New State Structure and Agriculture Governance: A Case of Service Delivery to Local Farmers in the Eastern Gangetic Plains of Nepal

Under the new constitution adopted in 2015, Nepal embraced the federal structure of government comprising seven provincial and 753 local governments, each with their own legislative, judicial, and executive powers. Nepal’s agriculture sector provides livelihoods to about 60% of the population. However, its bottlenecks are rooted in poor implementation of agricultural policies and plans, low levels of investment, uncertain political commitment and weak governance, especially a lack of an effective service delivery mechanism to farmers. This study analyzed the impacts of federalism on the institutional arrangements and governance of the agriculture sector through both review of literature and field-level information gathering, particularly focusing on extension service delivery to farmers in Province 2. The findings highlight the impacts of federalism on agricultural governance mainly in functional overlapping, resource allocation, priority setting, coordination, human resource management, and extension service delivery. The lack of coordination and collaboration between the three tiers of government and the line agencies results in less-effective extension service delivery, especially in providing integrated, specialized technical services to farmers which is the main responsibility of local governments. Lack of poor understanding of governance, institutionalization, and human resources management is found to be one of the most serious problems with the provincial and local governments. The consequences are that despite a huge potential to improve service delivery leading to increased production and a market surplus, the province remains food-deficient and lacks food and nutrition security. The study recommends a strong political commitment, better policy and institutional coordination and coherence, and good governance in all tiers of government by providing demand-driven agricultural services leading to higher cropping intensity and productivity potential for which it is well recognized.

Using fire to enhance rewilding when agricultural policies fail

Rewilding has been proposed as an opportunity for biodiversity conservation in abandoned landscapes. However, rewilding is challenged by the increasing fire risk associated with more flammable landscapes, and the loss of open-habitat specialist species. Contrastingly, supporting High Nature Value farmlands (HNVf) has been also highlighted as a valuable option, but the effective implementation of agricultural policies often fails leading to uncertain scenarios wherein the effects of wildfire management remain largely unexplored. Herein, we simulated fire-landscape dynamics to evaluate how fire suppression scenarios affect fire regime and biodiversity (102 species of vertebrates) under rewilding and HNVf policies in the future (2050), in a transnational biosphere reserve (Gerês-Xurés Mountains, Portugal-Spain). Rewilding and HNVf scenarios were modulated by three different levels of fire suppression effectiveness. Then, we quantified scenario effects on fire regime (burned and suppressed areas) and biodiversity (habitat suitability change for 2050). Simulations confirm HNVf as a long-term opportunity for fire suppression (up to 30,000 ha of additional suppressed areas between 2031 and 2050 in comparison to rewilding scenario) and for conservation (benefiting around 60% of species). Rewilding benefits some species (20%), including critically endangered, vulnerable and endemic taxa, while several species (33%) also profit from open habitats created by fire. Although HNVf remains the best scenario, rewilding reinforced by low fire suppression management may provide a nature-based solution when societal support through agricultural policies fails.

PROBLEMY I PERSPEKTYWY PRODUKCJI EKOLOGICZNEJ W ROLNICTWIE RODZINNYM NA UKRAINIE

The article reveals the problems of organic farming in Ukraine. The study showed that small producers, such as family farms, have the ability to produce organic products in accordance with the appropriate requirements. A SWOT analysis of the process of organic farming by a private peasant household was conducted as well as the main opportunities and threats, strengths and weaknesses of its functioning and development were identified. The strategy of development of the Ukrainian organic agriculture of family farms has been chosen. It will give the chance to pursue it further by means of strategic directions, such as: tax incentives for producers of organic products, implementation of the state program for sustainable development of rural areas, “green” tourism and rural cooperation, elimination of political levers of influence on the implementation of state agricultural policy, as well as implementation of the state program to support the development of advisory services in the field of organic production.

The Mechanisms of Implementation of the State Programs in the Agrarian Sector of Economy

Modern studies in the field of public administration confirm the high efficiency and prospects of using targeted programs at various levels. The formation and realization of targeted programs in the implementation of the agrarian policy of Russia allow of solution of the most significant problems of the latter, while observing all planning principles and constantly monitoring the results achieved. The author of this article analyzes the use of targeted programs on the example of the “State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets”. He considers the directions and causes of its changes, the amount of financing aimed at its implementation, the distribution of responsibilities for its implementation and monitoring. The author also compares this program with the similar one at the level of the Voronezh region, identifies and substantiates common features and signs of difference. In addition to the positive aspects, it is indicated that the regional authorities are not yet fully aware of and so do not use the level of independence available to them in the formation and implementation of agricultural policy. The article proves the strategic nature of program-target planning, its specificity and systemic nature, which makes it attractive for public administration. A general conclusion is drawn on the effectiveness of targeted programs as a mechanism for implementing agricultural policy at the national and regional levels.

