a descriptive method with a normative approach (legal research) to obtain primary data through field research. The results show that the legal arrangements in the legal political construction of managing the disposal of regional assets to strengthen the principle of people's sovereignty (A Case Study at the Tanjung Pinang Mayor's Office) have in principle been implemented according to regulations. However, there are still obstacles in the field. In particular, the Program Implementing Bureaucratic Structure. Therefore, for the office of the regional audit board of finance and assets, it is better to improve the clarity and smoothness of communication between its employees so that managing regional assets operates effectively and optimally.

REGIONAL ASSET MANAGEMENT MECHANISM OF WEST ACEH DISTRICT (SHARIA ASSET MANAGEMENT PERSPECTIVE ANALYSIS AND PERMENDAGRI NO. 19 YEAR 2016)

This Study aims to describe the management of regional management in west Aceh regency and to determine whether or not the regional asset management is appropriate from the perspective of sharia asset management and PERMENDAGRI number 19 of 2016. the approach of this research is qualitative with descriptive analysis method. the sample used in this study is the civil servants of the West Aceh regional financial management agency (BPKD) who have a relationship whit regional asset management policies. the result of the study show that the management of fixed assets/regional property at the regional management agency (BPKD) Aceh Barat has done it optimally and in accordance with the systems and procedures of the cycle of managing the property of the region as stipulated in domestic regulation number 19 of 2016 concerning guidelines for the management of regional property. planning according to needs and procurement of asset carried out in a transparent manner as well as utilization that can be utilized by the community with a borrow and use system. the implementation of asset management is also in accordance with Islamic law, namely management which is based on Islamic values such as trust, reliability and freedom, balance and can be accounted for. these Islamic principles are applied and used as the basis for the asset management mechanism. some of the obstacles or inhibiting factors encounted in implementing the regional property management cycle are human resources due to the need for specific knowledge and understanding of the regional-owned asset management mechanism.

PENGELOLAAN ASET DAERAH BERBENTUK BANGUNAN DI KOTA PARIAMAN DALAM RANGKA TERTIB ADMINISTRASI

The purpose of this paper is to examine the management of building assets in the City of Pariaman in the context of administration. The research used is naormative juridical. The implementation of the work on the management of regional goods which is charged is not optimal, as well as inadequate funding to carry out the management of regional property, so that activities to support the orderly implementation of the management of regional goods do not run effectively as well as funding for procurement of goods which must be in accordance with the facilities and infrastructure which should be used to cover work desks, work chairs, etc., does not yet meet the standards for facilities and infrastructure determined by the City of Pariaman Regulations. ANALISIS PENATAAN ASET TETAP PADA BADAN PENGELOLAAN KEUANGAN DAN ASSET DAERAH KOTA JAYAPURA

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

MANAJEMEN PENGELOLAAN BARANG MILIK DAERAH MENUJU OPINI WAJAR TANPA PENGECUALIAN (WTP)(Studi Kasus pada Pemerintahan di Kabupaten Provinsi Kalimantan Barat)

This study aims to understand the process of managing Regional Property (BMD) in district governments that have not yet obtained an Unqualified Opinion in audits conducted by the Supreme Audit Board (BPK) and to analyze the causes of regional property management problems. This research is a qualitative case study research with data collection techniques through observation, interviews, and documentation studies. The results showed that in the management of the regional property, the local government had carried out in accordance with statutory provisions, namely the Regulation of the Minister of Home Affairs Number 19 of 2016 concerning Guidelines for the Management of Regional Property. From the research results also obtained the results of the analysis of the causes of regional property management problems in the district government, namely in human resources. In addition, the lack of coordination between related work units, the inadequate inventory process and inadequate documentation are also the problems found in this study.Keywords: Regional Property Management, Opinion of Supreme Audit Board of the Republic of Indonesia.

The result of the evaluation resulted in the suitability of the management of regional property in the Government of Cilacap Regency with Permendagri Nomor 19 Tahun 2016 on the guidance of the management of regional property, the factors causing the problem of management of local property in Cilacap Regency, and giving recommendation improvement for the management of the property area. The result of the observation states that there is an increase in the suitability of the management of regional property in the Government of Cilacap Regency from 2015 to 2016. From the interviews, the factors causing the problem of management of regional goods are among others Human resources, leadership, management of regional property, system, Inspectorate of Cilacap Regency Government, and BPKP

Implementation of Land Registration that Will Become Regional Government Assets at the Muko-Muko District Land Office

The new paradigm of regional autonomy and the increasing demands of the implementation of regional governments are demanded to be good in the management of regional property, such as land which is part of the management of regional wealth, then supervised and examined internally and externally, for accountability of implementation, for this it is necessary to register it on National Land Agency office. In this connection, it is necessary to review legally the implementation of land registration as a regional asset. The principles of treaty law which is a concept of civil law applied in the concept of state administration law are interesting because the agreement is in the regulation of private law and public law. Government Contract is a routine legal act of government, to ensure legal certainty for the parties involved required legislation that specifically regulates commercial contracts by the government regarding procedures and authority limits.

