Research on the Influence of Innovation Ability on the Level of University Scientific Research: A Case Study of the Nine-University Alliance in China

ABSTRACT To examine scientific research and innovation and commercialization of scientific and technological achievements, we construct a two-stage data envelopment analysis(DEA) model with shared inputs, taking into account the capacity for university construction and the economic benefits of scientific research at colleges and universities. On the basis of this model, the paper explores overall and sub-stage efficiency changes at colleges and universities under two kinds of model. We find that the overall level of scientific research at colleges and universities varies greatly under the model of valuing innovation in science and technology and ignoring commercialization of scientific and technological achievements; the weaknesses in the scientific research system differ under the two models, but the changes in their efficiency are similar. Tsinghua University and the Harbin Institute of Technology have become effective in both models. We further find that the scientific research under a two-stage balanced model is better coordinated. Finally, the paper offers some suggestions on the current of colleges and universities.

Interpretation for the group standards in technical specification of management for field survey in large population-based cohort study

Large population-based cohort study is an important resource for population disease prevention and control, the results of which provide scientific basis for individualized treatment and precise prevention, and it is also the key strategic content of precision medicine. The Chinese Preventive Medicine Association coordinated experienced researchers from the Chinese Academy of Medical Sciences and other professional institutes to write up the group standard entitled Technical specification of management for field investigation in large population-based cohort study (T/CPMA 001-2019). Based on the research of large population-based cohort study in China and the principle of scientific, normative, applicable, and feasible, the standard proposed six aspects of management requirements including institutional arrangement, personnel composition, equipment, materials, documents and finance, as well as the basic requirements of the on-site investigation, the requirements of each position and the overall quality control requirements, etc.. The standard aims to guide the large population-based cohorts that have been or intended to be established in China, including national cohorts, regional population cohorts, and special population cohorts, hence to improve scientific research level, accelerate scientific research output and provide localization basis for disease prevention and control in China.

Interpretation for the group standards in technical specification of long-term follow-up for end point in large population-based cohort study

Long-term follow-up for end point is an extremely important and arduous task in large population-based cohort studies, which is also the key to the success of large cohort studies. Thus, the fundamental question of the achievements above is how to construct a large population- based cohort in a standardized way. The Chinese Preventive Medicine Association coordinated experienced researchers from Zhejiang Provincial Center for Disease Control and Prevention and other professional institutes to write up the group standard entitled Technical specification of long-term follow-up for end point in large population-based cohort study (T/CPMA 002-2019). The standard is drafted with principles of emphasizing the scientific, normative, applicability, and feasible nature. This group standard recommended the follow-up target population, time, content, methods, quality control, and indicators assessment. The standard aims to guide the large population-based cohorts that have been or intended to be established in China, including national cohorts, regional population cohorts, and special population cohorts, hence, to improve domestic scientific research level and the international influence, and to support decision-making and practice of disease prevention and control.

The impact of the hospital-level initial funding for overseas returnee on the ability of scientific research projects of young people in the third class hospital

Objective Through the investigation of the research funding status of returnees before and after their long-term (more than 3 months) study at abroad in a three class hospital, this paper analyzed the influence of the hospital-level initial funding to help young talent to obtain scientific research funding, discussed appropriate measurement to enhance the scientific research capacity of hospital young talents to provide reference for management. Methods Long-term sponsored study abroad returnees from 2005 to 2015 of this hospital were recruited as subjects, divided into two groups according to whether they got the hospital-level initial funding after returning, comparative analysis was conducted to understand the influence of such funding to help obtaining subsequent research projects of these young talents. Results The number of subjects per capita returned to the obtained group was higher than that of the non-obtained group, and the proportion of high-level subjects at provincial and ministerial levels was higher than that of the non-obtained group (P<0.05), and the average time interval between the groups after returning home was less than that of the non-obtained group (P<0.05). Conclusions The hospital-level initial funding for overseas returnee can obviously improve the quality and speed of the subsequent projects of the young talents in the hospital, and have a significant positive effect on mobilizing the enthusiasm for scientific research, improving their scientific research ability, and improving the overall scientific research level and competitiveness of the hospital. Evolution of approaches to the essence of the notion «professional health»

