The role of agricultural marketing in the formation of export potential in the post-conflict region of the Republic of Azerbaijan

International relations play a significant role in shaping the economic, social, and political landscape of our world. One of the primary importance of international relations is its ability to facilitate international trade and investment, promoting economic growth and development. Countries often engage in trade and investment with one another to gain access to new markets, resources, and technologies. These economic exchanges can lead to economic growth, creating jobs, and elevating the living standards of people worldwide. International relations also provide an opportunity for countries to address global problems such as climate change, terrorism, and public health crises. Through international cooperation and coordination, countries can pool their resources, experiences, and knowledge to effectively address these complex problems. International relations are crucial for promoting economic growth, addressing global challenges, and fostering cultural exchange and understanding (Hasanov, 2009).

Conceptual principles of food loss reduction and food waste

The article substantiates the conceptual principles of reducing food loss and food waste from the standpoint of ensuring food security and environmental sustainability. The approaches to the interpretation of the concepts of food loss and waste are summarized, the similarities and differences between them, as well as the reasons for their formation and the connection between them, are noted. The main causes of food losses and food waste, which are caused by human, technical-technological, natural-climatic, economic, market, etc., are considered. factors. It is argued that Ukraine's waging of war caused the deterioration of food security both at the local and national levels, and at the international level. The main factors that lead to the loss of agri-food in the supply chain during wartime and the decrease in its production volumes are systematized, which will negatively affect the provision of food security in the country and the formation of export potential at the level of previous years. The dynamics of losses in terms of individual types of products were analyzed and it was established that the highest losses are observed for potatoes - 18.1 %, vegetables and melons - 12.0 %, fruits and vegetables - 10.0 %, and for livestock products this indicator is not significant It was found that the greatest losses of crop products occur at the stage of growing and harvesting, the value of which varies from 3 to 12 %, as well as sales. In dairy and meat breeding, the greatest losses occur at the stage of livestock breeding, milking and primary processing of products, as well as due to the lack of a full production cycle. It is estimated that the amount of food waste in Ukraine in households is 76 kg per capita, which is almost equal to the indicators of most countries, but the values are higher in the catering sector - 28 kg and retail trade - 16 kg. It was concluded that there is a need to develop effective measures to reduce food waste and losses in order to increase the sustainability and competitiveness of agri-food supply chains. It is substantiated that the conceptual principles of the need to reduce food losses and food waste should be considered in the aspect of ensuring food security and minimizing the negative impact on the environment. Among the priority directions for solving the problem of food losses and waste, the following are highlighted: development of a comprehensive program for the preservation and restoration of agricultural production in the conditions of martial law; development and improvement of market infrastructure elements; technical and technological modernization of agricultural production, processing facilities; improvement of distribution infrastructure elements, especially transportation of live animals; creation of innovative warehouse facilities; formation of a rational consumption culture among the population; development of wholesale food markets, livestock markets, development of public-private partnerships in the implementation of projects to reduce food losses and food waste; development of effective levers of state regulation in the aspect of motivation of chain participants; development of a methodical approach to estimating the amount of food losses; formation of an information array of data, etc. Key words: food loss, food waste, supply chain, food security, environmental sustainability, martial law.

Assessment and development of the export potential of the agro-industrial complex of the Far Eastern Federal District

The article discusses the issue of choice at the level of the far Eastern Federal district (FEFD) priority development areas export of products of agro-industrial complex (AIC). The purpose of the study: to assess the export potential of agricultural products of the Far Eastern Federal District in comparison with Russia and the world. The novelty of the study determined that with enough thoroughness in the scientific literature, issues of trade flows exports of agricultural products research of regional features of an assessment and formation of directions of development of export potential of agricultural products represented slightly. To analyze the export potential, the study used the Balassa index, which allows identifying industries that have an export advantage in the production of export-oriented a8groproducts. The authors analyzed the export potential of the region in comparison with the macro- (Russian Federation) and mega- (World) levels; studied the export volumes of the agro-industrial complex of the world, the Russian Federation and the Far Eastern Federal District by product groups in dynamics for 2017–2020. The study made it possible to determine the growth points of the agro-industrial complex of the region in terms of the formation of export potential – commodity groups on which to focus the main attention and investment support. The predominant role of raw material export directions (fish, grain, oilseeds) is shown at the present time. The main problems of realizing the export potential of agricultural products in the Far Eastern Federal District are identified and promising directions for the development of the agro-industrial complex are identified. It is proposed to take into account the results of the export potential assessment when forming the priority directions of the region's foreign economic activity. Attention is focused on the fact that when identifying industry points of growth in the export of agricultural products of the Far Eastern region, one should not ignore possible restrictions due to the diversification of exported product.