Pengembangan Kurikulum Diklat Teknis Pengelolaan Barang Milik Daerah Berbasis Kompetensi Pegawai

The low competency of employees in the management of regional property in the West Java Provincial Government is a challenge for the West Java Province's Human Resource Development Agency (BPSDM) in developing apparatus competencies through education and training. The research aims to find out how much influence the policy instruments (policy instrument) and policy implementation (policy implementation) have in developing employee competencies through the technical training curriculum for regional property management. This study uses descriptive analysis with a qualitative approach. The data was explored in the form of the implementation of the technical training curriculum for the management of regional property held at the Human Resources Development Agency (BPSDM) of West Java Province in 2018. Data and information collection methods were carried out through observation, interviews, and document review. The results of the study show that there were errors in policy instruments (policy instruments) and policy implementation in determining the technical training curriculum for the management of regional property. Policy instruments through the establishment of curriculum (learning objectives, training courses, media and learning methods) and policy implementation through the implementation of curriculum (teaching and learning process and assessment) have not been oriented to competency requirements in accordance with training competency/employee position standards. competency of education and training graduates is not optimal.Keywords: Development of competency-based, profesional, competency-based curriculum

ANALISIS PENGELOLAAN ASET TETAP DAERAH PADA DINAS PENGELOLAAN KEUANGAN ASET DAERAH (DPKAD) PROVINSI ACEH

Fixed assets is one of the elements that must be managed properly in order to produce reliable information in the financial statements region. Orderly management of regional property (fixed assets) carries a significant effect on the perfection of regional balance sheet presentation. The purpose of this study to determine the suitability of fixed asset management at the Department of Finance and Asset Management Revenue Region (DPKAD) Aceh with Regulation of the Minister of the Interior 19 of 2016 visits from local property management cycle is applied as well as the completeness of the document source. The method used is a qualitative with descriptive analysis techniques. The results showed that DPPKAD Aceh as maid manager has implemented 10 cycles in the management of fixed assets. From 14 document source needed only 13 documents are there, so that the management of fixed assets in DPPKAD Aceh with Regulation 19 of 2016 has not been fully fit. Preferably, DPPKAD Aceh perform better coordination with all SKPDs as users/ parties responsible in making List of Regional Property Maintenance Requirements (DKPBMD) and List of Results Maintenance Goods as a form of compliance with applicable regulations.

Collaborative Agreement between the Regional Government of West Nusa Tenggara and the Private Sector through the Elements in the Build Operate Transfer System

This study aims to examine the arrangement of regional cooperation agreements with third parties through the Build-Up System based on Indonesian laws and regulations, and how the parties regulate the rights and obligations of the parties in the regional cooperation agreement with third parties in West Nusa Tenggara through the Build-Up pattern This research is a normative study so that the approach used is the legislative approach and case approach. The results of the research show that the legal source of cooperation in the management of goods belonging to the region is Law No. 23 of 2014 concerning Regional Government, Government Regulation No. 50 of 2007 concerning Procedures for Implementing Regional Cooperation, Regional Regulation of West Nusa Tenggara Province No. 8 of 2007 concerning Management of Regional Property.

The study aims to determine the internal control over the management of Regional Property in the Office of Communication, Information, Regional Statistics and Statistics of North Sulawesi Province. Internal Control of Regional Property at the Office of Communication, Information, Regional coding and Statistics of North Sulawesi Province has not gone well because there are risks that hinder the Internal Control but the Office of Communication, Information, Regional coding and Statistics of North Sulawesi Province. Although it can handle it, such as conducting control activities, where these activities must be carried out by the leadership of organizational units and functional personnel both in their respective environments and between organizational units within the Regional Government in accordance with their respective objectives, in order to provide information and communication services that adequate to the community, but it has not gone well because the organizational unit leaders and functional staff have not carried out their duties and responsibilities in accordance with existing regulations.Keywords: Internal Control of Regional Property
