This study investigates the optimization of human resources (HR) and the utilization of information technology (IT) in driving the digital economy in Indonesia through a quantitative analysis. The digital economy has emerged as a transformative force reshaping industries, economies, and societies globally, with Indonesia positioned at the forefront of this digital revolution. However, the effective optimization of HR and IT remains critical for Indonesia to realize its full potential in the digital era. Through surveys and secondary data analysis, this research evaluates the current status of HR optimization and IT utilization, identifies influencing factors, and provides recommendations for policymakers and businesses. The findings offer valuable insights for fostering inclusive and sustainable digital development in Indonesia.

AGILE WORK CULTURES IN IT: A CONCEPTUAL ANALYSIS OF HR'S ROLE IN FOSTERING INNOVATION SUPPLY CHAIN

This study systematically examines the role of Human Resources (HR) in fostering agile work cultures within the Information Technology (IT) sector, with a focus on enhancing the innovation supply chain. Through a comprehensive literature review and content analysis, this research explores how HR practices can support and drive the adoption of agile methodologies, thereby contributing to organizational flexibility, innovation, and competitive advantage. The methodology involved sourcing data from academic databases and grey literature, employing a strategic search strategy, and applying strict inclusion and exclusion criteria to identify relevant literature. The analysis highlighted the critical role of HR in developing agile leadership, fostering a culture of continuous learning and psychological safety, and leveraging HR technologies to enhance workforce agility. Key findings reveal that HR's strategic interventions in leadership development, learning and development frameworks, and the promotion of agile team dynamics are essential in cultivating an agile work culture. Furthermore, the study anticipates future challenges and opportunities in agile work cultures, including the integration of remote work models, artificial intelligence, and ensuring diversity and inclusion. Strategic recommendations for HR leaders and IT executives emphasize the importance of investing in agile leadership, enhancing team dynamics, and promoting a culture of continuous improvement. Finally, the study underscores the pivotal role of HR in enabling agile transformations within IT sectors. Future research directions include exploring the impact of emerging technologies on agile methodologies and the role of HR in fostering inclusive and diverse agile teams. This research contributes to the understanding of how agile practices supported by HR innovations can drive organizational success in the rapidly evolving digital landscape.

Examines the value of cloud computing adoption as a proxy for IT flexibility and effectiveness

Purpose The purpose of this study is to investigate the value of cloud computing adoption (CCA) as a proxy for information technology (IT) flexibility (ITF) and IT effectiveness (ITE) among Small- and medium-sized enterprises (SMEs) in Jordan. Design/methodology/approach A research framework with five hypotheses has been developed based on the results of previous studies. Partial least squares-structural equation modeling has been used for data analysis. Findings The results revealed that elements of ITF in two domains, IT technical resource (connectivity, modularityand compatibility) and IT human resource (IT personnel skills) specific to CCA, were significantly correlated with ITE. Research limitations/implications The findings have crucial implications: they contribute to the research community, administrators and cloud computing providers (CSPs) concerning the framework-improved procedure for CCA. The proposed model can enhance the awareness of service providers about why some SMEs accept cloud computing services, whereas actually the same ones having the same type of business do not. In addition, the above providers should enhance their interaction with the SMEs that contributed to the cloud computing knowledge to make a well-organized setting for the CCA, specifically, SMEs need that adopt an on-premise private cloud architecture. Moreover, necessary to determine the challenges in deploying solutions from the perspective of CSPs. The sample has been limited to Jordan respondents. Practical implications The research studies about the usage of cloud computing have shown its effects on SMEs today. Also, the different impacts of cloud computing on other sectors are at the center of attention. SMEs could get significant advantages by carefully considering and managing CCA from the ITF and ITE perspective. Originality/value To the best of the author’s knowledge, this is the first study to develop a framework for CCA based on the standpoint of ITF in two domains, IT technical resources (connectivity, modularity and compatibility) and IT human resources (IT personnel skills) and effectiveness.

