Empowering Local Communities in the Development of the Ibu Kota Nusantara (IKN) to Increase Economy in East Kalimantan

The Central Government undertakes the construction of the Ibu Kota Nusantara (IKN) in East Kalimantan. The development of IKN is based on Law Number 3 of 2022 and Presidential Regulation Number 27 of 2023 concerning the Special Authority of the IKN Authority. The development of IKN is expected to have a positive impact on improving the economy, community welfare, environmental preservation, and the realisation of Indonesia-centricity. However, the negative impacts are the emergence of slums, the exclusion of local communities, and economic disparities in the community. Therefore, local community empowerment is needed to improve the economy, community welfare, realisation of social harmony, and green city tourism in IKN. This article analyses how to empower local communities in the development of IKN in order to realise economic improvement in East Kalimantan. Data were collected from community leaders, traditional leaders, religious leaders, academics, and the community through observations, interviews, and documents related to the form of local community empowerment in the development of IKN in East Kalimantan. The data were analysed qualitatively and studied using social practice theory and hegemony theory with a cultural studies approach. The results of this study show: (1) local community empowerment in the field of education and skills training; (2) local community empowerment in the field of MSME development; (3) local community empowerment in the field of sustainable agriculture development; (4) local community empowerment in the field of green city tourism development; and (5) local community empowerment in the field of customary institution development. This local community empowerment aims to realise the economic improvement of local communities in East Kalimantan. This local community empowerment is expected to create social harmony and green city tourism.

A Case Study on the Innovative Development of Digital Supply Chain Finance Based on MYbank in China

Small and medium-sized enterprises (SMEs) play a critical role in promoting the development of China’s real economy and improving national productivity, but their financing still faces challenges. In recent years, supply chain finance (SCF) has become one of the most important solutions to SMEs’ financing difficulties. Promoting the digital and innovative development of SCF can better meet the financing needs of SMEs. This study is based on a case study of Zhejiang MYbank Co., Ltd. (MYbank) in Hangzhou, China, which is a representative institution of digital supply chain finance development in China and committed to realizing the digital innovation development of SCF. Based on MYbank’s financial index data from 2018 to 2022, the implementation effect of MYbank’s digital supply chain finance is quantitatively analyzed from the perspectives of SMEs and MYbank. The main findings are as follows.(1) In the practice of digital supply chain finance, MYbank implements the new concepts of SCF decentralization and full coverage of supply chain links while enhancing the sustainability of SCF. (2) For SMEs, MYbank’s digital supply chain finance development has led to an increase in the financing scale and financing availability of SMEs. (3) The analysis of MYbank’s comprehensive benefits shows that the digital innovation development of SCF effectively increased the overall economic value of the enterprise during the period of 2018–2022. Based on these findings, this study provides implications for commercial banks and other financial institutions to develop digital supply chain finance.

Tourism law, labor supply and corporate performance in tourism listed firms

Enhancing the regulatory environment and enhancing the level of provision is a crucial approach to achieving sustainable growth in the tourism economy. This paper employs a DID model to analyze the effects of legal institution development on the performance of tourism firms. Specifically, it focuses on the Tourism Law of the People's Republic of China as a quasi-natural experiment. The study utilizes listed tourism firms from 2011-2021 as the research sample. The finding reveals that implementing tourism law can promote firms' financial and non-financial performance, especially non-financial performance. This impact operates mainly through the positive effect of labor supply.

Renewable energy and CO2 emissions in developing and developed nations: a panel estimate approach

Emerging economies and ecosystems are critically dependent on fossil fuels, and a country’s energy dependence is a significant measure of its reliance on foreign suppliers. This study evaluates the impact of energy reliance on energy intensity, CO2 emission intensity, and the utilization of renewable resources in 35 developing and 20 developed nations, as well as the connection between renewable energy (REN), GDP growth, and CO2 emissions. This study employs the generalized linear model (GLM) and the robust least squares (RLS) method to assess the inverse association between renewable energy and developed and developing economy policymakers, utilizing unique linear panel estimate approaches (1970–2022). The impact of renewable energy as a response variable on economic growth, energy consumption, and CO2 emissions across four continents is investigated in this study. The findings indicate that developing countries experience a rise in per capita CO2 emissions if their renewable energy use exceeds their capacity. This finding remains significant even when other proxies for renewable energy use are introduced using modified approaches. Furthermore, it is particularly relevant to industrialized nations that possess more developed institutions. Even more surprisingly, in terms of the energy and emission intensity required for growth, energy dependence has accelerated all components. The regional analysis revealed a spillover impact in most areas, suggesting that the consequences of energy dependence are essentially the same in neighboring countries. The growth of the renewable energy sector and the decrease in greenhouse gas emissions depend critically on the ability of regional energy exchange unions to mitigate the negative environmental and economic impacts of energy dependency. These underdeveloped countries need to spend more on research and development to catch up technologically.

