Analysis of Information Technology Proficiency Levels For Academic Services Using The Cobit 2019 Framework: Case Study of SMP Negeri 102 Jakarta

This research intends to analyze the level of capability of information technology (IT) in academic services at SMP Negeri 102 Jakarta using the COBIT 2019 framework. The background of this research is the important role of information technology in increasing the efficiency and effectiveness of the learning process in educational institutions. COBIT 2019 was chosen as a framework because it is a best practice in IT governance that can help institutions achieve their strategic goals. This research focuses on the IT governance process implemented at SMP Negeri 102 Jakarta, the maturity level of existing information system governance, and recommendations for improving IT governance. The case study method is used with limitations on the domain within Align, Place and Organize (APO) 09 dan Deliver, Service and Support (DSS) 01 the COBIT 2019 framework. Research findings show that IT governance at SMP Negeri 102 Jakarta is at a certain level of capability that needs to be improved. This research provides recommendations for improving academic services through improving IT governance. It is hoped that the results of this research can become a reference in determining IT policies at SMP Negeri 102 Jakarta and contribute to the development of knowledge in the field of information technology governance.

Exploring the Impact of IT Governance Mechanisms on IT Agility

ABSTRACT As Information Technology (IT) becomes more integral, the importance of governance and the need to adapt IT to respond to environmental changes and opportunities increases. This study analyzes the impact of IT governance relational mechanisms, processes, and structures on IT agility. A practitioner focus group and survey shows that only relational governance mechanisms have a significant positive impact on IT agility. We discuss the implications for practitioners and researchers interested in IT governance and agility.

EVALUASI TATA KELOLA TEKNOLOGI INFORMASI PADA PERUSAHAAN MENGGUNAKAN FRAMEWORK COBIT Studi Kasus: PT. Telkom Gaharu Medan-Divisi Data Management

Information technology plays an important role in a company or other agency, but to see the suitability of technology to the needs of the company, an evaluation of information technology governance is needed. In the research conducted, the focus of the evaluation includes the Data Management division of PT Telkom Gaharu using the COBIT 2019 framework with domains EDM04 (Ensure Resources Optimization), MEA01 (Managed Performance and Conformance Monitoring), and DSS03 (Managed Problems) which focus on the information system, namely Unified Inventory Management. This research uses data collection techniques of literature study, observation, interviews, and questionnaires managed using Guttman scale measurements with the help of Microsoft Excel calculations. The evaluation carried out focuses on the Capability Level and Gap Analysis values which are presented in the form of Tables and Radar Graphs. The Capability Level value of the EDM04 domain is 92% (Fully Achieved) with a Gap Analysis of 0.97, so it can be said that the information technology governance process for the EDM04 domain has been fully achieved. The Capability Level value of the MEA01 domain is 94% (Fully Achieved) with a Gap Analysis of 1.33, so it can be said that the information technology governance process for the MEA01 domain has been fully achieved. The DSS03 domain Capability Level value is 81% (Largely Achieved) with a Gap Analysis of 0.25, so it can be said that the information technology governance process for the DSS03 domain has been fully achieved.

COBIT 5 offers comprehensive services for managing resources and overseeing information technology governance processes. In this study, the author employs the Systematic Literature Review method to gather a diverse array of data pertaining to the COBIT 5 framework's application within educational contexts. The research findings delve into several key areas, including the utilization of COBIT 5 to enhance and bolster human resources within the education sector, its efficacy in educational settings, and its impact on educational quality standards. This study contributes novel insights by examining the multifaceted role of the COBIT 5 framework specifically within the realm of educational institutions. By exploring its application in enhancing human resources, effectiveness, and educational quality, this research offers valuable perspectives for educators and IT governance professionals seeking to leverage COBIT 5 for optimized educational outcomes.