The Effects of Information Technology in Retailer Performance and Survival: The Case of Store-Based Retailers

This research aims to empirically examine the effects of Information Technology (IT) in the performance and survival of store-based retailers. In particular, we investigate how two types of IT resources—Overall IT investment and Human IT resources—respectively influence retailer performance and survival. We draw on the resource-based view, dynamic capabilities, and IT business value research to develop the hypotheses. Our study employs a longitudinal panel dataset at the firm level obtained from secondary sources from 2010 to 2021. Our sample includes 95 store-based public retailers in the U.S. and has 654 firm-year observations in total. We employ the dynamic panel model and binary logistic regression method to investigate the effects of IT resources on retailer performance and survival, respectively. Our empirical results indicate that while overall IT investment has a positive effect on a retailer’s survival, human IT resources positively influence performance. In addition, stronger performance leads to greater survival likelihood. The findings provide important theoretical, managerial and policy implications concerning the business value of IT in the retailing context.

ABSTRACTThis test aims to examine the effect of human resources on the quality of information on the provision of government financial statements. The influence of information technology on the quality of information on the provision of government financial statements. The effect of accounting understanding on the quality of information on the provision of government financial statements. External influence on the quality of information on the provision of government financial statements.The population in this study were some of the employees of the Lampung provincial government financial and development supervisory agency. Sample selection by purposive sampling. With a total of 40 respondents. The data used in this study are primary data. Data collection techniques by distributing questionnaires to financial and auditors. Technical analysis of data using multiple linear regression test.The results of this study found that human resources have a positive and partially significant effect on the quality of information on government financial statements. Information technology has a positive and significant effect on the quality of government financial statement information. Internal control has a positive and significant effect on the quality of government financial statement information. The level of understanding of accounting has a positive and significant effect on the quality of information on government financial statements. The Impact of IT Decision-Making Authority on IT Project Performance in the U.S. Federal Government

Many information technology (IT) projects in the U.S. federal government have been plagued with failures and overruns in recent years, wasting a large amount of tax revenues and undermining the public’s confidence in the government’s ability to manage such resources and deliver on its commitments. What affects the performance of IT projects in the federal government? We find that prior literature on IT project management from the private sector setting is inadequate to answer this question. In addition, to the best of our knowledge, information systems (IS) research thus far has not considered how the decision-making authority of an IT unit influences IT project performance at the organizational level. We leverage several unique characteristics of the public sector, vis-à-vis for-profit firms, in developing our theory and hypothesis. Utilizing official datasets on IT projects and human resource records, we find that the more IT managerial officials and supervisors a federal bureau has, the lower time overruns it experiences in its IT projects. Interestingly, this relationship is weakened when the bureau has a larger number of ongoing IT projects. Our findings offer new theoretical insights for the IT project management literature and provide meaningful policy insights into government IT management.

IT resources and quality attributes: The impact on electronic green supply chain management implementation and performance

Although electronic green supply chain management (e-GSCM) has been increasingly adopted into organizations, there is limited empirical research examining antecedents and consequences of e-GSCM implementation. By integrating resource-based and information system success perspectives, this study aims to examine how information technology (IT) resources (i.e., IT infrastructure, IT human and IT relationship resources) and quality attributes (i.e., system quality, information quality, and service quality) influence e-GSCM implementation, which in turn influences firm performance. Partial least squares structural equation modelling (PLS-SEM) is used to analyze the survey of 264 IT managers in large Taiwanese firms. The results show that IT human resources, IT relationship resources, system quality, and information quality significantly drive both e-GSCM internal integration and external collaboration. However, IT infrastructure resources only influence e-GSCM internal integration, and service quality only influences e-GSCM external collaboration. The results also demonstrate that both e-GSCM internal integration and external collaboration are conducive to superior environmental performance and firm competitiveness. Based on the findings, this study discusses the implications for researchers and practitioners.

Balancing skills in the digital transformation era: The future of jobs and the role of higher education

Developing human resources and matching job profiles are essential tasks to promote economic and social growth. The technology-related job market has undergone significant changes over recent years, mainly due to technological advances that have pushed industry toward new demands for skilled professionals. This change in required skills and competencies has led to a gap between what companies need and the professional profiles that are available in the job market. Technology companies are often unable to find an employee who meets the required profile, resulting in financial loss and extra training expenses. It is therefore essential that higher education in technology is reconsidered to address job market demands. Thus the goal of this work is to evaluate the relationship between the professional profile required by information technology (IT) companies and what students are taught on IT-related programs in higher education institutions (HEIs). The authors adopt a systemic perspective in three different qualitative approaches. They cross-check and link data on educational curricula acquired from interviews with IT human resource managers (HRMs) and student focus groups. The analysis reveals that HEIs must go beyond the transfer of knowledge and technical qualification in IT, promoting a comprehensive education that incorporates personal development goals, with a focus on developing social and emotional skills. The study focuses on the emerging economy of Brazil and presents findings from which other developing countries can learn. The results reveal the critical role of soft skills in the professional development and employability of students and the associated challenge for technical education. In conclusion, the authors also highlight the importance of partnerships between HEIs and HRMs as a fundamental strategy to fulfill the current skills gap.