Issues of protection of public interests in the law enforcement practice of bankruptcy of strategic enterprises

The article is devoted to the scientific understanding of the current state and prospects for the development of the legal institution of bankruptcy of strategic enterprises in our country from the point of view of the need to ensure a balance of private and public interests in this area. The author conducts a retroactive analysis of the development of legal approaches to key issues arising in the bankruptcy of strategic organizations, analyzes positive and negative trends in law enforcement practice in this area. Based on this analysis, the author makes specific proposals for improving the current legislation in the field of bankruptcy of strategic enterprises, justifies the need to tighten the qualification requirements for court-appointed candidates for arbitration managers of strategic enterprises and organizations.

Evaluating the influence of technology, energy consumption, and financial progress on material footprint in GCC countries

The world has witnessed serious climate-related problems. Even though there are various effective factors in this point, sustainable resource consumption takes place among critical factors that have been deeply affecting climate change. Accordingly, Sustainable Development Goals (SDGs) 8–12 have come to the fore for all related parties due to the directly affecting resource use. Among all, Gulf Cooperation Council (GCC) countries have a special position in terms of global climate change-related goals because they have high oil and resource consumption. Hence, this study firstly attempts to investigate the validity of the environmental Kuznets curve (EKC) hypothesis for material footprint (MAF) in GCC countries by analyzing the impact of income, energy consumption, financial institution development, and technological development, performing augmented mean group model, and using data for the period 2000–2019. The findings show that (i) the EKC hypothesis is valid for the GCC panel, whereas it is the case for only Oman on a country basis; (ii) energy consumption increases (decreases) MAF at GCC panel (Qatar); (iii) financial institution development does not affect MAF in the GCC panel, while it causes an increase in Saudi Arabia; (iv) technological development reduces MAF at GCC panel and in Bahrain, Kuwait, and Saudi Arabia on a country basis. Thus, the results highlight the need for GCC countries to focus on both income level and technological development to achieve climate-related targets and SDGs by decreasing resource-based consumption.

Identity, experience, and non-partisan: the institution of traditional chiefs and development in a rural local municipality in North West Province, South Africa

ABSTRACT This paper explores the place and role of chiefs and their institution in the governance and development of rural society in South Africa, using a case study of six tribal authorities in the Moses Kotane Local Municipality, North West Province. It examines whether chiefs have taken active development roles in their communities, and how they are perceived by society vis-à-vis community councillors. It argues that active roles and endorsement by the people are evidence of the significance of chiefs in the rural governance structures. In the studied tribal authorities, chiefs assumed central development roles, by initiating development projects, mobilizing stakeholders, and providing information to their people that ensured compliance with government COVID-19 regulations. While development and service delivery issues are the mandate of the community councillors and council, people saw the chiefs as best suited to spearhead development in their areas, because of their proximity to society and knowledge of their needs. The paper argues that the institution of the chiefs constitutes an accountable leadership that acts in the interests of all people, and chiefs should be incorporated in rural governance structures.

Implications of the Global Race to Net-Zero by 2050 for the Strategic Fleet of Coal-Fired Power Plants in SADC

This paper discusses the coal-fired power plants (CFPPs) in the Southern African Development Community (SADC), in the context of the net-zero by 2050 initiative. It describes recent global climate change responses impacting the operation of CFPPs, and the medium-to-long term prospects for coal power. The paper then discusses the motivators and strategies for sustaining the operations of CFPPs in SADC, and why the international community has to let countries in the region and other small developing nations, transition to renewable energies at a more measured pace. It also offers actionable insights on sustainable financing options for upgrading the region’s CFPPs and just energy transitions. Following a balanced assessment of the facts and broad issues discussed herein including the United Nations Sustainable Development Goals 7, 10, 13, and 17; the paper concludes that most of the CFPPs in SADC are likely to remain operational way beyond the phase out deadlines despite lacking emissions abatement technologies. The pressing and burgeoning need for electricity and the huge coal reserves in the region are the determinants, rather than international norms or political correctness. However, no development institution or major country will finance any new CFPP projects in SADC, but renewable energy projects instead. Thus, national energy policymakers and power utilities in the region are recommended to revise the current energy policies to include renewable energy expansion and obliterate any mentions of proposed or planned CFPPs. SADC governments need to engage in public dissemination campaigns about the impending energy transition implications for all citizens and map out pragmatic cushioning strategies. Concurrently, they need to support innovations and entrepreneurship in renewable energies and work on improving national creditworthiness scores, to attract climate finance.

