Poland’s Cultural Diplomacy in Ukraine

The article examines the peculiarities of the implementation of the Republic of Poland's implementation of cultural diplomacy in Ukraine. Considerable attention is paid to the analysis of the basic foundations and principles of the development of Polish cultural diplomacy in modern modern times, and the activities of governmental and non-governmental institutions working in the field of cultural diplomacy. It is noted that the development of Poland's cultural diplomacy has been positively influenced by its EU membership, the modernization and expansion of cultural infrastructure, the growing number of cultural institutions in Poland, and the intensification of Ukrainian-Polish cultural cooperation The activities of cultural diplomacy actors such as the Polish Institute in Kyiv, the Center for Polish Culture and European Dialogue in Ivano-Frankivsk, the Mickiewicz Institute, the Stefan Batory Foundation, the Other Space Foundation, the Krzysztof Skubiszewski Foundation, and the Lane Kirkland Program, and their roles in developing and strengthening Ukrainian-Polish cultural cooperation are analyzed. Since the onset of Russia's full-scale invasion of Ukraine, it is noted that the Polish government has continued to advance cultural diplomacy in Ukraine. The Polish Institute, in particular, has been implementing numerous cultural and artistic projects at various levels. Support for the Polish diaspora during the war has intensified, Polish culture is being increasingly promoted, and scientific diplomacy is actively progressing, particularly through joint Ukrainian-Polish research, scientific exchanges, and academic mobility programs for scholars.

Rhetorical action in a liberal international order in crisis: theorising EU and NATO enlargements post-2022

ABSTRACT The Russian invasion of Ukraine has thrust the issue of European Union and NATO enlargement back into the political spotlight. However, it remains uncertain whether established theoretical frameworks are still applicable in today’s rapidly changing world. In response to this uncertainty, this debate section brings together five short reflection pieces, with a response from Frank Schimmelfennig, to assess the relevance of the theory of ‘rhetorical action’ in light of recent developments in European and international politics. How effectively does rhetorical action explain current EU and NATO enlargement processes, as well as broader forms of international cooperation? The authors find strong overall support for the theory’s continued validity. However, they caution that the increasing politicisation of issues, the rising competition from populist, non-liberal forces, and the broader crisis of the Liberal International Order require more careful reflection and specification of the scope conditions that define the theory’s limits.

Development of Oil Industry in Poland in the Context of the European Union.

Oil industry is developing well in Poland. This study aimed to examine the development of the Polish oil industry after joining the European Union. The following questions were asked: What were the changes in the consumption of vegetable oils in Poland after EU enlargement in 2004? How did the production of vegetable oil change in Poland after EU enlargement in 2004? And has the liquidity of the Polish oil industry changed after EU enlargement in 2004? First, the changes in the oil industry were evaluated. This research proved the development of the fat industry. We used the regression model to analyze the impact of chosen factors on the economic situation of the oil industry in Poland. Rapeseed is the main source of oil for the edible oil and biodiesel industry. High prices of rapeseed increased the sown area of rapeseed. The production of crude rapeseed oil changed from 520.1 thousand tons in 2005 to 1440 thousand tons in 2023. Biofuels made from rapeseed oils are called first generation. Poland's production of refined rapeseed oil changed from 386.5 thousand tons in 2005 to 541 thousand tons in 2023. These numbers confirm the development of edible oil and biofuel production. The gross profit increased from PLN 133 mln in 2005 to PLN 443.8 mln in 2023. The net profit of the fat industry increased from PLN 110 mln in 2005 to PLN 381.6 mln in 2023. The oil industry is characterized by high investment, which reached the level of PLN 232.9 mln in 2023. The investment rate in 2023 was PLN 1.96 %. The changes observed in the rapeseed market after Poland joined the EU affected the performance of vegetable oil and biofuel producers. The regression analysis proved the hypothesis that the monthly consumption of rapeseed oil is the main factor influencing the oil industry situation in Poland. The oil industry is important to the development of the whole economy. Particular attention should be paid to current liquidity, which is why a constant supply of money from sold oil and biodiesel is needed to cover costs.

‘I am afraid to fly there’: informal care in Polish migrants’ families immobilised by COVID-19

ABSTRACT This paper discusses the COVID-19 pandemic as a new external challenge to transnational family life that can undermine the care arrangements and intentions developed by the families of Polish migrants following the 2004 EU enlargement. The pandemic, associated lockdowns and travel restrictions raise questions about assumed transnationalism, building upon earlier concerns about taking for granted migrants’ cross-national mobility. Based on focus group discussions with Polish grandparents conducted in July 2020 and March 2021, we analyse the pandemic’s impact on intergenerational relations with both geographically close and distant kin. We point to perceptions of risks of COVID-19 associated with ethnicised stereotypes and evolving with time. While the pandemic caused temporary restrictions to mobility, it shows the immobilising side of “unsettling events”], the consequences of which, for privileged EU migrants, will unfold in time as their parents’ age and require personal care.

