Premarital Cohabitation as a Model of Matrimonial Behavior of Young People

The relevance of the research topic is caused by the emergence of serious scientific interest in the study of value orientations in the system of traditional premarital behavior, characterized by the presence of destructive phenomena and the formation of a new model of premarital strategy of young people, which have a serious impact on value preferences and attitudes in the system of choosing forms of family and marriage relations.It was found that the traditional system of premarital behavior has undergone a significant transformation associated with increased interest on the part of young people in cohabitation during the premarital period, reflecting the obvious processes of individualization of values and significant changes in the system of behavioral models in the youth environment.The purpose of this article is due to the identification of the main social mechanisms that have a significant impact on the formation of premarital cohabitation among young people.Objectives: to consider the main values in the modern youth environment; to analyze the motives and identify the reasons for the formation of premarital cohabitation in the youth environment in the context of modern transformational processes.Methodology. In the course of work on the study, methods of systemic, structural and functional analysis were used, methods of comparison, observation, questioning and interviewing were used in the process of studying value orientations in the system of premarital behavior of young people.Results. The sociological research conducted within the framework of the problem posed allowed analyzing the features of the value preferences of young people in choosing the main marriage strategies in modern conditions; to determine the degree of influence of social factors on the functioning of the system of premarital behavior, which has undergone significant changes in modern conditions.Conclusions. The transformational processes affecting the institution of the family caused by the difficult socioeconomic conditions of life in Russian society, which had a significant impact on the formation of new value orientations and attitudes among young people, had a significant impact on the state of the system of traditional premarital behavior.

Paediatric Homecare Risk Management: An Application of Functional Resonance Analysis Method (FRAM)

Paediatric homecare is an advancing field of healthcare, bringing care direct to patients in their own homes. Risk management is an integral component of homecare services, including incident and risk assessment management. The objective of the study was to investigate risk management in homecare focusing on two aspects: incident reporting and risk assessments. A Grounded Theory approach was used to gather key functions of these aspects; these were then mapped using the Functional Resonance Analysis method (FRAM). Nineteen nurses working in paediatric homecare services were interviewed for the study. The interviews were semi-structured and focused on risk, quality, complaints, audit, care, and management. The interview data were transcribed and coded using Nvivo; the data were then converted into functions for utilization in the FRAM tool. The FRAM detailed the process of incident reporting and risk assessment management of the actual work carried out as viewed by the participants of the study. The information was then analysed and contrasted with the organizational policy to gain an understanding of the systems of incident reporting and risk assessments, which then led to the development of a refined process that could have less variability in function. Consequently, changes to policy and training in risk management were recommended to enhance the systems.

Using FRAM for Causal Analysis of Marine Risks in the Motor Vessel Milano Bridge Accident: Identifying Potential Solutions

The levels of informatization, automation, and intelligence are continuously improving; however, the risks associated with the increased design and operational complexity of ship systems are increasing. Large-scale ship accidents can occur for several reasons. Existing accident analysis methods that examine marine accidents from the perspective of causal one-to-one correspondence have limitations in systematically analyzing complex marine risks during cause identification for the prevention of similar accidents. This study focuses on a systematic causality analysis of the factors related to human error in marine accidents that may occur during the arrival and departure of mega container ships. In particular, a representative case of the Motor Vessel (MV) Milano Bridge crane contact accident at Busan New Port is considered. To explore the complex organizational–technical, human–technical, and organizational–human relationships relevant to this case, human factors (seafarer, pilot, etc.) that are closely related to the linked causes were analyzed using the functional resonance analysis method. This study aims to reduce human error and prevent marine accidents, including pilotage.