Analyzing the economic policy in the field of AIC, the authors studied the main directions and priorities of public support for agricultural sector of the Republic of Kazakhstan. The analysis of current state and development trends of the industry is carried out. The problems of agro-industrial production are outlined. The measures for the implementation of agricultural policy of Kazakhstan are considered. Prospects for solving pressing issues are shown in the frame-work of the medium and long-term State programs for agricultural sector of the republic. The main principles of public support for agriculture as the most important sector of national economy are considered. Methods and forms of public support for agro-industrial complex are analyzed, where special attention is paid to government preferential subsidies and lending to AIC entities. Some aspects of employment policy in agricultural entities and agricultural labor market are considered. Based on the results of the study, conclusions were done on the importance of State regulation of the country's agricultural sector for ensuring food security, increasing the competitiveness of domestic agricultural products on domestic and foreign markets based on innovative development, creating a favorable environment for expanding business system, increasing the investment attractiveness of the industry, and financial stability of commodity producers.

Structural analysis of nontraditional Andean fruit chains : The case of the Inca berry agri-food network in Ecuador

The diversification of agri-food chains has a fundamental role in the economic development of Latin American countries. In Ecuador, the exports of nontraditional crops reached USD4.33 million in 2016. This analysis focused on the Inca berry chain, which is in the Interandean zone and represents a relevant economic expansion. Therefore, the aim was to understand the dynamics across the stages and flows, considering socio-productive and economic aspects, export determinants and policy implications, for which a systematic methodology was used. This study concluded that the diversification of marketing channels, strengthening of associative structures and implementation of agricultural policies are needed to improve performance.

Assessment of semi-natural habitats and landscape features on Irish farmland: New insights to inform EU Common Agricultural Policy implementation.

Concerns over the loss of biodiversity and ecosystem services in farmland have prompted the development of agri-environment policy measures aimed at reducing farming pressure and maintaining semi-natural habitats in farmed landscapes. However, further knowledge is needed to guarantee successful agri-environment measures implementation. The current study assessed the quantity and the quality of semi-natural habitats in farms across a gradient of farming intensities in two contrasting regions in Ireland. Policy protection seemed fundamental for semi-natural habitats preservation. Habitats not protected by agricultural policy relied on extensive farming and are in danger of disappearing if they are intensified or abandoned. Due to the lack of policy incentives for habitat quality, no correlations were found between farming intensity and share of semi-natural habitats with habitat quality. Therefore, extensive farming and retention of habitats alone may not reverse the decline of farmland quality and biodiverisity and, thus, measures incentivising the environmental quality may be more successful.