Investigation of distributed learning for automated lesion detection in head MR images

In this study, we investigated the application of distributed learning, including federated learning and cyclical weight transfer, in the development of computer-aided detection (CADe) software for (1) cerebral aneurysm detection in magnetic resonance (MR) angiography images and (2) brain metastasis detection in brain contrast-enhanced MR images. We used datasets collected from various institutions, scanner vendors, and magnetic field strengths for each target CADe software. We compared the performance of multiple strategies, including a centralized strategy, in which software development is conducted at a development institution after collecting de-identified data from multiple institutions. Our results showed that the performance of CADe software trained through distributed learning was equal to or better than that trained through the centralized strategy. However, the distributed learning strategies that achieved the highest performance depend on the target CADe software. Hence, distributed learning can become one of the strategies for CADe software development using data collected from multiple institutions.

ОПЫТ РЕАЛИЗАЦИИ ПИЛОТНОГО ПРОЕКТА «ГРОДНЕНСКАЯ УНИВЕРСИТЕТСКАЯ КЛИНИКА» В АСПЕКТЕ ЭФФЕКТИВНОСТИ НАУЧНОЙ ДЕЯТЕЛЬНОСТИ

The development and prompt implementation of advanced medical methods of diagnosis, treatment and prevention, based on the latest achievements of science and technology is a healthcare focus area for any state. The purpose of this publication is to summarize the experience of the pilot project “Grodno University Clinic” implementation regarding the efficiency of scientific activities. 12 indices of the University clinic innovative development were included in the model for final results activities of the clinic’s departments. Significant growth in innovation has been achieved, 25 employees of the clinic participate in the educational process of the medical university, 15 theses are being carried out by the clinic staff and teaching staff, and 6 patents have been jointly received. 11 initiative research projects are planned and carried out at the clinic. In addition, funded projects are being implemented, the implementation of which made it possible to attract 209,850 BYN in 2022. Scientific and practical conference “Innovative achievements in the work of Grodno University Clinic” is held annually as a part of the “Perspective plan for the development of the health care institution “Grodno University Clinic” implementation regarding the increase of the efficiency of scientific activities and personnel of the highest scientific qualifications. The clinic conducts clinical trials of medicines and medical products; income for 2022 amounted to 523.88K BYN. The experience of this project implementation makes it possible to draw the following conclusions. The presented interim results of pilot project “Grodno University Clinic” implementation regarding the efficiency of scientific activities allow us to assess positively this initiative transformation of the model for organizing the functioning of a multidisciplinary medical healthcare institution. The marked tendencies in the dynamics of the main indices reflect the efficiency of scientific research in the applied healthcare areas of high priority. The positive influence on innovation impacted by this favorable environment under a new integration project of science and practice for national healthcare is shown. Further research on the role and place of university clinics in the Republic of Belarus under their contribution and influence on the training of highly qualified scientific staff for healthcare, the development and implementation of import-substituting and export-oriented innovative methods of diagnosis, treatment and prevention in practical medicine are considered to be relevant.

Gambling business in Russia: A retrospective analysis of statutory regulation and taxation

Subject. This article examines the development of gambling activity in Russia and discusses the issues related to the receipt of tax revenues from it, as well as current problems associated with this type of business. Objectives. The article aims to consider the government regulation and taxation of the gambling business in Russia in retrospect, review the current legislative framework, and identify a range of urgent unresolved problems in this area of activity. Methods. For the study, we used the general and specific scientific methods. Results. The article analyzes the process of development of the national institution of gambling from the middle of the 16th century to the present. It provides data for 2023 regarding the rise in tax revenues from the gambling business and the increase in the number of visits to gambling establishments in the gambling zones of Russia. The article identifies a number of various problems related to gambling that require resolution at the legislative level. Conclusions and Relevance. Gambling activities in Russia, despite government-imposed prohibitions and restrictions in different periods of time, have always been an additional source of replenishment of the treasury, so at present, the legislator cannot ignore this area of business in order to make effective decisions in the context of a budget deficit of different levels. The results of the study can be used in the educational environment of universities, in the scientific field, as well as for the development of new tools for regulating gambling activities in the Russian Federation.

