Моделирование перспектив инновационного развития регионов Центрального федерального округа РФ

The article contains an attempt to expand the list of indicators for a discriminant model designed to predict the level of innovative development of regions. Data from the regions of the Central Federal District became the basis for selecting factors and building a model. This time, indicators were chosen that characterize activities that logically precede innovation, namely, research and development. As a result, calculations yielded coefficients for the model and the numerical value of the criterion for assessing the level of innovative development of regions.

Sustainable Financing for Transport Infrastructure: An Integral Approach for the Russian Federation

The development of global transport infrastructure is a crucial aspect of economic growth and prosperity. In this study, the main trends in the development of global transport infrastructure are analyzed, with a focus on the state and trends in the functioning of the national transport infrastructure of the Russian Federation. By identifying key problems and determinants of financial growth, a preliminary decomposition is made to guide future development. Proceeding from the fact that the innovative development of Russia’s transport infrastructure should occur through state stimulation of the development of intellectual and partnership relationships and the formation of a digital environment for managing projects for its innovative transformation at the state level, this study identifies the goals, methods, and levels of ensuring the implementation of innovative transformations in transport infrastructure. Consideration of the historical aspects of the formation of the modern economy and comprehension of the mechanisms of state management and tools to ensure innovative transformations in the sphere of transport allowed us to identify three stages (dogmatic, strategic regulation, and innovative integration) of transformation regarding the theory of the state management for the innovative development of transport infrastructure in Russia. Taking into account the content of these periods of transformation allowed us to detail the specifics of the modern stage; highlight the shortcomings; and propose theoretical and methodological foundations for revising the provisions of the state regulation of innovative development in transport infrastructure. To determine the effectiveness of the processes of the state regulation of innovation activity in the transport industry, we propose a model for assessing the effectiveness of innovation activity in the transport complex, which is presented in the form of a three-level parametric system, where the first group of indicators allows us to assess the innovation activity of economic entities in the transport industry; the second allows us to assess innovation potential; and the third allows us to assess the effectiveness of innovation. The novelty of the proposed model is the consideration of the principles of dynamism, perspective, and expediency, and its application allows us to establish the level of innovative development in transport infrastructure. An important factor in ensuring the sustainable development of a country’s economy and forming its positive image in the world is its financial attractiveness. Therefore, the assessment of financial attractiveness is a priority task for the development of modern sustainable transport infrastructure in Russia.

Assessment of Innovative Development of Regions in the Context of Structural Transformation of the Economy

Today, the development of economic systems is taking place in an era of transformations that lead to the formation of new economic models. Russia is no exception here. The main impetus for the transformation processes in our country’s economy was the anti-Russian sanctions directly related to political events from the United States, Canada, European and other countries. All this poses threats to Russia’s political, economic and social security. Therefore, in modern realities caused by sanctions pressure, the key strategic task of overcoming crisis phenomena and shocks is the formation of a new industrialization based on domestic innovations. It is important to assess the innovative potential of the regions in order to further develop management decisions. The authors proposed and tested a methodological approach to assessing the level of innovative development of the subjects of the Russian Federation. The algorithm of this approach includes sampling official statistical data, determining localization coefficients, averaging and evaluating their dynamics. It was determined that in the period 2011-2022, less than a third of Russian regions improved their economic efficiency and innovation localization indicators. The leading regions of innovative development have a high level of localization of the studied characteristics. Regions characterized by low localization coefficients are traditionally lagging behind and have low indicators of economic, including innovative development. The problems of innovative development of regions under the influence of transformational processes are very multidimensional, therefore, in the limited space of this article, only an assessment of innovative development based on the author’s methodological approach is given.

