Principles of regulatory consulting

Aim. The work aimed to define the principles of regulatory consulting that can be used to analyze, evaluate, and forecast the current and future state of the economic regulatory environment. Objectives. The work seeks to assess the dynamic and static aspects of the regulatory environment based on this analysis; define the scope of the concept of the “regulatory environment” of the economy; identify the government’s regulatory impact on entrepreneurial activity as a material carrier of the emergent property of the regulatory environment integrity; and formulate, systematize, and present a typology of regulatory consulting principles. Methods. The study is conducted taking into account the evolutionary theory of the functioning and development of the consulting services market and its institutions. In addressing the objectives posed in this article, the methodology of the new economic paradigm, substantiated in the publications of RAS Academician S. Yu. Glazyev and his students, is significant. This methodology aims to critique neoclassical methodology and the theory of neoclassical synthesis in economic science. In the range of various methods, preference is given to the techniques of microeconomic institutional analysis. Results. In substantiating the hypothesis of the identity of the regulatory environment and a system possessing the properties of integrity and emergence, this article presents a consulting assessment of the regulatory environment as a resource for economic growth and efficiency. Following the subject-object model, the authors define the scope of the concept of “regulatory environment” using a dichotomous division. The article results include a definition and development of the principles of regulatory consulting. Conclusions. The regulatory environment and regulatory consulting, in the context of the transition to a new technological and global economic paradigm, is a crucial endogenous factor in economic growth in Russia. In the light of economic instability, the analysis and assessment of the formal and informal conditions of entrepreneurial activity constitute one of the key tasks for each of its participants. This article presents a regulatory concept for management consulting as a system of principles that includes long-term trends in the Russian regulatory environment during the transition to a digital economy, new industrialization, and technological paradigm change. The consulting concept of the economic regulatory environment is demonstrated as a necessary component of management consulting theory.

Enhancing governmental policy-making in demographics and migration through multi-agent Deep Reinforcement Learning: A case study with the MADDPG algorithm

The study identifies the main social, political and economic risks associated with the “overproduction” of the elite, the reduction of the middle class, considering uncontrolled migration. To mitigate the risks, a general theoretical approach is proposed to optimize the “hyperparameters” of public administration procedures, “upgrade” the decision-making model using hybrid systems based on machine learning. The experiment was conducted for 7 regions with initially random features (the number of regions can be any). During the experiment with the MADDPG algorithm, the author shows the possibility of implementing a balanced migration, socio-economic and resource policy for an arbitrary number of regions in conditions of instability, chaotic, noise processes and interregional migration for an unlimited period while maintaining the main environmental parameters. Trained AI algorithms in joint activities showed population growth, economic growth and development of territories, rational use of available resources (without their depletion), balanced interregional migration. Further direction of the research involves the inclusion of the external migration factor and detailing the factors of interregional migration, economic growth and resource consumption in the context of the social structure of society. The prospect of application are hybrid human-machine control and decision support systems for the sphere of public political administration.

Analysis of economic indicators of electricity production in the Republic of Kazakhstan

The energy sector is a key foundation that ensures the sustainable economic development of any state. It not only provides all sectors of the economy with the necessary infrastructure but also plays a special role as a driving force of investment and innovative development. In addition, energy constitutes a significant share of GDP, contributes to the creation of new jobs, and promotes the establishment of enterprises with high economic efficiency. According to the International Energy Agency, by 2027 global demand for electricity will increase by approximately 4% annually, with 85% of this growth expected to come from developing countries. The current geopolitical situation, technological transformations, and the transition to a "green" economy highlight the relevance of this research. The main purpose of the article is to demonstrate that the efficient management of energy resources is a key factor in economic growth, as well as to analyze the current state of Kazakhstan’s electric power sector. As part of the study, the main indicators of the energy sector for 2020–2024 were examined, and a review of its structure was carried out. In addition, the economic performance of electricity enterprises was analyzed from a statistical perspective, with a comparative assessment conducted across different periods. At the global level, the positions of countries in terms of electricity production and consumption volumes were studied. The results and conclusions of the article, by providing specific information to the domestic scientific community, serve as an empirical basis for future research in the energy sector, which confirms the value of the work. During the study, a number of pressing issues in Kazakhstan’s energy and electricity sectors were identified, for which specific recommendations were developed. The practical significance of the research lies in the ability to identify regions with the greatest energy imbalances and to develop strategies for the advancement of regional energy infrastructure