Paradigms of Statehood and National Sovereignty in Sociological Discourse

The article aims to study the paradigms of statehood and sovereignty in sociological discourse. Studies of statehood, national sovereignty and national security are important areas of modern sociology, especially in the context of globalization processes that significantly affect these concepts. The authors of the article examine the prospects of sociological research on these issues by analyzing a number of factors, including methodological approaches, the impact of international politics, new security challenges and the transformation of political institutions. The article analyzes in detail two key sociological paradigms – «world-systems» by Immanuel Wallerstein and a four-level model for studying the phenomenon of statehood by Neil Joseph Smelser, that allowed us to describe the role and functions of nation-states in the new realities of the global political crisis, in particular the impact of globalization on sovereignty, economy, politics, and social structures, as well as the search for effective models of political and social governance. The authors attribute the growing scientific interest in the study of geopolitical processes to the specific features of the development of the nation-state institution and the transformation of state sovereignty, which in today's realities is accompanied by a change in worldview paradigms. The active introduction of scientific discourse on the role and place of the nation-state in the modern world contributes to the intensification of sociological research on nation-building.

Technologies and Innovations in the Educational Process: Experience of the University of the Future

The concept of university refers to a forward-thinking, innovative educational institution that implements the latest advancements in technology and pedagogy. The purpose of the research is to explain technologies and innovations used at the future-oriented university and to outline their impact. The research objectives are the following: to describe the concept of university of future; to explain what technologies and innovations are integrated into the educational process; and to describe the peculiarities of their using. Studying involved mixed methodology, particularly surveys and questionnaires; in-depth interviews; observational studies; content analysis; and ethnographic and pedagogical method. Descriptive statistics, multivariate analysis, thematic analysis and narrative analysis were used for data analysis. The study was carried out among faculty members and university administrators in February-April, 2024. The findings showed that the participants of the educational process understand the university of future as an institution focusing on the formation of professional competences among students through the use of innovative techniques. Also, it is referred as an innovation center, research and development institution, digital university or student-centered university. The university of future is characterized by technology-enhanced learning, research and innovation, practical learning, interdisciplinary approach, personalized learning, student-centered pedagogy, and life-long learning opportunities. The university of future applies a number of technological advancements that enhance the efficiency of the educational process. They include artificial intelligence, virtual reality, Learning Management Systems, and cloud computing. The pedagogical innovations are related to blended learning, flipped classroom, personalized learning, project-based learning, game-based activities, and collaborative learning. The implementation of technological advancements and pedagogical innovations requires using organizational and pedagogical measures.

Education is a process aimed at helping a person to know, know, find himself by showing him what he is, and changing the behavior of an individual. Learning, on the other hand, is the permanent effects that occur as a result of an individual's interaction with the environment, the reorganization of behaviors and habits, behavioral development and change, changes observed in an individual during the acquisition of knowledge and ideas. For effective learning and teaching, it is necessary to establish a solid interaction between teacher-student and student-student. Dec. For this purpose, interactive web-based learning environments supported by new technologies and which are becoming more and more widespread can take on the role of an intermediary. By creating effective learning experiences that will give the opportunity to acquire, produce and share information, it should be possible for students to participate effectively in learning life and manage learning processes. Students should be able to measure and evaluate their development during the learning process and the products received at the end of the process in a multi-faceted manner with various techniques. Information technologies can make very important contributions in this direction. Education aims to identify the abilities and interests of individuals and apply teaching methods that improve them. In the information age, in the era of innovative technologies, it is important for individuals to acquire characteristics that produce, evaluate information, identify and use information to solve their problems. Various theories have been put forward about how learning takes place. These theories address and discuss the elements affecting learning with different approaches, such as how learning processes and experiences occur and what they are affected by. A scientifically based, systematic and versatile model in learning methods and techniques will prevent the material and time-related damages that a statement-based and optional education, rather than a need, will cause to the organization, as well as provide a good data source for the development of the educational institution. Relationship of Leadership Attributes and Motivational Factors with Job Performance of Teachers

