Sustainable roadway construction: Economic and social impacts of roadways in the context of Ethiopia

Sustainable roadway construction can be defined as the optimal use of resources during the roadway life-cycle reducing the economic and social impacts. Two means of improving the sustainability of roadways are the appropriate selection of pavement types to minimize the life cycle cost of pavement and to reduce the social impacts. Thus, this work is aimed at analyzing the economic and social impacts of the Jointed Concrete Pavement in comparison to the Hot Mix Asphalt pavement from the perspective of life cycle cost analysis. To achieve the aim of the research the following tasks had been performed; Comprehend the backgrounds of life cycle assessment and life cycle cost analysis via literature review and data collection; Verify types of pavement; Analyze and Quantify structural components of pavement; Estimate agency and social costs; Perform life cycle cost analysis for each type of pavement, and finally Interpret the outputs. Results show that the life-cycle costs of the Jointed Concrete Pavement have about 90% cost advantage over the Hot Mix Asphalt pavement. This is the result of the unique properties of cement concrete which give its durability and hence lower maintenance, social cost, and longer design life. Finally, this research is expected to bring a paradigm shift and to strengthen the life cycle costs that are being considered in the overall cost of the pavement structure rather than just looking at the initial investment cost during the economic feasibility study of road projects under Ethiopian Roads Authority custody.

ИСПОЛЬЗОВАНИЕ ГИДРОЭНЕРГЕТИЧЕСКОГО ПОТЕНЦИАЛА СТОКА РЕК ГОРНОЗАВОДСКОЙ ЗОНЫ ДЛЯ РАЗВИТИЯ ГИДРОЭНЕРГЕТИКИ ЧЕЛЯБИНСКОЙ ОБЛАСТИ

The hydropower resources of Chelyabinsk Region are estimated at 0.26 million kWh, and the technical hydropower potential is about 0.94 billion kWh. However, the existence of programs for the development of hydropower, favorable conditions for electricity generation, and the feasibility studies of hydropower projects have all so far failed to improve the local hydropower industry. The ever-worsening power imbalance in Che-lyabinsk Region calls for more research on the issue. A new program for the advancement of hydropower will help tackle energy shortages and be an important milestone of Russian research in the field of hydropower in the international context of transition to renewable energy. The region’s hydropower potential is mainly contained in its mining zone, studies have shown. Therefore, the rivers of this zone arguable form a strong foundation for the development of hydropower. The authors hereof do not agree with the common opinion that hydraulic structures may not be placed in mountain regions. While not denying the presence of environmental and technical limitations in such areas, we focus on the fact that they are not critical and can be addressed by taking reasonable tradeoffs, including optimal placement of HPP hydraulics. The goal hereof is to show the importance and prospects of developing the region’s hydropower by utilizing the hydropower potential of the rivers in Chelyabinsk Region’s mining zone.

ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНИЙ МЕХАНІЗМ ПРОЄКТНОГО УПРАВЛІННЯ РОЗВИТКОМ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ

The article identifies the stages of the life cycle of project management for the implementation of organizational and economic mechanism for the implementation of projects for the development of the national economy: initiation, planning, resource provision, implementation and completion. Methods and tools of organizational and economic mechanism of realization of projects of development of national economy at each stage of a life cycle of project management are systematized. The author analyzes the components of the elements of the organizational and economic mechanism of implementation of national economic development projects in accordance with the stages of the project life cycle. The economic and organizational tools of realization of projects of development of national economy are analyzed. The positive aspects of project management are formulated. They are formation of a system of management and control over the implementation of national projects (national governing body, national control and contact point, representative of Ukraine in the group of auditors, national contact point); operation of project offices at eight ministries and the Secretariat of the Cabinet of Ministers of Ukraine; availability of a wide range of sources of funds for project financing; availability of results of monitoring the implementation of state investment projects on the website of the Ministry of Economic Development. The shortcomings of organizational and economic support for the implementation of projects are identified. They are lack of qualified staff of government agencies for high-quality development of feasibility studies of projects in terms of cost-benefit analysis; lack of methodological developments in the study of the peculiarities of the analysis of public investment projects; imperfect coordination between different mechanisms of financing public investment projects; unsatisfactory level of use of public-private partnership opportunities and obtaining the necessary financial resources as a result of bond issuance by local authorities; inconvenient format for providing monitoring information on state investment projects; lack of monitoring information and conclusions of beneficiaries on some international technical assistance projects provided to Ukraine; lack of results of monitoring of public-private partnership projects and projects implemented at the expense of MFIs.

