PEDAGOGICAL CREATIVITY OF EDUCATORS UNDER THE CONDITIONS OF INNOVATIVE DEVELOPMENT OF MODERN EDUCATION

A feature of modern education is innovativeness - the ability to update.
 Therefore, improving the quality of modern education is impossible without the creation of an innovative space, that is, the study and active implementation of innovative pedagogical technologies in practice, the main task of which is to ensure a new quality of education, which involves improving learning, education and personality development. Innovative in terms of content and nature, the dynamics of world trends require the modern teacher to mobilize creative potential in order to provide quality educational services and train a highly qualified competitive specialist in the modern labour market. In order to achieve effective transfer of knowledge and formation of competences, the teacher must show creative initiative when choosing modern forms and methods of work of innovative orientation, using certain criteria that allow judging the effectiveness of this or that innovation, creating an appropriate atmosphere of creative, searching, innovative activity. Therefore, the teacher's creative activity becomes the main direction of the implementation of modernization reforms in education and one of the essential directions of the transition to the model of innovative development. The use of modern information technologies has a qualitative effect on the professional activity of the teacher, as a result of which he acts as an intellectual, an organizer of the educational process and a translator of the necessary knowledge, skills and abilities. The introduction of modern pedagogical technologies into the educational process requires the teacher to have serious preparation and confident mastery of the material, a clear understanding of how to perform this task, prompts him to show creative initiative, creating a basis for the full-fledged development of a creative personality, thus contributing to the acquisition of advanced pedagogical experience for quality preparation of students for future professional activities.

Innovative activity of insurance organizations: Course of development

Aim. The presented study aims to develop a model for the innovative development of insurance in Russia based on an in-depth analysis of scientific papers, a survey of insurers, and the market situation.Tasks. The authors examine innovative development models in the insurance sector; identify problems affecting the introduction of innovations in the insurance business; analyze channels through which insurers purchase insurance products; test the hypothesis about insurers giving preference to digital channels when choosing insurance depending on age and gender; identify the most popular types of insurance products among insurants; highlight promising innovative approaches in Russian insurance.Methods. This study uses general and private scientific methods, a formal logical approach, and survey of insurers.Results. A model for the innovative development of insurance in Russia is developed based on an in-depth analysis of scientific papers, a survey of insurers, and the market situation. Testing of the hypothesis about the dependence of the choice of insurance channels on age (generation) for different types of insurance indicates that such a dependence exists only for car insurance. The hypothesis about the joint influence of gender and generation on the choice of channels for purchasing insurance policies is not confirmed. According to the survey, the most popular types of policies include car insurance and travel insurance. Conventional insurance remains more popular among respondents than digital insurance.Conclusions. A problem of interaction and communication between the insurer and the insurant is revealed. Digital insurance is not sufficiently developed among Russian insurers. The developed client-oriented model will make it possible to establish long-term relationships between companies and customers. Convenient, functional digital tools will create the prerequisites for the sustainable growth of companies, allowing them to gain important competitive advantages in the market.

Theoretical aspects of investment and innovative development of agroindustrial production

The theoretical and methodological apparatus of investment activity has been developed. An analysis was made of models of investment (depending on the role of the state) and innovative development, as well as models of economic growth based on innovation. Nonlinear models for the implementation of the innovation process and types of national innovation models have been studied. The main directions of innovative development of agroindustrial production by areas of activity are identified.

Assessment of the position of the Russian economy in global innovation systems

Russia’s industrial policy is focused on the innovative development of the national economy. To justify the decisions taken, an objective assessment of the existing level of the innovative economy is necessary, determining its place in the world innovation systems, competitive advantages, promising directions and development models, which determines the relevance of the issues considered in the article.The authors present the features of the current state of the innovative economy of the Russian Federation, taking into account the level of innovative development and the rating calculated according to the global innovation index system. The index includes indexes of innovation resources and innovation results.The main problems of the innovative way of economic development are systematized and the position of the Russian economy in global innovation systems is assessed.The analysis carried out in the article allows us to look at the processes taking place in the innovation sphere of Russia in comparison with other countries and identify a weak link for the transition to the full innovative path of development.

