Public-Private Partnership in Handling Corona Virus Disease 2019 in DKI Jakarta Province

With the growing problem conditions and the increasing number of confirmed cases of Covid-19, it requires the DKI Jakarta Provincial Government to collaborate with stakeholders such as the private sector, national companies, and the public in handling Covid-19 in DKI Jakarta Province. This research focuses on the partnership between the DKI Jakarta Provincial Government and the private Human Initiative and Agile Innovation Labs companies. The purpose of this study is to describe and analyze public private partnerships in handling Covid-19 in DKI Jakarta Province. This study uses a qualitative approach with a descriptive method. In the analysis of this study using the theory proposed by Yusuf et al (2006) with three major variables, namely: (1) Process Factor, (2) Partner Factor, and (3) Structural Factor. The data analyzed are the results of interviews, observations, and document review at the Regional Cooperation Bureau, the Secretariat of DKI Jakarta Province. The results of the study show that from this multi-stakeholder partnership relationship produces various benefits for each party. However, on the partner factor indicator, there are still several obstacles, such as the change of officials in policy-making agencies who do not receive transfer of knowledge from previous officials, so that the partnership process becomes hampered.

PENGARUH PENDAPATAN ASLI DAERAH DAN DANA BAGI HASIL TERHADAP BELANJA MODAL PEMERINTAH PROVINSI DKI JAKARTA

Capital expenditures by local governments are carried out in the context of procuring tangible fixed assets to finance the implementation of regional autonomy which ultimately aims to improve people's welfare. This study aims to investigate the effect of local revenue and revenue-sharing on capital expenditures in DKI Jakarta Province with the Autoregressive Distributed Lag (ARDL) approach using data for the period 1987-2020. The results of the study indicate that there is a long-term relationship between the capital expenditures of the DKI Jakarta Provincial Government and the variables of local revenue and revenue-sharing funds. In the long run and the short run, the capital expenditure development of the DKI Jakarta Provincial Government is significantly influenced by the level of local revenue and revenue-sharing funds. If there is a disturbance or shock to the balance, then about 74.02 percent of the imbalance that occurred in the previous period will return to the equilibrium point in the current period.

Covid-19 has implications for social, economic growth, decreased state and regional revenues and economic growth that has slowed so that state and regional incomes do not reach the desired target. The government not only measures health efforts and handling this outbreak but also makes economic efforts that still have to run in pandemic conditions through policies and major steps taken. The Central Government issued Government Regulation In lieu of Law No. 1 of 2020 on State Financial Policy and Financial System Stability for The Handling of coronavirus pandemic 2019 and each region issued several policies related to the fulfillment of local original income, especially for the City of DKI Jakarta which is also affected related to local tax arrangements, namely hotel taxes and restaurant taxes that contribute greatly. against PAD Kota DKI Jakarta. The purpose of this study is to see what the implications are for the existing condition of reducing hotel and restaurant tax rates in DKI Jakarta in the current pandemic conditions. This research uses a type of normative juridical research and with a type of research approach to the statutory approach, the case approach, the conceptual approach. The results of research on the implications of conditions in the city of DKI Jakarta and the efforts of the DKI Jakarta Provincial Government to overcome the decline of PAD through the policies provided one of them provides relief to hotel and restaurant taxpayers in pandemic conditions and provides freedom in the payment of tax penalties for hotels and restaurants that are certainly adjusted to certain conditions and requirements so that PAD Kota DKI Jakarta from the local tax sector continues to run. and able to meet the targets that have been determined as they should

Proposed Use of Land and Building Tax as a Fiscal Policy Instrument to Support Flood Disaster Management Financing in DKI Jakarta

