Botanical exploration in the Mount Ketambe, Mount Leuser National Park Aceh

Abstract. Efendi M, Ardiyanto D, Nudin, Nur M, Nasution T. 2020. Botanical exploration in the Mount Ketambe, Mount Leuser National Park Aceh. Pros Sem Nas Masy Biodiv Indon 6: 558-563. Cibodas Botanic Garden (CBG) main duty is conducting ex-situ conservation of Indonesian mountain flora, especially rare species and potentially economic plants. In order to support this duty, botanical exploration was done for collection enrichment in Mount Ketambe forest, Mount Leuser National Park (MLNP) Aceh. This study aims to identify species and evaluate survival rate of exploration collection plant in CBG. Survey method was conducted for specimen collection at 835-1261 above sea level in Mount Ketambe of MLNP. Survival rate data was recorded in Nursery Unit of CBG for one year. In this exploration, was collected about 258 specimens, consist of 171 collection numbers and 56 families, at least 9% new collections for CBG, namely Antiaris toxicaria, Ardisia sessilifolia, Begonia verecunda, B. laruei, Gynochtodes coriacea, Medusanthera laxiflora, Riparosa javaniva, Dialium cf kunstleri, Aporosa grandistipula, Tainia obpandurata, Leptonychia caudata, Chionanthus grandifolius, Polyalthia cauliflora, Dehaasia sumatrana, Persea glabra, and Diospyros javanica, while Paraboea leuserensis, B. verecunda, B. leuserensis, Illicium sumatranum dan Ardisia cf sessilifolia well-known as endemic for Sumatera. Survival rate of plant collection was 74%, showed compatibility of microclimate between a submontane zone of Mount Ketambe and CBG area. In the future, plant collection will be the source of germplasm to develop for medicinal, ornamental, food, cosmetic, or timber.

PERAN KONSELOR SEKOLAH DALAM PENGEMBANGAN PENDIDIKAN KARAKTER MELALUI PELAYANAN BIMBINGAN KONSELING DI SEKOLAH

Character education was one of the focuses in the system of national education. Therefore, educators must not neglect this. A school counselor, as one of the educators, has to play a role in character education. Referring to guidance and counseling responsibilities in relation to students’ personal, social, academic, and career aspects, a school counselor must not escape from the main duties. Considering that character education is the responsibility of all parties, a school counselor can, independently and in collaboration with all school components, play a role in character education. Individually, a school counselor can provide services, such as individual services, individual planning services, and responsive services. In collaboration with other parties, a school counselor can make a synergy in character education programs. While guidance and counseling services are one of the service programs that contribute to the implementation of the program in schools. ANALISIS SISTEM PENGENDALIAN INTERNAL PADA SISTEM AKUNTANSI PEMERINTAH (STUDI KASUS PADA DINAS KOMUNIKASI DAN INFORMATIKA KABUPATEN SEMARANG)


 
 
 Penelitian ini bertujuan untuk menganalisis kesesuaian penerapan sistem pengendalian internal yang dilakukan pada instansi pemerintahan berdasarkan dengan unsur-unsur pengendalian intern. Analisis dilakukan menggunakan metode penelitian deskriptif dengan jenis penelitian yang digunakan adalah penelitian kualitatif. Objek penelitian ini adalah Dinas Kominfo Kabupaten Semarang. Hasil penelitian menunjukkan penerapan sistem pengendalian internal di Dinas Kominfo Kabupaten Semarang telah sesuai dengan unsur-unsur dalam Sistem Kontrol Internal yang telah ditetapkan oleh pemerintah berdasarkan Peraturan Pemerintah No. 60 tahun 2008 tetapi masih ada beberapa kelemahan seperti kelebihan siswa magang yang diterima, tidak semua pegawai yang melakukan tugas pokok pengawasan, penganggaran dan perencaraan berlatar belakang pendidikan ekonomi, khususnya akuntansi, dan fasilitas gudang untuk dokumen dan barang-barang yang kurang efisien.
 
