The Concept of Electronic Pensioner in Some Countries Versus Romania

We aim to introduce the concept of e-pensioner (EP) with the intention of having this term used as a document within the European Union’s strategy on Artificial Intelligence (AI) for the period 2023-2027 and after implemented into the legislation of member countries. The relationship between older generations and emerging forms of digitalization and artificial intelligence is the focal point, aiming to provide an easily approachable dimension for pensioners. This article presents an analytical framework and approaches for integrating pensioners into the digital era. Following the exposition of theoretical foundations, the article delineates the use of pensioner cards in select countries worldwide. The intersection of pensioners with the digital era proves to be a fertile entry point for examining regulatory ordinances in the digital realm. A novel digital form, the AI-based digital portal, involves a technique of facial authentication for pensioners to send digital life certificates. Two key factors are named across all examined countries. The primary driver of digital transformation is propelled by the desire to enhance the efficiency and efficacy of public administration, which becomes particularly crucial as populations age, leading to increased demand for social services and competition for limited resources in the developed public sector. The innovative application of technology presents opportunities for streamlining processes, enhancing productivity, and reducing costs while concurrently improving service quality. The use of artificial intelligence (AI) in the management and administration of public pension funds stands for a natural progression of technology in the public domain. In an environment characterized by complexity and volatility, AI can provide a level of analysis and prediction that exceeds human ability. Presently, there exists a wide array of AI-powered tools for object detection, natural language processing, understanding and inference, optical character recognition, predictive analytics, anomaly detection, noise elimination, model forecasting, recommendation systems, and monitoring and observability.

Interlocking characteristic and its correlation with interlayer shear strength in typical double-layered asphalt systems

ABSTRACT Interlayer bonding is crucial to maintaining the structural integrity of asphalt pavement structures. Addressing a crucial research gap, this study uniquely investigated the impact of interface morphology on interlocking properties and interlayer shear strength in three typical double-layered asphalt systems: AC-13/AC-20, SMA-13/AC-20, and OGFC-13/AC-20. Through the innovative application of nondestructive separation technology and three-dimensional (3D) laser scanning, interface morphology characteristics were thoroughly analyzed. This approach enabled the detailed extraction of texture parameters, unveiling the complex relationship between interface morphology and interlayer bonding strength. Interface shear tests further assessed the difference in shear strength, revealing significant differences in texture characteristics influenced by the mineral size variance in the upper layer. This analysis led to the development of a predictive model for interlayer shear strength based on morphological characteristics, offering a new tool for approximating the shear bonding condition, despite challenges in capturing the complex interaction between interface morphology and interlocking effects. The comprehensive examination of 3D interface morphology, combined with the shear strength analysis, clarified the mechanisms of interlayer bonding in relation to interface morphology. This breakthrough provides essential insights into the role of interface morphology in bonding efficacy and represents a significant advancement in understanding of interlayer bonding mechanisms.

Contribution to the world of 3D cell products created by bio 3D printing technology and to the life science field

We have been making 3D tissues consist of cells only, based on the corporate philosophy of "contributing to dramatic advances in medical care through the practical application of innovative 3D cell stacking technology." Currently, in the field of regenerative medicine, we are working toward obtaining approval from the Ministry of Health, Labor and Welfare and commercializing large artificial organs that are made from patients' own cells and have functions such as nerve regeneration, osteochondral regeneration, and blood vessels. On the other hand, this three-dimensional cell stacking technology can be extended to technology for culturing cells in an environment similar to the human body, and is expected to serve as a new methodology for evaluating the effects of new products in various fields on living organisms. Therefore, we are planning a business to provide developers of pharmaceuticals, foods, cosmetics, etc. with a small device called "Functional Cell Device (FCD)" that reproduces some of the functions of human organs outside the body. As the first step, we have developed a three-dimensional liver construct (3D mini-liver). The in vitro human liver model has a wide range of usage, such as evaluation of hepatotoxicity of drugs, elucidation of drug metabolism mechanism, and model of liver disease. In this report, we will outline it together with actual examples in regenerative medicine.