Перспективы формирования экспортоориентированной модели как способ повышения экспортного потенциала лесного комплекса региона (на примере Хабаровского края)

The development and formation of export potential is a priority for development of the economy of many countries. Of particular importance to foreign trade activity is the export of products, goods, which affects the formation and development of socio-economic situation of the state, the region. Export policy becomes the basis for the formation of external and internal economic potential of the country, importance of which lies in the formation of «future» of the economy: establishment of priority areas, building and improvement of the export-economic relations. This article reflects the prospects for formation of the export-oriented model as a direction for increasing the export potential of the Khabarovsk territory forest complex. The main prospects for formation and development of exports of competitive products at the foreign markets are becoming the goal of economic policy of the Khabarovsk territory forest complex. The objectives of formation and development of competitive products’ export in foreign markets are: orientation of the main directions of development of the timber industry complex to support the business community; regulation of customs and tax policy; regulation of public administration in this area; establishment by the state authorities of priority areas in this area; development of programs and projects defining specific conditions and directions of development of the forest complex. The author, in this article, showed the priority directions for development of the Khabarovsk territory forest complex, identified ways to develop the export-oriented industries, showed the actions of the regional program, the level of development of the large-scale projects in the Khabarovsk territory forest complex, developed an export-oriented model as a way to increase the export potential of the region's forest complex. The essence of this model reflects the level of development of the investment climate of the region in the forest complex and the competitiveness of the products of the forest complex, focused on the domestic and foreign markets, in the impact of regional authorities on the level of formation of the export-oriented industries.

Methodological aspects of research of export potential of agricultural enterprises in Ukraine

Introduction. In the context of globalization and modern economy, all countries are integrated through foreign economic relations and therefore cannot exist separately from others. For the stable economic growth of economic development, the use and realization of export potential is an important factor for developing countries (this group includes Ukraine). The priority for Ukraine is the sphere of agro-industrial complex, which is a strategically important sector and therefore plays a key role in the integration of the state into the world space and, accordingly, occupies an important place in the formation of export potential. The purpose of the paper is to study the term "export potential", as well as its analysis and prospects in Ukraine; analysis of export indicators for previous periods on the example of the agro-industrial sector and providing proposals for methods of capacity analysis. Results. The notion of “export potential” was directly considered as a significant factor influencing Ukraine's integration into the world economy, as well as its direct economic growth. An analysis of Ukraine's exports for 2015-2019 was conducted based on data from the Ministry of Finance of Ukraine in terms of the agricultural market, based on which ways to improve the country's export potential as a component of industry development were identified. Conclusion. The analysis of scientific sources leads to the conclusion that today there is no unambiguous interpretation of the essence of the economic category “export potential of the country, industry”, which determines the relevance of the study. Prospects for further research are to identify concepts for assessing the export potential of the agricultural sector, identify factors influencing its formation and development, including the impact of production capacity of the industry, analysis of trade with major trading partners and identify potential target markets and trade positions of agricultural products.