 

CRIMINAL LIABILITY FOR VIOLATION OF THE ORDER OF OBTAINING EVIDENCE AND THEIR ADMISSIBILITY IN CRIMINAL PROCEEDINGS

Purpose: to consider the possibility of improving the basic basic properties of evidence and the admissibility of information in such quality in proof, and also suggest a solution to the problems of criminal and other legal responsibility for the violation of the procedure for obtaining evidence. Research methods: comparative legal analysis, cognitive-analytical, etc. Results: proof should have an integral set of the following basic basic legal properties, such as their significance, good quality and reliability, and the violation of the procedure for obtaining evidence should bear the appropriate criminal and other legal responsibility for the guilty person and resulted in inadmissibility of this evidence only in the event of doubt in its reliability or in the event if this information lacks other main basic legal features of evidence. Discussion: it has been stated that national procedural legislation and case law based on it and related to equitable decisions in the event of recognition of information as inadmissible evidence under formal circumstances regarding incompliance with the procedure of obtaining evidence and in the event of the lack of doubt in its reliability violates legal status of victims and contradicts p. 2 of Art. 3 of the Constitution of Ukraine regarding the main duty of the state and its authorities to assert and ensure rights and freedoms of all citizens. In this aspect, the problem of bringing to criminal responsibility for coercion to testify during interrogation or deliberate commission by a law enforcement officer of actions that are clearly beyond the limits of the rights or powers granted to him, are considered if they significantly damaged the rights of the person protected by law and the compulsion to testify was carried out at carrying out other investigative actions related to receiving testimony from a person. Particular attention is drawn to the qualification of torture in the context of the requirements of Art. 3 «Prohibition of Torture» of the Convention for the Protection of Human Rights and Fundamental Freedoms and the Practice of the European Court of Human Rights in relation to the definition of three stages of prohibited treatment

ANALISIS KUALITAS, KUATITAS DAN KINERJA (K3) PEGAWAI PADA BADAN PUSAT STATISTIK KABUPATEN KERINCI

Thesis. Analysis of Quality, Quantity and Performance (K3) of Employees at the Central Statistics Agency of Kerinci Regency. The Central Bureau of Statistics is an organization that has been established based on Presidential Regulation Number 86 of 2007 concerning the Central Statistics Agency and the Regulation of the Head of the Central Statistics Agency Number 7 of 2008 concerning the Organization and Work Procedure of The Central Statistics Agency located in Kerinci Regency. The formulation of the research problem, namely, what is the Quality, Quantity and Performance (K3) of Employees at the Central Statistics Agency of Kerinci Regency? The research objective is to see the quality, quantity and performance (K3) of the employees of the Central Statistics Agency of Kerinci Regency. This research uses a qualitative approach where data is obtained through field interview guides to 7 informants who refer to the research indicators, namely 1. Knowledge. 2. Skills. 3. Capability 4. Number of Hours Worked. 5. Use of time. 6. Responsibility. 7. Quantity of work. 8. Work quantity. 9. Punctuality of time. 10. Work effectiveness. 11. Independence. 12. Work Commitment. The data obtained in the field were analyzed based on the classification of the informants’ answers which were described in the results and discussion of the research which was then carried out by the interpreter of the researcher. It is known that the Quality, Quantity and Performance (K3) of employees at the Central Bureau of Statistics of Kerinci Regency have been carried out properly according to its rules and main duties, only one research indicator that has not been implemented is the indicator of independence. Where employees are not all independent in carrying out tasks such as new employees and employees who occupy a room or work with new job duties. For this reason, the authors suggest that employees at the Central Statistics Agency of Kerinci Regency can maintain and continue to strive to continue to do innovation and creativity in work and increase employee Independence.