GOVERNANCE AND REGULATION AS AN INDISPENSABLE CONDITION FOR DEVELOPING THE POTENTIAL OF RURAL AREAS

The subject of the study is the rural territories and settlements of the country, which are influenced by the conflicting processes of reforming the economic basis of their development, which increases the uncertainty and causes the emergence of social risks in terms of organization of economic activity and obtaining the required level of labor income and, accordingly, the level and quality of life. The current transformational changes in rural areas, amid the processes of decentralization of the current management system, create new conditions that are more or less conducive to the successful organization of rural residents' livelihoods. The urgent task of today is to study the practical problem of the effective development of rural territories, the insufficiency of its development and the complex tasks of revitalization of rural territories of their resource potential in the context of intra-regional features of rural development, which is the basis for carrying out scientific research in accordance with these topics. The purpose of the study is to explore ways to solve problems of regional development, especially rural development, which has never been neglected by economic science, since sustainable development of the country and its regions is impossible without the social revival of the village. Also, a comprehensive theoretical and practical study of issues of management and state regulation of rural development, in particular, the substantiation of socio-economic and environmental problems of the development of the Ukrainian village, the isolation of rural areas, the formation of organizational and economic mechanism of state support for their development and implementation of modern state agricultural policy. Methodology. The problematic of the development of the potential of rural territories is based on the use of multifaceted scientific methods of knowledge of phenomena and processes. Application of statistical methodology in the process of analyzing the dynamics and tendencies of rural development, the effective functioning of agriculture, which is the basis for the study of problems of rural development in general. Economic and statistical research is based on specific techniques, their totality forms the methodology of statistics (methods of mass observations, groupings, generalizations, time series, index method, etc.). Results. In the conditions of formation of market relations in rural areas, especially in the period of economic instability in the country, the study of preconditions for ensuring balanced potential of rural development on the basis of internally oriented motivational factors, justification of priority types of economic activity of rural territories of the region with observance of ecological requirements becomes extremely relevant. One of the main areas to reform the regional development management mechanism is the development of local initiative. The practical implementation is to use the method of delegation of authority as one way of establishing the competence of local public authorities, which is an important part of the decentralization of the executive power, and is of great importance for all processes of the rule of law and, in particular, for improving the efficiency of the local government system. public authority. The Institute of Delegation of Authority in the current context is important for the functioning of public authority in rural areas. In addition, the introduction of a programmatic targeting method in the budgetary process of rural development will help to ensure transparency of the budgetary process, which will clearly define the goals and objectives for which the budgetary resources of the region are spent, which in turn will increase the level of control over the results of implementation of budgetary programs. This approach will improve the quality of fiscal policy-making, the efficiency of distribution and the use of budgetary resources in rural areas. Value/originality. State policy in Ukraine on regulating the potential of land relations should be aimed at solving the organizational and legal problems that have accumulated in recent years and to address the social negatives of land transformation in the countryside.

Роль обліково-аналітичного забезпечення державної аграрної політики в умовах фінансових криз

State agricultural policy should be aimed at identifying the factors of creating added value and stimulating its generation. Effective implementation of state agricultural policy is impossible without reliable information in the volumes necessary for different levels of government. The purpose of the article is to determine the role of the system of accounting and analytical support in the implementation of the state agricultural policy and to propose the guidelines for its improvement in the context of financial crises. The analysis of the dynamics of gross output and expenditures of the state budget for the agricultural sector was performed and economic accounts of agriculture were evaluated. The factors that stimulate the development of accounting were identified and their characteristic was given. Accounting aggregates were presented as elements of innovative methods of management information support. Based on the analysis of the achievements of foreign researchers, the matrix of characteristics of the accounting and analytical support of the state agricultural policy was formed by the author. It was revealed that during a period of stable functioning of the agricultural sector, the effectiveness of management decisions depended on how the accounting system provided management of relevant, complete and reliable information about the status of assets, liabilities, results of operations and financial resources of economic entities. But during the crisis managers need information about the stock of production and financial stability, forecast of production costs, logistics efficiency and other indicators that need to be controlled. The model of accounting and analytical support of the state agricultural policy was built. It was proved that the role of accounting and information support especially increases during a crisis, because the accounting information and its analysis makes it possible to predict the most realistic scenario for the development of the situation.

ОСОБЛИВОСТІ ІНСТИТУТЦІЙНОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ УКРАЇНИ

The urgency of institutional support for the development of the agro sector of the economy is due to the fact that institutional transformations are carried out in the process of reforming agricultural relations. In up-to-date conditions, the implementation of state agricultural policy involves the development and introduction of a strategic concept of rural development and the existence of an institutional network for its implementation.Such researchers as O. L. Galtsova, P.T. Sabluk, V.I. Puhachov, O.V. Anysenko, Ju.M. Lopatynkyi, V.I. Kyfiak, S. Urba paid attention to this issue in their scientific works. Institutional support and development of the agro sector in the context of transformational changes in the national economy, as well as problemsrelated to the patterns and features of market agrarian transformations are not fully studied. The main purpose of the article is to analyze the features of institutional support for the development of the agro sector ofUkraine's economy.The article examines the regulatory and legal support of the process of institutional support for the development of the agro sector of Ukraine's economy. The current state and main problems in the implementation of institutional transformations underthe conditions of transformational changes are determined. It is established that progressive institutional changes in the agro sector will not give the desired effect without similar changes in the entire economy of Ukraine.The problem of slow institutional support for the development of the agricultural sector depends on the following factors: reluctance to deal with complex issues, inertia of outdated institutions and procedures, perception of threats from relevant parts of the public sector, including the research sector.

