Study On Policy Effect Evaluation and Optimization Path of Foreign Investment Introduction in Shenzhen

his paper deeply discusses the implementation effect of Shenzhen’s foreign investment introduction policy, and makes a comprehensive evaluation of its policy effect. Through the systematic analysis of the historical background, current situation of the foreign investment introduction policy and its economic, social, scientific and technological influences in Shenzhen, the positive effects of the policy on promoting economic growth, optimizing industrial structure, enhancing scientific and technological innovation ability and improving social welfare are revealed. At the same time, this paper also points out the existing problems and challenges in the implementation process of the current foreign investment introduction policy, such as the lack of adaptability of some foreign enterprises to the local environment, the attractiveness of the policy needs to be improved, and the insufficient efforts to promote industrial upgrading and scientific and technological innovation. Based on the above analysis, this paper puts forward the optimization path of Shenzhen’s foreign investment introduction policy, including strengthening the formulation and implementation of localization strategy, improving the pertinency and attractiveness of the policy, promoting industrial upgrading and scientific and technological innovation, etc. These optimization paths aim to further play the role of foreign investment introduction policy and promote the sustainable and healthy development of Shenzhen’s economy.

Spatial association network of carbon emission performance: Formation mechanism and structural characteristics

To enhance regional carbon emission performance (CEP), understanding the spatial association characteristics of CEPs in cities has emerged as a pivotal strategy for the Chinese government to address climate issues. In this study, the formation mechanism of the CEP spatial network is illustrated and a super-efficient SBM model used to measure the CEP of each city in the Yangtze River Delta (YRD) from 2003 to 2018. Subsequently, the structural characteristics and influencing factors of the CEP network were explored using a macro-micro-individual analysis framework. The results showed that the CEP of regional cities exhibited clear network structural characteristics, with a continuous strengthening of spatial association. The motif structure type with reciprocity and agglomeration played a decisive role in the network. The low-carbon development of the YRD mainly depended on the driving effect of the core cities; however, there was a noticeable disparity in individual centrality between the core cities and the others. Geographic proximity and differences in economic agglomeration, open policy, and transportation had a significant positive impact on the CEP network. Conversely, disparities in industrial structure, population agglomeration, and technological innovation were not conducive to network formation. Based on these findings, policies to promote the low-carbon transition in the YRD have been proposed.

Spatial correlation network structure of energy-environment efficiency and its driving factors: a case study of the Yangtze River Delta Urban Agglomeration

Improving energy-environment efficiency is not only a requirement for constructing China’s ecological civilization but also inevitable for achieving sustainable economic and social development. Studies on energy-environment efficiency based on relational data and network perspectives are limited, which hinders the development of collaborative regional emission reduction activities. This study uses the SBM-Undesirable model to measure the energy-environment efficiency of the Yangtze River Delta Urban Agglomeration from 2010 to 2020, adopts a modified gravity model and social network analysis to reveal the structural characteristics of its spatial correlation network, and explores its driving factors through the QAP method. The study found (1) an overall upward trend in energy-environment efficiency but with problems of uneven development. (2) The spatial correlation of energy-environment efficiency shows a complex network structure, with increasing network correlation and strong network stability; the network can be divided into four plates: net benefit, net overflow, two-way spillover, and agent. (3) Differences in industrial structure, environmental regulation, economic development, and technological innovation significantly impact the formation of spatial correlation network of energy-environment efficiency. This study provides a reference for the construction of a cross-regional synergistic mechanism to improve energy-environment efficiency.

City size and energy efficiency of Chinese manufacturing firms: An empirical study from a city characteristic perspective

The nexus between city size expansion and energy issues has caused heated academic and policy debates. This study empirically investigates the effects of city size on manufacturing firms' energy efficiency in China. Results suggest that the relationship between city size and energy efficiency is inverted U-shaped. City size impacts energy efficiency through its effects on industrial agglomeration and technological innovation. The heterogeneous analysis reveals the differential effects, where firms in energy-intensive sectors, being small and growing, are more affected. Finally, city characteristics, represented by urban sprawl and economic density, significantly moderate the relationship between city size and energy efficiency. These findings provide some insightful references for future urban planning and energy conservation.