МІЖСТИЛЬОВІ ПРИСЛІВНИКОВІ ЕКВІВАЛЕНТИ СЛОВА СУЧАСНОЇ УКРАЇНСЬКОЇ МОВИ

In recent times, in Slavic linguistics, great attention is paid to the bound disjointed compounds that are on the border between the word and the phraseologism mostly called the equivalents of the word. Scholars have studied semantics, the form of expression, and some aspects of functional-stylistic features of these units on text materials of different functional styles, but, at the same time, no comprehensive research into the functioning of interdisciplinary equivalents of the word has not been done yet. The author of the article identifies the composition of adverbial equivalents of the word that are actively operating in all or most functional styles of the modern Ukrainian language. The research employed the integral extract method, the distributive analysis method, the methods of component and contextual analysis, the methods of functional and stylistic analysis, as well as the matrix method, the method of opposition relations, and the quantitative calculations method. The sources of the research material were texts published during 2010–2021, including translations, of six functional styles of the modern Ukrainian language — confessional, scientific, official-business, journalistic, colloquial, and artistic. An interdisciplinary character most often has adverbial equivalents of the word with generalized semantics of time and method of action. The most frequent among them were the compounds tak samo — same, vse (use) odno — anyway, chas vid (od) chasu — from time to time, ves chas — all the time, z (iz) chasom — with time, na sohodni — for today. For this time, there is no strict regularity in using the adverbial equivalents of the word in texts of different functional styles of the modern Ukrainian language. It all depends on the writer, the author of a specific text, or the predilection of the speaker. However, the official-business style significantly differs in this case, due to the distinct conventional presentation form of specific information. The study of units used in different functional styles will make it possible to trace the extent to which the boundaries of these styles are changing, as well as to determine the role of differently designed, but semantically coherent lexical elements at the current stage of the Ukrainian language system development.

Purpose and tasks of punishment

Subject of research: is the norms of the criminal law devoted to the purposes of criminal punishment.
 Purpose of the study is to determine the purpose and objectives of punishment, as well as the need for their legislative consolidation.
 Methods of research: due to the specifics of the study, the methods of system-structural and functional analysis are used as the main ones.
 Main results of research: since punishment is a consequence of the commission of a crime, it is self-sufficient and does not need an essential goal-setting, as a result of the conducted research, we believe that it is necessary to abandon the formulation of the purpose of punishment in the Criminal Code of the Russian Federation.

Existence and Uniqueness of the Initial-Boundary Value Problem Solution of Multicomponent Sediments Transport in Coastal Marine Systems

Introduction. This work is devoted to the study of a non-stationary two-dimensional model of sediment transport in coastal marine systems. The model takes into account the complex multi-fractional composition of sediments, the gravity effect and tangential stress caused by the impact of waves, turbulent exchange, dynamically changing bottom topography, and other factors. The aim of the work was to carry out an analytical study of the conditions for the initialboundary value problem existence and uniqueness corresponding to the specified model.Materials and Methods. Linearization of the initial-boundary value problem is performed on a temporary uniform grid. The nonlinear coefficients of a quasilinear parabolic equation are taken with a “delay” by one grid step. Thus, a chain of correlated by initial conditions is the final solutions of problems is built. The study of the existence and uniqueness of the problems included in this chain, and therefore the original problem as a whole, is carried out involving the methods of mathematical and functional analysis, as well as methods for solving differential equations.Results. Earlier, the authors investigated the existence and uniqueness of the initial-boundary value problem of the transport of sediments of a single-component composition. In the present work, the result obtained is extended to the case of multi-fractional sediments.Discussion and Conclusions. The non-linear spatial two-dimensional model of sediment transport was previously investigated by the team of authors in the case of bottom sediments consisting of particles having the same characteristic dimensions and density (single-component composition) based on the analysis of the existing results of mathematical modeling of hydrodynamic processes. In this paper, the previous results of the study are extended to the case of sediments of a multicomponent composition, namely, the conditions for the existence and uniqueness of the solution of the initial-boundary value problem corresponding to the considered model are determined.

Metaverse-oriented visual art quality enhancement strategies: a field architecture design and fuzzy assessment theory perspective

Visual art was originally measured by viewing and appreciating graphic works, and there was no previous research into ways to improve the quality of visual art. With the rapid development of visual arts and technology, the question of how to improve quality has become an urgent one. As the most cutting-edge and hottest concept in the international arena today, the development and application of metaverse technology has widely drawn the close attention of various industries, including management, economy, education, and art. However, there is no in-depth and clear research on the concept of metaverse in the field of art, especially in the field of visual art. We believe that the creation of visual art in the context of metaverse will be an important direction for art development in the future, and can also greatly contribute to the improvement of the quality of metaverse visual art presentation. Therefore, we focus on the issue of visual art quality assessment in our research, and propose a theory and method of metaverse-oriented future visual art quality assessment. The method focuses on the G1-entropy value method to calculate the weights in visual arts, combines qualitative research with quantitative research, and proposes the improvement path and countermeasures for visual arts. In summary, our research aims to address the theoretical approaches to the design of the metaverse field architecture and the assessment of art quality for the future introduction of the metaverse. The main contributions of our research are focused on the following three aspects: 1. The construction of the visual art field architecture draws on the functional requirements analysis method of system science simulation, considering that the entire visual art metaverse field architecture is constructed at three levels: the bottom data support layer, the middle technical support layer and the upper technical application layer. 2. The G1-entropy combination weighting method is used to derive the importance ranking of visual art quality indicators and identify key factors, and to derive suggestions for quality improvement based on the key indicator factors. More importantly, we also build a field architecture for future-oriented visual arts in this study, which bridges the gap in the structural design of visual arts after the introduction of the future concept. Our present study makes a great contribution to the application of visual art quality enhancement, focusing on the analysis of new concepts and the improvement of old methods, building a new scene of organic combination of new technologies and traditional visual art, with practical research theoretical support for the promotion and progress of the disciplinary field.

