Analisis SWOT/TOWS Untuk Perencanaan Strategis Sistem Informasi dan Teknologi Informasi Pada SMK di Kota Lubuklinggau

Currently, information and communication technology (ICT) has become an important sector for administering education in schools. The use of Information and Communication Technology is one of the determining aspects in competition. The condition of ICT in Vocational High Schools (SMK) in Lubuklinggau City has not fully used ICT-based applications, several schools that already have ICT applications and infrastructure are built themselves and are managed according to local needs both in the administration section and the support units. Meanwhile, on the other hand, there are still aspects of the public that are not yet based on ICTs with inadequate ICT facilities / infrastructure to support the success of organizational goals in the field of education optimally. For this reason, the researcher wants to help the Education Office of the City of Lubuklinggau to plan a technology strategy and information system that can be used as a guide in the ICT strategic plan. This study uses the SWOT / TOWS matrix as one of the methods applied for internal analysis in order to produce strategic planning proposals for ICT development for vocational schools in Lubuklinggau City.

Teaching and Learning with Technology: Ramification of ICT Integration in Mathematics Education

The study was undertaken to determine the extent of integration of Information and Communication Technology (ICT) to Mathematics teaching and learning processes among Junior and Senior High School teachers in the Division of Tanauan City. Further, the research also identified various challenges encountered in ICT-based teaching and learning Mathematics. This study used mixed method of research to obtain the necessary data in the conduct of this research. Specifically, the researchers used survey questionnaire, interview, and focus group discussion with the 77 junior and senior high school Mathematics teachers from the division of Tanauan City. The actual number of respondents was determined using Raosoft sample size determination at five percent margin of error and used stratified random sampling. The Weighted Mean, Frequency Distribution, Percentage, Mean, Standard Deviation, and T-test were the statistical tools used to analyze the data gathered. Based on the findings of the study, majority of the respondents were female, bachelor’s graduate, from teachers I to III, 15 years below in the service and not active in the ICT – related seminars attended. Most of the respondents use technology in writing lesson plans, in computing students’ results and, in teaching the lesson through power point presentations. However, due to the lack of resources and little fund from the MOOE, the respondents rarely use telecommunication devices such as cable, satellite, fax-machine etc. to interact with pupils. There is a significant difference between the extent of the use of ICT in teaching and learning Mathematics and years in teaching. Different challenges like lack of ICT facilities, confidence in the use of ICT and lack of trainings attended were the most commonly identified by the respondents. With the aforementioned, the researchers recommended that Mathematics teachers must be given more opportunities to participate ICT-based seminars and trainings.

ICT IN OPEN AND DISTANCE EDUCATION: A TOOL FOR LEARNER SUPPORT SERVICES AND POLICY DEVELOPMENT

Purpose of the study: The purpose of this study is to highlight the role of Information and Communication Technology (ICT) in open and distance learning system of education at Uttarakhand Open University. This paper also highlights the best practices of ICT in learner support services offered by the University and areas of distinctiveness in utilizing ICT applications.
 Methodology: This study is a descriptive-analytical in nature and adopts a case-study approach in presenting the various ICT facilities offered by the Uttarakhand Open University at its Headquarters, Regional Centers, and Learning Support Centers. It has been carried out to examine the role of ICT in Open and Distance Learning to strengthen the learner support services and analyze the best practices of ICT offered by the University.
 Main Findings: The huge increase in online enrollments has been noticed from the year 2015-16 to 2019-20. Simultaneously the noticeable growth has been noted in total enrollments from urban and as well as from rural areas due to University e-services and support.
 Applications of this study: This study helps all the Institutions of Higher Education, especially for the Open and Distance Learning Institutions. The applications of ICT in education increase in the Gross Enrollment Ratio and also reduces the skill gap among institutions of higher education. During this study, author(s) found that the optimal utilization of ICT in Open and Distance Learning Institution, can reduce the complexity of physical data handling at headquarters and leads fast decision making towards learner support strategies, etc.
 Originality: This study describes the various initiatives taken by the University regarding the use of ICT to facilitate learner support services, and also strengthen the reachability of higher education to the remotest areas of the state. This study highlights recommendations for Open and Distance Learning Institutions to the optimal utilization of ICT applications.