Adopting Technological Innovations in the Air Cargo Logistics Industry in South Africa

Background: The air cargo logistics industry has been deemed reluctant to adopt new technologies for their business operations. So, this study aims to examine the adoption of technological innovations in the air cargo logistics industry in South Africa. The specific objective is to emphasise the effects of technologies on air cargo logistics operations to address the reluctance to adopt technological innovations in the industry. Methods: A questionnaire survey was conducted randomly on three hundred and seventy-three (373) cargo agents at the OR Tambo International Airport. The data were subjected to a nonparametric test with Kruskal–Wallis, exploratory factor analysis and regression analysis to explore the effects of technologies for prompt adoption and implementation of emerging innovations that enhance quality service delivery. Results: The study found that promptly adopting emerging technological innovations in the air cargo logistics industry promotes efficient operations, improves warehousing, and enhances cargo delivery services for customer satisfaction. Also, the study established that technologically driven operations and warehousing are significant determinants of quality service delivery in the air cargo logistics industry. Conclusions: This study encourages the prompt adoption and implementation of technological innovations for improved quality service delivery, customer satisfaction, and loyalty in the air cargo logistics industry.

Factors Influencing Enterprise ESG Performance

This paper discusses the factors which influence the environmental, social, and governance performance of enterprises by reviewing previous studies. The article is analyzed from the external and internal environment of enterprises and developed from three dimensions: social institution, policy, and executives characteristics. Social institution and policy are external environments, and executives characteristic is the internal environment. The factor of social institutions, political institutions, labor institutions, and cultural institutions are discussed. They will be detailed on corruption, unemployment rate, labor protection, social cohesion, and equal opportunities. Unemployment rate and labor protection pose a positive impact on enterprise ESG performance, while high levels of country corruption, social cohesion, and equal opportunities contribute to negative ESG performance. Spanish, French, and Japanese enterprises are listed as an example. Spanish and French firms have similar levels of social and corporate governance performance, while Japanese firms are more committed to environmental issues due to cultural institutional differences. In the factor of policy, the article focuses on the positive influence of Chinas environmental regulation on technology innovation in the paper industry. The factor of executives characteristics, international background, and diversity, specifically in female proportion, of corporate executives are helpful to enterprise ESG performance. ESG performance is influenced by the external and internal environment of the enterprise. There is a mutual promotion between external and internal environments. This paper analyzing several factors will provide a reference for developing enterprise ESG performance in different countries.

How to Promote the Development of Industrial Wastewater Treatment Technological Innovation in China: A Tripartite Evolutionary Game Analysis

As a priority in the water treatment field, industrial wastewater treatment has attracted much attention in China. Although previous studies have pointed out the importance of technological innovation in industrial wastewater treatment, they have not taken into account the complex relationships involved in the subject, resulting in ineffectiveness. To solve this problem, this study innovatively introduces a wastewater treatment service provider and constructs a three-party evolutionary game model by simultaneously considering the penalty mechanism and public participation. An evolutionary stability analysis of each subject was performed, and the initial strategy and sensitivity analysis of the key parameters were explored through numerical simulation. The results of the study are as follows: (1) there was a positive interaction between the behaviors and strategies of the three parties of wastewater treatment; (2) subsidies and penalties can effectively encourage wastewater enterprises and wastewater treatment service providers to choose green behavior; (3) technological innovation in wastewater treatment is the key to reducing additional costs; (4) public supervision and media monitoring have a more obvious impact on governmental strategic decisions. The results of this study can provide a reference for the government to improve incentives and for stakeholders to adjust their strategies for decision support.