Assessment of Baltics states regional Economic disparities according to GDP

Analysis of the challenges of cohesion at the country and regional levels becomes especially relevant due to EU expansion, the Great Recession, and uneven economic recovery after that. Recent global events, such as the COVID-19 pandemic and imposed lockdowns, have further intensified interest in this issue. This study aims to evaluate the disparities in the development of Baltic States' regions using the author's proposed methodology for calculating an aggregate cohesion index. Some important conclusions can be made from the data analysis. A common trend across all countries was the notable economic strength of capital regions, with GDP per capita significantly exceeding national averages. Despite the pandemic's limited impact in 2020, a clear divergence trend emerged in 2021. Additionally, the club convergence between less developed regions was observed, especially in Lithuania and Latvia. In addition, Lithuania uniquely exhibited three distinct groups of regions based on economic development, in comparison with only two groups in Estonia and Latvia.

The Challenges of “Renewed” Enlargement to the Western Balkan Countries

In the last two decades, acting as an anchor for a transition to democracy and a market economy, the EU has given membership perspectives to the Western Balkan countries of Albania, Serbia, Bosnia and Herzegovina, North Macedonia, Montenegro, and Croatia. At the outset, the EU triggered democratic reforms, empowered civil society organisations, and established democratic rules in those countries. However, on Croatia’s joining the EU in 2013, the Union demonstrated what can be best described as apparent enlargement fatigue and took a break from the widening of Western Balkan countries for the five subsequent years. However, the Russian invasion of Ukraine in February 2022 revitalised the EU enlargement policy towards Western Balkan countries for security and geostrategic considerations. In that purview, this paper seeks to explore contextual constraints associated with the EU’s renewed enlargement policy towards Western Balkan countries. Using the conceptual framework of Alcaro and his co-authors (2022), it is argued that the EU renewed enlargement operates in a context driven by the following three key processes: (1) multi-actor geostrategic competition; (2) regional fragmentation; and (3) intra-EU contestation. In this context, considering international, regional, and institutional contextual constraints, the EU’s leverage on the Western Balkan countries would not be taken for granted, suggesting that the EU needs to develop hybrid strategies transcending classic tools of enlargement.

External differentiation as a strategy of system maintenance: EU enlargement towards the Western Balkans

Despite the stalling of enlargement countries’ accession to the EU, these countries have been recurrently involved in EU policies. There is, however, little knowledge about their participation in EU policies short of membership. This article conceptualises such participation as a manifestation of external differentiated cooperation. It offers a theoretical approach accounting for the unfolding of external differentiated cooperation in EU interactions with enlargement countries as a strategy of system maintenance. External differentiated cooperation, the article argues, serves as a strategy for the EU to address increased mutual dependences with enlargement countries triggered by crises-induced shocks to the EU system of regional integration. By examining EU-Western Balkans’ interactions from 2014 to 2023, the article shows that the EU and its relevant actors have resorted to external differentiated cooperation to ensure the functioning of the EU system of regional integration against the backdrop of member states’ reluctance towards EU enlargement.

EU – UKRAINE NEGOTIATIONS: UNDERWATER STONES

The article discusses the circumstances of the decision to start negotiations between the EU and Ukraine on membership in the union, the prospects and difficulties of the new and, as it is commonly believed, the final stage of Ukraine’s accession to this interstate union. The proposed and adopted framework of negotiations does not provide a clear answer to the main question of interest to Ukraine about the timing of accession and the EU’s readiness for it. The author believes that despite the fact that accession for the first time in an official EU document is named as the ultimate goal of the relevant policy, the proposed path to it does not differ much from those offered to the candidate countries earlier. The EU statement and the negotiating framework do not adequately reflect the size and importance of the country in question, as well as the changed context in which the negotiations are to be conducted. Although the main focus of the parties is on the legal aspects of the problem, the pace and, most importantly, the outcome of the negotiations will largely depend on economic and political circumstances. In the author’s opinion, this implies a rethinking and adjustment of the EU enlargement processes in general and Ukraine’s accession in particular.