The article deals with the ways of evolution, formation and regularities of the development of the term «professional health».A theoretical analysis of the problem of professional health was conducted, which made it possible to present his generalized understanding.Professional health is understood by us as the state of somatopsychic, socio-psychological and moral and ethical well-being of workers who enable them to perform their professional duties at the lowest cost and most effective, for the actions of any factors that accompany their professional activities.On this basis, we have identified the main components of professional health specialist in public administration.The level of scientific research of the topic by the domestic and foreign scientists is determined.The diversity and ambiguity of scientific views on the modern understanding of professional health in the system of public administration is emphasized. It is noted that the interpretation of this concept differs depending on its subjects, forms and methods of realization. The availability of certain resources of a public servant is not yet a guarantee of their use, but at the same time they determine the content of the mechanisms, strategies, styles and behaviors that a public official uses.It is concluded that professional health is the ability of the body to accumulate and maintain resources that ensure the performance of professional activities under the internal organizational conditions of work. Professional health is one of the informative indicators of the state of social health, which reacts sensitively not only to socio-economic changes, quality of life, etc., but also to working conditions.

ТЕОРЕТИКО-МЕТОДИЧНІ ПІДХОДИ СТВОРЕННЯ І РОЗВИТКУ СУЧАСНИХ ЕЛЕКТРОННИХ ЗАСОБІВ І КОМ’ЮТЕРНО ОРІЄНТОВАНИХ НАВЧАЛЬНИХ СЕРЕДОВИЩ

Introduction. The steady increase in scientific information, the growth of the social role of the individual and the intellectualization of his work, the rapid change in military technology and technology require constant development, modernization of military education, bringing its condition and capabilities into line with the socio-economic needs of the developing society. This, first of all, concerns the provision of a qualitatively new level of educational process in military education institutions, which is carried out in the corresponding pedagogical systems of the basic functional subsystems of any system of education. An important component of such systems is the computer-based learning environment and electronic media that it forms, as well as information technology education, which reflect and provide the introduction of modern teaching methods in educational practice.Purpose. The purpose of the paper is to answer some of the important theoretical and practical questions of their solution, namely: 1. What do we mean by electronic means and their collections, what is their place and what role they play in the modern educational process? 2. In what educational and educational environment electronic means are used, what we mean by computer-oriented learning environment, how these categories are interrelated and what role in them is determined by electronic means.Methods. The research was conducted using the following theoretical methods: analysis and synthesis, generalization and systematization; modeling.Results. The results of the study indicate that the skillful use of modern electronic means and information technology training in the educational process of educational institutions of military education creates a multifunctional computer-oriented learning environment. The only educational space provides the normalization and standardization of the creation of information educational resources, the expansion of scale and unification of their application in educational practice.Originality. From the point of view of the system approach (task), a multidimensional problem such as the creation of electronic facilities and a computer-based learning environment of modern pedagogical systems and scientific and practical approaches to their creation and development at the stage of modernization of Ukraine's military education are considered.Conclusion. Within the framework of this article, we have tried in a variety of ways and, in many ways, from our own point of view to consider this multidimensional problem, to indicate the level of our understanding. At the same time, a wide range of issues related to this problem would not allow to comprehensively highlight such an issue of today for the military education of Ukraine and the complex problem as the creation of electronic means and a computer-based learning environment of modern pedagogical systems, scientific and practical approaches to their creation and development at the stage of modernization of Ukrainian military education. The prospect of further development of this problem is the question of the formation of the composition and structure of the computer-based learning environment both on the level of scientific research, and on the level of practical implementation.