Calculation of the resource use limiting factors in the management digital transformation context

On the basis of the equation of entropy-information balance, which can describe the macromodel of control of equipment operation, consumption of materials, energy carriers, the limiting values of the coefficients of their use and losses are obtained. It turned out that the ratio of the latter satisfies with high accuracy the proportions of the golden section. This quantitative regularity, which is of a systemic nature, should be taken into account as a standard in the feasibility study of projects of information systems for production management, which has a probabilistic nature.

Multi-Year and Typical Year Data for Solar Energy System in South Korea

Typical meteorological year (TMY) data has significant importance for solar resource assessment, as well as for building performance analysis. The necessity of high-accuracy TMY data has been well known for many years for the financial viability of solar long-term planing project as it represents long-term weather features. However, the TMY does not mean the use of real-time data; it is therefore important to determine the accuracy of the TMY dataset. In this study, the solar energy performance of TMY was evaluated quantitatively by comparing it to multi-year average weather data (2008-2017) based on the statistical analysis method. The PV power output were produced by using 100kW photovoltaic system based on PVsyst software at six sites. The results showed that the difference between the TMY-PV power output and long-term PV power output (measured with percentage error) are smaller than 9%, which means there is close-fit agreement between TMY and long-term averages PV power output. These findings suggests that TMY can provide reliable estimation of PV power in the feasibility study of PV project.

FEASIBILITY STUDY OF A RAILWAY CONSTRUCTION PROJECT AS INTERMODAL TRANSPORTATION IN TANJUNG PERAK PORT

The growth of container flows that is not supported by infrastructure needs has caused goods congestion at Tanjung Perak Port. The situation has an impact on the flow of goods and makes container mobilization stop flowing. Railway infrastructure construction is expected to overcome the problem of goods congestion, especially because this project will be integrated with other transportation at the Port in an intermodal transportation system. The Delphi method is used as an approach to get the dominant aspect to be analyzed in a feasibility study of a railway construction project at the Port of Tanjung Perak. Delphi method results show that the financial aspect and market aspect are the dominant parameters to be analyzed in the feasibility study of a railway construction project. The results of the market feasibility analysis showed that 87.67% of stakeholders agreed with the railway development project plan, with a target market of 19.99% of the number of containers and absorption of around 84% of the target market. The results of the financial feasibility analysis are obtained, the Net Present Value (NPV) is 1,184,370> 0 (profitable project), the Benefit-Cost Ratio (BCR) is 1.39 ≥ 1 (the project is feasible), and the value of the Internal Rate of Return (IRR) is 13%> MARR, (investment is feasible). From the results of the financial feasibility analysis, the railway construction project is categorized as possible. Meanwhile, the break-even point for this project is in the 12th year with the results of a profit-loss analysis showing that in the fourth year, the railway operational activities have shown a positive trend/profit.

Methodical and applied aspects of fuzzy sets approach to considering uncertainty for a feasibility study of investment projects

The paper is devoted to the fuzzy sets approach to modeling uncertainty and risk during the feasibility study of measures for real investment that are planned and implemented as projects.The purpose of the study is to analyze, summarize and test fuzzy tools to support decision-making on real investment measures, which are planned and implemented in the form of projects. Initially, at the general level, the existing methodical apparatus for finding fuzzy estimates of performance indicators (criteria) of investment projects was analyzed.Then the issue of quantitative (numerical) characterization of fuzzy estimates of performance indicators of project investment measures in the context of aspects of chance and risk was considered. Within this framework, relevant characteristics (indicators) and methods of their measurement have been generalized.An example of approbation of the researched tools on the materials of the investment project for the purchase of filling and packaging equipment for a domestic enterprise specializing in the production and sale of coffee products is given at the end of the paper.The results of testing the fuzzy-ultiple toolkit of investment decision support on the materials of the investment project for the purchase of packaging equipment for a domestic enterprise specializing in the production and sale of coffee products, testified to the high level of its ability. It should also be noted that from the point of view of the needs of the modern scientific and practical field of economic substantiation of real investments, the development of the methodological apparatus for evaluating the economic efficiency of investment projects for situations of combined uncertainty of initial data is relevant.

