Analysis of the impact of the volumes of state commissioning on the economy’s availability of specialists in certain professions

In Ukraine, there are imbalances between the specialities of graduates of higher education institutions and the needs of the market, so the issue of studying the possibilities of state influence on increasing the popularity of strategically necessary professions for the development of the country through the state-commissioned education is relevant. The purpose of the study was to determine how changes in the volume of state orders affect the choice of professions and competitive scores, and to develop recommendations for optimising the national policy in the field of financing specialities important for the country’s economic development. Clustering of specialities by the number of applicants enrolled for training was carried out, trends in changes in clusters in dynamics for 2018-2023 were considered, forecast models for changes in the number of applicants for each of the clusters were constructed, and correlation dependencies were determined on the impact of changes in the volume of state orders on attracting capable applicants to the speciality. The results of clustering, the visualisation of which is carried out using graphical methods, to a certain extent determine the popularity of the relevant professions and specialisations among applicants, including the level of sensitivity of the choice of applicants to the influence of external factors. It was determined that fluctuations in the number of applicants in small specialities occur within 1% despite significant changes in the share of state-funded places financed by budgetary funds, but in the cluster of specialities with a large number of applicants, such fluctuations are within 10%. The practical significance of the study lies in the possibility of using the constructed models for each speciality to determine their sensitivity to the impact of changes in the amount of funding for state-commissioned education, which would optimise the distribution of financial resources for training specialists for sectors of the economy

Higher legal education in Ukraine: vectors of reforms

It is indicated that the armed aggression of the Russian Federation against Ukraine, which has been going on for the third year, and the progress of European integration processes taking place in our country, require overcoming challenges in the field of higher legal education. One of the important such challenges is the increase in demand from employers for qualified graduates of higher educational institutions who have modern theoretical and practical training in the fields of tax, administrative, contractual, economic and corporate law. At the same time, there is a high demand among employers for specialists who specialize in the field of corporate relations for legal support of the business activities of international corporations working in the agricultural and other sectors of the Ukrainian economy; participation in international and national arbitration and commercial courts in the consideration of corporate disputes in the interests of companies that do not fulfill their obligations in favor of counterparties that maintain relations with the aggressor state or sanctioned persons; judicial protection of corporate rights of foreign and domestic investors; protection in international arbitrations of the interests of Ukrainian business companies that supply material property for the Armed Forces of Ukraine in case of violation of their obligations to them by foreign companies; participation in legal proceedings regarding the recovery of funds and other assets from sanctioned persons in favor of Ukraine or its business entities, etc. The article examines ways of reforming higher legal education in the conditions of armed aggression of russian federation against Ukraine and its European integration into the European Union. The current requirements of employers for law graduates of higher educational institutions are analyzed. The proposed vectors of reforming the educational process, in particular, from the corporate law course, through the introduction of innovative educational programs that meet international world standards, including EU requirements in the field of higher legal education. The need to develop and use interdisciplinary educational programs for the training of lawyers is substantiated. It is recommended that a separate section in these programs provide for the teaching of a corporate law course. Suggested topics from this course include, in particular, corporate law under martial law; adaptation of Ukrainian corporate legislation to the legislation of the European Union - status and prospects; the accession of Ukraine to the European Union as a factor in its victory over russian aggressor country and other topics. A comparative analysis of EU directives and regulations and Ukrainian legislation regulating corporate relations was made.

Features of career trajectories of graduates of Altai universities (using the example of a sociological study in Barnaul)

