By harnessing the capabilities of computer vision and machine learning, GestureSpeak interprets and responds to users' gestures and vocal instructions, opening new frontiers in accessibility and user experience. This abstract offers a glimpse into the transformative potential of GestureSpeak in revolutionizing the way we interact with computers, making technology more accessible and intuitive for all users. Advancements in human-computer interaction have led to the development of innovative projects that redefine how users interact with technology. This paper introduces a novel integration of two projects: GestureSpeak and VoiceRobot, which together enable intuitive and hands-free control over computing devices using hand gestures and voice commands. VoiceRobot complements GestureSpeak by adding voice command capabilities to the interaction model. Powered by speech recognition technology, VoiceRobot enables users to control devices and launch applications using natural language. With VoiceRobot, initiating the GestureSpeak project is as simple as speaking a command. The combined system offers unique benefits, including improved accessibility for users with mobility impairments and a more natural way to interact with computing devices. By integrating gesture recognition and voice commands, the project enhances user engagement and efficiency, paving the way for future advancements in human-computer interaction. Launching the Project with VoiceRobot:A notable feature of this integrated system is the ability to launch the GestureGenie project using VoiceRobot. By speaking a predefined command, such as "Activate GestureGenie," users can initiate the hand gesture control system effortlessly. This capability highlights the seamless integration of gesture recognition and voice command technologies, showcasing the project's versatility and user-friendly design. In conclusion, the integration of GestureGenie and VoiceRobot represents a significant advancement in human-computer interaction, offering a comprehensive solution for hands-free device control. WAYS OF COMMERCIALIZATION OF YOUTH STUDENTS' ENTREPRENEURSHIP PROJECTS AND INCREASING BUSINESS INCUBATOR ACTIVITY IN THE CONDITION OF GIVING FINANCIAL INDEPENDENCE TO EDUCATIONAL INSTITUTIONS

The article analyzes reforms in providing financial independence to educational institutions of the Republic of Uzbekistan and ways to achieve financial support for ideas and projects of young entrepreneurs who graduate from educational institutions. Opinions of foreign and domestic scientists regarding the financing of the business incubator system are given. In addition, information is provided on models of financial support for commercialization of innovative business ideas, scientific and technological development projects and programs of students who are members of universities, technical schools, colleges, vocational schools, monocenters, public and private business incubators, and additional the economic benefits of creating new workplaces are highlighted.

THE PROBLEMS OF THE FUNCTIONING OF THE STOCK MARKET OF UKRAINE UNDER THE CONDITIONS OF WAR STATE

Introduction. The stock market is a multifunctional system that contributes to: accumulation of capital for investment in the production and social spheres; structural reorganization of the economy; positive dynamics of the social structure of society; improving the welfare of citizens, due to the ownership and free disposal of securities. The Russian Federation's full-scale war with Ukraine, which has lasted for more than a year and a half, has brought Ukraine large-scale financial and economic instability, which is manifested in the deterioration of the socio-economic condition and the deterioration of the state of the financial system, regarding its performance of its functions. The purpose of the article is to understand the processes of development and analysis the main trends of the current state and to identify the problems of the functioning of the stock market of Ukraine under martial. The results. The main ways of attracting funds on the stock market are: 1) covering the shortage of money for financing activities; 2) restarting and modernization of existing capacities; 3) replenishment of working capital, restructuring of indebtedness; 4) development of core activities and maintenance of production level; 5) development of innovative projects and diversification of activities; 6) creation of an enterprise, subsidiary companies and structural units; 7) development of financial infrastructure; 8) formation of exchange history. During the studied period, the stock market in Ukraine consisted only of DGB, the rest of the instruments were small deals that did not have a significant impact on liquidity. In order to restore Ukraine in the post-war period, business development requires the involvement of additional sources of financing. Therefore, planning and preparing new financing mechanisms today will increase the chances of success on the stock market. Among the main problems that have arisen acutely on the way to the recovery and development of the stock market are: insufficient legislative regulation; low liquidity (in the event of a crisis situation on the stock market, as well as when investors wish to sell their own securities, the market is unable to fully absorb the volume being sold, as a result, sellers significantly reduce prices and the market falls; lack of new financial instruments (a low share of shares the stock market of Ukraine in the pre-war period and the dominance of bonds in the conditions of military aggression). Conclusions. The main priorities for the development of the Ukrainian stock market are: - the creation of an appropriate legal framework that will regulate the rights and obligations of all participants in the stock market and ensure the creation of an appropriate system for the protection the rights of investors and securities owners; - integration of the domestic stock market into international financial markets; - the development of the stock market infrastructure and the development of a wide range of tools, the availability of effective mechanisms for the interaction market participants; - formation of a new infrastructure of the stock market (a new model) that meets the norms of the international market; development of financial market segments (banking, insurance, pension sector, etc.); - increasing the investment literacy of the population.

