A Practical Approach to Enhance Data Quality Management in Government: Case Study of Indonesian Customs and Excise Office

Background: The exponential data growth emphasises the importance of efficient information flow in organisations, especially in the financial sector. Data quality significantly influences decision-making, necessitating reliable Data Quality Management (DQM) frameworks. Previous studies propose DQM to maintain data quality through regulation, technology, measurement, evaluation, and improvement. Researchers highlight high-quality data benefits in private organisations but note the lack of improvement in data utilisation in public organisations. In Indonesia, data accuracy and quality are crucial for financial policies, with frequent reports of data inaccuracies in the Directorate General of Customs and Excise (DJBC), demanding standardised DQM practices. However, However, prior studies have yet to provide comprehensive and practical solutions to improve DQM practices. This study therefore aims to measure the DQM maturity, provide recommendations based on best practices, and formulate a practical strategy for improvements along with indicators tailored to the organisation, a topic that previous research has not explored. Methods: This study falls under a mixed method approach (a quantitative study followed by a qualitative study) and employs a three-stage methodology. The authors conduct maturity assessment using Loshin model through an assisted enumeration from 5 key stakeholders followed by recommendations based on the Data Management Body of Knowledge (DMBOK) and strategy formulation from internal documents and interview. Results: The data analysis yielded a DQM maturity score of 3.10, indicating a "defined to managed" level of maturity. Among eight components, only one receives a Managed level, two components are in the Defined level and the rest belongs to a Repeatable level. This study also proposes three strategies to bolster DQM by targeting 49 weak points, which will be progressively and sequentially implemented over a three-year period, using twelve possible solutions. Conclusion: The study highlights the importance of efficient data flow, particularly in the financial sector, and suggests DQM for maintaining data quality. DJBC's import DQM level is assessed using Loshin's measurements, revealing areas for improvement through key DMBOK activities. Recommendations include data governance, strategic planning, and sequential DQM implementation. The study concludes by formulating a practical approach to be applied in a three-year span with ten indicators to measure success. Islamic Work Ethics in Thwarting Knowledge-Hiding Behavior among Organization Members

<p>Knowledge-hiding (KH) behavior is of particular concern in organizational and management studies because it can reduce the flow of knowledge and information in organizations. Thus, mechanisms that can minimize this behavior need to be identified, especially from an Islamic perspective. This study seeks to explain how Islamic work ethics may decrease or thwart employees from performing KH. In particular, the current study tries to explain the dual mediation mechanism that underlies this relationship, namely organizational citizenship behavior (OCB) and organizational commitment (OC). In order to verify the hypotheses, this study collected data from employees who work at Islamic banks in Pekanbaru City, Riau, Indonesia. Partial Least Square-Structural Equation Modeling (PLS-SEM) analysis was employed to verify the hypotheses proposed in the current study. This study revealed that Islamic work ethics can potentially limit or thwart workers from successfully performing their KH. Furthermore, this study found that organizational commitment and OCB mediate the mechanisms underlying the relationship.</p>

How internet blackouts affect information flows in organizations - Analyzing cascade effects and feedback loops

The high dependency on information and communication technologies (ICT) and the growing risk of interconnected crises such as internet blackouts increase the need for resilience. Enhancing the understanding of internet blackouts is crucial for informed disaster response systems. This paper analyzes how internet blackouts affect information flows in organizations. It contains highly interdisciplinary expertise achieved through expert interviews and feedback workshops with critical infrastructure (CI) sector representatives. Unlike other studies, this study investigates the disaster response phase from a meta-level perspective. By establishing Causal-Loop-Diagrams (CLDs), the impacts of internet blackouts on information flows in organizations are visualized and analyzed. A Building Block Model, consisting of generic blocks applicable to organizations of different economic sectors, is introduced. An adaption to sector-specific requirements is demonstrated for the transport and health sector. Furthermore, our research provides a guideline on practical measures to mitigate incidents during the disaster response phase.