How Can the Digital Economy Promote the Integration of Rural Industries—Taking China as an Example

The rapid development of China’s digital economy has promoted the digital transformation of Chinese society and become a new driving force for China’s social development. Furthermore, increasing farmers’ income is the central task of China’s “three rural issues” project, and the integrated development of primary, secondary, and tertiary rural industries is an important way to revitalize rural industries and broaden farmers’ income channels, so it is very important to promote the integrated development of rural industries. In the context of the rapid development of China’s digital economy, it is of great significance to study how the digital economy promotes the integration of rural industries. Therefore, this study analyzed how China’s digital economy promotes the integration of rural industries by using the panel data and regression models of 30 provinces (municipalities and districts) in China from 2011 to 2021. The results show that (1) there is a significant positive relationship between the development level of the digital economy and the level of rural–industrial integration and that the development of the digital economy promotes the process of rural–industrial integration; (2) intermediary effect analysis shows that as the digital economy promotes rural–industrial integration, scientific and technological innovation levels and rural human capital are important intermediary channels; and (3) spatial analysis shows that the development of the digital economy can not only promote the integration of rural industries in the province but also have a positive spatial spillover effect on neighboring provinces. Therefore, it is necessary to create a good atmosphere for the development of the digital economy, constantly promote the development of the digital economy, pay attention to scientific and technological innovation and rural talent training, and promote the integration and coordinated development of the digital economy and rural industries between regions in order to improve the level of rural–industrial integration and contribute to the rural revitalization strategy.

Changes in heavy-weight impact sound isolation by construction stage in new residential buildings

In Korea, 63% of the population lives in residential buildings. Due to the prevalence of residential buildings, there are constant disputes and complaints related to floor impact sound. To address the floor impact sound problems, the Ministry of Land, Infrastructure, and Transport (MOLIT) announced strong legal regulations from 2022. The law holds construction companies liable for compensation if they fail to meet the minimum sound insulation standard. The existing construction methods for floor structures were unable to meet the required minimum sound insulation standards, leading to the need for improvements. The evaluation process was enhanced by changing the source from bang-machine to impact ball, leading to more accurate assessments of floor impact sound insulation. In response to the challenges faced with existing methods, the research paper developed and applied a composite floor structure using a new material with increased area density. The performance of each construction stage in the new composite floor structure was measured and evaluated according to the ISO 16283-2 (testing) and ISO 717-2 (evaluation) standards. The implementation of the new composite floor structure with increased area density resulted in a noise reduction of up to 10 compared to the bare slab. Factors Influencing on Competitiveness of China’s Provincial Level Light and Engineering Industry

Establishing a competitiveness evaluation index system of lighting industry, quantitative evaluation of sustainable development performances of the industry, and scientific recognition of shortages against the industrial development have important strategic significance to guide local governments to adjust the industrial development strategies and realize the multi-dimensional goals of sound and sustainable development. In view of connotations of competitiveness of light and engineering industry, a competitiveness evaluation index system of this type industry is established in this study based on the overall goal of the new high-quality development layout. The dimensions of this system cover industrial input capacity, industrial output capacity, industrial technological innovation capability, and policy environmental capacity. Based on data in 2022, the provincial competitiveness level of light and engineering industry in China was evaluated by TOPSIS method and entropy method. Regional heterogeneity, constraints, and spatial characteristics of competitiveness of lighting industry in China were disclosed. Results demonstrate that: – Generally speaking, the sustainable development level of lighting industry in China is increasing gradually; there are relatively high competitiveness level of lighting industry in Guangdong, Zhejiang, and Jiangxi; – The industrial input capacities and the industrial output capacities have significant contributions to competitiveness of lighting industry in China, while industrial technological innovation capability and policy environmental capacity have less contributions; – Competitiveness levels of lighting industry are different in different provinces, showing a pattern of high level in Southeast China and low level in Northwest China, besides constraints against competitiveness of lighting industry also vary significantly among provinces, especially in improving output efficiency; – The competitiveness of lighting industry is weak in key development field, restricted development field, potential growth field and appropriate development field. Thus, improving product quality and safety level, promoting resource saving and strengthening production control ability are common directions for provinces to improve competitiveness of lighting industry. Therefore, this study believes that competitiveness level of lighting industry in China under the new high-quality development layout is required to combine with shortages of regional development, focus on establishment of the lighting industrial system, and solve problems like technological innovation and backward production facilities firstly. Moreover, improving product quality and optimizing resource utilization are breakthroughs to realize sustainable development of the national light and engineering industry.