Consideration of the peculiarities of the mechanism of stimulating innovative activity

2022 and 2023 are considered the most conflictual years of the Cold War. The confrontation between Israel and Hamas, the escalation of tensions between Serbia and Kosovo, Sudan, Yemen, Karabagh are some of the hot spots that threaten the stability of peace and the world-class economy. 183 armed conflicts were counted for 2023, which is the highest figure for 30 years, and military aggression on the territory of Ukraine has reached the most destructive scale. Research work is an attempt to create a multipolar world, thanks to scientific activity due to the consequences of armed conflicts on the territory of Ukraine. The most important condition for economic growth on the platform of quality renewal of production is the reduction of costs, the production of a quality product, service, and the introduction of innovation. Thus, the object of the study is the dependence of targeted financing of innovations as a direction that will contribute to increasing the level of innovative development of enterprises. It also considers the dependence of targeted financing of innovations as a way to increase the level of innovative development of enterprises under the known impact of military operations on the territory of Ukraine. The problem of the research is the state of innovative development of Ukraine, the factors that caused it, the tools of influence and stimulation from the state, such as tax incentives, attracting investors for the development of small and medium-sized businesses through the creation of favorable economic conditions, using the example of the Diia City tax regime. It also the dependence of targeted financing of innovations, as a direction to increase the level of innovative development of enterprises under the known effects of military actions on the territory of Ukraine. The obtained results are due to such factors as the impact of military aggression on the territory of Ukraine, the pandemic and post-pandemic period, which had negative consequences such as a decrease in the planned volume of production due to the downtime of enterprises, a decrease in labor productivity, changes in the established raw material supply system. The study of the special regime of «Diia City» indicates a positive growing level of interest of investors, in particular foreign ones, in attracting funds for the development of various sectors of the economy, most of all in the field of information services, which contributes to the processes of digitization and integration of Industry 4.0. The results can be used for the strategic planning of economic entities during the war period and the post-war recovery of the economy of Ukraine, where the attraction of innovations is one of the key elements of economic prosperity, and tax incentives are a tool of the state regulatory apparatus.

Innovative Development of Russian Regions: Assessment and Dynamics in the Context of Sustainable Development

Innovative development of regions is a key factor that determines the level of competitiveness of the economies of all countries in the world. This article uses statistical tools to assess the level of innovative development of the regions of the Russian Federation. The purpose of the work is to assess the innovative development of the subjects of Russia for the period 2010–2020. Objectives of the study: (1) to study the main parameters of innovative development of the subjects of the Russian Federation; (2) to conduct a typology of Russian regions by the level of innovative development on the basis of cluster analysis. The selected time interval (2010–2020) was a period of increasing turbulent flows of development of socio-economic processes at the global, national and regional levels. Cluster analysis was used to identify spatial and functional features of innovative development of Russian regions. The obtained analytical calculations confirm a high degree of differentiation between the Russian regions by all key indicators of innovative development. The results of grouping regions on the basis of cluster analysis showed that there are four clusters based on the sum of normalized indicators, reflecting different levels of innovative development in Russian regions. The analysis revealed that most of the regions belong to the groups with moderate and low levels of innovative development. The regions of the Central and Volga Federal Districts have the highest level of innovative development, while the regions located in the north of the European part of Russia, the North Caucasus, the south of eastern Siberia and the Far East, as well as “new” regions, have a low level. The results of the study can be implemented by regional authorities for systematic monitoring of the level of innovative development of regions, making managerial decisions and developing mechanisms to ensure innovation activity in the regions.