Transportation bridge infrastructure asset condition monitoring using uncrewed aerial vehicles (UAVs)

The optimal performance of a road transportation network depends on the serviceability and reliability of bridges connecting the pavements. Bridge performance depends on several geotechnical assets among which abutments play a key role as they support the bridge span, and transfer the vertical and horizontal loads from the superstructure to the foundation. Soil abutments are designed to be stable against overturning and sliding and prevent differential settlement and excessive lateral movements. In the United States, 42 % of bridges are observed to be over 50 years old. Department of Transportation (DOT) agencies periodically monitor and assess the bridge conditions typically every two years. Due to the costs and the time involved in conducting inspections using traditional data collection tools, DOTs are exploring innovative technologies to conduct inspections and realize benefits in terms of access, cost, and safety. They have widely adopted the use of uncrewed aerial vehicles (UAVs) for structural health monitoring of bridges. A few studies also conducted 360⁰ bridge inspections using camera sensors mounted on UAVs in the recent past. In this current study, the US Federal Aviation Administration (FAA) guidelines for commercial use of drones were discussed and followed in field studies. Further, UAVs were demonstrated for conducting 360° bridge inspections and identifying the erosion near abutments using three-dimensional models. This paper presents the application of innovative technologies for geotechnical assessments of two bridges in the Alaska region, with a focus on assessing the need for rehabilitation measures. These new technologies have become essential for reliable condition monitoring post-disaster events as well. This approach is expected to benefit the agencies in managing the transportation geotechnical assets in a timely and cost-effective manner.

Innovative Application of Artificial Intelligence Technology in Bank Credit Risk Management

With the rapid growth of technology, especially the widespread application of artificial intelligence (AI) technology, the risk management level of commercial banks is constantly reaching new heights. In the current wave of digitalization, AI has become a key driving force for the strategic transformation of financial institutions, especially the banking industry. For commercial banks, the stability and safety of asset quality are crucial, which directly relates to the long-term stable growth of the bank. Among them, credit risk management is particularly core because it involves the flow of a large amount of funds and the accuracy of credit decisions. Therefore, establishing a scientific and effective credit risk decision-making mechanism is of great strategic significance for commercial banks. In this context, the innovative application of AI technology has brought revolutionary changes to bank credit risk management. Through deep learning and big data analysis, AI can accurately evaluate the credit status of borrowers, timely identify potential risks, and provide banks with more accurate and comprehensive credit decision support. At the same time, AI can also achieve real-time monitoring and early warning, helping banks intervene before risks occur and reduce losses.

It is shown that management is not just one of the integral components of the joint activity of people, but also a determining condition for its successful implementation and ensuring the desired efficiency. It is known that the development of management ideology and technology usually lags behind production technologies. This applies to both local and global aspects of management. Therefore, today, in the conditions of an innovative type of social development, the development and systematic application of innovative management technologies becomes an important problem. Research and publications on the problems of determining innovative management vectors are analyzed. They are far from exhausting all its important aspects. It is about social, economic, organizational and psychological conditions and possibilities of ensuring both the innovative nature of the management itself and its compliance with the requirements of Industry 4.0. The meaning and features of innovative management and its implementation in the practice of managerial activity are also insufficiently disclosed. According to the results of a systematic study of a wide range of management problems and the analysis of literary sources on these problems, the goals of the article are to distinguish the meaning of the concepts of innovation, efficiency, and compliance of the content and nature of management with social requirements and expectations of its transition to level 4.0

Innovative Application of Computer Vision and Motion Tracking Technology in Sports Training