Exploring an Architectural Paradigm for the 15-minute city planning model: Towards reforming gaps of services in Nablus

The existing literature on the 15-minute city planning model mainly covers conceptual strategies, responsive urban transformations, and innovative urban development projects at the neighborhood level. However, little attention has been given to the actual architecture of the 15-minute city. This planning model emphasizes the relationship between time and space of services in neighborhoods, which can be used as a scientific method to fill the gaps in services in Nablus neighborhoods. Local feedback on the distribution of services, proximity, and mobility in Nablus neighborhoods has highlighted the need to reimagine the comprehensiveness, density, and accessibility of services. Additionally, the prioritization of services has changed during COVID-19, which emphasizes the importance of architecture that considers flexibility in services. To address these challenges, this paper proposes the use of prefabrication construction technology in the placement of urban service units as a sustainable architectural model to realize the 15-minute city planning model. The paper presents the integration of structural system analysis, environmental considerations, and sterilization criteria into the model and proposes guidelines for the feasibility of this model. The resulting urban service framework of the architectural paradigm responds to the pointed-out needs of the population, and the temporary introduction of the model makes the application of the model responsive to the local shortage of vacant lands.

Neural network algorithms optimizing the development of residential neighborhoods

Modern urban planning involves the creation of a comfortable living environment. The success of new neighborhoods depends on factors such as size, location, services, and transport accessibility. However, issues such as project cost and feasibility often limit innovative urban development projects. A systematic analysis, including a morphological approach, can reveal the complexities of such projects. To optimize the efficiency of construction, the project documentation contains input parameters for calculations. Calculations of economic efficiency should take into account the phasing of the project and the stages of the life cycle. To evaluate the effectiveness of a neighborhood, fuzzy logic is used to process parameters such as the attractiveness of the neighborhood. This research focuses on creating a model of a residential neighborhood using neural network algorithms to optimize economic efficiency by adjusting the parameters of design, construction and operation, taking into account the specifics of the life cycle of a construction and investment project. The article suggests the use of neural network algorithms to improve the development of residential neighborhoods, presenting the appropriate model and discussing its features. The relevance and possibilities of developing this approach in the context of planning new neighborhoods are highlighted.

ФІНАНСОВІ ІНСТРУМЕНТИ В РОЗВИТКУ БІЗНЕС-ІННОВАЦІЙ

This article analyzes the role of financial instruments in supporting and stimulating business innovations, considers venture financing, lending, crowdfunding and other mechanisms as key levers for the development of innovative projects and startups. The purpose of the study is to identify and analyze the factors that make certain financial instruments more effective in supporting innovation. The advantages and disadvantages of each instrument are considered, and their ability to adapt to the changing business environment is discussed. The article utilizes a variety of research methods, including literature review, case studies, and comparative analysis, to provide a comprehensive view of the topic. The study shows that venture capital investments often provide not only capital, but also valuable knowledge, mentoring, and access to a network of contacts. The results indicate that traditional bank lending is often inaccessible or insufficiently flexible for innovation-oriented companies due to the high level of risk. However, specialized loan programs, such as government guarantees and subsidized loans, can increase the availability of credit for innovative projects. Crowdfunding is an effective tool for validating market demand and raising initial funding, especially for projects that go beyond traditional investment models. The results emphasize the importance of financial innovations, such as fintech solutions and digital currencies, which can simplify access to capital and reduce transaction costs for innovative enterprises. One of the key challenges is the divergent understanding of risk between investors and innovators. The article emphasizes that bureaucracy and complexity of processes for obtaining financing can significantly slow down or even stop innovation initiatives, and the flexibility and adaptability of financial instruments are key to effectively supporting innovation, especially in the context of a rapidly changing market and technological progress. These results provide important insights into various aspects of innovation financing and can be used to develop more effective strategies and policies in this area.