The real estate encumbered with a mortgage as the object of proceedings for the division of joint property in the light of the case law of the Supreme Court

In proceedings for the division of joint property after the cessation of the joint marital property, the court’s main duties include the determination, ex officio, of not only the components, but also the value of individual components of the property. The determination of the value becomes complex, e.g. when the property consists of real estate on which a mortgage securing the bank’s receivables under a mortgage loan agreement has been established. This issue has a deep practical significance and, as a result, it was analysed in numerous judgements of the Supreme Court. However, at the moment it may be concluded that the line of case law indicating lack of necessity to take into account the mortgage burden in determining the value of the real estate has been established. Authors present the Supreme Court’s evolving approach to the issue of the mortgage impact on the value of real estate being the subject of division into co-owners’ obligations towards the bank under a mortgage loan agreement and the court’s obligation to determine the value of assets subject to the division. They also raise the issue of the effects of the division of assets consisting of the real estate encumbered with a mortgage for settlements of ex-spouses as borrowers in the context of Article 618 of the Polish Code of Civil Procedure.

Pedoman Praktis Penyusunan Kamus Kompetensi Teknis Aparatur Sipil Negara

Competency dictionary and job standard for Indonesian civil servant has been exposed in The Decree of Ministry of Administrative and Bureaucratic Reform Number 38 Year of 2017. This decree gives ample explanation on managerial and social-cultural competencies, including the exact lists of competency titles and the application toward each job level. On the other hand, the similar treatment does not applied toward technical competency, only general guidance included. Since all ministries and non-ministerial government institutions must develop technical competency dictionary and job standard for their own governmental affairs, thus the need of the guidance is heightened. This study aims for creating practical guidance in developing technical competency dictionary along with the example. Qualitative approach with case study was used in this study. Moreover, data was gathered through literature examination, focus group discussion, and workshop. As the result, there are three steps in developing technical competency dictionary, ie: (1) identifying technical competency title using organization main duties and function cascading technique; (2) deciding technical competency levels using Taxonomy Bloom theory; and (3) writing down compatible behaviour indicators using guidance matrix. In addition, example provided for every step in order to ease the guidance practicality. Hopefully, this practical guidance could help human resource practitioner in developing technical competency dictionary, especially in Indonesian civil servant context. Furthermore, this article will add different perspective toward competency studies.

Ransoming Russians from Tatars: Justification and Practice

The early modern Russian government and Russian Orthodox Church identified as one of their main duties the ransoming of Russian Christians from Muslim Tatar captors. The process of ransoming could be an involved one with negotiations being carried on by different agents and by the potential ransomees themselves. Different amounts of ransom were paid on a sliding scale depending upon the ransomee’s social status, gender, and age. One of our main sources for the justification of this practice was the Stoglav (100 Chapters) Church Council in 1551, which discussed the issue of ransom in some detail. The Law Code (Ulozhenie) of 1649 specifies the conditions and amounts to be paid to redeem captives. Church writers justified the ransoming of Christian captives of the Muslim Tatars by citing Scripture, and they also specified that the government should pay the ransom out of its own treasury.

Ownership, gender, and experience as correlates of policy implementation in the management of university libraries in the South-South, Nigeria

The study examined ownership, gender and experience as correlates of policy implementation in the management of Universities Libraries in South-South, Nigeria. The correlational survey design was adopted for the study. Three (3)research questions and three (3)hypotheses guided the study. The population of the study was 1,465 which comprised 12university librarians from the 12 State and Federal Universities in South-South, 263 other professional librarians and 1,200 year 3 students who are regular libraryusers in the universities. The sample for the study was 385 respondents which consisted of 12 university librarians from the twelve universities, 263 other professional librarians and 120 years 3 students. The convenience sampling technique was used to select 10 year 3 students each from the 12 universities. Three instruments were used for datathe collection namely:questionnaire,interview, and focus group discussion. The overall internal consistency reliability index of the questionnaire obtained through Cronbach’s alpha estimate was 0.95. The data collected were analyzed using mean and standard deviations for the research questions. The null hypotheses were tested using multiple regressionsand associated t-test. The findings showedthat in the management of university libraries in South-South Nigeria, library policies on main duties and responsibilities, user-oriented library concepts, schedule of duties, were highly implemented. On account of these findings, it was recommended among others that: The National Universities Commission (NUC) should monitor the implementation of the policy statements. This is to ensure that libraries irrespective of ownership, gender and experience of the librarians, are encouraged and supported to implement the policy statements to a very high extent.