Special attention was paid to the employment of graduates of higher educational institutions in Soviet times, when planned state policy distributed graduates to various state-owned enterprises depending on the education they received. It is important to note that on the periphery of the centuries there has been some shift in the idea of a career. If earlier a career was understood as moving up the career ladder, today a career is planned as mastering a variety of practices that complement and develop a person (self-development, a high level of extracurricular, additional activities). Thus, a logical question arises: how do graduates imagine their future careers and whether they think about it at all. How aware are graduates of their employment opportunities in principle and does the university contribute to students' awareness of careers and career opportunities. The selection method was a quota sample with elements of spontaneous selection of respondents. We selected two methods for the study: qualitative (in-depth interview) and quantitative (questionnaire). Together, these methods give the researcher the most accurate idea of the subject under study. Thus, the tools for conducting empirical sociological research were developed based on this methodology. Data analysis has shown that a well-chosen profession increases self-confidence, life satisfaction, and reduces problems related to physical and mental health. And the personal level of "quality of life", responsible for satisfaction, has a significant impact on social, objective indicators of quality of life. Theoretical approaches are analyzed to describe the formation and content of graduates' career trajectories. The psychological approach focuses on the study of self-perception, self-regulation of consciousness, and the process of choice. Pedagogical is based on the formation of certain professional interests and inclinations, the suitability of an individual for a particular profession. Sociologists and economists consider the career trajectories of graduates from the point of view of the need for this profession in society and taking into account the socio-economic relations of the specialized workforce within the organization. In this context, the scheme of professional specialization, types of career guidance and career growth, all kinds of careers of an employee and a graduate are considered. Personality-oriented, sociological, managerial-organizational, biomedical, pedagogical, legal regulation, complex (differentiated) approaches to career guidance are disclosed.

ПРОБЛЕМА ПІДГОТОВКИ ДОДАТКІВ ДО ДИПЛОМУ ВИПУСКНИКІВ ЗВО В СУЧАСНИХ УМОВАХ

This work is dedicated to the issue of preparing addendums to diplomas of graduates of higher education institutions. Nowadays, each graduating department independently prepares diplomas and diploma addendums in electronic form to later send them to a printing house where these documents will be printed. Only a small number of higher education institutions have the opportunity to purchase commercial software or have already developed it themselves. All other institutions are forced to work with a large number of paper documents, which need to be converted into electronic form and placed in a state standard higher education document in accordance with the Law of Ukraine "On Higher Education." It is for this reason that there is a desire to automate the process of filling out addendums to diplomas.

A fuzzy model for the assessment of factors affecting the choice of an institution of higher education

The proposed approach to the formalization of models of development projects and the development of a higher education institution (HEI) provides the possibility of modeling (research), processes of training future specialists and development with the selection of points of origin of projects for the implementation of management tasks. This makes it possible to simplify the description of the main processes of vocational training and to build models for the analysis of improvements through the system of quality and development in the training of specialists in vocational training. In order to conduct higher education diagnostics and form harmonized decisions in higher education development programs in the system of higher education, it is advisable to use programs for the development and management of business processes, the management functions of which are focused on the analysis of the state of the higher education institution and management functions that ensure a successful and less expensive result of higher education development with taking into account the increased requirements of the external environment and the labor market. One of the conceptual provisions of the development of information technologies and education management systems is the further development of information provision in the formation of a single perfect information environment, informatization of education management systems, and evaluation of the quality and effectiveness of training specialists for the production industries, taking into account the requirements of the labor market, production and modern development of science. The proposed technique and method of comprehensive assessment of the quality of education of graduates of higher education institutions with the help of IT on the basis of indicators and indicators of quality, according to quantitative and qualitative factors, their composition, taking into account the needs of production, the requirements of the external and internal and educational environment. Thus, the main technology of education quality management is the most widespread component of artificial intelligence - fuzzy systems. Thanks to its combination with classical models and methods of ensuring the process of management of higher education institutions, it was possible to obtain wider opportunities for working out those parameters that until then had not been considered due to their qualitative nature. It is advisable to include the following input components to the main indicators: finance, training and development, competence, satisfaction, requirements and assessment of higher education institutions, etc.