The use of cutting-edge technology has resulted in a significant enhancement in athletic training. Computer vision and motion tracking are very important for enhancing performance, reducing the risk of accidents, and training in general. Some computer vision algorithms investigate how a sportsperson moves when competing or practising. It is possible that coaches who continuously evaluate their players’ posture, muscle activation, and joint angles would have a better understanding of biomechanical efficiency. It is possible to generate performance measurements from the real-time surveillance of athletes while competing in sports. Through the use of computer vision, it is possible to identify acts that might be hazardous. Notifications are given to coaches if there is a deviation in the form of an athlete, which enables them to address the situation as soon as possible. The three variables that these sensors monitor are the direction, speed, and acceleration. Athletes can encounter realistic environments thanks to the integration of motion tracking with virtual reality. One may use the feedback loop to increase their spatial awareness and decision-making ability. Augmented reality allows for enhancing an athlete’s eyesight by providing them with real-time data while practising. Last but not least, the use of computer vision and motion tracking is bringing about a significant improvement in the sporting training process. Through collaborative efforts, researchers, athletes, and coaches can accelerate humans' performance to levels that have never been seen before.

Comparison of Virtual Learning Community Construction between China and the United States Based on KH Coder Text Data Mining

Virtual learning communities, as an innovative online education model, have gained significant attention worldwide. The virtual learning communities in the United States are characterized by advanced educational models, innovative technological applications, and rich practical experiences. Exploring and drawing lessons from the construction of virtual learning communities in the United States is of great value to China. This paper utilizes KH Coder as an analysis tool and conducts literature searches on the Web of Science for U.S. literature and on the CNKI database for Chinese literature. The analysis covers the period from 2019 to 2024, and includes frequency and network co-linearity analyses. The research findings indicate the following: First, Chinese online education research emphasizes the importance of technological application and innovation in the field of education. Second, Chinese online teaching research has certain limitations in terms of research scope. Third, there are certain issues in the dissemination of research findings in Chinese online teaching research. Based on the research results, the following adjustments should be made for Chinese virtual learning communities: First, the comparison of research literature between China and the United States shows that the development of virtual learning communities requires diverse collaborations. Second, the development of virtual learning communities requires continuous technological innovation. Third, the comparison of research literature between China and the United States reminds us that the development of virtual learning communities needs to focus on social interaction. Fourth, the development of virtual learning communities also requires teacher support and participation. Fifth, the development of virtual learning communities needs to encourage students' active participation and autonomous learning.

Three-Dimensional Visualization of Shunt Valves with Photon Counting CT and Comparison to Traditional X-ray in a Simple Phantom Model.

This study introduces an application of innovative medical technology, Photon Counting Computer Tomography (PC CT) with novel detectors, for the assessment of shunt valves. PC CT technology offers enhanced visualization capabilities, especially for small structures, and opens up new possibilities for detailed three-dimensional imaging. Shunt valves are implanted under the skin and redirect excess cerebrospinal fluid, for example, to the abdominal cavity through a catheter. They play a vital role in regulating cerebrospinal fluid drainage in various pathologies, which can lead to hydrocephalus. Accurate imaging of shunt valves is essential to assess the rate of drainage, as their precise adjustment is a requirement for optimal patient care. This study focused on two adjustable shunt valves, the proGAV 2.0® and M. blue® (manufactured by Miethke, Potsdam, Germany). A comprehensive comparative analysis of PC CT and traditional X-ray techniques was conducted to explore this cutting-edge technology and it demonstrated that routine PC CT can efficiently assess shunt valves' adjustments. This technology shows promise in enhancing the accurate management of shunt valves used in settings where head scans are already frequently required, such as in the treatment of hydrocephalus.

Development of Android-based Smart Classroom Applications to Enhance SMK Students' Competences that are Relevant to the Industry