ИННОВАЦИОННО-ТЕХНОЛОГИЧЕСКОЕ РАЗВИТИЕ ПРОМЫШЛЕННЫХ ПРЕДПРИЯТИЙ В РАМКАХ НОВОЙ ПАРАДИГМЫ ТЕХНОЭКОНОМИКИ

The development of the industrial sector of the economy based on the introduction of mod-ern technologies and innovative solutions that are adequate to the realities and paradigm of the economic structure is one of the priority tasks of the state. The origin and development of techno-economics dictates the need to take into account its basic laws and principles when developing a long-term model of innovative and technological development of both individual industrial enter-prises and industries as a whole. The scientific article is intended to create a structural model of long-term innovative and technological development of an industrial enterprise within the frame-work of the new paradigm of technoeconomics. To achieve this goal, it is necessary to solve the following tasks: to reveal the features of the new paradigm in the context of the sixth technical and economic structure, to study the factors influencing the long-term development of enterprises taking into account the priorities of state policy, and to propose a model of long-term innovative and technological development of an industrial enterprise within the framework of the new paradigm of technoeconomics. These problems were solved using methods of analysis and synthesis, a structural-logical approach,as well as methods of tabular and graphical visualization of source data and re-search results. In the context of the study, the author's model of long-term innovative and techno-logical development of an industrial enterprise was developed within the framework of the new par-adigm of technoeconomics.

On the Growth Factors and Model of Economic Development of China

The growth dynamics of the Chinese economy and the factors of its growth in recent years (2017–2022) are analyzed. Particular attention is paid to the role of foreign trade, the movement of cross-border capital in the economic development of the PRC, and the state of its debt position. A number of conclusions are made regarding the prospects for growth and evolution of China's economic development model. Over the past ten years, the third sphere (services) has become a leading in the production of China’s GDP, ahead of the second (industrial) sphere. The analysis of GDP structure on expenses shows that the economic growth of the PRC is primarily supported by the internal factors of consumer and investment demand. The net export of goods and services currently occupies a secondary position among growth factors. A comparison of China’s GDP dynamics and foreign trade shows the high stability of the Chinese economy to changes in trade volumes. It is noted that China's priority efforts are focused on the formation of a new model of economic development: innovative in nature, based on a capacious domestic market, closely interacting with the world. Actively used by China until recently, the export-oriented development model has long exhausted itself in many respects. The new innovative development model will differ from the development model of new industrial countries that have solved similar tasks of maintaining growth. First of all, in China’s huge domestic market and the need to use to all domestic and external growth factors. Such a development model is designed to ensure high quality growth and sustainable development. Innovation will replace export orientation and capital accumulation as a key driver of growth. This will make it possible to fully develop an intensive type of growth instead of an extensive one. The factors of domestic consumer and investment demand, as well as external export demand, will continue to play an important supporting role in ensuring China's economic growth.