Bridging Knowledge Management and Capabilities in Innovative Projects: An Integrative Framework

The application of dynamic capabilities and absorptive capacity in innovative projects can use the knowledge processed by knowledge management as a strategic resource. Thus, this article aims to investigate how the cross-fertilization among dynamic capabilities, absorptive capacity, and knowledge management can benefit the development of innovative projects. The research approach is a literature review. We identified core codes and their relationships. We propose an integrative framework, detailing three propositions. It also presents unsolved questions and new trends for future research agendas. The results can provide valuable contributions for project managers, pointing out how project capabilities can enhance innovative projects.

World Practice of Applying State Support Measures for Organizations of the Military-Industrial Complex

The article is devoted to an analytical review of the best global practices in the implementation of measures of state support for organizations of the military-industrial complex (MIC). The purpose of the research was to study international experience in this area and determine its applicability in the context of the development of the Russian Federation’s MIC. The relevance of this work is determined by the need to ensure the solution of operational and strategic tasks of the Russian Federation’s military-industrial complex in the conditions of sanctions pressure from certain countries and the importance of assessing the available measures of state support for organizations of the complex. The study analyses the American Defense Manufacturing Community Support Program, which has been implemented in the United States since 2019. The program is based on the development of cooperation between public and private organizations, including enterprises of the military-industrial complex, scientific organizations, as well as local governments. The structure of the program provides for the formation of a community that brings together stakeholders to ensure sustainable development and competitiveness of the defense industrial complex. As part of the study of European experience, the activities of The European Defense Fund, established in the European Union in 2021 on the initiative of the Commission for the Support of Defense Cooperation of the European Union, were examined. The fund is focused on supporting and developing the European defense-industrial complex by financing innovative research, development and joint projects of international importance. The main objectives of the fund include increasing autonomy and competitiveness in the defense industry, as well as promoting integration and cooperation between the member states of the European Union. Within the framework of the article, each practice was analyzed, and conclusions have been drawn about what ideas from international practice could be applied in the development of the defense-industrial complex of the Russian Federation. The results of the study can be used by the Federal Assembly of the Russian Federation, the Government of the Russian Federation, the Ministry of Defense of the Russian Federation, the Foundation for Advanced Studies and other state structures and organizations that determine the policy in the field of defense industry regulation as proposals for further development of state support measures in the Russian Federation.

EFFORTS OF HEAD TEACHERS IN LEADING AND MANAGING PUBLIC SCHOOL THROUGH DEVELOPING PROJECTS AND PORGRAMMES

The paper explores how school leaders of community schools lead and manage schools through the development of innovative projects and programmes creating an engaged learning environment at school. A visionary school leader has a dream of creating an engaged learning environment at school, for which an unwavering determination seems to be a must. The head teachers of the study are found totally focused on their task with full commitment and dedication. They are launching different innovative programs and projects at schools adhering to the notion of innovative school leadership, thereby drawing the attention of the local stakeholders. Like the intent of the theory of flow, these school leaders as campaigners of transformation are immersed in the affairs of school delegating responsibilities to team members. The paper further argues for the need of leading schools proactively and creatively so to create a vibrant learning space where students get opportunities to demonstrate their creativity.