The application of innovative technology in training, can enhance the competence of new worker or internship student, which corresponds to the needs of the world of work and industry. The aim of the study is to create an Android-based training media—also known as a smart classroom in the form of an application that can be accessed using a smartphone, used by internship student as a learning and training medium to improve new worker competence in the use of technology according to the needs of the world of work and industry. This application supports project-based learning even if new worker or students are in the process of internship in industry. It can be used anywhere, internship students in field work practice (PKL) in the industry. This application is designed to suit the needs of new workers in the world of work and industry. The development of this application uses R&D methods adapted to the ADDIE development model. There are five stages of development: 1) Analysis, 2) Design, 3) Development, 4) Implementation, and 5) Evaluation. The study was conducted at SMK State 1 Tanjungpinang, and the data collection was carried out through observation and filling of the cargo with 30 internship student of class 10 of the major logistics engineering (X TL). The descriptive data collection method used by materialists and media experts is the Likert scale which has four options of answers. The material expert evaluation results obtained a total score of 98.00 with an average score of 3.62 out of 27 evaluation indicators with a percentage of 90.74%, so it belongs to the category very suitable for use. With a positive student response with an average of 92.67% at the media implementation stage, this falls into a highly qualified category. Evaluation results of application use by students showed an average improvement of about 43.74% in student learning outcomes. This smart classroom application is specially designed to support new worker or internship student doing project-based learning improving student competence and student skills in working on industry-based projects that will affect student or new worker performance/skills as they descend into the world of industry.

Innovation in Healthcare Through Information Technologies: A Review

The application of innovative information technologies in healthcare can definitely subside the present limitations of the healthcare industry through better affability and accessibility. It encompasses the use of artificial intelligence, big data, biomedical research including drug invention, medical education, innovative/robotic surgical technology, cutting-edge equipment, telemedicine, virtual consultation, online supportive platforms, etc. The present review is an attempt to identify and analyse the impact of these innovative information technologies and explore the potential scope of improvement in the Indian healthcare system. The database search was performed in Scopus, Web of Science, PubMed, ProQuest, Google Scholar and Wiley Online Library. Initially, 319 articles related to innovative digital healthcare technologies have been sourced. However, 105 articles were taken into consideration for the review due to various exclusion criteria. Through an extensive review of previously published articles, the present study concludes that undoubtedly information technologies and their applications aid providers reduce inefficiencies, increasing quality, increasing access, removing human errors, reducing costs and making diagnosis, treatment and medicine more personalised for patients. It has really improved the quality, quick and convenient healthcare system.

The Role of Smart City in Achieving Sustainable Development: Google Trends Analysis and Exponential Time Series Smoothing Models

The concept of sustainable smart urban development is an important element of the modern discourse on the future development of cities, regions, and the world as a whole, a key component of a strategy aimed at introducing innovations, improving the life quality of citizens, ensuring inclusiveness and sustainability of local development. It integrates the concept of Smart City as the application of advanced innovative technologies to solve urban problems and the concept of Sustainable Development as a balancing of socio-economic and environmental interests to achieve the Sustainable Development Goals. While discussing the problems and prospects introducing any social models or strategies, it is important to understand the level of public interest in this issue, the level of citizens’ awareness, the readiness to receive new information, and the readiness for change. The article is focused on the analysis of retrospective dynamics (from 01.01.2010 to 01.12.2023) and economic and mathematical modelling of forecast trends in changing public interest in the concepts of “Smart City” and “Sustainable Development” (identified using the Google Trends tool). The analysis was carried out for the world as a whole and for Ukraine specifically. The study identifies and describes the evolution of changes in public interest in these topics, identifies the time points of a sharp surge in interest, and conducts a comparative analysis in the content (trends for these two search queries) and spatial context (trends in Ukraine compared to global trends). The countries of the world and regions of Ukraine where user interest in the relevant topics dominates are ranked, and the countries of the world and regions of Ukraine where user interest in the relevant topics dominates are ranked, the TOP-10 are identified. The factors whose influence is relevant to the public interest dynamics are identified (consumer trends, media activity, dynamics of the introduction of relevant concepts, cultural, linguistic, and historical contexts, the general level of education, digital inclusion and consciousness of the population of different countries, etc.) Using the exponential smoothing method, models were built to predict the dynamics of time series – the number of queries from Ukrainian Internet users regarding the concepts of “Smart City” and “Sustainable Development”. Additive forecasting models, which differ in the trend component, are obtained.