Utilising Technology in Making the Nigerian Administration of Criminal Justice Act Effective for Criminal Trials

The 2015 Administration of Criminal Justice Act (ACJA) has set Nigeria on the path of adopting a more technology-driven criminal justice administration. Prior to its enactment after several years of consideration, there had been only episodic use of Information and Communication Technology (ICT) facilities in criminal proceedings. This paper examines Nigeria’s Criminal Justice Administration (CJA) in light of the ACJA’s innovative provisions with a view to furthering the application of ICT facilities. It is hoped that ICT might be integrated throughout the CJA as it currently operates in Nigeria so as to promote the effective and efficient automated administration of criminal justice. In the new era of social distancing given the COVID-19 pandemic, such reform is submitted to be imperative.

Factors influencing the deployment of innovative (ict) facilities by construction organisations in port Harcourt, Nigeria

Data management and exchange of information within contractor organization or between contractors and/or consultant or clients are facilitated through effective information and communication technologies (ICTs) facility provisions. Information exchange happens in real time and jobs made easier through the use of electronic devices. In spite of the huge data generation and information exchange needs of construction contractors, they are still faced with the challenge of adopting ICT in their daily transactions. Thus, this research set out to assess the factors influencing innovative ICT facilities deployment in contracting firms in Port Harcourt. The study adopted a survey approach, in which quantitative data were gathered from construction professionals within the study area, using of a well-structured questionnaire. With a response rate of 68.28%, the data gathered were analyzed using percentage and factor analysis. The study reveals that the factors influencing the deployment of ICT in construction are; Change related issues, Security related concerns, Human and management related Concerns, and Cost related Concerns. Key among these factors are satisfaction with existing method of working, inadequate trained ICT professionals, inadequate knowledge about return on ICT investment, virus attack, security breach and fear of piracy, and lack of legal support for use of ICT. It was recommended that government should put legislation in place to make it mandatory for construction firms to make ICT an integral part of their service delivery.

ICT Psychomotor Teaching Strategy in Oral English Class in Akure, Nigeria

Teaching oral English in an ESL environment is a complex exercise which requires appropriate instructional aids and methods, conducive learning environment, as well as, teacher competence. These requirements can be guaranteed by Information and Communication Technology (ICT). However, how much of ICT facilities are available and functional in secondary schools in an L2 situation in a developing country is an issue. The study examined the effects of ICT on students’ academic performance in oral English in a quasi-experimental design involving experimental and control groups with 200 male and female students from four purposively sampled secondary schools in Akure North Local Government Area of Ondo State, Nigeria. Oral English Achievement Test (OEAT) was developed, validated and used for data collection administered as a pre-test: before the treatment and as post-test: after the treatment, for four-week duration. Three research questions were raised and three hypotheses were tested at α=0.05 level of significance. The data collected were computed using t- test statistics. Study revealed that there is no significant difference between the learning achievements of students in rural and urban schools taught oral English using either ICT tools or chalk and talk strategy. It also showed that using ICT tools as a psychomotor strategy for teaching and learning stimulates learning and promotes better understanding of oral English among secondary school students. The study recommended that ICT facilities be made available for the teaching and learning of oral English in secondary schools and that teachers should be adequately trained to effectively use the facilities.

Improving ICT and renewable energy for environmental sustainability in sub-Saharan Africa

The study investigates the role of information and communication technology (ICT) and renewable energy on environmental sustainability in sub-Saharan Africa. The system generalized method of moments (GMM) was employed to estimate data of 45 sub-Saharan countries that cover the 2008 -2016 period. Result reveals that increasing ICT penetration and renewable energy use reduce CO2 emissions and improves environmental sustainability. Economic growth and population growth also mitigate CO2 emissions while education and trade openness have a neutral impact. These findings imply that increasing penetration of ICT facilities and renewable energy in the region will promote inclusive environmental sustainability. The interactive estimation of ICT variables was further considered to determine net effects and the ICT threshold that is relevant for policy implication.