Implementations of Artificial Intelligence in Various Domains of IT Governance: A Systematic Literature Review

Background: Artificial intelligence (AI) has become increasingly prevalent in various industries, including IT governance. By integrating AI into the governance environment, organizations can benefit from the consolidation of frameworks and best practices. However, the adoption of AI across different stages of the governance process is unevenly distributed. Objective: The primary objective of this study is to perform a systematic literature review on applying artificial intelligence (AI) in IT governance processes, explicitly focusing on the Deming cycle. This study overlooks the specific details of the AI methods used in the various stages of IT governance processes. Methods: The search approach acquires relevant papers from Elsevier, Emerald, Google Scholar, Springer, and IEEE Xplore. The obtained results were then filtered using predefined inclusion and exclusion criteria to ensure the selection of relevant studies. Results: The search yielded 359 papers. Following our inclusion and exclusion criteria, we pinpointed 42 primary studies that discuss how AI is implemented in every domain of IT Governance related to the Deming cycle. Conclusion: We found that AI implementation is more dominant in the plan, do, and check stages of the Deming cycle, with a particular emphasis on domains such as risk management, strategy alignment, and performance measurement since most AI applications are not able to perform well in different contexts as well as the other usage driven by its unique capabilities. Leveraging COBIT 2019 Framework to Implement IT Governance in Business Process Outsourcing Company

The company specializes in delivering information and technology services to businesses operating in the same industry. Recognizing the pivotal role of information technology in achieving its vision, mission, and goals, the company emphasizes the proper implementation of IT governance to drive overall company success. To evaluate the management of IT resources, the study employs the COBIT-2019 framework for measurement. The data collection approach encompasses interviews, questionnaires, observation, and document analysis. The findings indicate that most IT governance processes currently operate at level 2 capability. However, the company aspires to reach level 3 for these processes. Consequently, recommendations are proposed to enhance these processes based on the best practices outlined in COBIT-2019. Key suggestions include implementing performance measurements and facilitating access to knowledge repositories to foster skill and competency development.

ANALISIS PEMANFAATAN TEKNOLOGI INFORMASI DI KLINK PENTA MEDICA MENGGUNAKAN FRAMEWORK COBIT 5 PADA DOMAIN DSS

Information Technology (IT) as a support to improve efficiency and effectiveness in the company's operational processes. The application of information technology is a supporting instrument in the operations of companies engaged in all fields. To ensure the correct application of information technology and support corporate goals as well as to be effective and efficient in its operations, information technology governance is required. information technology governance process that has been carried out, it can be concluded that the results of the recapitulation of the level of information technology governance capability model at the PENTA Medica Clinic are level 3 (Define Process) and level 4 (Managed and Measurable) with the following process details: Manage operations (DSS01), and Manage service requests and incidents (DSS02) are at level 3; Manage problems (DSS03), Manage continuity (DSS04), Manage security service (DSS05), Manage business process controls (DSS06) are at level 4. This means that information technology at the PENTA Medica Clinic has been implemented into a managed model with work products according to existing information technology services.

Evaluasi Tata Kelola Teknologi Informasi di Perpustakaan Perguruan Tinggi dengan COBIT 5

The COBIT 5 framework can be implemented in all organizations or enterprises. This study analyzes and finds the maturity level of IT governance in the XYZ Library. Libraries have a role in encouraging the efficiency and effectiveness of the learning process. The IT governance element in COBIT 5 aims to get results from evaluating stakeholders' needs, conditions and choices. Survey and in-person interviews are methods of obtaining data and information from the IT governance process at the XYZ Library. The COBIT 5 domains used are evaluated, direct, and monitored (EDM) and align, plan and organize (APO) domains. The results of the evaluation that have been carried out show the findings of gaps in the process domain EDM01 with a value of 2.34 and EDM04 with a gap of 2.25. While in the process domain, APO01 with a gap of 2.13, and APO07 with a gap of 2.34. With the average value of the entire gap at the level of 2.26, the findings of the XYZ Library with the process domains EDM01, EDM04, APO01, and APO07 show that the process is managed and the results are determined, controlled, and maintained (Managed). For further research, we can add more process domains both in the Governance and Management areas so that the audit process with the COBIT 5 framework can be carried out comprehensively.