РИНКОВІ АСПЕКТИ РОЗВИТКУ ІННОВАЦІЙНОГО ПОТЕНЦІАЛУ АВІАПІДПРИЄМСТВА В УМОВАХ ЦИФРОВОЇ ЕКОНОМІКИ

The article analyzes the market aspects of the development of innovative potential an aviation enterprise in the digital economy. It is determined that digital transformation opens up wide opportunities of aviation enterprise for increasing the level of productivity in all spheres, actively promotes the development of digital infrastructure and serves as one of the key factors in the development of innovative potential. The forecast changes of the share of the digital economy in the GDP of Ukraine are analyzed. The ways of activating the innovative potential of airline enterprises in the context of applying the provisions of the digital economy are determined. Which includes: ensuring optimization and automation of regulation of economic processes in aviation enterprise; creation of a base for improving the efficiency of scientific and innovative activities and the level of innovative development; ensuring an increase in the level of competitiveness of the environment; increasing the resistance of economic agents to cyclical fluctuations by mitigating the impact of destructive global trends; activation of attraction to the system-forming spheres of economic activity of investment capital, including foreign; enhancing the processes of attracting investment capital for the implementation of regional development programs. The peculiarities of development of the innovative potential of airline enterprises in the context of digitalisation, taking into account the possibilities of digital marketing, are substantiated. The article analyses the determinants of development of innovation potential in the digital economy, which combine various key factors that determine the success of digital innovations in the aviation industry. It is determined that new directions in digital marketing play a significant role in the development of innovative development strategies, which allows airline enterprises to stay ahead of competitors, improve customer impressions and stimulate growth. Digital marketing allows you to personalize communications with the audience, using data and analytics to better understand consumer behavior, and the use of artificial intelligence technologies and big data analysis helps enterprises and organizations not only effectively advertise their products, but also adapt them to changes in consumer preferences. It is substantiated that enterprises that actively integrate digital solutions into their strategy have a unique opportunity to define and change standards in their industry, ensuring stable innovative development in the context of digital transformation.

ОЦІНКА ІННОВАЦІЙНОГО ПОТЕНЦІАЛУ УКРАЇНИ В КОНТЕКСТІ СВІТОВИХ РЕЙТИНГІВ

The innovative potential of Ukraine was evaluated in the context of world ratings, in particular according to the Global Innovation Index, the Bloomberg Innovation Index and the Summary Innovation Index. The place of Ukraine among other countries of the world in terms of the level of innovative development has been determined. In the Global Innovation Index in 2021, Ukraine was in 49th place, in the Bloomberg Innovation Index – in 58th place, in the Innovation Index of the Summary Innovation Index – in 34th place. According to the results of the ratings, such countries as Switzerland, USA, Sweden, South Korea, Great Britain, Finland, and Germany occupy the leading positions. The position of Ukraine in international rankings before the full-scale invasion of Russia on the territory of Ukraine indicates a rather unstable competitive position and the absence of an active policy in support of innovative activities and lack of effective mechanisms for introducing innovations and further commercialization. And the war only deepened and exacerbated the existing problems and significantly worsened the image of our state on the international arena in the context of its innovative development. In such difficult conditions, it is already important to use the best world experience and practices of the European Union in the formation of state policy regarding the development of innovations, including finding ways to increase financial support for innovative development from the state. The implementation of effective state regulation through the mechanisms of stimulating and supporting innovations, as the main driving force for increasing competitiveness, establishing cooperation between the state, society and business, creating a favorable institutional environment for the development of science, scientific developments and research should be a priority vector of Ukraine despite all the difficulties associated with war. The creation of human resources support mechanisms, in which Ukrainian scientists could implement their innovative ideas and developments in Ukraine, and not abroad, will also contribute to the increase of innovation potential.

ВЛИЯНИЕ АВТОМАТИЗАЦИИ НА ИНВЕСТИЦИОННУЮ ПРИВЛЕКАТЕЛЬНОСТЬ ПРЕДПРИЯТИЯ

This article examines the relationship between the degree of automation and the investment attractiveness of the enterprise. Investment attractiveness allows you to attract additional financing for business development and, in essence, determines how quickly and how much a business can scale. At the same time, automation helps to increase the efficiency of business processes, which leads to lower costs and increased profits. Automation also shows the level of innovative development of the enterprise, which is also an integral part of increasing investment attractiveness. The article also discusses examples that show the relationship between automation and investment attractiveness.

ESTIMATION OF REGIONAL INNOVATION ACTIVITY

In the article, the estimation of the regional innovation activity, the general methodology of the estimation of the innovation development of the regions in this direction were analyzed by the author. The innovation index was formed based on the principles accepted in the international world to assess the innovation potential. According to the comparative evaluation of Azerbaijan's innovation potential, an innovation index was found for each region, zones were ranked according to this index, and cluster analysis was conducted. The selected system of indicators allows us to evaluate the level of innovation development in different areas, and to analyze the factors affecting the innovation index in the regions.