ADOPSI TIK DAN IMPLIKASINYA BAGI PERTANIAN DI BALI

Agriculture in Bali has historically been part of the traditional culture of rural communities. Utilization of information and communication technology (ICT) in the agricultural sector in Bali is still scarce. Therefore, research on the adoption of ICT in the agricultural sector is an urgent need at this time. This research contributes to understanding the adoption and use of ICT, identifying obstacles related to ICT use, and proposing recommendations with managerial implications for improving the current ICT system in Bali's agricultural sector. Research was carried out by distributing questionnaires about knowledge and ICTs for agriculture.
 The research findings show that there are 93,7% of the total respondents using at least one of the related equipment or ICT facilities for their agricultural businesses. As many as 74,1% of respondents who have adopted ICT have been able to overcome farming problems. Farmer respondents found ICT as an important factor in improving the quality of human resources and the quality of government services to them. The implications of ICT in agricultural development in Bali are considered very important, especially in extension activities. The availability of internet access and the ability and skills of the assisting officers are sufficient to help farmers, groups, or farmer groups to obtain information in the form of technological and institutional innovations.This information is needed in seeking the welfare of farmers. ICTs are a formal and informal source of practical information. Information can be accessed at any time every day. A number of agricultural websites provide weather forecasts, crop prices, financial and industrial services, and other general news. Internet connection provides a variety of functions and benefits to agricultural producers. Research shows that internet usage and the intended use may vary according to the type of operation.

Application of ICTs in agricultural extension delivery services in Benue State, Nigeria

This study examined the application of information and communication technologies (ICTs) in agricultural extension delivery services in Benue State, Nigeria. Forty respondents were selected. Primary data were used, and collected using a structured questionnaire. Data were analyzed using descriptive statistics. Research findings revealed that respondents had low level of access to ICT facilities, as the mean value of their access level for most of the ICT facilities was below the medium scale (2.00). The ICTs with high access were radio (x̅ = 2.50), television (x̅ = 2.35) and Mobile phones (x̅ = 2.78). The respondents had a high usage of mobile phones (x̅ = 4.00), radio (x̅ = 4.00), television (x̅ = 3.83), internet connected computers (x̅ = 3.00) and printers (x̅ = 2.08). The constraints to the application of ICTs by the respondents were infrastructural, financial and technical in nature. Based on these findings, it was recommended that ICT facilities be provided in the work places of extension agents, provision of infrastructure required for the operation of ICTs, and provision of financial assistance to extension agents with respect to procurement and maintenance of ICTs.

The Implementation of ICT in Teaching English as Foreign Language: A Case Study of Premary School English Teachers in Kotamobagu, North Sulawesi

This study aims to find out whether ICTs (Information and Communication Technologies) really helps EFL teachers in Kotamobagu to improve their students’ English ability. This study uses the teachers’ perceptions as the main sources to answer the research questions of this current study. It focuses on finding the EFL teachers’ knowledge level in implementing ICTs, the level of ICT implementation for educational purposes, and problems that teachers might face during ICT implementation in the classrooms. This study uses mixed method of quantitative and qualitative approach by using questionnaire and interview to gain the data. The findings show that in general, teachers have fair capability in using ICTs. They also have positive attitude towards ICT implementation where they claimed that ICTs are useful to improve students’ learning achievement. The teachers use ICTs for various reasons and at the last this study found that lack of ICT facilities has become the main problem that they often face.