СУТЬ ПОНЯТТЯ ТРАНСФОРМАЦІЇ КОНКУРЕНТНОГО ПОТЕНЦІАЛУ СУБ’ЄКТІВ ТУРИСТИЧНОЇ ІНДУСТРІЇ

The article interprets the concept of transformation from the standpoints of several approaches to its content characteristics. The emphasis is laid on the process-based, system-based, innovative, evolutionary, institutional, and qualitative approaches. The process approach interprets transformation as a process of qualitative changes and transformations, which leads to the emergence of new characteristics of the system or structure. The system approach considers transformation as a change of elements within the system, the transition of the system from a state of stability to a state of instability and vice versa. In other words, it implies any quantitative and qualitative changes of system elements. According to the innovative approach, transformation is innovation, the transition of the old development model to a more modern one, i.e., an innovative one. The evolutionary approach interprets transformation as any revolutionary or innovative changes that occur over a certain period of time. From the perspective of the institutional approach, transformation refers to the institutional changes that lead to the emergence of a new model or system. A qualitative approach examines transformation from the standpoint of qualitative structural changes or modifications occurring in systems, phenomena, or processes. The features that can be included in the content characteristic of the concept of ‘transformation’ are specified. They include the qualitative and quantitative changes that lead to the emergence of a new system, phenomenon, or process; the innovativeness of changes, i.e., the formation of a new transformational model of development; and the signs of gradual progression from one phase to another. This transition can be either progressive or regressive. The research findings provide basis for interpreting the transformational process as a staged transition of a system, process, or phenomenon from one state to another, which qualitatively and quantitatively changes its characteristics in compliance with the laws of the society (economy) development. One of the content characteristics of the concept of "transformation" is a staged process of changing qualitative and quantitative characteristics (signs) of a phenomenon or system as a whole, which allows for building a new innovative development model considering influencing factors. Transformation of the competitive potential of the subjects of the tourism industry appears as a gradual transition to a new conceptual system of the branch. The basis of such a system is the safety, stability, and competitiveness of its development in the national and international tourist spaces through the formation of a package of tourist services depending on the post-war conditions of the country's development.

Формирование инновационной среды как необходимого фактора инновационного развития аграрного сектора экономики

Within the framework of the country’s innovative development model currently being formed, the dominant direction of the economy is the formation of innovation and investment potential and an innovative environment. These processes are particularly clearly reflected in agriculture, where the development of a holistic concept for ensuring investment in the innovative activities of agricultural organizations is of particular importance. The formation of an integral, strategically oriented innovation and investment process determines the futility of investment in obsolete technologies in favor of intensifying Russia’s innovative transition to a new technological structure. The purpose of this study is to analyze trends in the formation of an innovative environment in the agricultural sector of the economy, in order to determine the prospects for further increasing the innovative potential of the industry. During the research process, statistical, monographic, calculation-constructive, analysis, synthesis, economic-mathematical and other general scientific methods were used. The analysis made it possible to identify problem areas in the formation of an innovation environment and identify conceptual directions for its development.

ДИТЯЧА БІДНІСТЬ: МАСШТАБИ ТА РИЗИКИ В КОНТЕКСТІ ПОВОЄННОГО ВІДРОДЖЕННЯ УКРАЇНИ

The challenge of reviving Ukraine's economy after the war involves addressing numerous large-scale issues. One of the highest priorities is to decrease child poverty. This is because ensuring that children have adequate living conditions, opportunities for personal cognitive and physical growth, and the chance to fully realise themselves is crucial in the formation of a qualitatively new human capital capable of implementing an innovative model of social development in the future. It is important to monitor the true extent of the child poverty problem and to fully assess the risks it poses to the country's economic potential in the long term. The purpose of this article is to examine the dynamics of child poverty and the impact of this phenomenon on the country's economic potential. The methodological basis of the study is a statistical and sociological analysis of the living conditions of Ukrainian households. The article examines child poverty based on globallyaccepted standards, which include absolute and relative poverty measured by income, as well as poverty due to financial and social deprivation. It was noted that the general trend of the phenomenon studied remains negative and does not bring the country closer to the commitments made in the National Programme for the Sustainable Development Goals 2030. Following the analysis, the identified main risks to socio-economic development and post-war recovery in Ukraine are a significant decline in birth rates and an exacerbation of the demographic crisis. Additionally, a reduction in the scale and quality of education due to poverty-induced deprivation, and social exclusion of teenagers belonging to vulnerable groups, resulting in marginalisation. Finally, an emphasis is placed on the problem of settlement poverty, which is leading to the extinction of the Ukrainian villages. The study identified key objectives for the government's socio-economic policy to reduce the effects of material and social deprivation on children and prevent potential risks.

