Evolution and Development Prospects of Management Accounting in the Digital Economy and Digital Business Transformation

Relevance. Modern information technologies by virtue of their key characteristics such as simplicity, speed, scale, are becoming the basis for innovations in management strategies and management accounting, which are crucial for the success. Those who are responsible for the decision-making process should create the basis for the development of the digital economy today in order to ensure the economic growth of the country, as well as to improve the standard of living of the population. Goal. The main purpose of this article is to formulate recommendations for the transformation of management accounting in the digital economy.Objectives. The main objectives of the research are: (1) to study conceptual approaches to the digital economy and Industry 4.0; (2) to study the impact of Industry 4.0 and the digital economy on management accounting, including the proposal of possible solutions; (3) to consider the role of management accounting and the role of the accountant for management accounting in the digital economy; (4) to study cost management in digital economy and (5) forecast of the main trends in the development of management accounting.Methodology. The theoretical basis of the research is based on the ideas of the work and everyday interaction of societies, companies and governments of different countries. The following principles were specified from the mentioned goals: employees should have a certain level of digital competence; production processes become more flexible and efficient, which contributes to obtaining high-quality products at a low price; to promote digitalization, it is necessary to encourage and stimulate private investment by the state; to create an environment for cross-sectoral and cross-border cooperation, free from crime, and others.Conclusions. In the course of working on this article, we achieved to find the key to issues of real interest to the business and academic environment in order to stimulate the adoption of new challenges related to the introduction of innovative technologies and open new research areas. The involvement of various specialists, regardless of their geographical origin, contributes to the expansion of knowledge about the digital economy, the fourth industrial wave and the evolving trends of management accounting. As a result of our research, we also identified areas for further research.

Latest technologies in criminal investigation (testing of foreign practices in Ukraine)

The aim of the article was to identify a set of innovative technologies in the field of investigation of crimes that can be tested in Ukraine. The leading research methods were the method of comparison, observation and comparative method. The activities of law enforcement agencies in the field of combating crime and ensuring the introduction of innovative technologies in the investigation of crimes were analyzed in the course of this research. It is substantiated that Ukraine is going through high-quality reform and legislative innovations, taking into account the best world practices. It is concluded that it is necessary to improve new sections of forensic science — digital forensics and develop a Strategy for investigating crimes in the digital age. These actions will promote the integration of the latest advances in science and technology into criminology, the development of certain theoretical positions, and optimize the detection and investigation of crimes. Further research will be based on the gradual introduction of positive European experience in this area.

Enhancement of scientific research function of future teachers in modern education system

The global trend of accelerating scientific and technological progress, the introduction of information technologies, and the transformation of the vocational education system require the development of professional and general cultural competencies in future specialists. The purpose of the study was to scientifically substantiate, create and experimentally test a theoretical model of the formation of a research function in future teachers of vocational training. The methods employed in this research was complementary research methods: theoretical (analysis of scientific literature on the research problem; theoretical modeling, analysis, generalization, comparison, systematization, construction of the process of forming scientific and professional competencies of future teachers); empirical (questionnaire, interview, testing, cross-sectional method); statistical (processing of research materials, primary statistical processing, correlation analysis, analysis of the results of experimental activities). The result of this study showed that the problem of studying and designing a system of pedagogical conditions for the formation of research culture is relevant in the context of the introduction of innovative technologies.

Transformations of the dental industry during the period of independence of Ukraine and their impact on the availability of dental care

The article presents an analysis of the transformations of the dental industry in different periods of development of the health care system from 1991 to 2020 and their impact on the availability of dental care. The materials of the study were regulations, statistics on the infrastructure and human resources of the dental industry in Ukraine. Bibliosemantic, historical, analytical, medical-statistical and biostatistical research methods are used. The article presents an analysis of the number of dental institutions and dentists per capita at different stages of development of the health care system of Ukraine. The transformation of Ukraine’s health care system in 2015-2020 has led to a significant reduction in dental clinics and human resources in the Ministry of Health of Ukraine with a significant increase in the number of private clinics and dentists providing dental care. The share of working dentists in the public health relative to the private sector is declining: in 2017, 72% worked in public institutions and 28% – in private institutions; in 2020 – 59.7% and 40.3% respectively. Ukraine has a developed infrastructure and human resources for dental care. The transformation of the health care system leads to a reduction in the number of dental facilities and staff in the system of Ministry of Health, which is not offset by the intensive development of the private sector and reduces the availability of dental care. The introduction of innovative technologies increases the complexity of the work of dentists and, accordingly, requires an increase in the number of dentists. The policy in the field of dental education does not allow to prepare a sufficient number of dentists for the industry and to compensate for migration processes of labor dental potential to European countries.