Human capital is a key factor of economic growth and inter-state competitiveness in the context of globalization, rapid technological progress, and digital economy. While analyzing various theoretical and methodological approaches to the concept of human capital as a category, the authors systematized the factors that affect its development in different countries to identify the cause-effect relationships and define the most effective improvement measures. The quantitative and qualitative methods involved correlation studies, comparative method, and economic analysis. Represented as graphs and tables, the comparative analysis demonstrated the dynamics of human capital across countries in terms of factors and country-specific conditions. Human capital development proved to depend on the level of investment in education, healthcare, social protection, and economic stability. Countries with high values of human capital demonstrated higher rates of economic growth, and resilience to economic crises, and global competitiveness. The dynamic analysis of human capital development in different countries was an attempt to explain some emerging trends in this sphere.

In the age of rapid digitalization, an extremely important factor in Russia's economic growth and competitiveness in the international arena is not only supporting current volumes of IT exports, but also creating special conditions for their further development. Despite Russia's significant export potential in the IT field, there are some obstacles to the entry of domestic IT products into international markets. Among them are: administrative barriers; imperfection of state support mechanisms for both exports in general and their development in the forms of digital technological cooperation in particular, international digital platforms and ecosystems with friendly countries and international organizations. This situation is largely due to the lack of legal support for existing and prospective government incentive measures, which reduces their effectiveness and efficiency. This article analyses the state of government incentive measures for the development of information technology exports in Russia, both at the federal and regional levels, and substantiates proposals to improve their legal support as a key condition for increasing the effectiveness and efficiency of public administration in this area.

Numerous studies of the processes of transformation of economic activities in Ukraine during the implementation of the policy of transition from a planned-distributive to a market-organized system have shown that the most significant changes took place due to the package of innovative changes, which involved both economic and social components. As a result, over a period of almost 15 years, the economy of Ukraine emerged and was recognized internationally, in particular, by the USA in 2006, as a market-oriented one. In the process of transition, a certain deindustrialization took place, primarily due to the decline in manufacturing, products of which had both low competitiveness and limited possibilities of sale in the domestic and foreign markets. At the same time, economic activities were gradually adjusted in the sectors, main features of which were, on the one hand, the expansion of traditional activities with a relatively low degree of technological complexity, and on the other, the need to ensure the functioning of the economy in market conditions. A special feature of the period was the limited role of the factors of economic growth based on innovative achievements, capable of contributing to the development of industries with a relatively high level of added value. Such activities include, in particular, nuclear energy, functioning and development of which, in the conditions of the "new reality", depends on timely replacement of capacities service life of which is ending and on the expansion of energy generation. In Ukraine’s nuclear sector, there is a possibility of localization of certain activities at the expense of the capacities of the Ukrainian energy machine building in order to significantly reduce the cost of relevant projects, which is extremely important in conditions of limited financial resources and the growing cost of building new capacities. The paper, based on the identification of the features of "new reality" of exogenous economic activities, shows the possibilities and substantiates the feasibility of developing and using energy machine building for innovative changes in the nature of economic activities.

The purpose of this study is to analyze how inflation, the Human Development Index (HDI), and government spending affect economic growth in Palopo City. This study employs a quantitative descriptive methodology and uses secondary data from the period 2014–2023, obtained from the Palopo City Central Statistics Agency (BPS) Year-End Report publications. The sample period for this study covers 10 years. Economic growth serves as the dependent variable, while inflation, the HDI, and government spending are the independent variables. Data analysis was conducted using IBM SPSS 25 software and multiple regression methods. Classical assumption tests—including normality, multicollinearity, heteroscedasticity, and autocorrelation—were performed. The results show that inflation has no significant effect on economic growth. The HDI has a positive and significant effect, while government spending has a positive but insignificant effect. The adjusted R² value of 0.893 indicates that these three variables explain a large proportion of the variation in economic growth. This study highlights that improving the quality of human resources—through purchasing power, health, and education—has a greater impact on economic growth in Palopo City than either increasing government spending or controlling inflation. The findings provide theoretical support for endogenous growth theory, which emphasizes human resources as a key factor in long-term economic growth. To promote sustainable and equitable development, this study recommends that local governments prioritize policies aimed at improving the quality of human resources and ensure the effective and transparent allocation of public funds.