Structural and comparative analysis of R&D funding impact on the level of innovation development: The empirical evidence of GII’s leaders and Ukraine

The study aims to determine the influence of the R&D expenditure structure funded by different sectors of stakeholders on the level of innovation development. The data sample involves values of GII and R&D expenditure funded by business, government, higher education, private non-profit sectors, and foreign sources for 10 countries – Ukraine and 9 top countries in GII-2022 for 2011–2020. Pearson/Spearman correlation analysis considers time lags to determine the nature and strength of relationships. For GII’s top countries, the relationship with innovation development level is confirmed as direct for funding R&D by business (in 8 from 9 countries), higher education (5 from 7), and foreign sources (5 from 9) with power from moderate to very high and 0-3-year lag. In Ukraine, the direct relationship is for financing by business (very high power and 3-year lag) and foreign sources (high power and 1-year lag). The regression modeling of dependences (Arellano-Bover/Blundell-Bond dynamic model for panel data and linear model for Ukraine) was also applied using STATA 18. In GII’s top countries, increasing the share of R&D expenditures financed by business by 1% contributes to increasing GII’s score by 0.25%, higher education – 2.47%; government, non-profit sector, and foreign sources – decreasing by 0.89%, 1.68% and 0.81% accordingly. In Ukraine, increasing financing R&D by the government by 1% leads to a similar decrease of GII estimate by 0.19% with a 2-year lag, and the business sector – an increase of 0.16% with a 3-year time lag. Vice versa, in Ukraine, R&D expenditures financed by higher education lead to GII’s score decreasing.

Special features of institutional environment of the Kaliningrad Oblast's innovative development

Subject. The article addresses the institutional environment of innovative development of the Kaliningrad Oblast. Objectives. The aim is to identify basic parameters of institutional environment of the Kaliningrad Oblast as a model region, representing a virtual cluster of administrative-territorial entities of the Russian Federation with low level of innovative development. Methods. The study employs methods of economic-statistical, cluster and logical analysis of basic parameters of the institutional environment of regions in the context of their innovative development. Results. The paper presents results of logical interpretation of economic and statistical (cluster, correlation and regression) analysis of the state and dynamics of basic parameters of model region’s institutional environment, representing a virtual group of administrative-territorial entities of the country, characterized by low level of innovation activity. Conclusions. The results of innovative activities of the region, estimated by the share of innovative goods, works, services in their total volume during 2010–2022, demonstrate formally unstable growth. However, fluctuations in values between 0.1 and 1 per cent actually mean consistently low values. The state of institutional environment of the region does not contribute to its innovative development due to low values of propensity for innovation and consumption, unstable dynamics of propensity to consume and to materialize assets.

Is increasing a share of R&D expenditure in GDP a factor in strengthening the level of innovation development in Ukraine compared with GII’s top countries?

The study aims to test whether increasing a share of R&D expenditure in GDP strengthens the level of innovation development in Ukraine compared with top countries in the Global Innovation Index. It models the impact of changing a share of R&D expenditure in GDP on the level of innovation development based on 10 countries-leaders in GII 2022 and Ukraine. Correlation analysis proved the existence of a relationship between the levels of R&D expenditure (as percent of GDP) and innovation development (the overall score of GII); its strength and direction are characterized (for 2011–2020). The results show that in GII’s top countries, the relationship between innovation development and R&D expenditure is direct in 70% of the sample’s countries, mostly with high and very high relationship power without time lag or 1-2-year time lag. This relationship is inverse in Ukraine, with high relationship power and a 1-year time lag. The system dynamic linear panel-data model is built to determine and formalize the impact of changing a share of R&D expenditure in GDP on the level of innovation development for GII’s top countries and the linear regression model – for Ukraine. For GII’s top countries, it is confirmed that with an increase in R&D expenditures by 1%, innovation development potentially increases by an average of 2.71%, and in Ukraine – it decreases by an average of 4.8%. This discrepancy is explained by the need to improve state policy and regulatory framework in innovation development and its financing in Ukraine.