Correspondence of soft skills of bachelors of physical culture and sports with the specialization "Physical culture and sports rehabilitation" to the needs of the labor market

The article analyzes educational programs for training bachelors of physical culture and sports with the specialization "Physical culture and sports rehabilitation" and established which soft skills are formed in the process of professional training of specialists. Based on the analysis of the results of the employers' survey, the most popular soft skills on the labor market are: artistry, creativity; information literacy; media literacy; digital literacy; communicativeness; self-development; critical thinking; leadership; cooperation, teamwork; emotional intelligence; flexibility, adaptability; productivity (time management); proactivity. At the same time, it was found that a number of soft skills, which are in demand on the labor market, are absent in bachelor's educational programs in the specialty 017 "Physical culture and sport" with the specialization "Physical culture and sports rehabilitation". Recommendations are offered to institutions of higher education regarding the adaptation of educational programs in accordance with the needs of the labor market, in particular, to provide for the formation of such soft skills as critical thinking, artistry, creativity, cooperation, teamwork, emotional intelligence, productivity (time management) and initiativeness. The formation of soft skills in demand in the labor market among graduates of higher education institutions will contribute to the expansion of their employment opportunities in the national labor market.

Формирование критического мышления у студентов вузов (на примере обучения иностранному языку)

The relevance of this study lies in the fact that modern society is putting forward more and more requirements for graduates of higher educational institutions, to have a certain set of professional competencies, critical thinking and teamwork. The purpose of this study is to consider the concept of critical thinking, to identify the stages and levels of formation of critical thinking among students of higher educational institutions. To achieve these goals, the following research methods were used: theoretical analysis and generalization of scientific and methodological literature of Russian and foreign scientists on the topic under study. The purposeful introduction of critical thinking elements into the process of teaching students a foreign language contributes to the formation of their critical thinking skills. The authors of the study cite individual fragments of the developed foreign language training sessions aimed at developing critical thinking skills. The conclusions of the study emphasize the main role of teachers, who help students interpret, analyze, evaluate and implement the acquired knowledge in practice. Teaching students a foreign language in line with critical thinking requires university teachers to master language competencies, purposeful, systematic preparation for conducting training sessions aimed at completing tasks related to the formation of students’ critical thinking skills.

Influence of educational environment on the formation of skills among future professionals

This research aims to explore the impact of educational environment factors within higher education institutions on the process of shaping professional (Hard Skills) and social competencies (Soft Skills) of future professionals. The proposed study falls within the realm of mixed-method scientific inquiry, as it encompasses the synthesis of theoretical analysis of scholarly concepts relevant to the article’s core ideas, a factor analysis of empirical data collected to quantify the influence of external and internal educational environment factors, as well as qualitative generalizations drawn from the results of the factor analysis. Empirical data collection was conducted through the observation of a student group (n = 925) utilizing methods such as surveys, questionnaires, testing, and interviews. The findings of this research are valuable for informing the implementation of models for graduates of higher education institutions. The study revealed that future professionals are expected to have not only hard skills but also develop soft skills, the formation of which should occur in parallel.

СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ ВДОСКОНАЛЕННЯ СПІВПРАЦІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ ТА БІЗНЕСУ НА ОСНОВІ ПРЕЛІМІНАРИНГУ

The article discusses the issues and analyses the problems of the relationship between higher education institutions (HEIs) and business. The purpose of the study is to determine an effective strategy for cooperation between educational institutions and enterprises for the development of the Ukrainian economy. Considerable attention is paid to the general principles of interaction, the role and methods of cooperation in higher education in Ukraine and the world, the advantages and prospects of such cooperation. The authors analysed modern methods of cooperation between HEIs and enterprises. The experience of cooperation between educational institutions and enterprises in the USA, Germany, Great Britain, and Ukraine is considered. The importance of the triple helix model and modern pre-qualification technology, which consists of searching for employees among applicants and graduates of HEIs and business schools, is noted, and the advantages that enterprises can receive in the future by introducing such technology into their activities are considered. Modern practical recommendations for effective cooperation between HEIs and enterprises in all fields of activity have been identified. Аn analysis of the costs of applicants for training and the payback period for these costs after employment has been carried out. It has been established which specialties are the most relevant today and how having a higher education affects obtaining the best job offers. It is concluded that today in Ukraine, in order to ensure effective training of highly qualified employees, it is necessary to ensure constant cooperation between HEIs and enterprises. This should involve the exchange of theoretical and practical experience with the involvement of applicants in the work of enterprises not only during practical training but also when teaching professional disciplines.