Despotic vs narcissistic leadership: differences in their relationship to emotional exhaustion and turnover intentions

PurposeThe purpose of this study is to investigate whether two types of destructive leadership styles – despotic and narcissistic – predict turnover intentions of nurses via emotional exhaustion, drawing from the conservation of resources theory and the unfolding theory of turnover.Design/methodology/approachThis paper used multiwave data collected from 731 nurses working in Palestinian hospitals. Structural equation modeling using partial least squares was used to analyze the data.FindingsBoth narcissistic and despotic leadership are associated with turnover intentions directly and indirectly through emotional exhaustion. Despotic leadership, however, has a stronger relationship to turnover intention than narcissistic leadership. Despotic and narcissistic leadership are common in this sample.Practical implicationsA strong psycho-safety climate is likely needed to address the harm caused by these destructive leadership styles, and interventions should span primary, secondary and tertiary levels of the public health model. Examples include ensuring strong organizational checks, balances and information flows, job control, support and widespread training; assistance programs such as counseling services; and remediation and repair for harmed individuals and teams.Originality/valueThis study advances the understanding of the negative, dark or destructive side of leadership specifically in the nursing context. This study compares despotic and narcissistic leadership to examine which one better/worse explains turnover intentions through emotional exhaustion.

The Role of Organizational Structure in Senior Managers' Selective Information Processing

AbstractCEOs' perceptions of the environment and the information processing shortcuts (or heuristics) they use to develop these perceptions are important to organizations. We study whether organizational structure, an important channel and filter for the flow of information in organizations, affects CEOs' perception gaps pertaining to the competitive environment. Perception gaps are defined as systematic deviations of subjective perceptions of the competitive environment from conceptions based on objective data. Studying 281 CEOs based in 216 firms, we find that functional structures are associated with wider environmental perception gaps, whereas divisional structures are associated with narrower gaps. To address endogeneity concerns, we control for firms' exposure to varied environments and only sample newly appointed CEOs, who, by definition, inherit predefined organizational structures exogenous to their own choices. Our study advances understanding of senior managers' information processing shortcuts by clarifying how organizational‐level influences (i.e., organizational structure) affect CEOs' (mis)perceptions of the competitive environment.

LINKING ICT IN KNOWLEDGE MANAGEMENT IN ORGANIZATIONS

Knowledge management in organizations adapts to the changes and trends demanded by the context, in the same way it is in function of creating a culture where organizational information flows to the corresponding actors in a timely manner and throughout the company, supported by technological tools that facilitate the storage and access to information for decision making in compliance with achievements. This article aims to analyze the importance of Information and Communication Technologies in Knowledge Management from the perception of employees of small, medium and large companies operating in the city of Bogotá, for which the variables knowledge management and ICT as knowledge management policy were worked on. It is a descriptive and correlational study, applied to a sample of 386 companies through an instrument with Likert-type reagents. Among the results it was found that there is a strong and positive relationship between knowledge management in organizations andInformation and Communication Technologies.

Exploring the Potential of Internal Information Flows in Large Organizations as Leverage Points for Environmental Stewardship

Large organizations play a critical role in environmental stewardship. The concept of leverage points offers one promising avenue of inquiry to enhance the effectiveness of large organizations in advancing environmental stewardship. Here, we focus on the flow of information within a large environmental organization as a deep leverage point for system change. We conducted a social network analysis of an organization with an environmental stewardship mandate. Results show that the organization has a dense communication network that could be effectively leveraged for environmental stewardship communication, especially by influential individuals and departments. As practical implications, we recommend that an environmental stewardship-focused communication approach, based on four strategies (segmentation, induction, two-way communication, and individual strategies) be enacted by the organization to use this leverage point to enhance the diffusion of environmental stewardship. Directions for future research include a deep study of the plurality of understandings of environmental stewardship within the organization.

Implementation of Learning Organization in School

The human resource development aspect is an important and significant element in ensuring a school organization to achieve and realize the vision and goals of the school organization. To ensure that school organizations respond appropriately, responsively and efficiently to all challenges and expectations in the 21st century, school organizations are required to implement transformation and transition into a genuine learning organization in order to survive and maintain their excellence. The current study aims to investigate the level of implementation of learning organization practices in school organization according to teachers' perceptions in Melaka Tengah District, Melaka. This study employed a quantitative research design. Using the instrument, Learning Organisation Practices Profile (LOPP), the study collected data from 500 teachers from thirteen school organization located in Melaka Tengah District, Melaka that is chosen based on cluster and simple random sampling. Statistical Package for Social Science (SPSS) 25 for Windows was used to analyze the Learning Organization practices in the school organization. Based on the analysis of mean scores obtained from the twelve components contained in LOPP, it was found that the level of learning organization practice in the school organizations studied is at a high level. The most practiced components in the school organization studied are organizational climate, information flow and executive practices while the least practiced and need to be given more emphasis are the reward and recognition component, management practices and performance goals and feedback. The findings of this study show the importance of developing human resources by cultivating a culture of learning organization in school organizations.