Application of Information and Communication Technology (ICT) in Dissemination of Information in Selected Special Libraries in Ilorin Metropolis, Kwara State, Nigeria

Background of the study: This study examined the Application of ICT in Dissemination of Information in Selected Special Libraries in Ilorin Metropolis, Kwara State, Nigeria. Three Special libraries from the metropolis of the state comprised the sample population of the study; Central Bank of Nigeria Library, Michael Imoudu Institute of Labor Studies Library and Ghalib Chamber Library.Purpose: The study employed a survey research design using the Enumeration sampling technique. A questionnaire was used to obtain data from the respondents. The population of the study consisted of twenty-one (21) respondents which comprised of library professionals and library assistants. The usage of Email to render CAS is not a norm in these special libraries.Method: Data collected from the field were analyzed using descriptive method of analysis.Findings: Apart from CAS, it was found that selective dissemination of information (SDI) is not done with the aid of technological tools in these Libraries and these libraries rarely make use of OPAC to provide easy access to their resources, efficiency and effectiveness of ICT in the dissemination of information were not realized because of the low usage of ICT to drive operations in the library. The study recommended that there should be a standard alternative source of power for proper Usage of ICT facilities and management of special libraries should help their users in subscribed for a database that would assist them in having access to robust information.Conclusion: The study concluded that ICT facilities are put in place in the selected special libraries are not adequate and are as well not fully utilized. It was gathered that the usage of ICT facilities to render services like current awareness services (CAS) is not up to expectation.

A study of Chinese technical and vocational college teachers' adoption and gratification in new technologies

AbstractThe problem motivating this research is the rapid introduction of educational technologies and the strong push to use new technologies in technical and vocational training in China coupled with varied responses and uneven adoption of new tools on the part of practitioners. This study investigated the factors that influence technical and vocational college teachers' adoption and appreciation of information and communication technology (ICT) in China using the technology adoption and gratification (TAG) model. At total of 535 teachers from public technical and vocational colleges were surveyed using a purposive sampling procedure. The survey data were analyzed through structural equation modeling. Findings suggest that the use of ICT had three primary determinants: teaching purpose, research purpose and academic purpose. Technical and vocational college teachers' technology adoption and gratification was directly and indirectly predicted by their computer self‐efficacy, intention to use, perceived ease of use and usefulness of ICT. Most importantly, the TAG model accounted for 77% of the variance in teachers' gratification using those predictive variables. This research successfully applied the TAG model and it further fosters recommendations for future investigations. This study contributes to theoretical, methodical and practical understandings of the use of ICT in technical and vocational education, which has been much less explored than in K‐12 education and university settings. Investigations have revealed that many gaps exist in identifying ICT facilities, access, skills and usage in technical and vocational education. Studies have suggested that ICT development requires significant training on the part of teachers and creates new demands for students. What this article adds This research exhibited that vocational and technical college teachers’ use of ICT had three primary determinants: teaching purpose, research purpose and academic purpose. Chinese technical and vocational college teachers’ adoption and gratification in new technologies were directly and indirectly predicted by their computer self‐efficacy, intention to use, perceived ease of use and usefulness of ICT. The findings of this study recommend that the quality of teaching, learning and research in vocational and technical education could be enhanced through the application of emerging ICT. Implications for practice and/or policy The larger goal is to use the results as a basis for future studies in the relatively unexplored area of ICT use and adoption in teaching and training in developing countries. By conducting cross‐cultural studies, researchers could be able to comprehend the overall scenarios of ICT in vocational and technical education as proposed. This study contributes to theoretical, methodical and practical understandings of the use of ICT in technical and vocational education, which has been much less explored than in K‐12 education and university settings. Teachers' skills to use ICT should be enhanced through ongoing training programs offered by the authorities of technical education.