Tacit Skills of Return Migrants to Poland and Lithuania from the UK: Twenty Years After the May 2004 EU Enlargement

ABSTRACT This study investigates the reintegration of tacit skills among Polish and Lithuanian migrants returning from the UK amid Brexit and the COVID-19 pandemic. Using a CAWI survey of 740 returnees, it explores the application of tacit skills acquired abroad in their origin countries’ labor markets. The research reveals the challenges return migrants face in utilizing their overseas-acquired skills, influenced by local labor market structures, employers’ attitudes, and individual experiences. The findings contribute to understanding the role of international migration in skill distribution and labor market dynamics, focusing on the personal and economic reintegration of return migrants.

Further EU enlargement – a ‘brave new world’, or more like ‘back to the future’?

Will the challenges faced by both the European Union and a candidate country during a future enlargement process be ‘new’ challenges, or will they be reiterations of challenges successfully overcome during previous enlargements, notably during the ‘Big Enlargement 1.0’ in 2004? This contribution argues that many of the challenges (institutional, political, economic, legal, and linguistic) are indeed not new; but that a future EU enlargement is likely to take place within a far more uncomfortable global environment. In particular, the presence of a hostile and aggressive near neighbour in the shape of Russia will require a concerted and intelligent response.

Union decline through extension of collective agreements?

AbstractThis study investigates the effects of the mandatory extension of collective agreements on union membership. This relationship is investigated using a difference‐in‐differences framework on the staggered industry‐ and county‐wide introduction of mandatory extension in Norway from 2005 to 2011. The introduction of mandatory extension was championed by labour and social partners and motivated by the EU enlargement of 2004 in response to increasing labour immigration. However, mandatory extension could lead to lower union membership through free‐rider behaviour. It is therefore a question of whether the cure is worse than the problem it is supposed to solve. The results show that mandatory extension had an overall negative effect on union density in the affected industries of about −2.7 percentage points. The effect varies between the different industries but is never positive. These findings give credence to the free‐rider hypothesis, where mandatory extension is expected to lead to lower union density because there is less incentive to become a union member when workers can obtain the benefits of the collective agreement without paying the union dues. In line with the theoretical expectations, the effect is stronger where the gap between collective wage and non‐union wage is largest. However, negative effects are also present where this wage gap is small, showing that the results are valid in different contexts.

This article provides a comprehensive analysis of the geopolitical landscape in the South Caucasus, focusing on Russia's strategic interests, NATO and EU expansion efforts, and Turkey's role as a regional actor. It begins by examining Russia's "Near Environment" doctrine, emphasizing Moscow's perceived security threats and its proactive measures to maintain influence in its immediate surroundings. The 2008 conflict between Russia and Georgia serves as a focal point, illustrating the complex interplay of historical, ethnic, and political factors in the region. The article explores the origins of the Georgian-Ossetian crisis, the escalation into the "Five-Day War," and the subsequent recognition of South Ossetia and Abkhazia by Russia. It also examines Turkey's stance on the conflict, balancing support for Georgia's territorial integrity with economic and strategic interests in the region that advocates respect for Georgia's territorial integrity and sovereignty in the context of international law, but at the same time does not ignore its security concerns of Russia and aims to maintain a policy of balance in the Black Sea Basin and the Caucasus in the context of regional peacekeeping. Furthermore, the analysis highlights the international community's response to the conflict and its implications for regional stability. The conclusion underscores the significance of the South Caucasus in global geopolitics, particularly in shaping the balance of power in the Black Sea region. Overall, this article offers valuable insights into the complex dynamics of conflict and cooperation in a strategically vital area of Eurasia.

EU Macro-Regional Strategy in the Adriatic and Ionian Region: A Territorial Perspective on the EU Enlargement Policy

ABSTRACT Policies of territorial cooperation, including macro-regional strategies, have been a crucial component in the making of the EU space, and constitute an element of the approach adopted by the Union towards its neighbouring countries. Based on the results of in-depth interviews with 37 stakeholders from different countries and EU institutions, the article explores the potentialities and limits of the European Strategy for the Adriatic and Ionian Region (EUSAIR) to contribute to the EU enlargement towards the Western Balkan countries. Despite the limits that still hinder the full potential of the strategy, we argue that a de-centred perspective may contribute to overcoming the stalemate of the enlargement process, as long as the potentiality of a territorial approach is fully recognized and boosted.

Poland’s Raison d’etat in the European Union: Enlargement Policy as a Case Study

The different views on EU–Polish relations articulated by different political actors in Poland illustrate two opposite approaches toward the shape of the integration process. The ongoing political debate on Poland’s raison d’état (reason of state) in the European Union calls for the necessity to define this notion in the current geopolitical context. In light of recent challenges and declared plans of the European Commission to transform the EU’s foreign policy it seems particularly reasonable to analyze Poland’s raison d’état in reference to the EU’s enlargement policy. Therefore, the major purpose of the article is to define and explain the essence and evolution of Poland’s position on the issue of EU enlargement. To be precise, the case study is concentrated on the developments caused by Russia’s full-scale invasion of Ukraine as a trigger for the reconsideration of the EU’s foreign policy. By doing so, the author makes an attempt to answer the research question on the essence of Poland’s raison d’état as regards further EU enlargement and Polish structural potential to promote its interests and shape the EU’s foreign policy overall.