Trends in the Era of Global Transformation as a Factor of Sustainable Development

The formation of ideas about the sustainable development of society in the modern era involves a critical examination of both environmental, economic and social processes, as well as the paradigmatic foundations of sustainable development itself. In the context of dynamic multi-paradigm, the problem of forming a new paradigm for the conceptual design of an innovative model of sustainable development of society arises. The scientific need to analyze the paradigmatic foundations of the generally recognized theory of sustainable development of society is determined by the fact that knowledge of the methodological foundations and logical structure of the existing generally recognized model of sustainable development will allow us to assess its potential and find out the boundary conditions for these ideas.

МІЖНАРОДНА ЕКОНОМІЧНА ДІЯЛЬНІСТЬ: СУТНІСТЬ ТА ПРОБЛЕМАТИКА ТРАКТУВАННЯ

The article systematizes the conceptual-categorical apparatus of the international economy in terms of clarifying the definition of “international economic activity” based on the study of the works of domestic scientists. It has been proven that in the context of national interests, international economic activity should be aimed at ensuring the country's economic security, an innovative model of economic development, strengthening its scientific and technical potential, and developing equal and mutually beneficial relations with other countries of the world. The study of the views of domestic scientists made it possible to establish the relationship between the terms “international microeconomics”, “international macroeconomics” and “international economic activity”. It was established that domestic scientists interpret the concept of “international economic activity” in different ways. A critical analysis of the researched interpretations of the concept of “international economic activity” made it possible to single out the scope of application of this concept and the subject component. A refined definition of “international economic activity” is given. The advantage of the specified term is the determination of the direction of the actions of the subjects (formation, development and implementation of the advantages of international cooperation, international specialization and cooperation), the specification of the purpose of these actions taking into account the realities of today (ensuring the international competitiveness of countries, increasing their economic potential). The authors have systematized the existing interpretations of the term "foreign economic activity" in regulatory and legal acts and scientific literature. The common and distinctive features of the concepts of "foreign economic activity" and "international economic activity" have been determined. It was established that the second concept is a broader concept, because it includes a greater number of forms of economic interaction of subjects in the system of global economic relations and has goals that are more global.

An Innovative Organic Agriculture Model for Sustainable Development of Rural Areas in Bulgaria

The EU policy is aimed at raising the standard of living in rural areas and supporting the processes related to uncovering and utilising their full potential. Rural territories in Bulgaria have unexploited potential, both in the use and protection of available resources and their social economic development, as well as in the generation of additional income. Through their sustainable development, a balance between economic, social and ecological growth would be achieved and the quality of life in them would be significantly improved. The purpose of the research is related to the study of the contribution of a sustainable organic agriculture model to achieve a multiplier effect on the rural area, as well as the linkage between organic agriculture and alternative tourism. The innovative organic agriculture model is undoubtedly one of the possibilities with a significant influence to achieve greater sustainability in the development of the rural economy in a territorial scope. The strong connection and interdependence between the economic entities in agriculture and tourism sectors is fully manifested when the interests of all interested parties in the development process of the specific territory are well combined.

Тройная спираль в ESG-моделях развития муниципальных образований

Introduction. ESG studies are relevant due to both the climate agenda, socio-economic and geopolitical aspects in the growth of modern economy, while the decomposition of national and regional tasks at the municipal level determines the goal setting for the study of ESG models for municipal development. Purpose. The paper aims at identifying and quantifying causal relationships to spot the triple helix in ESG models for municipal development. Materials and Methods. The constituent-functional approach, comparative and correlation analysis were used as the main research tools. The information was taken from the official statistical database of the Federal State Statistics Service, EMISS, as well as the results of the ESG rating of cities done by RA Expert Agency. Results. The study outlined the causal relationships which define the nature of inter-constituent interactions for sustainable development of municipalities. A triple helix was proven to exist in the ESG models of innovative municipal development. This helix reveals the relationships among business entities from the perspective of ESG development. Correlation analysis was applied to prove the differentiation of municipalities, and a typology of ESG models of development is proposed by the key type of interactions in terms of the triple helix. Conclusions. The conducted research actually attributed the analyzed municipalities to one of the selected types, which is confirmed by a comparative analysis with the ratings and expert opinions. The results obtained are of interest for further studies of approaches to the ESG agenda at the municipal level as a part of an interdisciplinary research. The practical value of the proposed tools for identifying the type of ESG development model refers to the opportunities to identify not only weaknesses, but also systemic interactions for higher investment attractiveness and strategizing the ESG development of municipalities.