Influencing factors and spatial differentiation of cultivated land abandonment at the household scale

At present, China’s food security situation is grim because cultivated land is the basis of food security, but abandoned cultivated land has become a common phenomenon of land use change. This study used the panel data of household survey in China to analyze the change of cultivated land use behavior and influencing factors of farming households that contracted cultivated land from 2010 to 2016, and examined the probability change and regional difference from the perspectives of explicit abandonment and implicit abandonment. The results show that:First, cultivated land contracted by farmers experienced both explicit and implicit abandonments.Implicit abandonment is relatively large, but the phenomenon of abandonment in the future will gradually decrease. Second, in terms of consistency, investment in seeds, pesticides, and fertilizers,and the implementation of agricultural subsidy policies have significant inhibitory effects on land abandonment, but their marginal effects will be reduced. Land expropriation will prompt farmers to choose land abandonment, which has a negative long-term effect. Third, the influencing factors of explicit and implicit abandonments are different. Explicit abandonment is significant in hilly areas.The scale of cultivated land and the strategy of returning the grain plots to forestry and grass can reduce the probability of implicit abandonment for farmers. Natural hazards will cause explicit and implicit land abandonment, the marginal effect of natural hazards on explicit abandonment will be reduced, but the marginal effect on implicit abandonment will increase. Last, in terms of spatial differences, it is still possible that the cultivated land in the economically developed areas will experience an explicit abandonment, and the main grain-producing areas may continue to experience an implicit abandonment. In the future, it is necessary to formulate and improve relevant land and agricultural policies, continue to increase agricultural investment, carry out largescale land transfers, and so on in order to solve the problem of farmland abandonment.

Estimation of Maize (Zea mays L.) Yield Per Harvest Area: Appropriate Methods

Standardization of crop yield estimation methods at various levels of farming helps to obtain accurate agricultural statistics as well as assessing the suitability of agricultural practices under various production conditions. The current paper reviews various maize yield estimation methods, taking into account available yield parameters, and it also analyses the yield gap between maize potential and attainable yield. The easiest and more reliable methods of yield estimation are based on yield parameters collected from the field. However, farmer estimation methods are cheaper and faster compared to any other method of yield estimation from farmers’ fields. This paper also elaborates on the importance of the use of more complex methods for yield estimation, such as remote sensing and crop modelling. These complex methods are more accurate and can predict yield before field harvest with less deviation from the exact harvest yield. However, they are very expensive and not efficient for small plots of land (less than 1 ha). Factors that contribute to the gap between potential and actual yield include poor implementation of agricultural policies, strict regulation of fertilizer inputs, vulnerability of smallholder cropping systems to adverse climatic conditions, occurrence of biotic and abiotic constraints, as well as unavailability of seeds and labor.

Effectiveness of Common Agricultural Policy Implementation in Slovakia – European Project Implemeted by the Association of Agrarian and Environmental Lawyers

Abstract The Common Agricultural Policy (CAP) is the oldest EU policy and is one of the supranational areas and policies of the European Union (EU). CAP introduced diverse legal and economic tools for comprehensive and smart restructuralisation of the Slovak agriculture and rural areas. With the purpose to improve the CAP implementation in Slovakia, the project “Effectiveness of Common Agricultural Policy implementation in Slovakia” (CAPE) was prepared and submitted by the Association of Agrarian and Environmental Lawyers. The project was approved by the Education, Audiovisual and Culture Executive Agency and it has been granted from September 2019 (Decision Nr. 2019–1802/001.001, Project Nr. 611792–EPP–1–2019–1–SK–EPPJMO–SUPPA). The idea to submit project proposal aroused from the need to contribute to improving the Common Agricultural Policy implementation in Slovakia. The main aim of the project is to perform the interdisciplinary research in the field of the effectiveness of CAP implementation in Slovakia with the specific objectives to discuss and advise local, regional, national policymakers and decision–makers on different aspects of the CAP implementation, transfer the research results and the expertise to the practice and to disseminate the project outcomes among interested target groups and civil society.