The prevalence and characteristics of rapid response systems in hospitals with pediatric intensive care units in Japan and barriers to their use.

The use of pediatric rapid response systems (RRSs) to improve the safety of hospitalized children has spread in various western countries including the United States and the United Kingdom. We aimed to determine the prevalence and characteristics of pediatric RRSs and barriers to use in Japan, where epidemiological information is limited. A cross-sectional online survey. All 34 hospitals in Japan with pediatric intensive care units (PICUs) in 2019. One PICU physician per hospital responded to the questionnaire as a delegate. Prevalence of pediatric RRSs in Japan and barriers to their use. The survey response rate was 100%. Pediatric RRSs had been introduced in 14 (41.2%) institutions, and response teams comprised a median of 6 core members. Most response teams employed no full-time members and largely comprised members from multiple disciplines and departments who served in addition to their main duties. Of 20 institutions without pediatric RRSs, 11 (55%) hoped to introduce them, 14 (70%) had insufficient knowledge concerning them and 11 (55%) considered that their introduction might be difficult. The main barrier to adopting RRSs was a perceived personnel and/or funding shortage. There was no significant difference in hospital beds (mean, 472 vs. 524, P=0.86) and PICU beds (mean, 10 vs. 8, P=0.34) between institutions with/without pediatric RRSs. Fewer than half of Japanese institutions with PICUs had pediatric RRSs. Operating methods for and obstructions to RRSs were diverse. Our findings may help to popularize pediatric RRSs.

The way public relations practitioners influence media agendas in Vietnam

The paper provides empirical evidence for the development of the theory of media agendasetting. The power of the media, according to the theory, has been changed in public relations in Vietnam. Public relations practitioners have power to shape media content as they desire. This research uncovers that public relations practitioners not only impact media agendas as the theory describes, but also do the job of journalists. While public relations practitioners in the West use framing and information subsidies to influence media agendas for the public, this study indicated that practitioners in Vietnam tend to be responsible for public relations editorials that are considered as the main duty of media people. The paper additionally explains the way Vietnamese journalists conduct news to underpin understanding of the characteristics of media relations in the country. This paper also presents a Tripolar model of corporate, media and public agendas which was designed based on the research data.

Pemberdayaan Ibu-Ibu Rumah Tangga di Mojomulyo, Sragen Kulon, Kabupaten Sragen melalui Usaha Telur Asin Aneka Rasa

Salted eggs are very potential to be used as a cheaper source of animal protein compared to meat. Salted eggs of various flavors have not been popular in Sragen Regency, so they have the prospect of being developed as a new culinary. Housewives in Mojomulyo, Sragen Kulon, Sragen Regency who are members of the social gathering of neighborhoods have a lot of free time. The problem was that they need additional income from their own home business which could be part-time besides their main duties as a housewife. Salted eggs of various flavors were salted eggs which were given additional flavors, that was the taste of soto, onion, durian, curry, spicy, chocolate, and strawberry. It was hoped that with the diversification of salted eggs, it can increase the target of consumers, especially children, and children can more easily obtain sources of animal protein because they like eating eggs. Eggs that were salted and made of various flavors were duck eggs, chicken eggs and quail eggs. Community service activities include counseling activities, the practice of making salted eggs, the practice of making salted eggs of various flavors, simple bookkeeping, packaging and marketing of products. This community service activities was useful for increasing the knowledge and utilizing their free time of housewives in Mojomulyo. Through this activity, the abilities and skills of housewives in Mojomulyo have increased and were expected to be economically independent.

