ABSTRACT To examine scientific research and innovation and commercialization of scientific and technological achievements, we construct a two-stage data envelopment analysis(DEA) model with shared inputs, taking into account the capacity for university construction and the economic benefits of scientific research at colleges and universities. On the basis of this model, the paper explores overall and sub-stage efficiency changes at colleges and universities under two kinds of model. We find that the overall level of scientific research at colleges and universities varies greatly under the model of valuing innovation in science and technology and ignoring commercialization of scientific and technological achievements; the weaknesses in the scientific research system differ under the two models, but the changes in their efficiency are similar. Tsinghua University and the Harbin Institute of Technology have become effective in both models. We further find that the scientific research under a two-stage balanced model is better coordinated. Finally, the paper offers some suggestions on the current of colleges and universities.