Formal Hierarchies and Informal Networks: How Organizational Structure Shapes Information Search in Local Government

Abstract Attention to informal communication networks within public organizations has grown in recent decades. While research has documented the role of individual cognition and social structure in understanding information search in organizations, this article emphasizes the importance of formal hierarchy. We argue that the structural attributes of bureaucracies are too important to be neglected when modeling knowledge flows in public organizations. Empirically, we examine interpersonal information-seeking patterns among 143 employees in a small city government, using exponential random graph modeling (ERGM). The results suggest that formal structure strongly shapes information search patterns while accounting for social network variables and individual-level perceptions. We find that formal status, permission pathways, and departmental membership all affect employees’ information search. Understanding the effects of organizational structure on information search networks will offer opportunities to improve information flows in public organizations via design choices.

ЦИФРОВА ТРАНСФОРМАЦІЯ В АКАДЕМІЧНИХ УСТАНОВАХ: ЕЛЕКТРОННИЙ ДОКУМЕНТООБІГ НА ОСНОВІ LOW-CODE-ТЕХНОЛОГІЙ

A significant increase in information flows in modern educational organizations, an increase in the dynamics of development of higher educational institutions requires the introduction and more effective use of information and telecommunication technologies both in the educational process and in the management activities of higher educational institutions. In essence, we are talking about the digital transformation of the activities of academic institutions. Digital transformation is designed to optimize all business processes for healers and, in particular, workflow processes, which will reduce the number of documents created, reduce the time it takes to find documentary information necessary for employees’ activities, and increase the effectiveness of control of management decisions. These issues take on particular weight in the context of distance learning during a pandemic. The article deals with the issues of modeling business processes of electronic document management for the selection, coordination and approval of topics and scientific supervisors in the framework of the design of a diploma/course in higher education institutions during online training. The practical implementation of these business processes and the corresponding document flow is carried out on the basis of low-code technology. As a tool for implementing the software, it is proposed to use the low-code Microsoft Power Platform, which includes the following modules: 1) Power Apps – for quick creation of mobile applications and portals; 2) Power Automate – module of automation of business processes and routine tasks; 3) Power BI – allows you to collect, process and visualize data from hundreds of data sources; 4) Power Virtual Agent – designed to create chatbots. All of these modules are part of the cloud platform Microsoft 365.

The logistics activity took shape many years ago, but lately, the digital impact has radically overhauled the traditional endeavor and led it on a new path. Accordingly, this study analyzes the digital logistics ecosystem, in terms of being sustainable or unsustainable, through the help of a quantitative method of research – a questionnaire. Logistics deals with the planning and control of material and information flow in public and private organizations. The fundamental role of logistics is to provide the necessary materials at the appropriate location and at a convenient time for satisfying a certain set of demands and aiming for optimizing a particular performance indicator. In a globalized economy, the costs generated by logistics will be increasingly important for environmental protection. Access to markets, workplaces, education, and all other services depends on one essential criteria: the existence of a functional transport system. Hence, logistics is seen as a tool that brings together time and space with the purpose of transferring goods. Specifically, the performance is a decisive element for the excellent functioning of the logistics sector.

Enterprise architecture breakthrough for telecommunications transformation: A reconciliation model to solve bankruptcy

Observations of communication service providers (CSPs) over the past five years have revealed that text services have reduced radically by around 75%, followed by voice services and the average revenue per user (ARPU). This condition signifies that telecommunications companies are being affected by digital disruption. A fundamental analysis of current business processes is thus necessary for future telecommunications success. In the area of corporate strategic management, studies on conversion of the Internet of Things (IoT)-based industry as a new customer are gaining popularity. This research analyzes the breakthrough operational activities through a customer-centric approach as well as end-to-end CSP business activities towards a new customer reconciliation model. The customer-centric activities address problem to solution and complaint to solution. In the future, CSPs are expected to have large numbers of newly registered customers from IoT-based industries. The strategic mechanism for transforming leaps from old business processes into new ones is a novel research subject using the business process management (BPM) method. Business process analysis has been facilitated by the Internationa Telecommunication Union (ITU) telecommunications standards body developed by TMForum as the global telecommunications industry association. This transformation involves development of organizational structure, business activities, technical specifications, information and communication flow, and operational schemes, modeled under the enterprise architecture strategic notation, whose result is a breakthrough enterprise architecture design for future telecommunications companies. The design contributes to strategic management knowledge on how collaboration between the telecommunications industry and other IoT-based industries is determined for real operations. This research presents a transformation scheme that can solve the potential problem of bankruptcy in the telecommunications industry through a case study of a smart city in the IoT-based industry.