DESIGN THINKING IN THE VISUALIZATION OF ECONOMIC DEVELOPMENT PROJECTS IN THE AGRARIAN SPHERE: SCIENCE AND ART

The article represents an attempt to comprehend the possibilities of applying general methodological principles of design thinking in the process of planning and developing innovative economic development projects in the agricultural sector. The relations of design and visualization as the science and art processes in the economy are outlined. It is noted that smart agriculture uses advanced technologies such as sensors, devices, machines and information technology, robots, GPS technologies, which will allow farms to be more profitable, efficient, safe, and environmentally friendly. The authors claim that the goal of digitalization of agriculture is to achieve a significant increase in the efficiency and sustainability of its functioning through fundamental changes in the quality of management of both technological processes and decision-making processes at all levels of the hierarchy, based on modern production methods, and the further use of information about the state of controlled elements and subsystems, as well as states of the economic environment of agriculture. Based on a study of the use of visualization technologies within the framework of the philosophy of design thinking, it is shown that the introduction of digital technologies in the agro-industrial complex will dramatically increase labor productivity and reduce risks in agriculture. In modern conditions of intense competition, digitalization based on such projects will give the agricultural sector of any country (which is especially important for developing countries) great competitive advantages.

Strategic management of entrepreneurial activity as the basis for the development of the tourist and recreational potential of the region: domestic and international practices

Given the current challenges of climate change, environmental pollution, and biodiversity loss, strategic management of entrepreneurial activities in tourism and recreation becomes particularly relevant. The research aims to analyze the eco-economic aspects of the development of national natural parks' territories, determine their role in preserving flora and fauna, and formulate strategies for sustainable development. The development of these territories must consider the needs of the local population and the preservation of the natural environment, considering ecotourism as a means of supporting the local economy without harming nature. It has been established that national natural parks play an essential role in conserving biodiversity and natural ecosystems. The importance of developing and implementing comprehensive strategies that ensure the preservation of these unique ecosystems is a response to global environmental challenges. The development of national park territories should be carried out according to the principles of sustainable development, ensuring the conservation of natural and cultural resources and supporting local communities. It has been determined that strategic planning, which considers economic, social, and environmental aspects, is key to creating a unique tourist product. It has been proven that international cooperation and sustainable resource use are essential factors in developing tourism and recreation potential. The article establishes the necessity to overcome challenges associated with harmonizing the legislative base, improving infrastructure, and developing effective mechanisms for cooperation between the public and private sectors. It has been determined that the development and implementation of comprehensive programs supporting local initiatives and projects aimed at tourism development can ensure sustainable growth of the regional economy and improve the quality of life of the local population. It has been proven that the involvement of international experience and practices, the adaptation of the best global practices to the conditions of Ukraine, and the development of innovative projects in the field of tourism and recreation are relevant for further development of the tourism and recreational potential of the region. SUCCEED: Sharing Upcycling Cases with Context and Evaluation for Efficient Software Development

Software upcycling, a form of software reuse, is a concept that efficiently generates novel, innovative, and value-added development projects by utilizing knowledge extracted from past projects. However, how to integrate the materials derived from these projects for upcycling remains uncertain. This study defines a systematic model for upcycling cases and develops the Sharing Upcycling Cases with Context and Evaluation for Efficient Software Development (SUCCEED) system to support the implementation of new upcycling initiatives by effectively sharing cases within the organization. To ascertain the efficacy of upcycling within our proposed model and system, we formulated three research questions and conducted two distinct experiments. Through surveys, we identified motivations and characteristics of shared upcycling-relevant development cases. Development tasks were divided into groups, those that employed the SUCCEED system and those that did not, in order to discern the enhancements brought about by upcycling. As a result of this research, we accomplished a comprehensive structuring of both technical and experiential knowledge beneficial for development, a feat previously unrealizable through conventional software reuse, and successfully realized reuse in a proactive and closed environment through construction of the wisdom of crowds for upcycling cases. Consequently, it becomes possible to systematically perform software upcycling by leveraging knowledge from existing projects for streamlining of software development.