Diatomic molecular energy spectra and thermodynamic properties of exponential inversely quadratic plus improved deformed exponential-type potential

By employing the Pekeris-type approximation to deal with the centrifugal term, we study the thermodynamic properties and approximate analytical solutions of the Schrödinger equation with the exponential inversely quadratic plus improved deformed exponential-type potential using parametric Nikiforov–Uvarov method and hypergeometric functional analysis method. The complex eigen energy equation was presented in a closed and compact form and extended to study partition function and other thermodynamic properties. The total normalized wave functions were also obtained and expressed in terms of hypergeometric Jacobi polynomial. The mathematical accuracy of analytical calculation can be verified consistently by comparing numerical data and results of different arbitrarily l state. The potential also reduces to improved deformed exponential-type potential as a special case. We calculated energy spectra for some selected diatomic molecules namely: Silicon Flouride (SiF+ (X1∑+), Oxygen molecule O2+ (X2∏g), Nitrogen molecule, N2+ (X1∑g+), Sulphur chloride SCl and Rubidium hydride RbH using standard molecular spectroscopic constants as applied to the two methods. The results show that the energy eigenvalues for these selected diatomic molecules are in excellent agreement using the two methods and also increases with an increase in quantum state.

Development and measurement of a resilience indicator for cyber-socio-technical systems: The allostatic load

Management of cyber-socio-technical processes often suffers from misalignments of process descriptions according to formal organization documents or manager views (Work-As-Imagined) with actual work practices as performed by sharp-end operators (Work-As-Done). Even if sometimes the accomplishment of a process requires workers to diverge from the Work-As-Imagined, the corresponding changes can potentially cause organizational tensions in the overall system and lead to safety incidents. This consideration led us to define a new resilience indicator, named allostatic load, to capture such misalignments, and the corresponding level of organizational tensions, a cyber-socio-technical system is exposed to. Then, we propose a method to measure it by leveraging semantic technologies, the Functional Resonance Analysis Method (FRAM) to model industrial processes, the WAx conceptual framework to keep track of the variety of the different process perspectives, and a crowd-based approach to elicit industrial knowledge. Finally, we discuss the feasibility of the approach in two real case studies related to a pharmaceutical manufacturing plant and an enterprise in the aluminium sector.

Коммуникативное, психологическое, информационно- психологическое воздействие: соотношение в межличностном и массмедийном дискурсе

The article is devoted to revealing the correlation between different types of communicative influence in interpersonal and mass communication. The relevance lies in the definition of the term "information-psychological impact", which eliminates the gap in the science of language, resulting from the expansion of the impact essence on the addressee beyond the purely verbal, and combines both linguistic and audiovisual means, the former implementing the verbal, and the latter – non-verbal impact.
 Aim. To examine the relationship between communicative, psychological and information-psychological influences and define their conditional mutual boundaries in the context of interpersonal and mass communication.
 Methodology and research methods. The study is based on an analysis of sources on communication theory, psychology, psycholinguistics, verbal impact linguistics, as well as information warfare and information-psychological influence. The methods of functional, communicative-pragmatic and synchronic-diachronic analysis are used. The work uses predominantly inductive-descriptive and comparative methods of presentation.
 Results. The generic concept among the analyzed types of influence is communicative, which is associated with any type of information exchange, including those beyond the limits of verbal and audiovisual tools. Within the framework of verbal and non-verbal communication, the impact of the information subject can acquire a psychological character, if the mental state, social attitudes or psychological characteristics of the recipient relating to his activity, consciousness or personality are affected. Within the framework of mass communication, we should talk about the impact on the recipient's psyche by means of mass information – information-psychological impact.
 Scientific novelty. Within the framework of communication theory, information-psychological warfare linguistics and applied linguistics in general, a definition of information-psychological influence is introduced, its essence is established and its main characteristics are noted.
 Practical significance. The introduction of this term eliminates the terminological polyvalence that exists in communicative science regarding various types of impact, and from an applied point of view will make it possible to identify patterns of use of linguistic and extralinguistic means in media texts, as well as to analyse media materials related to the category of information and psychological weapons.