RETROSPECTIVE AND PROSPECTIVE ANALYSIS OF FOREIGN ECONOMIC ACTIVITY OF UKRAINE

A retrospective analysis and assessment of the current state of Ukraine’s foreign economic activity during the years of independence was performed in the article. In particular, the volume of export-import and investment activities, indicators of economic openness, geographical and commodity structure of exports and imports were analyzed. According to the results of the analysis, it was determined that in the process of independence and development of the national economy of Ukraine there is a transformation into an open economic system that tries to take advantage of international economic cooperation, develop all forms of international economic relations. However, due to inefficient international specialization, slow restructuring of the national economy, inefficient foreign trade management, the level of competitiveness and investment attractiveness of Ukraine in the world market remains low. The export-oriented model of economic growth with the predominance of low-tech exports has led to the extensive nature of economic development, which remains energy-intensive, low-productive, poorly diversified, uncompetitive and dependent on external sources of raw materials, energy resources and world markets. It is positive that Ukraine has changed the vector of orientation in foreign economic activity and the European Union is gradually becoming the largest and main foreign trade partner. Such a trend, given the geopolitical, geo-economics and historical European position of Ukraine, should remain one of the priorities of Ukraine’s foreign economic policy. The article concludes that the system of foreign economic regulation of Ukraine needs radical changes, which should begin with a review of foreign economic policy of the state which should be aimed at increasing export potential, product diversification, introduction of innovative technologies to ensure a sufficient level of competitiveness of domestic goods in world markets.

INNOVATIVE SOLUTIONS FOR MODULAR DRYERS

If a few years ago, with a twofold increase in yields and a severalfold increase in the export potential of the domesticgrain industry, there was a 140% shortage of capacity and almost 150% of drying capacity [4], now the deficit of thiscapacity has not only not decreased, but also increased. And the reason for this is not the low pace of construction or renewalof the production potential of grain procurement enterprises, but rather the outpacing of the growth rate of gross grainproduction over the pace of construction of new elevators.Given the deficit of the world balance in plant foods and the potential of domestic agricultural production, thedisparity between the rate of growth of grain growing capacity and post-harvest processing technologies will requireoperational research and investment decisions for a long time. An important component of them is the improvement ofexisting and the introduction of innovative technologies to intensify the processes of post-harvest processing of grain.In the period of the formed balance of domestic volumes of production of grain with capacities of grain-harvestingenterprises of the post-Soviet period the dominant share of grain drying units were dryers of mine type. Such well-studieddryers during the half-century period of their operation, domestic scientists have improved if not all parameters, then almostall. And producers have thoroughly studied their features and ways to adapt to the needs of drying different cereals, differentpurposes. However, the last few decades have been marked by the intensive introduction of modular grain dryers. It is theshare of which already accounts for the dominant volumes of dehydration of grain harvested.Of the great variety of manufacturers of modular grain dryers, the most innovative are the American ones. Given thegreat interest in dryers of American production, the peculiarities of their technology and methods of leveling layer-by-layeruneven heat and mass transfer, solutions to reduce energy losses of working gases and layer-by-layer grain differences inmoisture content and temperature, methods of controlling the recovered heat -technological features and attention is paid inthis work.As part of the tasks, the authors tried to identify the most distinctive features of such modular dryers, to analyze thedesign, technological, aerodynamic and thermophysical features on the example of American grain dryers modular type newmodels 40FIDPX. The publication presents an analysis of innovative solutions to improve drying technology and features ofproduction operation of such dryers. The causes of heat-aerodynamic imbalance of modular dryers are established and thedecision on their elimination is given. The reasons for the reduction of the active surface of heat and mass transfer arerevealed and the ways of reducing the energy losses of the working gases and unproductive losses of the heat and masstransfer surface are substantiated.

Activities of Law Enforcement Agencies in the Context of the Introduction of Innovative Technologies (Comparative Legal Aspect)

The objective of the study was to determine the legal mechanisms for the use of innovative technologies in law enforcement and to outline the main problems of their implementation in the fight against crime. The methodological scheme of the article was the use of theoretical and empirical research methods, as well as comparative, structural and logical methods, documentary, and systems analysis. It is established that the main types of modern technologies used in law enforcement are unmanned aerial vehicles, artificial intelligence, robotics, biotechnology, analytical and geographic information systems, explosion locators and chatbots. The problems of introducing innovative technologies into law enforcement were found to be objective and subjective. The ways of overcoming them are offered through the creation of legal mechanisms for the legal use of various modern technologies by law enforcement agents. It is concluded that effective mechanisms for the use of innovations in law enforcement will increase the effectiveness of crime prevention and enable law enforcement officials to avoid conflicts related to violations of citizens' rights and the protection of national security.