Predicting knowledge creation through the use of knowledge acquisition tools and reading knowledge sources

PurposeThe purpose of this research paper is to report about an investigation on the relationship between knowledge acquisition and knowledge creation to find out whether knowledge acquisition can predict knowledge creation. The study measures the concept of knowledge acquisition through the faculty use of knowledge acquisition tools and reading knowledge sources while measuring the concept of knowledge creation through the faculty use of knowledge creation tools and publishing knowledge sources.Design/methodology/approachThe population of the study is faculty members in the United Arab Emirates (UAE). The sample of the population consisted of 300 faculty members affiliated with 26 universities and colleges. Data was collected from the sample through questionnaire instrument. Stated hypotheses and Mathew’s theory of knowledge consumption–production correlation are tested and verified through correlation matrix and regression analysis.FindingsFindings of the study revealed that the use of knowledge acquisition tools by faculty members has a positive effect on the use of knowledge creation tools and on publishing knowledge sources. Likewise, reading knowledge sources appeared to have a positive impact on the use of knowledge creation tools and publishing knowledge sources. Accordingly, the study confirmed the stated four hypotheses. Moreover, the results of the study supported the theory of knowledge consumption–production correlation and strongly confirmed the prediction of knowledge creation through the use of information and communication technology (ICT) tools for knowledge acquisition and reading knowledge sources.Practical implicationsFindings of the study appeal to the decision-makers and stakeholders of academic institutions to make effective investment in ICT facilities and knowledge sources to improve knowledge creation among faculty members.Originality/valueNot many studies have investigated how knowledge acquisition can predict knowledge creation in the academic environment. This paper contributes to the understanding of the relationship between knowledge acquisition and knowledge creation in academic settings. Findings of the study can be an important reference for providing and improving knowledge sources, knowledge acquisition tools and knowledge creation tools in the academic environment.

PENGEMBANGAN MEDIA PEMBELAJARAN INTERAKTIF PADA MATA PELAJARAN SISTEM KOMPUTER DI SMK

The use of computer-based instructional media at Vocational High School (SMKN) 3 Pariaman is still limited to a media presentation using power point. Along with the advancement of information and communication technology (ICT), a lot of software that can be used to create interactive learning media. The results of the preliminary survey of the implementation of learning system computer at SMKN 3 Pariaman shows that there are no teachers who use interactive learning media with Adobe Director software. ICT facilities and infrastructure such as computers, LCD projectors, and internet at SMKN 3 Pariaman existing one, but have not used optimally. Learning media is one important factor in improving student learning outcomes. The selection of learning media in accordance with the needs and characteristics of students can help students understand the subject matter. This research aims to produce an interactive learning media that valid, practical, and effective to help students to master the subject of System Computer.The research method used was R&D (research and development) by using 4D development model (define, design, develop and disseminate). The results showed that interactive learning media is valid based on the assessment of each aspect by the validator. interactive learning media is considered practical based on observation and responses teacher and student. This shows that, Interactive Learning Media otherwise effective use as a medium of learning in improving student learning outcomes. Management of Information and Communication Technology and Teachers’ Work Performance in Secondary Schools in Cross River State, Nigeria

The aim of the study was to investigate the relationship between management of Information and Communications Technology (ICT) and teachers’ work performance in secondary schools in Cross River State, Nigeria. To achieve the purpose of the study, two research questions and one null hypothesis were formulated to guide the study. Survey research design was adopted for the study. The population of the study comprised of 5288 teachers in all the 271 public secondary schools in Cross River State, Nigeria. A sample of 800 teachers was drawn using stratified and simple random sampling techniques. Two instruments titled: Management of Information and Communications Technology Questionnaire (MICTQ) and Teachers’ Work Performance Questionnaire (TWPQ) were used to collect data from the respondents. Data was analyzed using Pearson Product Moment Correlation at .05 level of significance and 798 degrees of freedom. The finding revealed that among the 12 principals’ ICT management practices, only cleaning/dusting, proper utilization, arrangement of facilities and ventilation centres were significant. A positive significant relationship between Information and Communication Technology and teachers’ work performance was also established (p < .05). Based on the finding, it was recommended amongst others that, there should be adequate supply of ICT facilities to secondary schools for effective utilization by teachers and students for quality teaching and learning.