Delays-Based Distributed Bipartite Consensus Control of Nonlinear Multiagent Systems With Switching Signed Topologies

This paper explores the distributed leader-following bipartite consensus control issue for nonlinear multiagent systems under switching signed topologies and communication delays. It is permitted that the signed topologies are switched with an average dwell-time condition, and the delays are modeled as the time-varying functions. In the permission, we develop a new dynamic output feedback control-based distributed bipartite consensus method. First, we put forward the delays-dependent distributed switched compensators to the followers, adopting the relevant output information, which are applied to asymptotically estimate the leader-following tracking errors and provide the control signals. Then, we construct the distributed output feedback switched controllers with the linear structure for all followers, which are dependent on the compensators. By utilizing the Lyapunov-Krasovskii functional analysis method, we verify that our proposed controllers can render the agents gaining the bipartite consensus if the switching signal of signed topologies fulfills an average dwell-time condition. Finally, two examples are executed in the simulation to confirm the validity of the given control strategy.

Applying the functional resonance analysis method (FRAM) to flood risk management at a community level: Koriyama city's emergency-response process during Typhoon Hagibis

This study used the functional resonance analysis method (FRAM) to analyze a real-world example of an emergency-response process, one that occurred in Koriyama city, Japan, during Typhoon Hagibis (known in Japan as Typhoon No. 19, or Reiwa 1 East Japan Typhoon). The analysis revealed nine functions that constitute the municipality's emergency-response process (including Public Communication, Provision/Management of Evacuation Shelters, Evacuation, and Rescue Operations) as well as the interactive relationships between these functions. It also revealed how variabilities in the timeliness and accuracy of the functions resonated with (reinforced) each other, culminating in an incident involving a backlog of emergency calls. From these results, two recommendations were derived: reviewing the public communication system and building a framework for minimizing variability in evacuation behavior. And also, based on the FRAM analysis we could contextualize the interview data and the individual phenomena described fragmentally in the retrospective report (used for evaluating the disaster response), thereby gaining an understanding of the incident generation mechanism. In conclusion, the study demonstrated FRAM can be an effective tool for retrospective evaluation of disaster response or revising a disaster plan.

ALIGNING FUNCTIONAL ANALYSIS PROCESSES WITH DESIGNERS' NATURAL COGNITIVE FLOW

AbstractEngineering design in new product development is a constant battle between creativity and strict structure. As researchers look to optimize the process, each stage is placed under a microscope to put designers in the best position to develop better products for companies in a cost effective manner. One idea in improving product development is the concept of incorporating the Human-centered Design into functional analysis. However, critiques of these functional analysis methods cite an unnecessary amount of resources needed to invest in these steps, a restriction in creativity, and a high necessary level of effort from the design teams. The goal of this research will be to address these critiques by incorporating theories from cognitive research and Human-centered Design into the functional analysis process. This work will propose a new method aimed to improve the quality of the function model of the design space, increase the creativity freedom of the designers, and be accessible to engineering students and industry engineers alike.

