In the context of increasing geopolitical tension, the most important priority for the national economic security of the Russian Federation has become the intensification of scientific and technological development, based on the country's internal potential. The study purpose to consider current trends in institutional transformations in the field of science and, taking into account the peculiarities of science financing existing in this country, the possibilities for implementing these trends in the Russian Federation. An analysis of the global ratings of economies innovativeness, the R&D costs of developed countries and the BRICS countries, as well as Russian statistics, shows that a critical problem for Russian science is the financial support of research and development, especially for civilian purposes. Institutions capable to provide sources for science funding, alternative to budgetary sources, have not been formed on the required scale. The theoretical and practical significance of the study lies in substantiating the conclusion that the solution of urgent tasks of the innovative development of the Russian economy requires the budget policy revision in order to increase R&D funding. Taking into account the existing global trends in the transformation of scientific institutions, the priority areas for funding should be: the better equipping research centers, and institutions organizing the scientific information exchange between researchers based on digital technologies.