Investments in HealthCare, Life Expectancy, and Economic Growth

ABSTRACT Mortality and life expectancy at birth are considered some of the most important aspects of human economic development. Over the last three centuries, both of these indicators have practically doubled in all geographic and demographic parts of the world. This article examines how life expectancy, health care investments, and the medical innovations closely related to these investments affect mortality reduction and, ultimately, economic growth. It also studies economic growth’s reverse effect on life expectancy and public health and discusses factors that over several centuries shaped current life expectancies in various countries. Next, it indicates the following as primary factors in health care’s contribution to gross domestic product: investment activities and the introduction of innovative technologies into the health care system. Finally, it analyzes the effect of these factors on economic growth.

IMPROVING THE QUALITY OF NURSE TRAINING THROUGH THE INTRODUCTION OF MODERN NURSING CARE TECHNOLOGIES

With the development of medical science, the role of specialists with secondary medical education is constantly improving and increasing. Now, in order to care for the sick, they must possess more complex medical, natural science, as well as technical knowledge and skills. Therefore, the organization of pedagogical activity for the training of middle-level medical workers should be focused on the introduction of innovative technologies.

Forecasting the level of crop yields in the Kabardino-Balkarian Republic

Scientific article defines the most important indicators of the economic efficiency of crop production and agricultural production, including productivity. The structure of production of the main types of crop production in the Kabardino-Balkarian Republic by categories of farms as a percentage of the total production has been studied. It has been established that the main types of crop production are grain, sunflower seeds, potatoes, and vegetables. The volume of production of the main types of crop production in farms of all categories of the Kabardino-Balkarian Republic in 2020 increased compared to the previous year. Productivity is the most important indicator reflecting the level of intensification of agricultural production. The quality of the planned economic level largely depends on the correct planning and forecasting of the level of crop yields. An analysis of yields in farms of all categories of the Kabardino-Balkarian Republic in 2020 made it possible to establish that sunflower has the highest yield growth rate, and vegetable production has significantly decreased. The production of potatoes and vegetables in households in 2020 increased in relation to the volume of agricultural production. The production of grain and vegetables in peasant (farmer) households and individual entrepreneurs in 2020 decreased in relation to the volume of agricultural production. In farms of all categories of the Kabardino-Balkarian Republic, an additional increase in productivity is predicted due to the introduction of innovative technologies in crop production.

Using Digital Photogrammetry to Create Large-Scale Topographic Maps and Plans in Uzbekistan

The rapid development of digital photogrammetry in recent years has led to the revision of the outdated and introduction of innovative technologies in the creation of basic photogrammetric products, such as aerial photogrammetric triangulation, digital orthophoto, digital topographic maps, and plans, digital elevation models. Digital methods for creating topographic maps and plans today, being the most highly productive and operational methods, primarily ensure the automation of work, the quality, reliability of the products created, and the objectivity of information. The paper discusses the process of creating a topographic plan of 1: 2000 scale using digital photogrammetric methods for the newly built district in Tashkent – “Yangi Khayot” whose area is 7000 hectares. For this purpose, aerial photography was carried out by an UAV Geoscan 201 at a scale of 1: 1000 with a digital camera Sony DSC-RX1 with a forward overlap of aerial photographs of 70% and a lateral overlap of 50%. The height of the photographing flight was 400 meters.

A regional outlook on state policy stimulating introduction of innovative technologies in agriculture

This article presents the results of a study of state policy stimulating introduction of innovative technologies, as well as improving innovative processes in agriculture in the regions of the Russian Federation. The paper presents and describes in detail the main types and directions of the state innovation policy and defines their features. In addition, it reveals the issues related to the forms of state participation and support of innovations in the Russian agroindustrial complex. The study also analyzes the volume of state funding and support for the development of innovations carried out in the Krasnoyarsk Territory, a region of the Russian Federation, using digital indicators. Certain areas of financing of innovative processes are considered, noting modern trends in innovative areas supported and additionally financed by the state. The tendencies of state support of innovative processes in agriculture of the Krasnoyarsk Territory are determined, taking into account the specific volumes of funds provided directly to agricultural producers. The study also identifies difficulties, problems, and obstacles that slow down the pace of innovation in the agroindustrial complex of the Russian Federation, hinder the development and competitiveness of agricultural enterprises and goods in the international market.