The Impact of Information and Communication Technology Utilisation on Firm Performance: A Case Study of Women Entrepreneurs

Rapid economic development and globalisation make Information and Communication Technology (ICT) become more important as media of production, marketing, and sourcing information. In this era, the level of computerisation is viewed as crucial for the development of industries. Enterprises that are lagging in the ICT facilities are regarded as out-dated and not progressing. Women entrepreneurs are always seen as lagging behind and there is a wide digital divide among them, hence different levels of performance prevails. This paper attempts to examine this issue through focusing on factors that influence level of ICT utilisation in women owned enterprises and how far this will affect their firm performance. In this paper performance is measured by percentage sales, percentage export, value of sales, and profit earned by the firms. The analysis is based on 200 women entrepreneurs surveyed in 2004 in the Klang Valley. They are involved in various types of manufacturing and services sub-sectors. The study found that the level of ICT utilisation is significantly determined by the entrepreneur’s level of education, period of firm establishment, and firm size. It was also found that capital and labour are the two most important determinants of total sales. Other factors that significantly determine total sales are firm size, ICT workers, Internet usage, and computer usage in the production and accounting management.

Information and Communication Technology: A Strategic Tool in the Internationalization of Higher Education

The level globalization of education is determined by several factors including the Information and Communication Technology (ICT). This study was designed to examine ICT as a strategic tool in the internationalization of higher education. The study applied the descriptive survey research design. The sample size of the study consisted of 294 respondents (171 male and 123 female lecturers) selected from six tertiary institutions in Delta State, Nigeria using the systematic and simple random sampling techniques. Correlation Coefficient was used to collect data from respondents. Data analysis was done with mean, standard deviation and z-test. Findings from the study revealed that ICT played a crucial role in the internationalization of higher education by fostering the exchange of information and collaboration among different higher institutions, and reducing the stress of processing admission into higher education. It also made teaching and learning easier in higher institutions, enhancing the image of higher institutions across the world and reducing the workloads of staff in higher institutions. Poor budgets/underfunding of tertiary institutions, ill-equipped ICT facilities in tertiary institutions, among others were revealed as challenges facing internationalization of higher education through ICT. No significant difference was found between male and female lecturers’ perception of the role of ICT in the internationalization of higher education. Based on the findings, it was recommended that government should expand accessibility of ICT facilities by building ICT centres in all higher education institutions.

Application of Information and Communication Technology (ICT) in Academic Libraries

The main purpose of the study is to assess Application of Information and Communication Technology (ICT) in academic libraries. The application of ICT has provided more effective and efficient service delivery in the library. The use of ICT facilities is an important tool in the academic libraries as it supports resource sharing among academic libraries, increase effective and efficient service delivery, saves time, provide marketing opportunity of its services, provide speedy and easy access to information and to provide more up to date information to users. ICT facilities in the academic libraries are meant to work towards the actualization of the institution aims and objectives. The article discussed the following areas: to identify the Information and Communication Technologies (ICT) facilities available in academic Libraries; to investigate areas ICT can be applied to in academic libraries; to examine the challenges of ICT application to library services and suggest strategies for improving ICT application to library services.

An Analysis on the Application of Information and Communication Technology (ICT) in Teaching Health Education Students in Tertiary Institutions of Adamawa State, Nigeria

The paper sought to analyse the application of Information and Communication Technology (ICT) in teaching Health Education students in tertiary institutions in Adamawa State. A survey research design was used for the study. The population for the study comprised of 4 tertiary institutions offering Health Education out of which 2 were sampled. A simple random sampling was used in selecting 150 students from each of the institutions sampled making a total of 300 respondents. Data was collected with the use of questionnaire which was subjected to validity and reliability test. The mean and ANOVA was used in establishing the correlation between the variables in the study. The researcher accepts a result if the average mean is above 2.6 which is on the high side and shows a significant relationship. The researchers also reject a result if the average mean is below 2.5 which is on the low side and shows no significant relationship. Based on the findings of this study, it is recommended that: institutions and their management should have more ICT training centers on campus, the management of the institutions should urgently make sure ICT facilities are available for students’ use, the students should be given assignments, course project, group work, which will involve sourcing for information from the internet, lecturers should encourage students to organize mini seminars for presentation of assignments through the use of power point among others.