Achieving social effect as the goal of innovative investing

The article focuses on the necessity of independent development and legislative institutionalization of innovative investment as a comprehensive institution of economic law aimed at providing legal order in the turnover of exclusive rights to use innovative products through investment in the economic activities of the recipient of these rights, with the purpose of obtaining investment returns by the investor through increasing the technological level of the recipient’s production activities and the competitiveness of relevant goods and services. Innovative activities are considered from the perspective of investments and achieving social impact.It is noted that innovative investment is predominantly of a commercial nature, aimed at obtaining profits from the realization of innovative products. However, the question of the expediency of carrying out innovative investment for the purpose of achieving social impact is also considered. Innovative investment that seeks to implement scientific and technological achievements with long payback periods, but without direct profit, is investigated. To this end, the legal category of “social impact” is explored, its essence is defined, and problems of legislative definition are identified.It s emphasized that non-commercial innovative investment requires separate legislative regulation, as it differs from commercial investment in its nature and goals. Non-commercial innovative investment may be undertaken for the purpose of achieving social impact, and therefore, the adoption of a separate “Law on Investment for Social Impact” is proposed, which would provide an appropriate legal foundation and promote the development of innovative projects in the country.Equally important is the study and consideration of foreign experience in carrying out non-commercial investment, but with due regard to the national economic situation of the state, so that the adopted provisions can be effectively applied in the specified relationships and not have a purely declarative nature.

Investigation of European Union Horizon 2020 Information and Communication Technology Projects with the Social Network Analysis Method

This study aims to examine the partnerships of the projects accepted in the Horizon 2020 grant support program, which supports innovative Research and Development (R&D) projects of the European Union, using social network analysis according to criteria such as participant countries, the project subjects in which they participate, and the number of funds they receive. Social network analysis can be used in many different areas, as well as in the analysis of collaborations and partnerships. Turkey's partnership has not been examined in detail for such international multi-partner collaborations. While taking advantage of the opportunity to follow the trend of technology by conducting innovative R&D studies with leading organizations in many different strategic fields, the interest and participation rate of Turkey is increasing day by day in such programs, offering opportunities to obtain grant incentives. Examining the network of collaborations established so far in this field can provide various inferences and suggestions for strategic partnerships.

Informática biomédica; desarrollo e integración en el proceso educativo de la comunidad FACMED

Biomedical Informatics is a recently incorporated discipline in the Curriculum of the Medical Surgeon Career 2010 (UNAM, 2009) that aims to train physicians who use clinical reasoning, handle, analyze, and apply information, critical thinking, information and communication technologies to solve health problems with professionalism and an ethical and humanistic attitude1. To achieve this, the Biomedical Informatics department consists of three major coordinations that, by combining efforts, have continuously innovated the teaching of the subject, provided digital solutions to the community of the Facultad de Medicina, and promoted the development of innovative projects to improve medical care. A holistic analysis of sustainability metrics at an urban district scale

The presented work provides an overview of sustainability dimensions relevant to urban planning at an urban district level along multiple ressource axis. An analysis of innovative urban development projects and a literature review on city district sustainability were coupled with city grading schemes. Interviews with municipal stakeholders allowed to determine the extent to which these dimensions are already integrated into planning practices, and if not, what the barriers to the implementation of sustainable solutions are, and what the requirements for the development of new tools and methods to enable a holistically approach to sustainable planning are. Based to this, current planning practices prioritize a reduction of building energy demand and greenhouse gas (GHG) emissions during the use phase, with limited or no consideration of dimensions such as GHG from building construction, rainwater retention or urban green for optimizing urban microclimates. However, awareness for such dimensions is rising: this can be seen in pilot projects where the scope of assessment was expanded to include for instance aspects of mobility and rainwater management. It furthermore shows that an approach to optimise planning procedures along multiple dimensions is still absent from many urban planning processes, even though mindsets seem to be shifting gradually.

Early Stages of the Fablab Movement: A New Path for an Open Innovation Model

FabLabs, also known as digital fabrication laboratories, are a groundbreaking phenomenon that is contributing to the democratization of innovation and technology. Despite their potential influence, this emerging area has received little attention in the literature. This paper examines the initial stages of the FabLab movement using a mixed-sequential exploratory methodology. Qualitative methodologies were employed to identify relevant dimensions and establish research hypotheses, while quantitative methodologies were used to evaluate and validate these hypotheses and generate a predictive model for the innovation process through binary logistic regression. The information obtained through the participation of 124 laboratories in the online FabLab Global Survey was used. The results indicate that collaborations with large companies and a majority focus on research in FabLab projects promote the development of innovative projects compared to those laboratories affiliated with educational institutions or primarily used by students.