Exploration and reflection on the cultivation of scientific research ability of postgraduates in neurology department

The training of clinical theory and scientific research thinking is very important for postgraduates of neurology, however, of which, problems are existing, such as the low level of scientific research and the imperfect system. Based on the experience of postgraduate training in the hospital, the authors put forward some improving measures, specifically, to arouse the interest of scientific research, to build the scope of scientific research, to improve the comprehensive strength of personal scientific research, to establish the guarantee mechanism of scientific research and to perfect the system of graduation evaluation. Practice shows that these measures has promoted the enthusiasm and subjective initiative of neuroscience academic postgraduates for scientific research, improved the quality of postgraduate education, and formed a certain basic and clinical research output. With the development of information technology, the arrival of era of big data, the scale of scientific research has been expanded continuously in universities, and the level of scientific research has been improved continuously. Nowadays, new demands are placed on scientific research management. In the scientific research management platform, the Genetic Algorithms has been applied well. Especially, the Genetic Algorithms has a better embodiment in expert detection of the project declaration subsystem. In order to solve the problem that a large amount of manpower is needed in the process of scientific research project review, we mainly analyze the application of Genetic Algorithms and use Genetic Algorithms to solve the problem of project management in scientific research management.

Thoughts on the Reform of College Physics Experiment Teaching Under the Background of "Double First-Class"

Under the background of the new time, the central government has proposed a major strategy for the construction of world-class universities and world-class disciplines (referred to as "Double First-Class"), which is a milestone in the construction of universities in China. The overall goal is to promote a group of universities to enter the world's popular list, and to improve the level of personnel training, scientific research, social services and innovation in colleges and universities is the key to the Double First-Class constructions of universities. As a public basic course in universities, the physics experiment course directly reflects the school's educational philosophy and standards, affects the quality of school personnel training, and occupies an irreplaceable position in basic education. Interpretation for the group standards in data management for large population-based cohorts

Precision medicine became the key strategy in development priority of science and technology in China. The large population-based cohorts become valuable resources in preventing and treating major diseases in the population, which can contribute scientific evidence for personalized treatment and precise prevention. The fundamental question of the achievements above, therefore, is how to construct a large population-based cohort in a standardized way. The Chinese Preventive Medicine Association co-ordinated experienced researchers from Peking University and other well-known institutes to write up two group standards Technical specification of data processing for large population-based cohort study (T/CPMA 001-2018) and Technical specification of data security for large population-based cohort study (T/CPMA 002-2018), on data management. The standards are drafted with principles of emphasizing their scientific, normative, feasible, and generalizable nature. In these two standards, the key principles are proposed, and technical specifications are recommended in data standardization, cleansing, quality control, data integration, data privacy protection, and database security and stability management in large cohort studies. The standards aim to guide the large population-based cohorts that have been or intended to be established in China, including national cohorts, regional population cohorts, and special population cohorts, hence, to improve domestic scientific research level and the international influence, and to support decision-making and practice of disease prevention and control.

This time, the traditional column “De Gustibus” was prepared by three authors who began writing fragments of this article in late January – early February this year, once again discussing position of various departments and individuals about the development and adoption of the federal law “Prevention of iodine deficiency disorders in Russian Federation”. The fate of this unfortunate and necessary law reveals the shortcomings of education, culture, the level of scientific research, the state of prevention of non-communicable diseases, the social responsibility of business and many other problems that exist in our society. Self-interest and absurdity can become a downfall in which once again this necessary law will disappear.

ТРАНСПОРТНІ ТЕЛЕКОМУНІКАЦІЙНІ МЕРЕЖІ ЯК ІНФОРМАЦІЙНЕ СЕРЕДОВИЩЕ ДЛЯ ОТРИМАННЯ... ВІДОМОСТЕЙ ЗНАЧУЩИХ ДЛЯ КРИМІНАЛЬНОГО ПРОВАДЖЕННЯ: ПРОБЛЕМНІ ПИТАННЯ ПРАВОВОГО РЕГУЛЮВАННЯ