IT Governance Maturity for Uganda's Higher Institutions of Learning

The daily application of Information Technology (IT) in public sector organizations and its positioning as a critical driver for economic growth require a focus on implementing IT governance. Despite the increasing application of IT, there is limited academic systematic research regarding the maturity of IT governance and process improvement in Higher Institutions of Learning (HILs). IT in HILs is highly complex, and managing complex systems of processes and platforms in HILs necessitates tools to assess and provide guidelines for integrating organizational processes. This research, therefore, evaluated the IT governance processes in HILs in Uganda and established the maturity level to ensure continuous improvement and organizational maturity. Eight HILs in Uganda were measured using 15 IT processes of the COBIT framework and rated with the generic maturity model. Data were analyzed using MS Excel. Results indicated IT governance maturity level of HILs in Uganda was at level 2 (repeatable).

Digital governance mechanisms and principles that enable agile responses in dynamic competitive environments

ABSTRACT Being an agile company today is no longer just about timely recognition of early signs of change in order to defend an existing competitive position but rather being able to perpetually transition between a series of short-lived, temporary competitive advantages. While traditional IT governance approaches have lent themselves well to extracting value from a long-lasting competitive advantage, they can become a liability if agile companies need to continuously reinvent themselves in pursuit of a new, “transient” competitive advantage. To that end, a temporal dimension of IT governance (when and how fast to decide) becomes as important as its structural (who decides what) and procedural (how to decide) aspects. In this paper, we adopt a “ternary” view on governance and build on the extant literature in IS, strategy, and organisation design as well as exemplar case studies to explore how traditional approaches to IT governance structures, processes, and relational mechanisms are altered to improve sensing, deciding, and responding capabilities in turbulent business environments. These mechanisms are then summarised into four digital governance principles to guide future research and practice. Those principles are: 1) disciplined autonomy, 2) IS-Business convergence, 3) permeable boundaries, and 4) incremental financial commitment including fast experimentation.

Digital Transformation in Healthcare: Insights on Value Creation

ABSTRACT Current research on digital transformation in the healthcare context is limited, and doesn’t consider the patient’s definition of value, the need to support traditional healthcare process improvement in parallel with new value creation activities, nor does it clearly examine changes that occur in the structure of healthcare organizations due to technologically driven change. This research seeks to address these issues and determine the capabilities that influence the creation of new and existing value propositions and the subsequent structural changes of digital transformation in healthcare by analyzing interviews with 19 American healthcare executives. Results highlight the need for patient-focused modes of value creation necessary to improve care coordination, which is affected by the ability to integrate data and reconfigure processes. End user focused modes compel healthcare organizations to digitize their services, however, this can be hampered by difficulties with change management and enforcing IT governance processes.

Board Information Technology Governance Mechanisms and Firm Performance among Iraqi Medium-Sized Enterprises: Do IT Capabilities Matter?

This paper aims to investigate the perceptions of Iraqi medium-sized enterprises’ board members on how board information technology governance mechanisms affect their companies’ performance with the help of IT capabilities as a mediator. The study is based on a survey of 223 board members using a stratified random sampling technique. The Structural Equation Model (SEM) method results show that board IT governance structure and board IT governance relational have a significant direct and indirect positive relationship with firm performance through IT capabilities. Contrariwise, IT capabilities do not interfere with the relationship between board IT governance processes mechanisms and firm performance. Our study contributes to the IT business literature by addressing new relationships and providing empirical evidence that explains the inconsistent and mixed results of prior studies. Moreover, it extends and complements these prior studies by considering three board IT governance mechanisms, four IT capabilities, and merges the two dimensions of firm performance in a developing country that offers different institutional settings and litigation environment. The study findings offer notable implications for business practitioners and industry leaders to enhance the IT environment and maximize their corporate outcomes. In addition, these findings draw the attention of the board members, management, and corporate general assemblies to recognize the importance of intensifying the investment in IT capabilities to gain superior firm performance.