Liberalization of the Standards of Tax Law of Ukraine Under Martial State

Purpose. The purpose of the study is to analyze the legal prerequisites, legal content and features of the development and implementation, by the Ukrainian state under martial law, of the tax law liberalization policy of the state, analysis and generalization of the experience gained by Ukraine in this field. Method. The methodology includes a systematic and functional analysis and generalization of the doctrinal development of the investigated problem, the law-making activity of the Verkhovna Rada of Ukraine, and the formulation on this basis of new scientific generalizations, provisions, assessments, conclusions and recommendations, primarily to the legislator and law enforcement bodies. In the research process, the following cognitive tools were used: anthropo-sociocultural and axiological approaches; general scientific principles of objectivity and historicism, methods of systemic and functional analysis. The results. The most important reasons for the need to liberalize the tax law of Ukraine under martial law were: 1) mainly the conflicting nature of relations between taxpayers and the state, inherited from the pre-war period, as well as the state's disregard for the principles of tax law justice; the need to strengthen the real protection of the rights and legitimate interests of taxpayers; the need to achieve complete consolidation and unity of Ukrainian society and the Ukrainian state in order to protect Ukraine's sovereignty and independence from the Russian aggressor. The liberalization of the tax law of Ukraine under martial law contributed decisively to the achievement of these goals. The legal content of the liberalization of the tax law of Ukraine in the above-mentioned period consisted, first of all, in reducing the tax burden on taxpayers, simplifying tax-legal procedures for taxpayers, strengthening the real protection of their positive rights by making appropriate changes to the Tax Code of Ukraine and other legislation of Ukraine, introducing a system of tax - legal incentives for taxpayers. Scientific novelty. The scientific novelty of the study is noted as the novelty of the applied methodology of cognition - anthropo-sociocultural and axiological approaches to the cognition of tax-legal reality instead of the traditional positivist approach in such cases, as well as the fundamental theoretical novelty of the obtained research results. In particular, it has been proven that in Ukraine under martial law, a human-centric type of understanding the principle of fairness of tax law began to dominate. It is substantiated that the Russian-Ukrainian war, as the most important valuable challenge for Ukraine, radically changed the hierarchy of the needs of the state and society, put their security needs first. The key feature of these needs of the state and society was that they completely coincided, which made their synergy possible. It was found that the Ukrainian state, in the conditions of the Russian-Ukrainian war, for the first time in history, fundamentally reduced the tax burden on its taxpayers. This constituted the quintessence of its new policy of liberalization. Practical significance. The results of the research can be used in law-making and law-enforcement activities, as well as in educational and educative processes.

HGV fire risk assessment method in highway tunnel based on a Bayesian network

The complex characteristics of long-distance highway tunnels may lead to serious loss of life and property in fire incidents. According to the statistical analysis, heavy goods vehicle (HGV) is one of the primary risk factors for tunnel fires. In this study, a quantitative risk assessment model of HGV-involved tunnel fires is established based on the functional resonance analysis method (FRAM) and Bayesian network (BN). Using FRAM, the mechanisms of the incident occurrence and evolution and critical risk factors of HGV-involved tunnel fires are determined, and the BN model is used to quantify the risk based on a probabilistic analysis. Focusing on operational management, monitoring system construction, type of transporting goods, emergency rescue, and egress facilities, the incident severity is determined in terms of casualties and economic losses. The proposed risk assessment method is expected to assist the tunnel operational management and the fire services in identifying critical risk factors in HGV-involved tunnel fires.

FRAM and LEAN as tools for describing and improving the referral process between outpatient clinics in a Danish Hospital: Complementary or conflicting?

Although LEAN and Resilience Engineering (RE) are distinct process improvement approaches, recent research evidence suggests that these two approaches have some similarities and can be used jointly for process optimisation. This study aimed to understand and improve the referral process between internal medicine outpatient clinics at the University Hospital of Southern Denmark, Hospital Sønderjylland, using RE and LEAN principles.The referral process was mapped from the RE perspective using Functional Resonance Analysis Method (FRAM) and from the LEAN perspective using Value Stream Mapping (VSM). The FRAM and VSM outputs were also compared to identify learning opportunities and to understand how these two methods complement each other in practice. The study drew on sources of data from interviews, observations, a VSM workshop and registry data on referrals from the hospital’s electronic patient journal system.The FRAM analysis showed that organisational structure, time constraints, interruptions and lack of a standard for referral may explain the inefficient referral process. The VSM showed that long processing times may explain bottlenecks in the referral flow: while the processing time of a referral took between 6 and 17 min in the outpatient clinics, the actual time was longer, taking between 22 h 42 min and 5 days 14 h 25 min.By using FRAM and VSM methodologies synergistically, we identified potential quality improvement initiatives to improve the referral process. Our findings may guide healthcare or other industries in how to use FRAM and VSM in practice for process optimisation.

Establishing Trustworthiness in Health Care Process Modelling: A Practical Guide to Quality Enhancement in Studies Using the Functional Resonance Analysis Method

The Functional Resonance Analysis Method (FRAM) is a novel healthcare research methodology that has increasingly been applied in the healthcare domain. The method has an ability to map and model everyday healthcare activities and their interdependencies, as well as, demonstrate how variability can emerge and impact system outcomes. To build a FRAM model, researchers gather data from key stakeholders, such as health care workers and patients and their families using qualitative data collection methods. An important consideration for researchers using the FRAM is how they will establish trustworthiness in their study findings given the data used to build and analyze a FRAM model can be subjective. In the spirit of advancing the quality of qualitative research, the aim of this paper is to provide practical guidance to researchers on how to employ quality enhancement criteria and strategies in their qualitative research efforts so that the resulting FRAM models and insights afforded by them are trustworthy.