This article discusses a proposal applying an earmarking tax scheme to PBB-P2 in DKI Jakarta Province to support financing and flood disaster management, based on the flood disaster that always occurs every year and has many losses. In addition, the current pattern of financing comes from the APBD or local general fund. This scheme will trigger the potential for discontinuity of budget allocations for flood disaster management. This study aims to identify and compare the practice of financing and handling disasters in other countries. Then it aims to see the advantages and disadvantages of the proposed proposal and explore the policy recommendations that can be given if this proposal is later implemented. By using a qualitative approach, this research is done through in-depth interviews and literature study. The study results found that, there are two financing schemes for flood disaster management, namely (1) national budget and (2) other government funds. Another finding shows that the proposed application of the earmarking tax can legally be carried out in DKI Jakarta. Although, there are advantages and disadvantages, and there are several options for the DKI Jakarta Provincial Government that can be considered if this proposal is later implemented.

The Effect of Human Resources Competencies and Internal Controlling System on the Quality of Accounting Information System and Their Impacts to the Quality of Financial Reporting

This study aims to determine the effect of human resources competencies and internal controlling systems on the quality of accounting information systems and to deter-mine the quality of financial reporting. This study is a quantitative study with primary data obtained from 105 respondents from the finance/administration/budget division of the DKI Jakarta Provincial Government SKPD who collected 52 SKPD. Partial Least Square is used as an analytical tool in this study.The results showed that the competence of human resources and internal controlling systems directly have a significant effect on the quality of accounting information systems and the quality of accounting information systems have a significant effect on the quality of financial reporting.

Collaborative governance in increasing the competitiveness of Micro Small Medium Enterprises (MSMEs) through the Jakpreneur program

Based on the 2016 Economic Census, the number of businesses in DKI Jakarta has reached more than one million businesses, or 98.78%. The potential of MSMEs is able to reduce the unemployment rate and can drive the wheels of the Indonesian economy and DKI Jakarta specifically. However, in the current conditions, MSMEs in DKI Jakarta still have many limitations in terms of management and empowerment. Therefore, the DKI Jakarta Provincial Government created the JakPreneur Program to help MSMEs advance to class to be competitive and maintain their business. The DKI Jakarta Provincial Government embraces stakeholders to collaborate in developing the JakPreneur Program. The purpose of this study is to describe precisely the process and form of collaboration through the approach of collaborative governance in the JakPreneur Program and provide recommendations for program improvement. This study used a post-positivist approach with a qualitative method through interviews and literature study. The results of this study indicate that the collaboration process takes place effectively between the relevant stakeholders. The collaboration formed in this context is represented by implementing a number of activities from the P1-P7 stages of the JakPreneur program.

ANALYSIS OF ZERO RUPIAH DOWN PAYMENT HOUSE POLICY FORMULATION FOR LOW INCOME COMMUNITIES IN DKI JAKARTA

This study describes the public policies of the DKI Jakarta Provincial Government on housing assistance for law-Income Communities. DKI Jakarta as the center of Government and economy attract people to come to the city. The scarcity and the high price of land in DKI Jakarta factors into the number of Low-Income Communities in the city who struggle to own housing/ property. The study aims to analyze the policy formulation of DKI Jakarta Provincial Government on the assistance in providing decent housing needs the policy formulation of the DKI Jakarta Provincial Government for assistance in providing decent housing needs for Low-Income Communities. The research uses descriptive qualitative methods by using primary and secondary data. Data and information are obtained through interviews with the actors involved in the process of policy formulation, surveys and taking photographs related to the Zero Rupiah Down Payment House and document that can support research. From the analysis, it is found in the formulation of the Zero Rupiah Down Payment House Program policy that there should be stronger legal basis and a set of wage margin for Low-Income Communities in DKI Jakarta as well as supervision in the implementation of the program so that it is targeted to the Low- Income community by paying attention to aspects of alignments to the community need.