Scientific and technological progress, as well as the rapid development of information technologies, the formation of the information society, the introduction of telecommunications systems and networks into all vital processes, the availability of digital communications and information transmission have necessitated the use of new methods of combating crime in the new information (cybernetic) space, this artificially created environment, which is an integral part of transport telecommunications networks (TTN). The extraterritorial nature of transport telecommunication networks and systems, together with the global Internet, greatly complicates their legal regulation, as it is sometimes quite difficult to determine the jurisdiction of which state relates a criminal offense. Thus, when conducting silent investigative actions, a legitimate question arises as to the lawfulness of work in the information environment of the transport telecommunication network for obtaining digital evidence in the interests of criminal proceedings. Purpose of the article: to investigate the problematic issues of legal regulation when working in transport telecommunication networks in order to obtain information relevant to criminal proceedings during the conduct of silent investigative actions. The paper draws attention to the insufficient level of scientific research to cover the problematic issues of studying transport telecommunications networks as an information medium for legal obtaining digital evidence in the interests of criminal justice. The national legislation regulating public relations in this field is analyzed, as well as the case law of the European Court of Human Rights, which reveals some «white spots» in national legislation on ensuring the legitimacy and protection of human rights in the conduct of vague private communication interventions in the information environment of transport telecommunication networks. Taking into account the extraterritorial nature of the information (cyber) space, it is concluded that there is a need for clear legislative regulation of procedural activity in the transport telecommunication networks in order to ensure the security of the individual, society and the state as a whole in this sphere. The article also discusses different approaches to legal disparities in cyber crime investigations. The question of determining the crime scene in the information (cybernetic) space is raised, an attempt is made to define the "crime scene" and provides suggestions for improving legislation.

ESTIMATION OF REDUCTION OF NITROGEN OXIDES IN COMBINED STEAM AND GAS POWER PLANTS

The characteristic of the united power system of Ukraine, based on thermal, nuclear and hydro power plants, as well as on alternative and renewable sources, is carried out. The structure of power system potential indicates a lack of maneuver capacity, some plants are of low mobility. Thermal power is in critical condition due to expired service time of the main technological equipment, additionally, it is a huge source of emissions of harmful substances into the environment. An attempt to use them to cover peak loads only worsens their critical state.It is suggested to restore thermal power on the basis of combined steam and gas power plants. Moreover, for operation of gas section it is necessary to use working substance, which is formed in an additional furnace by heating the compressed air with heat from combustion of some part of coal flow, which subsequently enters the main furnace. The steam and gas generation branches are parallel connected, which extends the range of power change (increasing its maneuverability.) Gas generation increases mobility (rate of power change). For combustion of organic fuel, oxygen enriched atmospheric air is fed, and a nitrogen-based fraction can form a working substance for gas generation. With such an organization of combustion the coefficient of excess air can be ignored, which enables to reduce the volume of flue gases. The membrane separation of atmospheric air into fractions - one en-riched with oxygen, and another with nitrogen, improves the environmentalperformance of a power plant, while increasing its power and economic indices. On the example of the boiler unit TP-92 the basic parameters of a power plant are checked by a calculation method. It is confirmed that the proposed technical solutions point to the correctness and validity of the assumptions. Analysis of the existing technical level of scientific research increases confidence in perspective of the selected direction.

The Copernicus Style Revolution on the Evaluation System of Professional Title of Teachers in Ideological and Political Theory Courses in Local Ordinary Universities

Ideological work in colleges and universities is an extremely important work. Ideological and political course is the main channel of ideological work in colleges and universities. The effectiveness of Ideological and political course depends on the teaching level of teachers. However, the current evaluation system of professional title is the shackle of improving the teaching level of ideological and political teachers in local ordinary universities, which is mainly reflected in the following two aspects. One is focusing on scientific research rather than teaching;The other is ignoring the particularity of ideological and political course teachers in local ordinary universities.The current evaluation system of professional title adhered to the geocentric theory mode:high level of scientific research is equivalent to high level of teaching. This is not suitable for teachers of ideological and political courses in local ordinary universities who require a wide range of knowledge, update knowledge quickly and have a low level of scientific research. Therefore, the reform on the evaluation system of professional title should follow heliocentric theory mode: the teacher's high level of knowledge equals high level of teaching. The teacher's teaching level depends on the teacher's knowledge level.Teachers' knowledge level can be tested by examinations. Copernicus style Revolution is a metaphor for replacing the evaluation system of professional title with examinations. It is necessary to scientifically design the reliability and validity of the test of ideological and political course and the operability of the test scheme to replace the current evaluation professional system of title by examinations.Copernican style Revolution can provide important references for the assessment and evaluation of other professional teachers, professionals and civil servants, as well as teachers of ideological and political course in local ordinary universities.