FRAM-based causal analysis and barrier measures to mitigate dust explosions: A case study.

Both the number of dust explosion accidents and the resulting number of casualties have increased dramatically in recent years. To reduce this risk of dust explosions, we use the functional resonance analysis method (FRAM) to analyze the cause of the dust explosion accident at the Kunshan factory and propose barrier measures to prevent such accidents. The functional units that changed in the production system during the accident and how these functional units coupled to eventually cause the dust explosion were examined and explained. In addition, barrier measures were developed for functional units that changed during production and emergency systems defined to block the propagation of changes between functions and prevent resonance. Through case study, the identification of key functional parameters in both triggering the initial explosion and in then allowing its spread are key to define barriers to prevent a recurrence of such an event. FRAM uses system function coupling instead of traditional linear causality to explain the accident process, and develops barrier measures for changing function units, providing a novel thinking strategy and method for the analysis of accidents and their prevention.

Improving the Overall Efficiency of Marine Power Systems through Co-Optimization of Top-Bottom Combined Cycle by Means of Exhaust-Gas Bypass: A Semi Empirical Function Analysis Method

The mandatory implementation of the standards laid out in the Energy Efficiency Existing Ship Index (EEXI) and the Carbon Intensity Indicator (CII) requires ships to improve their efficiency and thereby reduce their carbon emissions. To date, the steam Rankine cycle (RC) has been widely used to recover wasted heat from marine main engines to improve the energy-conversion efficiency of ships. However, current marine low-speed diesel engines are usually highly efficient, leading to the low exhaust gas temperature. Additionally, the temperature of waste heat from exhaust gas is too low to be recovered economically by RC. Consequently, a solution has been proposed to improve the overall efficiency by means of waste heat recovery. The exhaust gas is bypassed before the turbocharger, which can decrease the air excess ratio of main engine to increase the exhaust gas temperature, and to achieve high overall efficiency of combined cycle. For quantitative assessments, a semi-empirical formula related to the bypass ratio, the excess air ratio, and the turbocharging efficiency was developed. Furthermore, the semi-empirical formula was verified by testing and engine model. The results showed that the semi-empirical formula accurately represented the relationships of these parameters. Assessment results showed that at the turbocharging efficiency of 68.8%, the exhaust temperature could increase by at least 75 °C, with a bypass ratio of 15%. Moreover, at the optimal bypass ratio of 11.1%, the maximum overall efficiency rose to 54.84% from 50.34%. Finally, EEXI (CII) decreased from 6.1 (4.56) to 5.64 (4.12), with the NOx emissions up to Tier II standard.

The role and importance of parliamentary associations of the subjects of the Russian Federation in the formation of a system of managed interregional integration in 2000-2005.

The article is devoted to the study of the place and role of parliamentary associations of the subjects of the Russian Federation in the formation of a unified system of interregional integration at the initial stage of the federal reform in 2000-2005. The object of the study is the parliamentary associations of the subjects of the Russian Federation, the subject is the process of including parliamentary associations in the emerging system of interregional integration and cooperation. The following aspects of the problem are considered: the formation of state policy regarding interregional cooperation of the subjects of the Federation and the participation of parliamentary associations in this process; the organization of interaction between the Federation Council, presidential plenipotentiaries in federal districts and parliamentary associations; the conditions and main directions of activity of interparliamentary associations in the context of the redistribution of powers on subjects of joint jurisdiction of the center and regions. General scientific and special historical research methods were used as the methodological basis of the work: methods of analysis and synthesis, historical-genetic, problem-analytical and historical-comparative methods, as well as the method of structural and functional analysis. The author concludes that the potential of parliamentary associations operating in Russia since the early 1990s has been used to form a system of managed interregional integration. They were included in the joint legislative process on the subjects of joint jurisdiction of the center and the subjects of the Federation by establishing cooperation with the Federation Council and exercising general control over their activities by the presidential Plenipotentiary representative in the federal districts. The study showed that in response to the centralizing policy of the federal center, the parliamentary associations operating in 2000-2005, in order to promptly respond to the requests of the federal center, centralize their organizational foundations and transfer the main levers of management of associations to the heads of legislative authorities of the regions. It is noted that under the conditions of legislative restrictions, the activities of associations are mainly concentrated around issues that are jointly managed by the center and the regions. At the same time, their ability to influence the legislative process is significantly reduced, as well as to defend the consolidated position of the legislative bodies of state power of the subjects of the Federation before the federal authorities.