RPTRA AS PUBLIC COMMUNICATION MEDIUM FOR THE GOVERNMENT OF DKI JAKARTA IN INTECHTING WITH CITIZENS

In a big city like Jakarta, the community's need for public sphare as a means to carry out activities with various activities together is very important and useful. Public sphare is realized through social interactions that are accommodated in public sphares so that learning occurs between humans with one another, one community with another community, continues until finally there is a unity, understanding, together that heterogeneity in one city is a necessary necessity. must be shared and accepted. The theoretical framework used in this research is public communication and the concept of public sphare from Habermas. The purpose of this study is to analyze how the DKI Jakarta Provincial Government utilizes public sphare in this case called the Child Friendly Open Public sphare (RPTRA) as a public communication medium. This research approach is qualitative with the method used is a case study. The results of the study indicate that the existing RPTRA in various urban villages as public sphares in DKI Jakarta shows that the DKI Jakarta provincial government has optimally utilized the existence of this RPTRA as evidenced by the granting of access for residents to use it. However, public communication carried out by the provincial government has not been fully utilized. The objective condition of DKI Jakarta's public sphare is still not able to become a medium of public communication that is able to encourage egalitarian freedom of thought and action in the public sphere.

Dampak Kebijakan Perluasan Ganjil Genap Terhadap Jumlah Penumpang dan Pendapatan Transjakarta

The DKI Jakarta Government has carried out evaluations and established regulations related to congestion that occurs in DKI Jakarta as the capital of the Republic of Indonesia. The Government's efforts in overcoming the congestion that occurred were that the 3 in 1 (three in one) program was established and implemented which was later replaced by the odd-even regulation on certain roads in the capital area. In 2018 odd-even trials were carried out during the Asian Games, until September 9, 2019, the DKI Jakarta Provincial Government determined an expansion of the odd-even area as an effort to stop the congestion that occurred. The purpose of this study is to determine and analyze d The effect of the odd-even expansion policy on the number of passengers and revenue of TransJakarta in 2019 using path analysis. The calculation is done using Eviews 10 software with panel data type, namely a combination of cross section data with time series. This study uses secondary data regarding the number of TransJakarta passengers and TransJakarta revenue from corridors 1 to with 13 in 2019 that have been published. The choice of model in this study is the Random Effect Model which results in the findings of the research, namely that there is a significant direct or indirect effect between the Odd-Even Expansion Policy on TransJakarta Income through the Number of Passengers.

Connecting facilities of several modes of transportation with transit-oriented development approach

Jakarta is one of the cities in Indonesia that has a very high level of traffic jams. So it takes several alternative transportation so that congestion can be reduced. DKI Jakarta Provincial Government provides a solution by creating several mass transportation facilities including Mass Rapid Transit (MRT), Light Rail Transit (LRT), Soekarno-Hatta Airport trains, TransJakarta buses, and the Jabodetabek Commuterline. In order to make it easier for transportation users to use it, a connecting facility is needed so that it makes it easier for users to choose the mode of transportation. The research entitled Connecting Facilities of several modes of transportation with Transit Oriented Development Approach used qualitative descriptive method by collecting data from journal article, observation to research location, interviews with users. After the data has been collected, analysis is carried out in order to obtain a complete picture of characteristics and conditions that exist, so that a basic program for planning and architectural design of the Dukuh Atas Interchange Station building can be compiled. This research produces a design of connecting facility that integrates between modes to move users from one mode of transportation to another without leaving the station so that it is more effective and efficient.

KOMUNIKASI ADVOKASI KLARIFIKASI FAKTA PEMBERITAAN HOAKS PADA INSTAGRAM @JALAHOAKS

Problems regarding the widespread spread of hoax news often occur through social media. The massive circulation of hoaxes that occurs is due to the low level of digital literacy in the community in filtering information that can potentially disturb the public and disrupt public order. Government public bodies are considered to have the responsibility to eradicate social problems related to the circulation of hoax news that occurs in the community. This prompted the DKI Jakarta Provincial Government of Communication, Information and Statistics to create the Jakarta Lawan Hoaks (Jalahoaks) channel to carry out advocacy activities. This study aims to analyze the advocacy communication process for truth clarification on hoax news on Instagram @Jalahoaks. This research uses a qualitative approach with exploratory research and case study methods. The theory used in this research is advocacy communication. The results of this study indicate that the advocacy communication process carried out on Instagram @Jalahoaks can be successful and run effectively, based on analysis, strategy, mobilization, action, evaluation, and sustainability. The use and maximization of Instagram social media as a means to clarify the facts of hoax news can support and facilitate the advocacy communication process carried out by Jalahoaks.