Postmodern Education as a Factor of Innovative Distance Learning in Quarantine

The article talks about the postmodern education system, its focus on the modernization of distance learning in connection with quarantine, which requires new integration approaches to the organization and content of the educational process in higher education institutions. Innovative pedagogical technologies of distance learning are analyzed, in particular, the essence of inverted learning technology is described. A systematic approach to the integration processes in postmodern education as a result of the search for new innovations and the organization of distance learning as a universal and most humanistic form of learning, which initiates multivariate strategies for the innovation process in the hyperspace of European education and cultivates the integration of educational values. The author's ideas on creating optimal conditions for the adaptation of a particular applicant for higher education to the requirements of the distance learning and professional environment with an innovative information technology system are substantiated. The optimal conditions for the information-technological system of activating interactive communication of all participants of the educational process not only of a certain university, but also outside it, thanks to Smart-learning are determined. Innovative changes in personnel management of postmodern education as the main factor of effective strategy of management of distance learning, capable to be provided only by competitive teachers with a high level of display of creativity in professional skill are outlined. Algorithms of optimal actions of personnel management on introduction of innovative technologies of distance learning in the conditions of quarantine taking into account prevention of conflicts and crisis states at participants of educational process in the conditions of pandemics and unexpected educational changes are developed.

Recent research in the field of international entrepreneurship suggests that the introduction of e-commerce can contribute to further growth for businesses by gaining opportunities to enter new markets and providing access to new customer segments. The purpose of the paper is to consider the possibility of managing the international activities of the enterprise on the basis of innovative technologies. Results. An important stage in the development of the enterprise is the introduction of innovative technologies for the sale of goods on the international market. There are five key areas to enter the international market through global e-commerce. Choosing the right market is an important issue that needs to be researched for the development of international business. When a company conducts its business abroad or enters new markets, the evaluation and selection of tools that can automate any aspect of internationalization will increase the chances of a quick return on investment. Localization of the site is not only the basis for acquiring and building long-term relationships with foreign customers, it is also the basis for expecting success at all levels of enterprise development in the international arena. When entering the international market, you need to determine whether you need to create your own store or use the special services for online sales. Both options have their advantages and disadvantages. Conclusion. Domestic companies have a huge potential to develop international markets through online technology. Creating your own online store on an international platform will significantly expand the range of consumers and generate significant profits, which in turn will develop the company's international activities. But it is necessary to approach this issue carefully and calculate all possible risks, as not many companies in Ukraine have such experience and it will be difficult to learn from the mistakes of others.

IMPORT AND TELECOM SECTOR REVENUE IN EXPLAINING THE MOTIVES TO INVEST IN INNOVATIVE TECHNOLOGY BY ARMENIAN OPERATORS

By estimating the impact of real imports of innovative technologies and non-innovative equipment on the real revenue of the telecommunications operators; and the impact of real imports of non-innovative equipment and the real revenue of the telecommunications operators on the real revenue of the telecommunications operators in Armenia from the second half of 2014 till the end of 2020, we have identified which factors will mainly lead to the growth of the sector and force them to invest in innovative technology. According to the analysis of the econometric model #1, it can be said that companies increase the cost of importing innovative technologies and equipment by 6.11%, on average, as soon as revenue decreases by 1%. Secondly, import of non-innovative equipment, like phones, once every 24 months, could lead to an increase in import of innovative equipment. According to the model #2 the costs of importing non-innovative equipment have a statistically significant impact on the revenue of telecom companies, however, the import of new generation phones does not lead to a huge increase in the use of services offered by operators. 11 months after the introduction of innovative technologies, their impact on the revenue of the telecom companies becomes statistically significant and negative. We conclude that the decrease of telecoms revenue leads to the growth of real imports of innovative technologies. The model results will enable telecoms to overcome the situations that would decrease companies’ revenue, to revise the periods set for importing equipment and innovative technology.