In the modern era leadership plays a vital role for the development of the educational institution by performing numerous management activities. To achieve this objective, the leader focuses on the enhancement of the competencies and motivate the employees for better performance. The major objective of this research was to determine the relationship between leadership attributes and motivational factors affecting job performance of academic staff. This study was quantitative based on correlational research design. The population was comprised of the public secondary school teachers in Lahore. Simple random sampling technique was administered to select the sample of this study which was 283. The primary data was collected by using a self-administered questionnaire through survey method whereas, for analysis of data Statistical Package for Social Science (SPSS) was administered. The results of the study revealed that there was moderate relationship of leadership attributes with motivational factors and job performance while there was also significant correlation between leadership attributes and motivational factors. Furthermore, there was a significant effect of leadership attributes and motivational factors on job performance. This study is beneficial for the heads, management staff and academicians to adopt innovative techniques and strategies for the enhancement of teaching-learning process by rendering the supportive workplace environment.

Islamic education management is a system used to organize and provide learning-teaching processes based on the principles of Islamic religion. The study of Islamic education management aims to improve students' understanding of the management of education in institutions in particular in education and society as a whole. The purpose of this research is to discern about the development of Islamic education management in particular in the Bina Insan IT High School. This research method uses a qualitative method with data collection through a direct interview with the head of the school. In conclusion, Islamic education needs to adapt technology wisely, adapt to the challenges of globalization, and strengthen the holistic aspect of education. The development of an effective Islamic educational institution requires good management, involving proper planning, organization, guidance, and control. Leaders of Islamic education must be able to adapt to change and keep up with technological and scientific developments.

Legal Aspects of Macroprudential Regulation within the EU and the EAEU

Introduction. The article examines the legal evolution of the regulation of the activities of the European Systemic Risk Board (hereinafter – ESRB) in the context of the formation of the organizational and legal mechanism of financial integration, and also assesses the reform of the legal acts in the context of building the Capital Markets Union. The paper reveals the results of comparative analysis of the legal foundations of the implementation of macroprudential policy in the EU and EAEU, identifying common and special features in the legal regulation of integration associations.Materials and methods. In the course of research, the following methods of scientific cognition were used: analysis, synthesis, abstraction, generalizations, analogies and others. The methodological basis of research consist of general scientific as well as special-legal methods, including method of dogmatic analysis (interpretation of legal norms, legal and technical constructions, etc.), formal, comparative legal methods.Results of the study. The analysis of the legal basis of the implementation of macroprudential supervision in the EU and the EAEU showed a significant extent of the financial integration in the EU, as testified by the presence of a supranational body, ESRB. However, at this moment there is stagnation in the development of legal regulation of ESRB activities. In the EAEU, in its turn, despite the existence of the legal foundation of regulation, macroprudential supervision is executed by the means of intergovernmental cooperation, and not supranational regulation.Discussion and conclusion. The study showed the existence of significant differences in the legal regulation of macroprudetial supervision in the EU and the EAEU as well as it was revealed that in the absence of comprehensive supranational regulation of the macroprudential supervision in the EAEU, there is potential for the development of a respective institution in the EAEU law.

Does Knowledge Retention Mediate Training Content, Training Needs Analysis on Sustainable Development in Oman Higher Education Institution?

To date, little research has examined the human resources side of sustainability. To bridge this gap, we examined human resource management (HRM) practices and sustainable development in the micro-level higher education context in Oman. Quantitative research was used to test the predictors of sustainable development. We received 347 responses from employees working in 10 higher education institutions (HEIs) in Oman. The structural as well as measurement model was calculated using SmartPLS. The result showed that training is a unique source of creating sustainability. The mediating effect of knowledge retention was found to play a significant role in this relationship. We found that many HEIs need to do more to make employees understand the importance of their contribution to the achievement of this goal. HEIs play a significant role in the development as well as implementation of sustainable practices. Significantly, we enrich the understanding of the emerging universal wave of sustainability by identifying how vital HRM practices impact sustainable development from an academic and professional perspective. The study is restricted to Oman, but the research impact and applicability may be conducted in another environment or sectors. Sustainability and knowledge retention in HEIs are paramount issues for everyone.