Determinants of Farmer’s Participation in Farmers’ Associations: Empirical Evidence from Maputo Green Belts, Mozambique

Currently, the creation of farmers’ association has been suggested as an instrument for improving farmer’s well-being in developing countries, either to its potential contribution to markets access as well as by strengthening dissemination of information between farmers. However, most urban agriculture studies deal with production and marketing. Few studies analyze the determinants of producers' engagement in farmers’ associations. Therefore, the study has evaluated the determinants of producer’s participation in farmers’ associations in Maputo green belts, Mozambique. The random sampling technique has been used to collect data from 126 smallholders, of which 63 are the members of farmers’ association. A log it regression model has been used for quantifying the factors influencing farmer’s decision to affiliate on farmers’ association. The results of this study indicate that the variables with more influence on farmer’s decision to affiliate on farmers’ association are: gender, age, household size, and household income. Men are more likely to become members of farmer’s associations than women. The results also suggest that farmers outside farmers’ association have higher incomes and apparently have little interest for being affiliated to farmers associations because they can self-finance their agricultural activities. Access to credit and the size of cultivated area are not significant, however, the probability associated with the odds ratio for these variables have positive effects. The study recommends the implementation of agricultural programs and policies that encourage young farmers especially those with larger areas, and incomes to participate on agricultural and marketing associations.

Federalizm fiskalny i środowiskowy a polityka rolna

Stworzenie przez państwo skutecznej i efektywnej polityki rolnej jest niezmiernie trudnym zadaniem. Wydaje się, że zaprojektowanie właściwego zestawu instrumentów staje się tym trudniejsze im większego obszaru dotyczy. Celem artykułu jest próba odpowiedzi na pytanie, jak wielką rolę w tworzeniu i realizacji polityki rolnej w UE powinna odgrywać Komisja Europejska, a jak dużą rządy poszczególnych państw członkowskich. Odpowiedź na to pytanie bazuje na osiągnięciach teorii federalizmu fiskalnego i federalizmu środowiskowego. Artykuł opiera się na przeglądzie literatury oraz analizie optymalnego z punktu widzenia celów polityki rolnej zakresu kompetencji administracji publicznej w tworzeniu i wdrażaniu polityki rolnej przy uwzględnieniu aktualnych wyzwań stojących przed rolnictwem. Uzyskane wyniki pozwalają określić, jak zoptymalizować podział zadań związanych z polityką rolną między szczeblami administracji, co umożliwia wdrażanie skuteczniejszej i efektywniejszej polityki rolnej.

Barriers to the Promotion of Agricultural Land Consolidation in Rural Areas from Farmers' Point of View (Case Study: Fash Dehedtan of Kangavar County)

Purpose- The present study aimed to investigate the most important obstacles to the promotion of agricultural land consolidation in the rural areas of Kangavar County. This study seeks to answer a key question: What are the main obstacles to the implementation of agricultural land consolidation policy in the villages of the study area? Design/methodology/approach- The present research is an applied one conducted in a descriptive-analytical method; field work was used for data collection and factor analysis was used for data analysis. The population of the study included 1216 land users. Using Cochran's formula, 211 questionnaires were developed and randomly distributed among the users. The stratified sampling method was used to determine the number of samples in the villages. Cronbach's alpha was used to determine the coefficient of validity of the questionnaire in the village; the validity of the questionnaire was 0.816, which indicated the data were suitable for the research. Findings- The findings show that ‘the factor of investment and fund’ accounts for 14.445% of the variance, which is the most important obstacle to the development of land consolidation in the rural areas. However, the lack of support of government agencies and organizations, infrastructural weaknesses, individual factors, lack of creativity, lack of intellectual participation and trust, lack of management and production practices, lack of knowledge and awareness, and lack of access to communication facilities in rural areas are important constraints on land consolidation in the rural areas of the study.

Sustainability Assessment of Annual and Permanent Crops: The Inspia Model

The Initiative for Sustainable Productive Agriculture (INSPIA) project promotes best management practices for agriculture, to enhance the provision of ecosystem services through better stewardship of soil and water resources while ensuring high levels of productivity. This paper presents the INSPIA methodology for the assessment of sustainability and for guiding farmers on strategic decision-making at farm level, applicable to any kind of cropland. The methodology is based on the application of 15 best management practices, which are assessed through a set of 31 basic sustainability indicators that cover the economic, social and environmental dimensions both agreed by a panel of experts. Basic indicators are then grouped into 12 aggregated indicators, to build the final INSPIA composite index. The INSPIA methodology provides farmers and advisers with a tool to understand sustainability and which, to a certain extent, serves to improve performance toward sustainability. Results are presented in three different ways: a bar diagram with the whole set of basic indicator-values; a pie chart representing the sustainability split in the aggregated indicators; and a final sustainability index. In the medium and long term, the INSPIA methodology can help to monitor and assess agricultural and environmental policy implementation, as well as help improve its decision-making processes in the future.