THE EU COMMON AGRICULTURAL POLICY TRANSFORMATION: FROM THE 2020 REFORM TO THE 2023 STRATEGY

Objective. The objective of the article is the assessment of the EU 2000-2023 common agricultural policy evaluation, key priorities and changes identification. Methods. The following general scientific methods of cognition are applied in the study: theoretical generalization and comparison, analysis and synthesis, induction and deduction, grouping, abstraction. Results. According to the results of the study, the features of the formation, implementation and transformation of the Common Agricultural Policy of the EU (EU SAP) are determined. The differences in the reform of the EU SAP in accordance with Agenda 2000 have been identified, namely the focus on reducing the negative consequences of EU enlargement, meeting the terms of new WTO rounds, reducing the cost of supporting the sector, resulting in a further shift from price support to direct payments, establishing a ceiling of direct payments for certain types of agricultural products, supporting rural development on the condition of preserving and expanding environmental and recreational functions, integrating environmental goals into the CPP. The features of SAP 2023-2027 and significant differences from previous periods have been established, namely, SAP is based on the Strategic Plans of the EU Member States; transition from compliance with norms and requirements in the process of SAP implementation to performance is planned; the main tools of SAP (direct payments, interventions for certain sectors of the market and support for the development of rural areas) are preserved, at the same time the mechanisms for their application are being transformed and the volumes are changing; areas of activity of the Member States are clearly defined, each Strategic Plan sets goals for expected results using common EU indicators, however target values, interventions reflect the needs and guidelines of EU member states; mechanisms for implementing the principle of justice, strengthening the redistributive effect are planned; attention to the introduction of innovative practices and technologies in order to increase agricultural productivity is increased; tools for supporting, preserving the environment and countering climate change, strengthening the socio-economic structure of rural areas are introduced.

EU Enlargement Policy between the Chronological Precedence of the Western Balkans and the Geopolitical Urgency in the Eastern Neighborhood

This study adopts a realist approach to explore how geopolitical factors influence the European Union’s (EU) decision to expand into neighbouring regions of strategic importance or vulnerability to major powers’ influence. It specifically examines the obstacles posed by the absence of a unanimous stance on „pre-scheduled” accessions, as seen in the earlier „eastern enlargement” rounds. It is argued that the present geopoliticized EU enlargement policy seems to be guided by realist factors, although it is characterized by an incongruity between strategic rhetoric and strategic actions. This inconsistency between expressed intentions and actual measures is more evident in the Western Balkans than in the Eastern neighbourhood. Through the selected, broadly set realist elements – groupism, egoism and power-centrism – the EU’s foreign policy strategy and behaviour are examined, searching for a gap between the discursive and practical domains in both regions. The research considers that the EU’s response has not predominantly been strategic but rather tactical, reflecting the enlargement policy’s longstanding deficiencies, coupled with the urgent need to extend commitments to the eastern partners facing immediate security threats. Such tendencies are disadvantageous for the Western Balkans, which became a lower priority for the EU despite its chronological precedence in the enlargement domain. While ideally, both enlargement regions should be granted an „accession timetable” along with on-ground democratic reforms, the authors highlight that due to differing geopolitical dynamics and pressure, the outcomes for the two regions may either diverge in terms of potential favouring of the new candidates or, perhaps more likely, converge – meaning that the accession of either region might be postponed once the geopolitical urgency subsides.

The uncertainty of waiting: the liminality of the Western Balkans in the process of EU enlargement

ABSTRACT This article deals with the concepts of time and temporality in the context of EU enlargement. It offers a critique of the prevailing understanding of time as linear, objective and abstract, unilinear flow of time and based on the exclusivity of its use as a universal measure. Accordingly, the article examines the EU construction of time as linear, objective, neutral and universal and in relation to progress and modernity. It argues that the EU’s understanding of time in terms of the temporal singularity of linear time creates temporal borders in the enlargement process by situating the EU and the candidate countries in different temporalities, thus demanding temporal synchronisation as a practice of shaping time. This article focuses on the Western Balkans as a region aspiring to EU membership. It examines how the EU shapes the time of the Western Balkans in the EU enlargement process by establishing temporal borders for the Western Balkans that define where progress occurs and consequently, how waiting is introduced as a means of temporal synchronisation.