Impact of IT governance process capability on business performance: Theory and empirical evidence

In the digital economy, firms' IT resource investments represent a significant portion of their capital investments. IT governance processes are critical for companies to decide what and how to deploy IT resources and measure and achieve the expected business benefits. This study introduces and measures the concept of IT governance process capability, which is defined as the firm's ability to identify, design, implement and leverage the following IT governance processes: IT decision-making, IT planning, IT infrastructure modernization, IT services delivery, and IT monitoring. We propose that IT governance process capability can improve IT performance, which in turn can improve business performance. Using a unique dataset from 881 global companies, we found support for the proposed research model. This paper contributes to the Information Systems (IS) literature on business value of IT by conceptualizing, evaluating, and introducing the construct of IT governance process capability and theorizing and proving how this core IT capability positively affects IT performance to enhance business performance.

Electronic Government Development Strategies Using Frameworks COBIT 5

At this time, Information technology in the government or called by electronic government (e-government) is an absolute necessity and must be continuously developed as an acceleration tool in strategic policy and decision making. Utilization of e-government aims to improve performance and productivity, improve budget efficiency, transparency and accountability in the delivery of service activities to the communities. The incessant use of e-government in the government both central and regional, of course, not only produces benefit or value to the organization, but also gives a variety of problems and obstacles. To guarantee the benefit and value by using e-government and minimize various problems and obstacles, it is necessary to build information technology governance in the e-government development. In the information technology governance, an organization does not only build information technology facilities and infrastructure, but how information technology is used be able to achieve organizational goals, is able to play a role in the organization's strategic decision making processes and policies and remains in harmony with the architecture framework of information technology development that is has been established. To achieve information technology good governance, strategies are needed in developing existing e-government. The first step is to evaluate the implementation of e-government. Evaluation is done by measuring the level of maturity of e-government that has been applied. This measurement includes a strategic plan for information technology management, maintenance of information technology facilities and infrastructure, management of information technology services that are sustainable and the last is oversight of information technology governance. The scope of this research is e-government which has been implemented in the Ministry of Law and Human Rights in the Special Region of Yogyakarta. The research method used is a quantitative method using a questionnaire instrument and using the 5th edition of the Control Objective for Information and Related Technology (COBIT) framework model to determine the level of maturity in the information technology governance process. This study will provide an overview of information technology governance has been implemented and produce recommendations that is needed to improve and develop a comprehensive information technology governance.

IT Governance Audit at Lampung University Using COBIT 5 Framework Focus on EDM Domain

The competitiveness of an organization depends on IT governance because it enables organizations to optimize the benefits of implementing IT. The process of IT governance in the university’s answer to the needs of the organization which will guarantee the certainty of value creation of information technology as well as an assurance of the return of information technology investments that have been invested. Currently, IT governance and implementation at the University of Lampung has been run fairly well, but there are some steep obstacles in its business processes. COBIT 5 is a standard for IT governance processes that can help an organization to manage, develop, and retain its assets. In this study, an information technology governance audit was conducted based on the focal framework of COBIT 5 EDM domains with case studies at the University of Lampung. Data collection methods used are data analysis, interviews, and questionnaires. From the audit process, it was found that Lampung University’s ability to manage information technology at EDM generally focuses on level 4, but the achievement in each process has not been fulfilled yet and has not achieved the expected results by University of Lampung.

A Analysis Of Information Technology Governance In Department of Communication And Informatics of Salatiga Using COBIT 5 Framework DSS Domain

Technological advances and strategic environmental changes encourage the government sector to improve bureaucratic performance and services. Salatiga's Department of Communication and Informatics (Diskominfo Kota Salatiga) is a service that provides communication and informatics, statistics and coding services. However, in carrying out their duties and functions, there are still problems which indicate that the IT governance process is still not optimal, so that there is a need for identification and assessment efforts. This study aims to analyze the maturity level of IT governance using the COBIT 5 framework domain Deliver, Service and Support (DSS). The results of this study indicate that the level of capability of the DSS01, DSS03 and DSS06 processes is at level 2 (Managed process). While the DSS02 and DSS04 processes are at level 1 (Performed process). The recommendations in each process may be an input for Diskominfo in improving the quality of public services and for realizing good governance.