Measuring environmental, economic, and social sustainability index of tea farms in Rize Province, Turkey

Tea farms sustainability assessment was the primary aim of this study. A set of socially, scientifically, and self-validated indicators based on the defined basic factor and established criteria were developed and used to measure the tea farms sustainability. A total of 138 tea growers, selected by stratified sampling technique, were interviewed. Various steps were executed such as application of factor analysis after standardizing the indicators to estimate their weights for aggregation them in order to measure the composite tea farms sustainability index. The results show that average farms sustainability index was 0.39, which was not up to the mark. Although the economic sustainability (0.23) was even lower than the overall sustainability index, social (0.51) and environmental (0.43) sustainability indices were higher. Furthermore, in result of k-mean cluster analysis, farmers were clustered into low (42%) and high (58%) sustainability tea farms. The comparison of these two groups demonstrated that the high-sustainability tea farmers were hiring less labor, and also applying low chemical fertilizers at their tea orchards. Regarding farm management practices, they were also good as compared to low-sustainability tea farmers in the practice of terracing, conducting soil test, and applying fertilizer. Moreover, they were significantly different in environmental sustainability than the other group. It was concluded that the economic sustainability lowers the overall sustainability, and in order to increase tea sustainability in study area the first priority should be given to the implementation of agricultural policies focusing on economic conditions of farmers. Two initial strategies of increasing economic sustainability are controlling the chemical fertilizers and employing family members instead of hiring labor. These need to be followed by other factors that lower economic sustainability.

Food safety as the main vector of a country’s economic development

Food security is one of the main goals of the agrarian and economic policy of the state. In its general form, it develops the vector of movement of any national food system to its ideal condition. In this sense, the pursuit of food security is a continuous process. At the same time, to achieve it, there is often a change in development priorities and mechanisms of agricultural policy implementation. The agrarian complex is of great socio-economic importance as it not only satisfies the needs of the population in some of the most important foodstuffs, but also reflects the standard of living in the country. It should be borne in mind that the current situation in the world is characterized, on the one hand, by the presence of a large number of starving in third world countries, on the other, by the excess production of food in developed countries, where no more than 20% of the world's population lives. Developing countries are unable to provide the population with their own foodstuffs in accordance with physiological standards, so they are forced to import it in exchange for strategic material resources, precious metals and significant political concessions. Food security is a condition in which all people of a country, at all times, have the physical, social and economic access to quantitative and nutritious food that meets their needs and is necessary for an active and healthy life. The state policy of many countries began to be built taking into account the cyclical development of the economy, including specific agricultural cycles. At the same time, in the recovery and growth phases, improving the overall economic situation does not always translate into a proportional reduction in poverty and an increase in food security - especially in developing countries. In the phases of depression and crisis, appropriate rigid measures inevitably lead to an immediate and tangible fall in these indicators.

DNA fingerprinting at farm level maps rice biodiversity across Bangladesh and reveals regional varietal preferences

The development, dissemination, and adoption of improved rice varieties are imperative for global food and nutritional security. Knowledge of the crop’s distribution across agro-ecologies is important for impact assessment studies, varietal replacement strategies, and the development and implementation of agricultural policies. Bangladesh is the world’s 4th largest rice producer. Though traditional varieties (TVs) are abundant and valued throughout Bangladesh, population growth and vulnerability to climate change, necessitate efficient deployment of high-yielding stress-tolerant modern varieties (MVs). To aid agricultural policy and strategy this study aimed to accurately assess the distribution of MVs and TVs across Bangladesh during the rainfed rice-growing season. Information derived from a survey of rice production areas were compared and combined with DNA fingerprinting information from the same locations. Biodiversity of Bangladesh rice remained high. While TVs and first generation MVs of Bangladeshi and Indian origin were still commonly grown, recently released stress-tolerant MVs were adopted in large proportions in several districts. Although farmers successfully distinguished TVs from MVs grown in their fields, a considerable lack of authenticity among MVs was observed, pinpointing shortcomings in the seed supply chain. This study identifies focal points for extension work and validates DNA fingerprinting as reliable method for impact assessment studies.