Knowledge Spillover and Spatial Innovation Growth: Evidence from China’s Yangtze River Delta

This article explores the relationship between knowledge sources at different levels and corporate innovation from the perspective of urban cluster, with a focus on enterprises. This paper conducted an empirical analysis of 375 listed companies in 27 cities within the Yangtze River Delta urban cluster in China from 2009 to 2019. The findings showed that: (1) Local scientific knowledge spillovers, mediated by industry relevance, positively influence firms’ innovation performance. This study verifies how spatial knowledge is dimensionally reduced from scientific spillovers to industrial technological innovation. (2) Emerging industries acquire relevant scientific knowledge for transformation from a broader regional scope. Regional knowledge creation in the Yangtze River Delta urban cluster has stimulated industrial innovation across various sectors, thereby enhancing the overall innovation capacity and level of the urban cluster. (3) Regional diversity significantly affects the process of transforming knowledge into innovation. This paper supports the existence of a unified spatial innovation network among heterogeneous spatial economic entities and emphasizes the innovation synergy from lower to higher levels within heterogeneous hierarchical innovation networks. Developing urban agglomeration strategies that leverage the resource advantages of industrial clusters and adjust industrial layouts is an important approach to promote innovation and economic growth.

Does China's low-carbon city pilot policy improve energy efficiency?

The execution of the low-carbon city pilot strategy by the Chinese government is an essential assurance for optimizing the urban ecological environment and the key to enhancing energy efficiency. Based on the panel data of 199 prefecture-level cities in China from 2003 to 2016, the propensity score matching and difference-in-differences (PSM-DID) model was used to empirically validate the influence of the low-carbon city pilot policy on energy efficiency, and its internal mechanism was further analyzed. The study findings demonstrated that: (1) Low-carbon city pilot policy tremendously increased the level of energy efficiency; however, there was a lag in the impact of policy implementation. (2) The heterogeneity study of cities demonstrated that the low-carbon city pilot policy had a highly diverse influence on the energy efficiency of various types of cities. More specifically, the low-carbon city pilot program had a more noticeable influence on the energy efficiency improvement of big cities, non-resource cities, and eastern cities compared with small and medium-sized cities, resource cities, and central and western cities. (3) The analysis of the impact mechanism revealed that the low-carbon city pilot policy improved energy efficiency through industrial structure optimization and technological innovation, while energy consumption has not been established as an effective approach for low-carbon city pilot policy to affect energy efficiency.

Do governance patterns of environmental regulation affect firm's technological innovation: Evidence from China

In China, the environmental governance patterns of local governments differ significantly. This study explores the possible relationship between environmental governance patterns and firm's technological innovation. It firstly develops a quantitative method to describe environmental governance patterns by decomposing the environmental regulation intensity index into Normalized Governance Index (NGI) and Passive Governance Index (PGI). Then, this study employs Chinese city-level datasets in 2011–2015 to estimate High-Dimensional Fixed Effect model with instrumental variable (IV). The results show that, first, environmental regulations of governments positively affect technological innovation. Second, NGI has a positive moderating effect on the relationship between environmental regulation and technological innovation, whereas PGI has a negative moderating effect. Third, two opposite forces induced by governance patterns can explain the inverted U-shaped Porter effect. The results suggest energy, environmental, and technological innovation policy implications, as stable and expectable environmental regulation can better promote industrial sector technological innovation given the Porter effect.