Relations between information flow and information behaviour of users in formal organizations

O presente artigo busca identificar na literatura como se dão as relações entre fluxo de informação e comportamento informacional de usuários em organizações formais. Foi realizada uma Revisão Sistemática de Literatura (RSL) com intuito de responder duas questões de pesquisa definidas, por meio de um rigoroso protocolo, que contemplou a identificação da pesquisa, a seleção dos estudos, avaliação da qualidade dos estudos, extração e síntese dos dados. O método possibilita a replicação do processo e consequente verificação pelos pares. Permitiu identificar nas bases de dados Web of Science, Scopus e Google Scholar um total de 486 estudos, que após a aplicação dos critérios de seleção, resultou em cinco estudos aprovados que relacionam os conceitos de fluxo de informação e de comportamento informacional em organizações. Destes estudos aprovados, três apresentam interferências diretas entre fluxo e comportamento. Embora nenhum estudo aprovado cite o conceito de organização formal, inferiu-se que alguns estudos ao tratarem de empresas e seus respectivos setores estão de forma implícita abordando organizações formais. Conclui-se que das cinco publicações que atendiam ao objetivo proposto, três abordam o fluxo de informação como elemento passível de influenciar ou de sofrer influência do comportamento informacional em organizações. Os demais estudos aprovados não apresentam claramente interferências entre fluxo e comportamento informacional. Eles focam exclusivamente em um determinado conceito, ou somente em fluxo ou somente em comportamento.

Інноваційний потенціал підприємства в системі антикризового управління

The current unstable situation of the economy requires enterprises to increase production efficiency, competitive products and services through the introduction of modern technologies, effective forms of production management. The most effective tool to improve the technological level of enterprises is innovation. The purpose of the article is to justify the concept of to determine its structure, assessment indicators and features of formation in the anti-crisis management system. The existing definitions of were analyzed, on the basis of which the author's vision of this complex and multifaceted concept was proposed. According to the author, innovative potential is the ability of a system to transform the actual state of things into a new state in order to ensure effective functioning and minimize the impact of crisis processes. The allocation of two blocks in the structure of the enterprise innovative potential was justified: scientific and technical potential, organizational and information potential. The scientific and technical potential characterizes the scientific and technical process of creating new and improving the technologies used, means of production and final products using the achievements of science, contributes to the development of anti-crisis funds for the effective functioning of the enterprise. Organizational and informational potential reflects the process of efficient use of organizational development factors and information flows at the enterprise, contributes to the acceleration of innovation and the timely development of anti-crisis programs. According to the study results, the main factor in the economic growth of the enterprise is the effective use of innovative potential in the anti-crisis management system. Innovative potential contributes to socio-economic development and plays a leading role in solving economic, environmental, social and cultural problems.

Comunicación y desarrollo en las agendas internacionales

las teorías sobre desarrollo y las de la comunicación social comenzaron a entrecruzarse en la segunda mitad del siglo XX, configurando luego el campo de la Comunicación para el Desarrollo. Las dos perspectivas principales de ambas disciplinas hasta los años 80, las teorías de la modernización y de la dependencia, protagonizaron también la disputa sobre la regulación del flujo informativo en los organismos internacionales. Más recientemente, los Objetivos del Milenio y la Agenda 2030 para el Desarrollo Sostenible retomaron la visión instrumental de la comunicación consolidada en los años 90, aunque abierta al nuevo enfoque de la Comunicación para el Cambio Social. Este trabajo recorre los principales hitos de conformación del campo, y propone algunas claves de lectura de su situación actual.