Teaching Improvement in Studio on Feasibility Study of Sewage Disposal Project

How to improve the project assessment ability to sewage disposal projects, and promote the teaching methods of studios are common concern of teachers and students. Based on the studio teaching mode of the existing sewage disposal project, this paper investigates the satisfaction of the student in studio and does an analysis with the PLS-SEM. The reliability and validity of questionnaire data were verified by SPSS statistical analysis. Through the analysis, the paper built a model and made parameter estimation by PLS 2.0 software. According to the result of a comprehensive evaluation, the perceived quality was found to have the strongest correlation with satisfaction. Finally, some suggestions for improvement of the studio teaching were given.

An observation of non-stationary response to non-synoptic wind on the Forth Road Bridge

The GeoSHM project feasibility study for monitoring the Forth Road Bridge is briefly introduced and the instrumentation summarised. The events of January 9th, 2015 are described, when the bridge was struck by storm Elon, which caused widespread damage across Scotland and led to the temporary closure of the bridge when a van was blown over. During this storm an anomalous large amplitude response was observed.The data for January 9th, 2015 are analysed to show that the extreme response and the corresponding wind are non-stationary and non-Gaussian. Further analysis of the rainfall radar data for the same time shows a line of intense rainfall extending for over 100 ​km, which passes the site of the bridge at exactly the time of the peak response. The rainfall intensity was high enough to indicate that this feature was caused by convective activity and this observation was corroborated by records of lightning strikes. It is concluded that non-stationary wind events can give rise to large response of long span bridge structures and that this response can exceed that observed from the stationary wind field. Furthermore, historical data confirm that energetic squall lines are not uncommon in the UK. Therefore, the assumption of stationarity in predicting the wind induced response of long span bridges may be non-conservative and the climatology of large convective systems, such as squall lines, should be considered in assessing the wind hazard for these structures.

Computer High-precision Analysis Method for Economic Life of Oilfield Development

In the feasibility study of oilfield development projects and the management of oil reservoirs, it is necessary to calculate the economic life of oilfield development projects accurately, which is of certain guiding significance for the economic evaluation and decision of such projects. In this paper, the calculation method for the economic life of oil equipment is introduced. Examples of the specific application of the method to the equipment update decision system are illustrated. The backstage database is established to analyze the economic life of oilfield development.

Estudo de viabilidade econômica e financeira para produção artesanal de queijo Cabacinha na região do Vale do Jequitinhonha - MG

O Queijo Cabacinha é um produto de grande importância na região do Vale do Jequitinhonha-MG, contribuindo para a geração de trabalho e renda para agricultores familiares. Ainda pouco conhecido, é elaborado de forma caseira e não padronizada por grande parte dos agricultores, o que pode comprometer a qualidade e segurança do produto. Nesse sentido, a formalização da produção através de uma agroindústria familiar, respeitando os aspectos técnicos quanto as instalações e processamento, pode ser uma alternativa para a sua produção de forma segura e com qualidade. Esse trabalho objetivou realizar um estudo de viabilidade econômica e financeira de um projeto de agroindústria familiar para a fabricação do queijo artesanal Cabacinha, em condições adequadas de boas práticas de fabricação, visando agregar valor e qualidade a produção local. Foram abordados os aspectos mercadológicos e operacionais da produção, indicando as condições que devem ser respeitadas para as instalações e para o processamento do leite até sua transformação no queijo. No projeto financeiro, foi elaborada uma projeção do fluxo de caixa da empresa para os primeiros anos de atividade, bem como calculados a lucratividade, rentabilidade, Valor Presente Líquido, Taxa Interna de Retorno e o Payback. Pode-se concluir que é viável o investimento para a construção da queijaria artesanal, visando a produção em regime de agroindústria familiar de pequena escala no Vale do Jequitinhonha. A produção irá proporcionar ao produtor rural maior valorização do leite, contribuindo para a produção de um alimento seguro para o consumidor, bem como, respeitando e fortalecendo as tradições locais.

