A Roadmap for the Implementation of Building Energy Efficiency Codes Compliance in Tripoli-Lebanon: Key Actions in the Familiarity Stage

Objective: The objective of this study is to provide policy recommendations for strengthening governance and institutional capabilities to ensure effective climate action and sustainable development in Tripoli-Lebanon and to propose a multi-staged implementation framework for T-BEEC, focusing on familiarity, with the aim o To facilitate Lebanon's transition towards sustainable energy sources by implementing an effective Building Energy Efficiency Code (T-BEEC) in Tripoli. Theoretical Framework: The study employs environmental science, urban planning, and socio-economic theories, focusing on policy adoption and the diffusion of technological innovations to enhance urban energy efficiency and sustainability. Method: A mixed-methods approach is adopted, incorporating both qualitative and quantitative research methods. Data collection involved semi-structured interviews with key personnel at the Tripoli Municipality Permit Office and thematic analysis of the barriers and facilitators to BEEC implementation. Comparative case studies from different geopolitical regions provide a broader perspective on the challenges and strategies of energy code compliance. Results and Discussion: Findings emphasize the critical need for infrastructure and resource optimization, including vehicle maintenance and replacements, spatial layout reorganization, and the prompt repair of computers and printers, to ensure operational efficiency. Additionally, the pursuit of diverse financial support sources highlights the reliance on municipal fees, international aid, NGO contributions, and educational partnerships to overcome financial and resource constraints Research Implications: This study impacts urban energy management theory and practice, providing key insights for policymakers and planners in similar settings. Originality/Value: This study outlines a unique approach to implementing energy codes during Tripoli's familiarity period, enhancing urban sustainability and policy effectiveness.

Abstract Policymakers’ imperfect knowledge about firms’ abatement costs leads to inefficient regulation, reducing the welfare gains from carbon markets around the world. We introduce a “smart” cap and trade system that eliminates these costs. This cap responds endogenously to technology or macroeconomic shocks, relying on the market price of certificates to aggregate information. It allows policy makers to modify existing institutions to achieve more efficient emissions reductions. The paper also shows that the slow diffusion of technology innovations typically makes the optimal carbon price a much steeper function of emissions than suggested by the Social Cost of Carbon.

An evolutionary analysis of the diffusion of low-carbon technology innovation in supply networks

In an era increasingly defined by the urgent need to address energy sustainability and environmental degradation, the advancement of low-carbon technologies stands at the forefront of global governmental agendas. Despite China's pioneering efforts in the adoption and development of low-carbon initiatives, its status as the preeminent global carbon emitter highlights the significant challenges impeding the widespread adoption of these innovations. This study delves into these complexities by employing a sophisticated complex network evolutionary game model that intricately weaves together consumer preferences and carbon pricing as pivotal determinants of utility. By examining the influence of corporate strategic decisions on the diffusion of low-carbon technologies, our research provides an insightful micro-level analysis that diverges from the macro-level orientation typically dominating the field. This nuanced approach not only sheds light on the mechanics of low-carbon technology dissemination but also contributes to a more comprehensive understanding of how to effectively navigate and surmount the barriers to low-carbon technological progress. Through this exploration, our study seeks to augment the discourse on the propagation of low-carbon technologies, offering vital insights for policymakers, industry stakeholders, and the broader academic community on fostering a more sustainable and low-carbon future.

The social network perspective on power system co-evolution: responses to "double carbon target" realization in China.

The introduction of dual carbon targets will significantly impact power system development. Despite this, there is currently limited research on achieving system evolution and transition while ensuring safety, low-carbon output, and efficiency, as well as quantitatively analyzing the resulting changes dual carbon targets will have on the power system. Co-evolution of the power system offers a solution to balance the impact of dual carbon goals and enhance interaction among system entities, thereby facilitating the achievement of these goals. Our study focuses on constructing an evolutionary topological network by analyzing the dynamic evolution rule of power systems. We investigate the co-evolution pattern of power systems by analyzing the relationship between the role of power system agents and their dynamic structures. Furthermore, we analyze the future structural changes of power systems, which can provide theoretical support for achieving dual carbon goals in the power system. Our findings highlight key measures to promote synergistic evolution, including increasing energy storage capabilities, stabilizing renewable energy supply, breaking inter-provincial barriers in electricity transmission, and developing a multi-level intelligent power system. Through link analysis, we discover that future power systems will maintain a mild coordination among agents rather than implementing large-scale realignment and reconfiguration. We posit that overcoming obstacles can be achieved by fostering cohesion between the network and agents through technological innovation and widespread market diffusion to drive co-evolution.