Informal information flows in organizations: The role of the Italian coffee break

Research on information flows within companies has focused on codified formalized information management tools. In practice, it is questionable whether IT-based management systems for storing and disseminating internal information in organizations are sufficiently used by the staff. As an alternative to centralized forms and instruments of information management, there are also informal and dialogic forms, such as the “coffee break” well known in Latin companies: employees come together spontaneously and thus contribute to “natural” internal fluid information circulation. Based on an empirical study conducted in Italian companies, this paper describes essential functions of the coffee break – as a dynamic inter-divisional and heterarchic organizational practice: these include coordination of work processes, confidence building, networking, problem solving, and extension of the meta-knowledge on organizational processes and structures. The paper contributes to the literature on information management by taking into account contextual elements.

Computational Modeling on Dynamic Organizational Evolution during Insurgent Event Process

Computational modeling of organizational process is an important problem in understanding the organizational operation during insurgent event. The key of modeling organizational dynamics during event process is to describe the uncertainty of individual behaviors. Towards this end, in this paper, the dynamic organizational evolution during an insurgent event is analyzed, and the individual behaviors are modeled as task-oriented self-organization process. A real insurgent event is used to analyze the organizational process, and the organizational structure, task workflow and information flow during the process are studied. Experimental results demonstrate that the proposed model is consistent with the empirical research. The method provides a way to understand the dynamic organizational evolution process and exhibits potential application in strategy development.

Proposing a Model for Promoting the Performance of Information Flow in Organizations Using SISP Approach

This study aimed to develop and to validate a Strategic Information Systems Planning (SISP) model designed to improve the information flow performance by incorporating the antecedent factors into information technology components, information needs and security of information flow factors. The methodology was carried out in four phases; the theoretical study, the conceptual framework design, the survey design, the data analysis, and the model development and validation phase. Questionnaires were distributed to 350 employees at the Ministry of Higher Education and Scientific Research (MoHESR) and four (4) government universities in Yemen for data collection. Based on the correlation results, it was found that information technology components have significant relationship with information needs. Moreover, information technology components have a direct significant relationship with the security of information flow in the MoHESR and universities in Yemen and they have indirect influence through the information technology components on the security of information flow in the MoHESR and universities in Yemen. By adopting the Structural Equation Modelling (SEM) analysis using AMOS, the results indicated that all the fit indices satisfied the recommended range of value. This implies that the model developed was acceptable. The validation results also revealed that the entire model fitness was appropriate and evidence of the stability of the conceptual framework used in this study.

Performance assessment and optimisation of a large information system by combined customer relationship management and resilience engineering: a mathematical programming approach

ABSTRACTISs and ITs play a critical role in large complex gas corporations. Many factors such as human, organisational and environmental factors affect IS in an organisation. Therefore, investigating ISs success is considered to be a complex problem. Also, because of the competitive business environment and the high amount of information flow in organisations, new issues like resilient ISs and successful customer relationship management (CRM) have emerged. A resilient IS will provide sustainable delivery of information to internal and external customers. This paper presents an integrated approach to enhance and optimise the performance of each component of a large IS based on CRM and resilience engineering (RE) in a gas company. The enhancement of the performance can help ISs to perform business tasks efficiently. The data are collected from standard questionnaires. It is then analysed by data envelopment analysis by selecting the optimal mathematical programming approach. The selected model is validated and verified by principle component analysis method. Finally, CRM and RE factors are identified as influential factors through sensitivity analysis for this particular case study. To the best of our knowledge, this is the first study for performance assessment and optimisation of large IS by combined RE and CRM.

APPLIED KNOWLEDGE MANAGEMENT IN SMALL DESIGN FIRMS: CASE STUDY

Knowledge is the new strategic imperative of organizations. The ability to manage knowledge is a crucial part of any organizations operational processes. The creation and diffusion of knowledge have become ever more important factors in competitiveness. This paper investigates the Knowledge Management and flow information and in small design firms. It is divided into three main parts. The first part of this paper describes the importance of Knowledge Management for organizations are described together with responsibilities needed to ensure successful Knowledge Management implementations and the Spiral of Organizational Knowledge Creation conception. The second part approaches literature available about process and organizational structure and information flow related to Brazilian design firms. Finally, this paper presents a case study of small design office of Civil Engineering identifying organizational process, verifying the types of communication practices and identifying the types of dynamic process of The Spiral of Organizational Knowledge Creation, KM strategy and dynamic through Knowledge Transfer.