IMPROVING THE QUALITY OF ORTHOPEDIC DENTISTRY TEACHING USING INNOVATIVE TECHNOLOGIES

The need to implement innovative technologies and create a student- oriented environment in a higher medical school is determined by the challenges of time to create a motivated, active student – a future competitive specialist.The purpose of our study was to analyze the features of innovative methods used in teaching orthopedic dentistry and to choose directions for further optimization of the educational process. A number of research methods were used to fulfi ll the set goal: the bibliosemantic method with the processing of literature sources and electronic resources, methods of analysis, synthesis, generalization, comparison and systematization. Also a number of cases regarding the application of innovative technologies for teaching the discipline «Orthopedic Stomatology» at the Department of Prosthetic Dentistry of Bukovinian State Medical University were highlighted.Modern students perceive the interactive technologies, visualization of educational material with an individually diff erentiated approach much better. Of the interactive methods when studying orthopedic stomatology, we use the PRES method, brainstorming, discussion, working in small groups, situational modeling, and the case method most often. Adherence to the algorithm when performing practical skills and simulation technologies allow students to acquire eff ectively the competencies provided by the program, as well as successfully pass the OSCE.Therefore, improving the organization of the educational process in the discipline «Orthopedic dentistry» using innovative teaching methods allows providing high-quality education to dental students. The introduction of a student- centered educational environment, on the one hand, helps to form competent, creative, proactive personalities of future dentists, but, on the other hand, requires teachers to continuously improve their own methods of teaching the discipline, acquire new skills based on the principles of facilitation, and create new simulation scenarios and their thorough training with students on a powerful material and technical base.

Currently, the most relevant aspect is not the instrumental role of cutting-edge technologies, but rather their potential for enhancing traditional museums. Moreover, it is particularly intriguing to assess whether these technologies can fundamentally impact a conservative museum institution, open new horizons in virtual space, and attempt to envision the museum’s future—undoubtedly closely tied to the overall course of cultural evolution. Introducing people to the museum, fostering their attachment, and making them regular visitors and friends of the museum remain steadfast objectives for its successful existence. The presence of a museum in a social network makes both its virtual and real existence visible and tangible. Museums and their collections can be presented from a new perspective while preserving their individuality and relevance for a new audience. The application of innovative technologies and the implementation of automated systems significantly enhance the efficiency of solving tasks that museums encounter throughout their existence.

Optimization of news dissemination push mode by intelligent edge computing technology for deep learning

The Internet era is an era of information explosion. By 2022, the global Internet users have reached more than 4 billion, and the social media users have exceeded 3 billion. People face a lot of news content every day, and it is almost impossible to get interesting information by browsing all the news content. Under this background, personalized news recommendation technology has been widely used, but it still needs to be further optimized and improved. In order to better push the news content of interest to different readers, users' satisfaction with major news websites should be further improved. This study proposes a new recommendation algorithm based on deep learning and reinforcement learning. Firstly, the RL algorithm is introduced based on deep learning. Deep learning is excellent in processing large-scale data and complex pattern recognition, but it often faces the challenge of low sample efficiency when it comes to complex decision-making and sequential tasks. While reinforcement learning (RL) emphasizes learning optimization strategies through continuous trial and error through interactive learning with the environment. Compared with deep learning, RL is more suitable for scenes that need long-term decision-making and trial-and-error learning. By feeding back the reward signal of the action, the system can better adapt to the unknown environment and complex tasks, which makes up for the relative shortcomings of deep learning in these aspects. A scenario is applied to an action to solve the sequential decision problem in the news dissemination process. In order to enable the news recommendation system to consider the dynamic changes in users' interest in news content, the Deep Deterministic Policy Gradient algorithm is applied to the news recommendation scenario. Opposing learning complements and combines Deep Q-network with the strategic network. On the basis of fully summarizing and thinking, this paper puts forward the mode of intelligent news dissemination and push. The push process of news communication information based on edge computing technology is proposed. Finally, based on Area Under Curve a Q-Leaning Area Under Curve for RL models is proposed. This indicator can measure the strengths and weaknesses of RL models efficiently and facilitates comparing models and evaluating offline experiments. The results show that the DDPG algorithm improves the click-through rate by 2.586% compared with the conventional recommendation algorithm. It shows that the algorithm designed in this paper has more obvious advantages in accurate recommendation by users. This paper effectively improves the efficiency of news dissemination by optimizing the push mode of intelligent news dissemination. In addition, the paper also deeply studies the innovative application of intelligent edge technology in news communication, which brings new ideas and practices to promote the development of news communication methods. Optimizing the push mode of intelligent news dissemination not only improves the user experience, but also provides strong support for the application of intelligent edge technology in this field, which has important practical application prospects.