ADOPTION AND DIFFUSION OF AGRICULTURAL TECHNOLOGICAL INNOVATIONS GOVERNMENT PROGRAM FIELD SCHOOL INTEGRATED PARTICIPATORY DEVELOPMENT MANAGEMENT OF IRRIGATION PROGRAM (IPDMIP)

This research details efforts to analyze the adoption and diffusion of agricultural technology innovations through the Integrated Participatory Development Management of Irrigation Program (IPDMIP) Field School Program in Kedungreja District, Cilacap Regency. In the background, the urgency of agriculture as the primary sector in development is illustrated, with technology adoption being the key to increasing productivity and farmer welfare. The IPDMIP program emphasizes the involvement of farmers in irrigation management and implementing modern technology to optimize agricultural yields. However, there has not been much in-depth research on the factors that influence the successful adoption and diffusion of technological innovations in the context of this program. This research aims to identify the factors that influence the adoption and diffusion of agricultural technology innovations in the IPDMIP Field School while measuring the adoption and diffusion of these innovations in the Kedungreja District. The quantitative research method uses a survey approach and statistical data analysis. The research instrument includes variables such as cultivated area, farmer age, education level, innovation characteristics, characteristics of potential users, decision-making, communication channels, and instructor qualifications. Data was collected from 100 respondents who were members of farmer groups receiving IPDMIP Field School activities through questionnaires. Data analysis shows that the IPDMIP Field School Program effectively increases the adoption and diffusion of agricultural technology innovations in the Kedungreja District. Factors such as farmer age, characteristics of the innovation, characteristics of potential users, and communication channels play a significant role in the successful adoption and diffusion of the innovation. The research results provide an in-depth picture of the effectiveness of this program in bringing positive change among farmers. This conclusion can be a basis for formulating further policies to support sustainable agricultural development and improve farmer welfare.

Institutional Synergy in Diffusion and Adoption of Agricultural Technology in Farming Communities in Bantul District, Daerah Istimewa Yogyakarta

The process of diffusion and adoption of agricultural technology can be realized properly if it is supported by the synergy of agricultural institutions and from farming actors. The existence of farmer groups and farmer cooperatives as part of agricultural institutions that are under one roof, is an important forum for farmers in overcoming various problems. The aims of the research were to find out the synergy between agricultural institutions in the diffusion of agricultural technology in farming communities in Bantul Regency, DIY and to find out the level of adoption of agricultural technology by farming communities in Bantul Regency, DIY. The research method was carried out in a descriptive qualitative manner. Data was collected by interviewing cooperative management, farmer groups and farmers with the help of a questionnaire. Data were analyzed by rating scale. From the research results it is known that the diffusion of agricultural technological innovations is carried out in synergy and in stages from the government through the Ministry of Agriculture, the agricultural service, Bank Indonesia, universities, PPL to the management of farmer groups to be disseminated to members. Farmers' cooperatives function as providers of capital, infrastructure such as seeds, subsidized and non-subsidized fertilizers, pesticides and medicines. Meanwhile, farmer groups function as providers of labor and modern agricultural equipment. The level of farmer adoption of agricultural technological innovations is in the good category with a score of 78.

The role of governmental leadership mobility in stimulating technological innovation diffusion: city mayor and secretary transfer networks in China

ABSTRACT While the study of government leadership mobility has made significant contributions, it has primarily focused on policy innovations, neglecting the pivotal role of technological advancements that have revolutionised government operations and productivity in recent decades. This study describes how leadership mobility functions as a conduit for fostering local technological innovation. Based on data on the mobility of mayors and party secretaries in 282 Chinese cities from 2004 to 2015, we find that the mobility of city officials between municipal governments can facilitate the diffusion of technological innovation. We also find that leadership mobility in a similar institutional background enhances the diffusion of technological innovation, whereas relocating leadership to cities with a more market-oriented orientation facilitates the diffusion of technological innovation. This article expands upon conventional research on innovation diffusion and offers a practical reference for the mobility of government personnel.

How Flexibility Helps Rapid Production of Electric Vehicles in Azerbaijan

AbstractThis research paper concentrates on determining whether the perceived usefulness, ease of use, compatibility and complexity are determinants of customers’ purchase intentions of hybrid electric vehicles in Azerbaijan. The research’s theoretical framework was established via technology acceptance model and innovation diffusion theory. The sample of the study was 121 customers using hybrid electric vehicles in Azerbaijan, whose participation in the questionnaire of study provided the opportunity to assemble primary data. The research findings about the perceived usefulness, ease of use and compatibility of hybrid electric vehicles were statistically significant. This study also identified that perceived complexity in using the hybrid electric vehicles did not have an empirically significant relationship in the purchase intention of hybrid electric vehicles in Azerbaijan, which has a negative impact on the industry.