ANALISIS DAN PENILAIAN TEKNOLOGI INFORMASI PADA PROSES TATA KELOLA DENGAN COBIT 5 PADA DOMAIN EDM STUDI KASUS UNIVERSITAS PERADABAN

Information technology governance (IT Governance) in companies has an important role in maximizing information technology that has been implemented at the University. However, IT governance can have several problems due to IT being only a concern of the technical team because it does not get the attention of top management. Without good IT governance various problems will arise. The EDM domain (Evaluate, Direct, Monitor) is one of the COBIT 5 tools, which is to measure the level of capability of the governance process. This study aims to analyze and assess the IT governance process using COBIT 5 tools on the EDM domain (evaluate, direct, monitor) with the Self Assessment method with a case study of the Peradaban University. The results of the assessment using the capability level COBIT 5 approach indicate that PUKSI of Peradaban University has a capability level at Level 1 for the EDM01 process because process performance is not planned and not monitored, nor are the resources and information needed to carry out processes not identified, provided, allocated, and used. So that IT governance is not maximally used.

A model-driven IT governance process based on the strategic impact evaluation of services

Model-driven engineering is used for managing software systems development. In most cases, requirements representations are transformed into design diagrams themselves transformed into code, ensuring traceability. Such an approach can nevertheless take roots on a more abstract level and be used for IT governance. Goal-oriented requirements engineering can be adapted to model strategic objectives aimed to lead the organization to an enhanced competitive position in the long-term. Most IT governance and management frameworks are driven by the concept of service. The latter allows to package the work offer of an IT provider. Within their realization, such services align or misalign with strategic objectives. This paper proposes a model-driven IT governance process allowing to evaluate the alignment of business IT services to strategic objectives; it follows the 3 stages of IT governance: evaluate, direct and monitor. The approach allows to integrate the governance level as a (graphical) strategic layer made of long-term objectives that business IT services potentially contribute or hamper to attain. The strategic layer is custom developed for each organization and linked with organizational representations in a model-driven fashion to study business and IT alignment. The framework is called MoDrIGo; it is applied onto a case study in a hospital.

Conceptualizing Information Technology Governance Model for Higher Education: An Absorptive Capacity Approach

Information Technology (IT) governance has been emerging as a central issue in many organizations. This is because IT governance is key to realizing IT business value. Past studies have focused on the three aspects of IT governance, namely, structural capability, process capability and relational capability. At the same time, some studies have suggested that IT governance process should be viewed as a learning process rather than a problem solving process. Based on this scenario, the role of knowledge and knowledge based processes should be the central focus of IT governance. As a learning process, IT governance effectiveness can be determined by how much impact IT governance practices has influenced on decision-makers’ thinking and actions. In this case, knowledge capacity absorbed from IT governance experience reflects a certain level of organizational learning (OL) achieved which later influences the level of IT governance performance. Since studies that adopt this perspective is lacking, this paper proposes a conceptual framework based on absorptive capacity approach for an IT governance performance model in the higher education. The paper contributes theoretically by extending the knowledge of IT governance by exploring a new perspective on OL.

Exploring the Influence of Executive Management Diversity on IT Governance

As all organizations are attaching more strategic importance to information technology (IT), IT governance has gained researchers’ interest. In fact, a large body of literature focuses on firm-specific or executive management attributes such as leadership as determinants of IT governance. However, it is still relevant to identify other factors influencing IT governance. Since executive management demographics and demographic diversity have an impact on strategic decisions, we explore the influence of executive management diversity on IT governance. Results suggest that IT governance for a high educational-high tenure diversity profile differs significantly from that for a low industry-moderate tenure diversity profile and a high industry-low tenure diversity profile. Furthermore, IT governance structures differ according to executive management diversity profile more than IT governance processes and relational mechanisms.