National Innovation Systems and Corporate Intangible Investment as a Driver of Sustainable Development: A Cross‐Country Study

ABSTRACTWe investigate the impact of national innovation systems (NIS) on corporate intangible investment, which is a crucial factor in economic growth and sustainable development. Using a comprehensive international sample of 25,974 firms from 77 countries during 2011–2019, we find a positive impact of NIS on corporate intangible investment and corporate intangible value growth. Our results suggest that governments can stimulate growth in intangible assets at the firm level by fostering innovation at the national level. The impact persists in different components of NIS, including human capital and research, infrastructure, technology and creative outputs, and business and market sophistication. Further analysis suggests that the impact is more pronounced in small firms, firms with high growth, and firms depending more on intangibles. At the macro level, the effect of NIS seems to be largely stronger in developed countries, weakened under income inequality while being supported by a younger workforce and strong rule of law. Our findings have practical implications for policymakers regarding how national innovation forms corporate intangible asset growth and contributes to sustainable economic development.

Foreign direct investment (FDI) is a crucial factor in economic growth, industrial modernization, and enhancing the competitiveness of national economies. In the context of globalization, FDI serves not only as a source of capital but also as a means of transferring technology, knowledge, and managerial expertise. However, the distribution of FDI flows worldwide is highly uneven, necessitating the development of effective national strategies to attract foreign investors. This article provides a comprehensive analysis of international experience in attracting FDI, highlighting the most successful strategies of leading countries, including China, Singapore, Ireland, and the UAE. Key tools such as special economic zones (SEZs), tax incentives, government support for strategic industries, investment transparency, and investor rights protection are examined. Special attention is given to analyzing contemporary global trends in the FDI sector, including economic digitalization, the transition to sustainable development, and the impact of geopolitical factors on investment flows. Based on a comparative analysis of global practices, the article evaluates their applicability in the Russian context. The study identifies key barriers restraining the inflow of foreign investments into Russia, including high tax burdens, administrative barriers, insufficient investor rights protection, and the impact of sanctions. The article proposes specific recommendations for adapting successful foreign strategies to enhance Russia’s investment attractiveness, including tax system reform, improvement of investment activity regulation, the development of special economic zones, and attracting foreign companies to high-tech industries. The findings of this research may be useful for government agencies involved in shaping investment policy, as well as for businesses and the academic community analyzing the prospects for developing Russia’s investment climate in the context of international experience.

In recent times, food wastage is increasing at an unprecedented rate and creating a negative effect on the economic growth factors. This in turn creates a major impact on the agricultural processing industries. As food recycling is always remaining as a complex task, in this project, we are focusing mainly on the food wastage in the office premises, wedding, events etc. This web application is used to manage wastage foods in a useful way. Every day the people are wasting lots of foods. So we have to reduce that food wastage problem through online. In general we are automating the process of the food wastages. The user can login using his/her account details or new customers can set up an account very quickly. They should give the details like their name, contact number, email id, etc. A customer can, create, sign in to his/her account, and donate food or can request for food. The Administrator will have additional functionalities when compared to the common user. He can add, delete and update the, donations details, add city,state, member information. In proposed system we are reduce that food wastage using that application. This project is food redistribution is an enormously successful social innovation that tackles food waste and food poverty. The admin collect foods from donator through their nearby agent then provide to nearest orphanages or poor people. After receiving the food from the agent by admin and give alert message to that donator through this way we can reduce food wastage problem. In proposed system we are reduce that food wastage using that application. This project is food redistribution is an enormously successful social innovation that tackles food waste and food poverty. Development of a Strategy for Managing Real Estate Facilities