DIMITAR KATSAROV’S PEDAGOGICAL LEGACY – A BRIDGE BETWEEN EUROPEAN AND BULGARIAN EDUCATION

The paper is of both historical and theoretical nature. Its goal is, by taking into account the set of specific social conditions underlying D. Katsarov’s views and beliefs, to elucidate the significance, value, and relevance of Prof. Dimitar Katsarov’s pedagogical legacy. The new educational objectives of the Bulgarian school system have their historical grounds and thus their contemporary understanding is made possible through the historical and logical analysis of our pedagogical heritage. The democratization of society creates conditions for an objective assessment of this heritage, an assessment free from the influence of the ideological status quo. In this regard, Dimitar T. Katsarov’s pedagogical heritage is undisputed of interest. The scholar’s ideas are a historical fact. Some are debatable; others still inspire the pedagogical community with their pertinence to contemporary issues. Dimitar Katsarov’s work in the field of pedagogy is diverse and kaleidoscopic. His name is synonymous with the reformist pedagogy in Bulgaria. Despite the abundant records on the development of psychological and pedagogical sciences in Europe and Bulgaria, D. Katsarov’s pedagogical heritage is still a valuable source of information on the upbringing, education and training of adolescents in Bulgaria in the first half of the 20th century. This information is not only necessary for contemporary pedagogy, but is also a stimulus for the adequate development of the pedagogical theory and practice in Bulgaria. In this respect, his theoretical legacy is of utmost importance in the dialogue on the present and the future of Bulgarian education. Some of Prof. D. Katsarov’s theoretical statements which still relate to the problems of contemporary pedagogy called for the current review of his work within the historical development of pedagogical ideas in our country. Professor D. Katsarov’s views and achievements are evaluated not only in terms of the contemporary pedagogical concepts. This paper also looks into the extent to which they rose to the level of scientific research of the pedagogical science of the time; the extent to which they reflected the humanistic aspirations of the age, into the objective role they played and into the results they achieved. The paper is of both historical and theoretical nature. Its goal is, by taking into account the set of specific social conditions underlying D. Katsarov’s views and beliefs, to elucidate the significance, value, and relevance of Prof. Dimitar Katsarov’s pedagogical legacy resulting from the deep knowledge of the essence and laws of the pedagogical phenomena, processes and activities. Some of Prof. D. Katsarov’s theoretical statements which still relate to the problems of contemporary pedagogy called for the current review of his work within the historical development of pedagogical ideas in our country. The achievement of the goal is conditioned by the solving of the following main tasks: (1) differentiation and analysis of key pedagogical ideas in D. Katsarov’s work; and (2) outlining the contemporary dimensions of D. Katsarov’s pedagogical ideas in a socio-pedagogical context.

One of the trends of modern higher education is its integration with research activities. In the process of informatization of society this led to inclusion in educational programs of universities disciplines on information technology that can be used in scientific research. It is assumed that these disciplines should be aimed at teaching technologies that promote the level of scientific research and the increment of scientific knowledge. Unlike natural science where computers have long and effectively used for scientific research the question of application of information technology in the Humanities is still debatable. This is largely due to the&#x0D; specific nature of humanitarian knowledge, as well as the specifics of the object and purpose of humanitarian knowledge. The article presents the experience of theoretical understanding and practical development of the discipline "Information technologies in humanitarian researches", which is read in the Northern (Arctic) Federal University named after M.V. Lomonosov for students training areas "Philosophy", "Culturology", "Sociology" and "Journalism". It is shown that in the humanities information technologies can be used as an effective tool for the organization of cognitive activity and explication of knowledge. However, the number of courses on information technologies in humanities research is more individual than a mass phenomenon.