Impacts of BIM policy on the technological progress in the Architecture, Engineering, and Construction (AEC) industry: evidence from China

ABSTRACT Building Information Modeling (BIM) technology is increasingly crucial in the digital transformation of the Architecture, Engineering, and Construction (AEC) industry. Evaluating the effectiveness of BIM technology policies is essential for advancing the industry’s digital innovation. A quasi-natural experiment was conducted using panel data from 30 provinces in China between 2007 and 2017 to analyze the impact of BIM technology policy on the AEC industry’s technological progress from the perspective of innovation diffusion. The technological change index (TCH) of each province was calculated using the DEA-Malmquist model. The impact of BIM technology policy on technological progress in the AEC industry was analyzed using a time-varying difference-in-differences (DID) approach. The study found that BIM technology policy significantly affects technological progress in the AEC industry. The mediating effect model shows that the influence path of “BIM policy →BIM technology innovation diffusion → technological progress” is verified. The impact of policies on technological progress varies in different regions, and the higher the level of development of a region, the more it can benefit from BIM technology policies. This paper aims to share China’s experience for BIM policy formulation and implementation, and provide suggestions for promoting the high-quality development of the international AEC industry.

Economic problems reflect the deepening and complication of foreign economic relations. International cooperation is an effective mechanism for the development and diffusion of innovative technologies. In modern conditions, the solution of these problems comes up against, first of all, geopolitical realities.

Diffusion of environmental technology innovation through the lens of banking sector performance and human resource management: an influential step towards environmental sustainability.

Environmental technology innovations are widely recognized as the most suitable option to achieve sustainable and green development. Since banks and other financial institutions offer essential funding for investments in environmental technology projects, the banking sector and human resources are essential to developing and promoting environmental technology innovation. This study aims to investigate the impact of banking sector performance and human resources on environmental technology innovation in China, utilizing the ARDL method. The research focuses on the period spanning from 1996 to 2021. The outcomes of the ARDL model approve that short- and long-term banking sector performances positively impact environmental technology innovation in China. Among the four proxies for the banking sector's performance, market capitalization, bank deposits, and bank Z-score are substantially and favorably associated with long-term environmental technology innovation in China. However, only the banking sector's performance fosters environmental technology innovation in the short term; all other measures of banking sector performance are insignificant. Human resource positively impacts green innovation in China in the long run. Furthermore, China's long-term GDP growth and environmental pressures support environmental technology innovation. Therefore, policymakers should provide specific incentives to encourage human resource management and financial institutions that lead to the advancement of environmental technology innovation.

Research on the Dynamic Mechanism of Technological Innovation Diffusion in Enterprise Communities Based on a Predation Diffusion Model

In order to study the dynamic mechanism of the impact of technological innovation diffusion on enterprise population networks, a corresponding relationship between enterprise population networks and predatory models was established based on a predatory model. Without considering the impact of technological innovation diffusion, the stability of the enterprise population network was analyzed, and the results showed that it has the characteristic of local asymptotic stability at a positive equilibrium point. Considering the influence of technological innovation diffusion, the stability of the enterprise population network becomes complex, and its stability at the positive equilibrium point is also affected by the eigenvalue of the Laplacian matrix and technological innovation diffusion coefficient. The simulation experimental results indicate that in addition to the influence of technological innovation diffusion coefficient, the connection probability density of enterprise population networks has an important impact on stability. Only when the connection probability density is very small can the enterprise population network resist the impact of technological innovation diffusion and maintain stability.

An Integrated Framework Approach to Understanding Vietnamese People’s Intention to Adopt Smart Home Solutions

In recent years, although smart homes and smart home solutions have been widely accepted in developed regions (such as Europe, the United States, and Japan), their application in emerging countries (such as Vietnam) remains limited. This study is aimed at assessing the factors influencing Vietnamese people’s intention to adopt smart home solutions based on the integration of the technology acceptance model and innovation diffusion theory. The study collected quantitative data from a survey of 310 participants in Vietnam and analyzed them using structural equation modelling with AMOS software. This study’s findings show that compatibility and perceived usefulness play important roles in promoting users’ intention to adopt smart home solutions. This study has practical implications for businesses in Vietnam and provides useful recommendations for future research.