SELECTION OF KRI HARDEPO PRIORITIES USING THE FUZZY MCDM METHODS

The Unitary State of the Republic of Indonesia (NKRI) is the largest archipelagic country in the world, two thirds of which are is seas, requiring the presence of the KRI in maintaining its sovereignty. Continuity of attendance in carrying out its main duties, the Navy depends on the readiness of the KRI (Indonesian Republic Warship). The Navy's strength development program is bound to the MEF (Minimum Essencial Force), the basic development policy of TNI AL towards minimum principal strength. The main target of MEF is a limited amount but can operate optimally. So we need a program to overcome these problems by maximizing the defense system maintenance program called SPT (Planned Maintenance System). To maximize the planned maintenance system that supports the MEF program requires prioritization in selecting the KRI that will carry out Depo level improvement (Hardepo). The selection of KRI determination that will implement Hardepo has several factors that need to be considered so that it is categorized in a multi-criteria decision environment, then the proposed model becomes an appropriate methodology to accommodate the criteria with the Fuzzy MCDM (Multi Criteria Decision Maker) approach. In this study there are six alternative KRI namely KRI Keris-624, KRI Rimau Island-726, KRI Kerapu-812, KRI Badau-841, KRI Jakarta Bay-541 and KRI Arun-903 where the first priorities obtained are KRI Rimau Island- 726 with a weight value of 0.1778. After the priority is obtained then schedule the duration and availability of Docking at PT PAL Indonesia where all KRI can carry out docking every TW (Tri Wulan) except KRI Arun-903 which cannot carry out docking on TW I 2019.

PENINGKATKAN MANAJEMEN PESERTA DIDIK BERBASIS SEKOLAH MELALUI SUPERVISI MANAJERIAL DI SMPN 1 SUNGAI RAYA

AbstractThe principal has a great duty and responsibility in encouraging and facilitating the quality of educational program at a school. One of this is carrying out the main managerial duty and supervisory on teachers and education staff. According to the results of managerial supervision that have been carried on from January to April 2018, it was obtained 56% of all components of students management. To overcome this matter, the researcher has conducted a School Action Research entitled The Principal’s Effort In Improving Students Management Of School-Based Through Managerial Supervision of Smp Negeri 1 Sungai Raya. This research was conducted by involving the vice principal of students affairs and administration staff. The target of this research is the achievement of vice principal of students affairs and administration staff in the students management of school-based. The students management of school-based is a regulation for students that is began when they registered as the student until they have graduated at the school. This research was conducted through two cycles, in the first cycle 75% was obtained with good qualifications and 4 incomplete components of 25% with medium qualifications. In the second one, all components of the management of students have completed (100%). Based on these results, the principal has more motivation to improve the achievement of other school employees in order that completion of school administrative duties run better.Keywords: Principal, Student Management, Managerial Supervision

EVALUASI KINERJA SATUAN POLISI PAMONG PRAJA DI KABUPATEN BANTUL DALAM RANGKA PENEGAKAN PERDA

The successful implementation of the Government in Bantul Regency in the fields of peace, public order and community protection is under the authority of the Civil Service Police Unit. The research objectives are to evaluate performance achievements, identify factors that affect performance and develop improvements in the implementation of the main duties and functions of the Civil Service Police Unit. This reasearch was descriptive qualitative research with 4 informants as informants consisting of 3 structural officials and 1 lecturer. The results of the study was the achievement of very high performance.it was 103.2% in 2016 and 129.5% in 2017. It shows that the performance was optimal. Performance achievement is supported by the results of the measurement of key indicators (KPI) which include the percentage of completion of violations of order, order and beauty (K3) and the Percentage of enforcement of regional policy. Performance is very high, but violations of regional regulations and local regulations are still many, so that employee distribution activities are needed based on 10 main roads involving 10 civil servants and 20 contract workers.