Financial and investment indicators for accelerating innovation development: Comparison of GII leaders and Ukraine

The purpose of the paper is to determine the causal relationship between financial and investment indicators and the level of innovation development in GII leading countries and Ukraine. For a sample of 10 leaders in GII-2022 and Ukraine for 2011–2020, a correlation analysis was conducted based on the following indicators: the value of GII, foreign direct investment (net inflows), domestic credit to the private sector, ease of getting credit, protecting minority investors, and real interest rate. A positive relationship (with moderate/high strength) between innovation development and foreign direct investment has been proven in 7 out of 11 countries with a time lag of 0-2 years; domestic credit to the private sector – in 6 countries (lag of 0-3 years); and protecting minority investors – in 9 countries (lag of 0-2 years). For other indicators, the relationship is negative. Through VAR-modelling and Granger test, it is proven that the change in the value of foreign direct investment causes the change in the value of GII in 6 countries (bidirectional causality exists only in Ukraine); domestic credit to the private sector – in 6 countries, protecting minority investors and real interest rate – in 2 countries, and ease of getting credit – only in Switzerland. The results show that foreign direct investment and domestic credit to the private sector are the reasons for increasing the level of innovation development and have potentially the highest influence. In Ukraine, compared to GII leaders, only the factor of foreign direct investment is identified as a cause of innovation development.

Построение дискриминантной модели для интегральной оценки инновационного развития регионов

The author of the article has formed a three-factor set of indicators for assessing the innovative development of regions. Based on the actual values of indicators for two groups of regions with different characteristics of the innovation process, a discriminant model was formed and a boundary value for its aggregate indicator was obtained. The result of the study was the development of a criterion that makes it easy to characterize the level of innovative development of regions. The author intends to further improve the model by expanding the set of indicators.

The concept of “Robot as a service” in warehousing logistics and prospects for its development in Russia

Aim. To present an overview of the “Robot as a Service” concept in the context of robotization, to conduct an analytical study in the process of comparing the traditional robotization model and RaaS model, as well as to assess the potential of a technology corporation in the development of RaaS solutions for various sectors and subjects of the economy.Objectives. To assess the dynamics of e-commerce, warehouse logistics and their interdependence through the prism of digital transformation; to investigate the evolutionary emergence of the business model “As a Service”, including in relation to robotization; to compare the traditional model of robotization and RaaS model in terms of advantages, limitations and potential business scenarios; to analyze the practical relevance of implementing RaaS solutions for small and medium-sized enterprises (SMEs) and non-technology corporations.Methods. The methodological basis of the study was the analysis of professional and academic literature. Empirical analysis, expressed in the assessment of practical relevance of RaaS-concept, was carried out on the basis of reported data on the projects implemented in the industry.Results. In the era of e-commerce, robotization of warehouse logistics shows significant potential to improve efficiency. The implementation of robotic solutions is a challenge due to the high initial investment, which becomes particularly sensitive for SMEs. The RaaS concept is evolutionary in nature and provides an opportunity to grow their business more proactively by robotizing warehouse processes, and offers prospects for a new business segment to technology corporations as a RaaS service provider.Conclusions. The RaaS model is more competitive than the traditional robotization model, especially in the context of SMEs and non-technological representatives of medium and large businesses. Technology corporations with their own robotization division can not only use their robots independently, but also develop as a RaaS service provider. Both SMEs and large businesses can be users of this service. The spread of robotization will have a significant impact on the level of innovative development and, as a consequence, on the efficiency of activities in general. The study confirms the relevance and prospects of the RaaS concept in the field of warehouse logistics, as well as suggests a potential provider of RaaS services in Russia.