КАЗАХСКИЕ СТУДЕНТЫ Г. КАЗАНИ ВТОРОЙ ПОЛОВИНЫ XIX В.: ДЕЛОПРОИЗВОДСТВЕННАЯ ДОКУМЕНТАЦИЯ И ИСТОЧНИКОВЕДЧЕСКИЙ АНАЛИЗ

Today it is necessary to conduct research that systematizes historical documents and reconstructs the history of education and the fate of Kazakh students in higher educational institutions of the Russian Empire. Based on this, the purpose of my article is to analyze the office documentation of Kazakh students of the Imperial Kazan University and Veterinary Institute. For the scientific analysis of office documentation of Kazakh students of the second half of the 19th - early 20th centuries. a systematic approach and source study synthesis were used, which allows us to see the integrity of historical sources and opens up opportunities for expanding social research, involving in the field of studying socio-cultural changes in the Kazakh steppe of the second half of the 19th century. Additional materials. The type of documents we studied is varied: petitions for admission to students of a certain faculty, graduates of higher educational institutions, metric certificates, information about health status; certificates of completion of gymnasiums; certificate of scholarship amount, educational programs, commission protocols on passing state exams, etc. The source analysis of the office documentation of Kazakh students in Kazan turned out to be perspective, because it reveals not only little-studied aspects of the life of Kazakh students in the second half of the 19th - early 20th centuries, but also identified Kazakh families where Kazakh families where the importance of gaining knowledge and educating their children in educational institutions has become a pattern. And accordingly, from the second half of the 19th century, Kazan became one of the centers of formation of the Kazakh intellectual elite.

Academic Mobility as a Factor of Increasing the Competitiveness of University Graduates

The relevance of the study is due to the need of researching the academic mobility of graduates of higher educational institutions as the main factor in increasing their competitiveness in the labor market. The purpose of the study is to determine the role of academic mobility in increasing the competitiveness of university graduates. To conduct the research, empirical, deductive, and inductive methods were used, which helped to identify measures that contribute to improving the competitiveness of university graduates in the labor market. It is determined that participation in the academic mobility program increases the competitiveness of university graduates in the labor market.

Skills of the 21st Century: Adaptation of Educational Programs of the National Higher Education Institutions

The purpose of the article is to identify the skills needed by graduates of higher education institutions in the 21st century for successful employment on the labour market. Achieving the set goal involved the following tasks: identifying trends in the skills needs of the 21st century on the European and national labour market; establish a qualification gap in the skills of higher education seekers; justify the need to adapt the educational programs of national higher education institutions in accordance with the needs of the labour market.
 Based on the analysis of strategic documents of the European Union and analytical materials, modern trends in the labour market were identified. The skills required by the European labour market were established and the skills in demand in the national labour market under martial law conditions were determined. The advantages of understanding the trend of demand and supply in the labour market for different categories of stakeholders: the state, employers, higher education institutions and individuals are determined.
 The largest qualification gap in the skills of applicants of national higher education institutions was revealed, namely: cooperation; teamwork; emotional intelligence; productivity (time management) and justified the need to adapt educational programs of national higher education institutions in accordance with the needs of the labour market.