Real estate management is one of the defining factors of economic growth, defining investment tendencies, affecting the efficiency of infrastructure, and enabling urban sustainability. The process of urbanization in Uzbekistan is gaining momentum, private property sales are increasing, and the demand in the property leasing services is growing, which explains the need to provide technology-intensive, data-driven, and strategic intervention. Despite the current reforms aimed at making the market more efficient, most properties are still under poor management and this situation reduces revenues, increases costs of operations and adds to the loss of tenants. Although international scholars provide powerful theoretical frameworks to practice in real estate management, it will hardly be possible to fit their strategies into the socio-economic, legal, and technological background in Uzbekistan. This lag is further compounded by the lack of a natural national system and by the fact that using PropTech has not become popular in the local practice. This paper completes a rigorous investigation of the strategic aspects of real estate management in Uzbekistan through studying the trends in the sphere of investment, digitalization rates, the functions of management companies, and the effectiveness of the established rental and maintenance systems. Real estate investment increased by 64 % between 2020 and 2024; lease contract increased by 61 %, and the proportion of digitalization coverage increased to 45 % in the same period. The professionally managed properties produced 37 %higher rental income than unmanaged ones and enjoyed the better tenancy retentions and stability of operations. This paper frames international examples into national limitations and suggests practical solutions, such as licensing management firms, the growth of digital platforms and human capital development. On this basis, the paper highlights the need to adopt a locally based, all encompassing approach that integrates legal, technological as well as social infrastructure with economical results to enhance sustainability and competitiveness of the real estate sector in the country of Uzbekistan.

ndustry 4.0 is a key factor in economic growth, boosting innovation and, consequently, the competitiveness of nations. This article aims to establish the impact of Industry 4.0 on business processes and economies in Latin American countries. This is a systematic, descriptive study with a qualitative approach. It allows the analysis of Industry 4.0 characteristics and the impact on the economy, organizational processes an also how it may threaten the sustainability of certain jobs. The study which focuses primarily on Mexico, Colombia and Costa Rica, reveals different realities. Mexico stands out for its growth in manufacturing and state support, in contrast to Colombia, with limitations on investment in digitalization. Meanwhile, Costa Rica shows potential due to the presence of high-tech multinational companies. Industry 4.0 poses significant challenges for the Latin American region, including investment in education for a proper worker adaptation besides the collaboration among governments, business and academia to take advantage of technology in growing and innovation

Transforming Capitalism for Sustainable Development: Achieving the Vision of Three Zeros

ABSTRACTCapitalism is an integral factor of global economic growth and development; however, it has contributed to social and environmental issues like poverty, unemployment, and ecological degradation. Despite widespread recognition of these issues, existing economic models often fall short in addressing them comprehensively. This research aims to address this gap by proposing a reformed capitalism framework that aligns economic growth with social and environmental considerations. The main focus is understanding the effect of reforming capitalism on social business and green technology, and how they impact the realization of Three Zeros on poverty, unemployment, and carbon emissions. The data was collected using a structured survey, which yielded 474 valid responses. These responses were analyzed using SPSS 29.0 and SmartPLS 4.0, with a focus on the partial least squares structural equation modeling (PLS‐SEM) technique. The findings revealed that capitalism reform has a significant effect on social business and green technology. Social business has a significant influence on zero poverty, zero unemployment, and zero carbon emissions. Green technology also has a significant positive impact on zero poverty, zero unemployment, and zero carbon emissions. This study contributes a novel perspective to the existing debate over economic reform by introducing a procedural and implementation‐oriented model that promotes economic growth, equity, and ecological sustainability. This model focuses on addressing inequitable distribution and environmental protection. The implications extend to policymakers, business leaders, and civil society actors working collaboratively toward a sustainable economic future.