СИСТЕМА ОЦЕНКИ ПОКАЗАТЕЛЕЙ УРОВНЯ ОБЕСПЕЧЕННОСТИ ИННОВАЦИОННОЙ ИНФРАСТРУКТУРОЙ ЛЕСОПРОМЫШЛЕННЫХ ПРЕДПРИЯТИЙ

The article reflects the results of scientific research aimed at developing the necessary conditions for assessing the provision of innovative infrastructure to forestry enterprises. Today, forestry enterprises have encountered difficulties in obtaining the resources necessary to carry out innovative production. A system for assessing indicators is proposed, based on the use of multicriteria factor dependence. This system groups factors that influence the level of innovative development of timber industry enterprises and goals aimed at providing an effective innovation infrastructure. The matrix system presents a factor dependence, reflecting the degree of influence of factors on each goal of innovative development set by the enterprise. The goals are ranked according to the degree of importance and their possible achievement by the enterprise. An assessment of the influence of factors on the set goals is given. The article also presents the results of an analysis of innovation indicators, such as the volume of introduced innovations, the level of implementation of environmental innovations, and the share of enterprises that effectively implement a set of technological innovations. Based on the results of the work, a generalized matrix system of factor dependence of forestry enterprises is presented, in which the values for all three groups of enterprises (woodworking, pulp and paper industry, furniture industry) are summed up, and reasoned conclusions are drawn.

Implementation of innovations in Ukraine during martial state

This scientific article is devoted to the identification of current problems of legislative regulation of priority areas of innovative activity in Ukraine and development of proposals for their solution. It emphasized the need for rapid development of the state program of objectives for forecasting the scientific, technological and innovative development of Ukraine for 2023-2032, which will contribute to the formation of financial opportunities for the development of the national innovation system. Arguments are given that increasing the level of innovative development of Ukraine in the war and post-war period will contribute to: simplification of review and agreement procedures; aligning the content of legislative acts regulating the determination of priority areas of innovative activity; operational development of the state target program, which would determine the most promising directions for the development of scientific, technological and innovative activities. The obtained results allow us to conclude on the expediency of deploying a single national strategy for the development of innovative activity, which would allow clearly defining its objectives, priorities, resources, mechanisms of implementation and control, etc., as well as the "Strategic plan for overcoming the economic crisis in Ukraine for 2023-2025".

How to Prepare HOTS to Face the 21st Century?

Higher-order thinking skills (HOTS) have become a focus in the goal of providing education in Indonesia. The purpose of this study is to analyze the extent to which research that seeks HOTS in Indonesia is developed especially in relation to facing the 21st century, at present. The analysis is carried out on articles published nationally and internationally. The analysis was conducted on 26 articles indexed by SINTA and DOAJ. The findings show that research on higher-order thinking skills (HOTS) in Indonesia is dominated by the development of instruments used to measure students' HOTS as well as the application of learning using innovative methods to improve HOTS. Scientific disciplines developed on the basis of higher-order thinking skills are also very diverse with students in universities as a sample that is often used. HOTS is defined as based on the notion of a problem-solving thinking framework, Bloom's cognitive domain and its revisions, and HOTS Climate Change which emphasizes the level of innovation development. Most sample sizes are in the range of 50-100 samples. The most frequently used research design is RnD research