Big data industry development and carbon dioxide emissions: A quasi-natural experiment

Big data industry development and carbon dioxide emissions reduction are the crucial driver and objective functions of economic growth, respectively. Whether the two types of corresponding policies can achieve the “win-win” effect is the key to green development transformation in the future. However, little attention has been paid to the influence of big data industry development on carbon dioxide emissions. Based on the quasi-natural experiment in China's national big data comprehensive experimental area, the paper identifies the causal effect between big data industry development and carbon dioxide emissions. Specifically, the panel data of 282 cities in China spanning from 2010 to 2019 are used in regression analysis. The study reveals that the big data industry development has a substantial impact in reducing carbon dioxide emissions. Meanwhile, the findings are confirmed by a set of rigorous robustness checks. The heterogeneity analyses suggest that the effect of inhibiting carbon dioxide emissions due to the big data industry development is more significant in eastern & central China, and large-sized cities. In addition, the big data industry reduces carbon dioxide emissions through the effects of industrial structure optimization, technological innovation, and resource allocation. Our findings contribute to the nexus between big data industry development and carbon dioxide emissions. In light of these findings, the paper recommends that governments integrate economic growth and environmental protection policies by promoting big data industry development.

Does carbon trading mechanism improve the efficiency of green innovation? Evidence from China

Although the innovation effects of carbon trading mechanism (CTM) have attracted considerable concern, there is still a lack of empirical research on how the CTM promotes the efficiency of green innovation in China. Therefore, this paper purposes to investigate how CTM affects the efficiency of green innovation and revels its potential paths, including industrial structure, energy structure, technological innovation, human capital, and foreign direct investment (FDI), based on panel data of 30 provinces and cities in China spanning from 2008 to 2020. SBM-DEA model is employed to calculate the efficiency of green innovation in 30 provinces and cities. We then employ the synthetic control method (SCM) to investigate the influence of the CTM on the efficiency of green innovation, and the results show that the CTM can improve the efficiency of green innovation. By using the Hausman model, several conclusions are obtained. First, the CTM has a positive effect on improving the efficiency of green innovation. Second, from 2008 to 2020, the efficiency of green innovation in China is continuously improving, although it is still imbalanced across regions. Third, the CTM can influence the efficiency of green innovation by affecting the industrial structure, energy structure, human capital, and FDI.

Synergy level of pollution and carbon reduction in the Yangtze River Economic Belt: Spatial-temporal evolution characteristics and driving factors

Achieving synergistic control of air pollution and carbon emissions is crucial for addressing environmental changes. This study aims to assess the synergy level of pollution and carbon reduction, identify driving factors, and provide realization paths to reduce pollution and carbon emissions synergistically. Using a coupling coordination degree model and optimal parameters-based Geographical detector model, this study focuses on 108 cities in the Yangtze River Economic Belt. Results reveal that PM2.5 control is more effective than carbon emission management in the YREB. The synergy level of pollution and carbon reduction shows an upward trend with the mean synergy level increasing 7.2% from 2006 to 2019. Spatially, significant heterogeneity exists, with higher synergy degrees in upstream areas. Social and natural factors including industrial structure, technological innovation, energy structure, human capital, and economic foundation significantly influence pollution and carbon reduction synergy. The interaction between natural constraints and high-quality development factors such as technological innovation and the digital economy further strengthens the driving force, with the strengthening of a single factor reaching up to 75%. Based on regional differences in synergy levels, this study proposes targeted applicable suggestions, including strengthening inter-city interaction, optimizing regional industrial and energy structures, and promoting technological innovation.

Evaluation of the coordinated development between Chinese cultural industry and scientific & technological innovation.

Based on the coupling and interaction relationship between China's cultural industry (CI) and scientific & technological innovation (STI), this study constructed an index system for their coordinated development. The weight of each indicator was determined by using the entropy value method (EVM), and the coupling coordination degree (CCD) model was used to calculate CCD and coordination degree of China's CI and STI from 2012 to 2020. On this basis, the key factors in the coupling effect were analyzed using grey correlation degree (GCD). The results demonstrate that: (1) there is a high-level coupling relationship between China's CI and technological innovation; (2) the level of coupling coordination between the two is generally on the rise, experiencing a development process from serious maladjustment to high coordination; (3) Industry resources, policy support and the cost of cultural undertakings are the endogenous factors restricting the development of CI, and the environment and output of STI are the key factors restricting the coupling and coordinated development of Chinese CI and STI.