INFORMATION TECHNOLOGY CAPABILITIES AND COMPETITIVE ADVANTAGE: A REVIEW

Purpose: The purpose of this review is to examine the relationship between information technology (IT) capabilities of enterprises and their ability to gain competitive advantage through IT resources, based on underpinning theories and empirical studies.
 Methodology: The approach to the review was to conduct extensive literature searches in the fields of strategic management and information technology management, as a result of which four supporting models and perspectives, that is, technology acceptance model (TAM), unified theory of acceptance and use of technology (UTAUT), the IT capability theory, and RBV, and seven empirical studies that linked IT capability dimensions of IT infrastructure; IT human resources; and IT knowledge management and competitive advantage were eventually reviewed.
 Findings: The review provides indications to better understand the relationship between IT capabilities and competitive advantage. The RBV was discovered to be a very popular and useful underpinning theory favored by many scholars in explaining the relationship. Evidence from empirical studies showed a positive and significant relationship between IT capabilities and competitive advantage, which led to conclusions and recommendations.
 Contributions to theory, practice, and policy: The review was able to highlight the importance of investment and deployment of IT resources such as infrastructure, human resources, and knowledge management to gain a competitive advantage, and established the role of RBV in strategic management research. Strategic Alignment of Information Technology in Public and Private Organizations in India: A Comparative Study

Strategic alignment of information technology (IT) is required to be included in the firms’ core activity in today’s business environment. The purpose of this study is to understand the impact of ‘IT connectivity, IT infrastructure and IT human resources’ on ‘IT business strategic alignment’ by developing a model, in public and private organizations in India. A questionnaire was used to measure the constructs after its validity and reliability. The findings discovered that firms’ IT strategic alignment was significantly impacted by three IT dimensions, that is, IT connectivity, IT infrastructure and IT human resources (combined as IT capability). The IT investments and expenditures of a firm are aligned with its business objectives and priorities. Furthermore, the significant role of these dimensions in public and private organizations in India was examined.

Maturity of Strategic Alignment of Business and IT in IT Education and Consultation Institutions

The strategic alignment of business and Information Technology (IT) is an important element for an organization so that the organization can realize the benefits of information technology for the business they run. Technological advances, especially in the Industrial Revolution 4.0 era, made all organizations that wanted to win the competition not only implement technology in their business processes, but also had to align the use of information technology with non-IT units in the organization. The impact of the Industrial Revolution was felt in all fields, including education. In the midst of a lot of research on measuring the level of strategic alignment at higher education institutions, this research focuses on measuring the level of strategic alignment that has been carried out by institutions other than tertiary education, namely the IT Education and Consultation Institute in Yogyakarta. The model used in this alignment measurement is the Strategic Alignment Maturity Model (SAMM). From this research it is known that the IT Education and Consultation Institute which actively provides consulting and education services specifically in the IT field, understands the importance of Strategic Alignment in Business and IT and applies them in carrying out its business activities. However, despite implementing IT best practices as what has been taught to its customers, this institution needs to realize and improve the areas of IT human resources, business communication and IT, and measuring the value of benefits and IT competence.

Critical factors in information technology capability for enhancing firm's environmental performance: case of Indonesian ICT sector

Information technology (IT) capability can be adopted by organisations to improve their environmental performance in order to meet environmental regulations, improve their profitability and enhance their competitive position in the marketplace. The main purpose of this paper is to develop a research framework which can serve as a basis to understand how IT capability leads to improvement of environmental performance and what critical IT capabilities would improve environmental performance in an organisation. The hypothesised framework is developed based on a review of the literature on Resource Based View theory and green IT. The sampling unit of this study is from managerial levels in selected 1265 Indonesian ICT organisations based on the list provided by the Ministry of Trade, Republic of Indonesia. The findings show that environmental performance is influenced by IT infrastructure quality, IT human resources competence, and environmental IT competence.