LEGAL BASES OF STATE REGULATION OF INVESTMENT ACTIVITY

Introduction. One of the main factors of the state economic development is investment. The determining conditions for their involvement are a favorable investment climate and stable legislation. The purpose of the study is to analyze the main aspects of the legal bases of state regulation of investment activities. Results. The article outlines the main features of investment in industry. They include their orientation on perspective tasks concerning growth of national economic indicators and formation of export potential; their high knowledge and innovation. For a systematic analysis of the institutional environment of investment activity in industry, legislation in this area is divided into groups in terms of areas, objects, areas of regulation. Today, the legal system of Ukraine includes a large number of laws and other regulations governing relations in the investment sphere. Deficiencies and imperfect provisions of some legislative acts were revealed. The imperfection of the institutional foundations of investment in Ukraine is indirectly evidenced by the ratings of the investment climate. Thus, the world investment market is characterized by competition for real investment, priority investment in reindustrialization and modernization. Investment in Ukrainian industry is in crisis, the causes of which are the imperfect institutional environment, deindustrialization of the economy, the predominance of consumer loans over investment. Conclusions. The institutional environment of investment activity should ensure the revival of Ukrainian industry through the realization of natural and competitive advantages in important areas for the country. The basic law "On investment activities" should be improved to take into account the characteristics of real investment; introduction of the public approbation mechanism of investment projects in the industry; strengthening the connection of this law with the legislation on zoning of territories should be provided. Problems of state regulation of innovation and investment activities, development of investment infrastructure remains relevant for further research. ПРОМИСЛОВІСТЬ І СІЛЬСЬКЕ ГОСПОДАРСТВО ХЕРСОНСЬКОЇ ОБЛАСТІ ЯК СКЛАДОВІ СОЦІАЛЬНО-ЕКОНОМІЧНОЇ СИСТЕМИ РЕГІОНУ

Introduction. The agro-industrial complex itself is one of the most promising directions of the structural adjustment of the national economy in the conditions of integration processes and globalization of the economy. An effective strategy formation for the agrarian sector development in Ukraine and business entities in this field requires identification of the existing problems and the search for effective ways of their solution. The purpose of the study is to summarize theoretical and methodical principles, develop methodological and practical recommendations for the strategy formation in the domestic agricultural enterprises’ development in the conditions of economy globalization on the basis of the strengths and weaknesses of agriculture in Ukraine. Results. It is determined that by its industrial potential, the Kherson region may be included in the top ten most industrialized regions of Ukraine. The industry of the region continues to develop in the traditional region centers, namely in the cities of regional importance, while the share of districts in the total regional sales volumes remains insignificant. Agriculture is one of the leading sectors of the regional economy, which has a significant impact on the level and quality of the population life, on the stable operation of industries consuming agricultural products, on the formation of export potential. Emphasizing the key development opportunities and strengths of agricultural production in Ukraine gave the possibility to form a promising strategy for the business entities development, which, in the first place, provides for minimizing the threats of the external environment and overcoming the weaknesses of the internal environment. Kherson region with its favorable climatic conditions and investment potential can increase agricultural production. Conclusions. The results of the SWOT-analysis of agricultural development are a kind of roadmap that conceptually reflects the strategic direction of agrarian enterprises’ development in the medium and long term, both from the development standpoint of the domestic food market and the export-oriented position. Инициативы регионального машиностроения на фоне реиндустриализации (на примере Новосибирской области)

В статье рассматриваются развитие и адаптационные проблемы регионального машиностроительного комплекса Новосибирской области. Систематизированы различия приоритетов импортозамещения и экспортоориентированной модели развития; показана необходимость доминирования экспортоориентированной стратегии в современных условиях; выявленыфакторы, оказывающие влияние на формирование экспортного потенциала региональных машиностроительных предприятий в последние годы; даны характеристики региональных институтов поддержки экспортеров. В работе обсуждаются также меры поддержки диверсификации выпуска регионального машиностроительного комплекса<span class="Emphasis">, </span>реализуемые в Новосибирской области: формирование муниципального заказа на гражданскую продукцию оборонных производств; создание центров коллективного пользования новых технологий <span class="apple-converted-space">для ОПК, нефтегазовой и других отраслей;</span> развитие технопарковых структур и индустриальных промышленных парков. В качестве приоритетных направлений импортозамещения в региональном машиностроении рассмотрены: формирование кластеров по производству комплектующих для военной и гражданской техники; развитие процессов локализации производства (создание сборочных предприятий); в<span class="apple-converted-space">ыпуск новой продукции на</span><span class="apple-converted-space"> традиционных мощностях действующих предприятий, межрегиональная кооперация и интеграция и др.</span>