Feasibility and design study of investment projects in metallurgy by the example of OJSC «BSW – Management Company of the Holding «BMC»

The Republic of Belarus has defined requirements for project management, which are recommended for all participants involved in project activities, and provide for the organization of a systematic approach to the development and implementation of projects involving architectural and construction activities for the construction, reconstruction and restoration of buildings and structures. Comprehensive pre-investment study of the project reduces the risk of starting an inefficient project, because in the process of developing the investment justification: the costs associated with construction and installation work are defined more accurately; engineering-geological and geodetic surveys of the territory under construction and technical conclusions based on the results of the survey of the technical condition of buildings, internal and external engineering systems of buildings are taken into account; all principal decisions are made on the supply of engineering and transport infrastructure; the project’s impact on the environment is assessed, and public discussions are held on the environmental impact assessment report with the state environmental expertise; determine the possibility and options for adjusting the parameters of the investment project, the adopted technology and architectural and planning solutions in order to improve the effectiveness of the project, if the data obtained indicate insufficient profitability of the project.This article describes the main provisions on the implementation of the pre-investment stage (development of pre-project documentation, business plan) of an investment project implemented in the metallurgical industry.

Social sustainability considerations in construction project feasibility study: a stakeholder salience perspective

PurposePast research recommends integration of social sustainability (SS) considerations in construction project feasibility study for benefitting a larger group of project stakeholders. However, there is a lack of empirical evidence to this effect, especially from the developing economies. The purpose of this study is to address this knowledge gap through a SS-centric analysis of feasibility study reports using a stakeholder salience perspective.Design/methodology/approachFeasibility study reports for 61 projects were obtained from various government organizations in India. The SS considerations were identified in the reports using a combination of quantitative and qualitative assessments. The former was based on content analysis and the latter was conducted using “VOSviewer” text analysis software.FindingsSS considerations related to occupational health and safety, workers' employment practices and proactive involvement of communities and end-users were found to be inadequately addressed in the reports. Based on occurrences of the SS considerations, project-affected community was found to be the most salient stakeholder, followed by the end-users and the construction workers. Statistical analysis revealed significant relationship between the SS considerations and the type of project as well as the type of project delivery system.Originality/valueThis study contributes to better understanding of integrating SS considerations in feasibility study of construction projects. Its results provide useful inputs to decision-makers for orienting construction projects, right from the early phases, towards benefitting the disadvantaged and weaker stakeholders irrespective of their salience attributes. In developing economies, such interventions may improve quality of lives of a large number of project stakeholders and also cultivate a positive societal image of the construction industry as a respectful, ethical and employee friendly industry.

TECHNICAL AND ECONOMIC EFFICIENCY OF COMBINED DISTRICT HEATING WITH LOCAL HEAT SOURCE FOR DISTRICT HOT WATER

The scheme of combined district heating systems is used, in which centralized heating is used for heating and local heat source is used for hot water supply. A mathematical model has been developed that allows to perform a comparative analysis of the technical and economic characteristics of two scenarios of modernization of the heat supply system: replacement of boilers, heat networks and pumps while using the traditional hot water supply scheme, and replacement of these elements in combination with the installation of a local hot water supply source that provides the hot water supply. hot water by means of a local heat network whose length is substantially smaller than the existing one. Electric heaters and solar collectors with electric heating are proposed as local heat sources. The advantages of combined district heating schemes on the planning horizon of 10 years are shown. The analysis of the influence of various factors on the advantage of the combined scheme of district heating is performed. The developed model can be used for preparation of feasibility studies of projects of energy efficient modernization of district heating systems. Ref. 4, Fig. 7, Tab. 1.

Feasibility Study of Soil and Water Conservation Project in a Small Watershed Based on Analytic Hierarchy Process

Aiming at the problem of soil and water loss, the multi-objective feasibility analysis of the soil and water conservation construction project was carried out. The analytic hierarchy process was used to establish a feasibility study comprehensive evaluation hierarchy analysis structure model, and the multi-indicator and feasibility of the research project were analysed. The conclusions have a wide range of applicability, which can well guide the planning and implementation of the project, and ensure that the problem of soil erosion is properly managed.