Performance Evaluation of The SIERA System at the Regional Assets Management Agency of the DKI Jakarta Provincial Government Using the COBIT 5 Framework

Objective –To measuring and knowing the level of capability, the value of gaps, and recommendations forimprovement for SIERA information system performance using the framework COBIT 5 based on the processAPO08 Manage Relationship and BAI07 Manage Change Acceptance and Transitioning.Methodology –This research uses a qualitative method and a quantitative method called the mix method. Thequalitative method is used to analyze the level of capability expected from the application of the SIERA informationsystem based on the results of interview answers. In contrast, the quantitative method is used to analyze the level ofcapability that has been achieved so far based on the results of a questionnaire that has been filled out by fourrespondents determined by a convenient sampling technique.Findings – The research found the results that the APO08 domain stopped at level 2, and the domain BAI07 stoppedat desired level 1, so corrective actions need to be taken to reach the level expected level 4.Novelty – By measuring the performance evaluation of the SIERA system, the Regional Asset Management Agencyof DKI Jakarta Province can determine the level of capability that has been achieved and the value of the gap withthe expected level of capability, and assisting the Regional Asset Management Agency of the DKI Jakarta ProvincialGovernment to take corrective actions based on recommendations from the findings in SIERA.Keywords: APO08 Manage Relationship, BAI07 Manage Change Acceptance and Transitioning, COBIT 5, DKIJakarta Regional Asset Management Agency

Analisis Kualitas Website Badan Pengembangan Sumber Daya Manusia Menggunakan Metode Webqual 4.0

This study aims to determine the quality of the website of the DKI Jakarta Province Human Resources Development Agency with the address https://www.bpsdm.jakarta.go.id as a media of information about activities and institutions related to the development of competencies for civil servants (PNS) within the Government. DKI Jakarta Province is based on the perceptions of end users by analyzing end users' perceptions of usability, informaton quality and interaction quality using the WebQual 4.0 method. Data collection was carried out by survey using a questionnaire via Geogle Form with 22 statements based on the WebQual dimension and one statement about the whole (overall) with 438 respondents from the entire population of civil servants of the DKI Jakarta Provincial Government as many as 60,691 people as of September 30, 2020, but who meet requirements as many as 398 respondents. The website quality analysis stage is by describing the survey data. The prerequisite for the test is to test the validity and reliability. Furthermore, data analysis by calculating the score and average on each indicator. The results of this test analysis indicate that the variables of usability, informaton quality and interaction quality on the website of the BPSDM DKI Jakarta Province have quality. The results of this study have implications for the need for BPSDM DKI Jakarta Province to evaluate the maintenance and development of the website that has been built used to improve service quality.

Strategies to Improve Conceptual Cost Estimates Accuracy of Flyover Development in the Provincial Government of DKI Jakarta

This study identifies the dominant factors in the conceptual cost estimate process of flyover development in the Provincial Government of DKI Jakarta that affect accuracy, based on the relationship model between the conceptual cost estimation process of flyover development in the Provincial Government of DKI Jakarta with the accuracy. Furthermore, this study also develops strategies to improve the accuracy based on the dominant factors. Two parts of the method are used in this study. The first method is to obtain the dominant factors in estimating the conceptual cost of flyover development in the DKI Jakarta Provincial Government, which affects accuracy using the SEM-PLS method, which involved 151 respondents. Second, the method to obtain strategies to improve accuracy based on these dominant factors, using the gap analysis. The result shows that four dominant factors affect accuracy: information quality, project definition, cost information, and project characteristics. Improving strategies are obtained based on those identified dominant factors. The finding of this study suggests that these strategies can be compiled into the guideline of the conceptual cost estimate process, which can be a tool to assist relevant agency personnel in carrying out the stages in the process of conceptual cost estimation of flyover development.