Wpływ innowacji technologicznych na zatrzymanie pracowników w przedsiębiorstwach: studium przypadku kontroli jakości

This article examines the impact of technological innovations on employee retention in the manufacturing sectors, focusing on a case study of quality control. It considers how technology, by reducing the monotony of manual labor and increasing efficiency, can enhance employee experiences. The authors explore the application of innovative technology in the context of quality control, highlighting the challenges associated with its implementation, such as safety, costs, and the need for employee training. The article emphasizes how the proper use of technology can lead to increased job satisfaction, reduced employee turnover, and improved productivity, by presenting the case of a company that has successfully implemented technologies into its quality control processes. The authors note that the effective implementation of technological innovations requires a strategic approach that considers both technological and human aspects.

Current trends in the development of digital financial and payment market in Azerbaijan

Aim. To consider the key aspects of digital transformation of the financial sector in the context of large-scale changes taking place in the digital financial sphere.Objectives. To determine the sequence of actions of the Central Bank of Azerbaijan in the direction of cashless economy; to study the change in the architecture of the financial sector in connection with advanced financial technologies; to study the problems of FinTech providers of new financial technologies as a result of the introduction of the concept of open banking.Methods. The dialectical approach to analyzing the key phenomena and regularities contributing to the development of economic relations, as well as a systematic approach to revealing the main factors of development of digital transformation of the financial and payment sector served as the methodological basis of the research. Along with this, such methods of scientific analysis of socio-economic phenomena and processes as statistical, comparative, fundamental and functional analysis, expert assessments and modeling were used. The theoretical basis was formed by the final results of fundamental and applied research, reflected in periodicals, a number of monographs, materials of scientific conferences.Results. The Central Bank of the Republic of Azerbaijan with the purpose of expanding the process of application of innovative financial technologies on the basis of advanced technological solutions and thus supporting FinTech activities has started to implement measures on formation of appropriate legislative bases for introduction of open banking and technological infrastructure. The main reason for people’s decreasing attachment to traditional banking is the availability of digital banking services in a convenient and easy way, without wasting time and waiting in long queues.Conclusions. Azerbaijan has formed a positive trend in the development of digital banking, which can be considered one of the main challenges of modernity. Today, digital banking in Azerbaijan is replacing traditional banking services. The emergence of prominent FinTech providers of new financial technologies as a result of the introduction of the concept of open banking, which allows individual banks and customers to share financial information with third parties, is changing the status quo of the financial ecosystem. This new paradigm has the potential to transform the traditional financial services ecosystem into a dynamic and competitive environment where startups and small innovative companies, competing with larger providers, offer new products and services. A positive trend in the development of digital banking as one of the main challenges of modernity has emerged in Azerbaijan. Today digital banking in Azerbaijan displaces traditional banking services.