STRATEGIC COMPETENCE AS A DETERMINANT OF PROFESSIONAL COMPETENCE OF A FUTURE SPECIALIST

The article analyses the research and trends in various literary sources with the aim of identifying new theoretical concepts regarding the essence of strategic competence, with the help of which we can better understand the requirements for strategic competence of specialists to improve the professional training of future specialists. It has been established that the phenomenon of “strategic competence” is a complex and multidimensional phenomenon, so defining the essence of this phenomenon primarily involves clarifying the content of such a related concept as “competence”, on the basis of which it is possible to reveal the essence of the concept of “strategic competence” of a person. Competence in the study is considered as an integrative personal formation that combines the acquired knowledge, skills, abilities, experience and personal characteristics that determine the desire, ability and willingness to solve problems and tasks that arise in real life and professional situations. The analysis of the scientific literature has shown that there is a difficulty in defining strategic competence, as it can refer to both the ability to perform tasks and the way people should behave to fulfil their role. Based on the analysis of the structure of professional competence, we conclude that strategic competence is one of its important structural components. Strategic competence exists as part of the professional competence of a specialist of any profile, and should be used when there is a need to find solutions to real or foreseeable problems in professional activities. It is established that it is advisable to distinguish strategic competence as a separate component of professional competence. It is proved that strategic competence is closely related to higher education and the necessary requirements for graduates of higher education institutions. In the course of the analysis, it is found out that the content of the standards of higher education of Ukraine of the first (bachelor’s) level of higher education in various specialties takes into account the need to form strategic competence in future specialists. It is determined that a high level of formation of a specialist’s strategic competence ensures the choice of an effective model of professional behaviour that should meet the conditions of professional activity; planning and development by a specialist of measures to adapt to the conditions of professional activity, including changes in organizational culture; determination of the overall goal of professional activity; implementation of planned actions and operations; implementation of the planned strategy, etc. It is concluded that strategic competence is one of the components of professional competence, which provides solutions to real or foreseeable problems; this high level of formation of the strategic competence of a specialist ensures the choice of an effective model of professional behaviour that should meet the conditions of professional activity; planning and development by a specialist of measures to adapt to the conditions of professional activity, including changes in organizational culture; determination of the overall goal of professional activity; performance of planned actions and operations; implementation of the planned strategy, etc. The conducted research emphasizes the relevance of this issue in today’s conditions and provides prospects for further work on disclosing the essence and structure of the strategic competence of the head of a preschool education institution.

Технологии и способы трудоустройства выпускников учебных заведений

The advantages and problems of job search and employment methods for graduates of higher educational institutions have been studied. Author’s monitoring has shown that recently every third graduate is a certified unemployed. In modern socio-economic conditions, graduates of higher schools find themselves disoriented in the labor market. 60% work outside their specialty for reasons: 35.7% — it is difficult to find a job; 35.7% — low pay; 17.9% — got a more interesting job; 3.6% — do not like the specialty they received; 7.1% — other reasons. The factors for this are: imbalance of the labor market and the market of educational services; dissatisfaction of employers with the quality of professional education of graduates of educational institutions; low level of interest of educational institutions in the employment of graduates; inflated self-esteem of graduates of their professional level. The author’s monitoring made it possible to identify the most effective methods of employment and determine measures to improve them.

Corpus linguistics in building professional communicative competencies of graduates of higher educational institutions

The purpose of the article is to study the role of corpus linguistics methods in the formation of students’ professional communicative competence. The study used the method of expert evaluation, a method of questionnaire with open questions. There was a change in the minimum score in the experimental group ranging from 50 to 67. Such results are signifi cant and demonstrate the eff ectiveness of the method under consideration. After the experimental training, the value of the criterion was Temp2=4.41, which is higher than the critical value. The practice of creating a corpus at the stage of course planning and selection of educational content has proven its capability and, most importantly, its versatility. The use of both the idea of compiling a subject area corpus and the statistical evaluation of vocabulary is highly eff ective. A scientifi cally based selection of professionally relevant foreign language vocabulary items is eff ective in Teaching a foreign language for any profession. Further research should be aimed at expanding the scope of corpus linguistics in this area.

Unveiling Entrepreneurial Intentions: A Study of Business Graduates in South Punjab's Higher Education Institutions with a Focus on Gender Moderation

In underdeveloped countries like Pakistan there is lack of entreprenurial activities.In order to enhance the entreprenurial activity,it is the need of the hour to identify the personal & socio-economic factors that leads towards the creation of new ventures. Current study was an effort to examine the determinants (entrepreneurial attitudes, lack of fiancé, financial returns and entrepreneurial motivation) of entrepreneurial intentions among business graduates of higher education institutions (HEIs) of southern Punjab, Pakistan with moderating role of gender. The study has used quantitative research design. Population of the study was all the business graduates of HEIs of Southern Punjab. Convenience sampling was used to select the respondents from target population. Sample size was 370.A self-administered questionnaire was used to collect the data from respondents.SmartPLS & SPSS software was used for the analysis of collected data. The findings have established significant positive relationship of all determinants with entrepreneurial intentions except attitude. Moreover, the results have shown that gender does not moderate the relationship between determinants and entrepreneurial intentions of business graduates. Future research can be conducted to explore the reasons for such unexpected results. This study has made a significant contribution to the literature and came to the conclusion that there is a dire need to encourage entrepreneurial mind-set among youth and to create awareness and skills that are necessary to create new businesses.