Natural resources promise extraordinary economic development potential, which must be utilized as optimally as possible. To make it happen, one of the factors that influences the success of an organization's business is the well-managed management of information technology (IT) infrastructure. The quality of SI / IT products and services can be measured by internal customer perceptions. Several computer companies have begun to work with Petroleum Industry companies to build HPC Clusters to help process physical exploration data so that it can be processed quickly. HPC (High Performance Computing) is a technology that utilizes computer parallel processes as a step to complete work that requires large computing performance. Large processing of sesmik data requires fast and stable computer capabilities. The goal is to serve internal / user and external / customer requests. On this basis the author conducted a research at PT.PGSN South Jakarta. This study consists of two types, namely correlation research which will examine the relationship between internal customer satisfaction with seven independent variables of product / service quality of IS / IT and the relationship between perceptions of increasing internal customer performance on seven independent variables of product / service quality of IS / IT. The seven variables are: availability, user friendliness, productivity, reliability, durability, responsiveness and timeless of support. As well as comparative research to see whether there is a difference / significant difference between internal customers and IT Human Resources in assessing performance aspects. The six aspects of performance were analyzed: problem response, Software, Hardware and network maintenance, information system development, program & SI maintenance, passwords and online control. Correlation tests were carried out using the Spearman correlation analysis method, while the comparative test was carried out using the Mann-Whitney analysis method.

Building channel power: the role of IT resources and information management capability

PurposeThe purpose of this study is to develop a better understanding of how information technology (IT) resources influence a firm’s channel power development. Specifically, this study hypothesizes that two types of IT resources (i.e. IT infrastructure resources and IT human resources) are key antecedents to channel power and that information management capability is a key mediator between IT resources and channel power.Design/methodology/approachThe hypotheses are tested using survey data gathered from a sample of Chinese companies. The analyses are performed using partial least squares technique.FindingsThe results suggest that both of the two IT resources play key roles in enhancing a firm’s channel power, but they do so in different ways. Specifically, while IT human resources can enhance a firm’s channel power by strengthening both information acquisition and dissemination capabilities, IT infrastructure resources can influence channel power only by enhancing a firm’s information acquisition capability.Research limitations/implicationsThe measurement of IT resources might potentially be influenced by subjective divergence. In addition, information management contains many sub-processes, and this study only examines two of them: information acquisition and information dissemination.Practical implicationsThe findings suggest that managers should develop/improve both IT infrastructure and human resources to enhance channel power by building stronger information management capability. More importantly, the findings reveal that IT human resource can provide more benefits as it strengthens both information acquisition and dissemination capabilities.Originality/valueThis study extends the existing literature by investigating how a firm’s IT resources affect its channel power. The results of this study provide insightful guidance for managers and researchers in how to better manage IT resources to improve channel governance performance.

Information technology resource, knowledge management capability, and competitive advantage: The moderating role of resource commitment

The role of information technology (IT) in knowledge management has always been a debatable topic in literature and practice. Despite existing documentation regarding the relationship between IT resource and knowledge management, limited information is available on the different types of IT resources describing this relationship. We integrate two research streams emerging in knowledge management and extend the literature on IT–knowledge management linkage by investigating the moderating role of resource commitment to invoke a contingent resource perspective. Data from 168 organizations in China provide empirical evidence that three types of IT resources (i.e., IT infrastructure, IT human, and IT relationship) positively affect knowledge management capability (KMC), which is positively related to competitive advantage. Furthermore, this study identifies two positive quasi-moderating effects of resource commitment on the IT resource–KMC relationship. Specifically, resource commitment directly and positively enhances KMC, and strengthens the effects of IT human and IT relationship resources on KMC. We discuss the theoretical and practical implications of the results.