A Comprehensive Evaluation of Factors Influencing Acceptance of Robotic Assistants in Field Construction Work

The adoption of human–robot collaboration (HRC) in various forms is widely expected to help improve productivity, reduce human physical workload, and alleviate the issues created by a skilled labor shortage in the construction industry. One potential deterrent to adoption of such collaborative work methods often cited by industry stakeholders is resistance by workers stemming from their fear of losing their jobs or having to learn new approaches and methods of performing construction work. Although significant prior studies have used path analyses to statistically evaluate hypotheses about technology adoption models by estimating the relationships in the models, no research has specifically investigated the intention to work in HRC through such an approach. This study addresses this knowledge gap and empirically investigates the factors affecting construction personnel’s behavioral intention to accept HRC. HRC in this study is envisioned as robotic assistants performing the physically demanding repetitive work while construction personnel focus on cognitive tasks necessary to plan and supervise the work. An HRC adoption model based on the technology acceptance model (TAM) and innovation diffusion theory (IDT) is presented. This study expands a TAM-IDT model with new constructs such as job satisfaction and openness to training to explore an improved model that increases the understanding of construction personnel’s intention to adopt HRC. Data collected from 156 construction personnel were analyzed to identify the key components based on exploratory factor analysis (EFA) and confirmatory factor analysis (CFA). The proposed model, consisting of eight external and four internal variables, was examined using structural equation modeling (SEM). Results indicated that variables such as perceived usefulness (PU) and perceived ease of use (PEU) had a positive and significant impact on behavioral intention (BI) to work in the described HRC system. Both theoretical and management implications emerging from the study are offered as insights to assist the construction industry in managing the introduction and adoption of HRC for on-site construction.

How can technology leverage university teaching & learning innovation? A longitudinal case study of diffusion of technology innovation from the knowledge creation perspective

This paper expands the innovation diffusion framework by adding a conceptual and empirical exploration of knowledge creation into understanding university technology-enhanced teaching and learning innovation. Institutional innovation research has largely focused on people and products while neglecting the underlying knowledge creation process for innovation that substantiates and sustains the diffusion of innovation across stages. Guided by a combined framework of organisational knowledge creation theory with the diffusion of technology-enhanced teaching & learning (T&L) innovation, this 4-year longitudinal qualitative study focused on a Chinese case of Tsinghua University, which has pioneered the adoption of digital teaching and learning, and generating exemplary sustainable whole-institutional teaching and learning innovation. We explored how technology leverages the interactions between technologies, adopters, and leadership within a university to build capacities for digital T&L innovation by tracing the technology innovation trajectory of Tsinghua University. The case study identified four stages of knowledge creation related to technology adoption and innovation. Of these stages, knowledge externalisation processes were found to be critical for leveraging the co-creation of knowledge for institutional innovation in the university context. Additionally, the study showed that the middle-up-down leadership strategy and middle managements’ knowledge management ability facilitated the sustainable transition from individual and group exploration to organisational innovation. The implications for strategic technology adoption and sustainable teaching and learning innovation in the university contexts are also discussed.

Potential of technological innovation to reduce the carbon footprint of urban facility agriculture: A food–energy–water–waste nexus perspective

As an emerging form of agriculture, urban facility agriculture is an important supplement to traditional agriculture and one of the ways to alleviate the urban food crisis, but it may generate a high carbon footprint. A comprehensive assessment of urban facility agriculture is a necessity for promoting its low-carbon development. In this study, the carbon footprint of urban facility agriculture under four different technological innovation models was simulated by life cycle assessment and a system dynamics model for a carbon footprint accounting without considering economic risk. Case 1, as the basic case, is Household farm facility agriculture. Case 2 is the introduction of vertical hydroponic technology based on Case 1, Case 3 is the introduction of distributed hybrid renewable energy micro-grid technology based on Case 2, and Case 4 is the introduction of automatic composting technology based on Case 3. These four cases demonstrate the gradual optimization of the food–energy–water–waste nexus in urban facility agriculture. This study further uses the system dynamics model for carbon reduction potential considering economic risk to simulate the diffusion (promotion) scale and carbon reduction potential of different technological innovations. Research results show that with the superposition of technologies, the carbon footprint per unit land area is gradually reduced, and the carbon footprint of Case 4 is the lowest at 4.78e+06 kg CO2eq. However, the gradual superposition of technologies will further limit the diffusion scale of technological innovation, thereby reducing the carbon reduction potential of technological innovation. In Chongming District, Shanghai, under theoretical circumstances, the carbon reduction potential of Case 4 is the highest at 1.6e+09 kg CO2eq, but the actual carbon reduction potential is only 1.8e+07 kg CO2eq due to excessive economic risks. By contrast, the actual carbon reduction potential of Case 2 is the highest with 9.6e+08 kg CO2eq. To fully achieve the carbon reduction potential of technology innovation, it is necessary to promote the scale diffusion of Urban facility agricultural technology innovation by raising the sales price of agricultural products and the grid connection price of renewable electricity.