MODERN METHODOLOGICAL MEANS OF TEACHING GRAPHIC DISCIPLINES FOR FIRST-YEAR STUDENTS

In today's complex social conditions, significant changes are taking place in the system of domestic higher education. High-quality graphic training of graduates of higher educational institutions has been a pressing problem for many decades, so it is necessary to systematically update the existing methodological base and develop effective forms of training. As you know, drawing is the international language of architects and engineers. Working with flat images of spatial objects requires students to have developed spatial thinking already in the first year. In .this study, detailed attention is paid to the review and analysis of existing methodological approaches to the teaching of important classical sections of the discipline "Descriptive Geometry". The trends of improving teaching under the condition of distance learning are also considered, which helps future specialists of creative specialties to increase the level of individual competitiveness in modern market conditions. The purpose of the research is to determine and improve modern methodological tools for teaching graphic disciplines of students of the first course of creative specialties. Our study is related to the scientific research work "Improving the organization of the educational process using distance learning methods and teaching methods of graphic disciplines for students of construction and architectural and art specialties based on the competence approach", which is carried out on the basis of the Department of "Descriptive Geometry and Engineering Graphics" Odessa State Academy of Construction and Architecture (OSACEA) for many recent years. The work uses theoretical and empirical research methods: analysis, classification and synthesis of research base sources, many years of personal teaching experience; diagnostics of students specializing in 191 Architecture and Urban Planning and 023 Fine Arts (observations, monitoring the quality of teaching, self-analysis, etc.). Graphic competencies are very significant for a graduate’s future professional activity, which gives freedom in the creative implementation of the entire design process from the birth of an idea to its implementation.

Managing social intelligence from the perspective of optimising labour market pricing

The objective assessment of their labour value by future employers is a pressing concern for all students and graduates of higher education institutions. Young people frequently overestimate their salary expectations, leading to substandard service provision, or conversely, accept low-paying jobs resulting in emotional burnout due to lack of motivation. The purpose of this study was to identify how students with developed social intelligence assess their earnings prospects during their studies, in the first years after graduation and in adulthood. For this, a survey of students was conducted using the TROMSØ test and specially designed questions that helped to identify the respondents’ subjective assessment of the value of their working time. The study found a statistically significant relationship between social intelligence and labour market pricing. This dependence is particularly pronounced for wage expectations immediately after the graduation (p≤0.01**). However, no correlation was found between social intelligence or its components and ambitions for the level of pay during study. It was found that students are willing to look for part-time work for any financial motivation. As for the level of salary that would fully satisfy them in adulthood, the average salary is three times higher than the minimum wage in Ukraine and equals USD 580. By understanding the level of a person’s social intelligence, one can build an effective hiring system, gaining an additional tool for assessing possible salary ambitions. This will help to optimise the work of the HR department and understand the range of financial incentives needed required to stimulate a particular employee

The Teacher's Role in the Use of E-learning Technologies for English Language Learning in Higher Education: the Neural Impact of Electronic Services on the Student's Brain

The process of globalization affects all areas of the education system, necessitating the correlation of the sphere of professional activity with the requirements for the competence of a modern specialist. Mastering the current information and communication space determines the need to master the unified tool of interaction technologies of e-learning English in higher education institutions. Future graduates of higher education institutions, no matter what field they work in, need skills that promote interaction, implementation of professional self-development. Training highly professional specialists with not only theoretical knowledge and practical skills in their specialty, but also advanced means of communication, electronic platforms, knowledge of a foreign language is fully consistent with the main task of the university. Knowledge of a foreign language contributes to professional culture, creates opportunities to freely navigate in the studied scientific research from the field of knowledge. Higher education professors face the task of not only creating the conditions for learning a foreign language, but also to purposefully motivate students to master it as a necessary competence for carrying out professional activities.