Firm Boundaries, Information Processing Capacity, and Performance in Manufacturing Firms

We analyze the alignment between information processing needs and capacities. First, we explore the relationship between firms’ vertical and horizontal boundaries and information technology (IT) capabilities. The literature postulates that less internalization leads firms to invest more in information technology. However, we argue that the use of taper integration and diversification increases the demand for IT-based resources such as IT infrastructure and IT human resources. Second, we propose that the fit between information processing needs and capacity has a positive effect on performance. Our hypotheses are tested on a panel of Spanish manufacturing firms, and the results provide general support for our arguments. One advantage of the data is that they include not only large firms but also small and medium-size manufacturers. From a theoretical perspective, the study contributes to the literature by providing novel insights on how decisions on the vertical dimension condition investments in IT capabilities. It also adds new evidence on the diversification–IT capabilities relationship and studies the consequences of alignment of corporate strategies and IT capabilities on firm performance. From a managerial perspective, our study suggests that changes in the vertical and horizontal limits should be followed by changes in IT capabilities to improve performance.

Royal Dutch Shell’s Journey to Strategic Competence Management

Talent & Technology In 2001, Shell began globalization of competence management with the implementation of its SAP human resources information technology (IT) platform. Hoping to capitalize on this IT investment, Shell’s various disciplines and functions began enthusiastic efforts to create competence frameworks and job competency profiles that could be managed within a single repository. The following decade of organic growth resulted in a proliferation of competence frameworks that blanketed the organization. Complexity, inconsistency, and redundancy were some of the unintended consequences of leveraging a global IT platform without tightly managing the overarching competence management practices. When Shell reviewed its competence management infrastructure in early 2010, pockets of excellence surfaced. Unfortunately, for most areas the value of competence management was crumbling under the weight of overengineered deployments. Capturing large volumes of data on employees’ competencies was deceptively attractive and comforting to management as well as those in the organization tasked with managing workforce capability. However, these data did not necessarily translate to valid or reliable information at an aggregate level for a variety of reasons, most notably due to inconsistencies associated with assessments. As the repository grew, managing everchanging individual competence data proved cumbersome and problematic. Competence management was clearly presenting several challenges, tensions, and dilemmas. In short, leadership knew the approach was missing the mark against an increasingly dynamic internal and external environment.

Measuring Information Technology Capability of Small and Medium Enterprises in Rajasthan

Use of Information Technology (IT) at the functional level by the small and medium enterprises (SMEs) is a recent phenomenon. Moreover, IT adaptation by the SMEs in India is at an emerging phase. As investments in IT continue to grow, SMEs managers’ awareness of the need to derive the value of IT is also increasing. Research has shown that SME managers are increasingly adopting new IT technologies in all aspects of business activities. On the backdrop, this research intends to measure information technology capability (ITC) in SMEs in Rajasthan state. ITC is a firm’s ability to acquire, deploy, and leverage its IT related resources in combination with other resources in order to achieve business objectives through IT implementation. The paper identifies four dimensions, viz. IT infrastructure, IT architecture, IT human resource, and IT relationship resource, in an effort to measure the ITC construct. To accomplish the above objective a sample of 193 SMEs have been surveyed through a pre-tested questionnaire. Results suggest that model fit statistics are reasonably acceptable and IT human resource as a significant contributor to the ITC construct followed by IT architecture. The study may help the firms to leverage technology to differentiate them from competition. SME managers and entrepreneurs will be able to develop a clear understanding of the critical components of ITC and their role in supporting and shaping business strategy.

Some Factors Affect Turnover Intention of Information Technology Employees in Vietnam

This study was undertaken to explore the factors that could affect to the emotional exhaustion and turnover intention of Information Technology (IT) employees in Vietnam. This study was done through two steps including qualitative and quantitative research methods. In qualitative research method, nine information technology employees were interviewed to assess the clarity of words, the content of the questions and the ability to answer the questions of the readers. Formal quantitative research was executed by interviewing a sample collected by convenient method, using a questionaire, including 194 information technology employees in the areas of HoChiMinh city. The data was used to assess the scales and test the hypotheses. Cronbach Alpha coefficient analysis, exploratory factor analysis (EFA), regression analysis were used in this section. The results showed some differences compared to the initial theoretical model. Only some elements in the theoretical model affect the emotional exhaustion, in which IT job demands is the factor that have the most powerful affect. Study results contribute additions to the theoretical basis of human resource management, by understanding more about the factors that have impact on the emotional exhaustion and turnover intention of information technology employees. Thereby, the results also provide additional facilities for the management of information technology enterprises so that the managers can make appropriate decisions in order to preserve the IT human resources.