Іnnovative Priorities for the Development of Integrated Forms of Entrepreneurship at the Regional Level

The priority of innovative development at the regional level through the formation of innovative infrastructure is substantiated. We used system-complex and innovation-oriented approaches to determine the components of the regional development proposed. The work included the task of implementing the concept of modern regional development is defined. It was determined that the further expansion of the innovative infrastructure is objectively conditioned by the level of scientific, technological, and intellectual potential, the number of intellectual property objects, and other developments. The applied aspects of the operation of integrated forms of entrepreneurship at the regional level were considered, and directions for increasing investment activity and ensuring their competitiveness were determined. The expediency of forming an innovative infrastructure for the implementation of innovative priorities for the development of integrated forms of entrepreneurship at the regional level and ensuring its effective functioning and further expansion has been proven. The organizational possibilities for the implementation of innovative priorities at the regional level and innovative development projects with the aim of increasing investment income in the regional economy have been revealed.

Sustainability Strategies by Oil and Gas Companies, Contribution to the SDGs and Local Innovation Ecosystems

Oil and gas (O&G) companies are facing increasing pressure to transform their businesses in order to contribute effectively to the transition from an economy based on fossil fuels to one driven by clean energy technologies. Understanding how O&G companies can define actions to comply with the United Nations’ Sustainable Development Goals (SDGs) and, specifically, how they can generate a positive impact in terms of sustainability through technology innovation becomes relevant in order to guarantee the success of such transformation. To explore this issue, this article analyzes, using a case study research methodology, the sustainability strategy of an O&G company in the Basque Country region (Spain) that is undergoing a profound transformation of its overall business strategy. In particular, the analysis focuses on how the company’s innovation and research and development (R&D) activities and projects related to clean technologies contribute to fulfilling the energy- and non-energy-related SDGs. The main result of the analysis is the identification and characterization of an emerging complex public–private multi-stakeholder business and innovation ecosystem surrounding the O&G company under scrutiny with a clear focus on low-carbon technologies. This ecosystem channels knowledge and innovation synergies and spillovers at the local and regional levels, encouraging green industrial growth in different value chains, and provides insights about how O&G companies can contribute effectively to the SDGs and, at the same time, increase the sustainability of their businesses.

Digitalization as a direction of innovative development of Ukrainian universities in the conditions of technological transformations

The article is devoted to determining the prospects of digitalization as a direction of innovative development of Ukrainian universities in the conditions of technological transformations to solve the problems caused by them in the market of scientific and educational services, as well as to develop on this basis, an approach to the justification of relevant, innovative projects. The motivational reasons for the digitalization of the university as a way of its response to technological transformations are outlined and systematized according to the areas of activity. The prerequisites and specifics of the accelerated digitization of Ukrainian universities in the conditions of quarantine restrictions of COVID-19 and war and post-war recovery are determined. An analysis of the practice of using digital technologies in the educational process of some departments of universities in the North-East of Ukraine, operating in the front-line zone, was carried out. The authors clarified the digital structure of the university and the scheme of interaction of its subsystems in the digital economy in the conditions of technological transformations. In particular, in terms of determining the characteristics of external and internal channels of information and knowledge, the interaction initiates innovative changes in the university's activities through digitalization. An approach to the analysis and substantiation of the expediency of the implementation of innovative development projects of the university has been developed depending on the level of its readiness for digitalization. The authors formed a system of indicators for its evaluation, by analogy with the Network Readiness Index, which characterizes various aspects of the university's digital readiness to implement innovative development projects. In particular: technological, human, and managerial aspects of digital readiness, as well as its expected effectiveness (usefulness). The obtained results develop the principles of innovation management in the field of higher education, in terms of the development and justification of the approach to the management of digitalization of the university, as a prerequisite for its innovative development in the conditions of technological transformations and the formation of the digital economy.