Implementation of digital technologies as a tool for the development of the flax industry

Relevance. The introduction of digital technologies into the flax industry is an integral part of increasing production efficiency. Competently adapted new digital solutions are prerequisites for expanding opportunities and strengthening of the competitive position of both individual economic entities and the industry as a whole. One of the main reasons of limitation of the introduction of new, including digital, technologies in flax cultivation is a high proportion of physically worn out, with depreciation up to 100%, and obsolete equipment, which often leads to critical deviations in technological operations, from pre-sowing tillage to post-harvest works. This is reflected in the effectiveness not only of the individual operations carried out (poor-quality performance, lagging behind the deadlines, etc.), but also on the efficiency of flax cultivation and, ultimately, on the profitability of the flax-growing business itself. Considering that many farms still use equipment manufactured in the 1970s initially there is a question of widespread introduction of complex mechanized and automated technologies, and then the transition to the use of digital technologies and automated control systems. In this regard, the task of scientists is to create conditions for the introduction of innovative technologies and the development of agricultural services for the digital transformation of agricultural production.Methods. The work used a wide range of analytical methods used to study economic phenomena in the agro-industrial complex, in particular, in flax growing.Results. The main advantages of digital transformation of agricultural production processes in flax growing are considered, scientifically grounded developments of the Federal Scientific Center for Bast Crops and JSC Scientific Research Institute of Information Technologies in the field of information and analytical system of crop production management are proposed, a model for managing business processes based on digital transformation and state support for the introduction of digital technologies at all stages of the production process is proposed.

Considering educational activity as the highest degree of pedagogical creativity of the future teacher of music art, which provides modernization of various links of general education and music education, and promotes sustainable interest in mastering and introduction of innovative technologies in music-pedagogical practice, the attention is paid to the importance of this problem in the modern system of professional training of students. The article highlights the essence of the concept of “educational and pedagogical activities”, the importance of professional skills, which are implemented in the form of educational and pedagogical activities as one of the main factors of music art, influencing the musical, aesthetic and creative development of students was examined, the respective levels of internal regulation of this phenomenon were revealed. It is the innovative approach, as an innovative system of views, united by a single fundamental idea, should aim to increase the effectiveness of pedagogical influence on the growth of artistic consciousness, student musical culture by updating forms and methods of educational activities, based on which the ascending point is their compliance with the status of information and communication development of the society and current musical interests of the modern youth. In the course of the research it is determined that the effectiveness of forming the readiness of the future music teacher for educational and pedagogical activities on the basis of the application of innovative technologies and its theoretical and methodological substantiation can be carried out under the following basic pedagogical conditions: actualization of life-creating motivation of students in an effort to acquire independent scientific knowledge, active professional position, ability to continuous professional development; the availability of a set of knowledge, skills and abilities relating to the possibility of self-realization and self-affirmation of the individual in the course of educational and pedagogical activities; the formation of a value attitude to selfrealization in extracurricular educational activities; stimulation of innovative learning by interactive means; the use in pedagogical practice of forms, methods and means of artistic innovations, innovation and self-education, creation of new original teaching methods; formation of students’ positive attitude to educational and pedagogical activities; integration of student activities aimed at achieving the goal; providing the educational process with modern technical means (video and audio equipment, Internet and other media technologies), educational and methodological literature in this area.

In the article, problematic aspects of training students at foreign language faculties are analysed. It was found that an important point in training students of the Faculty of Foreign Languages is the mastery of the innovative technologies; avoiding outdated and ineffective methods of professional pedagogical activity; formation of personal professional uniqueness; elaboration and development of their own style of pedagogical activities and professional thinking. Application of innovative technologies in the process of training students in higher educational institutions at the Faculty of Foreign Languages contribute to the formation of a competitive personality, a professional equipped with the innovative competencies. The main tasks of professional and pedagogical training of students in higher educational institutions at the Faculty of Foreign Languages are the formation of professional readiness, the development of personal and socially significant outlook and individual determination of moral values, enhancement of the processes of professional self-improvement, self-actualization and self-development. The use of the innovative technologies in teaching and learning at the Faculty of Foreign Languages enables the transition from normative to creative activities, changes the nature of the educational system, its content, methods and forms, technologies of teaching and education, which are based on the development of various forms of thinking, creativity and adaptive abilities of students. Introduction of innovative technologies in the teaching and learning process in higher educational institutions at the Faculty of Foreign Languages provides for a quality learning outcome. Students will become democratic, tolerant, humane and independent. The innovative educational technologies make it possible to create an innovative environment in higher educational institutions, so that students could maximize their individual potential. The innovative technologies promote the development of logical thinking, form a system of universal values and generally accepted norms of behaviour, develop the ability to recognize knowledge and use it, enhance the skills of communication and cooperation, mutual understanding and respect, cultivate tolerance, friendliness, promote intellectual, social and spiritual development.