Factors influencing electronic human resource management implementation in public organisations in an emerging economy: An empirical study

Purpose: Governments in developing countries are riddled with operational inefficiencies. Many have turned to electronic service delivery to address these operational problems. With coronavirus disease 2019 (COVID-19) pandemic, the push for digitalisation has only got stronger. We use the technology acceptance model (TAM) and innovation diffusion model (IDM) to investigate the factors that influence the implementation of electronic human resource management (e-HRM) in selected public organisations in an emerging economy.Design/methodology/approach: Data were collected from key informants composed of human resource (HR) officers, supervisors, line managers and sections of employees in selected public sector organisations. The data were analysed using hierarchical regression techniques.Findings/results: The various dimensions of TAM and IDM were found to contribute to the implementation of e-HRM in public organisations significantly. Specifically, perceived simplicity of usage, perceived usefulness, self-efficacy, compatibility and facilitating conditions showed significant positive effects on e-HRM implementation intentions. Furthermore, compatibility and perceived ease of use significantly predicted perceived usefulness of e-HRM.Practical implications: The influence of the dimensions of TAM and IDM in e-HRM implementation intentions in public institutions in this study dictates that governments in developing nations need to pay attention to both technology features and employee’s technology capabilities to ensure smooth digitalisation of government business.Originality/value: The integration of TAM and IDM in assessing e-HRM implementation in a developing nation enriches e-government and HR management literature.

Driving Competitive Advantage in Cleantech Companies: A Model of Smart Regulation, Organizational Agility, and Technological Innovation

Context: Organizational environments have undergone major changes in the face of technological innovation advances in the industrial sectors. Looking at this context, technology startups have used increasingly technological and digital resources to delivery services and products with low or zero impact to the environment.
 Objective: The paper aims to present a propositional model that encompasses the theoretical lenses of Organizational Agility (OA) by boosting Diffusion of Technological Innovation (DTI) in companies and clean technology to obtain Competitive Advantage (CV).
 Methodology: A multiple case study with a qualitative approach was carried out with Cleantech organizations, supported by 22 semi-structured interviews from 17 clean technology companies in the areas of ​​renewable energy, energy efficiency and commercialization in addition to water treatment. The results were supported by the content analysis technique.
 Results: The AO can potentialize the DTI to achieve competitive advantage. Behind this, new categories were founded in this research: Agile Culture Values as a background for Digital Transformation to create a Smart Regulation to promote technological innovation in products and services at companies with sustainable solutions.
 Contribution: This article contributes with a new model matching by the perspective of OA modify the positioning of managers and founders, to amplify the diffuser scenario of innovation and technology in the organization, reverberating in new market positions. The scientific contribution lists a research program based on the emerging categories of work, flowing into advances in the research field of Cleantech Organizations.

Spatiotemporal Evolution and Determinants of the Geography of Chinese Patents Abroad: A Case Study of Strategic Emerging Industries

China’s rapid technological growth and aggressive globalization policies have led to an increasing interest in Chinese patents abroad. This study uses strategic emerging industries (SEIs) that are important for the future development of the world as examples and constructs a novel dataset of Chinese SEI patents abroad (1993–2017) to explore the spatiotemporal evolution and determinants of the geography of these patents. Our results show that the number of Chinese SEI patents abroad is growing rapidly, and the new-generation information technology industry is increasingly dominating, accounting for approximately 50% of all SEI patents abroad. Chinese SEI patents abroad are highly concentrated in the United States, Western Europe, and East Asia, and their influence is gradually spreading from African countries to developed countries. The host country’s intellectual property rights (IPR) protection level, technology market size and imitation risk have significant positive effects on Chinese SEI patents abroad, while the host country’s high-tech product market size and competition risk have negative effects on Chinese patents abroad. The conclusions provide new information for understanding Chinese patents abroad activities and the motivation of China’s technology globalization and provide evidence from an emerging country for research of the international diffusion of technology innovation.