Feasibility study of highway project in the environment sensitive area of Western China -- Based on the magic cube model of construction necessity and ecological friendliness

Under the background of the strategy of “strong transportation country”, the feasibility study of highway network construction is a hot topic in academic fields such as highway line selection. It is also an important means to promote development of eco-sensitive regions such as Sanjiangyuan in Qinghai-Tibet plateau. We selected 17 indexes of construction necessity and 9 indexes of ecological friendliness to evaluate the feasibility of highway network construction. The indexes were weighted by the analytic hierarchy process (AHP) and expert scoring method. Furthermore, we used comprehensive factor evaluation model to quantify the construction necessity and ecological friendliness of planning highways in Sanjiangyuan. Finally, we used the magic cube model to calculate the score of construction feasibility. The result shows the number of planning highways with high, relatively-high, medium, relatively-low and low construction feasibility is 16, 11, 11, 11 and 1, respectively. The feasibility of planning highway construction in the eastern and western region of Sanjiangyuan is similar generally, which don’t have big interregional difference. Results of this study can provide technical support and theoretical basis for regional highway network construction and traffic route planning in underdeveloped areas in the West China.

COMPARATIVE ANALYSIS OF METHODOLOGY ROAD TRANSPORT STATISTICS OF EUROSTAT AND UKRAINE

Methodological approaches to European Union statistical observations of road transport industry are described and comparative analysis of the methodology of statistical observations in Ukraine are performed. The significance of statistical analysis and research of publications on the results of statistical observations for the economy of the country, business environment, scientists and other users is established. The importance database for the National Transport Model is discussed. It is a powerful tool for analyzing, forecasting, feasibility studies of investment projects. The main indicators of statistical reporting for road transport in Ukraine are analyzed. The gaps in the statistical data road transport have been identified. The table provides a clear demonstration of the comparison of Eurostat and Ukraine’s road transport methodology by type of indicators. Differences in methodology with Eurostat in reporting areas were identified: rolling stock; enterprises, economic indicators and employment; road traffic; statistics of passenger road transport; freight road transport; national road freight transport; international road freight transport; cabotage by road. Conclusions and suggestions on converting positions and methodology of national statistics to Eurostat methodology have been provided. It is proposed to create a single electronic platform, accumulating all the various statistics on: carriers, routes, volumes and destinations of transportation, transport work, rolling stock, runs, fuel costs, financial results of activity, investment activity, cross-border traffic, export-import, road accidents, etc. that will be accessible to all potential users of statistics. SUGGESTIONS ON THE APPLICATION OF CLUSTER TECHNOLOGIES AT THE MODERN STAGE OF DEVELOPMENT OF THE ECONOMY OF THE CITY OF MOSCOW

The issues of creating and functioning cluster structures within the territory of the city of Moscow in various fields of activity and providing them with the appropriate infrastructure have been examined. The role of clusters in the field of strengthening cooperative ties in order to implement mutually beneficial business projects has been emphasized. Practical recommendations have been given, within the framework of the current regulatory and legal framework, on the creation of a rational system, that allows organizing selection into a cluster of business entities. Particular attention has been paid to microclusters, their types, roles and place in innovative processes; it has been proposed to use organizational, economic and administrative levers for their formation. The structure of the feasibility study (business plan) of the cluster project has been adduced. The necessity of developing the organizational and methodological base for the further implementation of cluster technologies has been noted.

Dynamic simulation of an opencast coal mine: a case study

Dynamic simulations are powerful tools, but only if they are developed using the correct methodology, and with information that has been verified. Mining houses rely on simulation to confirm that complex, integrated systems can achieve design capacity before investment decisions are made. Work conducted in the realm of validation can make an invaluable contribution to the success of future projects undertaken around the world. Coal mine a life of mine extension project was approved for implementation when export coal prices were on the low end of the price cycle. The dynamic simulation of the full materials handling value chain conducted during the project feasibility study in 2016 was of utmost importance and provided assurance to the project review team that annual production targets can be achieved. The simulation development methodology was based on a unique approach that reduced time spent on the simulation. Upon completion of project construction and commissioning in 2018, it was essential to validate the simulation, which could lead to the adoption of this approach on future projects. This paper explains the steps taken to validate the dynamic simulation. This case study confirmed that dynamic simulation can add value and predict mining system performance, such that informed decisions can be made.