Research on Regional Public Brand Dissemination in Taigu Huping Jujube under the Theory of Innovation Diffusion

The research on brand construction of agricultural products is gradually rising. This paper takes the regional public brand of Taigu Huping Jujube as the research object, based on the theory of innovation diffusion, explores the innovation diffusion characteristics of Taigu Huping Jujube, and proves that they are compatible. From the perspective of communicator, receiver, communication channel and decision-making, the problems existing in the dissemination of Taigu Huping jujube brand are discovered. Finally, from the perspective of communicators, combined with the actual dissemination situation of Taigu Huping Jujube, on the basis of innovative diffusion development model, it is integrated into four stages: Cognitive positioning, Persuasion and satisfaction, Decision, and Re-diffusion, so as to promote brand communication and promote the development of local economy.

Review and analysis of the essence of innovative models of economic growth used in the leading countries of the world, determination of the possibility of implementing these models in reforming the national economy on its way to innovative development. The research methodology. In the process of carrying out the research, such methods were used as: comparison, generalization, scientific abstraction – when studying the economic essence of categories; dialectical and historical – when the theory of innovative development and innovative model is investigated; system approach – when determining the characteristics of the nature of the innovative model concept; abstract and logical – for formulating conclusions and proposals. The research results. The role of innovation as a more important factor for the creation and implementation of business products and production processes that are new for enterprises is studied. This acquired a template meaning and caused the emergence of an innovative model of economic growth in the conditions of globalization processes. The significance of the innovative model of the development of the world's economies is determined by the rapid growth of the influence of information provision of innovative activity, scientific and technical progress and the development of the innovative market environment. The formation of an innovation model is the initial stage of building a post-industrial society, the basis of which is the acquisition and use of new knowledge, taking into account the main subsystems of the state innovation model and the interaction of its elements, such as macroeconomic policy, legislation, education, the system of generation and dissemination of knowledge, infrastructure, production, market. Emphasis is placed on changing the operating conditions of the main economic institutions in connection with the globalization of the innovative economy. Scientific novelty of the research results. There was further development of research into the content and essence of the innovative model of economic growth, in particular the goal and key elements, the use of methods and ways of digitization and the creation of innovative infrastructure. Practical significance of research results. The results of the conducted research can be used for the development and implementation of an innovative model of economic growth with the aim of integration into the global competitive space.

The mechanism of innovative development of the agricultural sector of the economy: an empirical approach

The innovative model of the agricultural sector of Russia is presented as a set of subjects and institutions whose activities are aimed at implementing innovative processes in the agricultural sector of the economy. Due to the ability to use a wide range of legal, administrative, economic, and other means of influencing the innovation sphere, it is the state that has a central role in the mechanism of innovative development. It is proved that the formation of the mechanism of innovative development of the agricultural sector of the economy should be carried out on the basis of the institutional model of innovative development of the agricultural sector. The mechanism of innovative development of the agricultural sector of the economy, developed in response to the requirements of the institutional model of the introduction of innovative technologies, is proposed. The innovative model is a recognized guideline for the strategic contours of the development of the agricultural sector, makes it possible to construct such a type of interaction of productive forces and the implementation of industrial relations, which carries the foundations of progressivity. The process of formation and optimization of the mechanism of innovative development of the agricultural sector of the economy is proposed to be divided into the following six stages, which allows us to identify potential opportunities for activating the innovative model of the agricultural sector. A methodological approach to the diagnosis of the functioning of the mechanism of innovative development of the economy has been developed, based on the technology of solving complex problems by analyzing hierarchies.