ОЦІНКА ВПЛИВУ ІННОВАЦІЙНОГО ПОТЕНЦІАЛУ РЕСУРСОЗАБЕЗПЕЧЕННЯ НА ФІНАНСОВУ ЕФЕКТИВНІСТЬ АГРАРНОГО СЕКТОРА ЕКОНОМІКИ УКРАЇНИ

The purpose of the study is to improve the methodological support for the assessment of the financial efficiency of the agricultural sector of Ukraine under the influence of the innovative potential management of its resource provision. The main scientific methods used in the study are fundamental provisions of the theory of innovation and finance, correlation and multifactor regression analysis, mathematical programming, etc. According to the results of the conducted research the parameter of technological progress as an indicator of the level of innovation development of the agrarian sector of the Ukrainian economy was obtained after modelling of autoregressive multiplicative Tinbergen-Solow production function. The numerical value of the technological progress parameter indicates a potential for additional growth in agricultural output of +0.142%, while other conditions remain unchanged. 23 indicators of the state of the resource provision of the agricultural sector were systematized in 4 groups: the results of the production activity of the agricultural sector (6 indicators), the resource supply of the agricultural sector (8 indicators), the efficiency of the use of resources by agricultural enterprises (4 indicators), and sustainability of the financial condition of agricultural enterprises (5 indicators). A power-law four-factor regression model of the impact of the output volume of the agricultural sector, the value of current assets, return on capital and the current liquidity ratio on the volume of net profit of agricultural enterprises of Ukraine was obtained. It is proved that the elasticity of net profit for agricultural output is 0.01%, for the value of current assets - 1.46%, for capital accumulation - 0.72%, for current liquidity - 3.2%. We constructed the target functions of maximization of the agricultural production output on the basis of the Tinbergen-Solow production function, net profit on the basis of the four-factor power model of net profit, return on equity on the basis of the two-factor DuPont model for the short term. The solving of target functions allowed for maximization of the return on equity of agrarian enterprises of Ukraine only at the expense of the existing innovation potential of production resources and will be used in further research by the authors.

In the conditions of global economic transformation, the development of socio-economic systems is possible only through the implementation of innovative national, regional and corporate strategies. The evolution of technology and science is changing the socio-economic environment, innovations are becoming a key factor in economic growth and competitiveness of countries and organizations. But, despite the great potential of innovations, their effective implementation does not always take place. Under such conditions, the topic of this study becomes especially relevant. The purpose of the article is to identify the determinants of the effective diffusion of innovations in socio-economic systems and its evaluation. The object of the research the process of effective diffusion of innovations in socio-economic systems. Methods used in the study: methods of scientific knowledge, namely analysis and synthesis, induction, measurement, observation, formalization, logical-analytical techniques. The main hypothesis of the study is the assumption that the effective diffusion of innovations in socio-economic systems depends on a set of factors, the management of which allows identifying problem areas and improving the mechanisms for solving them. Presenting main material. The study, based on the theory of innovation diffusion, identified the key determinants of the efficiency infiltration of innovation in socio-economic systems. It is appropriate to include: technical features of innovations, cultural and ethical differences between different groups of consumers, availability of financial resources for the implementation of innovations, effectiveness of communication mechanisms and interaction networks between participants of the socio-economic system, degree of involvement and support of participants, level of education and information literacy of the population, cultural, social and political aspects, etc. The world experience in methods of assessing the effectiveness of national innovative activity, on the basis of which international indexes and ratings are determined, including Global Innovation Index, European Innovation Development Scoreboard, Bloomberg Innovation Index, Global Competitiveness Index, etc., is analyzed. It has found that international indexes and ratings have a number of shortcomings that do not allow to correctly assess the effectiveness of the implementation of the results of innovative activities and to identify the main problematic aspects that prevent the diffusion of innovations in socio-economic systems. The originality and practical significance of the research lies in the fact that the identified determinants of the efficiency of innovation diffusion of socio-economic systems can be used to identify problematic aspects and increase the level of innovative development of countries. Conclusions and prospects for further research: the determinants of the effectiveness of the diffusion of innovations in socio-economic systems are determined. The study of their interaction and their management can increase the effectiveness of the diffusion of innovations at the macroeconomic level. It has been established that the indicator systems used to evaluate the effectiveness of innovative activities of socio-economic systems at the macroeconomic level characterize various aspects of national innovative development, reflecting not only the results of innovative activities, but also available innovative resources. However, there is still no clear idea of the composition of the system of indicators for evaluating the effectiveness of the diffusion of innovations and their number. In order to eliminate subjectivity in further research, it is advisable to use mathematical methods of forming such system of evaluation indicators.