The Relationship between Self-efficacy and Job Burnout of Ideological and Political Teacher Based on Quantitative and Qualitative Analysis

Ideological and political teacher play a key role in college political education. They have multiple tasks including assisting college students in political learning, teaching political, and conducting political -related research. Self-efficacy affects their educational level and scientific research level, and those working and living in high-stress environments tend towards job burnout. In this paper, the fundamentals of self-efficacy and job burnout are sorted in detail. 242 ideological and political teacher from 15 local colleges and universities in Hubei Province are selected as the survey samples. Through questionnaire survey and interview, we can understand the status of self-efficacy and job burnout of college ideological and political teacher, and obtain the qualitative and quantitative result of the relationship between self-efficacy and job burnout. Finally, based on data analysis, we sum up their relationship, and put forward the corresponding coping strategies. The emphasis of ideological and political teachers’ role in improving political teaching quality drives ideological and political teachers to understand their teaching status and make timely adjustment, which will be conducive to college political teaching quality enhancement.

SOME ASPECTS OF STUDENTS’ ACADEMIC MOBILITY IN DOMESTIC EDUCATIONAL PRACTICE

It has been substantiated that students’ academic mobility is an important mechanism for the development of the higher school aimed at improving of the quality of curricula and plans, the level of scientific research, strengthening the academic and cultural internationalization of European higher education, the degree of personal development of the student. The purpose of the article is to find out the essence of the phenomenon of academic mobility of student youth and to identify the factors that complicate its implementation. Methods of research: theoretical analysis of psychological and pedagogical literature on the given problem, generalization, statistical analysis. On the basis of the generalization of scientific approaches (functional, personal and cultural) it has been established that academic mobility is an opportunity to study, teach, practice or carry out scientific activity in another educational institution in or outside Ukraine, the result of which is self-realization of the individual in the process of learning and professional activities. There are determined three levels of factors that complicate the process of academic mobility: the state level (insufficient financing, imperfection of normative regulation of the credit transfer system), the level of higher education institutions (lack of institutional mobility strategies, differences in educational programs, plans), personal level (motivational (lack of motivation as a result of misunderstanding of the benefits of participating in academic mobility), informational (lack of information on internships, grants, scholarships), evaluative (inability to evaluate the academic mobility programs and the results from participation in it), active (lack of experience in independent living, teamwork), socio-cultural (lack of knowledge about the tradition and culture of other people), communicative (low level of possession of a foreign language), creative (inability to generate ideas and to predict their consequences). It should be noted that for the purpose of elimination of these factors there is needed some modernization in the sector of normative-legal, informational, infrastructural, personnel, educational -methodical and financial support of students’ academic mobility.

Impact of Cultural and Creative Industries on Regional Economic Development in China — A Spatial Econometric Approach

In the 1990s, the United States and some developed European countries began to focus on developing some emerging industries, such as the cultural and creative industries, which developed effectively with traditional industries and achieved great economic benefits. With the worldwide economic integration, as a developing country, China has gradually realized the importance of emerging industries in the 21st century. Cultural and creative industries have also attracted more attention and achieved rapid development in the past few years. However, cultural and creative industries in China are still in the early stage of development. Industrial investment and related facilities have not yet formed the scale. Besides, relevant industrial policies are constantly changing. Meanwhile, the speed of cultural and creative industries’ development and their impact on the economy vary greatly in different regions of China due to factors like the scale of industry-related talents and the level of scientific research, resulting in uncoordinated development of technical layout and unbalanced economic development. Therefore, it is imperative to study the relation between cultural and creative industries and regional economic development.This paper selects data of 31 provinces from 2003 to 2013 and forms spatial panel data set. Four types of spatial econometric models are utilized to assess the impact of cultural and creative industries on regional economic development in China. Empirical results show that there is a strong spatial autocorrelation among different regions’ economic development in China. The development of cultural and creative industries can effectively promote the development of the regional economy in many aspects. In particular, the economy in the Center and the East is affected more significantly by the development of cultural and creative industries. Cultivation and inflows of cultural and creative talents, expenditure of scientific research, support of government and construction of related facilities are important factors of improving regional economy. For the West, the development of cultural and creative industries has a certain hindrance to the regional economy and some more effective ways should be raised to improve the region’s economy. Finally, according to the empirical result, this paper puts forward corresponding policy implications for different cultural and creative industries and the economy in different regions.