The impact of anti-Russian sanctions on the export of Kazakhstan’s oil

On the basis of the conducted study of the peculiarities of the state policy of the oil refining industry, it has been determined that the oil refining industry occupies a significant part of the country’s fuel and energy complex, providing for the needs of the economy of the Republic of Kazakhstan. At the same time, in the conditions of the global economy, Kazakhstan's oil-producing industry is experiencing problems due to anti-Russian sanctions, which make it difficult to implement the national policy of overcoming the raw orientation of the export of oil and oil products. The very fact of the presence of anti-Russian sanctions forms the field of intensifying competition between Russia and Kazakhstan in the European energy market and creates conditions for the use of methods of imperfect competition, for the use of political instruments in solving economic problems. This situation has a negative impact on the development of the oil production industry in both Russia and Kazakhstan, and requires its resolution, which becomes possible when the Kazakh oil sector moves to an innovative model of development based on the intensification of oil refining. Sanctions against Russia create significant difficulties due to the fact that Kazakhstan uses Russian transport infrastructure to trade with European Union countries. Therefore, the Republic of Kazakhstan needs to strive to reduce economic costs by insuring the transportation process of exported goods and subsidizing some additional costs. Kazakhstan is taking the initiative in mediating between the countries, trying to maintain relations with Russia through diplomacy, which it has conducted so far, as well as coping with the economic difficulties and political pressure that the country is facing in a balanced way. Thus, Kazakhstan continues its traditional multi-vector foreign policy strategy. Of course, the most effective and comprehensive solution for Kazakhstan, as well as for all countries in the region, is to end the war in Ukraine as soon as possible.

Экономическая оценка инновационного развития: доктрина, методология, праксеология. Часть I: О новом методе оценки инновационного развития экономики

The article develops a method of economic assessment of innovative development, which consists in the sequence of performing a set of operations: economic design of the innovative state of Russia; creation of an economic and mathematical model of innovative development of the Russian Federation using the apparatus of the production function; evaluation of the cost effectiveness of research and evaluation of the cost effectiveness of the implementation of their results in production based on the analysis of the constructed production function and determining their contribution to the growth rate of innovative goods, works, and services. The assessment of the impact of the identified factors demonstrates the level of use of the Russian economy innovative potential and the proportionality of innovative development.

Інструменти забезпечення стійкого інноваційного розвитку національної економіки

The article examines the imperatives of the formation and application of innovative tools for the sustainable development of the national economy. It is noted that the formation of the innovative economy is connected with the formation of a new segment of the modern economy – the national innovation system (NIS), which is a set of the State innovation policy, subjects of innovation activity, innovation infrastructure, innovation processes and resources, where all elements are equivalent and are in close functional interdependence. It is emphasized that the most important condition for the modernization of the domestic economy is the formation of NIS, which should eliminate institutional and organizational gaps between the fundamental, applied, branch, educational and corporate sectors of science; to concentrate the necessary material, financial and personnel resources on strategic areas of innovative development. It is noted that the key task in the field of creating the infrastructure of the innovation system is to fill the missing links, which involves the development of institutions and mechanisms for financing innovations, production-technological information and consulting infrastructure, the network of which is developing at an extremely slow pace. The structure of the innovation mechanism is presented, which includes three management contours that provide the legislative basis for innovation activity; national competitiveness; management of sustainable development of the country through activation of human capital. It has been proven that the functions and tasks of the State regulation change in the conditions of the transition to an innovative model of development. The task of developing an effective policy, which plays the role of a catalyst in the formation of general conditions for the development of entrepreneurship and innovative activity, is put forward.

Scientific support of the innovative development of agriculture in the Russian Federation: Problems and solutions

The article analyzes the most important sphere of the economy of any state, which is the agro-industrial complex. It provides production of the most important products necessary for human life and society as a whole. At the same time it is the innovation and implementation of innovation activities that can ensure the competitiveness of the country’s agricultural products in the world arena. The aim of this article is to identify the features of scientific support of innovative development of agro-industrial complex in modern economic conditions. The key priorities of scientific support of the process of implementation of advanced technologies in this area have been considered. The features of the implementation of innovation processes in agriculture have been investigated. The model of innovative development of agriculture of the country is offered.