Conceptual Framework for Developing Web-based Maintenance Systems for Government’s Simple-Buildings within the DKI Jakarta Provincial Government

DKI Jakarta, as the capital of the Republic of Indonesia, has the highest population density in Indonesia, with a population of 16,334 people / km2. Therefore, community facilities and infrastructure within the DKI Jakarta Provincial Government play an important role so that community service can be carried out properly. As one of the main infrastructures, State Buildings must have building reliability as stated in the technical requirements stipulated in Presidential Regulation Number 73 of 2016. Building maintenance is an activity to maintain the building's reliability and infrastructure, and facilities so that the building always functions properly. Based on a survey conducted by the DKI Jakarta Provincial Office for The Creation of Works, Spatial Planning and Land Use in 2019, the number of building assets of Province DKI Jakarta are 9823 buildings. 60% of those buildings were classified as Simple-Building category. Due to the numerous building assets, maintenance activities need to be supported by an adequate maintenance system. This study aims to develop a building maintenance system based on web. The methodology used in this research are expert validation, interviews, field survey and literature studies. The results of the validation process will be developed into a simple-building’s web-based maintenance system framework.

The Quality of Public Information on Twitter: Yogyakarta And DKI Jakarta Regional Government Comparison

Twitter is considered one of the most appropriate media or platforms to realize transparency, participation, and accountability in governance. Social media adoption is also carried out by the Provincial Government of DKI Jakarta and the Special Region of Yogyakarta (DIY). This study aimed to explain the quality of public information of the Yogyakarta Provincial Government and the DKI Jakarta Provincial Government through Twitter in 2019. The method used was descriptive qualitative by depicting a comparison of public information quality of both regional governments. The content analysis was processed with Nvivo application 12 Plus by collecting research data through Twitter accounts, online media, and literature reviews. The results showed that the DKI Jakarta Provincial Government and the Yogyakarta Provincial Government actively used Twitter to convey information. The use of Twitter @humas_jogja by the Yogyakarta Provincial Government has fulfilled five public information quality variables: transparency (52%), participation (53%), trust (32%), human resource capacity (50%), and accountability (62%). Meanwhile, the DKI Jakarta Provincial Government Twitter account had a transparency value (47%), participation (48%), trust (68%), human resource capacity (49%), and accountability (37%). Each provincial government had a relationship with these variables. Therefore, it could be seen that the public information on Twitter of the Yogyakarta Provincial Government and the DKI Jakarta Provincial Government had the quality. This article contributes to the government's evaluation of Twitter adoption and its relationship to the quality of public information provided to the public.

TINJAUAN ISLAMIC SERVANT-LEADERSHIP PADA SISTEM KEPEMIMPINAN PEMPROV DKI JAKARTA DALAM MENANGANI PANDEMI COVID-19

Abstract: This study aims to deepen the treasures of Islam and explore the history of Islam in its heyday in terms of leadership and to review how the concept of Islamic Servant-Leadership is implemented as a leadership style by the DKI Jakarta Provincial Government in dealing with Covid-19. The qualitative-descriptive research method is used through content analysis to organize and derive meaning from the data collected and to draw realistic conclusions. By using the ten characteristics of Islamic Servant Leadership, it was found that the leadership practiced by the Provincial Government of DKI Jakarta has met the qualifications to be declared a Servant-Leader or implement Servant-Leadership while handling the Covid-19 pandemic Keywords: Islamic Servant Leadership, Leadership, Covid-19, Provincial Government