Didactic training of future physics teachers to apply innovative technologies in educational process in the Kyrgyz Republic

Relevance. In the modern world, it is a trained teacher capable of sparking interest students and using innovations in the educational process who can teach physics to schoolchildren qualitatively.Purpose. This determined the purpose of this study � to cover the features of training future physics teachers to use modern technologies in their professional activities.Methodology. To fulfil the purpose, this study employed methods of analysis and synthesis, as well as interviews and the author�s questionnaire to determine the readiness to use innovative technologies (IT).Results. Basic competences were described that a future physics teacher should possess to implement a quality educational process. The role of modern technologies in teaching physics to schoolchildren was defined, and the main innovations that can be used in the learning process were described. To determine the readiness of future physics teachers to apply innovative technologies, a study was conducted among 95 students of Jusup Balasagyn Kyrgyz National University, as well as Osh State University. The findings showed that 52% of students are not ready for practical application of innovative technologies in the learning process, but have a high theoretical background, which proved the need to develop new didactic approaches to prepare future physics teachers for practical application of the acquired knowledge.Conclusions. Based on the study results, didactic approaches to training future physics teachers to apply innovative technologies were proposed, which include cooperation of higher education institutions and schools, mentoring system, creation of microgroups for learning. The findings of this study can be used by the management of higher education institutions to improve the process of preparing students for professional activity, as well as by physics teachers for professional and personal development.

The paradigm change from reactive medical services to 3PM in ischemic stroke: a holistic approach utilising tear fluid multi-omics, mitochondria as a vital biosensor and AI-based multi-professional data interpretation

Worldwide stroke is the second leading cause of death and the third leading cause of death and disability combined. The estimated global economic burden by stroke is over US$891 billion per year. Within three decades (1990–2019), the incidence increased by 70%, deaths by 43%, prevalence by 102%, and DALYs by 143%. Of over 100 million people affected by stroke, about 76% are ischemic stroke (IS) patients recorded worldwide. Contextually, ischemic stroke moves into particular focus of multi-professional groups including researchers, healthcare industry, economists, and policy-makers. Risk factors of ischemic stroke demonstrate sufficient space for cost-effective prevention interventions in primary (suboptimal health) and secondary (clinically manifested collateral disorders contributing to stroke risks) care. These risks are interrelated. For example, sedentary lifestyle and toxic environment both cause mitochondrial stress, systemic low-grade inflammation and accelerated ageing; inflammageing is a low-grade inflammation associated with accelerated ageing and poor stroke outcomes. Stress overload, decreased mitochondrial bioenergetics and hypomagnesaemia are associated with systemic vasospasm and ischemic lesions in heart and brain of all age groups including teenagers. Imbalanced dietary patterns poor in folate but rich in red and processed meat, refined grains, and sugary beverages are associated with hyperhomocysteinaemia, systemic inflammation, small vessel disease, and increased IS risks. Ongoing 3PM research towards vulnerable groups in the population promoted by the European Association for Predictive, Preventive and Personalised Medicine (EPMA) demonstrates promising results for the holistic patient-friendly non-invasive approach utilising tear fluid-based health risk assessment, mitochondria as a vital biosensor and AI-based multi-professional data interpretation as reported here by the EPMA expert group. Collected data demonstrate that IS-relevant risks and corresponding molecular pathways are interrelated. For examples, there is an evident overlap between molecular patterns involved in IS and diabetic retinopathy as an early indicator of IS risk in diabetic patients. Just to exemplify some of them such as the 5-aminolevulinic acid/pathway, which are also characteristic for an altered mitophagy patterns, insomnia, stress regulation and modulation of microbiota-gut-brain crosstalk. Further, ceramides are considered mediators of oxidative stress and inflammation in cardiometabolic disease, negatively affecting mitochondrial respiratory chain function and fission/fusion activity, altered sleep–wake behaviour, vascular stiffness and remodelling. Xanthine/pathway regulation is involved in mitochondrial homeostasis and stress-driven anxiety-like behaviour as well as molecular mechanisms of arterial stiffness. In order to assess individual health risks, an application of machine learning (AI tool) is essential for an accurate data interpretation performed by the multiparametric analysis. Aspects presented in the paper include the needs of young populations and elderly, personalised risk assessment in primary and secondary care, cost-efficacy, application of innovative technologies and screening programmes, advanced education measures for professionals and general population—all are essential pillars for the paradigm change from reactive medical services to 3PM in the overall IS management promoted by the EPMA.