FAIR INMATE COACHING PATTERNS (A STUDY IN CORRECTIONAL INSTITUTION OF KEDUNGPANE SEMARANG)

Correctional Institutions have a very strategic task as the most potential place in realizing the objectives of punishment with coaching. However, this cannot be realized without the awareness of the inmates themselves. To realize this, the Correctional Institution functions as an educational institution that provides useful training for inmates to create, produce, and excel. They have the same opportunity as other community members to be able to contribute as active and productive community members in development. Inmate coaching must also be beneficial for the person concerned during his/her imprisonment at the Correctional Institution of Kedungpane, Semarang, and after completing the imprisonment, returning to the community. Thus, the fair coaching pattern of inmates is implemented with the correctional system and, basically, a situation/condition that allows for the realization of correctional objectives in accordance with the definition of coaching i.e. the process carried out by the Correctional Institution to inmates. For better and fairer coaching without any discrimination, the Corrections Institution should carry out its main duties as stipulated in the "Ten Correctional Principles". This study is based on the legal positivism concept, which states that norms are written, made and promulgated by state authorities, and uses a qualitative method to produce a description of the fair coaching pattern at the Correctional Institution of Kedungpane, Semarang.

PENGUATAN KEDUDUKAN DAN KEWENANGAN KONSTITUSIONAL DPD RI DALAM PERSPEKTIF UUD NEGARA RI TAHUN 1945

The dynamics in the system and structure of the Indonesian constitution began in the reform era so quickly developed. All can run properly and correctly because it was initiated by reforming the constitution through an amendment or constitutional amendment mechanism (the 1945 Constitution) in four stages of change (1999 - 2002). One of the essence of the amendment, gave birth to the Regional Representative Council (DPD RI) as a state institution with its constitutionality can be found explicitly in Chapter VIIA Article 22 C Paragraph 1 - Paragraph 4 and Article 22 D Paragraph 1 - Paragraph 4. And UUNO. 17 of 2014 Jo UUNo.2 of 2018 concerning the MPR, DPR, DPD, DPRD. As a new post-amendment state institution, the DPD is designed as a strong bicameral second chamber of our parliament which was originally only unicameral, namely the DPR RI as a state institution and a representative institution of the people. But one of the characteristics of bicameral is if both parliamentary chambers carry out the legislative function as they should. However, if examined carefully until now based on the substitution of article 22 C and Article 22D of the 1945 Constitution of the Republic of Indonesia in 1945 the authority and authority of the DPD is still very limited. So that as an organic law does not give much space for the implementation of authority to the DPD in carrying out its main duties and functions, especially the legislative function like the DPR. For this reason, in order to strengthen and empower the future, the DPD's consistency and authority need to get priority place in the context of the subsequent amendments to the 1945 Constitution of the Republic of Indonesia as the Holder of strategic and fundamental national political decision authority. Everything is inseparable from the problems in the DPD now is a matter of the authority granted by the constitution to him, especially in the context of the legislative function to make laws. Its existence is expected to bridge the relationship between the center and the regions, in a two-chamber parliamentary frame which has strong bicameralism authority.

Peran Tenaga Kesehatan dalam Melaksanakan Pelayanan Kesehatan WBP Rutan

This research focuses on the role of health workers in carrying out health services for WBP in Detention Centers. The research method used is a qualitative approach. Data collection techniques used are field research by conducting interviews and observations as well as literature studies. Based on the results of research conducted it is known that the role of health workers in detention centers is in accordance with their main duties and functions. Detention centers have a Polyclinic as a place for the implementation of health services in detention centers. In addition in the implementation of health services, there is an MoU between the detention center and the Government. In this case the provision of free health services with a National Identity Card (KTP) at a government-owned health agency. In addition, the detention center supports the implementation of the National Health Insurance for Penitentiary Guides in the Detention Center. But in the implementation of health services, the role of health workers does not run optimally because health workers in detention centers are only nurses' medical backgrounds, besides the lack of supporting infrastructure. After analyzing various facts, several alternative solutions were found to be done by: increasing the number of human resources for medical doctors in detention centers. Each disease experienced by WBP can be directly dealt with in detention centers and the addition of infrastructure facilities so that the role of health workers in the implementation of health services in Detention center can run optimally.