MANAGEMENT OF EXTERNAL MIGRATION AS A FACTOR IN REDUCING RISKS FOR RUSSIA'S HUMAN CAPITAL

The article examines management decisions on regulating migration processes taken in different periods of the Russian economy development: from liberalization encouraging the arrival of compatriots and refugees from the post-Soviet space against the background of growing emigration of Russians, to tightening the migration strategy and its adaptation to achieve national goals of socio-economic development of the country and the formation of its human capital. When conducting a statistical analysis of international migration, the authors used available data from migration agencies and Rosstat. Based on statistical data from Rosstat, the Ministry of Internal Affairs of the Russian Federation, the FSB of the Russian Federation on the use of foreign labor entering the territory of Russia ‟for work” who have received work permits, the authors note differences in the methodology for accounting for foreign labor, which does not allow for a reliable assessment of its number staying in the country. The use of calculations by the expert community confirms the imperfection of migration statistics, and its appearance in the media affects the severity of society's perception of the migration problem. Therefore, the reliability of information on external (international) migration requires improving its quality and responsibility of the subjects of migration policy management and its provision to society. For a long time, theoretical studies, when considering the complex demographic situation in Russia, have substantiated the development model due to extensive factors of economic growth - attracting external human resources (migrants). The authors believe that the development of the country's human capital based on innovative technologies can be an alternative for the growth of the country's economy instead of ‟compensatory migration”.

The Influence of Economic Growth, Education, and Macroeconomic Factors on Regional Poverty Reduction

The poverty rate in the region has consistently remained above 12% over the past five years, indicating a persistent socioeconomic challenge. This study aims to analyze the effect of population, economic growth, regional spending, inflation, and education on poverty levels by utilizing secondary data obtained from official national statistics and financial institutions. The method used is multiple regression analysis with the aid of SPSS 21 software. The findings show that population and inflation have a positive but statistically insignificant influence on poverty, while regional spending also exerts a positive and insignificant effect. In contrast, economic growth and education have a negative and statistically significant effect on poverty, with probability values of 0.003 and 0.042, respectively. Simultaneously, the five variables examined show a significant collective influence on poverty levels during the 2009–2023 period. These results emphasize that economic growth and education play key roles in poverty reduction. This article explores the issues of interaction between Kazakhstan and the United States in the field of technology transfer, considering the key challenges and prospects of this interaction. In the context of globalization and the rapid development of technology, effective transfer of knowledge and innovation is becoming an important factor for economic growth and modernization of Kazakhstan. The article examines the main aspects of the process of "transfer of technology and related rights from one side to another for their implementation and use" in Kazakhstan's diplomacy, as well as the contribution of this process to international initiatives for their implementation and promotion at the global level. The author examines existing coordination mechanisms as shared scientific research, trade-off programs, investment undertakings and highlight main limitations such as legislative disparities, cultural obstacles and absence of infrastructure. The article also studies many problems regarding effective global cooperation in technology transfer sphere. Then the article raises the issue of effective expanding of cooperation between various organizations and nations to bring high level exchange of knowledge, information, know-how, and innovations. The article offers recommendations for improving cooperation, emphasizing the need for strategic planning and creating an enabling environment for innovation, which will allow both countries to maximize the benefits of partnership. Infrastructure, sustainability, and policy reform in Nigeria: An empirical study of sectoral contributions to economic growth

This study examines the impact of infrastructural development on economic growth in Nigeria from 1999 to 2022, focusing on key sectors including education, health, transportation, information and communication technology (ICT), and energy. The primary objective is to assess both the short-run and long-run contributions of these infrastructure components to Nigeria’s Gross Domestic Product (GDP). Using the Auto-Regressive Distributed Lag (ARDL) model and time-series data sourced from the Central Bank of Nigeria (CBN), World Development Indicators, and African Infrastructure Development Reports, the study employs the Augmented Dickey-Fuller (ADF) test to confirm variable stationarity and the bounds test to establish co-integration. The findings reveal a significant long-run relationship between infrastructural development and economic growth. In the long run, infrastructure in education, health, ICT, and transport exerted negative effects on GDP, suggesting inefficiencies and delayed returns on investment. Conversely, energy infrastructure—measured by electricity consumption—positively influenced growth. In the short run, only health infrastructure showed a positive contribution, while other sectors had negative or insignificant effects.Excluding energy, the infrastructure sectors have underperformed despite the increased investment, owing to inefficiencies and governance issues, the study suggests. These include improved policy implementation within all sectors, enhanced oversight over various policy implementation bodies, and improved allocation of resources especially in education, health and ICT. Developing energy infrastructure and employing public-private partnerships (PPPs) are key factors in sustainable economic growth as well.
